A PRACTICAL program of education for workers of the mining industries is being formulated by the Federal Board for Vocational. Education in cooperation with the States in which this industry is a dominant one. The Federal Government last year passed a law, known as the Federal Vocational Education Act, that provides for the promotion of vocational' education and for cooperation with the States in the promotion of such education in agriculture and trades and industries and in the preparation of teachers of vocational subjects. More than 1,000,000 men in the continental United States are employed in mines and quarries. The following table, from the-1910 Census Report, shows the relative importance of mining and manufacturing pursuits: Manufactures Mines and Quarries Employees 7,405,313 1,109,410. Capital $18,428,269,706 $3,380,525,841 Value of product $20,672,051,870 $1,238,410,322 Of the more than 1,000,000 men employed in mining, almost three-fourths are engaged in the, production of bituminous and anthracite coal; one-fifth, in the production of copper, iron, lead, zinc, and other metals; and the remainder in getting out structural and miscellaneous materials from quarries. The meeting of the needs of the coal-mining industry, therefore, is the problem of greatest importance in the point of numbers to be served. Moreover, the dangers in coal mining are greater than in metal mining. Practically all States have set up educational and technical standards , for the position of foreman, boss, superintendent, etc., and every applicant for these positions must have a certificate of competency. The qualifications, too, are becoming increasingly difficult in the field of technical information. In some States, every miner must have a certificate, which is issued by the mine examining board. only after an oral examination.

For a very brief description of the North Texas area and the general geological features with which it is associated, the reader is referred to the summary for 1935. As in previous years, the authors have been unable to undertakc the almost impossible task of isolating statistics for the hundreds of productive "spots" which are included within the generally productive areas of the several counties. However, pools that appear to be definitely isolated—as, for example, the Foard County production and the new pool recently developed southeast of Gainesville in Cooke County—are covered separately. During the year 1936, both routine development in proven or scmi-proven areas and exploratory drilling showed a decrease over the year 1935, there having been a total of 1453 wells drilled in the district during 1936, as compared to 1619 in 1935. It is also of interest to note that abandonments exceeded completions in 1936. Developments during 1936 While a number of local productive spots were found in Wilbarger, Archer and Wichita Counties, and numerous minor local extensions to older producing areas were developed in practically all the producing countics in the district, only two discoveries of sufficient importance to justify special mention were made. Anderson and Kerr No. 1 Bruhlmeyer, about two miles southeast of Gainesville in Cooke County, was completed in April, at a total depth of 2014 ft., for an initial production of 315 bbl. daily from a sand of Pennsylvanian (Canyon) age. Development has been rapid and the field is about drilled up. During November the 100 wells in the field averaged about 40 bbl daily. The structure appears to be a small fold associated with the northeast flank of the main uplift, which extends in a northwest-southeast direction across Cooke and Montague Counties.

There are two conditions generally prevailing upon the earth—those within atmospheric influence, tending towards oxidation, and those away from atmospheric influence, tending towards reduction. Practically all mineral substances from mines of any depth a.re in a reducing condition. Since the cyanide process, in order to dissolve silver or gold, requires that the prevailing conditions under which it operates shall be oxidizing, and the materials usually acted upon bei~lg of a reducing character, it becomes necessary to supply oxygen to the solution carrying the cyanide. This oxygen is usually supplied through the medium of dissolved air in the solation, or through the medium of various chemical compounds, which upon combining vith the solution or the ore give off a part of their oxygen. Strange as it may seem, practically all mineral substa~~ccs are partly soluble in water, especially water carrying alkali or cyanide. The greater the surface exposed and the finer the material is ground, the greater mrill be the rate of dissolving of the reducing-agents from the ore into the cyanide solution. In most cases, if the solution carrying the ore particles is agitated with air, the air will dissolve into the solution faster than will the reducing-agents; but in some cases the reducing-agents will dissolve more rapidly on account of easy solubility or greater surface exposed. It is a dissolving race between the oxygen from the air and the reducing-agents from the ore, and if the reducing-azents predominate, cyanide will not dissolve the gold from the ore. In many cases it will dissolve some of the gold, because in a mass of irregular shape some of the gold particles might be exposed upon the outside surface of a particle of rock; but if the solution had to penetrate through cracks, the side-walls of which were lined with reducing-agent-

A. SILVERMAN,* Pittsburgh, Pa.-Prof. Richards has described a very interesting process. In addition to the method described, electroplating and a number of other processes have been used. In one, the two metals were heated and united under hydraulic pressure; in a second, the steel was coated with an alloy, brass for example, and the molten copper cast around this. The process that I would like to bring to the attention of the metallurgists present consists simply of pouring molten copper, brass, or cupronickel around a clean red-hot steel billet. 'It is covered by the Roth patents. The 8-in. cylindrical billet containing about 70 per cent. steel (core) and 30 per cent. copper is hot drawn or rolled until several inches in diameter and afterward cold drawn or rolled to rod, wire of any desired diameter, or sheet. The wire is used for electrical conduits where conductivity and high tensile strength are required, also for the manufacture of cables and screen cloth. The sheet is employed for the manufacture of spouting, molding, shells, etc. The last application is particularly interesting. In testing rifle cartridges, which usually contain lead-filled copper noses, pine boards 1 in. thick, covered with ¼ -in. rawhide, are placed 1 ft. apart. The value of the cartridge depends on the number of boards penetrated by .the bullet. In government tests made with copper-coated steel noses (15 per cent. copper on either side of the steel) the penetrating power was found to be approximately double that of pure copper noses. The advantage of copper-coated steel over cupronickel lies in the fact that the- former does not require any special heat treatment during the punching. Rifle cartridges were prepared from copper-coated steel in a number of government arsenals. The value of the combination was attested by the awarding of a contract for the construction of a $3,300,000 plant. Unfortunately, the contract was signed on the day preceding the signing of. the armistice and was cancelled several days later. Tests were conducted for about 1 yr. before the contract was awarded to determine the value of this combination of metals. Since the war a number of cartridge and shell manufacturers have signified their intention of using copper-coated steel.

Production of crude oil in Tennessee during 1944 was slightly more than 9500 bbl., about 1300 bbl. more than 1943. Approximately 8000 bbl. was produced from the "Mississippi lime" in Scott and Morgan Counties. Some half dozen wells in Clay, Pickett, and Fentress Counties, pumped intermittently, produced about 1500 bbl. This production is from rocks of Ordovician age ranging in depth from less than 500 ft. to approximately 1000 ft. Natural gas was marketed from wells in Morgan and Fentress Counties for consumption in the Sunbright and Jamestown areas, respectively. The production of oil by counties is shown in Table I. Developments There were 20 completions during 1944 totaling 19,615 ft., nearly twice as much as in 1943. One well was drilling on Dec. 31, 1944. Of the 20 completions, one was a small oil well soon abandoned. Three gas wells were completed which are used locally. The completions are listed in Table 2. The distribution of tests according to physiographic divisions is given in Table 3. Cumberland Plateau There were five completions in the northern part of Cumberland Plateau. One was a small gas well in the Cooper pool 3 miles west of Oneida, but an attempt to extend the pool to the south resulted in a dry hole. The most active area in the state during 1944 was the northern Cumherland Plateau, especially in Cumberland, Morgan, and Scott Counties. Several blocks, aggregating more than 500,000 acres, were assembled and leasing was continuing in the early part of 1945. Surface work has been, or is being, carried on by at least four companies. While in an area of past oil and gas production from the "Mississippi lime," the principal interest appears to be in the essentially unexplored pre-Mississippian possibilities. The Knox dolomite group of Cambro-Ordovician age is receiving some attention as a possible reservoir. As the year closed one well was drilling on a surface structure near Lantana, 6 miles southwest of Cross-ville. This test will be drilled into the upper part of the Knox. Late in 1944, it was planned to lay a gas line from northern Morgan County to Oneida in Scott County, a distance of approximately 20 miles. The Cornucopia district is situated in northeastern Oregon 25 miles from the Snake River branch of the Oregon Short Line R.R. and 75 miles northeast of Baker City, in the Wallowa Mountains. The formation is principally granodiorite, which has intruded much older rocks locally known as greenstone, and which are probably altered schists. In the upper horizons of the veins, greenstone is found as inclusions in the granitic mass. Both of these formations have been cut by numerous basalt, aplite, and porphyry dikes. Veins of the district are the result of faulting and the consequent crushing of the wall rock. The ore has been deposited irregularly along these faults and formed a lenticular type of vein. The ore varies in width from a few inches to 20 ft.; the average stoping width is about 5 ft. As the basaltic dikes are subsequent to the ore deposition, they are at times a hindrance in development and mining operations; on the other hand, a dike which has followed a vein as a line of least resistance often serves as a good mall in place of the crushed, rather loose granite. The veins generally strike northeast-southwest and dip about 35" to the west. Orebodies are from 100 to 300 ft. in length and about the same in height. The lenses are irregular; inclusions of wall rock are common in the ore and are a factor in reducing the grade. The ores are quartz, carrying some free gold near the surface, but the metals for the most part are in iron sulfides, sometimes associated with chalcopyrite. The gold and silver are in a mechanical combination with the iron, which requires find grinding to liberate them. The ratio of silver to gold is 5 to 1, by weight. Development The Cornucopia Mines Co. owns, and operated until 1920, two mines and two mills of 100 tons capacity each. The sustained high costs and labor shortage, however, necessitated the abandoning of the Union mine, the oldest in the district. Two crosscut tunnels were then started, first, to cut the Last Chance vein at a much lower horizon and, second, to prospect two parallel veins. The ore from the Last Chance vein will go to the old Union mill and the ore from the new veins to the Last Chance mill.

Appalling as has been the loss of life in the last 51 months, there is one slight compensation: no longer will there be in the world a cripple, in the old meaning of the term. Men handicapped by wounds or disease, there will be, unfortunately, and in numbers beyond what the world has known since the wars of Napoleon; but neither they nor the industries from which they were called off to war will be "crippled" in the sense in which both would have been had mankind not learned the lesson of conservation and come to understand that the most important field for such conservation is not in the forests and the mines but among men and women. From the beginning of the Great War, France, Great Britain, Belgium and most of the other Allies have studied the problem of restoring the soldiers and sailors injured through war to physical and economic efficiency; and from their experiences, especially from that of Canada, the United States has learned much. Consequently, our task of preparing for the return of our disabled men has been easier and, in some ways, more comprehensive than theirs. Complex as are the details of the machinery which the United States has set in motion to take care of the men injured by wounds or disease, the plan itself is simple. Taught by European experience, the Surgeon-General of the Army and the Bureau of Medicine and Surgery of the Navy have provided, on both sides of the Atlantic, every known surgical and medical facility for restoring the injured or diseased man to a physical condition as nearly normal as possible. While in the hospital in Prance or England, on the transport coming to America, and in the hospital here, the disabled man is incited in every way to believe in his future efficieney, to want to be a normal worker, to desire to retake his place in that society of workers from which he went, temporarily, to do the greater work of preserving civilization. Furthermore, since purposeful occupation is now regarded as an essential form of treatment with most men in the hospital, especially in the convalescing stage, many of these men will have been actually started on the road to earning before they are discharged from the army surgeon's care.

The following correspondence relating to a paper bearing the above title, presented by J. F. Wolff, at the New York meeting in February, 1917, and published in the Transactions, Volume LVI, page 142, has passed between the author of the paper, and Mr. Anson G. Betts, and is interesting, although it was received much too late for incorporation in its proper place in Volume LVI. ANSON CT. BETTS, Asheville, N. C.-1. I should like to ask Mr. Wolff if he finds-from analysis of the iron formation and of the iron ore, and from the relative amounts of each in each unit area of the formation, unleached and after leaching, that the iron remains entirely insoluble and the total quantity still remains present; or whether he finds that some of the iron is removed, or possibly even added by deposition from the water passing through the formation. 2. The water that passed into the iron formation had to go somewhere; was it absorbed by underlying formations through hydration, or, after passing through the ore formation, did it come to the surface in springs at a lower elevation, or how did it escape from the ground? 3. I should like to ask Mr. Wolff whether he finds that the iron formation in the sedimentary series does not, come next to the quartzites and generally between the quartzites and slates. J. F. In common with others, you appear to have some hesitancy in accepting the fact of the removal, by solution, of the enormous quantity of silica which has been leached out of portions of the Biwabik iron formation, thus forming orebodies of merchantable iron ore. I believe that even Dr. Waldemar Lindgren once hesitated to accept this fact. However, the evidence is so simple and absolutely conclusive that the fact is established beyond all question. At the contact of orebodies with their rock walls, the bands of iron ore in the orebody can be seen in contact with the corresponding bands of original iron oxide in the rock wall, and the chert layers in the rock wall can be seen to give place to fine granular material (fine silica and iron oxide) and pore space. This is especially noticeable where slumping at the rock walls his not been so great as to displace the layers in the orebody from their contact with their corresponding layers in the rock wall.

ENGINEERING is in essence quantitative, and the engineer must deal with exact figures when he plans and, constructs. Engineering truths are not best expressed by adjectives, yet my wish, today, is not to attempt a quantitative measure of the dominant position of the mineral industry of the United States in the existing scheme of material things, but rather to seek a clualitative appraisal of what mining and metallurgical engineers are doing to promote and make secure our , national progress. Statistics help when we wish to gage material prosperity, but they fail when we desire to determine what share the engineers have in adding to the happiness and welfare of our people
