Two career employees of the US Dept, of the Interior, in a recent study, indicated that by the end of 1974, 73% of all public lands had been entirely or partially closed to exploration and development of essential resources for leasable minerals and 67% had been similarly restricted for locatable minerals.1 This has come about because of the lack of coordination within the executive branch and between the executive and legislative branches of the federal government and without regard for the cumulative, depressing effect on future domestic mineral production. Much of the withdrawn land is felt to have great potential for discovery of significant mineral deposits.

It was recently shown with 3.3 pct Si-Fe containing 0.026 pct S and 0.06 pct Mn that the extent of secondary recrystallization to a cube-on-edge texture is determined by the cooling rate from the solution temperature of the manganese sulfide inclusions.1 With a rapid cooling rate, many small inclusions rather than a few large ones are formed, which leads to increased restraint to normal grain growth and more complete secondary recrystalliza-tion. During the year 1937, there were 663 oil wells drilled in the Texas Panhandle, making a daily initial production of 322,332 bb1.—that is, 191 more oil wells drilled than in the previous year, with an increase in the total daily initial production of 66,283 bbl. The total daily potential of the field as determined by the Texas Railroad Commission in its Schedule of Dec. 17, 1937, was 1,039,982 bbl., or an increase of 205,094 bbl. over the previous year. IT IS not often that bore hole surveys can be checked by actual civil engineering methods. A recent Arizona survey was checked by normal surveying methods and the comparison of the results should be of value to both oil and mining men. During the summer of 1948 the Phelps-Dodge Corporation, at its Copper Queen property near Bisbee, Ariz., drilled a 1245 ft, 8 in. diam, churn drill-hole in a mineralized area and cased part of it, intending to use it to transfer mill tailings for stope fill. The hole, as frequently occurs, was not straight, and, in endeavoring to locate the bottom in the underground workings, they found no evidence of the hole at the underground coordinates directly below the surface location.

About 11 o'clock on the night of September 3, Lieutenant Bowles, with Lieutenant Joseph B. Keckler, 355th Infantry, in command of a reconnoitering patrol of our troops, encountered the enemy. In the ensuing engagement your son received a rifle bullet through his heart. His death was instantaneous and painless. His remains were intcrred with full military honors on the 4th of September." He was promoted to First Lieutenant, but his commission did not reach him before his death. He was president of the Missouri Mining Association, Missouri School of Mines, for the year 1916-17.

SIDERFIN The semi-annual meeting of the Montana Section was held at the Silver Bow Block, Butte, Mont., on Friday evening, Oct. 8, 1915. An informal, subscription dinner, at $1.50 a plate, was enjoyed inn' the early evening, by 62 members and guests. After dinner a technical session was held, and a paper entitled Preliminary Outline of Paper on Mines in the Boulder Batholith was presented by J. A. Grimes, who is joint author of the paper, with Paul Billingsley. The paper elicited a lively and interesting discussion, in which a score of members took part. The Howe Memorial Lecture, in memory of Henry Marion Howe, Past President of the Institute, was authorized in April, 1923, as an annual address to be delivered by invitation under the auspices of the Institute by an individual of recognized and outstanding attainment in the science and practice of iron and steel metallurgy or metallography, chosen by the Board of Directors upon recommendation of the Iron and Steel Division. A special meeting of the Board of Directors was held on July 25, 1916, pursuant to notice duly given according to the By-Laws. This special meeting was for the purpose of giving authority for the signing of a contract with the American Society of Civil Engineers, as mentioned in another place in this Bulletin. The interest in the matter is indicated by the attendance of 11 members of the Board, some of whom came from a long distance. An invitation was received from the St. Louis Section of the Institute and from members in and near St. Louis to hold the 115th Meeting of the Institute in and near St. Louis in late September or early October, 1917. This invitation was accepted. Announcement was made that the Mexican Institute of Mining and Metallurgy had been dissolved and reorganized as the Mexican Section of the Institute.

Plans for the fall meeting of the AIME, to be held in conjunction with the Centennial of Engineering -marking the 100th anniversary of the Society of Civil Engineers-indicate that the Chicago gathering will be one of the most significant in Institute history. Headquarters for the six divisions represented will be the Palmer House. Twenty technical sessions will be held from September 3 to 6, with papers of industry-wide impact to be presented. The papers will follow the theme of the celebration-a century of engineering progress. The MBD will start the ball rolling with morning and afternoon sessions Thursday, September 4. A luncheon also will be held. MBD has scheduled morning and afternoon sessions for the following day as well. MGGD, Iron and Steel, and the Coal Div., will hold sessions Friday afternoon. The Industrial Minerals Div. plans an executive meeting, 5 pm, Friday. Geology Subdivision is slated for morning and afternoon sessions Saturday. The Coal Div. will meet again Saturday morning.

In recent years geophysical prospecting methods have become well established as important steps in economically initiating new mining ventures in the field of base-metal exploration, placer mining and water-supply problems. The value of these methods as applied to these problems has been greatly increased by new and improved instruments, and a greater degree of skill in laboratory and interpretative technique. Considerable success has been attained, with subsequent drilling checking the predicted depths within 1 to 5 per cent, on problems requiring information on thickness of fill material, depth to and contour of bedrock, extent and yardage of gravels to be mined, and location of hydrostatic water table. In these applications the geophysical work gives data comparable to drilling, and at a cost of about one-fiftieth that of drilling. Discussion of several surveys with accompanying illustrations showing geophysical methods applicable to both simple and complicated placer problems are contained in the paper. The electrical instruments for measuring electromagnetic field strength and surface potentials are described, and their use, coupled with that of other geophysical instruments in modern field procedure, is noted.:

Meeting of April 24, 1914.-President Thayer announced the appointment of the Committee on Safety and Sanitation. The Committee on Nominations for officers for 1915 was appointed, as follows: William J. Cox, Chairman; H. Poster Bain, Joseph Daniels, Charles E. Mills, R. V. Norris, E. Gybbon Spilsbury, and Herbert A. Wheeler. The request of twenty residents of Salt Lake City and vicinity for permission to establish the Utah-Nevada Local Section was granted and R. C. Gemmell was appointed Chairman of the Committee on Organization. The following resolution was adopted: Resolved: That under authority of Article V, Section 7, of the Constitution, a special Committee be and hereby is appointed, to consist of the President and six other members of the Institute, to be named by him, Who shall be authorized to appear before the proper authorities at Washington and urge that Mining Engineers be appointed upon the proposed Commission for revision of the Federal Mining Laws. Further Resolved: That the activities of this special Committee be restricted to the authority given in this resolution.

It was a brilliant idea that suggested the formation of Local Sections of the Institute. The results in increase of membership and attendance at, annual meetings of the Institute have been very gratifying. Many different plans have been followed by the various Local Sections to interest members in the local meetings. It has been found to be almost necessary that the meetings be preceded by luncheon or dinner at some club or hotel where a suitable assembly room is available for the after meeting. Each Local Section has to work out its own type of meeting to suit its conditions. Like all human affairs, a great deal depends on the leader. Special attention should be paid to the qualifications of the Chairman and Secretary as these two officers have to shoulder most of the responsibility for the success or failure of the Section. They should be chosen, not so much on account of prominence in the profession as for their push and popularity with the local membership. It has been developed that in most Local Sections the meetings should not be more frequent than once a month with a vacation during the summer months.

Flame fusion growth of strontium titanate crystals was undertaken to obtain large transparent crystals on which physical data could be gathered. The fact that strontium titanate is a cubic crystal and probably has a high index of refraction indicated that it might be useful in optics. No large boules* of strontium titanate had been synthesized previously, and none have been found as natural occurrences. The flame fusion process, invented by Verneuil in 1904, was first applied to grow large crystals of ruby and has since been used extensively to grow crystals of corundum and spinel on a commercial scale. Only during the past nine years has this technique been applied to the growth of large single crystals of other high melting compounds such as rutile, mullite and ferrites.
