IN order to make clear the reasons for the basic importance of petroleum and natural gas in the world today, and the problems faced by our scientists and technologists in using efficiently these great natural resources and finding possible replacements for them, it will be necessary to present a brief discussion of hydrocarbon chemistry The most important use of petroleum products is as fuel, particularly for the various forms of the internal-combustion engine There are, of course, hundreds of thousands of chemical compounds that give off heat when they burn, that is, when they combine with the oxygen of the air If a capable chemist were assigned the problem of finding the ideal volatile liquid fuel for use in an engine, he would probably begin by referring to the tables that give the heats of combustion of the chemical elements Of all the ninety-odd elements, hydrogen shows up with by far the highest heat of combustion-about 52,000 British thermal units per pound Unfortunately, however, hydrogen is a very light gas, which can be liquefied only at very low temperatures To burn it as fuel in an automobile would require a balloon about as big as the car to hold the equivalent of a gallon of gasoline, or, the hydrogen could be compressed in heavy steel cylinders, but -this would require about 125 pounds of steel per pound of hydrogen. The resolution drafted by J. W. Richards, J. V. N. Dorr, and Allen H. Rogers on the death of J. E. Johnson, Jr., and adopted by the Board of Directors, is as follows: "The Boards of Directors of the American Institute of Mining and Metallurgical Engineers wishes to place on record its great personal loss in the sudden death of Mr. J. E. Johnson, Jr., our fellow Director of the activities of the Institute, a member our Executive Committee, Chairman of the Institute's Committee on Admissions, and Vice-chairman of its Iron and Steel Committee. "A mere recital of these positions of trust and responsibility, which he filled with conscientious efficiency and marked ability, shows how greatly the Institute has lost by his death. No one else of the Institute's officers could have been so illy spared. We, his colleagues, take up his tasks with a sense of our inability to discharge them as well as he, and this with a doubled sense of our loss. "Others have written and spoken of the blow which his death has been to the furtherance of the metallurgy of iron and steel. His pre-eminence in this line is one of the facts of which the Institute is justly proud. Here his personality, originality, courageousness in advocating new principles, clearness of writing and forcible presentation of facts, are irreplaceable. His two great treatises on the blast furnace are his literary and scientific memorial.

This excellent paper by Dr. Colombo parallels quite closely the bench and pilot work done by the Hanna Research Laboratory on the Mesabi oxidized taconites. Because of the vast reserves and future ore requirements the need to perfect the selective flocculation-flotation process becomes very necessary. The selective flocculation process is a very efficient method of desliming, leaving a fairly clean, upgraded product for flotation. However, one of the problems that we have encountered in this process was some very fine, -2 micron liberated goethite in the slimes that did not flocculate. The complete slime removal is not necessary. We remove slimes to the extent of about 5% of the iron units. However, on difficult treating ores we would remove more slimes. The reclaimed water from our pilot plant has a turbidity of about 1000-3000 ppm. We can obtain lower turbidity water but to do this would involve additional lime as a tailing flocculant and we would run the risk of flocculating the entire ground pulp in the selective flocculation process because of the increased Ca level in the water. We have about seven different geological ore types out of 17 recognizable ore types that are treatable. All of these ore types require different degrees of dispersion and grinding which is a problem. The use of acrylic acid polymers as a selective flocculant has been patented by the American Cyanamid Co. This will-have to be

No greater opportunity for public service has ever been presented to the engineers of the United States, as a class, than the campaign to make thrift a permanent American habit, conducted through the Savings Division off the Treasury Department. The engineer owes a duty to his community, to his country, by reason of the very fact that he is an engineer. By reason of his position and influence, his education and experience, he owes to his country the duty of public service. The public understands that the opportunities of the engineer have allowed him to equip himself to handle logically and properly questions affecting the public. He has been trained to maintain a constructive viewpoint. His work is constructive and he builds for the future. The qualities that the public deems necessary for public service have been bred in him. The time has gone by when the professional man can perform his whole duty to himself and his community by shrouding himself and his calling in mystery and locking himself away from the public in office or laboratory. The duty of public service is calling for every man whose training has fitted him to perform that service. The engineers of the country have demonstrated their capacity and their willingness for public service. Throughout the war period they, have been found in every branch of governmental and. civilian activity which could contribute to national success, doing their share to promote national efficiency. Their duties are not over.

In August 1973, Fluor Utah, Inc. was awarded a contract by the Office of Coal Research (now part of the Energy Research and Development Administration), Department of the Interior, for the examination of the unique problems of large-scale surface coal mining to supply coal conversion complexes. The project consists of two phases: (I) data base development and organization and the formulation of a mathematical computer modeling system for surface mining; and (II) computer manipulation of the data base in accordance with the model to formulate several typical preliminary mine and preparation plant designs. Phase I is scheduled for completion by the end of July 1975 and Phase II is scheduled to be complete by the end of January 1977. This paper briefly discusses the effort for only one aspect of this project-the foundation for geologic modeling developed in Phase I. The Phase I task of geologic modeling can be broken down into two subtasks: (1) identify areas containing sufficient resources of surface-minable coal to support at least one large-scale mining complex, and (2) characterize the coal deposits in these areas for computer storage and retrieval. Identification of Resource Regions The basic production design criteria for large-scale surface mining, as stated in the contract, is the production of 75,000 tpd, or more, of bituminous coal. Based on a constant total Btu delivered to the preparation plant, daily production requirements for the different coals are as follows: Bituminous Coal 75,000 tons Subbituminous Coal 99,500 tons Lignite 143,500 tons Although surface mining on this scale is presently non-existent, it is deemed that future operations, in order to meet the increased energy demands, will have to look forward to much larger scale mining complexes. These tonnage requirements are meant to be used only for the delineation of general areas suitable for large-scale surface mining, termed "Strippable Coal Resource Regions." They were determined largely from the latest complete detailed coal resource estimates of the U.S. Bureau of Mines. Nine strippable coal resource regions, containing over 100 billion tons of strippable coal resources, were identified [(see Fig. 1)]. The delineation of these regions was based entirely upon estimates of surface-minable coal resources and the production design criteria for large-scale surface mining. If surface-mined coal was combined with underground production, or if smaller production rates were specified, then other areas which were omitted here would be included in the regions. Changing the outline of the regions, however, would not add any new mining situations to be studied in Phase II. MANGANESE has long been considered one of the United States' most important strategic raw materials. Its indispensability in steel manufacture makes it vital to the nation's industrial life. Coupled with this indispensability is the fact that domestic producers have not been able as yet to supply more than a small part of the nation's manganese needs; consequently the United States has had to depend upon such distant foreign sources as the U.S.S.R., British India, the African Gold Coast and Brazil for the major portion of its ore. The great bulk of the mineral is consumed in the form of ferromanganese, an alloy that averages 8o per cent manganese and 20 per cent mainly iron and carbon. Manganese is used as a deoxidizer and desulphurizer in steel manufacture. By combination with the residual oxygen and sulphur of the bath, it helps to produce a clean, sound metal. Approximately 14 lb. of manganese, it is estimated, is used in making one ton of steel. For standard-grade ferromanganese, the ore should have a minimum of about 48 per cent Mn and preferably more. Beneficiation methods have not yet been developed for making the immense low-grade deposits in the United States salable at prevailing prices. Dependence upon foreign sources thrust the United States into serious difficulties during the World War. At the start of hostilities in 1914, the nation was obtaining about four-fifths of its ore from the Eastern Hemisphere. Domestic production had been negligible, amounting to only 3000 to 7000 tons a year. As the war continued, shipments from the East, endangered by sea attack and blockade, dwindled rapidly. Imports from Brazil mounted. In this grave emergency, the United States, starting almost from scratch and under the stimulus of high prices, succeeded by 1918 in producing a peak of 311,000 tons, about 3 5 per cent of its consumption that year. Since the war, the United States has depended upon foreign sources for more than nine-tenths of its high-grade ore. During 1936, 1937 and 1938, imports for consumption averaged 736,000 tons a year. During the same period, domestic shipments averaged 21,000 tons a year. Of the imports, the U.S.S.R. accounted for an annual average of 280,000 tons, the Gold Coast 208,000 tons, India 74,000 tons, and Brazil 72,500 tons. But India and Brazil, which in 1936 ranked third and fourth in the list of importers, were displaced in 1937 and 1938 by a new and much nearer source-Cuba. From less than 1 per cent of United States imports in 1931, the island republic increased its shipments to more than 27 per cent in 1938. Cuba's average for this three-year period was 97,000 tons, and its total for 1938 was 131,000 tons.

The 24-in. crude-oil line. and- the 20-in. petroleum-products line, built as a war emergency by the United States Government and running from points in Texas to the New York-New Jersey-Philadelphia area, were constructed only because of the inability during the war to continue nor-inal ocean tanker movements from the Gulf Coast to the East Coast. The postwar disposition of these lines may be considered as one of the important problems of the postwar readjustments in the oil industry, if not the most important one. In the first place there appear to be many complications in keeping the lines in crude-oil or petroleum-products service. This conclusion was reached also in a study by T. E. Swigart, President of Shell Pipeline Corporation.' Since the lines are too largc for any one company to utilize, and since it appears likely that a surplus rather than a deficiency of tankers will exist after the war, most companies probably will feel that they can achieve lower costs and more satisfactoiy results from the resumption of tanker movements to the East Coast rather than by endeavoring to take over or utilize the capacity in the large pipe lines under some tariff-rate structure. As for using the lines for making deliveries to the middle west or central eastern areas, it would appear that when the war is over and normal transportation arrangements can be resumed, there will be no need of any extra capacity for such deliveries. Therefore, the War Emergency lines could be utilized for this purpose only if privately owned pipe lines and other transportation facilities were to be displaced. Against this rather unprepossessing prospect for use in petroleum or product service is the fact that at or near the source of the lines lie the greatest developed gas reserves in the world, for much of which there is at present no satisfactory market outlet; and at the other end of the lines lies one of the greatest concentrations of population in the world, which is not now served by natural gas. These who have been fortunate enough to use natural gas can have little doubt of its desirability as a domestic fuel. An analysis of the market potentialities and comparison with other areas where natural gas is being distributed, and where it has displaced manufactured gas, makes it seem clear beyond question that the full capacity of both of the large-diameter lines could be fully utilized in this service, and this without creating any undue drain upon the gas reserves of the nation. On the basis of an estimated capacity of roo to 120 billion cubic feet per year, the gas that might be marketed through these lines would amount to only 3 to 4 per cent of the total con-

He who enters a mining claim within an Indian reservation of the United States of America acquires no rights thereby, because of the fact that the lands within such Indian reservation are not a part of the public domain, and cannot be located or acquired as mineral land. However, where such an entry is authorized as to a particular reservation by an Act of Congress, such claims as may be ontered under such authorization are thereby segregated from the reservation, and the Indian title is oxtinguished. Under the Choctaw Constitution, any citizen of that nation, in other words any Choctaw Indian, who discovered a coal mine, acquired an exclusive right to all coal within a radius of 1 mile. The laws of the Chickasaw nation provided for the formation of corporations to develop coal and other mines, with authority to contract with others to develop and work the mines. Under these laws, leases were made; but Congress subsequently abrogated all existing leases, prohibited all persons from receiving royaltics from such mines, and provided that all coal within the nation should remain the common property of the tribes. , Such leases are now expressly prohibited by an Act of Congress (32 United States Statutes at Large, 655). All leases of mineral lands upon Indian reservations must now be made under regulations promulgated by the Secretary of the Interior, and the royalties must' be paid into the United States Treasury for the benefit of the tribes. In Canada the Indians have no rights to the royal mines and minerals, and the government can make no stipulation with the Indians which would affect the rights of the Province in which the lands are situated. Therefore, while it is true that under our present law no rights can be acquired to a mining claim within an Indian reservation, it seems to be fully within the authority of Congress to make laws, giving such rights to mineral locators as it may deem necessary or expedient. There is a demand for a general law that will permit mining upon Indian reservations, and I am informed that most of the members of both houses of Congress from the Western States are in favor of Congress pass-

We have received from L. S. Cates, the following translation, by S. W. Mudd, of early mining methods in India: In Herodotus one finds a description how Darius by aid of his good horse and his good groom Oebares got himself the Kingdom of the Per-sians. He then set up in Persia twenty satrapies assigning to each a governor and fixing the tribute which was to be paid to him by the several nations. The following description of the method of getting the gold demanded of the Indians as tribute is copied directly from Book III Thalia, paragraphs 94 to 105 omitting the diversions of Herodotus which in one case consisted of a lapse of two pages following a semicolon before the author returned to the subject. The Indians, who are more numerous than any other nation with which we are acquainted paid a tribute exceeding that off every other people, to wit, three hundred and sixty talents of gold-dust. The way in which the Indians get the plentiful supply of gold, which enables then to furnish year by year so vast an amount of gold-dust to the King, is the following: Eastward of India lies a tract which is entirely sand. Here, in this desert, there live amid the sand great ants, in size somewhat less than clogs, but bigger than foxes. The Persian king has a number of them, which have been caught by the hunters in the land whereof we are speaking. These ants make their dwellings under ground, and like the Greek ants, which they very much resemble in shape, throw up sand-heaps as they burrow. Now the sand which they throw up is full of gold. The Indians, when they go into the desert to collect this sand, take three camels and harness them together, a female in the middle and a male on either side, in a leading-rein. The rider sits on the female, and they are particular to choose for the purpose one that has just dropped . her young; for their female camels can run as fast as horses, while they bear burdens very much better.

RECENTLY a comprehensive investigation of the various sigma binary alloys was published by Duwez and Baen.1 It was shown that the following conditions are necessary for the formation of the sigma phase: (1) the difference in atomic diameters of the two alloying metals must not be more than about 8 pct; (2) of the two elements which form sigma, one must exhibit a body-centered cubic structure while the second metal must be face-centered cubic, at least in one of its allotropic forms. In addition, a tetragonal unit cell was proposed and powder patterns of six sigma phases were indexed for d spacings greater than 1.640 kx. Since the indexing, based on tetragonal symmetry, led to only fair agreement, the possibility of sigma being orthorhombic was investigated. Various methods for indexing orthorhombic powder patterns are de- scribed in the literature.' The method used in this investigation was a graphical examination of the differences in values of sin' 9 for the adjacent lines of the powder diffraction pattern. This method led to a complete indexing of the Cr-Co (60-40) pattern. Because of the strong similarity between the various sigma alloys, it was then possible to assign indexes to the patterns of Fe-Cr (50-50), Fe-Cr-Mo (30-30-40), Fe-V (50-50), Co-V (50-50), and Ni-V (50-50). The values of sin' 9 and indexes of the six sigma alloys, together with visually estimated intensities, are presented in table 1. In general, the similitude between the six patterns is quite good. For spacings greater than 1.75 kx a few differences are noticeable. In the Ni-V pattern, no (320) exists and the two strong lines (030) and (031) are separated by only two lines of lower intensity, unlike any of the other sigma patterns. However, very little is known about the Ni-V phase diagram and it is possible that the equal atomic percentage composition in this system lies in a two-phase region. THE strike of the coal miners began on April 1, as had been expected, the entire force of unionized miners-both anthracite and bituminous-going out and making this the most widespread strike of record. Up to the present writing there has been no serious inconvenience to industry in general, the accu-mulated stocks of coal being large and the non-union mines having continued to make a substantial production. However, the union labor leaders, having concentrated their efforts toward inducing the non-union miners to go out also, met with some measure of success in certain fields and created a shortage of coking coal, which caused iron makers to bank a few furnaces. The strike of textile workers in New England spread further. Here and there, throughout the country there were sporadic troubles with the builders. Rail-way labor was the subject of continued palavers, which did not get anywhere. On the whole the events of April were in line with the forecast that this would be a year of labor troubles. In domestic politics, the soldier bonus bill, having been passed by the House, went to committee consider-ation in the Senate. Public opposition to it manifestly waxed. On the floor of the Senate the tariff bill was under consideration and is drawing nigh to passage, without there being much consideration of its probable economic consequences. It is going to be a very high tariff and there is much in it that is equivalent to subsidizing small and normally unprofitable industries at the expense of the people as a whole. Abroad affairs were more quiet, superficially at least; than they were in March. In Egypt, India and South Africa things calmed, down, so far as we know, but in Ireland there was continued turmoil. The Irish, having won their freedom to the same degree as the Canadians, have entered upon violent quarrels among themselves, more over phrases than anything .else, so far as we can see. Lloyd George obtained a spectacular vote of confidence from Parliament and thus postponed, the exigency of a general election.

J. WULFF*—It seems to me that the author could improve the quality of his high temperature material by using less nickel as a cementing agent in hot pressing. Furthermore, to avoid the presence of undilfused nickel which would not be oxidation resistant, permit me to suggest that he use a nickel-chromium powder containing a small percentage of boron. This would give him a liquid phase at a lower temperature and accelerate both sintering and homogenization. The commercial alloy known ascolrnonoy contains sufficient chromium to be heat resistant and sufficient boron to be of low melting point. Such an alloy may be applicable as a cementing agent in increasing the quality of Mr. Sindeband's alloys. Finally 1 believe the author unfair to himself in expecting a porous material to have properties equivalent to one of 100 pet density. S. J. SINDEBAND—Dr. Wulff's point is well taken. Early in the program we realized the fact that we were having difficulty with these low-melting alloys, and we had hoped, since the colmonoy alloys of which you speak are at the nickel-rich end of the diagram, that by going to the other end of the diagram (chromium boride-rich) we would not have this difficulty. Thus we tried to use very small percentages of binder; but for reasons which are not exactly apparent we found that when we did this it was necessary to raise the pressing temperature to a point which we were unable to attain. For all compositions which we tried using nickel, or for that matter any nickel iron or cobalt containing material as a binder, we found that we would get low melting boride phases, which as you point out are the commercial "strength" of the hard-facing materials. 1 personally believe these owe a great deal of their behavior and even hardness to the nickel boride which is considerable evidence when an alloy of chromium boride is made with nickel. Nickel boride itself is very hard. We did try pure chromium as a binder and found there was considerable difficulty in handling it, particularly since we could not just hot press under

NO slackening of research and development in the physical metallurgy of iron and steel was evident in 1943-our second year since Pearl Harbor. Of course, many of the achievements were of a military nature, and could not be reviewed here even if they were known to the authors. It is an open secret that far-reaching investi¬gations have been undertaken in governmental, industrial, and university laboratories, and it is strongly hoped that much of this work will be brought to light when peace comes. However, despite the metallurgist's wartime assignments and the necessary restrictions on his reports he has still managed to publish substantial contributions to the knowledge of iron and steel. This has been particularly true in the United States; foreign papers have been too uncertain in their arrival to permit a comprehensive appraisal of developments abroad.

The bad effects of arsenic in commercial copper are well-known to metallurgists. The refining of copper by electrolysis eliminates practically all of the arsenic, provided certain requirements are fulfilled. The first, and most important, of these requirements is, that the voltage of the depositing current shall not be too high. It has been known for some time that the percentage of arsenic in the deposited copper increases with the voltage. To investigate the relation between the electro-motive force (e.m.f.) and the freedom of the precipitated copper from arsenic, the experiments were made, of which a brief summary is here given: I made three copper-arsenic alloys, containing respectively 3.56, 2.24 and 0.96 per cent. of arsenic. The experience of the Committee in connection with securing papers for the Butte meeting in August has shown that authors should begin early on papers contemplated for the New York meeting next February. So many papers come in at the last moment that it becomes exceedingly difficult to have them all read, indorsed, and delivered to the printer in time. Authors should remember that those serving on this Committee are doing so without pecuniary compensation, and it is hardly fair to expect them to devote so much of their time at the last moment from their private affairs. So many papers have to be sent back for corrections of one kind or another, that it is desirable that they be sent to the Committee at least three months previous to the date of the meeting. The Committee desires to be kept informed of contemplated papers on metallurgical subjects particularly. It is hoped that the Institute Transactions can be made an up-to-date record of metallurgical advance of all kinds. For the present, at least, the activities of the Committee include the refining and preparation of the non-metallic products such as phosphate rock, precious stones, cement, lime, gypsum, building stones, etc. Papers covering any of these subjects are desired. General papers covering geological, mining and metallurgical phases of an ore deposit can be sent either to this Committee or to one of the other Committees on Mining Geology or Mining Methods. C. W. THE first difficulty mentioned is that in some instances two or more beds of coal separated by sandstone or slate rocks of considerable thickness in one part of a basin, are found running together in another part. Of course, we may happen to strike first the part of the basin where there is but a single seam, and in this case the bed would appear 60 divide into two or more branches within a short, distance. Such cases are not rare in the anthracite coal-fields. I would suggest as an explanation of this phenomenon the gradual sinking of the peat-marsh-the embryo coal-bed-on one side, and the moving forward of the marsh, so that on one part of the bed the formation of peat would still be progressing, while another part, being under water, would be covered with mud and sand. Thus we have different portions of the same bed of different ages. Now if the sinking of the marsh be stopped for a time, the bed will become thicker in the portions left exposed, and if the sinking now changes in direction, so that the part that had previously gone down commences to rise, we should have the phenomenon of a bed, continuous throughout, with one portion overlying another, and separated from it by rock strata. An examination of the census reports' for 1880, which contain a large number of complete analyses of typical American iron-ores, indicates that the existence of barium sulphate in intimate association with iron-ore is rather unusual. Of 94 analyses reported there, but four show any barium sulphate, and the maximum content amounts to 3.04 per cent. The note of the occurrence of considerable quantities of barite in connection with certain iron-ores found in the Pinar del Rio Province of Cuba may be of interest. These deposits are found near the little village of Francisco, about 25 miles west of the city of Pinar del Rio on the Western Railroad of Havana. The principal ridges are anticlines, and consist of very thick deposits of sandy shales and slates containing a large number of little veins of white quartz, which, by the gradual disintegration of the mass of the material, is left covering the surface. This quartz occasionally shows sulphide, but is generally barren of any such indication. At times lenticular masses of a more or less pure limestone mere observed in these slates. The shales, which are of light color, are occasionally talcose. The formation would tentatively be classed as the Lower Cambrian, arid the heavy ridges of comparatively horizontal limestone found in the anticlinal valleys as the Upper Cambrian. Along the crest of these slaty ridges deposits of iron-ore are found which are apparently in place, and were probably formed by replacement of masses of limestone similar to those noted elsewhere.
