Early in life he came to the United States, however, and graduated from the University of Colorado in 1915 .as a geologist. Thereafter for a few years he was with the Colorado State Geological Survey and Bureau of Mines, also doing a bit of teaching at his alma mater and at Washington University, St. Louis. Towards the end of the World War he was with the chemical warfare section of the U. S. Army. The University of Toronto granted him B.A. and M.A. degrees in geology and mineralogy after he worked his way through that institution. He then spent some time in northern Ontario, and came to the States where he taught petrography and mineralogy at the state universities of Michigan and Minnesota from 1909 to 1914. Since then he has been with the U. S. Bureau of Mines, being honored with a Ph.D. from George Washington University in 1922. Lawall: he is the only A.I.M.E. member also a university president, though several engineering colleges are headed by Institute members. Only last year he was promoted from director of the school of mines to president of West Virginia University, following a term as acting head of that institution of over 3000 students. He was born in Catasauqua, in eastern Pennsylvania, on Nov. 21, 1891, and went to Lehigh, receiving an E.M. in 1914, and an M.S. seven years later. H G. MOULTON should not be confused with the famous economist of the same name. Our H. G. stands for Herbert George, whereas the chief of the Brookings Institution is Harold Glenn. Like most so- called New York members of the Institute's hoard, Mr. Moulton came from the West, in this case from Idaho where he was born, and Oregon, where he was educated at the University of Oregon. His early work included such jobs as mucker, assayer, smelter, chemist, mine surveyor, draftsman, engineer on surveys and construction, and assistant on mine examinations. In 1909 he was engaged as mining engineer by the firm of Eugene Meyer, Jr. S' Co., continuing with them for the next eight years.

AIME is closing the books on its first 100 years. In the next year the meetings and many papers will doubtless be filled with statistics on the growth of AIME, and, incidentally, on the mining industry. Let's try to keep our cool and avoid breaking our arms patting ourselves on the back. AIME, nationally and locally, runs on the drive and dynamism of a rather small number of its members. If you look at the annual SME Blue Book of national officers and committee members, you will be struck by the repetition of the same names throughout. Trend for a few men to shoulder the burdens and responsibilities can be seen on the local level, too.

The Nominating Committee for Institute Officers in 1953, John R. Suman, chairman, completed its work at the Annual Meeting in February, and has made its report to the Board of Directors. The phrase "Clean Synthetic Fluid Fuels From Coal," implies that it is possible to obtain adequate and dependable supplies of fuel without sacrificing the quality of our air, water, and land. Because of the long lead times needed to develop technical feasibility, into commercial reality, however, vigorous efforts must be made now in order to do it. The available options for clean fuels include many exotic sources, like solar and geothermal power, fuel cells, and thermionic and thermoelectric systems. To solve the energy crisis, however, we have three basic energy criteria-abundance, reliability, and commercial availability by 1985. Only processes based on converting coal and oil shale to clean, synthetic fluid fuels can meet all three.

CHARLES E. WILSON'S second quarterly report "Meeting Defense Goals" was encouraging on the outlook for the mining industry, as prolonged demand for minerals seems assured; but for the individual engineer things are not so rosy. Ten percent of the gross national product is going for defense but the gross national product has been increased by 9 pct since the national emergency was declared apparently a commendable rate of progress. The increased production does not seem to have had the stabilizing effect on prices it should and housewives have been revising domestic budgets upward on a quarterly basis. Government economists have reached the conclusion that more taxes and wage and salary freezing are necessary to counteract inflation.

• Pellets of concentrated iron ore have been smelted in the blast furnace by Armco and the results proved satisfactory. Various percentages of pellet burdens were tried and it has been found that charges up to 70 pct pellets are workable. •In the reorganization of the Department of the Interior, two new assistant secretaries were appointed and the work divided between the four assistant secretaries. C. Girard Davidson will head a division of mineral resources including the Bureau of Mines, Geological Survey, Division of Oil and Gas and Division of Geography. •Germanium, one of the rarest of metals and a wartime strategic material, has been discovered almost in the shadow of the Capitol. The only catch is that the scattered nature of the deposits makes profitable recovery extremely doubtful. Nevertheless, experts have tabbed the concentration in the District of Columbia area the world's second richest known concentration of the element. • Cakes of mica, weighing up to 500 lb, have been formed at the Colorado School of Mines by a new "cool hearth" method. The process avoids use of crucibles and contains the molten mica in a basin of unmelted raw mixture from which the melt was derived. Crystallization takes place in this melting basin which forms a center pool surrounded by a solid cool mass of the unmelted raw mixture. • William 1. Baxter, of the International Economic Research Bureau, predicts a period of deflation because of war-essential restrictions on consumer credit and materials use. He stated; "the recent prosperity was based mainly on the sales boom in autos, homes, and household accessories." •Two subsidiaries of United States Steel have decided to build four new ships immediately to augment iron ore and limestone carrying capacity on the Great Lakes to meet demands created by the national defense emergency. •The Norfolk and Western Railway is making a complete change over to coal to drive its locomotives. •A national roster of scientific personnel similar to the one used in the last war will be established by the Office of Education, by agreement with the National Security Resources Board. The new unit, the National Scientific Register Project, will make studies of the Nation's scientific manpower supply and recommend steps to increase the numbers of skilled personnel where needed. •National Lead Co. will start construction immediately of new facilities at St. Louis, Mo., for production of titanium pigments for paints. Producers of titanium pigments have been under considerable pressure to meet all demands from paint manufacturers, particularly for titanium dioxide. •The basic criteria for deferment of reservists in civilian occupations are (1) the Department of Labor List of Critical Occupations, and (2) the Department of Commerce List of Essential Activities, both of which were announced Aug. 3. Fundamentally, the reservist deferred must be engaged in a critical occupation which is necessary to a highly essential activity, and he will be deferred only until he can be satisfactorily replaced in that occupation. A delay in call to active duty, it was emphasized, may not be considered as an indefinite exemption from military service.

THE manufacture of wheels of metal for locomotives and cars constitutes an important branch of the iron industry, and one closely related, moreover, to many of the conditions of railway practice, such as speed, safety of passengers, and economy of working. It has been, also, since the introduction of iron roads, a subject of constant study on the part both of engineers of construction and iron manufacturers. The car-wheels at first used in Europe had spokes of wrought iron and a hub of cast iron. Subsequently endeavors were made to make the wheels entirely of wrought iron, by forging successively the different parts which constituted the hub, spokes, and rim. By this treatment the expansion of the heated portions at the last forgings gave rise to interior ruptures in the already cold and finished parts. The metal was thus strained before use, and the wheels broke frequently in service. It was in consequence of these failures, doubtless, that the engineers of this country were led to employ exclusively wheels of cast iron. The railway companies are nevertheless greatly interested in the reduction of the weight of rolling stock, while preserving abundant strength, and by the employment of wrought-iron wheels one may attain this double end if the defects of manufacture which we have just mentioned are avoided. This may be accomplished by making the wheels in such a manner that the different parts are welded at the same time, whereby the interior strains which so frequently give rise to ruptures in wheels successively forged are avoided. This result has been attained by what is known in France as the Arbel process, of which I will give you a short description if you will kindly give me a few minutes' attention. (Cleveland Meeting, October, 1912.) FOR many years there have been occasional reports of the discovery of gold from a belt of the coast country of Texas which is underlain by deposits belonging to the lower Eocene. For the most part they have been treated as newspaper reports and no examination or record of them has been made. Among such, it may be mentioned that in 1896 there was a flurry over reported gold-discoveries -west of Luling and elsewhere in this belt, and in 1903 some prospect-shafts were sunk on the Gonzales branch of the Galveston, Houston & San Antonio railway, 3 miles below Harwood. During 1912, further discoveries have again brought the matter to our attention, and it may be of interest to record the facts as we have found them. Some years ago specimens were sent me, which were said to have been taken from certain beds on Gazley creek, and concentrated by washing in it rocker. In them were several particles of gold sufficiently large to be visible to the eye. Under the microscope they showed to be, with few, exceptions, sharp cornered, and not rounded as is usual with placer-gold. They were not filings, however, but their sharpness seemed rather to be due to a recent freeing from their matrix. One or two grains were rusty, and one copper-hued, but the most of them were tolerably bright. On examining the material of the samples small grains or fragments were found, of a yellowish brown color, which seemed to be of a finely-granular structure-possibly a sandstone. In these fragments I found particles of gold, one of them being large enough to be visible without a lens. Gazley creek empties into the Colorado river just north of Smithville, and for a few miles north of that place its banks show, beneath the deposits of more recent materials, the sands and clays of the Lignitic division of the Eocene, with lignite, shells of iron, etc.

(communication to the Secretary*).-Having enjoyed associations with the authors of this paper while on the Anaconda geological staff, I want to express my appreciation of it as a contribution to economic geology very direct in its application to ore deposits. The conclusions reached seem to me to show that concrete generalizations can not be made over very wide areas as to structural relations of ore deposits, but taking each district separately data of great value has been presented. Looking over thin sections of Montana rocks, among these a collection belonging to Mr. Billingsley and some prepared by myself, one important point in the Butte area has come to my attention which I would like to discuss. Related to the batholithic intrusion, there are a number of various types of both the earlier andesites and the later rhyolites, especially of the rhyolite. Some of this rhyolite is composed- so predominantly of plagioclase and quartz as to be more properly called dacite, and near the volcanic centers the different phases are even more numerous, the quartz in some becoming a very minor constituent and confined to the ground-mass. Some portions of these rhyolitic extrusives assume ,deep reds and grays, and in the hand specimen may very easily be mistaken for andesite of the older period that has been altered by weathering or by baking near the intrusive granite contact; but thin sections of such specimens remove this color effect and present so clearly all the minute details of texture and mineral composition that they are in every respect identical and indistinguishable from the commoner types of the rhyolite. The andesites generally are augitic rocks with smaller plagioclase feldspars than the rhyolites and exhibiting a different arrangement. Therefore the so-called red and Clark gray andesite near Butte is not a portion of the pre-batholithic rocks, but a. phase of the rhyolite, and the authors, in assuming that "roof pendants or large inclusions of andesite are found

Oil production and activity in northern and central Pennsylvania was slightly less in 1939 than in the previous year, but owing to higher average prices 1939 was undoubtedly a better business year. The last quarter showed markedly increased activities throughout all of the Pennsylvania fields. Production, Stocks and Price Storage of Pennsylvania crude oil at pipe lines and refineries totaled 5,413,000 bbl. on Dec. 31, 1938, and declined during the year 1,124,000 bbl. to a total of 4,319,000 bbl. at the end of 1939. The stocks of crude at the end of the year represent the lowest point reached in Pennsylvania-grade crude storage in recent years. Stocks increased slightly during April, May and June, but decreased during all other months of 1939. The Bradford field production within the state of Pennsylvania averaged 35,340 bbl. per day throughout 1939, which represents a decrease of 1419 bbl. a day from the 1938 average. The production in central and southern Pennsylvania increased 1176 bbl. per day, averaging 12,159 bbl. throughout 1939. Table 1 includes annual production for the part of Bradford field situated within the state of Pennsylvania, for central and southern Pennsylvania, and for the entire state of Pennsylvania. A definite segregation of production between the Bradford field and central and southern Pennsylvania is slightly ambiguous because a portion of the oil from the newly discovered Music Mountain pool is included statistically in each area. In all probability the entire increase and some small addition to the production from southern Pennsylvania can be attributed to oil produced from the Music Mountain pool. Within the Bradford field, six price changes occurred throughout the year. At the beginning of 1939 the price of Bradford crude oil was $1.80 per barrel, whereas by the end of the year it had risen to $2.50. The weighted average price for Bradford crude during 1939 was $2.059 per barrel.

This YEAR BOOK, which is sent to every member, contains the roster of officers and the principal standing committees, brief summaries of the proceedings of the Annual Meeting and of the regional and divisional meetings, abstracts of papers published during-the-year, and a classified list of TECHNICAL PUBLICATIONS and CONTRIBUTIONS, as well as an index of all material published by the Institute in 1935 in these separate forms, in TRANSACTIONS and In MINING AND METALLURGY, the monthly magazine. The two volumes published for the Seeley W. Mudd Memorial Fund are also represented by many items in the index. The necrology, which has appeared in the YEAR BOOK for two years past, will be pub¬lished in the. DIRECTORY, in the spring of 1936. Four volumes, 114 through 117, of the TRANSACTIONS are 1935 publications,-the subjects being, in the order named, Petroleum Development and Technology, Mining Geology, Iron and Steel, Founding and Metallography of Nonferrous Metals (Institute of Metals Division). The Mine Plant volume, which was authorized for publication by the Rocky Mountain Fund, and which was offered as an alternative to a TRANSACTIONS volume, was unavoidably delayed. It will, however, be published as a 1935 volume, and will be distributed as early as possible in 1936. The sixth volume in the A.I.M.E. Series, published under the auspices of the Seeley W. Mudd Memorial Fund, is Coal through the Ages, by. Howard N. Eavenson; the seventh, Modern Uses of Nonferrous Metals,. which has twenty-two authors and was edited by Dr. C. H. Mathewson. Also, it was necessary in 1935 to have a second printing of the first Rocky Mountain Fund volumes, published in 1933-The Porphyry Coppers, and .Ore Deposits of the Western States (Lindgren Volume). The papers for the Iron and Steel and Institute of Metals Divisions have been issued as TECHNICAL PUBLICATIONS distributed under the binding Of METALS TECHNOLOGY in the months of January, February, April, June, August, September, October, December. This plan of distribution will be continued in 1936 for these two groups.

I HAVE previously shown you in the Fifth Book the process of making guns and gun carriages, together with other preparations and methods of moving them. If I now failed to show you more about them, it would be as if I had pointed out only the useless shadow of a thing, for I did not show the kinds and arrangement of their supplies or how the effects for which they are made are achieved. For these reasons I now wish to tell you, in addition to what I have already said, how saltpeter is made and the methods of refining it well; what it is and how without it guns and many effects of violent and artificial fires would have been discovered in vain. After this, I also wish to tell you the methods of compounding the powders for large and small guns, and finally how these are loaded and discharged. I also wish to tell you how mines are made, and fire tubes, [149v] fire pots, squibs, fireballs, rockets, shells, grapeshot, and other similar devices for shooting fire in order to bum ships, supplies, bridges, and ramparts, or, in offense, for firing on batteries. I also wish to teach you to make certain bronze balls for shooting, which carry fire and break in many pieces when they hit. For surely, besides being terrifying to the sight, they would be harmful to armies lined up in battle when they are fighting. Likewise, I wish, to enlighten you as to how artificial fires are made that last long and are difficult to extinguish. Since these are fine and useful things in wars, every captain and soldier should give them consideration and know how to use them when necessary. You will be pleased to have this information if for no other reason than that you can teach it to those who take delight in celebrating holidays with festivities and with fires.

The specifications for cast-iron pipe that have been submitted at this meeting are practically the outgrowth of those which were originally adopted, about 1860, by Mr. Kirkwood of Brooklyn, N. Y. They have been changed but little since that time, the mode of testing pipe in the hydraulic press, as well as the method of coating, not having departed from the original practice. The chief addition to the specifications has been in the adoption of a test-bar 2 in. by 1 in. in crosa-section, broken between 24-in. supports by a transverse strain applied on the flat side. Test-bars were first introduced into pipe-specifications about 1870. At that time a satisfactory test-piece had to stand a tensile strain of 16,000 lb. per square inch. The present test-bar was adopted in order to give some idea of the deflection of the iron that was being used. These deflection-tests have been so satisfactory to both engineers and manufacturers, and have met the requirements of the pipe-trade so accurately, that it is considered best to hold to the . 2-in. by 1-in. bar instead of adopting the short " Arbitration Bar," which yields but little information from the stand-point of deflection. The new feature in these specifications is the effort to reach standards to which pipe shall be cast in the future, thus permitting the manufacturer to make up stock and the purchaser to find material on hand when he asks for deliveries. Heretofore there has never been ally standard weight for pipes? although in some sizes certain weights are more frequently asked for than others. The fixing of standards for pipes permits the adoption of definite standards for fittings. The first edition of this book appeared in 1877 and approximately twenty years later (1898) the second and revised edition was published. Now, again after more than twenty years, comes the third edition. The changes involved in the present edition are chiefly those of addition, the general character and form of the book having been retained unchanged. In the section on Crystallography the important change consists in the introduction of the methods employed in the use of the stereographic and gnomonic pro¬jections. A considerable portion of the section on the Optical Characters of Minerals has been rewritten in the endeavor to make this portion of the book simpler and more readily understood by the student. In the section on Descriptive Mineralogy all species described since the previous edition have been briefly mentioned in their proper places. Numerous other changes and corrections have, of course, been made in order to embody the results of mineral investigation during the last two decades. Only minor changes have been made in the order of classification of the mineral species. It was felt that as this book is so closely related to the System of Mineralogy it was unwise to attempt any revision of the chemical classification until a new edition of that work should appear. The description of the methods of Crystal Drawing given in Appendix A has been largely rewritten. A new table has been added to Appendix B in which the minerals have been grouped into lists according to their important basic elements. Throughout the book the endeavor has been to present in a clear and concise way all the information needed by the elementary and advanced student of the science. The editor of this edition is indebted especially to the published and un¬published writings of the late Professor Samuel L. Penfield for much ma¬terial and many figures that have been used in the sections of Crystallog¬raphy and The Optical Character of Minerals. He also acknowledges the cordial support and constant assistance given him by Professor Edward S. Dana.

THE present note is intended as an addition to my previous communication on the volumetric determination of manganese, read at the Roanoke meeting," it having been suggested that the circumstances under which my experiments had been conducted, were essentially different from those met with in the analysis of irons. The method used in these experiments is the same in all its details as that described in the paper referred to. I have made seven experiments in all: two of these were in duplicate on half a gramme of a sample of spiegel dissolved in hydrochloric acid; one was on the same amount of spiegel with the addition of 25 C.C. of a standard solution of potassium permanganate; one was on the same amount of spiegel with the addition of 35 C.C. permanganate and much organic matter, viz., one drop of castor-oil, two or three drops of coal-tar benzol arid of gasolene (petroleum), about ten of alcohol, portions of starch and of sugar about the size of a small pea, and about half an inch of a common match cut into shavings. This organic matter was added to the manganese solution after the hydrochloric acid had been replaced by nitric, and the solution was heated until the wood-shavings had disappeared. The fifth experiment was made by dissolving half a gramme of spiegel alone in nitric acid; the sixth by dissolving half a gramme of spiegel in nitric acid with the addition of 25 C.C. potassium permanganate, some oxalic acid, half an inch of a match, one filter-paper 7 cm. in diameter, and two drops each of castor-oil and turpentine; and the seventh experiment by dissolving half a gramme of spiegel in hydrochloric acid and adding 35 C.C. permanganate, without however taking the precaution to evaporate off all the excess of hydrochloric acid. Under these circumstances, one would expect that if organic matter exercises any influence on the determination, it would be plainly evident in the results obtained.
