A combination of two factors in addition to the current Federal drilling and price regulations reduced by 120 from I942 the number of new wells completed in southwestern Pennsylvania during the year. No new prospective area was found comparable to the Armbrust gas pool, Westmoreland Co., which accounted for a seventh of the last year's drilling, and it is considered doubtful whether, even if such a field had been discovered, the drilling contractors, who have been seriously affected by the manpower shortage, could have drilled many more wells than they did during the year. New wells totaling 445 were completed for a combined footage of over 1,250,000 Dry holes numbered 131 and had a footage of nearly 400,000. Old wells drilled deeper total 55, of which 17 were found nonproductive. Shallow Development Oil Oil completions yielded an initial of only slightly over one hundred barrels from 21 wells for about the same per well average as that of a year ago. However, 65 bbl. of this total came from two wells in two new strikes. The footage drilled of nearly 33,000 gives an average of nearly I00 ft. less per well than a year ago. Two old wells drilled deeper had a combined initial of only 4 bbl. The largest oil well of the year, 40 bbl., was found in the Speechley (U. Dev.) sand at a depth of 3492 ft. in German township, Fayette County. The location is several miles east of the nearest oil production hut as the area that could be occupied by a pool is fairly well delimited by drilling, the extent of this production would not appear to be large. The other notable oil production was found in the Dunkard (Penna.) sand, Cumberland township, Greene County, at a depth of 1065 ft. Here the first well had an initial of g bbl. and the second 25 bbl. However, a third proved dry, and as this area is also delimited by drilling, the pool doubtless will be of small area. Gas Gas completions yielded an initial of slightly over one hundred million cubic feet per day and new wells, totaling 303, account for all but four million of this volume. Old wells drilled deeper, numbering 35, found gas. The per well average in new drilling of approximately 320 M cu. ft. is nearly 165 M cu. ft. less than a year ago and the total footage is slightly over 830,000, which is about a quarter of a million feet less than in 1942. Average rock pressure of new completions is approximately 365 lb. per sq. in. The entire volume of new production is from the Upper Devonian or higher stratigraphic horizons. In Allegheny County, the grestest activity was in Forward and Plum townships. Wells there account for more than one half the completions. The hacienda Sauceda is one of the largest and finest haciendas in the vicinity of the City of Zacatecas, Mexico, and is said to reduce ores by the Patio process more cheaply than any other establishment. It receives its supply of ore from the San Acacio mine. This mine has been for some time, like most of the Zacatecas mines, out of bonanza, and yields, at present, ore of rather low grade. The silver occurs principally as silver-glance, ruby-silver and native silver, associated with pyrites of iron and copper, and some galena and zinc-blende, in a gangue of pure quartz, which takes the form of amythyst whenever the ore is of high grade. All the ore, as it comes from the mine, is broken by hand into small pieces, and sorted before it is delivered to the hacienda. Here it is first crushed dry in Chili mills, and then ground wet in arrastras to an impalpable powder. The sulphurets not decomposed in the patio process are separated in the settlers from the tailings and concentrated by hand. By roasting them in a reverberatory furnace with carbonate copperores, "magistral" is obtained. All machinery is driven by mulepower.

Subject paper unfortunately has some serious flaws negating the usefulness of the paper. The authors claim that sulfur is the major source of production problems in cement kilns. This is not the case. Sulfur is not a problem as long as the mole ratio of sulfur to alkali oxides is less than, or equal to, 1. This is attributed to the sulfur preferentially combining with the alkali oxides and not acting as a clogging agent due to the nature of the pre-heater vessels. Where the mole ratio exceeds 1, many methods are avail- able to eliminate or reduce the clogging problems such as using the preheater bypass or a precalciner with up to 100% kiln gas bypass. In non-preheater kilns, the presence of sulfates is hardly ever a problem anyhow. Thus, the level of sulfur in the fuel and raw material that might cause problems is not a fixed amount, but is predictable. The purpose of the paper is to discuss the economics of conversion of kilns in the Indonesian and Phillippine cement industries from oil firing to coal firing. This economic analysis has very little to do with the sulfur levels. Thus, the section of the paper on sulfates is actually rather meaningless. The economic analysis is also rather meaningless because the authors have failed to follow accepted economic analysis procedures by including interest charges. They have fallen into the trap of confusing financing with economic evaluation. When the accepted methods of economic evaluation are used, the return on investment increases to about 35%. In conclusion, the paper is not a meaningful contribution, and sadly, quite erroneous.

Human progress has a visible material phase, easily discernible, that is expressed in the standard of living. This material phase, however, is only the outward expression of a spiritual or mental phase that acts as a driving force in making humanity improve both its outlook and its mode of living. The instrument of progress is the human brain. Under the urge of spiritual drive, the brain acts as a focal point to utilize the forces of nature and put them to work for the benefit of mankind. Besides intelligence, which is an innate quality, the tools of the human brain are knowledge, experience, training, initiative, and skill. Given sufficient intelligence, the human brain can make an amazing amount of progress, provided it is supplied with an adequate spiritual and moral urge and a good technical background. It is the role of education to sup- ply such a background. The material phase of human progress proceeds on a series of parallel fronts, all of them interdependent to some extent (Fig. 7). The rise of the standard of living, dependent as it is upon the manufacture and mass distribution of goods, is based essentially upon the development and utilization of the material resources of a country or land area. This development involves the extraction of mineral and organic products from Mother Earth, their transportation to manufacturing centers, their transformation into finished goods and their dis-

John Malcolm Fraser became Prime Minister in December 1975 when Australian voters gave him the biggest landslide victory in the history of the Federation. From the previous administration, Mr. Fraser has inherited an atrocious economic mess: a staggering budget deficit, an unrealistically overvalued currency, a 14% annual rate of inflation, mounting unemployment, and a demoralized business community. He has already tackled some of these problems with some measure of success; but he has been in power for barely a year, and it's too soon to see a turn-around.

To clarify the specific questions raised by J. E. Warren's discussion, the following remarks are offered. 1. It is correct that stratification is assumed in the application of the statistical zonation technique, but this does not constitute a limitation. If, in fact, the reservoir is not stratified the zonation technique will show it. The reservoir is then considered as one zone with a particular distribution of permeabilities. 2. The statistical zonation technique was intended as wells may not be an adequate measure of the lateral permeability changes; e.g., if the data presented in Table A-4 of the subject paper are evaluated on the basis of two crossed classifications with interaction, the variation between zones is significant with a probability greater than .99; however, the variation betwen wells is also significant with a probability greater than .87. It is apparent that the technique suggested by the author can be generalized to provide a powerful method for describing petroleum reservoirs. This generalization can be achieved by treating the core data as a two-way classification to determine the between-zones and the between-wells variations; then, the build-up permeabilities can be analyzed, perhaps on at least-squares basis, to establish the probable distribution of the permeabilities within the zones associated with the individual wells. an additional tool for the reservoir engineer to use together with other techniques and all available information. If pressure build-up permeabilities are available, they should certainly be included. Pressure build-up tests were not available for the reservoir considered in the paper. 3. The proposed correlation of zones between adjacent wells was the best of the techniques that I examined. It is not so much a "measure" as an indication of lateral permeability changes, regardless of whether they are seemingly random or form an obvious trend.

DURING an investigation concerning the use of large nozzles for pouring of low-carbon rimming steels, the practical details of which were reported elsewhere, it was noticed that increases of nozzle sizes were generally followed by improvements of slab surface quality. It is the purpose of this note to present the data available and some tentative opinions about this phenomenon. The problem of correlating pouring rates with the metallurgical performance of steels is complicated by several factors. The two most important are; 1) Variations of the steel pouring rate throughout a pour, these being due to the nozzle erosion, which enlarges the bore area, and the dropping ferrostatic pressure in the ladle. The pouring rate is lowest towards the end of a heat when the ladle is nearly empty. 2) Variations in the ingot pouring time due to the different ingot weights poured. Consequently, the use of the average pouring rate of a heat may not be exact, but in large-scale production it is not practical to treat ingots separately according to their pouring rates. The variations of ingot weights and sizes may be overcome by considering the rate of rise of steel in the mold. Hence, the average rate of filling of molds throughout the pour of a heat, inches per second, will be used in this note. Every ingot rolled at Inland is rated at the blooming mills prior to hot machine scarfing as being good, fair, or poor for cracks, scabs, and checking. The latter term refers to the network of breaks or lines associated with overheating or burning in the soaking pits. It is also known that thin-skinned steel is prone to show this defect if the subsurface blowholes are exposed during reheating or rolling. The experiences with the surface quality of slabs rolled from ingots poured at different rates are presented in Fig. 1. The data represent nearly 11,000 ingots. The Bauschinger effect, or rounding of the corner of the stress-strain curve upon reloading, represents a temporary apparent softness that is more pronounced at large strains than small and for complete unloading than for partial unloading. Interrupted creep tests on copper exhibit a similar temporary softness (high creep rate) upon reloading. The fact that the strainwise dying-out time of these effects is the same in both tensile and creep tests shows that they are related. Thus, the term Bauschinger effect appears to embrace behavior following partial or complete unloading and reloading in addition to behavior following reversed loading. It is suggested that the term may properly apply also to certain creep behaviors following a small load decrement. INTERRUPTED tensile tests at low temperatures show1 a rounding of the corner of the stress-strain curve for reloading, which indicates a temporarily low deformation resistance. In the absence of recovery, the curve soon rises to the value that would have prevailed if the test had not been interrupted. The rounding of the reloading tensile curve has sometimes been referred to1 as the Bauschinger effect, although the term is more commonly applied to low deformation resistance in compression following tensile prestrain. The unusually broad usage of the term Bauschinger eflect in ref. 1 seems justified by the obvious interconnection of the various behaviors to which it has been applied.' In fact, the following discussion will indicate that still broader usage might be desirable. The Bauschinger effect is common at room temperature but apparently disappears at higher temperatures.2 Interrupted creep tests and tensile tests were made on certified OFHC copper (nongaseous impurities exclusive of silver were 0.004 pct), cold drawn 84 pct to ½ in. diam, and annealed at 600" (about 0.025 mm grains) or 850°C (about 0.2 mm grains). The tests were made in standard creep or tensile machines, using an O.S. Peters microformer-type extensometer or, for the small plastic strains, a special arrangement employing General Electric magnetic gage heads.' Interrupted creep tests at room temperature show3,4 an initial softness after reloading, manifested by an initial creep rate that is higher than that which would have prevailed if the test had not been interrupted. Fig. 1 shows some typical examples. This effect is apparently temporary (as is that in tensile tests): in four of the five tests shown, the log rate vs strain curve becomes parallel to an

BELL (communication to the Secretary*).-I have to thank Mr. Merrill not only for his very kind remarks, but for the weight of his implied opinion that the work accomplished probably has an important practical aspect. I think there is a distinct although unuttered impression among engineers, that it will be time enough for them to begin to take an interest in the law of crushing when it emerges from the cloud of violent and even vituperative controversy that has hovered over it during the last 6 or 7 years. I have a very confident feeling that as the result of the work done by Mr. Gates, by me and by Messrs. Mitchell, Baily and Cockfield, who so loyally helped me to obtain the necessary data, at least the practical law of crushing has emerged; that it is ready and available for use by our fellow engineers, and that it will help them to unravel a number of the many practical problems they are con¬stantly confronted with. In regard to Mr. Gates' discussion, I would indeed like to believe that McGill could claim, as a minor achievement, the credit which Mr. Gates so generously bestows of having established the "law" of crushing. I think that more work would be required to establish this claim in the, strict sense of the word, as there is a fairly large gap between the coarse and fine crushing results. I am not worried about that gap, because the reason for it is quite clear to me; at the same time I-think it will be well to bridge it by a series of tests, and I am bound to admit that the testing machine is the most promising machine right at hand to work with, although whether the minute amounts of power required to crush small quantities of rock can be so accurately integrated as to insure high accuracy in the final result is still a question in my mind. If we had an Amsler-Laffon machine I would certainly try it. Mr. Gates' remarks about choke crushing are extremely interesting. He compels me to wonder, too. It is a new and probably a very important factor to be considered in this connection. I am in perfect accord with Mr. Gates about the desirability of the determination of crushing constants, because when this is accomplished the efficiencies (not relative mechanical, but real efficiencies) of different types of rock-crushing plants in any part of the world will then be comparable. PACIFIC COAST steel and iron industries can now take care of all the western and export demands except for heavy structural shapes, thick plates, rails, alloy tool steels, and a few other items. In. 1902 all of our steel came from St. Louis and Milwaukee and points still farther east. A small quantity at that time came from foreign countries. Early mining in the West was, broadly speaking, prior to the steel age. 'Wood for structures and iron for castings were almost exclusively used. Forgings were made of rolled iron that came from the East and foreign countries. San Francisco was, from the early days of mining, the manufacturing center for mining and milling machinery of all types and held that position until the .nineties, when eastern competition began to be felt. Even today in the old mining camps of the West, and many abroad, you will find machines and equipment with familiar San Francisco manufacturers' names. ..Iron, either rolled or cast, entered into their manufacture, for steel castings did not come into general use :until the nineties.

There is nothing particularly new about the use of sinter in a blast-furnace burden. For many years flue dust has been sintered at the various blast-furnace plants to put it in a form that could be recharged to the furnace with some assurance that it would stay in the second time. This paper is not a compilation of scientific data but only an attempt to give our experience with sinter. There are some unexplained discrepancies in the tests given here, such as the flue dust produced and iron tonnages, but the results given are the results that were obtained. Sinter is not the cure-all for blast-furnace problems. A good coke is still the most important factor in good furnace operation. However, good sinter is a big help. As flue dust is produced under varying operating conditions and fluctuates greatly in carbon content, it is difficult to produce from flue dust alone a uniform sinter, which will give satisfactory blast-furnace results. Sinter made from flue dust alone will change in character with every carbon variation. Almost invariably flue dust contains carbon in excess of the amount necessary to make good sinter, and this excess must be burned out. This, of course, necessitates reduction of the speed of the sintering machine and thus a decrease in tonnage. An alternative is to dilute with a carbon-free material to use up the excess carbon. High-carbon material when sintered results in a very dense, undesirable product, since the excess heat melts the charge into a hard, nonporous mass, and tends to form refractory silicates. At the Republic Steel plant in Cleveland, there had existed since 1924 a continuous-type sintering machine having 224 sq. in. of grate-bar area, capable of producing 9 to 11 tons of sinter per hour from flue dust. Under a former management, it was the practice to sinter only the flue dust from the blast furnaces, no attempt being made to recover the gas-washer sludge. As the dust was limited, the plant operated only part time. In other words, there was a sintering plant representing considerable investment, with good facilities for screening and preparation of raw materials, and flue dust available for only part-time operation. The sinter produced was costly and not a very desirable product. The first step was to install equipment for the recovery of the gas-washer sludge. This was done in the form of two large thickeners and a filter, which have proved very satisfactory. It was then decided to screen out the minus 3/8-in. fines from the Mesabi ores, mix them with flue dust and coke breeze when necessary, and operate the plant at full capacity. The tonnage increased to 18 tons per hour and the product was much improved. Sintering costs fell and the product was a preferred blast-furnace material, which on an iron unit cost compared very favorably with good Mesabi ores. The information which is required for' a preliminary feasibility study and the additional information which is required for the final feasibility study on a new mineral deposit are discussed. The preliminary feasibility study is made from very little information and at a minimum cost to the owner. However, the outline for the preliminary report is similar to the one used in the final report. In this manuscript, it is assumed that the results from the preliminary study are favorable and the owner authorizes a final feasibility study by an outside engineering company. The type of organization for completing this final feasibility study is described. The final reports includes all information and data relative to this new mineral deposit. This information is presented so that it may be understood by financial people as well as by technical people.

Alfred E. Hunt, Pittsburgh, Pa. (communication to the Secretary): My experience has been similar to that described by Mr. Sperry, regarding a 50 per cent. alloy of nickel and aluminum. Moreover, the same phenomena occur with a 50 per cent. alloy of iron and aluminum, manganese and aluminum, chromium and aluminum, or tin and aluminum. It seems that there is a narrow limit of composition of these metals, within which, when they are alloyed, they crumble down into a powder after standing for any considerable time. The resulting powder does not seem to be a separation or disintegration into the elements composing the alloy, but simply a powdering down of the alloy itself. The physical properties and utility of any of these alloys in pondered form have not been carefully investigated as yet, and offer a field worthy of further investigation. ThE distribution of gold is obviously much wider than is Commanly supposed. Resides the usual matrices, vehicles, or associates, such as quartz, pyrite, chalcopyrite, etc., I find it occurring in quite a range of common rocks. For example, at the Rhodes mine, in Gaston County, a body of 9 to 12 feet of decoroposed, light-gray gneiss was worked together with the strings of quartz, and yielded from six to ten dollars to the ton. A mine in Moore County yields its gold mainly from a feldspathic schist. In the famous King's Mountain mine, in Gaston County, the gold is obtained not only from the seams of quartz in a blue, hydromicaceous schist, but a 60-foot ledge of grayish-blue, fine-grained, schistose limestone is quarried out bodily and sent to the stamps. It is gold-bearing throughout. In Montgomery County the singular concretionary, conglomeritic, quartzite schist, which contains Emmons's palceotrochis, is gold-bearing over wide tracts of country. This fact was noticed by Dr. Emmons. But a still more striking and significant fact is, that a large part of the gold of Montgomery, Davidson, and Randolph counties,

mean to say that these explosions are mechanical, but that the ejectment of the stock, throwing out of tops, etc., are mechanical. I see no reason at present, although I have had almost no experience in the use of large quantities of Mesabi ore, to change my ideas on the subject. That these explosions should follow irregular working or slipping in the furnace, I think can be explained. I have noticed that immediately following slips there is little or no settling of the stock on top, although there is no lessening of the volume of gas passing into the stoves and boilers. Supposing that, after a slip of 3 or 4 feet, the filling continues, but for some distance from the 'top the stock fails to move: there would be a much better chance for the deposited carbon to clog interstices in the stock, and for the additional effect in the same direction of the fine ore in the charge, than if the stock were properly settling. Under such conditions it is easily supposable that the openings would be entirely closed, or closed so tightly that the pressure below the obstruction would be raised to a point approaching the blast-pressure, or to a point high enough to force a passage or an enlargement of the small passages which may remain. When this occurs, gas from below under pressure carries with it large quantities of deposited carbon and fine ore; if the case is aggravated, coke, stone, bell, etc. As soon as the red-hot deposited carbon meets the air there are perfect conditions for a dust explosion, which naturally follows, the same as in a coal-mine or flour-mill.

IT has often been stated that the steel industry did no research or development work in the decades preceding 1920. If restricted to organized research on the quality and field of application of structural and engineering steels, this statement may be true. But the industry did conduct a vast amount of process research during this period, although some of the projects were not carried out as separate organized research programs. Securing a low cost of tonnage production was the sole problem receiving serious attention from the industry prior to 1920, and today this is still the major problem. Those in the industry deserve much commendation for the important increase in production capacity per dollar invested and for the markedly lowered cost of production. In recent years, a distinct change may be noted in the attitude of the steel industry toward research involving its product. With the advent of high-speed machinery both in the manufacturing and transportation industries, steel as a quality engineering material has come to the fore. In the past, high-quality carbon steels and alloy steels have been introduced over a period of years, largely at the insistence of the consumer and partly prompted by research carried out by those interested in the use of the alloys. The commercial introduction of these materials made slow progress.

The paragraphs quoted, regarding Mr. Hoover's appointment as chairman of the newly organized food board of the United States, are taken from the editorial page, of the New York Times for April 13: ?The country is fortunate in commanding the services of Herbert C. Hoover as Chairman of the newly established Food Board. This is n, problem of first importance. Few realize the extent to which American food stuffs will enter into the decision of the war, and it is doubtful if it has occurred to many minds as yet that we shall have to deny ourselves what we have regarded as necessaries in order to keep our European allies supplied. " Mr. Hoover is one of the leading mining engineers of the country. At the outbreak of the war he put his private affairs aside to become the head of the American Commission for Relief in Belgium. He has had an experience that perhaps no other man has ever had, covering the raising of money and the purchase and distribution of supplies on a large scale; He has been brought into close relations with the neutrals and the belligerents on both sides. By them all he is recognized is one of the best executives brought to the fore by the mar. Mr. Hoover is in a position now to place abilities and experience at the service of his country. He will come back with comparative data that will enable him to measure resources and deficiencies accurately. This appointment gives renewed assurance of our Government's grasp of the problems of war and its resolve to apply, business principles to their solution."

RICHARD R. HICE, Beaver, Pa. (written discussion *).-The matter of selective. mining is probably of more importance in Pennsylvania than is washing, and perhaps washing would not be necessary at some plants where now practised if proper care were taken in the mining. I have in mind one plant where the sulfur content of the entire bed is more than 2 per cent., yet if the bottom 12 in. and the top 12 or 15 in. are separated, the main portion of the bed, some 6 ft., will not contain more than 1.25 per cent. sulfur; and yet in this mine the entire bed .is worked together, the resultant coke, as a matter of course, not being fit for use in iron smelting. Not sufficient notice is taken of the "Double-thick" Upper Freeport coal in Allegheny and Butler counties. This is a very valuable deposit. Other areas where there is a, top member of the Upper Freeport coal are also known, which add to the value of this bed as a coking coal. ORE control is a matter of planning and supervision based on a foreknowledge of the content and distribution of ore. The Inspiration orebody is predominately a copper-sulphide blanket, overlain by an oxidized zone of copper silicates, copper carbonates, and barren capping. Most of the ore is treated by leaching, and the optimum requirement of this method is the goal toward which the mining schedule is aimed. Both open-pit operations and underground mining are used. The problems of ore control at Inspiration are: I—maintenance of metallurgical balance, 2—conservation of oxide ore, and 3—mining out of the orebody at an average grade which parallels that of the reserve figure. Prior to the fall of 1926 all of the Inspiration division ores were treated by flotation, but the mixed ores of the Live Oak—Keystone section carried too large a proportion of copper in the form of chrysocolla for satisfactory flotation. For this type of mixed ore the leaching process now in use had been worked out, and the plant was put into operation in the fall of 1926. The process is known as the ferric sulphate leach, and the leaching solvents contain both ferric sulphate and free sulphuric acid. Sulphide copper in the form of chalcocite is leached by the ferric sulphate, and the oxidized copper minerals are dissolved by the sulphuric acid. From the beginning of operations to the present time the plant has treated some 67 thousand tons of ore having an average copper content of 1.142 pct, of which 0.605 pct has been in the form of oxidized copper minerals. The plant is currently being operated at the rate of 11,500 tons per day, 7 days per week. However, this tonnage is produced in 6 days of mine operation. The average current grade is approximately 1 pct copper, of which about 50 pct is present as oxidized or acid-soluble copper. Close control of metallurgical procedures is a vital factor in operation of the plant and is in turn dependent upon careful regulation of feed. An excess of sulphide copper requires the presence of more ferric sulphate in the leaching solvents. On the other hand, an excess of ferric sulphate in the presence of a low sulphide feed seriously reduces the efficiency of electrolytic precipitation in tank house operations. This condition must be avoided at all costs. An additional factor must be considered. It is known that the sulphide content is predominant in the ore which remains in the reserve. To maintain the necessary sulphide-oxide proportion, so that the entire reserve will mine out at both a grade and a sulphide-oxide ratio that will be permissible throughout the remaining life of the property, it is obvious that the oxide reserve must be currently preserved to as great an extent as possible. Fortunately much of the oxide reserve is found in the open-pit operation. This happy circumstance adds flexibility to the procedure and makes it possible to maintain the close regulation necessary to insure best overall results, both mining and metallurgical. The two ore streams from the pit and underground operations join at the coarse-crushing plant, and proper control must be exercised before the ore reaches this point. The open pit is currently providing about 55 pct of the ore and underground operations the balance of production. Both operations are under a single superintendent so that the closely interrelated problems may be more readily controlled. The least flexible of the two producing units is the underground mine, where the mining method is block caving. Although a block of ground may be undercut and developed, characteristics of the material determine its caving action. The ore in the chutes must be drawn.
