No devclopment of major importance has been made in the south central fault-line district of Texas during 1939. Four new fields have been discovcred, all of which appear to be of minor importance, with small wells in the Navarro sand, the Taylor marl or the Austin chalk. Drilling along the fault line has not developed any new prospects in the Edwards lime, the most prolific producing horizon of the district. At the close of the year, a few deep tests for lower producing horizons have been projected and should prove to be of interest, and plans are under way for further development of the Pearsall field, which has been under the control of a single company until recently. Production from the 46 producing fields was maintained at 8,460,000 bbl. for the year, a decrease of approximately 400,000 bbl. under 1938. This decrease is due in part to natural decline of production and in part to decreased allowed production. Approximately 55 producing wells were completed on proven acreage in the Darst Creek and Salt Flat fields. No new lease plays were made during the year, although approximately the same amount of land, 600,000 acres, remained under lease during the year. Some geophysical operations of various types were carried on along the fault-line area itself and also in the Edwards plateau and in the area south and southeast of the main fault line.

In the Journal of the Iron and Steel Institute for 1881 (vol. ii., page 379), will be found an article upon this subject. The analyses there reported mere of samples taken from an ingot made especially rich in impurities and then cast in a sand-mould in order to give the elements a better chance to redistribute themselves, on account of the steel solidifying more slowly than when cast in an iron mould. Wishing to ascertain how much, if any, segregation takes place when the steel is cast in the ordinary way, I placed the subject in the hands of Mr. W. J. Olcott, a graduate of the Michigan University, who has carefully collected and analyzed samples taken from different parts of ingots and billets. In this undertaking he found himself somewhat embarrassed on account of being distant from steel-works, and therefore unable to supervise the selection of samples. He found, however, a competent and willing aid in the person of E. F. Wood, M.E., chemist of the Pittsburgh Bessemer Steel Company, Limited, who has spared no pains in collecting the desired samples and furnishing drawings and descriptions of the ingots from which the samples were taken. The following are the results obtained: Ingot No. 1. This ingot was about 5 feet long and 13 X 131/4 inches at the point of fracture, which was 2 feet from the bottom. The samples

IN my thirty years of educational work in the mineral industries and other engineering fields, this past year has been the most unusual and difficult one. Contact with educators from other schools leads to the conclusion that the same situation is countrywide. The first of our difficulties came from the shortsighted policy of the Selective Service in taking out of the colleges, continuously, all engineering students as soon as they had reached their eighteenth birthday. England, Canada, and Russia, too, even in the midst of their critical war situations, had the good sense to keep their young engineering brains in college, for they realized the vital necessity of a steady flow of engineering graduates into the war industries and into the postwar peace industries. As a result of the policy of our Government, our engineering schools were left with only a handful of students who had been rejected for military service. Our colleges, faced with the prospect of several years without students and without income, hastened to give leave of absence to many of their competent teachers who quickly were taken into industry and in many instances are now being retained there at higher salaries than colleges are accustomed or able to pay their teaching personnel. We are finding it most difficult to induce these men to return to their former engineering teaching work. In my judgment, it will take us three or four years to restore our engineering departments to their former level in quality of instruction.

The wildcatting in northern and northwestern Missouri, which started in 1939, was continued in 1940. Two new gas fields were found and one discovered in 1939 was further extended. The total number of completions was 94, of which 5 were oil wells with about 48 bbl. initial production, 30 were gas wells with an initial open-flow capacity of 37,655,000 cu. ft., and 59 were dry holes. The outstanding discovery was the Polo gas field, T. 55 N., R. 28 and 29 W., in Caldwell County. A sand now believed to be a lens in the Bandera shale at a depth of 400 ft. yielded flows of more than 12,000,-000 cu. ft. In all, I0 wells with 31,490,000 cu. ft. of gas, were drilled. The rock pres-sure is 80 lb. At present no arrangements for an outlet have been made. In Platte County, the Prairie Point gas pool in sec. 7, T. 51 N., R. 33 W., and sec. 12, T. 51 N., R. 34 W., and the Lake-side pool in sees. 5 and 6, T. 50 N., R. 33 W., were further developed, and in the latter both oil and gas have been found, but data are not available for publication at this time. Drilling for gas continued in proven areas in Clay County, and for both oil and gas in proven areas in Jackson and Cass Counties. Table 1 summarizes the results of drilling in Missouri in 1940.

1. Healthy and active Local Section organizations are vital factors in promoting the vigor and growth of the Institute. 2. Activity on the part of Local Sections should be recognized and stimulated by appropriation of funds from the Institute's treasury; and these appropriations should be as large as is consistent with the relative needs for other activities. 3. As between different Sections, the amount of such appropriations should be based primarily on the extent of activities as reflected in the number and character of meetings held and " the attendance of the members at such meetings. 4. In making a request for funds for any year, the officers of a Local Section should submit a report on the printed form approved by the Directors at their meeting on November 19, 1937. 5. A standing Committee on Local Section Appropriations, consisting of one past chairman of a Local Section, one member of the Institute's Executive Committee, and one member of the Finance Committee, shall be appointed by the President and shall pass upon requests for appropriations and authorize payments within bounds of the budget. The committee will be guided by the principles herein outlined, always having in mind the vital importance of healthy, active Sections to the welfare of the Institute as a whole. 6. According to Article XI, Section 2 of the Bylaws, requests for appropriations shall be signed by the Chairman, Secretary and Treasurer of the Section. 7. Requests for appropriations must be in the hands of the Secretary of the Institute by February 15 of the year for which they are desired.

The Marine Corps has found the Mining and Sapping Department one of the most efficient individual organizations of the Soldiers of the Sea. The men of the unit were assembled among "hard rock" miners from Montana, Idaho, and Utah; most of the detachment hail from Butte. It includes experienced gas-helmet men, blacksmiths, compressors, carpenters, timbermen, concrete and cement gun experts, diamond drill runners, civil and mining engineers, in fact, artisans of every craft in and around mines. Experienced miners with both technical college training in mining and engineering and the practical turn of actual work as mine superintendents and foremen are used as instructors in their craft, except thirty-eight who "shoved off" with the Eleventh Regiment to actually apply their skill in Marine trenches abroad. They are the "finishers" after the trenches are dug. Covering and camouflaging the tops for protection against attacks from the air, engineering the arrangement of the trenches for protection against shell fire, establishing listening posts by projecting "Russian saps" within a few yards of the enemy's trench; sapping or tunnelling into the very lines of the Teutons, and leaving pleasant little bundles of explosives there; are just a few of the high spots touched by these wizards of the soil. They make the trenches comfortable, plastering the interiors until the underground bunk houses not only look like hotels but are just as comfortable "with all the modern conveniences." Draining is another feature which the work of the Miners and Sappers at least partially assures.

IN beginning my remarks, may I make it entirely clear that since January 4, 1947, I have not been a member of the United States Delegation to-the United Nations Atomic Energy Commission I am speaking, therefore, in purely a personal capacity. Because of the interest of the engineering profession with reference to uranium, and because of the title assigned me for this talk, I am going to assume that you know what the United States Plan is for the control of atomic energy. At best, in the limited time, I could only summarize, at the risk of giving undue emphasis to the items mentioned, and at the risk of omitting many important parts of what seems so far to be a complete and well-rounded Plan for meeting the problem. I will aim to comment upon those aspects of the Plan that continue as problems and involve apparent, or obvious, misunderstandings and contrary views The control of atomic energy represents not only a problem but a challenge-both faced by- all the peoples of the world It involves a new approach to the problems of the kinds that arise between nations, problems that have not ever been solved even by international treaties in their efforts to outlaw weapons of war. These efforts range from the Kellogg-Briand treaty to outlaw war, and its obvious failure to prevent World War II, to the interdiction by the Pope of the use of the crossbow in the days of the Crusades. THE brittleness of the intermetallics usually render their deformation studies at ordinary temperatures using conventional techniques inadequate. On the other hand, although X-ray line broadening measurements is not a complementary technique, it provides a means for gaining limited but useful information on the cold worked state of these materials. In the present instance, a study of the effects of cold work in the lead telluride intermetallic compound was carried out by analyzing the diffraction profiles of the deformed and the corresponding annealed samples. An ingot of PbTe was prepared by induction melting high-purity lead and tellurium in a quartz crucible under an atmosphere of argon. After homo-genization, the ingot was ground to -325 mesh at room temperature, and using a polished die the cold- worked powder was pressed into the form of flat faced briquets for diffraction measurements. A spectrometer with 0.125 deg per min scanning velocity, CuKa radiation, pulse height analyzer, and a proportional counter were employed in the X-ray measurements, and the powder peaks were collected from the sample in fully cold-worked state and after it had been annealed to relieve the effects of cold work completely. For reliable estimates of the peak extremities, small angular ranges where the tails merged into the background were point counted. Fourier inversions of the experimental peaks were carried out in an IBM 705 computer using the procedures introduced by stokes.' During the year terminating at the date for the third annual meeting of Engineering Foundation, the Board completed, its undertaking to sustain the National Research Council for one year. Assistance given in the organization of the National Research Council has been amply justified by the results. The Council is now well established in a 4¬story building at 1023 16th Street, N. W., Washington, and has recently secured another similar building near by in order to house its increasing force. The breadth, importance and volume of work done have steadily grown. Foreign offices have recently been established in London and Paris, Dr. H. A. Bumstead being in charge of the former and Dr. William F. Durand of the latter. The total expenditure by Engineering Foundation for the National Research Council was $9,036, derived partly from income of the endowment fund and partly from special gifts from Ambrose Swasey and Edward D. Adams. In May, Walter M. Gilbert was appointed Assistant Secretary of Engineering. Foundation, with headquarters in Washington, his services being contributed by the Carnegie Institution. He also became and has remained to date Assistant Secretary of the National Research Council. In September, resolutions were exchanged between the Engineering Foundation Board and the National Research Council, setting forth a policy of continuing reciprocal relationship, and a conference committee, Chairman M. I. Pupin, Dr. Charles Warren Hunt, and Gano Dunn, was appointed to inform the National Research Council of the readiness of Engineering Foundation to work upon definite problems sug-gested by the Council. No problems have yet been suggested.

The papers and discussion appearing in this volume were presented at a symposium jointly sponsored by the American Society for Testing Materials and the American Institute of Mining and Metallurgical Engineers and held at Philadelphia, Pa., November 29, 30, and December 1, 1944. Late in January, 1944, Lieut. Col. C. H. Greenall, Officer-in-Charge of the Laboratory Division, Frankford Arsenal, Ordnance Department, U.S.A., suggested to the American Society for Testing Materials that it might be a propitious time to arrange for a symposium on stress-corrosion cracking at the Annual Meeting of the Society in June, and agreed to make available a number of papers relating to work being carried out at that Arsenal. The Society's Committee B-5 on Copper and Copper Alloys, Cast and Wrought expressed keen interest in the symposium, and other Society committees were contacted and agreed to cooperate. Since the subject is one of primary interest also to the American Institute of Mining and Metallurgical Engineers, it was arranged that the two organizations would jointly sponsor the symposium. A Symposium Committee was formed under the joint leadership, for A.S.T.M., of Carter S. Cole, then Chief of the Metals Branch, Conservation Division, War Production Board and now Engineer on the Headquarters Staff of the Society; and, for A.I.M.E., of E. A. Anderson, Chief of Metals Section, Research Division, New Jersey Zinc Co. (of Pa.) and chairman of the Program Committee of the Institute of Metals Division. Beginning with a small but positive participation in undersea mining, the Bureau of Mines continues its active investigations into this potentially tremendous field. The Bureau began its active role in undersea mining in September 1963, with a small task force of three dedicated scientists and a secretary, establishing headquarters at the old Tiburon Naval Net Depot about seven miles up the coast from San Francisco. The past months have been both busy and productive. With 22 Federal agencies involved in oceanography, it logically was the intent of Congress that the Bureau of Mines undertake research concerned only with the technology of marine mineral production and utilization. The Bureau has maintained this purpose in its activities at Tiburon, for while institutes, universities, the Navy and other Government agencies have developed exceptional programs in the fundamental science of the oceans, commonly called oceanographic research, little has been done toward advancing man's ability to exploit the ocean floors other than by drilling for oil and gas and sulfur.

NO ONE could fail to be gratified to receive so profound an approbation in his calling from the members of one's own profession. To have re-ceived this distinction from men, many of whom have been professional associates and friends over more than a quarter of a century, warrants a pride. and satisfac-tion that could come from no other source. It has often been said that men are really known only to their brothers in labor and in profession. The long friendship I have received from Mr. Saunders and the distinguished service that he has contributed to the mining industry add to my appre-ciation of this event. Mr. Kelley's remarks bring my mind easily to the beginning of that period of great advance in the engineering, profession of forty years ago. Three great forces contributed to the development of the profession. The first was the era of intense development of minerals, metallurgy; and transportation in our great West. It greatly stimulated invention; it made a demand for training and skill on the part of our engineers. The pressure of national development advanced our American practice beyond the rest of the world. Moreover, the skill of our engineers of that period owes a great debt to American educators. The leaders of our universities were the first of all the educators of the world to recognize that upon them rested the responsibility to provide fundamental train-ing in, the application of science to engineering under the broadening influence and cultivation of university life. They were the first to realize that engineering must be transformed into a profession in the highest sense, not only in the training and character but that the essential quality of a profession is the instillation of ethics. That implies not alone the job but the responsibility of the community for the job. Our uni-versities poured into our development a great stream of men with this background and training. A third distinction that grew in American engineering was the transformation from solely a technical profession to a profession of administrators-the business manager with technical training.

The Occupational Safety and Health Act of 1970, although providing no precise definitions of safe and healthful working conditions, specifies mandatory duties, and methods and procedures -- "to assure so far as possible every working man and woman in the nation safe and healthful working conditions." The dynamics of the workplace ad the dynamics of this coextensive Act both spring from the same source. Both require at any given time an application of the then con- temporaneous highest state of the art. Both are flexible, ongoing, adaptive, changing; both advance by a blending of experience and research.

AFTER all, mineral sanctions are not a measure of peace, they are a measure of war, and we must regard them as such. We have had two examples now in the world-first, Italy, and secondly, Japan-where we have applied sanctions. When we got ready to apply sanctions to Italy that would hurt, they went to war. In the Far East, when we applied sanctions against Japan, in the latter part of 1941, there was a quick reaction, and the Japanese bombed Pearl Harbor.

WHEN the privilege was extended to me to address this meeting I could not help but make a mental review of my own activities and experiences in connection with association work. After having spent about 16 years in the mining engineering field, I entered into the operating branch of coal mining which afforded, about 12 years ago, my first opportunity of attending a meeting of our local Association and sitting in with the "big boys" of the industry. This was quite a thrilling experience because I had heard a great deal about the various operators who belonged to the Association and knew, or at least thought I knew, that a certain group dominated its affairs and that a "clique" was in control of a sizable "roller" which could be "steamed up" at will to flatten out any opposition which might appear upon the horizon or under it, too, for that matter. Now, I was to have the privilege of observing this "clique" at first hand, of seeing a small group making the policies and shaping the destinies of a great industry and planning the activities of an important Association while a large majority of the members would sit by either complacently or otherwise with the full knowledge that the "roller" was in waiting to reduce them to ribbons at the first sign of resistance.

THE history of the Mine La Motte area covers a greater period of time than any other mining operation west of the Mississippi, for it was almost exactly four centuries ago that the white man first visited the region. In May 1541 a few men from the party of Fernando de Soto traversed the place looking for silver which they understood the Indians had found in the vicinity. Some historians say that De Soto himself visited the place sometime later. No other white man came through again until the early 1700's.
