WITH portions of two coal basins within its borders and a few scattered fields already developed, the question arises: What is the future of Ken-tucky as an oil-producing State? Is the long list of failures due to lack of 'commercial pools, or unintelligent prospecting? A study of its beds and irregularities of structure points not only to a large waste of development money on unpromising areas, but also to the presence of a few structures well worthy of development. The surface rocks of Kentucky show in succession more than 4,000 ft. of Paleozoic sediments and more than 2,000 ft. of Cretaceous, Tertiary, and more recent deposits. Folding and erosion have brought these beds to the surface, where they have been observed and studied: in detail by my associate, James H. Gardner, myself, and others. This has given opportunity to observe the beds offering suitable reservoirs and having the proper impermeable covering; also the mapping of outcrops and outcrop lines, taken in conjunction with available well records, indicates that certain areas are worth testing, and with even greater definiteness shows areas which should be excluded, as devoid of possibilities. West of the Tennessee River, Cretaceous, Tertiary, and Quaternary sediments occur so that all trace of ancient folding is obliterated, the sediments overlapping unconformably Mississippian rocks. This area embraces 2,000 square miles, or one-twentieth of the area of the State, the Paleozoic rocks covering the remainder. Since there is nothing upon which to base the location of tests for oil and gas in the Cretaceous-Tertiary beds of Kentucky, the Paleozoic area will be chiefly considered.

The area producing Pennsylvania-grade crude oil declined sharply in 1943, with a daily average production in the entire area of 71,056 bbl. as against a daily average in 1942 of 77,786. The total decline in the Pennsylvania-grade area amounted to 2,456,311 bbl., and 1,g81,z71 bbl. of this occurrcd within the state of Pennsylvania. The principal decline occurred in the Bradford field, where it was caused primarily by a drastic reduction in well completions. All of the zones in the Pennsylvania-grade producing area showed a decline except the part of Ohio that produces that grade, where production increased very slightly over 1942. Table I shows the average daily production by months for the several districts of the area. Table z is a comparison of the production in the two districts within the state of Pennsylvania. It is interesting to note that the Bradford field produced approximately half the total quantity of Pennsylvania grade but accounted for nearly three-fourths of the decline in production from the previous year. It is believed that this decline is ocasioned by restrictive price ceilings and a lack of adequate manpower to drill the necessary wells to maintain production. Stocks of Pennsylvania Grade At the beginning of 1942, stocks of Pennsylvania-grade crude totaled 3,196,000 bbl. and at the beginning of 1943 they totaled 2,626,000 bbl. At the end of 1943 the stocks of Pennsylvania-grade crude had declined to 1,95z,000 bbl. Since my previous review of the Persian fields, presented in 1929,' considerable progress has been made. The main feature of drilling development has been the delimitation of the Haft Kel field and its extensions. Although the limits have not yet been reached, a productive area of about 40 square miles has already been proved and it is now certain that the field will be of the same order of importance as the Masjid-i-Sulaiman field. Production to main pipe line from Haft Kel was begun in November, 1929, and to date about 4,500,000 tons have been produced. Normal production has continued from the Masjid-i-Sulaiman and Naft Khaneh fields. The search for oil in horizons below the main producing limestone is perhaps the most interesting and important exploratory drilling work in progress. Promising results have been obtained in the first well deepened in the Masjid-i-Sulaiman field with this objective, and the exploration of these lower formations is being continued. In this connection an allied program of geochemical research work on the nature of the oils and oil-bearing rocks of different horizons is at, present being undertaken. Masjid-i-Sulaiman Field Since the Haft Kel field was brought into production in 1929, production from Masjid-i-Sulaiman has been reduced in order to equalize to some extent the producing lives of the two fields. Four NX-diameter holes were diamond-drilled in competent granite. Samples of the recovered core were used in laboratory tests. A borehole, plate-bearing device known as a Goodman jack was used to perform load deformation tests on the rock in the core hole. The majority of samples used in the laboratory tests were taken from depths in the hole at or within 5 ft of those at which the plate bearing tests were made. Borehole camera records, compressional and shear wave velocities, and densities were measured. Dynamic elastic constants were computed for the in-situ material, while comparative data (except camera records) were obtained in the laboratory. These data were examined to evaluate the significance of the in-situ modulus of deformation (Ed), the value computed from Goodman jack tests. Average test results show an excellent correlation between in-situ and laboratory data. The ratio of laboratory to field deformation modulus ranges from 9.82 to 7.21 for 3,000 and 9,000-psi stress levels, respectively. The dynamic modulus ratio, ED field/Ep lab, is 1.02; the compressional wave velocity ratio, V8 field/V8 lab, is 0.94; the shear wave velocity ratio, V, field/V, lab, is 1.12; and the density ratio, field [y/y] lab, is 0.95.

The Subcommittee on Manganese, of the A.I.M.E. Committee on Industrial Preparedness, prepared under date of Jan. 24, 1924, for and at the request of the War Department, a confidential report on manganese as an element in the problem of national defense. This report was later released and published, in slightly modified form, as a separate pamphlet. After the lapse of eight years, in view of the vital position of manganese in the problem of industrial preparedness agenist a war emergency, the War Department made a request to have the onclusions of 1924 reviewed and brought up to date. To comply wi' this request the manganese subcommittee was reconvened and ex' tive studies were once more made of the entire subject of mang? . A new report, with specific recommendations, was submitted + War Department in February, 1932. This second report, with 4. L specific conclusions and recomrnendations expressed to the War Department omitted, has now been released and is hereby published. Following a rather brief discussion of uses of manganese and classification of manganese ores, requirements and sources are dealt with at some length. Domestic ferro-grade reserves are estimated on the basis of price and are shown by means of a curve where tons of metallic manganese are plotted cumulatively against prices ranging from 50¢ to $1.00 per unit; thereby indicating at a glance the tonnage which the Committee believes would become commercially available at any particular price per unit. Foreign sources of ore are described and foreign prices which the domestic producer must meet are considered. The question of a war-emergency reserve is then analyzed, requirements are balanced against apparent resources, and the principal conclusion that emerges is that a war reserve or stockpile is still vital to national defense.

Several attempts have been made over the past 40 years to separate red blood cells from whole blood using a magnet. This has been achieved by the authors by using a high gradient magnetic field and " carrying " the red cells in a suitable reducing agent - the deoxyhaemoglobin so produced has 4 unpaired electrons per atom giving appreciable paramagnetic moment as opposed to the usual oxygenated form which is diamagnetic. Red blood cells so separated appear to be undamaged and can be reinjected into a donor animal where their survival is shown to be normal using an isotope tagging technique. Studies on function of the white blood cells and blood platelets also indicate that they are functionally unchanged by separation process.

This paper discusses some of the problems involved in predicting the productivity of a shovel and truck fleet in a new set of operating conditions. More specifically, it concentrates on the problems of predicting the travel times on the haul and return portions of the truck cycle under new profile conditions and the prediction of the interaction effect between the shovel and truck at the loading point. The ability to calculate the travel times for a new road profile is not new. Additional corrections of these calculated times for expected actual operation can be made. In considering the interaction between the loader and the hauler, there are two approaches that can be taken. Probably the most accurate method of predicting the shovel-truck interaction is a simulation of the step-by-step operation considering the variation in cycle times of the shovel and trucks. This is usually called a stochastic simulation and requires input describing how these cycle times vary. However, by understanding the causes of this shovel-truck interaction it is possible to make sufficiently accurate predictions with much simpler methods. Haulage Cycle Established from Existing Operations For the purpose of this discussion let us assume that the problem involves trying to predict the productivity of a single shovel-truck fleet at some future time in an existing operation. Let us also assume for simplification that the new operation to be simulated has the same loading and pit conditions and the same dumping conditions as did the existing operation. Therefore, the only difference would be the difference in the hauling profile for the new operation. The problem then becomes one of predicting the change in the travel times on the haul and return portions of the cycle, and in determining the change in interaction between and the shovel and trucks with the new truck cycle times.

Measurement has been made of the organic sulfur concentration in coal macerals using microanalytical techniques in the transmission electron microscope. This technique utilizes measurements of x-rays emitted by the sulfur atoms embedded in the hydrocarbon constituents and the bremsstrahlung x-rays generated in the matrix. It is a simple technique for thin specimens and yields reliable results. Although it can be used to measure the average organic sulfur content of coal, it is most useful in determining organic sulfur in extremely small volumes of material. Variations in organic sulfur content can be measured at a scale unimagined earlier. This TEM technique also has application for determination of organic chlorine, phosphorous, potassium and other elements often found distributed through the hydrocarbon constituent of fuels.

THREE-QUARTERS of the amount needed to defray the cost of the Louvain memorial clock and carillon has been subscribed by one-thirtieth of the total number of mem- bers of the engineering societies that are indorsing this memorial to the engineers who gave their lives in the Great War. Gifts of materials and services have been made, but about $20,000 is still needed to meet the total expense involved. Small contributions from the twenty-nine-thir- tieths of the total membership who have not yet subscribed should promptly provide this sum. The accompanying illus-tration shows the 48 gold stars made by the American Brass Co. for the four faces of the clock, being boxed for shipment at the works of the Dwight & Lloyd Co. at Netcong, N. J. The actual material of the stars is, of course, an aluminum bronze, which retains its gold color without tarnishing.

Engineering Council has been elected to membership in the Chamber of Commerce of the United States. Its representative will be Mr. Harold W. Buck, of Viele, Blackwell & Buck, Consulting Engineers, New York City, Past-president of the American Institute of Electrical Engineers, his alternate being Mr. Irving E. Moultrop, of the Edison Electric Illum-inating Co., Boston, member of American Society of Mechanical Engin-eers and American Institute of Electrical Engineers. The Chamber of Commerce of the United States was formed in 1912 and now consists of more than 1100 organizations in every state of the union, in the out-lying possessions, and of all the principal American chambers of commerce abroad. One of the chief aims is to obtain the best business thought on national questions that concern business. Members of the National Chamber have the privilege of using all the facilities of the Chamber's offices in Washington when information is desired.

Many changes in equipment have had to be made to handle the flotation products at the blast furnace, and these changes have meant an expenditure of considerable money, which has not been compensated by an increase in smelting tonnage. To date, very few new lead mines have been developed, so that the help derived by the innovation of flotation has been directed to old producing properties, where the ratio of concentration is greater now than when gravity concentration was in effect. In some smelting plants there has been an abandonment of complete units due to the introduction of flotation. Flotation Products Difficult to Handle The physical characteristics of the flotation product do not make for economic handling for lead blast-furnace work, either mechanically or metallurgically. The millman or miner do not know what trials and tribulations they have passed on to the smelterman. To the smelterman it is "the everchanging flotation," for little does he know what new reagent will be perfected tomorrow that may completely change the grade and physical characteristics of the product. Even the mining companies who have complete units of mining, milling and smelting have had a hard time to reconcile themselves to the fact that the unit cost per ton of ore smelted must go up with the increase of flotation product on the blast-furnace charge. The "smelterman's burden," for that is what flotation has been for the last few years, has not caused the smelter operator to lag or fall down, but has spurred him on with new zeal. The physical properties of the flotation products are as follows: (1) High moisture content; (2) mucky nature of product; (3) fineness of product, and (4) high metal content. New Mechanical Devices for Handling Furnace Product These characteristics have caused the use of many new mechanical devices in smelting practice, for example: New transportation equipment, such as solid-bottom cars, is required; unloading equipment and sampling

Bill S.1431 for the creation of a Department of Natural Resources has received a propitious hearing before the Senate Committee on Government Operations. Interior Secretary Rogers C. B. Morton was one of the prominent witnesses who testified in favor. The department had been proposed, Morton said, with "the conviction that the development of all natural resources would be harmonized with the most practicable possible means to protect and preserve the environment, consistent with the social and economic needs of the Nation." Another opinion on the pro side came from Atomic Energy Commissioner Clarence E. Larson, who said that a "total picture" had become essential to the establishment of a policy for developing energy resources in the best public interest. Commissioner James T. Ramey, on the other hand, was one of the AEC dissenters. Ramey said he believed the reorganization of resource responsibilities would hinder efforts to deal with energy-environmental problems and prevent the use of AEC "expertise and facilities" to the greatest advantage. As Arnold Weber, associated director of the Office of Management and Budget, pointed out, however, retiring AEC Chairman Glenn T. Seaborg is in favor of the new department. Another supporter, and one who can cast a vote on the bill, is Sen. Frank E. Moss. Final Standards for emissions from new stationary sources will be published by the Environmental Protection Agency on October 27. The initial proposals, appearing in the Federal Register on August 17, called for limiting emissions per million Btu of heat input (maximum 2-hr average) to 0.2 lb of particulate matter, and, where solid fuel is burned, to 1.2 lb of sulfur dioxide and 0.7 lb of nitrogen dioxide. While the new rules are mainly for new plants, the EPA is also proposing them for "existing plants which are modified in such a way as to increase or alter. . . their emissions."

The broad picture of world petroleum production at the present time is one of an excessive supply. In any consideration of corrective measures to be applied in the future, it will be necessary to include all the producing areas of the entire world. To illustrate, United States production during 1931 was 48 million barrels1 less than 1930, whereas world production exclusive of the United States increased, owing principally to increases in Russia, Rumania and Persia. Domestic Peoduction Let us first consider the domestic production situation. Due to the fact that United States production was maintained below current demand, about 40 million barrels of oil were withdrawn from storage during 1931. Consumption increased about 1.5 per cent over 1930, which is less than the recent annual rate of increase of 8 to 11 per cent. If the machinery to prevent waste in the petroleum industry operative for more than a year will continue during the coming year and drilling is held to the 1931 level, there will be a decided improvement in the domestic situation by the close of 1932. This will be due in large measure to the drastic reduction in exploratory work and drilling which has been in effect for more than a year. Looking ahead for two or more years, probably there will be a shortage of domestic production in relation to domestic demand, unless there are discovered several large pools comparable to Oklahoma City or East Texas. Were the United States isolated, our problems in so far as petroleum production is concerned might be considered well along the road to recovery. To maintain this perspective will require the cooperation of foreign producers in the future, or protection of United Statcs markets from foreign invasion. The Carr Fork mine is located approximately 50 kilometers southwest of Salt Lake City, Utah, in the Bingham or West Mountain District, adjacent to the Bingham open pit copper mine. Applied geology at Carr Fork, by Anaconda Minerals Company personnel includes detailed geologic mapping and sampling of underground workings, logging and sampling of drill core and cuttings, and the preparation and posting of geologic maps and cross sections for geologic interpretation, ore reserve calculation, mine operations, and long range planning. Accurate and easily understood graphic recording of Carr Fork geology is essential for optimum use by operating and engineering personnel. The design and implementation of exploration, development and definition drilling programs, research into geological spatial relationships, and analysis of structural complexities of the Carr Fork deposit are a1 so integral parts of the applied geology program.

In future years, decision makers in the coal industry will make more and more decisions based on information from computer-based models. Whilst the use of such techniques will provide many advantages for coal companies, particularly in terms of efficient utilisation of their human resources, it is equally important for the decision makers to have an awareness of the limitations inherent in each particular computer-based model being used to provide information for the decision making process. A recommended procedure for identifying such limitations - by analysing the 3 major elements of the model - is presented. The human aspects of increased use of computer-based techniques are emphasised throughout the paper.

THE need for a practical method of deciding upon new alloy steel analyses to widen its markets was the problem facing the Chrome Steel Works at the beginning of 1927. In addition to determining the physical properties of the alloys under consideration, it was necessary to test their value in service. Small melts of steel in a crucible, from which test specimens could be made, were insufficient to determine more than physical properties, therefore actual castings and ingots had to be made before the products could be placed in service. Furthermore, to save further experimental work, it was desirable that these heats should be made on a "pilot" basis; that is, actually duplicating regular open-hearth furnace practice. Therefore a one-ton (2000-lb.) acid open-hearth furnace was built. FURNACE DESIGN There are no special features in the design of this furnace. Standard acid open-hearth practice is followed, with the reproportioning of the dimensions necessitated by its small size; notably, a considerably increased length in proportion to width in order to get proper flame propagation. After the first heat was made it was found that the checkers were insufficient. The checker chambers were increased in size and the checker openings were made much smaller. The furnace was started late in March, 1927, and made 65 heats. Experimental work was then stopped until the data accumulated could be worked up and summarized. The run was resumed in November and the furnace is still operating, having made at this writing 60 additional heats. For the last series of runs, there was some rebuilding of both the furnace itself and the checkers. Slag pockets were added. Fig. 1 shows details of construction; Fig. 2, the, general appearance. All designing was done by the operating and engineering staff. Construction materials were those available around the plant. The reversing valve is a standard butterfly type taken from an old furnace.

This paper is offered with considerable diflidence, since some of the statements made may not agree with the opinions of other members of the Institute. What I give is the result of some years of experience in the operation and construction of coke-ovens, and observation of plants in America and Europe. Although my title is " The Manufacture of Coke," I have found it impossible to do justice to the subject without touching on a number of points which, while not strictly involved in the making of coke, yet are of paramount importance from an economic standpoint. There are, indeed, many points of interest, on each of which a separate paper of considerable length might be written, but the scope of my paper will permit me only to touch lightly some of them, in the hope that what I say will promote a full discussion on the whole question. Those of us who are interested in the manufacture of coke are under an obligation to the American Institute of Mining Engineers, which has opened its meetings to the discussion of this subject. I do not believe that there is any question to-day more worthy or more in need of discussion. When geologists and mining-men tell us that, at the present rate of consumption, our coal-fields will be exhausted in a few generations, me should welcome any means that will conserve these deposits as far as possible, and give us the greatest amount of heat or power from every ton mined. I shall try to show that much can be done in this direction through the by-product coke-oven, and that it should stand second to none as an economic factor in the industrial world. I shall here deal exclusively with the by-product oven, except for the comparative statement I hare prepared, showing the saving to be effected by coking in by-product instead of beehive orens. Oil.—In the Texas Panhandle, during the year of 1941, 647 oil wells were drilled with a total daily initial production of 133,435 bb1.—that is, 145 more oil wells than in the previous year, with a decrease in total daily production of 5752 bbl. On Dec. 31, 1941, a daily allowable of 116,766 bbl., which was an increase of 27 per cent over 1940, was assigned to the field to be produced from 5182 wells. The total amount of oil produced for the year was 27,904,846 bbl., making a cumulative total of 404,657,324 bbl. during the past 20 years.
