ROUNDING out a year of improved organization, substantial accomplishment and strengthened purpose, the American Engineering Council of the Federated American Engineering Societies held its first annual meeting at the Cosmos Club, Washing-ton, Jan. 5 and 6, Dean Mortimer E. Cooley of the University of Michigan, president of, the Council, presiding. Officers were-chosen, the work of the past year was reviewed and discussed, action was taken on important matters of public and technical service, new financial arrangements were put into effect, committees were named, new policies were sanctioned and old ones reshaped, and a broad and definite program was out-lined for the next twelve months. A leading event of the meeting was a dinner in honor of Herbert Hoover, who, addressing the members of the Council and their guests at the University Club, praised the work of the Committee on Elimination of Waste in Industry as a great and lasting public service, pointed the way for new engineering effort in the public interest, and expressed renewed devotion to the ideals of the Council. Resolutions of appreciation of the service of the Secretary of Commerce were presented to Mr. Hoover.

EXCEPT for the material, the same method that you used in alloying gold is used in alloying silver, but its alloy is fine copper. Just as the silver does in gold, so copper in silver diminishes and lowers its fineness and increases its quantity. If half the value is surpassed it is no longer called silver but copper containing silver, as I told you of gold. But in my opinion one could also say silver of 5,4, or 3 leghe or even of one. How- ever, these terms are of no importance for our purpose. It is enough that you suppose that the whole quantity of silver that you have is twelve parts. If you put one part of copper in h with the melt, you will say [74] that you have 11-lega silver and that it is in weight thirteen of the first parts† and so on, when you add two to ten and four to eight, always naming the quantity of the fine silver just as you did with the gold, either

FuRnace-men of the present day agree very nearly as to the best cooling-devices for the protection of blast-furnace hearths and boshes, and the best location of the cooling-system in the brick-work for the maintenance of favorable furnacelines throughout the blast. The replaceable bronze and copper plates are practically faultless; and there seems to be no reason why a furnace-hearth and bosh should not be held in good condition, by intelligent management and the use of replaceable plates, for a period several times the length of the average blast of to-day. While furnace-men have taken these .precautions to protect the hearth and bosh beyond the life of the lining, the portion of the lining above the mantle has been partly protected by some and wholly neglected by others. Some would not construct a furnace without mantle-plates, and others would not construct a furnace with them. In most cases, furnace-men have either trusted to Providence or to the bosh-plates for the continuance of favorable working-conditions above the mantle, and the prolongation of the life of the lining; consequently furnaces are constantly blown out for repairs to the lining, or for relining, when the hearth and bosh are in good enough condition to last through another blast. It was hypothesized that solid-state point defects should alter the flotation properties of solids. Tests conducted on pure AgCl and AgCl doped with CdC12 show that atomic point defects exhibit an important role in the floatability of AgC1. Tests conducted on PbS doped with Ag2s or Bi2S3, also show that the defect structures resulting from these dope additions, i.e., a combination of electronic and atomic point defects, contribute significantly to the flotation of PbS. IT has been established that flotation occurs only when a finite contact angle exists between a solid and a gaseous bubble.' This angle, measured through the liquid phase, is expressed by the equation where the are inter facial free energies and the subscripts S, G, and L represent solid, gas, and liquid phases, respectively. As is seen in Eq. [I] three interface free energies, sG, sl, and GL, enter into the contact angle equation. Therefore, any variation in these energies which sufficiently varies the contact angle will, in turn, vary flotation processes. Changes made in any of the phases concerned, i.e., gas, liquid, or solid phase, are reflected through the changes occurring in two of the surface energy terms. Thus, a change in the liquid composition would be noted in sL and GL, and it is this phase, the liquid, which is most frequently altered in flotation studies., Changes in the solid phase must be reflected through the changes occurring in the sG and sL terms. In particular, it is hypothesized that changes in the surface concentrations of point defects in the solid-phase will alter the sG and sL terms which, in turn, will be reflected by flotation results. As an illustration of this hypothesis one may consider the defect structure and the flotation of AgC1. The bulk defect structure of AgCl is essentially one involving equal number of cation vacancies and interstitial cations.3 Upon adding CdC1, to AgC1, a greater number of silver ion vacancies are created in the bulk of the crystal.4 On the surface of the crystal the smaller binding forces and the free space accomodations may also allow for the creation of "surface interstitial anions", which will be designated as ad-anions. Thus, the point defect structure of the surface of AgCl doped with CdCl, will consist of cation vacancies and/or adanions. If the molecular forces responsible for the surface energies, ?SG and ?sL, are significantly altered by the presence of these surface point defects, then differences in flotation results will be noted as the concentration of these defects is varied. The defects present in AgCl are predominantly atomic in nature. In the case of PbS both electronic and atomic defects are present.5 This compound conducts electrically by either electrons or electron holes depending upon whether excess lead or excess sulfur is present. Upon disolving BiS3 in stoichio-metric PbS, one increases the concentration of cation vacancies and the number of electron carriers in the bulk of the crystal.5" At the surface, the possibility of ad-anions must also be considered. Conversely, upon dissolving AgS in stoichiometric PbS one increases the concentration of interstitial cations and the number of electronhole carriers in the bulk of the crystal.5,6' At the surface the interstitial cations will be designated as ad-cations. Thus, the point defect structure of the surface of a PbS crystal doped with Bi2S3 will consist of a number of cation vacancies and/or ad-anions and an excess of electrons. Conversely the point defects on the surface of a PbS crystal doped with Ag2S will consist of a number of ad-cations and an excess of electron holes. Again, as in the case of AgC1, should the molecular forces responsible for the magnitude of the interface free energies, ?sG and ?sL, be significantly altered by the presence of these surface defects then significant differences in flotation results will be noted as the concentration of these defects is varied. EXPERIMENTAL To test this hypothesis flotation tests were conducted on pure and doped AgCl and on PbS doped with either Bi2S3 or Ag2S. Preparation of the AgCl samples was performed as follows: AgCl and weighed amounts of CdC1, were melted in a porcelain crucible. The melt was then forced through a capillary tube and the particles emitted solidified in air as they fell about 1.5 meters. The Wheeler Condenser & Engineering Co., of Carteret, N. J., is now building a line of horizontal and vertical shaft centrifugal pumps for general services, as well as for condenser work.. This company has been building centrifugal pumps for over 20 years, most of them being used, however, in connection with condensers. The new line of pumps is suited for all services. A small motor-driven unit for tank or stand pipe operation is shown in Fig. 1. Referring to the sectional illustration (Fig. 2), it will be seen that this pump conforms to the most recent advances in centrifugal pump construction, having a two-part divided casing, with the suction and discharge nozzles in the lower half. The impeller is of the closed double-suction type, protected by labyrinth wearing rings. The shaft is protected from the water by bronze sleeves, which screw on to the shaft and extend clear through into the bearing bracket boxes. Bearings are of the ring-oiled type, and in the outboard bracket, is a ring-oiled thrust bearing, which is a refinement not usually found in double-suction

Mr. AllaW Gibb, of Mount Perry, Queensland, Australia, in an interesting and instructive paper,* describes fully the great difficulties metallurgists encounter in seeking to produce marketable copper by smelting refractory ores containing arsenic, antimony and bismuth. After reading this description, I prepared a paper for the Institute, which was, however, through a misunderstanding on my part, published in the San Francisco Mining and S'cie~ztiJic Press of April 4, 1903, after its acceptance by the Council, and without credit to the Institute. Consequently, it cannot be reprinted for the Transactions of the Institute; and I can only here summarize its contents and conclusions, referring the reader to the article above named for further particulars. In that article I omitted the col~sideration of bismuth, which we do not encounter in our smelting at Val Verde, and added lead and zinc, which Mr. Gibb had not discussed; and I undertook to shorn, by the record of a year's practice of the Val Verde Copper Co., Arizona, that copper-ores containing arsenic, antimony, lead and zinc may be successfully smelted, without preliminary roasting, in an ordinary blast-furnace with hotblast, making a normal slag, such as one would aim to make under ordinary conditions with cold-blast, so as to produce a marketable matte, containing not less than 45 per cent. of copper, free from arsenic and antimony, and below the limit in lead and zinc penalized by the refineries.

THE importance, to geologists and metallurgists, of knowing the mineralogical forms in which the silver occurs in ores has increased during the past few years, and will continue to increase as long as working hypotheses are converted into proved theories and rule of thumb methods are supplanted by scientific data. The methods used for the determination of these silver minerals have been: (1) careful study of polished ore sections with the microscope, and more recently, (2) metallurgical separation of the ground ore by flotation, tabling and panning, supplemented by microscopic examination of these separated minerals, and chemical analyses. During the course of some experimental work carried on by the testing department of the International Smelting Co. and myself, it becomes important to determine, in a general way, the distribution of the silver values in the minerals, as they exist in Tintic Standard and North Lilly siliceous oxidized lead-silver ores. These mines are in the East Tintic Mining District, State of Utah. In this work the second method was used. Differential flotation tests were run, separating the sulfide from the oxidized minerals, and the products were assayed. Various concentrates were carefully panned and the separated products assayed; special samples of ore were selected and assayed. The microscope was used only for the purpose of determining whether the individual minerals were in the so-called "free" state.

Under the name given to this column, I almost feel obliged to write about some aspect of grinding, but I have decided instead to comment on the future of chemical processing. In recent years, I have seen a tremendous interest in extractive metallurgy develop among undergraduate and graduate students at the University of Utah. For example, of the 12 graduating seniors this year, over half seem to prefer extractive metallurgy to physical metallurgy. In particular, they seem to be most interested in hydrometallurgy, or chemical processing, obtaining industrial exposure to the phenomena they study via part-time employment at the Kennecott Research Center and the USBM Metallurgical Center in Salt Lake City. The stimulus has been generated by society itself. Many students are dedicated to the proposition that new technology can circumvent the destruction of our environment, a concept which provides considerable motivation. At the governmental level, the recent concern for the quality of our environment has created action in the area of chemical processing both through imposition of stringent air and water quality standards, and through increased funding for technological research in this area. The National Academy of Sciences (NAS) gave impetus to this movement when it pointed up the need for development and support of such disciplines as extractive metallurgy, particularly chemical processing, in a recent report on Mineral Science and Technology. The recommendations in the NAS report have prompted governmental action on many fronts, including the Bureau of Mines, and have also given rise to direct legislation in the form of two bills -H. R. 3492 and S. 635- presently before Congress to a mineral engineering education. The report recommends that chemical processing technology (more generally extractive metallurgy) be developed by both new engineering techniques and unconventional chemical techniques such as application of the chemistry of nonaqueous liquids to mineral systems.

I take pleasure in transmitting herewith "Petroleum Development and Technology in 1927," in which we have attempted to set out in a series of 40 papers with attendant discussions the advances made in Production Engineering and Refinery Engineering during the year. The volume also contains a digest of round table discussions on Petroleum Engineering Research problems and Petroleum Engineering Education. In addition to the above we set out in 16 papers a review of production of each producing area of the United States and of the more important foreign countries, together with a review of the world's production and forecasts for 1928. We also include 8 papers on the Economics of the oil industry. The papers and discussions included herein represent the contributions of more than 200 engineers, including the foremost in each line. These papers were presented at technical sessions held in Fort Worth in October, 1927, and at the annual meeting in New York in February, 1928. We desire to express our thanks and appreciation to all those who have contributed to this volume. As in previous years, we have attempted to emphasize the value of both written and impromptu discussions. -We have made a practice of returning all impromptu discussions to the authors for correction and amplification, and because of this practice we feel that the discussions contained herein are in very presentable and readable form. It was decided by the nominat,ing committee when meeting for thc purpose of nominating officers for 1928 to eliminate the vice-chairrnanship for Transportation Engineering, as that branch of the industry seemed to come more naturally under the activities of the American Petroleum Institute. It was also decided by this committee to institute a new vice-chairmanship for Petroleum Engineering Research. Wc have had heretofore round table discussions on engineering research, but through the newly created vice-chairmanship, to which Mr. L. C. Uren was elected, we expect to have more comprehensive sessions on engineering research than heretofort.

A paper by Rose1 has called attention to some of the problems of wetting-liquid relative permeability measurement. The premises and conclusions set forth by Rose, namely the applicability of the Hassler scheme of measurement, will be accepted. In addition, it will be concluded that certain electrical analog circuits can be used as a pattern for consideration of possible hydraulic systems of measurements. NEW SCHEME OF MEASUREMENT The object of this note is to propose a new scheme of wetting liquid relative permeability measurement. It is significantly different from those heretofore described, nonetheless it is based on Hassler concepts. The scheme is illustrated in Fig. 1 in terms of the corresponding electric circuit analog. It may be designated descriptively as the "comparison" method of wetting-liquid relative permeability measurement. In this circuit, R, represents the resistance of the core sample which is being studied for relative permeability characteristics, R represents a "standard" resistance, R represents the combined series resistance of the barrier pads, R R2 represent the combined series resistance of barrier pads in the manometer circuit, C, C represent the capacitance of the manometers, E is a constant voltage source, S is the switch or stopcock. The various methods of by-product coke-manufacture have been quite thoroughly discussed in a number of papers recently published, and I think it would possibly be of interest and value to discuss the growth and probable future of the byproduct coke industry, rather than details of manufacture. The first by-product coke-plant in the United States, consisting of 12 ovens, was put in operation at Syracuse in January, 1893. This installation was followed by one at Johnstown, Pa., in 1895; one at Dunbar, in 1896, and one at Glassport, in 1897. The plant at Syracuse was primarily intended to supply the owners with ammonia for their alkali-works. At Glassport, for the first time, gas was sold for illuminating purposes, although it was mixed with water-gas to make it marketable. The New England Coke & Gas Co. started the plant in Boston in 1899, which was destined to change the whole trend of the establishment of by-product plants, since it manufactured for the first time illuminating-gas suitable for sale without enrichment. This was accomplished by dividing the gas on the battery into two portions. One portion, consisting of the richer part of the gas, was saved for sale, while the remaining, or leaner, portion was used in the battery. This idea was originated by Dr. Schniewind, of the United Coke & Gas Co. The coke was used for domestic, industrial, and locomotive fuel, as its sulphur-content was too high to make it suitable for use in the foundry. The successful operation of this plant led to the building of additional plants at points where the production of illuminating-gas could be sold to advantage and where there was a fair market for the coke-output. The following list of illuminating-gas plants in order of construction will give a good idea of the rapid growth of this method of combined gas- and coke-manufacture: Hamilton, Ohio; Detroit, Mich.; Camden, N. J.; Baltimore, Md.; Chester, Pa.; Milwaukee, Wis.; Duluth, Minn.; Geneva, N. Y.; Chicago, Ill.; Indianapolis, Ind. In addition to these there are now under construction plants at Muncie, Ind.; Joliet, Ill., and Waukegan, Ill., all of which will produce illuminating-gas and metallurgical coke.

HUBERT INGERSOLL ELLIS Hubert Ingersoll Ellis, who met accidental death on Jan. 6, 1919, in eastern Washington, had already advanced far in the profession of mining engineering and gave promise of a brilliant future. He was born on the Washington coast in June, 1889, and had his preparatory schooling at Menlo, Wash. In 1905; he entered the College of Mines of the University of Washington, and at once made a high record of scholarship. After completing 3 years of his technical course, he went to the interior of Alaska, where he spent 4 years in mining. During this time he was field correspondent for technical-magazines and wrote several important articles. In 1915, Ellis completed his senior year in the College of Mines; his graduation thesis was a comprehensive paper on mining methods at Fairbanks, Alaska, which was published as a series of articles in the Engineering and Mining Journal. On July 14, 1915, he entered the employ of the Bunker Hill & Sullivan Mining & Concentrating Co., Kellogg, Ida., as an underground miner, and was soon promoted to the position of operative on experimental metallurgy and later chemist in the same work. Later, he did exhaustive work on flotation with particular attention to the use of various addition agents. For the past 212 years, his work was largely in the field, examining mining prospects and directing work of investigation, during which time, while located at Sumter Valley, Ore., in 1916, he was elected to membership in the American Institute of Mining and Metallurgical Engineers. During the same year, he was married to Miss Grace Wells, of Arkadelphia, Ark., and besides his widow leaves a young son. In Hubert I. Ellis, there was found the rare combination of executive, administrative, and business ability, together with a temperament exceptionally well adapted and trained for research work and for the careful and exhaustive examination of engineering problems, both practical, and academic. These qualities were in addition to a splendid physique and a personality that made him highly successful in the handling of sub-ordinates and in his contact with his associates and the public.

THE essential principle of this new process, now in operation in Chili and in North Carolina, for the extraction of copper from its ores, is the dissolving of the oxides of copper by a hot solution of protochloride of iron and common salt. In the action which takes place, the protochloride of iron is converted into peroxide, while the oxides of copper are changed into protochloride and dichloride, the latter of which, though insoluble in water, is readily soluble in a hot strong brine. From the solution thus obtained, metallic iron throws down the copper in a metallic state, regenerating the protochloride of iron; which is then ready for the treatment of a fresh portion of oxidized copper ore. In the case of slimy ores, the contact of the bath with the ore is effected by agitation in tubs ; but when the ores are granular, lixiviation in large vats is equally efficient and simpler. The hot solutions, charged with chlorides of copper, are digested in tanks with scrap-iron, or better, are made to flow through covered channels containing the scrap-iron, and in their passage lose the whole of their copper; the reaction at the same time evolving so much heat as to keep up the temperature of the liquid. In order to prevent a certain loss of chlorine, which otherwise takes place from the production of some basic ferric chloride in the reaction between the ferrous chloride and the oxides of copper (both protoxide and dinoxide being generally present in calcined ores), a portion of sulphurous fumes from the roasting is made to pass through the regenerated bath before adding it to fresh ore. This has hitherto been effected by injection, with the aid of a jet of steam.

Franklin Guiterman was born March 7, 1856, in Cincinnati, Ohio, where his father, William Guiterman, was at that time engagcd in the wholesale dry-goods business. Both of his parents were natives of Bavaria, but the inspiration of America was upon them, as they gave to their son a peculiarly American name, symbolizing thrift, individualism and scientific knowledge. Franklin Guiterman received his general education in the grammar schools and the Hughes High School of Cincinnati. He finished the latter course in the early 70's of the last century, when the great demand for mining and metallurgical experts in this country naturally led his parents to direct his further studies in that direction. Accordingly, he went to Europe, and studied at the Royal Saxon Mining Academy of Freiberg, where he completed the course in 1877, at the age of 21, and returned to the United States to engage in mining and metallurgical practice. Going to Colorado, he became assayer for the Terrible mine, at Georgetown, and in 1878, for the Little Chief mine at Leadville. The position of assayer, particularly at that period and in that region, was the door to much valuable knowledge of mines and ores. Besides learning the nature and value of the different classes of ore from the mines of his own company (if he was employed by a company) the assayer, had the first chance, through his outside customers, of seeing and testing the specimens brought by prospectors, and thus learning of important new discoveries. Moreover, if he possessed metallurgical knowledge, he might advance to the position of a metallurgical manager. Guiterman stayed in Leadville four years, and during that period was assayer or chemist for several different companies. Then for about a year he superintended copper-mining operations at Hartville, Wyo. In 1884, he had charge of sampling works at Silverton, colo.—an admirable opportunity for gaining wide knowledge of the varied ores of the San Juan country. In 1885, he was Superintendent of the Mingo plant of the Pennsylvania Lead Co., at Sandy, near Salt Lake City, Utah. The foregoing list of employments, each occupying not more than a year, certainly looks like the history of a rolling stone, gathering no moss. But the cause of these frequent changes was not inefficiency in each new position. In that time and period, a man who lost his place for such a reason was not likely to get another in the same neighborhood might away. And as for gathering "moss," the kind of "moss" that

CHARLES WILLIAM HENRY KIRCHHOFF was born March 28, 1853, at San Francisco, Cal., where his father, Charles Kirchhoff, was at that time employed in the consular service of his native country, Germany. A few years later, the family moved to Hoboken, N. J., in the public schools of which city the son received his preliminary education, proceeding later to Germany, where he was graduated in 1874 as mining engineer and metallurgist at the Prussian Royal Mining Academy of Clausthal, in the Harz. Upon his return to the United States, he became chemist of the Delaware Lead Refinery at Philadelphia, and retained that position for three years. But in 1877 he began what was to be an almost uninterrupted life-long association with David Williams, the publisher of The Iron Age, of New York, who established in that year, and continued for a brief period, a journal entitled the Metallurgical Review, on the editorial staff of which Mr. Kirchhoff received a place. The enterprise was doubtless an attempt to cover a wide metallurgical field outside of that which properly belonged to The Iron Age. But it was soon abandoned, and Mr. Williams wisely concentrated his energies upon the older journal, which, under his vigorous and skillful management, and the labors of the able editors and correspondents whom lie selected, became one of the greatest institutions off its class in the world. From 1878 to 1881, Mr. Kirchhoff was assistant editor of The Iron Age. From 1881 to 1884, he was managing editor of the Engineering and Mining Journal; in 1884 he returned to The Iron Age, to become for five years its associate editor, and in 1889, on the retirement of James C. Bayles, editor-in-chief. This list of dates and employments, without further comment, sufficiently indicates, at least to the eye of an expert, that Mr. Kirchhoff had found his congenial career in trade journalism. His qualifications for this profession were somewhat exceptional. He possessed the scientific training, the knowledge of foreign languages and literatures, and the power of making and keeping friends, which enabled him to get early notice of technical novelties; he had the taste for statistics which made him both industrious and intelligent in their collection and use; and to these traits he added a mastery of the meaning of such accumulated data, and a

CERTAIN physical and chemical properties of copper are so intimately related that a change in variation of the physical properties indicates a certain chemical change. The standard specifications of copper of the American Society for Testing Materials are based upon physical characteristics with one exception, namely, the copper contents. The physical standard includes electrical properties, defects in the "set or casting," variation in dimensions, weight, etc. Paragraph 4 of the specifications states, " Wire bars, cakes, slabs and billets shall be substantially free from ;shrink holes, cold sets, .pits, sloppy edges, concave tops, and similar defects in set or casting." Shrink holes and concave tops indicate both physical and metallurgical defects; cold sets, sloppy edges, etc., indicate physical defects only; small pit holes may be indicative of either or both physical and metallurgical defects, depending on conditions under which they originated. To the refiner, a copper casting, no matter how made, is known as a "shape," irrespective of whether it is wire bar, ingot, cake, slab, billet, etc. As practically all shapes are cast in an open mold, that is a mold without cope, the surface of the shape cools in contact with the atmosphere and has a coating of oxide. Certain phenomena of the surface indicate the adaptability of the metal for forging or rolling. The writer believes that it is much simpler to produce shapes that are metallurgically correct than those that are mechanically satisfactory. A distinguished engineer, the active head of a large mining company, has said that surveying attains the dignity of a profession only in the hands of a few men—the few who know how to keep notes that will be understood by even a novice without further word of explanation. Of all mine-records, survey notes are perhaps the most important. The maps made from them serve as a working-guide, and as framework for other data; and when, from any cause, access to underground workings is shut off, the surveyor's record often becomes invaluable. So seldom docs a surveyor have a chance to check underground surveys by making a closure, that he is compelled to rely on the precision of each step of his work for the accuracy of the final result. When data are fully recorded on the spot, the notes, even in the hands of second parties, become evidence of the care and precision with which the surveying was done. It is worth a great deal to be able to pick up the work of a former surveyor where it was left off, and to be able to carry it forward without rctracing from the beginning. The purpose of this paper is to describe the survey-note system of a mine now under my direction, in which underground surveys had to be relied upon entirely for the proper division of rich ore-bodies between neighbors, thereby placing a premium on accurate surveying and permanent records. In survey-work, it soon turns out that paper is the least item of expense, and that little is gained by trying to economize note-book space. For many purposes it is best to record notes on cards or loose-leaves, which may be left in the office at the end of the day's work, and need not be carried into the mine again, there to become smeared with grime and grease. The Federal income tax law permits as a deduction in determining net income "in the case of mines,... a reasonable allowance for depletion and for depreciation of improvements, according to the peculiar conditions in each case, based upon cost, including cost of development not otherwise deducted: Provided, that in the case of such properties acquired prior to Mar. 1, 1913, the fair market value of the property (or the taxpayer's interest therein) on that date shall be taken in lieu of cost up to that date." The law provides for a reasonable allowance but the regulations provide for a definite method of computation that possesses more the virtue of simplicity than that of reasonableness. Article 210 of Regulations 45 reads: "When the cost or value as of Mar. 1, 1913, or within 30 days after the date of discovery of the property shall have been determined, and the number of mineral units in the property as of the date of acquisition or valuation shall have been estimated, the division of the former amount by the latter figure will give the unit value for purposes of depletion, and the depletion allowance for the taxable year may be computed by multiplying such unit value by the number of units of mineral extracted during the year." This is simple, but is it reasonable? The intent of the law is clearly that the cost of the ore in the ground shall be considered as part of the cost of the same ore when removed and sold. The regulations fail to carry out that intent, because of the unwarranted assumption that all the ore in the mine cost the same amount per ton. This is what gives the Treasury Department's method its simplicity, but at the same time robs it of its reasonableness because the assumption is contrary to fact. It is self-evident that a ton of ore near the surface or exposed by present workings is worth much more than a ton buried so far down in the earth that it cannot be removed for many years. It seems proper, before describing the plant which has been erected in Rome, N. Y., for the purpose of demonstrating the practicability of my process of refining and desilverizing lead by electrolysis, to state in a few words the principles that govern the process. They are well known to those who have studied electrical science, and to the practical electro-platers of the country, and are briefly these: If we take a plate, or other form, of metal (impure lead in this case), and immerse it in a bath consisting of a solution of the main metal (that which contains the impurities), and also immerse another plate, which shall be a conductor of electricity, in the bath, but separated from the first by the solution, and connect the former plate with the positive pole of the source of electricity, and the other plate with the negative pole, an action will go on in this bath which is called electrolysis. There is first a decomposition of the solution constituting the bath ; then a solution of the metal at the positive pole (called the anode), and a deposition upon the other plate connected with the negative pole. which plate is technically called the cathode. If the bath is properly constituted, and the current of electricity which is passed through the bath is of the proper strength and electro-motive force, the dissolution of the anode and the deposition of the metal upon the cathode will be exactly equivalent. The analysis and synthesis are opposite and equal. If, on the other hand, this solution (called an electrolyte) be not properly constituted, decomposition will go on, but there will be these effects: a superoxidation at the anode and a liberation of free hydrogen at the cathode, which free hydrogen escapes finally in bubbles through the liquid to the surface, and into the atmosphere.
