INTRODUCTION The degree of success of an association between parties in establishing a new venture ultimately depends on three factors: a. the venture's underlying economic strength, which is based on the complementarity of the comparative advantages brought by each party to the negotiating table; b. the ability to reach an agreement which satisfies each party's objectives and constraints; and, c. the capacity to design and implement a funding structure which is consistent with the project economics. A thorough assessment of the venture's profitability and associated risks under alternative technical and economic scenarios is the basis for a sound "go" or "no go" decision. In-depth evaluation of the risks and rewards to each of the parties involved under alternative legal and financial structure must be the foundation for a long lasting "how to go" decision. The allocation of risks and rewards should be consistent with the objectives and constraints of all parties and the sharing mechanisms, established in the contract, should be flexible to assure the long-term stability of the agreement. Rapidly changing economic conditions during the last decade have had a dramatic impact on the envisaged allocation of risks and rewards between host countries and private investors. The effects of these changes, and the fact that the relative strengths of the parties involved may shift during the life of a project (e.g. before and after major capital investments have been made), have forced the renegotiation of a multitude of contracts. Therefore, the present and future stability of an economic agreement would depend not only on the originally designed provisions, but also on provisions which allow for the automatic adjustment of rewards to project sponsors under a variety of future economic situations. A pre-condition for the allocation and quantification of risks and rewards is the definition of standards of measurement used by each of the parties. This is critical in international negotiations when one of the parties represents the national interests of a country. The understanding and use of different standards for the measurement of rewards for risk taken between a government and private enterprise facilitate the negotiation of a satisfactory agreement. This is possible because certain trade-offs between the negotiating parties may have different relative values. STANDARDS OF MEASUREMENT OF REWARDS FOR RISK TAKEN The negotiating process takes a step forward when the parties are able to focus on their interests, explore different alternative solutions and then base results on a set of objective standards. Unfortunately, the parties frequently put more effort into "staking out" and defending positions, than into understanding their intrinsic interests. Moreover, when one party, such as a governemnt owned corporation, represents a country's national interests, the negotiation process increases in complexity. Private firms focus on commercial profitability, using discounted cash flow techniques such as NPV, IRR, or ROE. In contrast, the government is also concerned with the project's impact on the local socio-economic environment. Without entering into a discussion of alternative economic development theories and approaches, there exist several possible measures that could be pragmatically utilized by each party in evaluating the socio-economic impact of a project. The more complete measure is the National Profitability (NP). The NP is a discounted cash flow procedure similar in structure to IRR or NPV but in which the project's financial cash inflows and outflows and discount rates are adjusted to take into consideration the local conditions. The NP is calculated on an unlevered basis and all taxes and duties are removed from the project

Vapor transport experiments have been carried out in order to determine the saturation solubility of carbon in cobalt and nickel with respect to graphite over a large temperature range. Some of the uncertainty existing in the thermodynamics of these systems has been removed and accurate estimates of the heat and entropy of solution of carbon in nickel and cobalt have been deduced. The relatitle partial entropies of carbon are considered to be predominantly vibrational in origin. ALTHOUGH the thermodynamic properties of solid solutions of carbon in cobalt and in nickel have been investigated previously, the results of these investigations show a marked lack of agreement amongst themselves. In this investigation simple vapor transport experiments have been undertaken in order to measure the temperature variation of the saturation solubility of carbon in nickel and cobalt with the object of removing to some degree the uncertainties in the thermodynamics of these systems. In the case of the C-Co system, early measurements of the saturation solubility of graphite in Co show results at the same temperature differing by almost an order of magnitude.1-5 Recently Schenck, Frohberg, and Jaspert6 measured the equilibrium between CH4-H2 mixtures and C-Co solid solutions at five temperatures ranging from 850° to 1050°C. Their values of the activity of carbon in the solid solution, deduced from a knowledge of the chemical potential of carbon atoms in the gas, varies linearly with composition at each temperature and the authors concluded that the solutions were Henryan. The saturation solubilities deduced from Schenck, Frohberg, and Jaspert's measurements are in good agreement with the solubility determined at 1000°C by Rao and Nicholson7 and the value at 1000°C deduced from the measurements of smith8 on the equilibrium between CO/CO2 mixtures and C-Co solutions. The object of this investigation was to check the results of Schenck, Frohberg, and Jaspert and also to extend the range of solubility data to higher temperatures. In the case of the C-Ni system, there is fairly good agreement between the values given by schaefer9 for the saturation solubility of carbon C, in nickel, the value given at 1000°C by Rao and Nicholson,7 and that deduced from Smith's8 measurements of the equilibrium between C-Ni solutions and CO/CO2 mixtures at 1000°C. The values of C, deduced from Schenck, Frohberg, and Jaspert's6 measurements of the carbon activity in nickel are also in fairly good agreement. However, there is a large discrepancy between the above set of measurements and those of Lander, Kern, and Beach," who measured the carbon solubility of nickel in equilibrium with graphite by depositing an excess of graphite on the surface of Ni-foils from a gaseous mixture and subsequently diffusing in the carbon. These results are considerably higher than those mentioned above. The determinations6 of carbon activity a, in nickel from the CH4-H2 equilibrium showed that at all the temperatures investigated, the ac-values varied linearly with concentration up to about a, = 0.6 and then began to increase with concentration much more rapidly. On the basis of auxiliary experiments in which C-Ni solutions were equilibrated with graphite, Schenck, Frohberg, and Jaspert concluded that their CH4-H2 solid equilibrations at high values of a, were spurious and a, behaved linearly with composition up to the saturation limit (a, = 1). The short linear extrapolations of Schenck, Frohberg, and Jaspert's a, data yield values of C, in good agreement with those of Lander, Kern, and Beach." The solubility data for nickel discussed here is presented in Fig. 1 in the form of plots of ln[Cc/(l - 2cc)] vs 1/T. The discrepancies mentioned are clearly seen. From data found in the literature, a method has been derived for calculating hardenability of titanium alloys from their composition. A single graph gives the contributions of each alloying element. These are simply added to a base hardenability for unalloyed titanium. Results agree satisfactorily with measured harden-abilities. RECENTLY the importance of hardenability of titanium alloys in permitting attainment of high strength and hardness has become apparent. If a titanium-base alloy has adequate hardenability for the section size and quenching practice used, it can generally be heat treated to high strength and hardness either by simple quenching or cooling from temperatures near the ß transus, by quenching and tempering (aging), or perhaps by direct isothermal transformation of ß1,2 If the hardenability is inadequate, high strength cannot be attained. Preliminary charts translating hardenability requirements for shapes quenched in various media into terms of Jominy end quenched hardenability specimens or ideal round sizes are now available for titanium alloys." The method proposed in 1942 by M. A. Grossmann for calculating hardenability of steels from composition has proved to be of great practical value.' It appeared worthwhile to see whether, using information available in the literature, a corresponding method for calculating hardenability of titanium-base alloys could be derived. Data No systematic experimental study of the hardenability of titanium-base alloys has yet been made. There is available, however, a considerable quantity of scattered data bearing on hardenability. Some investigators determined Jominy curves on one or several alloys. Others reported as-quenched hardness for specimens of a few alloys cooled at various rates or in various media. Still others gave the as-quenched hardness for systematically varied composition, using one or several cooling mediums. The measurements utilized in this work were limited to hardness. Strength measurements were not used because a low strength may reflect high hardness combined with brittleness. Since, in general, the hardness of titanium alloys goes through a peak as the cooling rate is varied from extremely fast to extremely slow, the cooling conditions at which peak hardness was found were taken as the measure of hardenability.1,2 When as-quenched hardness was found to drop as the content of an alloying element (believed to increase hardenability) was raised, this was taken as an indication that the cooling rate was faster than that giving peak hardness; otherwise, the hardness should go up because of solid solution hardening. Also, if the hardness increased on tempering at low temperatures, this was again taken to indicate that the cooling rate had been faster than that giving peak hardness. Many of the data did not indicate precisely the cooling conditions for peak hardness but merely set a maximum or a minimum bound, or a bracket. Since the sizes of specimens quenched and the location of the hardness readings were not always given, it was occasionally necessary to estimate reasonable limits for them. Only the nominal compositions were available in some cases. As quenching from below the ß transus is equivalent to starting with a mixture of a and ß phases, whose individual composition would differ from the overall composition of the alloy, only measurements after quenches from above the ß transus were used. Hardness measurements on samples heated during metal-lographic mounting were also discarded. Because of their bulk, the data used will not be reproduced. They have been or will be published elsewhere.5-22 Approach All data were first translated into terms of ideal round size. For conversion from Jominy or quenched round or sheet, the author's graphs were used." Introduction THAT an oil-land law is the most needed item in the proposed program of mineral-land legislation follows from the fact that Congress has never enacted a law really applicable to petroleum and natural gas. The action of Congress in 1597 in authorizing entry of oil-lands under the placer law, enacted 27 years before for the mining of gold in surface gravels, was plainly only makeshift legislation. Naturally the provisions of this placer law with its requirement of discovery as a prerequisite to location are nothing less than absurd when applied to petroleum deposits hundreds or thousands of feet beneath the surface. Other reasons which render oil-land legislation an urgent necessity arise first from the large acreage of lands believed to be valuable for their deposits of oil and gas and therefore withdrawn by Executive order from all entry pending the enactment of an appropriate law for their disposition-a withdrawal that has been specially ratified by Congress in the case of one State, Utah-and second from the exceptional importance of this resource to the nation, the large industrial worth of petroleum, and indeed its paramount value to the navy, not being suspected 17 years ago when Congress last legislated upon this subject. Mineral land of this type is also well adapted to serve for purposes of illustration in discussing the general principles that demand recognition in legislative reform. Most of the issues involved in the consideration of oil-land legislation are clean-cut, and essential differences of opinion will be seen to be based upon radical divergence in economic theory rather than upon conflicting views concerning unimportant details. For the last five years or more the geologists of the Federal Survey have discussed this subject and prepared memorandums and reports on .the various bills introduced in Congress. Most of the provisions suggested in the present outline have been under consideration at one time or another during that period, and many of the statements which follow can be said to represent the consensus of opinion among those of us who, both in the field and in the office, have given special attention to the public oil-lands.

THOSE who are familiar with working gas furnaces will perhaps admit that the ordinary producer is the least satisfactory feature of the- whole system, chiefly by reason of its great waste of fuel, both above and below the fire. The waste of fuel in cleaning the fire has not, as far as I am aware, been carefully measured ; it has been roughly estimated at various works as averaging twenty per cent. to twenty-five per cent. The coke that falls into the ash-pit is largely mixed, if not stuck together with clinker; when this coke is not recovered and utilized (and where coal is cheap it does not pay to recover it), the waste is certainly as high as above estimated. Cleaning a fire on a grate (especially a fire of dirty coal, like much of our Western coal), by inserting a few temporary grate-bars, then withdrawing the regular grate-bars and letting the whole lower part of the fire tumble into the ash-pit, must necessarily be wasteful of fuel, but it has been found to be the most practical system. The fire under a boiler should be thin, to insure perfect combustion; hence it may be moved from one side to the other, so that .the clinker and ashes may be uncovered and removed. But a producer fire should be so thick that carbonic oxide only shall rise from it ; a thick fire cannot be thus manipulated. In several of the French works the ordinary producer without grates is employed ; the whole body of the fire rests on the floor of the ash-pit. It did not seem to me that less fuel was wasted here than with grates in cleaning fires. The bottom layer of the fire had to be drawn out with hooks, and there was nothing to prevent much coke from coming away with the clinker and ash. A producer shaped like a cupola furnace has many advantages, but if grates are employed the waste of coke in cleaning is not lessened. But the waste at the bottom of the fire is only a part of the waste in the ordinary producer. Safety records in the mineral industry for 1954 will do well to hold their own as compared with 1953, because of the poorer rate in the coalmining branches, even without the recent mine explosion at the No. 9 mine of the Jamison Coal & Coke Co., Farmington, W. Va., that killed 16 persons. .The cause of that disaster has not yet been ascertained. The metal-mining branch appears to have improved its record over the last year, however. Health Diesel equipment continues to be favored in non-coal mines. Equipment includes locomotives, trucks, tractors, and muckers. Of major concern and interest is the establishment of a new threshold limit for oxides of nitrogen-5 ppm as compared with 25 ppm. This gas is the most harmful component of diesel-engine exhaust gas

BEDS or lenses of potash and magnesium salts are found in a thick salt section (Salado) overlain by Rustler Red Beds in several members of which water is present and from one of which the refinery process water used by International is obtained. Most of the holes drilled are less than 1000 ft. deep, but some wildcat holes have exceeded 3000 ft. Cable or rotary tools are used to drill down to the salt. When samples of water are desired the cable rig is used, but when this is not necessary, and where caving material is present, the rotary rig has an advantage. The rotary rig has a further advantage in that only one machine is required to drill and core the entire hole, whereas the cable rig must be moved off to make way for the core drill. Casing is placed in the upper section of the hole as required to shut off water, and a 5 3/16-in. string is set in the top of the salt before coring starts. With the rotary rig drilling is often carried to the salt with no casing, as drilling mud seals off caving ground and water-bearing strata, and a string of 4-in, line pipe or 4-in. flush-joint casing is landed on top of salt. Several types of gasoline-powered core rigs have been used in the field and all recover a 2 1/2-in. core. More recently the Sullivan Model 37 rotary rig has been tried, and a Sullivan Model N has been adapted to use a rotary bit in the upper section. Core is recovered in 20 ft. sections with a double-tube core barrel, and the bit used is a bottom-discharge type set with diamonds. The drilling fluid must be a saturated brine to prevent solution and etching of the minerals present. Blowouts are apt to occur from nitrogen gas trapped under the several polyhalite beds, and some have been strong enough to blow the tools out of the hole. Core recovery is practically 100per cent. All holes are plugged after drilling, with cement through the salt section and opposite each water horizon, and mud through the remainder of the hole. Cores are carefully logged and preserved, and in sections containing potash and magnesium minerals they are quartered and analyzed. The correlation of ore beds between drill holes is briefly described.

APPLIED geophysics is the youngest child of that old branch of learning, that has been known from Aristotle's time as physics-the constitution and laws of nature. The mother science, with the help of mathematics, has given birth to many children, who, on becoming of age in the scientific sense, wedded more practical applications which later became known as electrical engineering, physical chemistry and acoustical engineering. Some vigorous sons still retain the family name, among which the most recent to take its place as a division of science is geophysics, which deals with the physics of the earth. Geophysics in its broad sense has many departments-meteorology, oceanography and seismology, to mention only three. Within the past 20 years, however, a special interest has arisen in the application of physical principles to, problems in geology, mining and civil engineering, with the consequent rapid growth of what has now been called "applied geophysics." Applied geophysics in this narrower sense is the application of experi-mental and theoretical physics to determine variations: and discontinuities in underground structures that cannot be ascertained from surface inspec-tion. It seems evident, then, that the physics department is the natural place in a university where the principles and methods involved should be taught and developed, for the physicist will also have had the requisite training in mathematics that the proper understanding of many methods now used will require. A knowledge of the procedure and principles, however, is not sufficient for the successful application of geophysical, methods. One may know the dynamics of flight of golf balls and of impact and yet not play a par game of golf ! The proper selection and use of the right club to suit the circumstances of the lay of the ball and an acquaintance with the possibilities and limitations of the strokes as well as the practical execution of the play is essential to a successful game. So, also, in the application of geophysical methods, it is important for the geophysicist to use the best device under the conditions presented, to know the limitations of the conclusions deduced from his physical measurements and to make the proper interpretation of the results. The major portion of the production of the Gulf Coast area, represented by South Texas and South Louisiana, comes from the flanks of well-defined salt domes. This oil, containing an excellent lubricating stock, ranges from 17° to 28° Be. gravity. Some lighter oil is encountered but the life of such fields is, in general, an open question. In fact, there are few light-gravity fields which have proved of much value. In all of the fields water encroachment, or, more properly, water produced with the oil, is a vital factor. After the first head of high-pressure gas is removed, ever-increasing percentages of water appear, and naturally the life of the wells is materially affected thereby. The sands are, as a rule, extremely fine, very soft, and must be carefully excluded from the hole by the use of fine screen to prevent sanding up. All sands are tipped at such extreme angles as to make coring essential for the location of water strata, oil-bearing sands and important shale. beds. Even with modern coring, the correlation of logs is a difficult problem. Due to the fact that the bulk of the oil is refined for its lubricating properties, little attention has been paid to losses by evaporation in the field. This is largely influenced by the fact that the major companies have set a price schedule, showing but two grades, "A" and "B." The average oil company, therefore, does not attempt to use the gas-lift but relies primarily on the air-lift and then only on wells considered to be particularly adapted to its use, namely those capable of producing large quantities of fluid and yet not having sufficient "kick" to flow. Furthermore, as the gas contained in the reservoirs is mostly ricthane such gas being very quickly vaporized and produced in large quantity in the early life of the fields, there is little gas left after the first flush flowing period of the wells. In fact, it is very generally conceded that gas is a precarious fuel to depend on in any of the coastal fields. This situation largely accounts for the fact that air, as the lifting medium, is almost universally used. In the average field, wells are drilled on the flanks of the domes in close proximity to one another, largely on account of the extreme dips of the formation and "town lot" leases, and space to set up machinery and

The extreme difficulty of obtaining a short and, at the same time, exact method for the determination of gold and silver in copper-materials has been well illustrated in "Assays of Copper and Copper-Matte," and its discussion, by Dr. A. R. Ledoux and other leading authorities on this subject.* Two general methods were used by the numerous assayers who took part in the symposium initiated by Dr. Ledoux, and whose results are given in the paper and discussion. One of these is the dry or fire-method, consisting of scorification and cupellation, the former being repeated if the percentage of copper is very high, all slags and cupels being assayed and the results so obtained added to the ordinary assay; and the copper retained by the silver buttons being determined and deducted from the combined weight of the buttons obtained from the assay of the original material, the scorification-slag, and the cupel. The other is the wet or combination-method, which, while not involving so much work, requires a longer time. Briefly, it is as follows : The material to be assayed is dissolved in nitric acid, the solution is diluted, and the fine undissolved gold is collected by means of sulphate of lead, formed by the addition of lend acetate and sulphuric acid to the solution, After standing from 12 to 24 hours, the precipitate is filtered off, and the silver in the filtrate is precipitated as a chloride or bromide, and collected by means of sulphate or bromide of lead. The solution containing this precipitate in suspension is again allowed to stand until the precipitate has settled. It is then filtered; both precipitates, containing the gold and silver, are dried, ignited and scorified, either separately or together, and the result is cupelled in the usual way.

AT this our first meeting I beg to call the attention of the members of our Institute to what is certainly a question of the greatest possible importance to the industries we represent; and more particularly to the welfare of the coal and iron trades : I refer to the enormous waste of coal in mining and in its preparation for market, as now practised in our anthracite coal-fields. It is a fact which many of you can certify to, that we are wasting fully one-ha f of all the coal in the veins we are now working, and there are cases, which might be mentioned where this proportion, immense as it is, has been greatly exceeded. The popular belief that our deposits of anthracite coal are "practically inexhaustible," is very far from being founded on facts. On the contrary, supposing the present rate of increase in the production to be maintained, it is probable that a maximum yield for our coal-fields would be attained in about fifteen years ; there are in fact some of our smaller basins where the principal veins are nearly exhausted and the production has already attained its maximum. There are others, again, where the depth attained-and it must be borne in mind that we commenced working at the surface outcrop-moderate though it is (scarcely ever reaching eight hundred feet), has so increased the cost of mining as to imperil the capital invested, and though it requires but little foresight to predict the time when the difficulties of mining will be very considerably increased by reason of the greater depth, greater quantity of water, fire-damp, and other fruitful sources of cost, yet, ignoring these recognized facts, we continue to waste more than one-half of the coal where it is obtained with the least danger, expense, and trouble, that is, near the surface-either above water-level or at a moderate depth below it. The inspection of almost any accurate mine map will satisfy you that, on an average, we leave fully one-third. of the coal in the ground as pillars to support the roof; in some places more than one-third thus remains, while it is very rare that less than one-quarter is left. In almost every case this coal is absolutely lost, for it will very rarely pay to reopen gangways and lay roads to it after that portion of the mine has been abandoned. The core recorder, a mechanical instr-ent for determining the exact depth at which core is recovered, drilled up or lost, is described. Examples of charts from the recorder are explained and interpreted. The uses of the core recorder are discussed. INTRODUCTION In the experience of geologists and engineers during coring operations on drilling wells, many will recall the times when a full core was not recovered and particularly when the requirement was urgent that they know exactly what part of the core was lost. To make this determination, the core recorder was designed. Its uses are many, and only the most obvious will be presented here. Although this discussion will be limited to drilling wells for petroleum, the core recorder can be used in any type of coring operation. The principle of the core recorder is the proportional reduction of the motion of core entering or dropping out of the core barrel to a stylus moving in such a manner as to record the reduced motion on a chart. The time element is registered on the same chart by the revolution of a clock which turns the chart drum. Thus the exact amount of core entering or dropping out of the core barrel is charted and the time of such entry or exit from the core barrel is precisely correlated to the depth at which the core is recovered or lost. Lack of movement of the stylus which is revealed by the continued revolution of the chart drum indicates that no core is entering the barrel. The principles are accomplished by an instrument placed inside of the core barrel. A cylinder which contains the clock and mechanical apparatus has a diameter smaller than that of the core barrel. Near the top of the cylinder is an eighteen hour clock which turns the drum that contains the chart. Near the bottom of the instrument is a serrated wheel which by friction against the inside of the core barrel is turned as core enters or drops out of the barrel.

It has been claimed (Eadington and Rosser, 1969) that when freshly precipitated lead sulfide is in contact with oxygen-containing water, there is an "induction period" of at least a few hours during which no detectable oxidation of the lead sulfide takes place This effect would be of the utmost importance for the adsorption of xanthate on galena in flotation mills. It was tried here to reproduce the results obtained in (Eadington and Rosser, 1969), but no "induction period" was found. Besides, reasons are given to prove that the oxidation mechanism proposed by Eadington and Prosser (1969) is not realistic.

Such problems may be subdivided, in the vocabulary of war, into those involving material and those centering about personnel. Of the two, the-latter group is the more difficult and obscure, as the factors involved are less clearly understood and the methods to be followed are not yet tested and standardized. When it is said that the market is weak, stocks large, and demand light, every business man understands clearly what is meant and. what course he should adopt to adjust himself, so far as possible, to such conditions. But when it is said that the rapid spread of Bolshevism in Europe is a danger to industrial organization in this country, it is difficult to have any assured sense that all that the statement may mean is clearly understood or that the means to be followed to meet such a situation are definitely known. Since Bolshevism is primarily a mental phenomenon and since the rupture it brings about in industrial organization should be prevented, if possible, it is my purpose to restrict this discussion of the activities of the Committee on Industrial Organization to some of its mental aspects, as the chairmen of the sub-committees, from their special knowledge of their own fields, can best set forth recent progress in the lines with which they are especially concerned. The first requisites of success in industrial organization, as in the biological organism of which it is the social counterpart, are unity of purpose and coordinated activity. Typical good and bad examples of this are the relative parts that the United States and Russia have played in the great war. These two factors are primarily mental, and it is not difficult to view the mental aspects of all problems of industrial organization as the most important ones. REJUVENATED is an apt word to apply to Chino, Kennecott's big open-pit mine at Santa Rita, New Mexico. Back in 1923 Chino was merged with Ray by an exchange of shares, and in 1926 the Ray-Chino combination was taken over by Nevada Consolidated through an issue of bonds that were traded for the Ray and Chino assets. Subsequently, of course, the whole package was acquired by the Kennecott Copper Corporation. On the basis of the terms of the Ray-Chino-Nevada exchanges, Chino was rated third in value, something less than thirty per cent of the total. In 1955 the appraisal would doubtless be forty per cent or more. But it is not only vis-a-vis Ray and Nevada that Chino has blossomed out. At the end of 1931, Chino ranked seventh among the Porphyries in point of output; whereas by the end of 1954 it was fifth,. having passed both Inspiration and Nevada Consolidated. Sharp curtailment in production in 1932-33-34 and total suspension in the two years following (see Fig. 21) found the property in a somewhat parlous position. However, the engineers had not been idle; they had been planning for the future, and in 1937 a far-reaching program of rejuvenation was launched. During the ensuing five years, capital expenditures totaled more than $8,500,000. Among the projects undertaken were the following: (1) Mine-Purchase of larger and better equipment for drilling, loading, and transporting the ore. (2) Mine-Beginning of the first systematic project to leach and recover copper in the waste dumps at the mine.

IN times of a falling metal market the mine operator attempts to remain in competition by lowering his overall cost and raising the grade of ore he processes. But these adjustments can be made only within narrow limits imposed by inherent characteristics of the operation. Is there some additional method whereby the break-even point can be lowered? One approach, perhaps the only one, to lower a break-even point is careful cost analysis considering both fixed and variable costs in relation to mining rate. The following is an analysis of cost distribution and its significance in determining the most economic combination of the factors of ore grade and tonnage output applicable to a given mining operation.

Russia produced over one-half of the world's petroleum in 1901. It dropped to a low figure in 1920 during the reorganization of the new government. Since then it has had a remarkable growth under the constant demands from the Central Bureau at Moscow. The five-year plan called for the development of all industries, many of which had permitted their equipment to gat out of repair or become obsolete, so that when the magic wand of authority demanded that they double, triple or quadruple their former production they looked to the oil industry for aid. This plan made necessary the building of new factories, dams and power stations; the developing of mines and agriculture, and in many places the building of cities and railroads. Exports were the solution and petroleum was the logical one to carry the load of development of the more backward industries. It had a ready market and fields located advantageously for transportation, which was cheap, and there was sufficient oil to meet the market demands at that time, as domestic consumption was not great. Fig. 1 shows the advance in production since 1925. There has been a. steady increase since 1920, and with the improved drilling equipment and improved methods it will increase as long as the now proved fields continue to produce new wells. The fields of Baku and Grozny have yielded 95 per cent of this production. IN accordance with the custom of recent years, the Institute joined with the Western Division of the American Mining Congress in holding a joint meeting at Joplin on Sept. 28, 29 and 30. Actually the meeting might be said to have begun on the 27th, since the Engineering Education Committee held two sessions on that day, which are reported on another page. In addition to these sessions there were informal gatherings in the Hotel Conner, which was the headquarters, on the golf links and elsewhere of all those who had arrived by Sunday morning. The technical sessions were formally opened on Monday morning by Robert E. Tally who, after suitable preliminary remarks, introduced A. Scott Thompson, of Miami, Okla. Mr. Thompson in welcoming the visitors to the Tri-State district said that it had come to be known as a poor man's country and at the present price of zinc did not find it difficult to live up to its name. He also referred to the work Mr. Tally had done for the stabilization of the mineral industry. H. Foster Bain, in responding to this address for the Institute, said that mining men generally felt at home in Joplin, that the solutions of their problems and the general practice that had been developed in the district were not only of great interest to them, but that visitors could learn much

The control of autogenous grinding circuits is very similar to the control of conventional grinding circuits. In both circuits the classifier must be operated to achieve the required degree of mineral liberation. Crude ore grade and grinding mill density are important in both circuits. The biggest difference between the control of the two circuits is the pronounced effect that crude ore changes have on autogenous circuits. The importance of crude grade, weight recovery, size and hardness is greatly magnified because the crude ore in the autogenous circuit is also supplying the grinding media. Crude ore sizing is a particularly critical factor in achieving efficient primary autogenous milling. Because of the above, computer control is advantageous for autogenous circuits. Changes in crude ore may necessitate rapid changes in the entire circuit control strategy, and only a computer can facilitate these changes. Also, the techniques of control are very different for conventional and for autogenous grinding. Set-point control is usually satisfactory in conventional circuits, but the multiplicity of varying conditions in an autogenous circuit usually require some type of computer optimizing search routine. Autogenous mills can be separated into two general types. In primary autogenous mills the media is obtained from the mill feed, and in pebble mills the sized pebble media is added separately from the material being ground.
