RICHARDS, South Bethlehem, Pa.-I think my affections are still rather with the radiation pyrometer than the optical pyrometer, for practical use, and I wish that Prof. Burgess would use the two together, under the same conditions, using the optical as his standard, if he prefers. Then, assuming the optical emissivity which he feels is correct for the optical pyrometer, he could calculate the thermal emissivity for use with .the radiation pyrometer. If we could thus get reliable values for the thermal emissivity, we could then use the radiation pyrometer, and would avoid the use of the standard lamp, which has to be frequently calibrated for use in the optical pyrometer. It is very advisable to distinguish carefully between the terms optical emissivity and thermal emissivity. There -is considerable confusion caused by the bare statement that molten iron has an emissivity of so much, meaning by that its optical emissivity, for a light wave of a certain length; whereas what we want in the radiation pyrometer is its total ther-

DURING the last winter we have been actively engaged in the School of Mines in search for boracic acid. This has been owing to the fact that Mr. M. W. Iles, assistant in the qualitative laboratory, has discovered a test for that substance which makes its discovery exceedingly simple instead of being, as previously, very difficult. It consists in powdering the mineral, calcining it, then moistening it with sulphuric acid, and heating on a platinum wire until the sulphuric acid is expelled. It is then moistened with glycerin and made to take fire. If boracic acid is present it infallibly gives a green flame. It is not at all surprising, under such circumstances, the test being so easy, that boracic acid has been found by the students in a great many cases where its presence was not previously suspected, and in some where its detection was previously too difficult to warrant looking for it. We were not prepared, however, for its discovery in Lake Superior iron ores, and were disposed at first to think that a mistake had been made. AT the new Graham-Central Mill of Eagle-Picher, near Galena, Ill., material is simultaneously dewatered and introduced into the ball-mill scoop boxes by the use of variable-speed, 24-in. spiral classifiers. This arrangement has proved satisfactory in that the moisture content of the wet feed is reduced, thus allowing maintenance of density within the mills, and a constant feed at any desired rate to the mills is provided. In this mill the primary feed is wet crushed to minus 1/2 in. and preconcentrated by jigs to produce a bulk lead-zinc-iron concentrate and a waste tailing. The jig concentrate is then dewatered by a conventional dewatering classifier and stored in bins ahead of the ball mills. Even though this material is well dewatered, the discharge at the bin bottom is sloppy because of the gradual drainage of the water from the surface of the particles. Conventional belt feeders with vertical cutoff gates are unsatisfactory because of the flushing characteristic of the wet sand.

OLEIC acid, a standard flotation reagent, has generally been preferred to other fatty acids. Because oleic acid differs from saturated fatty acids by the presence of one carbon-to-carbon double bond and because the flotation operation is one in which extremely intimate exposure of the reagent to oxygen is obtained, it appeared possible that the value of oleic acid as a flotation collector was related to the oxidizability of its double bond. To test this hypothesis, the floated mineral, fluorite, was leached with a solvent capable of extracting the adsorbed reagent and the extract was analyzed.' Results show that oleic acid is not oxidized during flotation, although some oxidation can be obtained if the flotation operation is repeated many times and if oxygen in place of air is employed as the gas during flotation. Incidentally, it was found that linoleic acid which has two nonconjugated double bonds is not affected appreciably more than oleic acid. Linolenic acid which has three nonconjugated double bonds is measurably altered even during one flotation step, using air.

Uranium, discovered in 1949 at Rum Jungle, 40 miles south of Darwin, N. T., was mined and processed to U3O8 from 1954 to 1963 by the Territory Enterprises Pty. Ltd. TEP is a Government company managed by Conzinc RioTinto of Australia Ltd. During this period, the uranium oxide was sold under contract to the Combined Development Agency, a joint Anglo-American uranium procurement agency. When the contract terminated in 1963, more than 31/4 million pounds of uranium oxide had been delivered which had been mined from three open pits. Copper ores, found with the uranium, necessitated the addition of a copper circuit to the concentrator. Copper concentrates containing 12,981 pounds of copper were also produced. Rum Jungle was the largest single industrial enterprise in the Northern Territories and, as such, was an important economic and social factor in this sparsely settled tropical region. To stretch out the life of this enterprise for the above reasons, and with the added possibility that the uranium market might improve, the Commonwealth mined out and stockpiled 650,000 tons of ore containing 9.6 lb of U,O, per ton, which is sufficient to sustain the treatment plant at 200 tpd until about 1971. In the plant, uranium is recovered from solution by solvent ex- traction. Current output is being stockpiled pending suitable market conditions.

Oil is found in commercial quantities in the islands of Sumatra, Java, Borneo, Tarakan and Ceram. The oil deposits of the Dutch East Indies and Sarawak are with one exception of Tertiary origin and as a rule are bound to anticlinal structures. The number of layers varies in most fields and in some of them asmuch as 14 oil-producing levels have been established. The crude oil varies rather much in composition. Some of it, particularly from North and South Sumatra, has a gasoline content up to 50 Per cent. Borneo produces mainly wax oil, while the Tarakan oil can be used directly as liquid fuel. In Java both wax and wax-free oil are produced. ' In all important fields installations have been erected to treat the wet gas. The lean gas is used for gas-lift purposes, Marietta process, and as fuel for boilers and motors, either in the fields or in the refineries. Formerly only percussion systems (Canadian, Californian and a drilling system devised especially for the purposes of the Royal Dutch Petroleum Concern) were applied in the Dutch East Indies, but in recent years the rotary system has been predominant and good results have been obtained with it. The deepest producer has recently been struck in South Sumatra at a depth of 1624 m. (5328 ft.), with a daily production of about 350 cu. m. crude oil. The crude is brought by an extensive system of trunk lines to the refineries, of which one is in North Sumatra (Pangkalan Brandan), two arc in South Sumatra near the town of Palembang, two in East ,Java (Tjepoe and Wonokromo), one in East Borneo (Balik Papan) and one in Sarawak (Miri). PUBLIC discussions of mine finance in the tech-nical press have been confined mainly to methods of providing funds for the development of pros-pects or other mining operations which have not reached the stage of productivity. The application of modern financing methods to mines which have behind them a successful record of net earnings has, for some reason, been given scant consideration by mine owners and managers. In a few conspicuous cases, such for example as the Anaconda Copper Mining Co., Chile Copper Co., and one or two others, industrial finance has been applied to mining operations on the scale and after the fashion of other operations. When extensions are needed re-course is usually had, however, to the sale of common stock, with the obvious disadvantage of diluting the holdings of every stockholder of record prior to such financing. In some cases, it has been sought to over-come this disadvantage by issuing stock purchase rights to shareholders of record. If the stockholder is in a position to acquire additional stock, he may then pre-serve his interest intact, otherwise he must suffer a dilution of his holding. If he purchases additional stock he is, from one point of view, paying more for his in-terest than he bargained for when he made his original purchase. In many cases development and equipment are paid for out of surplus or current earnings. It is sometimes most difficult to explain to a manager why he can afford to borrow money when funds are available from a sur-plus account. Nevertheless, industrial enterprises with adequate surplus accounts often finance new construc-tion by the issuance of bonds. Such a procedure enables the company to maintain its surplus intact, and to con-tinue the payment of dividends during a temporary period of unusual expenditures.

Arrangements have been completed in New York whereby the re- sources of The Engineering Foundation, under the auspices of the four principal national engineering societies, are placed at the disposal of the National Research Council, which was appointed by the National Academy of Sciences* at the request of President Wilson. The object of the Council is to coordinate the scientific research work of the country in order to secure efficiency in the solution of the problems of war and peace. The Council was without funds until The Engineering Foundation, established to further scientific and engineering research, offered to place its resources at the Council's disposal, including the services of its secretary, Dr. Cary T. Hutchinson, to act as-secretary of the Council. The offer was accepted and plans for immediate activities have been placed in the hands of an executive committee. In indicating how thoroughly, every branch bf science and engineering is represented, Dr. George E. Hale, Director of the Mt. Wilson Solar Observatory, and Chairman of the Council, when he was in New York attending to the details of the arrangement, called attention to the personnel of the body, saying that it is the purpose to enlist the cooperation, in the solution of our industrial and military problems of a scientific character, of every possible established agency. Medicine, for example, is represented on the Council by Dr. William H. Welch, President of the National Academy of Sciences, Brigadier General William C. Gorgas, , Surgeon Crenera.1 of the United States Army, Dr. Simon Flexner, Director of the Rockefeller Medical Institute, and Dr. Victor C. Vaughan, Past President of the American Medical Society; biological science by Dr. Edwin G. Conklin, Professor of Zoology, Princeton University; chemistry by Dr. A. A. Noyes of Massachusetts Institute of Technology and Dr. L. H. Baekeland; physics by Dr. A. A. Michelson of the University of Chicago; and electricity by Professor M. I. Pupin, of Columbia University.

C. E. SIMS*—This is a most interesting and important paper. It is important from two standpoints. First, it has as-spects of being highly accurate and therefore extremely useful to the operating man in showing how far he can go in oxidizing carbon from a steel bath while retaining chromium and the effect of temperature on this limit. Fig 5 is undoubtedly the highlight of the paper, and in checking it against available data, it seems capable of predicting actual results. The other important aspect is the apparently significant fact that reactions within a steel bath, such as between carbon and an oxide, are homogeneous reactions which do not require equilibrium with an external phase. In this case, it seems obvious that the reaction and the equilibrium established were between dissolved carbon (or carbide) and dissolved CrO. The classic reaction which requires equilibrium with solid Cr2O3, did not fit the data. It was recognition of this principle that made Fig 5 possible. G. R. FITTERER*—It might be in assuming the CrO is dissolved in the metal that you are actually approaching the correct factor for activity. If that is true and if the percentages that were used represent an equilibrium constant, this would mean, in effect, that the minimum temperature at which chromium would be reduced by an equivalent percentage of carbon would be about 2400°F from your equation. I believe that is in line with my experience particularly if you deal only with low percentages. J. CHIPMAN†—The author in discussing the equilibrium of the reaction offers two choices of explanation. One postulates an effect of chromium on the activity coefficient of carbon; it would require perhaps more data than are available to us at the present time to test this thoroughly. The other postulate which he offers is a reaction with CrO. This explanation is consistent with physical and chemical principles provided that a solid phase CrO is present, and that is essentially what he is postulating. If that oxide were present one would expect and, I think, almost require the kind of results that he obtained. The weakness of that postulate lies in the lack of confirmatory evidence regarding the presence of solid CrO as such. This should offer an interesting subject for further study. It seems a pity that the theoretical arguments revolving around CrO should have obscured for a moment the very real excellence of this paper. E. CARTER*—I think there is a problem that presents itself in practical application where the metal temperature is from 3200 to 3300 and the temperature desired in pouring is considerably less. B. M. LARSEN†—I get the impression from some of the work that was done earlier that there is probably a localized zone of high temperature at the slag metal interface which effects the removal of the carbon. Without that I wonder if the effect is possible to have a localized superheat and an equilibrium there favorable to low carbon content and

In an earlier paper the permeability character of Mo-0.5 pct Ti to hydrogen was described.' It was shown that this alloy is a more effective barrier to the passage of hydrogen than previously studied systems, i.e., copper,2 nickel,3 and several stainless steels.4 The permeability of Hastelloy B to hydrogen was investigated as a material having promising high-temperature structural properties which might have a low permeability to hydrogen. The general theory of permeation has been previously discussed,' and here only a summary of the more important results are given. It is found that except for very thin membranes, at low temperature, permeation of a gas through a metal barrier is determined by the rate of diffusion of the gas through the crystal lattice of the specimen, and that for hydrogen and the common diatomic gases, this passage involves dissociated particles as the diffusing species. The rate of permeation for hydrogen is therefore proportional to the square root of the pressure. It has also been found that the rate of permeation is inversely proportional to the thickness of the barrier. The apparatus used in this investigation was fundamentally the same as that employed in previous studies,' except that several simplifications result in the case of Hastelloy, since oxidation at the temperatures investigated is no longer a problem and welding of the specimen is relatively easy. A cross section of the membrane assembly is shown in Fig. 1. When finished, the assembly is about 5 in. long. The wall thickness is about 6 times the membrane thickness. (in reply to several questions):—The cut representing some of the round briquettes which were under test shows that, at the brcaking-stresses, they break into lumps, and do not disintegrate into powder. The process is simplicity itself. I have followed the different processes for sintering iron-ores and flue-dust, am interested in all of them and wish them all success; but this process appealed to me strongly by its simplicity. It is in line with a method which I once tried to work out myself, but which never came to anything, namely, the agglomeration of fine iron-ores by means of Portland cement. As small an amount as 5 or 6 per cent. of Portland cement will enable fine ore to agglomerate and set into a briquette, but when I came to estimate the cost, I found it was a little too high. The Schumacher process, curiously enough, does not work well on iron-ore, but flue-dust thus treated does harden and give a strong briquette. In my attempts to find a reason for this difference, it has occurred to me that possibly the particles of flue-dust had been coated over with some sublimed silica, which might be an agent in the setting. But I found by experiment that neither sublimed silica, nor ordinary silica, nor ordinary alumina, would briquette. Chemically pure iron oxide briquetted quite hard; but the application of pressure is a necessary part of the operation. If simply moistened with the solution and allowed to stand it does not set hard, but the more pressure applied to it the hardcr it sets. Evidently the flue-dust particles must be pressed very close together in order to get the small proportion of active material wet, so that the particles shall act at their points of contact; for it is evident that only at the points of contact does the cementing action take place. Prior to 1934, published information covering expenditures by oil companies for properties, plant, and equipment and the residual investments in the various segments of the petroleum industry was not readily available. This paper presents an analysis of the funds invested by a selected group of oil companies during the years 1934 through 1942, based on an extensive study of the individual records of 30 oil companies. The sources, disposition, and characteristics of the capital employed by this group of companies are traced through a series of combined statements and appropriate charts, covering financial and operating data. The analysis of these statements not only constitutes a record useful for comparative purposes but also serves as a basis for a number of broad conclusions, as follows: 1. The petroleum industry generates the capital needed for its expansion almost entirely from its own operations and is therefore a singularly self-contained economic unit. 2. The long-term debt contained in the financial structure of the industry is small relative to the total capital employed, is less than the net working capital, and has increased but slightly during the period under review. 3. The capital expenditures of the group of 30 oil companies for 9 years amounted to 6.1 billion dollars, 58.3 per cent of which went into crude-oil producing facilities. The trend of this segment of expenditures has been downward since 1937. In 1942, expenditures for refining facilities increased sharply and for marketing facilities declined drastically. 4. The net working capital of the group increased 380 million dollars over the period, and the industry is in a favorable position of liquidity. The ratio of combined current assets to current liabilities was 3.21 at the close of the period. 5. The net income of the group displayed an upward trend for the period but with rather sharp cyclical fluctuations. 6. In 1942, Government funds entered the industry for the first time in substantial amounts and were utilized for the provision of war facilities needed for emergency use. 7. The group has paid out a relatively low percentage of net income in the form of dividends. For the period the average was 55 per cent of net income. 8. The rate of return on invested capital for the group averaged 6.4 per cent for the

TheRe are many factors which control the ultimate production of oil and gas from a producing formation and the rate at which this production is obtained from any of the producing wells in the formation. The most important of these, and the one over which the greatest control can be exercised, is the differential pressure existing between the formation and the well bore. In producing any well by means of the gas-lift, it may be possible to change the flow tubing in a number of ways or vary the volume of circulating gas or air used for flowing the well, but if these operations, regardless of their magnitude, do not change the differential pressure between the producing sand and the well bore, they will in no way change the production of the well. If this statement is accepted as a fact, then all gas-lift or air-lift installations should be designed with but one object in view; namely, a means by which we can economically control very wide ranges of differential pressures between the formation and the well bore. Factors of Production In gas-lift production from any given formation, there are four major factors which govern the magnitude of the differential: (I) the depth of the well; (2) type and size of flow tubing; (3) volume of the circulating air or gas, and (4) physical properties of the oil-gas mixture after it has reached the well. The first of these factors is uncontrollable and does not vary. The other three are controllable within certain limits. The degree to which the last three factors can be controlled will cntircly govern the length of life of the well while on the lift, the lifting cost, and the daily production. It will also govern to some extent the ultimate production from the wells or leases producing by this method. These four factors will be discussed in detail in another part of this paper. Before proceeding further, a review of the present general practice in Texas, elsewhere than in the Gulf Coast region, will be given.

(written discussion?).¬A study of this paper raises a question on which it is hoped Mr. Stork will throw more light; that is, why does an oxygen content generated on poor melting conditions have a deleterious effect on the properties of the iron, while an oxygen content generated by the oxidation of steel scrap in the cupola is beneficial to the strength and chilling ability? In each case the oxygen is absorbed at the same time and place in the process of melting and it is by no means clear why the superiority of semisteel should be assigned solely to its oxygen absorption, when oxygen absorbed without the steel addition is admitted to be injurious. It is not apparent why oxygen caused to be absorbed by the steel addition should not pro-duce the effects of burning, sluggishness, slag inclusions, gas occlusions, etc., the same as oxygen absorbed by the iron in the cupola for any other reason, and it would seen that other factors to which he has not given sufficient emphasis must enter into the author's results. To an impartial reader of this paper, who was most favorably inclined toward J. E. Johnson, Jr.'s theory of the improvement of cast iron by oxygen, the discrepancy in the author's reasoning or statements is difficult to accept, and it is hoped that an explanation will appear in the final discussion.

The annual report of the Secretary of the Southern California Local Section for the year ending May, 1919, says that the Section was called upon to give all the assistance possible for the different Liberty Loan drives, for the Red Cross drives and not only in the canvass of our membership, but the canvass of all of the mining companies represented in this city. The committee on the Red Cross drive on which we were represented raised a larger proportion of the total amount than any other in the city. The subscriptions for Liberty Bonds from the members of our' Section that were credited to the Committee of the Joint Technical Societies exceeded in amount the subscription from the members of all the other technical societies combined. Members of our Section slid splendid and efficient work throughout the first half of the year at the Red Cross headquarters in this city, and under the leadership of A. B. W. Hodges and F. B. Close, systematized the work of handling the enormous quantity of material that passed through that organization. Mr. E. A. Montgomery directed the canvass of the mining companies of this city in the bond drives, and the Executive Committee did its part in solicitation among the mining engineers. The Section, together with the local sections of the American Chemical Society, American Institute of Architect, American Institute of Electrical Engineers, American Society of Civil Engineers, American Society of Mechanical Engineers, and the local Engineers and Architects Association, forms what is called the Joint Committee of the Technical Societies. of Los Angeles. The honor of having the first president of this combined organization of engineers was given to us with, the election of Mr. Seeley W. Mudd. Upon Mr. Mudd's entering the service, Mr. George A. Daman of the Electrical Engineers was elected to the position and served splendidly during the latter part of the year. It devolves upon this Section to be represented upon this Joint Committee by three members, and it is our duty to supply a speaker once in six weeks to address the engineers in attendance at the weekly luncheon. During the year not a few of the most prominent men of the engineering professions have spoken upon subjects of the greatest interest to us all. Had it not been for the organized team work in the engineering profession available through this Joint Committee, there would have undoubtedly been passed in the recent session of the legislature of this state a bill for licensing and registering all professional engineers in this state, which, in the opinion of your Executive Committee and a large proportion of the membership of this Section, would have fallen far short of either protecting the engineer or protecting the public from impostors. That the public is awakening to the importance of what our National Society represents in the profession of mining engineering can be well inferred from the increasing number of inquiries your Secretary receives regarding the reputation of mining engineers. The necessary qualifications which a membership in the Institute requires and the membership of an engineer in this National Organization is more and more a criterion as to the ability of an engineer who represents himself as such, to the general public.

Discussion of the paper by CHARLES A. MITKE, presented at the San Francisco meeting, September, 1915, and printed in Bulletin No. 105, September, 1915, pp. 1941 to 1958. GERALD SHERMAN, Bisbee, Ariz.-Mr. Mitke justly might have made much stronger his claim for increase in efficiency of labor due to the introduction of forced ventilation. The product per man shift in stoping in the Gardner division has practically doubled. While it is true that improved methods have been responsible for a great part of this gain, and what is due to better ventilation cannot be definitely known, yet it is also true that the results could not have been obtained in that division as it was in 1912. . The paper discusses the two systems of ventilation in use, exhaust and pressure. In both the object is the same, to take foul air or gas out of the mine by the most direct course and replace it by fresh. In coal mines, the exhaust system is in almost universal use, and since the most advanced work in ventilation has been in that class of mines, it was naturally the first one to be considered. It has the advantage of leaving all adits, shafts, or other openings free for use. Doors are only needed to direct the course of the air, and not to confine it. Its disadvantages appear in case of fire, or if the ground over the mine is much broken by subsidence. The fan must work in gas in the case of a -fire, and may be. damaged or destroyed either by heat or by corrosive gas. At the time of the fire in the Lowell division of the Copper Queen, a small exhaust fan was placed over a ventilating raise, but the vanes and housing were destroyed by sulphurous gases within a few weeks. If the ground above the mined area is much broken, as is frequently the case when the ore deposit is thick vertically, a good deal of air is likely to pass through it, particularly if it is near the surface. Leakage from this source is a loss to the exhaust system by short circuiting, which is exaggerated by a contraction or block in the air course. It serves as an added outlet in the pressure system. This is strikingly shown at the United Verde, where many jets of steam may be seen coming up through the ground above the stoped country on a cold day.
