Senator Smoot recently introduced his bill providing for the leasing of oil and coal lands. This bill provides only for the leasing of these lands from the Government and advocates government ownership of all government coal and oil lands. Under the provision of the bill as now proposed, 50 per cent. of all money received under the measure is to be paid to the state in which the land is located. The money must be used, however, for the construction and maintenance of roads and for schools. The last leasing bill was defeated when it was about to become law largely because of the fact that it allowed the sale of coal lands.

MINNEAPOLIS-HONEYWELL Regulator Co., and Trans-Weigh Co., have come up with a conveyor belt that thinks. The belt weighs material and then figures out the tons-per-hour that it carries. And you can't fool it by adding or subtracting material along the way. It makes allowances for any additional material as well as for any loss. The belt rides along a set of rollers. The force exerted on the rollers is transferred to a gage. The weight of the belt is subtracted electrically. Final measurements are fed into an electronic recorder which indicates the flow at the moment and the total amount which has been carried by the belt.

I herewith send to the Institute a sample of Pancake coal. It is rather early yet to make any estimate of the future value of the discovery; but it is certainly the most promising vein of coal yet discovered in the State of Nevada, and, I believe, the first true coal found west of the Rocky Mountains, or perhaps west of the Missouri River, unless some of the Utah coals belong to the coal measures of the Carboniferous age. WARING,* Altoona, Pa.-The necessity for conserving tin has recently been very forcibly brought to the attention of all consumers, and efforts are now being made to reduce the tin content in certain alloys or to substitute other alloys not containing tin. The approximate composition of the non-ferrous alloys in general use on the Pennsylvania Railroad are given in the accompanying table. Phosphor bronze is used principally for rod bushings, main-rod brasses, and crosshead shoes. Ex. B bronze is used to a small extent for backs of car and coach bearings, but the majority of these are now made of the car-journal bronze, which contains, on the average, about 5 per cent. tin.

RECENTLY this laboratory undertook the task of preparing some low carbon metallic cobalt by the carbon reduction of precipitated cobalt oxides. The oxides came in two lots and had the compositions given in Table I. Industrially, cobalt rondels' are made by the carbon reduction of cobalt oxide in small reverberatory furnaces at temperatures near but not above 1050 °C. This is a slow and tedious small batch process but does give cobalt metal which is low in carbon (1 pct C). Inasmuch as these cobalt oxides were relatively low in copper and iron it was decided to reduce them with petroleum carbon in a small three-phase electric arc furnace of about 3 to 5 Ib of metal capacity. It was hoped such a procedure would save considerable time and perhaps also indicate an improved commercially feasible process. The furnace was preheated by using small pieces of carbon electrodes to maintain the arc until a temperature of 1500°C was reached. The broken pieces of electrodes were then removed and 500 g of the cobalt oxides and 60 to 100 g of petroleum coke added. At the end of the reduction reaction, a high lime flux was added to the furnace to facilitate the removal of sulphur. Due to the fineness of the cobalt oxide powder used and also to the presence of chlorides there was considerable dust lost in charging the furnace. This was overcome by preparing briquettes composed of the cobalt oxides, charcoal, and a little bentonite to serve as a binder. The results obtained are summarized in Table 11, which shows that the cobalt metal produced in the arc furnace was high in carbon varying from 2.5 to 3.5 pct. This, of course, is much too high. For certain uses, such as in the preparation of permanent magnets, the carbon content of cobalt must be low. It was necessary therefore to find an effective method of reducing the carbon content of the cobalt that had been prepared in the arc furnace. Van Arkel3 recommends the use of Co2O3 as a means of removing carbon from cobalt. Experiments by the authors indicate that carbon is removed with difficulty by this method. Other methods used, including lancing of the molten high carbon cobalt with a jet of oxygen, proved to be ineffective. The method finally used makes use of the fact that cobalt metal is decarburized by carbon dioxide at the temperature of the molten metal. Two methods were used: 1—carbon dioxide was bubbled up through the molten cobalt, and 2— molten cobalt was maintained in a carbon dioxide atmosphere. In the first method the gas was introduced below the surface of the molten metal by means of a quartz tube. A high frequency induction furnace was used to keep the cobalt molten in both of these experiments. This kept the metal somewhat agitated and no doubt was an important factor in hastening the decarburization 'process by the second method. Both methods gave satisfactory results as shown in Table 111. An interesting observation in connection with this 'work was that a small sample of carburized cobalt metal could be decarburized by heating it with an acetylene torch adjusted to give an oxidizing flame. This may have been due to the presence of carbon dioxide in the products of combustion. Samples of molten high carbon steel were decarburized by the same method and it is suggested that nickel and perhaps manganese can be decarburized in a similar manner. Additional work, including rate studies and other theoretical aspects of this problem, is in progress in this laboratory.

THE purpose of mine-hoist safety controllers is to prevent hoists from being operated at speeds above those considered safe and expedient, to ensure proper acceleration and retardation near the ends of travel, and to prevent overwinding. In other words, they are to safeguard the normal speeds and movements of the hoisting drums and cages. The object of this paper is to explain the fundamental principles of hoist controllers, and to aid in their selection, installation, and maintenance. There have been many designs of mechanical hoist controllers, the basic elements of which as ultimately developed consisted of a flyball governor and another movable member supported by a frame and arranged to move in a vertical, horizontal, or rotary direction, depending upon the particular design, the whole mechanism arranged to be driven in synchronism with the hoist drum. In case of overspeeding, inadequate retardation, or overwinding, a pawl or catch controlled by the governor would engage teeth or dogs on the moving member, which through mechanical connections would cut off the power and set the brakes. Since in strictly mechanical hoist controllers valuable time was lost while the various mechanical movements took place, an important development was the invention of controllers partly mechanical and partly electrical. This type of controller has a governor and movable cams to be driven in synchronism with the hoist drum, the governor representing the hoist speeds and the cams profiled to form a pattern for retardation, representing the travel of the cages in the shaft. This type is also provided with an overspeed switch and usually with a pair of selective-limit switches, one for the top limit and the other for the bottom. In overspeeding or failure to retard in accordance with the profile of the cam, the overspeed switch will be opened, or if the top or bottom limit is overrun one of the limit switches will be opened, breaking the retaining circuit of a contactor or magnetic latch, causing the power to be cut off and the brakes applied. When the speed falls to the predetermined safe speed, the overspeed switch closes, and a hoist equipped with power-operated brakes controlled in emergency by a solenoid-operated valve can be restarted immediately by simply moving the master control lever to the "off" position and then applying power-unless brake interlocks are used, in which case the brake lever or levers must also be brought to the "applied" position, after which the hoist can be restarted in the usual way. When hand-reset weights instead of solenoid-operated mechanism are arranged to set the brakes for emergency, it is necessary to reset the weights manually, besides bringing the master control lever to the "off" position before the hoist can be restarted. Should a final limit be slightly overrun, and a stop made with a limit switch held open by a cam, it is necessary for the hoistman to use a "backing-out" switch which short-circuits the overrun limit switch, reestablishing the hoist-control circuit, and simultaneously opening the

The Circuitron herein described applies current from the classifier motor circuit and energy from the sound of grinding media to move an oscillating disc. The disc through a photoelectric cell controls the speed of the ore feeder and consequently the amount of ore delivered to the mill. THE Telluride Mines, Inc. at Telluride, Colo., is operating a flotation concentrator recovering lead, zinc, and copper with some gold and silver. The nominal capacity is 500 tons per 24 hr. The ore, which comes from several different mines, is characteristic of the district, changing from extremely tough rhodonite to soft gouge. The ore is crushed and washed, recrushed, and delivered to the mill bin at about % in. to serve as ball mill feed. Details of Grinding Circuit The material from the fine-ore bin is carried over a belt feeder driven by a Reeves vari-speed device. The belt discharges to a No. 86 Marcy ball mill, which operates in closed circuit, with jigs and a 6-ft Dorr classifier. A Massco density controller holds the density of the classifier overflow at a predetermined point. The overflow, which contains about 5 pct + 48 mesh, goes to the flotation section. Manual Operation Before the adoption of automatic control for the grinding circuit, this work was all done manually by the operator. The bin gate was set to deliver 40 to 50 lb of ore per lineal foot of belt, and the speed of the belt was adjusted by the operator to deliver at the rate of about 500 tons per 24 hr. As the ore changed in hardness, specific gravity, or in the amount of moisture, or, as the size of the feed changed due to bin segregation, crusher setting, or other causes, the operator made corresponding changes in the rate of feed by manipulation of the Reeves control. Sometimes these changes occurred so rapidly that they caused sharp, pronounced surges, which created very considerable unbalance from normal conditions in the grinding circuit and, more critically, in the flotation section. Since it is not possible for the operator to anticipate or follow such changes closely, a very considerable unbalance from normal conditions may occur, which will require a drastic change in the rate of feed. These surges upset the fineness of grind and interfere radically with the balance between tonnage and reagent control. All of this tends to reduce the grade of concentrates, increase the loss in the tailing, and thus decrease the recovery of values. The Circuitron Some years ago, The Mine and Smelter Supply Co., in conjunction with the operators at the Telluride Mill, undertook to build a device that would give close control of the rate of feed from the ore bin and to coordinate with this a related device that would regulate the amount of sand load on the classifier rakes. Emphasis was strongly laid on the fact that such a control must apply to the entire grinding circuit and must include the feed to the ball mill, the classifier sand return, and the density of the classifier overflow. If this could be done successfully, we felt that the circuit could be operated under best possible conditions, with compensations

• A new curriculum for combined liberal arts-engineering education has been announced by 6 middle western colleges. The plan involves three years of ;study at one of the 5 liberal arts colleges and two years and a summer of 'engineering work at Case; graduates receive both the A.B. and B.S. degrees. * A new kind of mining is being pioneered by a pest Virginia coal operator which enables four men to produce 800 tons of coal a day. The machine that makes this possible is a giant auger, 5 ft in diam and 100 ft long. Together with the carriage in which it is moved about, it weighs 60 tons. A mobile, but separate power plant of 1000 hp drives it. ' * The Sorel smelter, which will reduce Allard Lake titanium ores, will utilize five 6-electrode rectangular electric furnaces. Furnace hearth size will be about 18x50 ft, and the furnace will smelt about 300 tons of ore per day, producing 100 tons of iron and 130 tons of 70 pct Ti02 slag. The furnaces will be fed continuously by gravity from charge bins, and tap at intervals of 4 hr or more. Slag will be transferred to a high speed casting machine, using cast iron molds, then crushed for shipment to pigment producers. The iron will be treated to reduce its sulphur content to 0.03 to 0.05 pct, and then cast into small pigs or ingots for shipment to steel mills. • Flying of North Africa's first airborne mangetometer survey was completed this month, covering approximately 20,000 sq km in north central Tunisia for Gulf Exploration Co.'s program there. Mapping was completed in less than 30 days. •Yore than 9000 employees of 11 electric companies are enrolled in a 6-hr program that successfully informs workers on the principles of the American economic system. The course is given by the Middle West Service Co. which claims that before and after employee opinion polls show that the course instilled a better understanding of free enterprise and consequently a favorable response to it. •According to a report issued by the American Geological Institute there will be 2865 graduates in geology, including advanced degrees from U.S. colleges in 1950. This supply of geologists compares with requirements for 1278 at the professional and subprofessional levels. The report contains a detailed statistical study of the supply and demand situation for geologists in the 1949-50 period. •The dark cloud of over-production in the bituminous coal industry has a silver lining, according to Natural Resources Notes. Closing marginal mines, mostly strip and truck mines, will result in lower average costs and higher quality of the coal still produced. The producers that will then constitute the industry will be properly equipped and adequately financed to carry forward an intensive campaign to holdd and increase the markets for bituminous coal. •A light, compact, highly reliable blasting machine which does not rely for its effectiveness on the operator's skill is being tested by the Army Engineers. Operating under all climatic conditions from -65 to 125F, the 50-cap machine consists of a springwound do generator and is waterproof.

G. Sherburne Rogers (written discussion*).—Mr. Kennedy's discussion1 of Mr. Matteson's paper takes the form of a criticism of my own comments2 on this paper. Mr. Kennedy is a respected authority on matters pertaining to the salt-dome oil fields, and his characterization of my "elaborate figures" as "worthless" is sufficiently candid and comprehensive to warrant a brief reply. My 'voluminous figures" consisted simply of a rough estimate of the minimum quantity of salt in the Humble dome, and a, calculation of the volume of sea water and of the volume of saturated brine which this salt would represent. Mr. Kennedy apparently interprets my remarks as opposing the idea that so,large a volume of salt could have been deposited from sea water, for he cites the area and thickness of European salt beds; but nothing was further from my intention. Given an arm of the sea, an arid climate, and evaporation under a hot sun, it is easy to conceive the formation of almost any thickness of bedded salt. I cited the figures in connection with Harris' theory of the origin of salt domes, according to which the plugs were formed by the deposition of salt from ascending brine solutions, owing to the drop in temperature as they neared the surface. I pointed out the well known fact that the solubility of salt is only slightly affected by temperature, and that a drop of 80" C. would cause the deposition of less than one-tenth of the salt in solution; hence that more than ten times the volume of salt actually forming the plug must have been involved. If ten times the salt actually in sight be computed in terms of brine and multiplied by 50 or 60 to take into account all of the known salt domes, the resulting figure is so enormous that I am not at all so sure as Mr. Kennedy seems to be that the porous stratified rocks of eastern Texas and western Louisiana could contain or furnish so great a volume of migratory brine. Mr. Kennedy, however, does not dwell on drop in temperature as the cause of the precipitation, but contents himself with ascribing the whole process to lateral secretion. As I understand it, this implies that the connate waters and brines contained in the rocks migrated to the Gulf Coast region, and there deposited their salt at various loci of crystallization. Regenerative hot-blast stoves are now in general use in all parts of the world, and are so well understood and appreciated, that I need not take up your time with an account of their history and introduction into the United States. My object in writing this paper is to give you a short description of a stove that is now being very favorably received and adopted here (see drawing). The stove was first introduced into this country in 1887 by M'Clure & Shuler (now M'Clure & Amsler), who have the management of the patent right in the United States. The English design had to be modified to suit the exigencies of American blast-furnace practice, which, in many respects, widely differs from our English experience. In the first place, the fire-bricks used in America expand to an extent unknown in England, and it became necessary to make special provision for this by increasing the number of cross-walls, and by leaving a space at the top of the stove through which the lining could expand. The expansion laterally was, however, more difficult to provide for, as the combustion-chamber in the center, being the hottest part of the stove, must necessarily expand more than the outer walls, and therefore tend to squeeze up the flue-openings. On first introducing these stoves to American ironmasters, a feel ing seemed to prevail that a " four-pass " stove did not utilize the whole of its surface. They also had an idea that the " two-pass " stove let the burning gas go before all the duty had been extracted from it; so that it was found neceseary to design a stove of a special character to suit their wishes. Hence the "three-pass" chimney top stove now before your notice, the advantage claimed for which is that each stove is independent, requiring no underground chimney flue or stack, and can be erected at a very light cost. The working of these stoves has proved to be very successful wherever they have been introduced.

The question, Who won the war?, has been the text for innumerable newspaper, and magazine articles, the answers running from "bread and butter" to "poison gas," in a material sense, and from the "Y. M. C. A." to the "boys in the front lines," humanly speaking. Personally, I think the margin by which success was secured was so narrow that none of the complex, interdependent factors could have been .spared, and that, as Admiral Sampson said after the battle of Santiago: "There is glory, enough for all." But if any one human factor can be said to have been absolutely indispensable, I think all will agree that it was the engineer. The engineer, as a rule, is a modest fellow, so modest in fact and so averse to publicity of any kind that, referring to him as a class, he was hardly occupying the place he should in public estimation before the war. By way of illustration, in the early history of a mine in Bisbee, the chief owner was also the proprietor of a saloon and spent most of his time there. When asked why he did not pay more attention to the mine, lie replied: "Oh! I can hire a boy to look after that; it takes a man to run this bar." Comparisons of the position and pay of engineers with other occupations are sometimes made to show that the engineer is not getting all that he should, considering the time of preparation and the qualifications required. Perhaps at least a part of the cause may be his aloofness from many of the practical affairs of everyday life. Whether he won the war or not, the part played by the engineer has certainly placed him on a sort of pedestal in the public estimation at present and it is very desirable to keep him there and maintain the position he has made for himself.

YOU can place an exclamation point after the "and How" if you want to, but the way it stands it sum¬marizes the Mining Geology sessions quite nicely; "Why" in the morning, "How" in the afternoon. It is altogether fitting that Prof. McLaughlin and Reno Sales, who have themselves achieved enviable reputations in company work, should have led the program by presenting informally a chapter from the volume dedicated to the beloved dean of all economic geologists, Waldemar Lindgren. In opening the morning session, over which Sydney Ball presided, Donald McLaughlin emphasized the continuous role mining geology should play in operating technique. He pointed out the importance of structural relations in a broad sense, and the preponderant role they play in developing the manner of ore occurrences. He illustrated this by an account of the work at Homestake, using slides to show the stratigraphic sequence, the folding, and the orebodies of that camp. An interesting piece of detail was the distinction they found could be made be¬tween the chlorite near the ore masses, and that in the country rocks. Whether the cummingtonite, characteristic of the rock in which the ore is found, is of regional or of contact metamorphic origin caused some discussion. Dr. Lindgren inclined to the belief that it was contact, but L. C. Graton replied that they had found the weight of evidence was for a hydrothermal origin. D. F. Hewett raised the question as to whether, in the advancing development of the mining industry, there was still a place for the U. S. Survey geologist, and the consensus seemed to be that there should be. His role is changing from that of mapping mining districts in detail, now the task of the companies, towards a more general serving of the industry through the wider perspective his work gives him in contradistinction to the greater detail of knowledge accumulated by the resident geologist.

In combating mine-fires the use of carbon dioxide as a means of producing an atmosphere in which combustion cannot be sustained, has been many times suggested and frequently tried, generally with a fair degree of success. The carbon dioxide is produced by acting on limestone with dilute sulphuric acid, large wooden boxes being used to hold the limestone, and arranged in such a manner that one box may be cleaned and refilled with blocks of limestone while another is being used in generating the carbon dioxide.. The gas is led by means of pipes of large diameter to the location of the fire, tight brattices having been previously put up as close to the fire as possible on every side, so as to limit the space to be filled with the gas to the smallest possible volume. The cost of producing carbon dioxide has been, however, a decided draw-hack to the use of this method, and the danger of producing carbon monoxide by the reduction of the carbon dioxide by heated carbon, and consequently bringing about an explosion, has also tended to prevent the application of this method. The use of sulphur dioxide in combating mine-fires has not, I believe, been previously suggested or tried, and yet the method presents such decided advantages over the use of carbon dioxide that it seems proper to suggest the advisability of considering it as a cheap, convenient, and safe means of fightr ing stubborn mine-fires. 1. Cost, Preparation, etc.—One ton of brimstone, costing from $20 to $30, will produce about 25,000 cu. ft. of sulphur dioxide gas, and allowing for all sources of loss it is probable that sulphur dioxide gas can be produced for about $1,300 per 1,000,000 cu. ft. For carbon dioxide gas, produced by the action of sulphuric acid on limestone, a good estimate would be $4,000 per 1,000,000 cu. ft., provided that sulphuric acid

I AM APPRECIATIVE of the honor you have done me in electing me to membership in your Society. I value the contacts with men of imagination and ideals which this implies. I am grateful for the recognition of such small contributions as I may have made, or helped to make, to the vast fund of scientific and engineering knowledge. We like to think, as we grow older, that our lives have not been purely parasitical, and that through our efforts some forward step, however small, has been taken toward improving conditions under which we live and do our work. In these days of industrial depression, we hear much criticism of our "machine age." Modern engineering, mass production, the complexity of our lives, all come in for some share of blame. The farmer is said to have been spoiled by the tractor and the gang plow, the factory worker has become a slave of the assembly conveyor, the scientific worker is no longer free but has sacrificed much of his individuality to the research organization of which he is a part. We wonder whether our work as engineers has been worth while and whether our striving after more efficient ways of doing things has been a curse to mankind rather than the boon we thought we were conferring.

The gypsum deposit near Nephi has been developed to be one of the most important plaster producers in the western country. This gypsum occurs in large quantities and is exceptionally pure.Oil and Oil ShaleVast deposits of rich oil shale occur in the Green River formation of the Tertiary rocks in the Uintah Basin, northeastern Utah. It is estimated by the United States Geological Survey that the basin contains at least 92,159,000,000 tons of shale which will yield as much as 15 gallons of oil to the ton when distilled. These shale deposits indicate that ultimately Utah will be one of the leading shale oil producing states of the country. Some development work and considerable experimental work has been done, but overproduction of petroleum and general low prices afforded little incentive to the oil-shale operator, consequently no commercial production has yet been established in Utah."

AS A whole, engineering schools have not awakened A to the fact that the workmen compensation laws passed in most of our states between 1914 and 1917 effected a quiet but none the less real revolution in. the relations between labor and management; no longer are industrial accidents unfortunate or careless happenings over which we feel a humanitarian interest and sorrow, they are a cost of the process and the finished product, as vital as improved design and increased efficiency. Last year the writer and others made a committee report to. the American Institute of Mining and Metallurgical Engineers on the cost of accidents in the coal industry of Pennsylvania. Comparatively the accident record in Pennsylvania coal industry is not high, yet the direct compensation cost plus the interference with operation cost of accidents was over 5 per cent. of the total cost of producing the coal. This stands out more vividly -if you realize that about 70 per cent. of the' cost of producing the coal is for payment of labor, wages that are fixed and over which engineering efficiency and management skill have little or no direct effect. This leaves 30 per cent. of the cost chargeable .to hoisting, haulage, overhead 'and other items subject to engineering control. One sixth of this is due to cost of accidents. Surely a direct place 'for an engineering attack.

There have been no major field developments during 1935. Operations have proceeded normally on the company's three producing fields, Masjid-i-Sulaiman, Haft Kel and Naft-i-Shah. The refinery at Kermanshah was commissioned in September, 1935, with a rated throughput capacity of 75,000 tons a year of topped crude to meet local requirements. Crude production from the Masjid-i-Sulaiman and Haft Kel fields is tabulated below: Masjid-i-Sulaiman Field.—The flowing lives of wells have been extended by (I) a process of acid treatment, thereby reducing the bottom-hole pressure differentials, and (2) by reducing the back-pressure. Optimum producing conditions for individual wells have been determined as a result of an experimental study of the amount of available energy in the reservoir crude and of energy losses in flowing wells. The return of surplus products to the reservoir has continued to be a satisfactory economic operation and the crude throughput capacity of the topping plant has been increased. The viscosity of residue returned to the reservoir is reduced before injection by regassing at 35 lb. per sq. in. absorption pressure with surplus gas. The pressure in the gas dome is falling at the low rate of one pound per annum. Haft Kel Field.—The delimitation of the main structure has proceeded; the oil-bearing area so far proved being about 50 square miles.
