THE announcement of this World Conference on Mineral Resources briefly traced the development of the metals industries over the past 75 years The various phases were characterized as iron and steel for the railroad era, then copper and the electrical age, through alloy steels to the age of light metals in World War II, ending with the curtain rising on the atomic age at the end of the war The interests of mining and metallurgical industries in the atomic age may perhaps be divided broadly into three - groups (1) production of the special materials required by atomic-energy installations and processes, (2) use of atomic power in the mining or refining of materials, (3) use of radioactive isotopes and radiation in metal and chemical processes both for laboratory study and in the production of materials for use in any field In the production of special materials, the mining and metallurgical, scientific and industrial groups have already contributed much to the start of the atomic age The mining, refining and fabrication of the basic uranium to a degree of purity and form suitable for production of plutonium in the Hanford Engineering Works is just one example. The Sixty-fifth Congress was a "War Congress." Perhaps nothing else than war work should have been expected of it, but it had time and opportunity to do much more. Engineers have good reason for sorrow over the engineering legislation that died merely because there was no opportunity for a vote. The mineral resources of the public lands of the United States are, except the precious metals, locked away from development. For more than eight years there has been an attempt by both the executive and legislative departments of the nation to secure legislation which, under proper conditions and without detriment to the public interest, will open up these lands for development. After eight years of study, argument, conciliation, and compromise, Congress agreed in conference of the two Houses upon a measure satisfactory to it and to the Executive Department and the final draft was passed by the House of Representatives, but in the Senate it was talked to death by Senator LaFollette of Wisconsin. Some of its proponents plan to, reintroduce the bill identically as agreed to in conference into the 66th Congress, where it is hoped that by reason of its peculiar fate in the 65th Congress it will be regarded in the nature of unfinished business and thus receive early consideration and passage.

Mc-Graw-Hill Book Co., New York. $8.50.-First issued 13 years ago, this book has become a milestone in the literature of mining and metallurgy. Mr. Dorr, with the assistance of F. L. Bosqui, has completely revised the book. Its comprehensive picture of ore dressing and hydrometallurgical methods are of importance to mining engineers and operators throughout the entire field. Operating data and methods, flowsheets, testing procedures, and many miscellaneous methods of extracting bullion are given. The book is divided into two sections, the first discussing principal unit processes involved in gold and silver recovery, and the second describing with flow diagrams a number of typical treatment plants selected from the more important gold and silver mining areas in various parts of the world. International Conference on Coal Preparation in Paris. English Language edition of transactions.-The transactions of the recent conference in Paris will be presented in the form of 6 issues of the revue de l'Industrie Minerale, and may be purchased for 3000 francs per set. About 60 papers were presented at the meeting, covering a wide range of interesting subjects. A NEW method of treating steel by ammonia has recently been intro¬duced into the metallurgical industry, by means of which piston cylinders of internal combustion engines, shafts and other similar steel products can be made more resistant to wear than formerly. In 1929 the writer' published the historical notes and some experiments upon nitrification. He believes that the corrosion of nitrified steel is a matter of importance and worth studying; and as there have been few studies thereof, he has conducted experiments in this respect. L. Guillet,2 in 1927, reported corrosion tests made on nitrified and cemented steels with acid and salt solutions. In 1928, 0. Hengstenberg3 reported the high resistance of nitrified steel to water vapor and air. V. 0. Homerberg4 stated that nitrified steel has high resistance to water, air and salt solution; and G. Hagg5 studied nitrified layers of iron by means of the X-ray. Though F. Hanaman6 in 1913, measured the single potential difference of steel treated with ammonia at above 650° C., no one, it seems, has ever measured the single potential difference of the so-called nitrified steels having extraordinary hardness. The writer measured the single potential differences of nitrified special steels in various solutions with the object of studying the corrosion problem and, if possible, of knowing whether any new physical property would be caused by nitrification.

Meeting of Oct. 23, 1914.-It was voted to take no action concerning the proposed amendments to Article VIII, Sections 2 and 3, but that they be sent to the membership, as provided by the Constitution, together with a statement of the arguments for and against the proposed changes. It was voted that the following proposed amendment, which had been unanimously approved at the annual meeting of the Institute on Feb. 18, 1914, be sent to the membership as provided by the Constitution, together with the approval of the Board of Directors of this change: Article III, Section 1, paragraph 3, sentences 2 and 3: substitute the following: "Any Member, Junior Member or Associate in arrears for two years shall be dropped from the rolls unless the time for payment is extended by the Directors. A Member so dropped may be reinstated by the Directors on paying the arrears of clues and other indebtedness with which he was charged on the books of the Institute it the time he was dropped. A Member or Associate thus reinstated shall receive the Transactions for the back year for which he pays." It was unanimously voted to extend the sincere thanks of the institute to Samuel A. Taylor, Chairman, and to each member of the several Committees of the Pittsburgh meeting, for the enjoyable and successful meeting which they brought about.

J. J. RUTLEDGE,* McAlester, Okla. (written discussiont).-Research work has often a more immediate and practical application to the in-dustries than even the investigators themselves realize, but coal mining has not attracted the investigator, except in so far as the mine-accident prevention work and fuel investigations are concerned. In future, the coal geologist will study the subsurface geology of the various coal seams as the petroleum geologist now studies the oil sands, and from the results of these studies the coal operator will be able to locate his shafts to the best possible advantage and to avoid faults that would interfere with underground work. There would have been many thousands of dollars saved, and perhaps some reputations, if a good stratigrapher. had been called into consultation in the southern part of Somerset County, Pa., where a local seam of coal, quite thick, was mistaken for the Pittsburgh seam, which, if ever present at that point, had long since been eroded. Why will the Quemanhoming coal carry more sulfur without injuring the grate bars than George's Creek Big Vein? Only the investigator can answer and yet the fact that the above is true means a greater price for the thinner coal.
