Crude oil production in Iraq during 1932 was maintained at slightly higher levels than in 1931, but the output continued to be restricted to the requirements of local consumers. The Iraq Petroleum Co., representing British, American and French interests, which has been operating within its concession east of the Tigris River since 1926, began drilling operations on Apr. 5, 1927, and completed its first well at Baba Gurgur on Oct. 14, 1927, to which area the company has since confined its drilling activities. Relatively small quantities of oil have been produced annually, but the products have been utilized in company operations and have not been offered on the Iraq market. The Khanaqin Oil Co., which has its field of operation at Naft Khana in the so-called Transferred Territories, has been supplying the Iraq market with petroleum products from Iraq wells since March 12, 1927. The output of the Khanaqin Oil Co. refinery, at Alwand, during the past three fiscal years ending March 31, has been as follows: (In Barrels of 42 Gallons Each) 1930 1931 11931 Gasoline................................. 102,940 104,571 118,012 Kerosene................................ 104,010 108,112 111,624 Fuel oil...........................1 286,9001 332,142 354,244 503,850 544,825 583,880 The Iraq Petroleum Co. has a small topping plant, with a capacity of about 150 bbl. a day, used in the manufacture of petroleum products for the company's own needs. During the 1932 fiscal year, the production was 3918 bbl. of gasoline and 2235 bbl. of kerosene, as compared with 8157 bbl. of gasoline and 6308 bbl. of kerosene during the preceding fiscal year.

Both drilling and production in Rumania showed increases in 1934 over 1933. The drilling totaled 1,138,000 ft. and production 63,500,-000 bbl., being increases of 50 and 15 per cent, respectively. During the year production gradually increased from 155,000 bbl. per day in January to 180,000 bbl. in September, and then declined slightly to the end of the year. The increases were largely due to competitive drilling in the Gura Ocnitei field (including west extension to Viforata). Wells completed during the year totaled 238, of which 215 were oil producers. The outstanding development of the year was the discovery by Steaua Romana of what appears to be a major field at Bucsani. Other important discoveries were a three-mile west extension of the Gura Ocnitei fault to Viforata and a five-mile east extension of the Moreni field to Calinesti. Strictly speaking, the latter cannot as yet be called an extension. Oil sands have been corded in the Meotic, and in all probability production will be established in 1935. Modern open-pit mining can be described as a capital-, labor-and energy-intensive, large-scale, mechanized, and highly repetitive bulk material preparation and handling operation, with emphasis on the word "mechanized." In hard rock, this generally means shovels loading blasted materials into haulage units for transport to processing plants, stockpiles, or waste dumps. Mine management deals with several primary concerns on a daily basis; e.g.: Will any serious accidents and labor problems occur today, and will the tonnage targets be met considering the physical condition of the equipment? The latter subject will be discussed from a maintenance perspective. A successful, progressive heavy equipment maintenance program that protects company assets involves many elements. They include: •Proper equipment selection and procurement •Well-trained and motivated workforce •Good shop facilities •Preventive maintenance (PM) program •Warehouse support •Operations-maintenance department cooperation •Meaningful paperwork

MANY grindability tests have been made in the Allis-Chalmers laboratory since the tabulated results were last published.1 The lists of standard ball-mill and standard rod-mill grindability tests are brought up to date in this paper, and considerable new material is added. This includes a tabulation of open-circuit grinding tests, with impact and compression-crushing tests. The standard ball-mill grindability tests (Table I) were made in a standard laboratory ball mill, 12 by 12 in. inside, running at 70 rpm, with a charge of 285 iron balls ranging from 1 1/2 to 3/4 in. in diameter and weighing 20,125 grams. Seven hundred cubic centimeters of minus 6-mesh stage-crushed dry feed was used, and the circulating load was maintained constant at 250 pct by adjusting the number of mill revolutions for each grinding period. Tests were made at all mesh sizes from 28 to 200, and the grindability is the number of net grams of screen undersize produced per revolution. The table includes 479 tests. It has been calculated that the ball mill does 52.3 joules of useful work on the ore per revolution2 with 93 joules input to the mill. The standard rod-mill grindability tests (Table 2) were made in a laboratory tilting rod mill, 12 in. in diameter by 24 in. long inside, with a wave-type lining, running at 46 rpm. The grinding charge consisted of six 1 1/4-in. diameter and two 1 3/4-in. diameter steel rods, all 21 in. long and weighing 33,380 grams. The mill was rotated level for eight revolutions, then tilted up 5° for one revolution, down 5° for one revolution, and returned to level for eight revolutions. It was discharged by tilting downward at 45° for 30 revolutions. Feed consisted of 1250 cc of minus 1/2-in. stone and the circulating load was maintained constant at 100 pct by adjusting the number of mill revolutions for each grinding period. Tests were made at all mesh sizes from 3 to 65, and the rod-mill grindability is the number of net grams of screen undersize produced per revolution. The table includes 105 tests. The impact and compression-crushing tests (Table 3) are given in a table that is an extension of a previous publication3 in which the method of testing was described in detail. Two equal hammers weighing about 30 lb each were arranged to strike simultaneous blows on opposite sides of the test specimen. Broken pieces of rock passing a 3-in. square and retained on a 2-in. square were set up with the smallest dimension between the hammers, and this distance was measured. The height of the hammers was increased slightly before each blow until the specimen broke, and the foot-pounds per inch of thickness was calculated. Ten pieces

GENERAL INTRODUCTION To paraphrase comments made by Black and Hoek(1) on the status of rock mechanics, the general methods of applied science related to rock mechanics are: a. Observe the phenomena of nature as they occur and, wherever possible, quantify the observations. b. Propound a model or theory to explain the phenomena observed. c. Test and develop the theory by further experimentation in the laboratory and in the field. d. Use the theory developed to predict behavior in similar or extended circumstances. e. Insure by measured experiment and observation that the predictions made are valid, or that deviations from the predicted behavior can be accounted for. f. Modify the theory and practice as necessary, and continue the process until more general laws can be formulated and applied, with a useful degree of confidence, to practical problems. This paper will present an infant concept. It will, in fact, propound a possibly useful theory to help explain commonly observed phenomena. It will test and develop the theory for a material similar in nature to some rocks. It will be used to predict behavior in the extended circumstances of a

GEORGE F. BECKER Dr. George Ferdinand Becker, notice of- whose death appeared in the May Bulletin, was born in New York City Jan. 5, 1847, the son of Alexander Christian Becker, member of a Danish family, and Sarah Cary Tuckernian Becker of Boston. Dr. Becker was the last member of the group of distinguished geologists who, in 1879, were associated with Clarence King at the time of the organization of the United States Geological Survey. He was a leader in mining geology and geophysics, and for many years had been the chief of the Division of Chemical and Physical Research in the Geological Survey, and the investigations under his direction led to the establishment of the Geophysical Laboratory of the Carnegie Institution of Washington. Dr. Becker was a graduate of Harvard University and received the degree of Doctor of Philosophy at Heidelberg, and in 1871 passed the final examinations at the Royal School of Mines in Berlin. He was for four years an instructor of mining and metallurgy in the University of California, from which he went to the United States Geological Survey. In 1896 he examined the gold and diamond mines f South Africa and at the time of the Spanish-American War was detailed to serve as geologist on the staff of General Bell with the army in the Philippine Islands. He died at his hone in Washington, D. C., on Apr. 20'.1

The brittle-ductile transition temperatures of single and poly crystalline chromium metal were studied as a function of nitrogen concentration and chromium nitride distribution. It was observed that In recent years there has been an increasing interest in chromium-base alloys for high-temperature applications. The principal disadvantages, however, have been the difficulties of fabrication and the design problems associated with a material of such limited ductility. Various studies have been the effects noted in the poly crystalline material are essentially reversed in the single crystals. These observations are discussed in terms of existing theories for the brittleness of chromium. conducted recently directed toward a determination of the cause of this brittleness and to find ways for minimizing its effects. Allen et al.,' Wain Abrahamson and rant,' and weaver4 have carried out studies on the effects of interstitial impurities on the brittle-ductile transition of chromium metal of various degrees of purity. These investigations have shown that oxygen has little or no effect on the transition temperature of chromium in all conditions studied but that carbon increases the transition temperature under all conditions tested. Nitrogen was found to increase the transition temperature in the wrought condition and in the quenched or cast conditionS but reportedly has no effect in the furnace-cooled condition.

ELECTRICITY must be safeguarded everywhere that it is used. The conditions that exist underground make the use of safeguards more essential there than almost anywhere else. Electric Shock Electric shock is the greatest danger in connection with the use of electricity in mines, because conditions existing underground are so favorable to its occurrence. Men are often obliged to work in more or less uncertain light near bare wires that are carrying dangerous potentials. The fact that the men are standing on the earth practically connects them to one terminal of the electric generator. The most dangerous piece of electrical equipment underground is the trolley wire. It is necessarily bare and extends for long distances throughout a mine, often less than a man's height from the track rail. Sometimes the making up of trips of cars must be done near low-hanging trolley wires. All bare wires offer the same danger that trolley wires do, although not to the same extent. Apparatus that has accidentally come in contact with the ungrounded side of an electric circuit is almost as dangerous as the trolley wire. A severe and even fatal shock may be obtained by coming in contact with the frame of a motor or a switch box that has become charged with electricity, or "alive," as it is usually termed. It is also possible to obtain shocks from the frames of locomotives and cars if track. sanding, poor bonding or a similar cause has put a high resistance to earth in the path of the current.

At the close of the Bethlehem Meeting, the writer was experimenting with large fuel-charges, 4000 Ibs. basis, as compared with 2000 Ibs., hot had not made sufficient progress to draw any safe conclusions. Previously me had always used 2000 Ibs. fuel, the ore-burden being proportioned to this as a basis. I could never persuade myself that there was any advantage to be derived from following the more popular method of larger fuel-charges. Our men were accustomed to the old way of filling ; and we did not care to run the risk of the errors likely to follow any alteration in routine work, particulary as I could not, by my course of reasoning, discover ally compensating gain. Nevertheless, after reading Mr. Gordon's discussion of Mr. Birkinbine's paper, '' Operations of Warwick Furnace from August 27th, 1880, to September 1st, 1885" (Transactions, xiv., 833), I determined to test by actual experiment the value of large fuel-charges : the change was made in the week commencing March 28th, 1886, and continued until July 25th, about four months. The fuel and ores remained during the trial the same as had been used before, and have been used since. For the first two weeks, the furnace worked with great regularity, giving excellent results, exceeding those of the two weeks immediately preceding. But for my remembrance that the furnace had on former occasions worked with equal uniformity for longer periods without any apparent reason, I should doubtless have concluded that this improvement was due to the different method of filling and congratulated myself that a means had at last been found to prevent inconvenient "dirt" accumulations. Before abjuring my previous skepticism, however, I resolved to pursue the trial further. The fourth meek developed the peculiar conditions that had prevailed previous to the change; and these continued with more or less frequency during May, June and July. At last, finding no improvement over the smaller charges—no change in fact for better or for worse—I commenced filling the 2000 lbs. fuel-charge in the latter part of July, and have continued it up to present writing, September 4th.

This brief resume of events, transpiring in Mexico, culled from the daily New York newspapers, since the last Bulletin went to press, does not indicate any degree of improvements in the situation. GENERAL ALVAREZ COURTMARTIALED AND SHOT General Francisco Alvarez of the anti-Government forces was captured in the battle in which General Aureliano Blanquet, Minister of War in the Huerta Cabinet, was killed, and was sentenced by a courtmartial and shot in spite of a specific order of the Supreme Court in Mexico City that the execution should not take place. General Alvarez was a member of the staff of Felix Diaz, and was a veteran of the old regular army of Mexico. MEXICO WILL NOT RECOGNIZE MONROE DOCTRINE Failure of the Allied Powers to invite Mexico to participate in the conference of neutrals at Paris aroused President Carranza to bitter resentment, which was enhanced by the incorporation of recognition of the Monroe Doctrine in the covenant of the League of Nations without consultation with Mexico. Statements were issued by the Mexican Foreign Office disavowing adherence to the Monroe Doctrine and announcing the withdrawal of the Mexican representative in France. Carranza had been awaiting an opportunity to get his agent away from Paris for the real reason that he had been unable to secure recognition from either the French or the British Government. Mexico announces, says the New York Times editorially, that "she has not recognized and will not recognize the Monroe Doctrine." "Nobody has asked her to recognize the Monroe Doctrine," continues the editorial. "The enforcement of the principles enunciated by President Monroe does not depend upon Mexico, upon anybody's recognition or non-recognition. The countries concerned in the Monroe Doctrine are the United States on the one hand, and countries not of this hemisphere on the other."

THE Youngstown Sheet & Tube Co. has produced a large tonnage of 0.35 to 0.45 carbon forging steel, the acceptance of which was based on the physical properties of test specimens obtained by forging the original 5 3/4 in. (14.5 cm.) square bloom to a ¾ in. (1.9 cm.) round. Annealed and tempered specimens were required. The test bars were annealed by heating from 900 ° to 950° C. and cooling slowly in mica. The test bars were tempered by heating to 825° to 875° C., quenching in water, and drawing to 515° to 535° C. Immediately after heat treatment, the test pieces were machined to a diameter of 0.534 in. (1.38 cm.) and tested. Very good physical properties were obtained and no difficulty was experienced in meeting the specifications called for. ULTIMATE STRENGTH, ELONGATION, LB. PER SQ. IN. PER CENT. IN 4 IN. NOT LESS THAN Annealed specimens 78,230 to 92,450 18 Tempered 120,000 to 149,350 9 After experience oil this material, production of slightly higher carbon forging steel was started. The method of testing this material required that test blooms be either normalized or annealed. The normalizing consisted in heating to 850° to 900° C. and cooling in still air; the annealing, in heating to 850° to 900° C. and cooling in the furnace or in mica. From the treated bloom, the test pieces were taken either by core drilling or by sawing from points midway between the edges and the intersection of the diagonals. The cores or blocks were turned to a standard 2-in. test piece with a diameter of 0.564 in. and tested without further treatment. The physical requirements of the test pieces were:

A massive transformation, 0 —am, takes place in a number of copper-based systems where the ß phase field at high temperatures extends to compositions that are slightly less solute-rich than the limits of the a phase field that exists at lower temperatures. Consequently a solid-state transformation becomes possible that does not involve a change of composition. Within this narrow range of composition the massive am phase can be usually produced in two ways: by a fast quench from the ß phase through the a phase field, or by pulse heating into the a phase field of an undecomposed ß phase retained at room temperature by a prior quench. In the Cu-Ga system the occurrence of a massive am phase has been also observed in alloys whose composition falls outside the equilibrium a phase field1 but not in the Cu-Zn system.2 We have recently observed the occurrence of the ß — am transformation also in two silver-based systems, Ag-Zn and Ag-Cd. The a and 0 phase fields in these systems again slightly "overlap" in a narrow composition range. In the Ag-Zn system this range falls between 36.7 and 40.2 at. pct Zn, and in the Ag-Cd system between approximately 41 and 42.5 at. pct Cd. Alloys were prepared from high-purity materials and cast in quartz tubes under inert atmosphere. No significant change of composition occurred during casting. After homogenizing in the 0 phase field, small pieces of each alloy were reheated at the homogenizing temperatures for a few minutes and quenched into various media. There were examined metallographic-ally after removal of surface layers that may have suffered from contamination or from the loss of the solute element. In the Ag-Zn system extensive areas of the am phase (identified by selective etching, observation of the slip trace variants, and occurrence of twinning) were observed in a comparatively low-zinc alloy (37.8 at. pct Zn) for all quenching media employed: iced

The passing of Benjamin Bowden Lawrence in January, 1921, was a distinct loss to the engineering profession. Mr. Lawrence had a genius for reviving abandoned mines and developing them into substantial producers. A notable example of his work in this line was the Dives-Pelican near Georgetown, Colo. While on an exploring expedition in 1888, he examined this old mine and was convinced that bonanza ore still existed there. He located the owners of the property, and induced them to place sufficient capital at his disposal to enable him to re-open and explore this mine. So confident was he of the outcome that he undertook this work on a profit-sharing basis without salary. Within eighteen months the old Dives-Pelican was operating profitably, and for the following ten years it paid very substantial dividends. The late Theodore N. Vail was one of the owners of this old mine, and many years later, at a dinner given to Mr. Lawrence by the Alumni of Columbia University, Mr. Vail told the story of the resuscitation of the Dives-Pelican by Mr. Lawrence, and declared that the dividends he himself had received provided a large part of the funds that made possible the realization of his dream of establishing the long-distance telephone in this country. The E1 Cobre mines at Santiago de Cuba also owed their renewed life to Mr. Lawrence. Under his management, these mines produced and shipped several million pounds of copper per year. He was for several years consulting engineer for the Kerr Lake and other silver mines in the Cobalt region; the Kerr Lake became famous as a silver producer. Mr. Lawrence spent more than twenty years of his life in the mining camps of the West. He was but twenty-one years of age, and only a few months out of college, when he was appointed manager of the great Chautauqua Lode (a silver mine) located on Glacier Mountain near Montezuma, Colo. Here, isolated in the mountains for several months each year by ice and snow, he worked for five years to make these mines Pay. He possessed unusual breadth of vision and human understanding; he had ''personality plus," and when he opened an office in New York City as consulting engineer he quickly rose to an enviable position in his profession. Young engineers worked with enthusiasm under his guidance. He carefully selected his men, discussed fully with them the plans and policies to be pursued, then left them free to accomplish results in their own way. The paper "Design of Surface and Near-Surface Construction in Rock" by Deere, Hendron, Jr., Patton, and Cording discloses a principal difference between civil and mining engineering as applied to openings in rock. Generally, the civil engineer considers an opening as an asset, where a mining engineer finds that most of his openings are a liability. The openings, or rock surfaces, treated in the paper by Deere and coauthors are designed for lasting stability and the foundations for dams, the diversion tunnels, abutments, and surface excavations are expected to be stable for long periods or provide continuous access and other useful purposes. Except for those openings used for the transportation of men, materials, ore, and for ventilation, the mining engineer finds that his underground openings serve no useful purpose once the mineralized rock has been removed. Usually, these openings create problems such as reduced ventilation efficiency, added requirements for scaling, sealing, and other tasks necessary to maintain or isolate the openings. The surface openings and mine plants present another liability to the mining engineer. After the product has been removed from the earth, the abandoned pits or strips, tailing ponds, dumps, and buildings sometimes become hazardous, unsightly, or occupy surface areas that could be used for other purposes. As a general rule, the various disciplines involved in rock mechanics have different objectives and uses for openings; however, the basic concepts regarding the design or control of openings in rock are similar for each discipline. The review by Deere and his coauthors contains examples of the duplications in this technology, and, in particular, the common approaches used by civil and mining engineers. Methods employed to beneficiate ores utilize relatively few fundamental principles to effect size reduction and concentration. In crushing and grinding only impact and compressive forces with a minor amount of shear are employed. In concentration, gravity, magnetic, electrostatic and flotation constitute the major methods of concentration with minor use of sizing, hand picking and adhesion. This industry, as all others, can expect in the near future to see the development of new techniques for improved efficiency, cost reduction, and exploitation of raw materials hitherto considered unmanageable. NATURAL AND INDUCED RADIOACTIVITY At the Canadian Department of Mines in Ottawa in 1946, C. M. Lapointe developed a picker belt system whereby radioactive ores could be concentrated by electromechanical means. This invention ultimately led to development of what is now refer- red to as the Lapointe Picker and which has been used commercially at Port Radium and Port Hope for the upgrading of jig concentrates. Basically, the system consisted of conveying sized uranium ore on a belt under a radioactivity detection device which in turn electronically operated a kicker or plunger that separated the ore from the gangue constituents. Thus, a new principle for mineral concentration, radioactivity, was introduced commercially.

THIS paper is an effort to explain in a simple manner the fundamental principles involved in examining a clay deposit for both quantity and quality and in operating a clay mine, either open-pit or underground, so that the best quality of finished material can be made from the raw material available. The writer is aware that what is recommended in this paper is everyday practice in many refractories plants and in some other heavy-clay products plants, but observations made while visiting practically every clay mine in Ohio have convinced him that the practices herein discussed are not as widely used as their importance warrants. It is true that the problem of mining for quality is more acute in refractories plants than in most heavy-clay products plants, yet some of the latter are finding it profitable to pay more than ordinary attention to the selection and blending of their raw materials. It is hoped that this short paper may prove helpful to some who are now finding it difficult to produce a uniform product of as high quality as their clay deposit seems to warrant. The coordination of the work of the clay mine or pit with the manufacturing plant, to the end that the best product possible be made from the raw material available, presupposes a rather intimate knowledge of the clay deposit. The knowledge must include not only information of the amount of clay-available but also rather detailed information about both vertical and horizontal variations in quality of the clay. This information should cover three things: quality, quantity, and location.

IT is not possible to include in this paper, limited as it is in scope, the many diverse steps toward the reduction of mine accidents that are taken in the mines that produce the nation's coal. Every coal-producing state has enacted laws covering proper mining practices, and the major portion of these are directly related to the safety of the mine employees. The United States Bureau of Mines, the American Institute of Mining and Metallurgical Engineers, The American Mining Congress, a number of national, regional and state organizations, as well as the coal technical press, have covered time and time again all of the "do" and "don't" phases of mine operation that bear on the important question of mine and employee safety. Within the past 15 years The Union Pacific Coal Co. has attempted to put into practice in its mines in southern Wyoming these many good recommendations, finding some value in all, and yet, to secure substantial results, the management found it necessary to resort in the end to what might be referred to as "extra-territorial" methods. It is the writer's purpose to show in this paper that marked and even extraordinary betterment can be brought about when employer and employee work together with due sincerity. In presenting our own experience, one that has been duplicated in so far as results are concerned on numerous other properties, no theory of perfection of management exists; on the other hand, our organization feels that as long as our record of accidents remains as shown by even our latest and best performance we still have far to go. It is the writer's purpose to show in this paper that marked and even extraordinary betterment can be brought about when employer and employee work together with due sincerity. In presenting our own experience, one that has been duplicated in so far as results are concerned on numerous other properties, no theory of perfection of management exists; on the other hand, our organization feels that as long as our record of accidents remains as shown by even our latest and best performance we still have far to go.
