PREPARATION of mechanically loaded coal in mines where seams contain considerable impurities is a subject that requires careful consideration before machines are installed, unless provision is made at the tipple for its preparation. Conditions vary a great deal in the different seams, so much so that a mechanical loader may be unsuccessful in one seam and yet the same machine may make good in another where conditions are different. The effect of impurities in the coal seam on mechanical loading will also vary according to the thickness of the seam. In thin seams impurities will be more difficult to remove than from thick seams, as will appear later. For the past several years the New River Co. has done considerable experimenting with loading equipment and during this process has changed from one machine to another.

During the past two years the writer has been traveling in the Lewis and Clarke timber reserve, locating the boundaries and reference-monuments for the Geological Survey. The Lewis and Clarke reserve lies in northwestern Montana. The region is very mouutainous, the main range of the Rocky mountains passing through it, dividing the waters of the Columbia and Missouri rivers. The mountains do not rise in one important and well-defined backbone, but in a series of parallel ridges, striking nearly northwest and southeast. Between these ridges, and, in general, parallel to them, are the drainage-systems. Beginning at the west, the rivers are the Swan, emptying into the Flathead lake, the South fork and the Middle fork of Flathead river, both emptying into the main Flathead river, which, in turn, empties into the lake of that name. The continental divide passes through the reserve from the southeast corner to the middle of the northern boundary, and the stream of most importance east of it is the Sun river, which heads well toward the north, and flows southeasterly and then eastward, and, emerging from the mountains, flows across the great plain of' the Missouri river. The southern boundary is drained by the Big Blackfoot river, flowing westward; the northern boundary, by the several branches of the Flathead river. The accompanying map (which is only a sketch, and does not represent the final work of the Geological Survey in this forest-reserve) shows clearly the parallel systems of drainage and ridges. The westernmost mountain range, the Mission, divides the great valley of the Flathead from the Swan river valley. The

Since advances in the understanding of gravity thickening reflects the development of knowledge about suspensions themselves, the paper starts with the discussion of flocculent and nonflocculent suspensions. The properties of flocculent suspensions and their behavior in different concentration regions (zone settling, channelling, compression) are defined and discussed. In the main portion of the paper, the behavior of flocculent and nonflocculent suspensions during batch as well as continuous thickening, is presented, together with a brief review of the gravity thickening theories and sizing methods. The classical as well as the most recently developed methods are presented and their use and limitations are discussed.

WHEN I agreed to accept your Committee's suggestion that I talk to you at this meeting on the future of copper, lead and zinc mining, I could not help wondering why I had been chosen to be a prophet. Knowing the pious nature of your committee, I thought I had better look up and see what the Bible says about being a prophet, and what the dictionary definition of a prophet is. The word "prophet" comes from the Greek and is defined as "one who speaks through a divine inspiration." Also, in the Gospel of Saint Matthew, Christ tells us that a prophet is "not without honor save in his own country and in his own house." That gave me pause until I remembered that after all, I had started my professional career as a Naval Architect, not as a Mining Engineer, and consequently, this might be a clue to the fact that the eminent geologists of this society, who know infinitely more about the world's crust than I do, were passed over in this assignment. In thinking back, I then remembered that the first really successful prophet was Noah and that Noah was a Naval Architect. Here then was the answer. One more quotation from the Bible I shall take as my text: In Ecclesiastes, chapter I, verse 9: "The thing that hath been is that which shall be." INTRODUCTION It is sometimes said that "mines are made, and not found." I rather doubt that the exploration geologist would be overly sympathetic to that statement, and, of course, like most one-liners it is only partly true. Access to different financial markets are important at the mineral prospect stage. The modern mine financier has a much more complex, and interesting, job than the financiers of an earlier era, for example, the Canadian financiers of the 40's and 50's who had one simple set of options; i.e. float a company, promote it, and sell an equity stock issue, and then promote it some more. QUALITIES OF A FINANCIER Because technical people are seldom taught financing in their basic training, and because they are usually not involved in it until at quite a senior level in their careers, the whole field often acquires a certain mystique. The engineering professions have too often believed financing is the province of the accountant or financial executive and just as we in the technical world are often too quick to bristle if the latter try to tread on our domain, the opposite can just as easily be true. Unfortunately, this is another example of a compartmentalized individual, and that is one thing the successful financier cannot be. However, to be a successful financier one does not need extensive training or experience in accounting or finance. In fact it can sometimes be a disadvantage to get too buried in working only from the standpoint of discounted cash-flow analyses, ROI's, etc. It must be stressed, however, that one had better know how these analyses are made, and be knowledgeable in understanding a balance sheet, and have a good understanding of financial terminology. The difference between a simple project-type debt financing with a commercial bank and a more inventive and creative financial package comes from an intuition and an experience relating to risk-reward factors. The most important element is "common-sense", based on knowledge and experience. The goal is structure a financial package that fits the project, and in so doing it is important to recognize that it must fit within the limitations of the group supplying the money. I find insensitivity to recognize these constraints the most common mistake made in the field. Put yourself in the other person's place and understand his sources of funds and financing limitations. The engineer has an advantage in financing, as he or she has (or should have) a better idea than anyone of the value of the product, be it the mine, prospect, or company i.e. the intangible or potential worth which cannot be put on a pro-forma. He also knows, or should know, the risks involved. Two projects might look the same on paper, but a good financier must have a sense of when to take whatever deal he can get, and when to hold out based on his evaluation of future developments. It is essential to have a good sense of commodity values and trends, trends affecting the general economy (money supply, interest rates, effects of energy costs, etc.), and political considerations. He must also have a good understanding of the science and art of taxation as deals can often be financed using the government as a silent and unwitting partner by proper use of the tax laws. WHEN TO SEEK FINANCE The first critical decision to make in financing a mineral prospect is "when". At the exploration level, when it is only a dream in the geologist's eye, the alternatives are more limited than when it is a fully-engineered project. The "when" decision depends on how much in internal funds the company has to play with, and how desirable it is to invite financial participation to spread the risk. Assuming that decision is not taken out of lack of money, no one can categorically say when to do it. There is

An analysis was made of the influence of floating molten zone traversal on the purification of tungsten rods and the effect of this purification on the brittle -to-ductile transition temperature. The major impurities detectable in the original rods, i.e., molybdenum and oxygen, were reduced by zone refining from 30 to 3 Ppm. Changes in the trace amounts of other impurities could not be quantitatively determined since they were below the limit of detection. Tensile tests on 3-mil wires, drawn from these rods and recrystallized to 17,000 grains per sq mm, showed a transition temperature of 60°C for the zone Purified and 175°C for the original material. 1 HE brittle-to-ductile transition temperature is manifest mainly in the bee metals, iron,' molybdenum, chromium,3 tungsten,4 and niobium. Since many of these metals cannot be fabricated at room temperature in a commercially pure annealed poly-crystalline state, a considerable amount of work has been done on evaluating the influence of purification on the transition temperature in order to determine indirectly whether the fabricability of these metals can be improved by removing impurities. Smith and Rutherford8 showed that the transition temperature of iron is lowered significantly by zone purification. Working with chromium, Edwards, Nish, and wain7 found also that purification appreciably lowered the transition temperature. A similar evaluation has so far not been reported for tungsten, probably because of the difficulties in obtaining tungsten in a purified polycrystalline state. carlson8 and, more recently, schadler9 have purified tungsten rods by floating zone traversal, but after zone traversal, their rods were single crystals. To obtain high-purity polycrystalline tungsten, a technique has to be round for transforming the zone-purified single crystal material into a suitable polycrystalline structure. The purpose of this investigation was to obtain zone-purified tungsten in a suitable polycrystalline state and then to evaluate the effect of zone purification on the transition temperature.

As a basis for further progress in several branches of metallurgy, particularly the study of physical properties of solid solutions and the kinetics of solid-solid reactions, a more complete understanding of the structure of solid solutions and the nature of the metallic bond is necessary. Any investigation contributing to this understanding should be of primary interest to the metallurgist. Since the metallic bond is characteristic of an assemblage of atoms, it can be studied only where this assemblage exists. One of the most promising approaches to this study of the interactions in metals is through the general problem of binary metallic solutions. Although crystal structures of many solid metallic solutions have been determined and solubility limits for many systems are given in phase diagram studies, progress beyond this is irregular. Electromotive force and vapor pressure determinations have provided thermodynamic activity data for small concentration and temperature ranges in the amalgams and a few other systems.1 In two systems, however, copper-zinc and iron-carbon, data are available for the calculation of activities over wide ranges of temperature and concentration. This activity data for the brass system is summarized in. the preceding paper.2 A detailed study of the solubility and distribution of carbon in iron is given by Smith and Darken .3 Their treatment of interaction energies is applicable only to dilute interstitial solutions. The objectives here will be to derive from activity data given in the previous paper for the brasses and structural considerations as much new and detailed information as possible about the interactions between copper and zinc in metallic solid solution and the effect of these interactions in determining the short range structure of the equilibrium phases; that is, we shall investigate the energy of interaction between pairs of atoms of the same and different kinds, the deviations of the distribution of nearest neighbors from complete randomness, and show that the conclusions found are consistent with the observed behavior of the brass system. The method of treatment is fairly general for substitutional metallic solid solutions and will be applied to other systems. The determination of vapor pressures of the components of alloy systems is being undertaken in this laboratory to supply more data for this purpose. The information obtained from solid solutions may be extended by careful analogy to liquids as long as the metallic type of bonding is preserved. Since it will be necessary to employ the language of thermodynamics, a brief summary defining the terms used extensively in solution theory is given below.

Petroleum producers in the Mid-Continent field, up to the present time, have been more concerned with the mechanical operation and efficiency of the gas-lift than with its possible effects on the physical properties of the oil. As a result few specific data are available on the subject and contradictory opinions exist. Some operators are positive that the gravity of the oil is decreased, while others present data which definitely show that the gravity of the oil is increased. In other localities, some operators have given careful attention to the effect of the gas-lift on the gravity of the oil. When the emulsions formed have given much trouble, the problem has usually been dodged by placing the well on the pump. Certain Fundamentals Certain fundamental results may be expected under ordinary conditions and with all types of crude oil, when gas is the prime mover of oil in producing formations. For example, the gravity of oil will decrease as the rock pressure in the producing formation declines, the change being greater in the higher gravity oils. Furthermore, the character of emulsion formed is primarily dependent on the kind of oil, thus more refractory emulsions are formed from asphaltic-base oils, less refractory from mixcd-base oils, and the least refractory from paraffin-base oils. However, refractory emulsions are sometimes formed from paraffin or mixed-base oils that are difficult to treat by ordinary methods, especially by electrolytic processes. With oils having the same base, those of lighter gravity are less subject to the formation of emulsions, especially of refractory emulsions. There are two types of emulsions formed; namely, water-in-oil emulsions and oil-in-water emulsions. The former are the more common; in fact, very few examples of oil-in-water emulsions have been noted in the oil fields. The amount of water produced with the oil influences the percentage of emulsion formed. Agitation and velocity of flow play an important part in the forming of emulsions.

MODERN developments in alloy steels have been so rapid and diverse that engineering practice has scarcely had time to re-appraise all items of past experience wherein conclusions became axiomatic under conditions that no longer apply. A case in point is the wet screening of abrasive ores within the fine range still looked upon as belonging exclusively to classifiers. By virtue of the development of stainless steels (18 per cent Cr, 8 per cent Ni), it is no longer true that classifiers are more economical than screens in closed circuit with large-tonnage ball or rod mills at 65 or even 100 mesh, provided a selective overgrind of the higher-gravity constituents of the ore is not desired. Wet screening of ores is a highly corrosive as well as an abrasive operation, because of the inevitably high degree of oxygenation of the water. Screen cloth of ordinary or spring-steel wire almost at once becomes pitted arid covered with a film of corrosion products, which causes rust-blinding of fine-mesh screens and offers high frictional impedance to the flow of ore particles. On the other hand, the well-known properties of stainless steel enable it to maintain a bright surface, and so to eliminate blinding either by ore particles or by corrosion products. That a large-tonnage mill grinding hard ore to 65 mesh can be operated economically in closed circuit with screens instead of classifiers has recently been demonstrated at the Copper Cliff concentrator of the International Nickel Co.; in the test to be described, a 6 ½ by 12 ½ -ft. Marcy rod mill ground from 625 to 820 tons of ore per day to approximately 65 mesh, operating in closed circuit with three 4 by 5-ft. Hum-mer screens, without any classifier. Stainless-steel cloth gave an indicated life of several months. There was no difficulty with blinding, yet dilution and spray water could be controlled so that screen undersize averaged not less than 40 per cent solids. In contrast, ordinary carbon steel was pitted and blind with rust within 40 hours.

An economic geologist is concerned primarily with finding deposits of economic value, estimating their tenor and quantity, their shape and position. Thus the primary problems can largely be lumped under three headings: position, character and quantity; and all three are phases of the broader problem of genesis. Distribution, tenor and quantity are of immediate practical importance and are studied constantly by all who exploit mineral deposits. Although the emphasis changes from year to year, the problems of genesis seem more remote and rarely get the serious consideration from the field man that the other three do. Our understanding of the problems of the genesis of mineral deposits has come largely as a by-product of more evidently utilitarian work in the past, and probably will continue to grow in the same manner lor many years to come. However, it might be economically fruitful for the producers to have many competent investigators spending their time chiefly on the problems of genesis of mineral deposits. Many years ago, when first engaged in work for the United States Geological Survey in Colorado, I expressed a conviction which was just then dawning on me by saying that economic geology was turning out to be 80 per cent structural geology, to which Mr. B. S. Butler replied, "Yes, and more than 80 per cent of structural geology is lithology." At the present time there seems to be a widespread feeling among economic geologists that the problems of position or distribution are largely problems of structure and rock types. Types of Research Ptesearch in any branch of geology can be conveniently divided into two types: field research and laboratory research. Ideas are usually dug up in the field, pruned or developed in the laboratory, and taken back to the field for proving. For either the first or last step the field data should he as complete as possible, and the structural geology of nearly all our mineral deposits still needs more detailed delineation. In general, this means mapping on larger seales. Robert H. Richards, Boston, Mass.: Mr. Goodale calls attention to the difficulty of obtaining clean tailings from the jigs which are fed by the spigots of the hydraulic separator. This difficulty is universally encountered. The Lake Superior copper mills practically overcome it by running the beds of those jigs loose, carrying into the hutch all of the available copper and some sand. These hutches are again jigged upon threesieve Collom jigs, where the treatment is very slow and gentle; and on the successive jigs lighter and lighter bedding is used. The last sieve is run thin enough to let some sand into the hutch. With these precautions most of the free copper is extracted, as well as a fair proportion of the included copper.

In a recent article Heckler, Elias, and woods1 have described an automatic computer technique for plotting of pole figures. To anyone who has constructed pole figures manually from raw X-ray data, the development of computer plotting techniques has been a very welcome development. The purpose of the present note is to describe an alternative computer plotting method which, if somewhat less precise than the method described by Heckler et al., has the advantages of being faster and of not requiring the availability of a plotter. The plot is made directly by the printer of the terminal system and, by its nature, has a good deal of visual impact. Each character of output symbolizes a level of intensity. For example the numerals 1 to 9 might represent intensities referred to some reference obtained from a randomly oriented sample. Should more levels be required (this is seldom necessary) alphabetic or other characters may be used in addition. When these are arranged in the proper fashion, the result is a pole figure such as is shown in Fig. 1. It is the purpose of the computer program to transform the data and carry out the arrangement in a suitable manner. The computation is carried out on a line by line basis in order to reduce the amount of storage required and thus keep the program "small". It is, thereby, well within the limitations of the time-sharing systems which are becoming increasingly available. The inaccuracies introduced are slight and the plot can easily be made as precise as the technique used to collect the data. Comparison of pole figures produced by this method with those constructed manually shows a high degree of equivalence. To the present, the technique has been applied to reflected X-ray data only. X-ray data are collected in a manner identical to that described by Heckler et al. That is, as the goniometer rotates the specimen, a series of counts, accumulated over a preset time, is recorded. The method by which the proper symbol, representing an intensity level, is assigned to each print position is up to the ingenuity of the programmer. Perhaps the simplest method is to section the stereograph in the fashion of a polar net, and to assign all print positions lying within each segment a symbol representing the level of intensity recorded at the data point nearest to the center of the segment, see Fig. 2. The number and arrangement of the segments are selected to conform more or less with the number of accumulated counts and the geometry of the goniometer path used to collect them. Since the angular distance between accumulated counts is usually not infinitely controllable, it is impossible to locate one reading within each segment and, at the same time, maintain symmetry in the sectioning of the stereograph. This latter requirement is essential to keep the computer program simple and flexible. A FEW years ago a novel electric detonator known as the split-second or millisecond delay electric blasting cap was introduced for use in quarry blasting. Regular electric blasting caps fired in series may be depended upon to fire within a millisecond or so from the first to the last in a series. Regular delay electric blasting caps are provided that fire one period after the other period in intervals of 1/2 to possibly 1 1/2 sec. Most split-second or millisecond delays are designed to fire one period after the other period in possibly 25 to 50 millisecond intervals. The ear is not capable of detecting time intervals of this magnitude. The primary thought at the time millisecond de- lays were introduced was to investigate the results on rock breakage by firing a line of holes in a quarry face.so that charges in adjacent holes would not be detonated simultaneously. This could not be accomplished satisfactorily with regular delays. The time interval between successive periods of $5 to 1 sec was sufficient to permit considerable movement of the burden. If the burden of one hole was reduced to a great extent by the firing of an adjacent hole, the firing of the hole with the reduced burden would likely reveal this lack of confinement by a terrific report and wild throw of rock.

This paper attempts to analyze the phenomena involved in the fracture of brittle solids by simple compression. Glass squares standing on edge, and compressed between two parallel steel jaws, developed jagged fractures, roughly parallel to the compression. Polarized light disclosed the presence of high local stress concentrations indicating poor contact all along the contact surfaces with the steel jaws. Teszar has shown that partial contact between the jaws and such a compressed solid causes tensile stresses in the free surfaces of the solid normal to the compression. Furthermore, Scoble has shown that in brittle solids fractures are caused by, and develop normally to, a sufficient tensile stress. It follows that such "partial-contact" cracks must be expected. With optically flat jaws and specimens, no "partial-contact" cracks developed. Instead, very smooth cracks vertical to the compression appeared 'upon release of the pressure. Investigation showed that the friction with the rigid steel opposed the return of the glass to its original width, after creeping on the steel as compression built up, thus setting up tensile stresses in the glass surfaces. It was not found possible to eliminate these "release" cracks. Compressed to destruction, such specimens flew to dust. A Microflash photograph taken during the explosive disintegration revealed: (I) oblique parallel fragmentation cracks, 30" off the direction of the compression; (2) transverse forking fragmentation cracks, normal to the former; (3) release cracks parallel to the compression; (4) a disintegration cloud. Given a distribution of submicroscopic cracks of random orientation throughout the glass, Griffith has shown the highest tensile stresses to be located at the tip of the cracks 30" off the direction of the compression. Although the preexistence of such cracks or flaws in unstressed glass is doubtful, they can be generated by the distorting forces set up by the compression itself. Atoms, in a structure held together by Morse-type forces or bonds, have under tension both a stable and an unstable state-of equilibrium. The difference in energy level between these two states is a function of the tension, and this difference must be borrowed from the thermal energy level of the bonds to reach the unstable state and result in a broken bond. As the fraction of the bonds having at any instant a sufficient thermal energy level is a known function of that level, it is possible to determine, in function of the prevailing tension, the fraction of the bonds that are broken. All engineering education is faced by certain basic problems, three of which seem to have particular present importance in geological engineering training in general, and in respect to training for oil field geo-exploratory work in particular. Problem i The first of these problems has to do with present and future educational objectives and with the numbers and qualities of the men who should be coming out of our geo-exploratory training programs. Before the war we needed ever-increasing numbers of graduates at the Bachelor's level and a very much smaller number of men who had reached the Doctorate degree. Now, with more difficult, more extensive, and more costly exploratory work; with a rapid expansion of company "staff" activities, and with the initiation of many new research organizations and laboratories; it is clear that men of exceptional ability will be more and more in demand, and that the schools will need to carry a greater proportion of their students through to the Ph.D, degree. Problem 2 Assuming that the mineral industries will need an increasing supply of well-qualified Ph.D.s for future geoexploratory work (staff, line and research), can the schools expect to provide this supply of able Ph.D.s merely by expanding the proportion of B.S. and B.A. majors who go on through to the doctorate stage of training? And the answer is definitely "No"—as the situation stands at present. Most A.B. graduates are years short of the preparations in basic science and elementary engineering prerequisite to effective graduate study in the geoexploratory fields (paleontology ex-cepted), and similarly many of the annual crop of B.S. graduates lack adequate training in English; in ancient and modern history; and in the modern principles of labor and public relations. Indeed, several basic problems of undergraduate curricular organization and integration remain to be solved before most recipients of a Bachelor's degree will have that sound and broad educational foundation prerequisite to graduate training on a really effective basis. It is for these reasons that we have continued to experiment with our geological engineering program at Princeton, in an endeavor to provide a pilot-plant demonstration of a suitably broad and flexible undergraduate curriculum. Problem 3 But assuming that the schools can and do get undergraduate curricula set up in proper phase and scale to meet needed enrollment quotas for graduate training, what about the most urgent part of our whole mineral-industry educational problem? What about finding and bringing into mineral-industry training those youngsters of superior ability who are, by potential or known inclination, especially well-qualified for geoexploratory work?

Furthermore, Scoble has shown that in brittle solids fractures are caused by, and develop normally to, a sufficient tensile stress. It follows that such "partial-contact" cracks must be expected. With optically flat jaws and specimens, no "partial-contact" cracks developed. Instead, very smooth cracks vertical to the compression appeared 'upon release of the pressure. Investigation showed that the friction with the rigid steel opposed the return of the glass to its original width, after creeping on the steel as compression built up, thus setting up tensile stresses in the glass surfaces. It was not found possible to eliminate these "release" cracks. Compressed to destruction, such specimens flew to dust. A Microflash photograph taken during the explosive disintegration revealed: (I) oblique parallel fragmentation cracks, 30" off the direction of the compression; (2) transverse forking fragmentation cracks, normal to the former; (3) release cracks parallel to the compression; (4) a disintegration cloud. Given a distribution of submicroscopic cracks of random orientation throughout the glass, Griffith has shown the highest tensile stresses to be located at the tip of the cracks 30" off the direction of the compression. Although the preexistence of such cracks or flaws in unstressed glass is doubtful, they can be generated by the distorting forces set up by the compression itself. Atoms, in a structure held together by Morse-type forces or bonds, have under tension both a stable and an unstable state-of equilibrium. The difference in energy level between these two states is a function of the tension, and this difference must be borrowed from the thermal energy level of the bonds to reach the unstable state and result in a broken bond. As the fraction of the bonds having at any instant a sufficient thermal energy level is a known function of that level, it is possible to determine, in function of the prevailing tension, the fraction of the bonds that are broken. The use of Na-montmorillonite clay hinders (Western Bentonite) in the pelletizing of iron ore concentrates is well established as is the idea that alternative binders must be found. 1-6 This note summarizes work done7 in evaluating a Wisconsin montmorillonite clay binder. The clay occurs in irregualr beds overlying the Prairie du Chien Dolomite and the St. Peters Sandstone near Hersey, St. Croix County. The raw Wisconsin clay contained 65% quartz and 35% clay minerals. The Na20to CaO ratio was 0.234. Suspension viscosity tests of the raw clay gave results only slightly better than water alone, even after treatment with activator materials. Sedimentation treatment reduced the quartz in the decantate to 5% after 240 min (four hours). Twenty minutes of sedimentation produced a decantate with 27.5% quartz which was found as effective as the 5% quartz decantate in pelletizing behavior. The 20 min decantate was used in subsequent tests. The decantate was filtered and dried at 110°(230°F). The minus 200 mesh portion of this was added directly to the magnetite concentrate. Pellets were made in a laboratory sized disc pelletizer from pastes consisting of ore concentrate, balling water (9%) and binder (clay, or clay + resins, or resins). The pastes were premixed in a Waring blender. The binders were: (1) 1% of a commercially used Western Bentonite; (2) 1 % or 3% of the Wisconsin clay (raw, or 20 min decantate); (3) 20 min decantate washed with activator solutions, (to exchange Na for Ca in the clay); (4) decantate with activator added in the balling water; (5) decantate with organic resins; (6) organic resins. Measurements of the 0.46 m (18 in.) Green Drop Number, the Dry Strength and the Fired Strength (fired at 1260°C (2300°F) for 30 min) were made. The dry and fired compressive strengths were determined on an Instron testing machine using a C-load cell and a F-load cell, respectively. The cross-head speed was 0.004 m/sec (0.1 in./min) for both. The results of each measurement were averaged for 15 pellets. A summary of those results is presented in [Table 1]. More detailed results and procedures are presented in another report.7 In addition to the effects on pellet strength due to various binders the effect of varying magnetite concentrate characteristics is noted in [Table l]. There, a few comparative data are shown for Cornwall, PA Magnetite, which has a generally liner particle size than the Black River Falls magnetite which was used for most of the tests.

AMERICAN investment in foreign mining interests today faces its greatest task. U. S. dollars must make possible the. steady procurement of the minerals our defense effort consumes in huge quantities. The two most vital factors involved in foreign procurement are time and the continued good will of the nations from which minerals are purchased. The Point IV program was formulated to care for the second item, but it has failed to do the job. Its lack of success has not been from intent or from basic failure in formula. Foreign Investment, Four Eras Foreign mineral development, in so far as participation by private capital from the United States is concerned, may be divided into four main chronological categories: First: The period prior to the first World War when people, capital and products moved with relative freedom across international boundaries, and London was the recognized mining seat of the world. By the end of 1919 the United States direct investments abroad amounted to $3.9 billion of which some $900 million were in mining and smelting and $600 million in petroleum. Investment climate throughout most of the world was excellent. Second: The period between the end of World War I, when the international economy had been shaken from its foundations, and the beginning of the great depression of the 1930's, which still further disrupted the world economy. By that time the world mining center had moved across the sea and the United States direct investments abroad had increased to $7.7 billion of which mining and smelting accounted for $1.2 billion and petroleum for $1.1 billion. Investment climate was good in most parts of the world. Third: The period of the depression of the 1930's and the beginning of World War II during which foreign trade was still further disorganized and the international economy collapsed. Nazi barter agreements were initiated in many parts of the world, and Soviet propaganda commenced to make its, influence felt in many countries. During this period United States direct investments abroad decreased to $7.3 billion. Mining and smelting investments during the same period decreased some $200 million, though direct investments in foreign petroleum areas increased an equal amount. Investment climate became less and less hospitable in all parts of the world affected by economic nationalism. Fourth: The period since the beginning of World War II during which total direct investments abroad increased from $7.3 to $13.7 billion. Of this sum, at the beginning of 1950 investment in foreign mining and smelting is reported to have been $1.2 billion-back to where it was in 1929, and in petroleum to have reached $3.7 billion. Investment climate remained favorable in the countries respecting contractual obligations and fair in their treatment of invested capital. [ ] As noted above, the relative freedom of passage across international boundaries by people, capital and products ended with World War I and the situation remains unchanged in a greater part of the world. While this same war upset international economy, the depression of the 1930's caused the collapse of world trade, and exports from all countries fell to an alarmingly low figure. Some countries almost ceased to export. Chile, for example, reported a drop of 88 pct in exports. Countries with
