INTRODUCTION The Salvador Division of Codelco Chile is an important copper molybdenum production center, located 1,200 km north of Santiago and 124 km east of the Pacific Ocean, in the foothills of the Andes Range. El Salvador Mine produces by block caving 8,600,000 t of ore with a content of 1 .l0% Cu and 0.02% Mo, from a copper porphyry ore body. The geology of the ore body shows a great heterogeneity as to rocks, grade distribution, ore height and undercutting levels. This has resulted in a variety of designs for the productive units (blocks) and in the mineral handling systems. Up to now, 4 systems have been employed: grizzly and intermediate haulage; slusher drifts with intermediate ore pass and haulage; slusher drifts with scraper loading directly into trains; and, LHD. On the other hand there is a marked dispersion in the final results from each block mined out. We report here the conclusions reached after analyzing the data gathered on the mining of 163 depleted blocks, representing a total production of 102,000,000 t, with an undercut area of 340,000 sq m. The final results of each block, characterized in terms of tonnage and fine cop- per recovery, were studied as a function of a number of design, geological, and operational parameters. BASIC CONCEPTS Indices of Efficiency In order to evaluate the final result of each block, or group of blocks, the following indices of efficiency were defined : Tonnage Recovery (TR) . It is the ratio between the ore tonnage extracted and the in situ tonnage estimate for each block or group of blocks. Grade efficiency (E) . It is the ratio between the Cu mill feed grade and the in situ Cu grade estimate for each block or group of blocks. Grade efficiency is numerically equal to the ratio between fine copper recovery (FR) and tonnage recovery (TR) . Figure 1 shows the final results for 163 mined out blocks, in terms of tonnage and fine copper recovery. Different grade efficiencies are also indicated. The marked dispersion in the final results of mined out blocks must be stressed since it greatly incides in mine planning. It must be kept in mind that an eventual concentration of low overall efficiency in the blocks during a given period (e.g., one year) will make it necessary to bring into production new blocks over the standard development schedule. It is worth noting that the final results in the 163 mined out blocks corresponding to a production of 102,000,000 t of ore with a mill feed grade of 1.445% were obtained from an ore estimate of 93,000,000 t and a grade of 1.671% Cu, which represents 110% tonnage recovery and 86% grade efficiency. Parameters Studied The following parameters are considered in this study: Geological Parameters. These parameters depend exclusively on the geological and geotechnical features of the ore body. IN SITU GRADE: The initial estimate of the block grade. Four copper grade categories were considered : (a) lower than 1.3% ; (b) 1.3 to 1.6%; (c) 1.6 to 2.0%; (d) higher than 2.0%. The overall initial in situ estimate of the ore body was 1.6% Cu. IN SITU TONNAGE: Initial tonnage estimate of the block. Four categories are considered: (a) below 500,000 t; (b) 500,000 to 1,000,000 t (c) 1,000,000 to 1,500,000 t; (d) over 1,500,000 t. CONTACTS SLOPE: Since up to 4 rock types can be found in a block, resulting in a corresponding number of contacts, a horizontal con- tact was defined as that which forms an angle of less than 45" with the horizontal and a vertical contact that which forms an angle of more than 45" with the horizontal. GRADE DISTRIBUTION: As in rock types, horizontal and vertical grades were defined. ORE HEIGHT: The distance measured between the undercut level and the top of ore. Four categories are considered: (a) less than 60 m; (b) 60 to 100 m; (c) 100 to 150 m; (d)over 150 m

THE need for improved mine communication to increase efficiency and to insure greater safety has long been recognized. General and unrestricted communication between all points underground, and between the surface and all points underground, is probably the least advanced phase of the mining industry. An ideal system of mine communication must re- quire no fixed wire installations. The equipment must be small, lightweight, and readily portable, and the power requirements low. A system that can be used not only under normal circumstances but also in an emergency, when the continuity of wires, tracks, and pipelines may be disrupted, must function independently of any aid furnished by standard installations.

World production of electrolytic zinc has shown an increase for each year since 1932. Production up to 1936 was summarized in my earlier paper [Trans. A.I.M.E. (1936) 121, 453-4641, and this present paper carries the subject through 1943. During this time of increase, it is safe to say that the average purity has been raised more or less continuously, and the amount of four-nines metal has been in- creased. While the period reflects preparations for and the carrying on of the present war, electrolytic zinc proved its value in many industries as a peacetime metal in the years from 1919 to 1940. World production (Table I) increased from about 594,000 tons in 1936 to around 858,000 tons in 1943; United States production increased from 127,171 tons to 329,903 tons for the same years. Total production of primary zinc in the United States is given in the first column of Table I; retort production of primary zinc, obtained by difference, in the last column. The curves drawn from these figures are shown in Fig. I. They represent continuations of the curves in the earlier paper that cover commercial production of electrolytic zinc from its inception in 1915 to 1935. Where Does the Mine Dollar Go? ENGINEERING education today is like a crazy quilt of somber wools and gaudy shoddy, chain-stitched on an academic assembly line, and sold at ever mounting prices to inexperienced youths for lifetime use. Each engineering school offers a half-dozen or so patterns with essentially the same skimpy wool content. Sales appeal is in the color of the shoddy, denoted by the hopeful adjectives chemical, civil and the like. This article is argument for an all wool product made by slow, careful handwork. Bluntly it proposes a thorough four-year undergraduate drill in fundamental science and general engineering empirics, leavened by continuing study of the third of the engineer's troubles: Man. It is not contended that existing methods of engineering education have failed to start men on the path to successful engineering practice (too many of you have started that way); rather, social conditions and the bounds of knowledge have changed tremendously, and corresponding alterations in the pattern of engineering education are overdue. We'll Teach the Specifics The first part of this contention is illustrated by excerpts from a letter received recently from an officer of one of the largest corporations: "We are interested in employing two or three outstanding young engineers to be placed on a special training program to develop them as design and construction engineers.... "We propose to put these men on a four-month indoctrination and orientation course after which they would be given job-training assignments for a period that will vary from about six months to about a year and a half depending upon the aptitudes, abilities and intelligence of the candidates.... "I am not too fussy about what kind of engineers the men might be insofar as academic courses are concerned. They could be.. . in almost any engineering classification.... We can furnish the additional training beyond the academic fundamentals. "The starting rate for these jobs would be $326 per month...." This letter is not unique; rather it is representative of a practice that has become common. It is industry's enforced response to the general refusal by young graduates to submit to union domination in order to gain operating experience at the labor level. The message to engineering schoolteachers is plain: You teach the fundamentals; we'll teach our practice and pay the graduate to learn it. The letter means to the student that time spent in school studying the specific practices of particular industries is waste compounded. The school can't give the equivalent of what industry teaches, wherefore industry will still demand apprenticeship. The student must pay for the specific instruction at school instead of being paid to take it later. And time-consuming specifics crowd out drill in basic scientific and technical subjects as well as liberal arts.

Es is the amount of energy stored in a solid torsion specimen strained to a surface shear strain of divided by the total number of gram-atoms of alloy in the specimen. It would seem more meaningful and rigorous to deal instead with the quantity which is the energy stored per gram-atom of an alloy uniformly strained to the shear strain . The purpose of this discussion is to demonstrate that as a function of y is readily obtained from the torsion data. radius of the torsion specimen, shear strain at the surface of the torsion specimen density of the alloy, atomic weight of the alloy, and total energy stored in unit length of the torsion specimen. THAT colleges and technical schools constitute a vital factor in our industrial system is being realized more and more of late years. Consequently it is desirable that there should be a constant interchange of ideas between the 'school and the industries and that there should be a more intimate contact between the student and his future employer. Business and industry demand certain proficiencies and qualifications of the student and he, in turn, sees certain rewards and advantages in the industry. . In a meeting of this kind, whose primary purpose is to promote a greater intimacy between the students and those men who are active in the mining profession, it is quite fitting that each state his demnds upon the other in order to establish a common understanding. It is probable that a student, not being conversant with actual conditions in the industry, may be unfair in what he asks of his employer. Therefore criticism, constructive or other- wise, is not only accepted, but is invited.

It has been observed that where veins or other types of orebodies are intersected by cross faults, the continuation of the ore deposit below the fault is often of lower grade than that portion above the dislocation.' In some mines, the reverse of these conditions has been noted, and the richest ore is found to occur in that portion of the vein beneath the fault intersection. Such instances seem to be less frequent than those where the richest ore is above the offset. The important and widespread influence of fault and vein intersections upon the localization of ore shoots is well known,2 but the factors that govern the position of the ore shoot relative to the fault intersection seem to be less clearly understood. The richest ore may be above or below the fault, or it may occur at the point of intersection, or there may be no change. Recent observations made by the writer in mines in Idaho and Montana suggested a possible explanation for the changes in the richness of ore below certain types of fault intersections. These observations have been supplemented by a study of the literature containing detailed descriptions of ore deposits at a large number of mines in North America. The results of these studies are presented herewith in the hope that they may lead to further discussion of this important phase of ore deposition. (written discussion*).-The appearance of Mr. Brokaw?s with-the chemical composition of "paraffin dirt" will be welcomed by oil geologists who have worked in the Gulf Coast district. It is to be hoped that it will lead to a discussion of the subject which will throw some light on the relation this peculiar substance bears to the occurrence of oil deposits. The problem of locating oil pools in advance of drilling is at the best a very intangible matter in the district along the Gulf Coast, and it is therefore desirable to make the most of any clew which may be of the least assistance to this end. Geologists have been familiar with "paraffin dirt" for a number of years, and have informally discussed its value as a surface indication of oil. But doubtless owing largely to the fact that they have been unable to define its exact composition, very little information has appeared in print on the subject. The presence of this baffling and somewhat indeterminate substance is now quite generally accepted as one of the most reliable indications of a gas seepage. The question is whether paraffin dirt necessarily indicates that the escaping gas is an emanation from an oil deposit, or whether it merely indicates that marsh gas (urethane) has here escaped from its source in "the abundant decomposing vegetation entombed in the sediments of the old Mississippi Embayment, and the Gulf Coastal Plain. The presence of this material has been relied upon to a great extent, both by oil producers and geologists, in the location of wildcat wells, since the discovery that it was associated with gas seepages. It is quite true that other surface indications were often present at such localities, but if, in addition, paraffin dirt could be found in the vicinity, this fact was accepted as the final justification for drilling a test well, despite the fact that no one seemed to understand its chemical composition or to know why it should be associated with oil. In fact, for a long time it has generally been accepted that the name is a misnomer, that very little, if any, paraffin is present in it, or, for that matter, any other known fraction of crude oil.

This paper deals with the results of a study of the application and development of mining machines for cutting out and removing dirt bands in bituminous coal beds. Face Preparation When one or more dirt bands1 occur in a seam of coal, the problem of elimination of impurities becomes manifest. The degree of completeness to which these impurities arc removed at the face has an important bearing upon labor costs, haulage costs and outside cleaning costs, and often the ash content of the product is markedly affected. Yet, because the present-day miller is paid for the number of tons he loads he often lacks interest in the quality of the coal. To insure a clean product, a system of penalties for dirty coal is enforced, but control of extraneous impurity content in the loaded coal is often inadequate and ineffectual when coal and banded impurity are shot as one. It seems only logical that to reduce the amount of impurities by proper face preparation before the men are permitted to load the coal is the most efficient method of preparation. Many mines with one or more bands of impurities in their seams are able to mine a desirable product with a comparatively small amount of surface preparation. In fact, three companies in West Virginia have recently changed their methods of fact* preparation, with most gratifying results. The first company (in the Kanawha field) after changing its cutting practice with the hope of relieving a sales problem, was rewarded by an approximate 3 per cent drop in ash in the product. Another company, operating in the same field, reduced its ash approximately 4 per cent by a change in cutting practice. The third company (in the Pocahontas field) found the wet washer inadequate in producing a marketable coal, and installed new cutting machines. Three cuts are now being made in each working place, and the results arc so satisfactory that the cleaning plant has been abandoned.

The effect of temperature as a parameter in ore flotation has not been systematically studied, although for some ores it has been known for many years that selectivity and grade of concentrates can be improved by conditioning or flotation at moderately or substantially elevated temperatures. In 1934 Coghill and Clemmer' stated that "elevated temperature seems to make hard water more tolerable" in soap flotation, and a cursory examination of the literature indicates that some earlier investigators were aware of beneficial results obtained by floating above room or mill-water temperatures. Tartaron,' Mitchell et al.,3 and particularly Hamilton et al." have shown that high pulp temperatures give high recovery and selectivity in soap flotation of fluorite from a variety of gangue minerals. As a result of the work of these and of other investigators, high-temperature flotation has been successfully applied to industrial flotation of fluorite. Falconer" stated: "The use of high temperature conditioning (above 35°C and preferably above 60°C) in connection with the soap flotation of nonsulphide ores, as covered in B. Kalinowski's French Patent No. 847,- 215, Dec. 7, 1938, is claimed to provide more intense activation, better separation of values from gangue, and reduction in quantity of reagents." The various investigations quoted above clearly demonstrate the improvements to be realized by increasing the temperature at which fluorite is floated, and it is surprising that little or no information has been published on systematic investigation of the same method as applied to other ores.

IN SUBSTANCE, the international aspects of the petroleum industry, as these relate to the United States, are as follows: The domestic production is not keeping pace with the domestic demands; our best engineering talent warns us of the imminence of a decreased production by our oil wells, although more oil is needed; and the only practical source whence this increasing demand can be supplied for some time to come will be the foreign fields. Other nations have given thought to the future and, in recent years, have shown a tendency to adopt strong nationalistic policies regarding their petroleum resources, policies that hinder or prevent the exploitation of these resources by other nationals. In consequence, we find that, facing a probable shortage of the domestic supply, our nationals are excluded from foreign fields; and this in spite of the fact that foreign nationals have been permitted to enter into and exploit, our own oil resources on an equality with American citizens and without hindrance or restrictions. This country: has supplied the larger part of the petroleum consumed by the world and yet, with a failing supply imminent, it finds that those countries that have been drawing upon our resources to supply their needs are showing a tendency to exclude us from their resources. In this way we shall be transferred from a position of dominence to one of dependence; and only by sufferance of those countries that are now seeking financial or political control of petroleum supplies, shall we be able to obtain the oil we will need.

ONE time or another placer mining attracts the attention of a large number of people, because of the possible low initial investment, low operating cost, and quick returns. Much has been said about sampling and operating placer deposits but many are still inclined to jump at a property without giving much, if any, consideration to proper sampling. This statement does not apply to experienced mining engineers but I am hoping that readers will tear out this article and pass it along where it will do the most good and thus help to preserve the reputation of legitimate mining. It would appear that some people have an ability to sink test pits in high-grade gravel that is positively uncanny. Those who are familiar with working gas furnaces will perhaps admit that the ordinary producer is the least satisfactory feature of the- whole system, chiefly by reason of its great waste of fuel, both above and below the fire. The waste of fuel in cleaning the fire has not, as fdr as I am aware, been carefully measured ; it has been roughly estimated at various works as averaging twenty per cent. to twenty-five per cent. The coke that falls into the ash-pit is largely mixed, if not stuck together with clinker; when this coke is not recovered and utilized (and where coal is cheap it does not pay to recover it), the waste is certainly as high as above estimated. Cleaning a fire on a grate (especially a fire of dirty coal, like much of our Western coal), by inserting a few temporary grate-bars, then withdrawing the regular grate-bars and letting the whole lower part of the fire tumble into the ash-pit, must necessarily be wasteful of fuel, but it has been found to be the most practical system. The fire under a boiler should be thin, to insure perfect combustion; hence it may be moved from one side to the other, so that .the clinker and ashes may be uncovered and removed. But a producer fire should be so thick that carbonic oxide only shall rise from it; a thick fire cannot be thus manipulated. In several of the French works the ordinary producer without grates is employed ; the whole body of the fire rests on the floor of the ash-pit. It did not seem to me that less fuel was wasted here than with grates in cleaning fires. The bottom layer of the fire had to be drawn out with hooks, and there was nothing to prevent much coke from coming away with the clinker and ash. A producer shaped like a cupola furnace has many advantages, but if grates are employed the waste of coke in cleaning is not lessened. But the waste at the bottom of the fire is only a part of the waste in the ordinary producer. ASIDE from the John Fritz Medal, in which the Institute participates through its representation on the John Fritz Medal Board, the Institute itself has five major awards to make annually for excellence in technical papers, as follows: The Robert W. Hunt Medal and Prize, The J. E: Johnson, Jr. Award, The Lewisohn Platinum Prize to senior members, and the James Douglas Medal. ROBERT W. HUNT MEDAL AND PRIZE The partners of Robert W. Hunt established a fund which was presented to the Institute at a fitting ceremony on May 27, 1920, to' establish an annual medal and a sum of money to be awarded under the following rules: 1. The award shall consist of two prizes; first of a gold medal, second of a sum of money; a certificate to accompany each prize. The money prize shall not be awarded to a member over 40 years of age, but under unusual circumstances, both prizes may be allotted to one person provided that he is not over 40 years of age. In general it will be understood that the Committee shall award the money prize to the younger men, rather than the medal. 2. The awards shall be made not oftener than once a year to that person or persons contributing to the Institute the best original paper or papers on iron and steel. The scope of the term" iron and steel" shall be determined by the sub-committee considering the awards. In general, papers dealing with the practical side of the subject have preference over those dealing with the theoretical side in recognition. of the fact that Captain Hunt's main contributions to the industry have been in the improvement of production and quality of material. 3. A sub-committee of three to five, including the Chairman of the Iron and Steel Committee, shall be appointed by the Iron and Steel Committee annually to adjudge the award subject to approval. 4. The awarding committee shall submit its report to the Iron and Steel Committee at its October Meeting, and the award be certified to the Secretary of the Institute in time to permit the presentation to be made at the Annual Meeting of the Institute. 5. The recipient of the award shall be ,designated "The Hunt Medallist." This prize is administered by the Iron and Steel Committee. J. E. JOHNSON, JR. AWARD This award is made from the income of a fund of $3000 donated by Mrs. Margaret Hilles Johnson in memory of her husband, J. E. Johnson, Jr., who was a prominent engineer, author of two valuable volumes on iron blast-furnace construction and practise, vice-chairman of the Institute's Iron and Steel Committee, and a frequent contributor of papers to the Institute's Transactions. This prize is administered by the Iron and Steel Committee. The intent of the donor is to encourage young men in creative work in branches of the metallurgy or manufacture of pig iron with which the professional activities of Mr. Johnson were chiefly concerned. The control of the fund and distribution of the awards having been vested in the Board of Directors of the Institute, this Board has made 'the following regulations concerning it:

This chapter will deal with the policy issues relating to mineral land disposal. The first portion of the chapter will discuss in general terms the legal systems utilized in disposing of mineral rights and the major problems encountered; the second section will comprise an analysis of the policy alternatives with emphasis on the pricing aspects. In this section, we are not attempting to provide a legal text, but simply to outline very briefly and sketchily the details of the systems. More detailed information can be obtained by contacting the appropriate governmental agency for specific information. Mining laws throughout the world are based on two major legal groupings: English Common Law and the Civil Law. These basic systems are often modified by Islamic Law and by negotiated -mixtures of these. Under English Common Law, which is embraced by the United States, Canada, and many of the members of the British Commonwealth of Nations, individuals can hold property and can extract minerals from it. The owner can dispose of minerals as he sees fit, either through contract, deed, or whatever other system is appropriate. CIVIL LAW Under Civil Law (also known as Regalian Law), mineral ownership is normally placed in the state, regardless of who owns the surface. This legal system applies in most European countries and their former colonies. It is derived from Roman law. The mineral deposits, thus, are worked under concessions. Most countries use a negotiated concession system and sometimes a combination of negotiation and competitive leasing. The negotiated system has advantages as well as disadvantages for both government and industry. In a system where the government administratively determines who is to get what, the concessions are normally large. Frequently they range up to several millions of acres and involve a considerable investment on the part of the concessionaire. There is no duplication of effort on the part of producers to obtain information, since a single concessionaire controls a given area. Consequently, less money is spent in toto because several prospective operators are not required to seek the same information. The system also has the advantage to the industry of permitting the concessionaire to select and retain the best producting area. Thus, major developmental expenditures are made on the production unit only, with a resulting reduction in the risk factor. The large initial size of the concession also minimizes the possibility of expending a large bonus payment for a barren property. The major governmental advantage of a concession is its flexibility in accomplishing other national objectives. Abraham Lincoln is reputed to have said that if you want to chart a course to some destination, you have to know where you are starting from. In this instance we have to define our starting point in a double manner: 1) What was the theoretical basis of the Paley predictions? 2) What actually did the Commission predict, so that we can see how the predictions have worked out up to now as a basis for considering how they may have to be changed.

Introduction. WALTER RENTON INGALLS recently gave a very interesting talk before the student mining society of the Massachusetts Institute of Technology. In it he showed the present status of mining as he sees it. In the talk he explained that, while discoveries of great mining districts are still possible, they are being made less and less often; that the great mining companies, although there are large numbers of mines offered for sale, are finding it less and less possible to find new mines that are up to the standard of richness that they wish for purchase. The natural conclusion is that better, cheaper, and more efficient methods of mining, concentrating, and smelting are needed if the lower-grade mines are to be worked at a profit. This is true also if the high-grade mines are to yield their greatest profit. This paper deals only with the concentrating or ore-dressing problem, and gives some thoughts which point towards greater profit. In a paper on The Development of Hindered-Settling Apparatus the writer showed that there were two main lines of work that would lead to greater saving, lower tailing assay, and, therefore, greater profit. The first is the recrushing of middling or tailing products for the saving of the contained values. This is well understood and largely carried out in existing mills. The second is the saving of fine free mineral at the first opportunity. This is a matter less well understood in the mills, and to dwell upon this the present paper is written.
