Background The annual awards, which have been given by the US National Committee for Rock Mechanics since its inception in 1969, recognize out- standing research in rock mechanics. Such recognition has always been accompanied by a plaque or certificate for the winners and a presentation at the symposium awards banquet. Starting this year, the US National Committee will give the winners even more recognition and allow the rock mechanics community to benefit from the papers by publishing abstracts of the work in the proceedings of the 25th US Symposium on Rock Mechanics and in various society journals and news letters. "We hope this will stimulate the production of more research papers," said William R. Judd, former chairman on the subpanel of awards. "It's beneficial for researchers to have their work published as an award paper." There are four categories of awards: Basic Research, Applied Research, Case History, and Student Masters' Thesis. Approximately ten papers are nominated annually for each category; however, in some years awards are not made in all four categories. For instance, there were not enough case history nominations in 1983 for an award, but there were two equally outstanding recipients of the award for applied research. The winners of the 1983 research awards reflect the wide variety of professions involved with rock mechanics. They are introduced on the following pages by category, and accompanied by an abstract of the paper

THE Institute assembled in Packer Hall of the Lehigh University, the President, Mr. David Thomas, of Catasauqua in the chair. Professor Henry Coppée, President of the Lehigh University, made an address of welcome to the Institute, and placed at its disposal a convenient hall for purposes of meeting. Mr. Thomas tendered his resignation as President of the Institute, as advancing years prevented him from actively participating in its meetings. The Institute declined to accept the resignation, and, on the assurance that active duties would not be expected of him, Mr. Thomas was induced to withdraw it. Invitations were received from Mr. B. C. Webster, President of the Lehigh Zinc Company, to visit the mines and works of the company; from Mr. Charles Brodhead, to visit the Chapman Slate Quarries; and from the Lehigh Coal and Navigation Company, to visit their works at Summit Hill and Mauch Chunk and the Nesquehoning Tunnel. The Council reported the names of persons already elected in the two classes of members and associates. The following resolutions were passed : Resolved, That a committee of three be appointed, who shall take into consideration the printing and publishing of papers originating with the Institute, and that a uniform system as regards size and execution be adopted. The committee appointed consisted of Messrs. R. W. Raymond, E. B. Coxe, and the Secretary. Resolved, That the Council design and prepare a seal for the Institute at the earliest practicable time. THERMODYNAMIC calculations indicate that boron is a better deoxidizer than silicon but probably is not quite as effective as aluminum. Boron should, therefore, be readily oxidized out of the open-hearth bath, which implies that it is not recovered in significant concentration from any scrap charged; also that, if added in the ladle, it tends to oxidize out during teeming unless protected by the presence of a. better deoxidizing agent. These conclusions do not apply to liquid cast iron, in which the oxygen content is much lower than in liquid steel. The possibility of conserving certain strategic alloying elements widely used in steelmaking, notably manganeie, chromium and molybdenum, by the use of boron, which in small concentration appears to be extraordinarily effective in promoting hardenability, raises a question as to what extent any boron present in the scrap charged into the open hearth is oxidized out during melting and subsequent refining. This question is significant because the optimum concentration of boron in the finished steel, which is fairly critical, would be very difficult to attain if the boron in the charge were largely retained in the metal. Moreover, unless boron is substantially eliminated in the open-hearth process its use on a large scale would eventually make it impossible to produce boron-free steel except by restricting the charge to virgin material. There is at present, unfortunately, virtually no satisfactory direct evidence to provide an answer to this question; but there are indications from practice that boron is oxidized out in the open hearth in the production of medium or low-carbon steel, although it may be retained if the carbon content remains fairly high; that is, if the oxygen is kept fairly low. In the absence of direct data, it is necessary to rely upon the indications of indirect evidence, the best approach now available being a thermodynamic calculation of the deoxidizing power of boron in liquid steel by the general method used so successfully by Chipman1 in his study of the reactions in the open-hearth process. The thermal data for boron, upon which such a calculation must be based, are reasonably satisfactory; the only quantities not directly determined are the entropy of melting of boron, the activity coefficient of boron in liquid steel, and the activity coefficient of B203 in an open-hearth slag; but these values may be estimated with ample accuracy. The results of this calculation, which is presented later, are given in Table I, together with corresponding data for other deoxidizing elements. THERE is an ever-increasing demand for furnaces with controlled atmosphere, due to the large quantities of steel being used in the automotive industry, such as the .high-chromium stainless irons, the 18 Cr, 8 Ni stainless iron and low-carbon steel sheets. The difficulties involved in the annealing of such materials, if they are to be kept absolutely free from oxidation, are many. It is possible to bright-anneal these steels in small laboratory hydrogen furnaces, using specially purified hydrogen and taking some additional precautions. In the first place, the insulation, usually of alumina or magnesia, holds small amounts of water vapor, which it is almost impossible to remove completely. Secondly, there is always condensation of water vapor in the cooling chambers of such furnaces, and with the continuous circulation of the hydrogen gas in the furnace, the water vapor is carried from the cooling chamber back into the heating chamber. This water vapor oxidizes the charge. Lastly, the supply of moisture is made sure by the diffusion of small amounts of air from the atmosphere into the furnace against the pressure of the hydrogen. The oxygen combines with the hydrogen and forms more water. Under such conditions there is, little gained by using specially purified gas, because it becomes contaminated after reaching the furnace.

The Moffat tunnel passes through the continental divide about 50 miles west of Denver, Colo., on the Denver & Salt Lake R. R.: It is 16 ft. wide, 24 ft. high, and 32,383 ft. long, a distance of a little more than 6 miles. The advantages accruing from its construction may be briefly summarized as follows: The tunnel eliminates 27 miles of grade averaging more than 3.5 per cent. and actually running well over 4 per cent. in many places, and changes the steepest grade from 4.5 to 2 per cent. It reduced the peak of the railroad from 11,660 to 9249 ft. which enables one engine to pull four times as much freight as it could before the tunnel was built. If the Denver & Salt Lake R. R. completes its line, this road will shorten the distance between Denver and Salt Lake City by 200 miles and will have no steeper grades than the lines now connecting the two cities. The proposal to drive the tunnel through the divide dates back about 25 years and D. H. Moffat, who was the leading spirit in the organization of the Denver & Salt Lake R. R. spent much of his time and energy in efforts to raise money for the tunnel that bears his name. He was unsuccessful and died before the work was started. In 1920 an effort was made to obtain state legislation favoring a bond issue to finance three important railroad tunnels in Colorado but the measure was defeated, largely through the efforts of the citizens of the region near Pueblo. A few years later devastating floods caused the Pueblo voters to seek relief from the state and at this time they withdrew their objection to the tunnel bond issue. As a result, a $6,720,000 bond was issued to finance the Moffat tunnel. Construction bids were so high that the work was finally allotted on a scheme analogous to a cost-plus basis. The contract was awarded to Hitchcock and Tinckler, who are paid a fee of $140,000 for driving the tunnel. All bills are paid by the Moffat Tunnel Commission. The contract was let Sept. 19, 1923, and Hitchcock and Tinckler agreed to complete the work by July 19, 1927. An investigation of the effect of size on the deformation properties of metal single crystals made it desirable to grow from the melt cylindrical aluminum single crystals possessing exactly the same crystallographic orientation but varying in diameter. Methods for the growth of rather large (up to 3 in. diam) aluminum single crystals in molds of the desired shape are well known. However, when one applies the same techniques to the growth of smaller (less than 1/8-in. diam) specimens many additional problems arise. Two of the major problems are the construction of the molds to be used and the removal of the thin specimens from these molds without deformation after growth has been completed. Also the problem of the constraint forces exerted by the mold on the specimen is much more pronounced for the smaller specimens. The technique described herein is a zone-melting method in which no mold is used since the surface tension of the molten metal and its oxide is sufficient to retain the melt. The specimen is suspended vertically in a manner similar to that of Keck and Golay.2 However, while Keck and Golay supported the specimen from both ends, the method used here supports the specimen only at the upper end. The surface tension of the molten aluminum and aluminum oxide contains the melt and suspends a length of newly grown crystal that has already passed through the molten zone until the weight of the newly grown crystal is equal to the component of surface tension holding the specimen together in the molten region. When the weight of the newly grown crystal is equal to the component of surface tension holding the specimen together the specimen pulls in two in the molten zone. The length of crystal which can be grown before this separation occurs varies with the diameter of the specimen and the size of the molten zone. In order to prevent the specimen from pulling in two a tube of glycerine is placed beneath the furnace in such a manner that the newly grown crystal passes into the glycerine which provides sufficient buoyancy to allow aluminum single crystals in wire form to be grown to lengths determined only by the length of the tube containing the glycerine. A schematic diagram of the experimental arrangement is shown in Fig. 1. The furnace used is constructed as follows. High-resistance nichrome wire is coiled on a 3/8-in. diam fused quartz tube. The distance between the windings is much less over a length of about 3/8 in. at the center so as to develop a hot spot. This core is located in the center of a 4-in. diam steel cylinder 5 in. in height and insulated from it by Kayolite. The temperature of the furnace is controlled by means of a thermocouple located near the central hot spot and a Minneapolis-Honeywell temperature controller. Temperature ins,ide the furnace is measured with a thermocouple and a standard potentiometer in the usual manner. By the above method it is possible to grow high-purity (99.99 pct Al) aluminum single-crystal wires over a range of sizes. Crystals varying from 1/8 to 1/64-in. diam were grown by the authors. Since the tube containing the glycerine cannot contain a crystal longer than approximately 3 ft, the growth of crystals longer than this presents another problem. A description of some of the magnetic ore-deposits in this region should be of interest to the mining and metallurgical public, inasmuch as very little has been said or written concerning them. I refer to the magnetite deposits of Franklin and Henry counties, Va., and of Stokes county, N. C. These deposits remained comparatively unexplored until recently, when the construction of the Roanoke & Southern R. R. through this territory has called attention to them, by furnishing the means of transportation for the ores. It is true that the ores have long been known, at least locally, and were smelted in catalan forges and old-fashioned, cold-blast charcoal-furnaces long before and during the late war. At the present time, however, the old workings are caved in, filled up and over-grown to such an extent that, as a rule, but little can be learned from them. No prospecting of any consequence has been done, and as my time was too limited and the territory to be examined too extensive to permit additional openings of a more satisfactory nature to be made, the incormpleteness of some of the data I have to offer (notably, those referring to the absolute width of the veins) will be pardoned. It will hardly be necessary to say that this ore-bearing formation belongs to the Archaean, or Eozoic age, the usually occurring rocks being schist, shale, gneiss, granite, sandstone and quartzite. The stratigraphy is, as a rule, quite regular (excepting in the Danbury section, Stokes county, N. C.), the general strike being northeast and southwest, and the dip nearly vertical. With the constantly increasing sales competition, coal to be sold today must meet the test of quality in every respect. The producers must be able to make all marketable sizes that will meet such general requirements as follows: 1. Ash content must be consistently low, depending upon the use to be made of the coal. 2. Sulfur content must be controlled accurately according to requirements. 3. All sizes must be positively free from visible impurities. 4. Free moisture of washed sizes must be reduced to a minimum. 5. The freezing of wet coal in cars must be prevented. 6. The percentage of fines in small mixed sizes must be controlled to give the uniform and proper combustion when used on various types of automatic stokers. 7. The undersize particles or degradation caused by handling must be kept to an absolute minimum in all sizes loaded. Many difficulties may be met in bringing any particular coal to meet these quality requirements, because the extent to which the quality of a coal may be controlled is determined largely by its physical characteristics. Preparation of an Impure Coal Bed The application of modern and scientific methods in the controlled preparation of bituminous coal from a bed in the mid-western field will illustrate the results that can be accomplished by adequate preparation: The bed referred to contains coal inherently excellent as to low ash and other desirable characteristics; in fact, the coal itself is one of the best in the field. It is, however, divided into four layers by dirt bands of soft shale 1 to 2 in. thick. It also contains much sulfur in the form of sulfur lenses and laminated sheets. THIS topic was discussed at the meeting in St. Louis in September, 1917, and at the meeting in New York in February last, but in the interval the war has accentuated in measurable degree the necessity for considering human relationship, not only as between nations, or in the treatment of our returning soldiers, but with respect to the relations between labor and capital in industry. It is my firm conviction that no other subject will have so large a place in industrial and political life during the next decade as this. Heretofore, the employer has been so engrossed with the financial, mechanical, and technical aspects of his business that he, has been willing to muddle through 'his relations with labor as best lie might and, on the other hand, the laborer has been so engrossed in his endeavors to secure a livelihood under whatever living and working conditions might be offered him that he has given little thought to his relations to his employer, until some misunderstanding has ended in disagreement and strike. No thinking man doubts that were the machinery available for friendly, personal, face-to-face consideration of the problems confronting employer and employee, there would he fewer disagreements, fewer strikes, and a better and more settled industrial situation. The necessity for some such medium for exchange of views has resulted in the organization of labor and, in some measure, of capital. Each party, engrossed only in defending its own viewpoint, has generally tried to gain its point by might rather than by right. Gradually, however, the representatives of both elements are beginning to appreciate that when the machinery for bringing them together in friendly communion is available their differences frequently settle themselves. There remain yet vast numbers of employers and of employees who are not organized and to whom the opportunity of friendly discussion of differences is not available; for these the machinery should he provided.

Coal, which was discovered in Utah in 1849, covers about 18% of the total area. Production in 1981 was more than 13 Mt (14 million st). However, some Utah coal mines are quite gassy. If longwall face technology is applied, then release of a large volume of methane may be expected during the mining process. Investigations on methane content have been made by use of an isothermic bubble desorbometer. A desorbable methane content of 0.5 to 16 m3/t (20 to 632 cu ft per st) of coal has been determined.

A computer program has been developed to simulate a gas transmission 1ine operating under transient conditions. The program was developed by application of the basic mass and momentum balance equations. The nonlinear equations thus obtained were transformed by the method of characteristics and finite-difference techniques to make them suitable for machine computation. Three tests of the computer program were made. In each of these, the initial condition was assumed to be steady-state flow, the inlet density was held constant at the initial condition, and the outlet mass flow rate was varied with time. One test was theoretical in nature, but the others were made for direct comparison with actual field data. Results of the tests are presented in graphical form. INTRODUCTION Theoretical investigations of the transient flow of gas in long pipelines have been limited in number. In 1951, Olds and Sage4 developed a gaphical method of solving the nonlinear flow equations describing transient gas flow in a long pipeline. Research in this field at the U. of Oklahoma was initiated by Nelson1 in 1956. Nelson utilized a computer to solve numerical equations involving a lengthy trial-and-error procedure, and his results have been reported in the literature? It does not seem likely that Nelson's method can be extended to the analysis of transient behavior of pipeline networks; therefore, the investigation to be discussed in this paper was undertaken to improve and extend the previous work. The following discussion presents, briefly: (1) the basic differential equations governing transient flow, (2) transformation of these equations into a form suitable for machine computation. (3) role of boundary conditions in the calculations, (4) a very brief description of the computer program which was developed to simulate the pipeline and (5) results of tests of the computer program.

Discussion of the paper of T. D. YENSEN, presented at the New York meeting, February, 1916, and printed in Bulletin No. 110, February, 1916, pp. 483 to 512. JOHN A. MATHEWS, Syracuse, N. Y.-Concerning the critical composition of the steel containing 2.50 per cent. of silicon, I may say that 12 or 13 years ago we made some of these alloys. They. were not as pure as the alloys made by Mr. Yensen, nor were they melted in vacuo, but one of them contained exactly 2.50 per cent. silicon, and about 0.25 per cent. carbon. It gave us no trouble whatever in hammering to a billet or rolling into bars, nor even when rolling into ¼ -in. wire rods. The steel in question was practically free from everything except carbon or silicon and contained no manganese sulphur or phosphorus worth mention. The alloy containing 2.50 per cent. of silicon worked perfectly well, as well as one containing 0.5 per cent. silicon, and it seems to me that further work should be done by Mr. Yensen on the physical properties of alloys at this seemingly critical change point. W. E. -RUDER, Schenectady, N. Y.-We -have made silicon steels of practically every composition and have never obtained any material under 5 or 6 per cent. of silicon which was brittle. This may be due, of course, to the presence of carbon, in some of the 'commercial materials, and I presume that Mr. Yensen would argue that the: presence of this carbon might prevent inter-granular brittleness. However, all of our silicon steels, up to 5 per cent. of silicon, by treatment in hydrogen at temperatures near the melting point, can be made to show inter-granular brittleness. Furthermore, the material made brittle in this way could be restored by treating at the same temperature in hydrogen containing a hydrocarbon vapor. Cadmium, along with other impurities such as lead, gallium, germanium and indium, is characteristically found associated with zinc ores, the average ratio of zinc to cadmium being about 200 to 1. The increasing demand for cadmium has led most zinc producers to develop a means for its recovery. The separation and recovery of this byproduct constitutes an important development in the metallurgical field. Zinc sulphide concentrates, principally from domestic sources, are processed at Donora Zinc Works and they assay approximately 60 pct zinc, 30 pct sulphur, 0.37 pct cadmium, and 0.8 pct lead. Concentrates are roasted to convert zinc sulphide to zinc oxide. Sulphur evolved as sulphur dioxide is used to manufacture 60º Baume sulphuric acid by the lead chamber process. The roasted calcine is sintered to remove the remaining sulphur and volatile impurities. Fume from the sintering machines is collected by Cottrell pre-cipitators and sent to the Cadmium Department for cadmium removal. The sintered product, a crude zinc oxide, is then mixed with coke and salt and charged into horizontal retorts for reduction to zinc metal. Furnace residues are then passed through a Waelz kiln which recovers practically all of the remaining zinc as an oxide. This oxide is collected by Cottrell precipi-tators and returned to the sintering plant for further processing. The following discussion covers operating procedure, and equipment used in the Cadmium Department for the manufacture of cadmium and its byproducts. (See attached Flow Sheet, Fig 1.) The production of cadmium may be divided into several steps, each of which will be discussed separately. These steps are as follows: 1. Raw Materials—Sinter Plant Cottrell dust, acid sludge and sulphuric acid. 2. Sulphating—Separation of lead. 3. Purification—Separation of impurities other than zinc. 4. Precipitation—Separation of cadmium from zinc. 5. Briquetting—Preparation of sponge for charging to furnace. 6. Smelting—Distillation of cadmium metal. 7. Remelting—Casting into commercial shapes. 8. Recovery of Rare Metals—Separation of germanium, gallium and indium. Raw Materials The raw material, or Sinter Plant Cottrell dust, from which the cadmium is manufactured, is recovered by Cottrell units collecting fume from two Dwight-Lloyd sintering machines. An average analysis of this dust is 36 pct zinc, 1.5 pct sulphur, 17 pct lead, and 5.5 pct cadmium, with associated elements in smaller amounts. A lesser tonnage of material removed from the sintering machine fans, and called fan cleanings, is also treated for cadmium. It is lower grade material and analyzes approximately 41 pct zinc, 1.2 pct sulphur, 14 pct lead, and 4 pct cadmium. Cottrell dust and fan cleanings are delivered to the Cadmium Department by monorail crane in bell-bottomed dump buckets. Acid sludge and 60" Bauine sulphuric acid are received from the Acid Department. The acid sludge is a mixture of lead sulphate, sulphuric acid and zinc sulphate, and is recovered mainly from the floors of the acid chambers or storage tanks. The acid sludge is delivered to the Cadmium Plant in a lead lined bucket. The 60º Baume sulphuric acid is delivered through a lead pipe to a lead lined storage tank. Sulphating Four well ventilated lead lined sulphating tanks, 8 1/2 ft in diam by 12 ft deep, are used. These are steel tanks lined with 20 lb lead on the bottom and 16 lb lead on the ides, equipped with Hastelloy side agitators. 15 hp motors drive 24 in. propellers at 450 rpm. There are water connections to stuffing boxes to keep sludge from entering the bearings. The tanks are covered with removable wooden lids and are connected to marine plywood

THE plant of the Boston and Colorado Smelting Company, at Argo, Colo., has not received special notice in technical or scientific publications for some time past. Dr. Peters' described the development of the reverberatory furnace used at Argo, but he dealt almost exclusively with the increase in size and the corresponding gain in capacity. Since the time of his description the changed conditions have led to a modification of the former smelting practice, and this modification forms the basis of the present paper. No claim is made for personal originality in connection with these improvements, in fact, I expressly disclaim any such intention, since nearly every successful step in the development of the process now used at Argo has been suggested by Dr. Richard Pearce at various times during the past 12 years, though perhaps in a different manner of exe¬cution. These changes would undoubtedly have been made before, were it not that many problems of greater metallurgical importance and momentarily of more urgent need thus had to be solved. At the time to which I refer, economic conditions demanded mainly an increase of capacity. Moreover, the determination and placing of exact losses in smelting were not so imperative as they now are. About three years ago, the time of my appointment to the - management of. the works of the Boston and Colorado Smelting Co., the great decline in the price of copper occurred; the Argo plant, in common with all others engaged in the copper-industry, lost heavily in the market-value of the stocks on hand of ore and furnace-products. Added to this was the unfortunate circumstance that the copper-supply of the Argo plant from general sources began to dwindle; in fact, it almost entirely ceased. The production of oil in the Rocky Mountain district, including southeastern New Mexico, increased from 33,048,630 bbl. in 1930 to 34,325,163 bbl. in 1931. This increase was due to production in New Mexico, which exceeded the 1930 figure by approximately 5,000,000 barrels. Total production by fields is given in Table 1. Exploration during 1931 resulted in the discovery of a new oil-producing horizon in the Big Muddy field in Natrona County, Wyoming, and ' the discovery of a new gas pool in the Powder Wash structure, Moffat County, northwestern Colorado. Gas was discovered also in the Frontier sands of the Bunker Hill dome, Carbon County, Wyoming, but no test has yet been made by which to determine the significance of this discovery. All other exploration which resulted in increasing the known reserves of oil and gas in the district was confined to drilling in partly outlined fields where known limits of production were extended. During the year two major gas pipe lines were completed in western Montana, and one in southwestern New Mexico was extended into Arizona. One new project involving the marketing of natural gas from Wyoming fields included the conversion of an existing oil line to a gas line to serve towns in southeastern Wyoming and western Nebraska. Colorado The decline of 132,501 bbl. in the production of oil in the Colorado fields during 1931 from the figure of 1930 is due to the natural decline of existing wells, partly offset by the increased production in the Greasewood area. New exploration was limited largely to northeastern Colorado, where attempts were made to find oil in areas adjacent to the Grease-wood field. Powder Wash, Moffat County.—The Ohio Oil Co. is to be credited with the discovery of a gas field in the Power Wash structure in Moffat County, Colorado. The initial well drilled in sec. 5-11-97 encountered a sand at a depth of 2152 ft. which produced 34,188,000 cu. ft. of gas on an open-flow test. The rock pressure was reported as 630 Ib.

PRESIDENT DOWLING'S ? ADDRESS I feel that it is a great honor to be invited to reply to this toast on behalf of the Canadian Mining Institute. I wish to thank you for your very cordial reception of the toast and for the sentiments expressed in your invitation to the Institute to cooperate in a series of joint meetings. It is an earnest of the mutual regard which the peoples of the two countries have for each other. We have been allies in a very great war and the feelings of good-will engendered by that alliance will survive, I believe, through the strenuous times of peace. The other nations of the alliance had through many changes in history, fought each other and for each other and had thereby gained a clear conception of the social aims and moral character of their peoples. With this knowledge came mutual trust-the one element necessary for united action or lasting agreement. On this continent the two peoples are drawn together by bonds of a common origin and, largely, a common language. No war has been necessary to force declarations of national aims on which to base terms of amity and now our peoples who had studied the arts of peace together have together passed through fire-drawn into the conflict by a like horror at the sacrilege of the crucifixion of the rights of humanity. Their courage and manhood has been tested at Ypres and Chateau Thiery by the great assayer war, and, together, with thankful hearts we see the triumph of right over night and better than ever know that we have the same conception of the government of the people for the people. We are met to celebrate the close of the association of our brethren it the front in the fight for freedom for the world-a freedom that to us hems natural but which to the majority of the allied nations is a heritage derived from the protest made by the American colonies against German ideas of government of which remnants had until then survived in Great Britain.

Over a period of years the Crestmore plant of the Riverside Cement Co. has been supplied with limestone from the Chino limestone bed. The limestone bed dips about 40º and extends 1500 ft along the strike. Thickness of the bed is such that horizontal distance from footwall to hanging wall varies from 400 to 1200 ft. When the new room and pillar mining system was instituted the haulage units used for development were model C Tournarockers. Four of these diesel units were purchased with the idea of using them solely for development work since it was realized that they would have to be supplemented by additional, and perhaps larger haulers.

INTRODUCTION THE present war in Europe seems to have stimulated the demand for quicksilver. In July last, the price ranged around $35 per flask of 75 lb., while to-day it seems to fluctuate between $47.50 and $50. The use of quicksilver in the form of fulminate, containing 70 per cent., and as corrosive sublimate, containing 73.8 per cent., must be extensive and a further market advance may be expected. With such an advance, some revival in quicksilver mining maybe looked for, particularly in California, where many abandoned properties exist. What can be done with low-grade quicksilver ores under favorable conditions, particularly with low mining cost, may be seen from the following description of the Oceanic mine, near. San Luis Obispo, Cal. Its operations date back to 1876, when rich sand ores were discovered. In three years 7,400 flasks of quick-silver were produced, but since then the deposit has been only sporadically worked. Until two years ago various attempts had been made by the Oceanic Quicksilver Co. to mine the more refractory "mud rock," which was encountered lying beyond the "sand rock." Mud and sand rock in varying quantities were treated together with poor results, but operations were successful with sand rock of fair percentage. About two years ago,, when all the sand rock had been exhausted, Murray Innes purchased the Oceanic mine. He found large quantities of low-grade mud rock, varying from 6 to 8 lb. of quicksilver per ton, which at the prevailing low price of quick-silver demanded very cheap mining costs, in conjunction with high but cheap metallurgical extraction. At that time the extraction of quicksilver from mud rock ranged between 40 and 50 per cent., as far as I am able to, learn.

THE situation in 1872, from the standpoint of the prospector, the locator, the possessory claimant, and the patentee of mineral land under Federal statutes, cannot be understood without a knowledge of the situation prior to 1866, and between 1866 and 1872. The Situation before 1866 The western public domain acquired by the United States through treaties, as the result of conquest or purchase, was invaded after Marshall's re-discovery of gold in California, by an overwhelming multitude of prospectors and miners from all parts of the world. The mineral lands of the whole Pacific slope were practically unsurveyed. Congress, disgusted with the experiment of leasing mineral lands; which it had tried for 40 years, and abandoned in 1847, enacted no laws for the management of these public mineral lands, and the pioneers made their own laws governing mining titles. These local regulations applied at first to gulch-mining in the auriferous river-beds only; and they constituted a simple and practical system, adapted to the needs and means of primitive communities-significantly called "camps." They had the means of measuring distances, but not angles; they knew no -property except personal property in the form of pickaxes, pans, supplies, camp-equipage, horses or mules, and mining rights. The earliest codes which they developed expressed what might be called the law of the lariat. With the lariat they measured the distance assigned to each miner along the gold-bearing gulch-a double portion to the discoverer, and a single portion to his successors, in the order of their coming. With the lariat, they hung, after such due process of law as was available, the rascal who stole a horse, or a bag of gold-dust, or a; mining claim, or killed another man without giving him fair notice and a chance to defend himself. In these pioneer codes, adopted in mass-meetings and enforced by the same authority, two features concern us most:
