THE relation of labor to the accident rate in mines is admirably epitomized by Thomas T. Read in his paper presented at the St. Louis meeting, in the sentence "Reliance for accident prevention must be upon the individual worker himself." In connection with the inspection of mines for the fixing of merit premium rates for insurance under workmen's compensation, it has been the practice of The Associated Companies to allow 60 per cent.of the credits for safeguarding of the physical hazards of the mine and 40 per cent. for the human element. By "human element" is meant. that inherent tendency of the industrial worker to be careless, negligent or disobedient, in respect to his own safety, and after that also f his fellow workman. This is a tendency not only of the laborer or of the skilled miner, but of all human beings, working or traveling, anywhere. This element of mine safety, sometimes called the moral hazard, has been admirably shown by statistics compiled from the records of the Department of Mines of the Union of South Africa to be clue in about equal measure to the carelessness of the miner and to that of the operator. These statistics show that about one-half the fatalities in mines are clue to the so-called hazard of the industry, or what is sometimes called the dangers inherent to work or misadventure. Of 2497 fatalities investigated, including over 200,000 employees, for a period of over 2 ½ years, it was found that 17.5 per cent. were due to faulty plant or material, fault of the foreman, or of the management-in short were-clue to the operator; 17.1 per cent. to disobedience of orders, carelessness or ignorance of injured persons; and 5.9 per cent. through fault of others, including fellow workmen. The fault of the operator is evidenced by failure to give proper warning, failure to inspect, failure to furnish proper equipment, and neglecting to comply with the recommendations of the inspector. The value of the electric log as a means of interpreting underground structures has been increasingly demonstrated by its almost universal present-day use. It becomes important, therefore, to be able to evaluate the factors that affect the values obtained. By far the greatest number of electric logs are measured today in boreholes filled with rotary mud, the properties of which may exert an important influence on the electric log. In an effort to establish what the order of magnitude of such effects might be, a series of investigations was made in the laboratory and the field. Apparatus suitable for either field or laboratory use was designed and a procedure established for determining the factors that affect the resistivity of drilling muds over a wide variation in mud condition. Five muds representative of the types of clay-base muds employed in California were tested and the following observations were made: 1. The effect of raising the temperature from 8o° to i8o°F. is to decrease the resistivit~ of the mud or filtrate approximately 50 per cent. 2. The resistivity of the mud in most cases closely approximates that of its filtrate. 3. The change in the resistivities of muds caused by the addition of chemical is not the same function of the amount of chemical added for each mud. 4. The effect produced by increased sodium chloride content is to reduce markedly the resistivity of the mud and its filtrate. 5. Weighting materials, such as baroid and limestone, tend to increase the resistivity of drilling mud. 6. Cement and counteracting reagents reduce mud resistivity. The results of the investigation indicate that the mud resistivity is materially affected by the addition of electrolytes whether these are added for the purpose of conditioning the mud or enter the mud when salt beds or highly saline structures are penetrated. It should be observed, however, that the magnitude of the effect produced upon the electric log by changes in mud resistivity is also dependent upon the relative salinity of the water en. countered in the formation being logged. The laboratory data are supplemented by field data, which indicate that both the self-potential and resistivity curves are influenced by mud resistivity.

Bahrein 'Island.—In 1936 the Bahrein Petroleum Co. continued drilling additional wells to further increase production. In all, 39 flowing wells have now been finished and five others are drilling. A second well has been deepened for prospecting the deeper horizons but has not been successfully completed as a commercial producer. In addition, a well has recently been drilled near the eastern limit of the producing area for edge-water observation. The present system places wells 3000 ft. apart in a rhombic grid, or about one well to 179 acres. The total production for the year was 4,644,635 barrels. It is expected that refinery capacity of 20,000 bbl. per day will have been completed by July, 1937. A new permanent and enlarged camp with office buildings is being built. A new hospital has been constructed and two additional medical men have been added to the staff. Saudi Arabia.—In eastern Saudi Arabia, the California Arabian Standard Oil Co. has continued with the program of prospect drilling started in 1935. After the gas encountered in Dammam well No. 1 had been successfully shut off, it was completed as a small flowing well of 51" gravity oil. Dammam No. 2, which had been started in 1935, tested 3840 bbl. of approximately 50" gravity oil from a depth of 2175 ft. Dammam No. 5, before being deepened for prospecting lower productive horizons, encountered a gas zone producing 30 million feet. Five other wells on the Dammam dome are in various stages of drilling or completion. Most of these have been located principally to outline the productive area and the various producing horizons of the structure. An extensive program of geological work is being continued. In June, 1936, a well was started on the El 'Alat structure about 25 miles northwest of the Dammam development. Although various tar showings have been reported, the well has not yet, at 2518 ft., reached the depth at which it has been thought that productive horizons might be encountered. A prospect well is being drilled by the Kuwait Oil Co. (jointly owned by Gulf and Anglo-Iranian Oil Companies) in the Sheikdom of Kuwait. The well is near Bahra, a few miles north of Kuwait Bay and about 240 miles northwest of El 'Alat. To date no favorable results at depth of about 6000 ft. have been reported.

Although the use of gaseous fuel in blast-furnaces has been often proposed, I hope the description of a very simple, yet practical and valuable, application of natural gas to the smelting of lead-ores and residues, at the works of the Pennsylvania Lead Company, will prove interesting. In May, 1886, directly after replacing the use of bituminous coal at the above works by that of natural gas, half-inch pipes from a branch gas-main were inserted directly into the tuyeres of a lead blast-furnace, and through these pipes gas was delivered into the furnace, with the air-blast at a pressure a little more than double that in the tuyere-pipes. At the same time the blast-pressure at the tuyeres was increased by an amount estimated to give a sufficient air-delivery when mixed with the gas-supply. The amount of gas delivered to the furnace is easily regulated by stop-cocks at each tuyere, and is under the immediate control of the furnace manager. Upon the introduction of gas into the tuyeres of the furnace the coke charged at the mouth was reduced 30 per cent., this being the amount of coke which I thought could be advantageously replaced by gas. This first estimate has proved to be very close to the working results, though probably the average gas-consumption corresponds to a little less than 30 per cent. of the former coke used. The proportion that we use varies, with the nature of the furnaceburden, between 20 and 40 per cent. of the total fuel. We have used 60 per cent. of gas; but there is difficulty in keeping a cool furnace-mouth when the proportion is so high. With some residues, notably metallic drosses containing some zinc, we have found it best not to use over 20 per cent. gaseous fuel. The percentage used with ore-charges has generally been higher than that used in smelting the higher-lead charges of residues from our refining works. It results from this use of natural gas that the temperature of the hearth is under almost immediate control, and, for this reason chiefly, a cleaner and more uniform slag can be run, and the furnaceworking can be made more nearly independent of the effects of atmospheric conditions or the variable moisture in the furnace-burden.

Hydraulic fracturing is of considerable interest as a possible release mechanism during operation of storage caverns in salt formations. However, field data are lacking on fluid pressures required to initiate and propagate fractures over a range of depth in U.S. salt domes. A currently active research project is outlined which has the objectives of gathering field data on hydrofracture gradients in inland and coastal domes of the Gulf Coast. A wireline minifracturing system with downhole microprocessor controls is briefly described.

This note is a review of current research intended to increase the utilization of coal ash. Due to the magnitude of the fly-ash research program, some projects may be inadvertently omitted. Field research on fly-ash for use as an agricultural fertilizer is being monitored at Virginia Polytechnic Institute and State University. This research is directed at determining the plant nutrients that are available in fly ash as well as the quantities of fly ash that can be applied to agricultural soil.

The fall meeting of the. Institute of Metals Division will be held in Philadelphia on Sept. 30 to Oct. 2. All meetings will be held in the Ritz-Carlton Hotel, Broad and Walnut Streets, which is also the hotel headquarters. As this meeting is being held in conjunction with the meeting of the American Foundrymen's Association, the members of the Institute will have the privileges of the exhibit of the Foundrymen's Association. This, it is expected, will be one of the largest exhibits made in this country. On Monday evening, Sept. 29, there will be a meeting, in the Ritz-Carlton Hotel, of former officers and members of the Executive Committee of the Institute. It is requested that all officers and Committee members, the present as well as the past, will arrange to be present.

A novel two-stage froth flotation process for the recovery of pure magnesite from low grade ores is described. The process consists of a first-stage, magnesite flotation step where a rougher magnesite concentrate is floated with amine collectors. The first-stage froth concentrate is then repulped in fresh water, and quartenary ammonium salt and fuel oil are added to float the remaining impurities. The results from laboratory batch tests show that a high-grade magnesite concentrate assaying 0.99-0.20% Si02 and 2.84-0.46%a Ca0 can be produced. Regulation of the variables controlling magnesite froth flotation also allows the variation of the ratio % Ca0: % SiO2, between the acceptable limits 0.32 to 5.79. This ratio is important to the quality of dead-burned magnesite.

ENGINEERING COUNCIL is not "about to die," as some persons are saying. Through a natural and foreseen reorganization, Council is entering a new stage of existence with enlarged power for usefulness. Its early constituents have made it possible for many more of their fellow engineers and men of other technical vocations -to take a- share in its activities, responsibilities and support. A new organization is being set up, but it is really a new embodiment of the same spirit of service. Another step is being taken toward the full acceptance by the technical professions of their obligation to the public and to one another for those services which can -be rendered only through effective organization. A brief retrospect is timely. Engineering Council was established in the spring of 1917, as a department of United Engineering Society in response to requests of its Founder Societies. .It followed various attempts of these societies to deal through joint committees with public questions affect¬ing engineers -and with inter-society affairs. These attempts had very limited results. In the new by-laws adopted by United Engineering Society, the purposes and-powers d-powers of Engineering Council were thus defined: "To provide for convenient cooperation between the four Founder Societies, for the proper consideration of questions- of general interest to engineers and to the public, and to provide the means for united , action upon questions of common-concern to engineers.

Walters, Jr. and Howard Scott. Introduction F. M. Walters, Jr.—The principal advantages of the dilatometric method perhaps are two, as compared with the method of thermal analysis. One is that the dilatometric method can be applied with a large variety of rates of heating and cooling, whereas thermal analysis—that is, the study of the transformational characteristics by means of heat evolution—is limited to the rates of heating and cooling that reveal the evolution of heat. The dilatometer can be used for the study Of reactions at zero rates of heating and cooling; that is, isothermal reactions. As you will hear this afternoon, the rates have been pushed up as far as 500°C. a second. The other advantage is that the dilatometric method shows that a two-phase region is a two-phase region, whereas the thermal analysis merely reveals the temperature at which the rates of heat evolution are greatest.

The question of magnetic concentration is assuming considerable importance, and the efficiency of the different concentrating-machines is widely discussed. As the amount of iron left in the tails must vary with commercial requirements, and with the nature of the minerals in the tails, the writer feels justified in calling attention to some points often overlooked. In almost every such commercial operation a point is reached beyond which it does not pay to go, the material saved by further operations being obtained at a cost too great. The amount of iron left in the tails from concentration must depend, therefore, upon the cost of crushing, the size to which the ore is crushed, the nature of the minerals in the gangue, and the nature of the ore itself. Some ores are so intimately mixed with their gangue that a large loss of iron in the tails is unavoidable. In many cases the gangue contains hornblende, pyroxene, serpentine, etc., which carry considerable iron as silicate, or otherwise combined, and this iron a magnetic machine cannot extract, since the minerals themselves are not magnetic. It is evidently unfair to charge the machine with this loss of iron; and hence a satisfactory test of any such apparatus would require that the iron present in the ore as magnetite should be determined, and the proportion in the tailings of such iron only should be the measure of the loss, as compared with theoretical efficiency.

(written discussion *).-From a theo¬retical point of view the best method to maintain the cold junction at a constant temperature is by means of a pipe driven in the ground, to which the so-called cold-junction compensating leads are run, ;and of course there are many times and places where it can be successfully used. There are, however, several objections to this method. In the vicinity of any furnace there are apt to be underground flues for preheated air or gases, recuperators, water mains, etc., which will eliminate the probability of a constant temperature. These, of course, can be avoided by carrying the leads to distant locations known to be free, but this is not good practice because the so-called compensating leads have a rather high re¬sistance, which materially affects the accuracy of even the high resistance instruments, unless they are specially calibrated for it. Moreover, the cost of these long leads is almost prohibitive. A better way is to run short lengths of compensating leads to electrically heated constant¬ temperature boxes conveniently located near the furnace in a place that is of fairly uniform temperature. These boxes are on the market and can be procured at a cost that is approximately equal to the cost of 100 ft. of compensating leads. They can be connected to any power or lighting circuit and once set require very little care. One box will ac¬commodate a number of couples.

The problem of expressing a nation's mineral resources in terms that convey a sense of economic reality poses a great challenge to those charged with keeping government policymakers informed. A model is presented that can be used to simulate and examine the effects of, for instance, differences in levels of output, transportation costs, mining costs or selling prices on the exploitability and expected order of development of new mineral deposits. The model in its present form can be used to screen, as a first cut, the economic from uneconomic deposits in cases where little or nothing is known about them in detail. To date, this has generally been done - reluctantly - by subjective judgments. This model provides an improvement on the "informed opinion" approach, as it forces those who use the model to be both systematic and explicit in their assumptions. Moreover, the procedure is repeat- able and each step can be defended and justified. Implications can be examined of the uncertainty associated with many of the variables. The model is entirely too general to be of use for actual feasibility studies. It is not useful, in the case of speculative or little-known deposits, to provide a model that has an input format more detailed than the information that is likely to be available. Should the user see a need for it, the model can easily be expanded to allow for the input of more detail or more variables.

The engineering personnel shortage, present and impending, so well brought out in the article in Mining Engineering in the August, 1951 number, both in the editorial lead and the article by William B. Plank and Henry J. Petrie, has left untapped and has ignored a potential source of supply that would fill the need ably and with complete satisfaction. This source is comprised of the women engineers- and geologists, both presently, trained and able to handle work at all levels, and the many who would make splendid engineers and geologists if they could hope for even a modest taste of the square deal that should be theirs, but, as we all know, is not. I write from experience. It is not pleasant or sensible to have to urge borderline cases among men students to consider engineering and geology as careers to fill the need, when I have far more able, interested and suited young women students whom I must divert into other channels. It does not make sense to scrape the bottom and sides of the barrel to induce potentially second or third rate male engineers and geologists to enter the profession when we have superior material among the women, eager to do good work in these fields. It does not make sense for these men to become second or third rate in these fields when they might be first rate salesmen, musicians, advertising copywriters or policemen. Nor does it make any more sense to force potentially first rate female geologists and engineers to become second or third rate and very frustrated typists, kindergarten teachers, dress sales-women or clerks. At this point I am willing to admit that where superstitious -miners object to women in underground workings, men are available for the jobs. Moreover, it is not necessary for women to be sent into the most difficult country, if there is reluctance on either side of the contract. There may be fewer of them eager for the roughest assignments, in proportion to the men, but women are so accustomed to discrimination far more complete than that against any racial or religious group, that a reasonably tough assignment would seem like a heaven-descended joy. In my own experience, I have found that my girl students majoring in geology, could keep up with me in the field in the roughest terrain, but. the men, all but the best students and the most physically fit young men, complained that they could not keep up with me and that I always "walked their-legs off. The women, a few men and I always returned with bags heavy with well chosen specimens and proper notes. Most of the men carried no specimens and-but poor scraps of notes on loose bits of paper. Yet the men were urged to prepare for a career in engineering or geology if their examination marks were reasonably good. When we find that we still have a shortage of engineers and geologists, after putting all the qualified women to work, then we may begin to worry. IN addition to the humanitarian aspects of a dust-control program, certain economic benefits are becoming more fully recognized and now furnish a greater incentive to the mill operator to eliminate the dust from his plant. It is well known that a favorable working environment promotes increased efficiency and improves the morale of employees, with a consequent decrease in labor turnover rates. One progressive mining company1 estimates its direct and indirect labor turnover costs at from $40 to $50 per man; for skilled labor, such as machine operators, the cost may approach $100 per man. While these figures may not be typical of every plant, they do indicate a potential savings in operating costs. Dust signifies waste; its elimination decreases maintenance costs of mechanical and electrical equipment; its recovery is often justified from the standpoint of values contained in the collected material, although in large-scale milling operations handling low-grade ore this may not be an important factor. Perhaps the most significant trend in industrial sanitation is that dust-control equipment and procedures are becoming recognized as integral parts of the mill flowsheet. Exhaust ventilating systems are now afforded equal care in design and maintenance to that given other machinery more closely related to the process. METHODS OF DUST CONTROL "Dust control" is a general term descriptive of a number of methods used singly or together to prevent particulate atmospheric contamination. These methods are, in order of their desirability, as follows: I. Change of process. 2. Isolation of process. 3. Wet methods. 4. Ventilation. a. Local exhaust ventilation. b. General ventilation. 5. Personal respiratory protection. In ore-concentration plants it is seldom practical to change a process to eliminate the dust it creates It is possible in some cases to isolate a particular dust-producing operation from the rest of the plant, provided that constant attention on the part of the operators is not required. Frequently water is used in fine crushing and fine grinding, primarily to facilitate the processing of the ore and incidentally to allay the dust produced. Wet methods, however, are not feasible in coarse and secondary crushing operations, because of the relatively great volume of water required in instantly wetting each freshly fractured rock surface. Such quantities of water would entail conveying and storage difficulties. Local exhaust ventilation is the most effective and most commonly applied control measure, wherein directional air currents through the zone of dust production draw the contaminants into a duct system. Unfortunately, only a limited amount of reliable information on exhaust ventilation is available.2-5 Of necessity these publications are rather general, being primarily concerned with engineering fundamentals. Liquidus surfaces in the ternary system FeO-Fe2O3-SiO2, were determined from 1250' to 1450°C by the procedure of equilibrating small samples in platinum crucibles, quenching, and microscopic examination. The experimental results were combined with previously published information to construct a ternary diagram for the system showing the entire temperature-composition range of stability of iron silicate slags. Metallurgical applications of the diagram, especially in copper smelting, are discussed briefly. IRON oxides are almost unique among the common oxide constituents of metallurgical slags in that the iron occurs in two different states of oxidation, ferrous and ferric. Moreover, in liquid slags the degree of oxidation of the iron is readily changed by reactions of the slags with oxidizing agents or reducing agents. This behavior of iron oxides in slags accounts, for example, for the effective transfer of large quantities of oxygen through slag layers in open hearth steelmaking. In this process, oxygen supplied by reactions at the gas-slag interface is dissolved in the slag with the oxidation of ferrous iron to ferric. Ferric oxide is transported across the slag layer by convection, and at the slag-metal interface the oxygen reacts with liquid metal while the ferric iron is reduced back to the ferrous state. Another group of processes in which variation in degree of oxidation of iron has great practical importance is in copper smelting. In matte smelting and converting, such large proportions of the iron are oxidized to the ferric state that problems are encountered in preventing or controlling the formation of solid magnetite. The ferrous-ferric relationship also affects the attack of iron oxides on high-SiO2 refractories, which appears to be most severe under reducing conditions for which ferrous iron predominates. Darken and Gurry' determined the chemical properties and phase equilibria of pure iron oxide slags. Their data show that iron oxide melts can have compositions ranging almost all the way from FeO to Fe2O3. The melts of lowest oxygen contents, which exist in equilibrium with metallic iron, approach ferrous oxide in composition but still have a small percentage of ferric oxide. The melts of highest oxygen contents, which have oxygen dissociation pressures of 1 atm, are above magnetite in oxygen content, with over two-thirds of the iron in the ferric state. The previously established phase diagrams for silicate slag systems all show FeO as the iron oxide component. However, Bowen and Schairer? who determined the FeO-SiO2 diagram and many of the other diagrams used by slag chemists, have been careful to point out that their systems always contained both ferrous and ferric iron. Thus, their data are for limiting mixtures with minimum contents of ferric iron, obtained by melting and equilibration in iron crucibles. Under these conditions, the Fe2O3 percentages found by analysis were small enough to justify simplification of the published phase diagrams by calculating the Fe2O3 to equivalent FeO and ignoring Fe2O3 as an additional component. On the basis of experimental measurements of melting points of iron oxides on silica in the presence of various gas mixtures, Darken3 worked out phase diagrams for the Fe-Si-0 system which show the important phase equilibria in terms of temperature and gas composition. PROBABLY no man has been of greater service to the Institute and has kept more in the background than Henry Krumb. A Vice-President continuously) for the last eleven years, apparently neither his picture nor a biographical sketch ever have adorned these pages and were he forewarned in the present instance he would order us to "forget it." He is a Columbia School of Mines man, Class of '98. He worked underground at Rossland, B. C. for a time, then for a year and a half a. chief engineer of the famous Camp Bird at Ouray, Colo. For three wars he was examining engineer for the Guggenheims and since 1901 has been an independent consulting engineer with experience throughout the Americas.
