IT has given me great pleasure to read, in the papers recently pub lished by this Society, the discussions on the subject of Technical Education, which were developed at the joint meeting held at the Franklin Institute in June, 1876; and since it was impossible for me to be present, I desire to improve this my first opportunity of adding the weight of my testimony and experience to what has been so ably presented by others. It is a subject about which the people need to be kept agitated, that their views may expand with the demands made for a higher and more thorough education. It is the public at large, the capitalist, the manufacturer, and the laborer, who are to be benefited more or less by this elevation of the standard of our professional schools, and it is but just, therefore, that the schools should look to them for the means with which to accomplish so de sirable an object. It is no doubt to the interest of a metallurgist to employ a skilled laborer who will prevent waste by properly proportioning his ma terials ; by regulating the supplies of air and fuel; by arranging his plant in the most economical manner, arid by disposing of his products to the greatest advantage. The engineer is benefited by selecting for an assistant a person able to determine the values of his factors of safety for the same materials in different forms and positions, avoiding expensive suits for damages and cost of reconsiruction; he should be able to so locate a road as best to fulfil the requirements of a through traffic, arid yet develop local industries. But I need not multiply instances to show what all will readily concede, viz.: the advantages of a theoretical education ; that was fully demonstrated at the previous special meeting, but it is still an open question whether the practical instruction should precede, accompany, or follow the theory.

The American Zinc Company’s mining operations in East Tennessee are located in Knox and Jefferson Counties. Mineralization occurs, intermittently, through a strike length of more than 30 miles, from near the eastern edge of Knoxville northeastward to a few miles beyond Jefferson City. The presence of zinc in these Counties has been known for well over 100 years. In 1910 it was brought to the attention of American Zinc Company that zinc sulphide deposits in the Mascot area might be attractive. Following an examination and some surface prospect drilling, the American Zinc Company of Tennessee was organized and acquired the Mascot properties in 1911. Operations began in 1913 on the basis of 1,000 tons per day mill capacity. With the successful operation of the Mascot mines, the Company undertook explorations in the area from Jefferson City southwest through Friends Station to Mascot. The efforts resulted in development of substantial tonnages of zinc ore and enabled the Company to expand the Mascot and New Market milling operations to their present capacity of 11,100 tons per day. THE following article presents notes and data compiled and computed by the writer for use in the determination of: size and slope of mill launders, details of junction boxes and downspouts, and distribution of pulp. It also includes pulp formulas, volume of discharge through bushings, paths of discharging streams, banking of turns and curves. In the design of a concentrating mill, the draftsman usually considers launders to the extent of providing ample "head" for transmission of pulp from one department of the mill to another. The superintendent of construction aims to build his launders wide and deep, and on a slope steep enough to ensure positive flow. So launders are laid generally on too steep a slope, with the result that the repair gang works to maintain launder bottoms and sides against the erosive action of the conveyed pulp. To this end many kinds of liners have been devised: concrete, mastic, white iron, glass, rubber. True, the reduction of slope to the point where a pulp will flow with minimum wear, will minimize labor and expense; but when the desired slope is not predetermined, the millman hesitates to readjust his launder slopes by cut-and-try methods. To the end that the desired size and slope may be found readily, the writer has: (1) conducted experiments with pulps of different specific gravity, screen analysis and dilution; (2) gathered a few graphic data from standard reference works (such as Peele's Mining Engineer's Hand-book and Taggart's Handbook of Ore Dressing); (3) computed several tables; and compiled results that have proved dependable for Utah Copper ore. It is quite possible that the following tables and graphs may not be applicable to all ores, but it is hoped that they may prove helpful, even in slight degree, in alleviating a portion of the trouble and migraine of some other millman.

THE following notes are taken from results obtained on a standard 25-ft. Hancock jig 1 tested during regular operation in the Bonne Terre mill of the St. Joseph Lead Co. The object of the tests was to determine the conditions for most effective 'work, and the nature of products that could be made. The material treated was sized between 9mm. and 2-mm. round-hole screens, and was constant throughout the experiments, Three products were made, concentrates from the first three hutches, middlings from the fourth and fifth, and tailing from the sixth. The middlings were crushed in one pair of Allis-Chalmers Style B 30 by 14-in. rolls, and elevated with the original ore to the 2-mm. screens, oversize of which formed the jig feed. While this arrangement was very simple, it gave rise to undesirable crowding of the circuit. Table 1 shows tonnage and assay values of the jig feed and products at the beginning of the experiments, and brings out the excessively large amount of middlings, comprising 63.3 per cent. of the total material fed to the jig. The rolls, being heavily overloaded, did very little crushing, a screen analysis of the product showing that only 27 per cent., or 128 tons, was crushed fine enough to pass to the tables. The remaining 347 tons returned to the jig with 400 tons of original ore. At times, this overcrowding became much worse, and the tonnage in circuit grew to enormous proportions. It became imperative

Oil agglomeration experiments were carried out on coal fines to study the effect of process variables such as pulp density, bridging oil dosage and intensity of agitation on (i) size distribution and (ii) yield of agglomerated product. It has been observed that the growth of agglomerates follows a self-preserving behaviour and using this, a characteristic curve has been derived. This curve has been found to be independent of the process variables. It has also been noted that the growth of agglomerates follows second order kinetics. In an attempt to model the process for predicting the size distribution and yield of agglomerates at different levels of the variables, the cumulative 50 percent of the agglomerates passing size (d50) has been correlated with the variables (i) through the kinetic equation and (ii) directly. These equations, coupled with the characteristic curve can predict the size distribution of the agglomerates at any levels of the variables tested. The yield of agglomerates has been found to follow a definite relationship with d50.

Legal and legislative matters constituted the outstanding features of proration in Texas in 1932. From East Texas emanated most of the political, legal, technical and industrial activity. Conroe and Thompson developed into fields of major importance. Proration orders were issued by the Railroad Commission on many of the producing fields of the Gulf Coast and West Texas not covered in previous years. In Yates, Penn Pool, Winkler, Van, the Panhandle, North Texas and West Central Texas there were 110 changes of importance, except in allowables. New proration schemes were introduced in East Texas, Conroe, Thompson, Saranosa, Government Wells, Tuleta and Howard-Glasscock. Little progress was made in administration or technical development. Legal and Legislative Matters Proration first began in Texas in 1927 as a voluntary attempt to divide the market outlet of a field on an equitable basis. The statutes then in existence were considered somewhat archaic and the Railroad Commission's authority was limited. Subsequent efforts to strengthen the laws were not wholly successful. The 1929 Conservation Act made no mention of market demand but declared that the term "waste" did not mean " economic waste." With the passage of the Pipc Line Act of 1930, providing for ratable purchasing, it was the opinion of many lawyere that a legal means of proration had been found. The 1931 law had ths same provision as that of 1929 with respect to economic waste but specifically prohibited limiting of production to market demand. The law passed Nov. 12, 1932, omitted reference to economic waste and specifically provided for limitation of production to reasonable market demand. Vigorous attacks were being made in State and Federal Courts on the constitutionality of the laws and the validity of the Commission's orders. In Peoples Petroleum Producers, Inc. et al. vs. Lon A. Smith et al., which had been heard before a three-judge U. S. District Court in Houston on May 28, 1932 and again on Sept. 19, the Court's decision for plaintiffs, released Oct. 2, influenced in a large measure the calling of the Legislature and the passage of the Market Demand Law on Nov. 12.

FROM the beginning of its activities, the members of the National Production Committee have felt that the following points were essential to the success of its work: The operators must. feel that their operations were not 100 per cent. efficient; that they should be courteous and fair in their treatment of their employees; and that they should set an example of hard work and patriotic interest in increased production. Every move made must appeal to the sense of fairness of all parties concerned. The men must feel that in working more faithfully, and consequently producing more coal, they are rendering a distinct service to their Government in the time of its great need. As the workers feel that greater efficiency on their part results only in greater profits to the operators, the advantage to the operator should be lost sight of, as far as possible, and the advantage to the Government in fighting the war emphasized. Both operators and workers should know that the Government considered increased production an obligation, and opportunity for service, resting on both parties and not on the operators or the workers alone, and that both parties could very much better the efficiency of the pre-war period. Had the committee intimated that it thought the coal shortage was clue entirely to the idleness and inefficiency of the workers, its campaign would have failed, for the men would have resented the charge because only too frequently their efforts to produce more coal were thwarted by bad management; besides the operators would have lacked stimulus to better effort. On the other hand, had the impression been given that the committee thought that the coal shortage was clue entirely to bad management, the operators would have resented the charge because only too frequently their efforts to produce more coal were thwarted by the idleness and inefficiency of the workers; and the workers, having been thus indirectly pronounced 100 per cent. efficient and patriotic, would have lacked stimulus to better effort.

DURING the past fifteen years there has been a great change in the methods of treating employ-ment and discharge throughout industry. Perhaps nowhere has this change come more abruptly than in the metal mining districts of the West. In 1909, when I went to work for the Phelps Dodge Corporation in Bisbee, their operations were roughly arranged accord-ing to shafts in seven divisions, each employing from 100 to 250 men underground, and the mechanical department employing some 250 men, mostly on the surface. The underground divisions were each in charge of a foreman who had under him a night foreman and from two to four shift bosses on' each of two shifts. These foremen reported to the underground superinten-dent and he in turn to the superintendent of the mine department. The mechanical department was in charge of the master mechanic who reported to the superintendent of the mine department. RUSTLING A JOB IN THE OLD DAYS It was customary for men seeking employment to "rustle" the division foreman at the shaft during the lunch hour or at the close of the day shift and the master mechanic at the shops. There was no real attempt at interviewing the applicants for underground work. They simply filed in and out of the foremen's office-50 to 150 strong-in ten or fifteen minutes. If the foreman needed men, and he generally did; to replace those that he and the shift bosses had removed during the morning, he picked out those he knew or strangers who took his' fancy. The former in many cases were chosen for negative reasons rather than positive. In selecting the latter, the foreman felt that if they failed to show ability promptly, he could replace them the next day, and often did so. Even if these foremen had been skilful and well trained in the art of selecting men, it would have been impossible under the pressure of other duties to exercise that skill and experience in so doing. The conditions in the mechani-cal department were little better. About all that can be said in favor of such a method was that with a sur-plus of labor it "got by." The labor shortage brought about by the war disclosed its fundamental weakness.

THE iron fields described here are located in the Iron Springs and Pinto Mining districts, Iron County, Utah. This region is in southwestern Utah, about 260 miles south from Salt Lake City, and is reached by the Los Angeles & Salt Lake railroad of the Union Pacific system. The iron fields lie at an elevation of 5500 to 7500 ft. above sea level, and are essentially desert in character. They are covered with a light growth of sage brush, piñon pine, and scattered cedar. Weather conditions are unusually favorable for all-year mining operations, the winters being mild with little or no snow; and the summers not excessively hot, the temperature rarely rising to 100° during the day, while the nights are invariably cool. The iron-ore bearing area extends from the Iron Springs district to the Iron Mountain mining district, being approximately 25 miles long in a northeast-southwest direction, and from 1 to 3 miles wide in a northwest-southeast direction. In the Iron Springs and Pinto mining districts, the ore occurs at various points around three sides of Granite Mountain and Iron Mountain. This is readily understood by reference to Figs. 1-4. These mountains are composed of andesite, which has been forced up through the surrounding sedimentary formation, in the form of laccoliths. An extensive report on the geology of these districts was made by Leith and Harder,1 who state: The three dominating geological features of the district are three large andesite laccoliths which constitute the Three Peaks, Granite Mountain, and Iron Mountain; lying in a northeast-southwest line across the area in question. Three unconformable sedimentary series, aggregating 4000 ft. in thickness, outcrop in successive rings around these laccoliths, dipping outward asymmetrically, very steeply at the contact, less steeply further away. Still farther from the laccoliths, lava-flows 2000 ft. thick rest in nearly horizontal attitudes on the tilted sedimentary rocks. These general relations are modified by faulting. All of the rock formations of the district are more or less covered on the middle and lower slopes by unconsolidated and partly consolidated erosion debris, both aqueous and subaerial, which spreads out on the lower ground to make the deserts.

ACCORDING to statements by Guertler,1 Smith and Hamilton were the first to study the copper-titanium alloys, but owing to the presence of large amounts of impurities their data are inconclusive. M. A. Hunter and I. W. Bacon later investigated the electrical conductivity and the temperature coefficients at room temperature. The present writers reported their results2 in November, 1930. Recently Droll published data on copper-titanium alloys3 which agree closely with those obtained by the authors. MATERIAL TESTED The titanium used was in the form of square sintered rods, the analysis of which runs as follows: titanium, 95.4 per cent; silicon, 0.7; iron,1.8; aluminum, 1.4; copper, 0.1; manganese, 0.05. . The ingots were prepared in a high-frequency induction furnace in air atmosphere. Their analyses are given in Table 1. Up to 5 percent titanium the alloys could be forged. Above that amount they were red short and broke up easily. Owing to their rapid absorption of nitrogen and oxygen from the air, the alloys with the higher amounts of titanium tend to form surface films which greatly increase the casting difficulties, especially when small masses of metal are handled. It was, however, possible to prepare sound ingots up to 25 per cent titanium.

Having had for many years the management of magnetite mines, and having noted the various admixtures, such as jasper, " green rock," actinolite, etc., that occur so frequently in the deposits and make the fine ore so difficult as well as expensive to sort by hand, I studied the different ways of mechanical sorting, but found none eatisfactory—the universal objections being the expense, the small quantity that could be handled per hour, and the low grade of ore produced after all. Feeling that some means would be discovered ultimately for concentrating the small ore, I began at the Michigamme mine, at Michigamme, Lake Superior, Michigan, to separate it from the larger and richer lumps, by placing in all the shaft-houses screens of round iron bars set 1/4-inch apart, on which the skips were dumped as they were hoisted; the coarse ore going into one stock-pile or into cars, and the small ore, from 2 or 3 inches diameter down to powder, going into a special stock-pile, to be treated as soon as some proper means was found to separate the ore from the rock and ether impurities. Careful investigations showed that neither dry nor wet concentration was the right process for us; and I finally studied the magnetic process. Not knowing of any magnetic separator in this country that would handle such large pieces of ore as I wished to treat, I looked abroad and found in Sweden the Wenstrom separator. One of these machines was brought to the United States and tested in New Jersey and other places. (See the papers of Messrs. Cook and Birkinbine, Trans., xvii., 599 and 728.) This original separator, having 15-inch face of drum, I brought to the Michigamme mines, and, no one having confidence in it, placed it in operation at my own expense. Demands on available lands will continue to increase due to the projected population increase and industrial expansion. Though there is an upper limit on available lands, the multi-use nature of the lands will make it possible to meet these demands. However, this will not happen without adequate planning. Land uses can be broadly categorized as nonrenewable and renewable. Lands with minable resources can be dedicated at some Point to the extraction of resources. Such a dedication, however longterm, is only temporary because of the nonrenewable nature of the minable resources. The land will be available before and after mining for other uses. Planning for such lands must have the objective that, as far as practicable, no nonrenewable uses are preempted and no renewable uses are permanently destroyed. This paper addresses primary aspects of this planning process. These aspects include a discussion of planning responsibility, data needs and availability, the integration of mine planning and post-mining land use planning, and a long-term plan for resource conservation and utilization. Minerals, with agriculture and forest products, are the primary sources of wealth. Therefore, to amid land development that may preempt future mineral resource utilization, local planning groups must be aware of the mineralization and mining potential. Much work needs to be done to identify and characterize the mineral resources. Even more land use planning is needed for lands with mineral deposits.

MY first reflection on the subject assigned to me by the officers of this symposium was that a critical description of these lesser characters in the cast of inanimate actors now before us under the title "The Role of Metals in New Transportation" would be about as well received as the description of a horse race in terms of harness buckles and jock-ey's buttons. The word "new" in the title of this symposium seems to shout strong aluminum and stainless steel, unless we transfer our attention to transpor-tation on another planet where the strength-density ratios may require very different engineering treatment. To load a speaker with the "heavier nonferrous metals" amidst the airy consideration of flying or 20th century gliding along the earth and through water, like Hermes, the messenger of the immortals, and expect an instructive or enlivening flight into the area of current exploitation and popular interest in transportation would, of course, require the performance of a miracle or at least the exhibition of genius to which I can lay no claim. But copper and nickel, headliners in other classifications, are also indis-pensable as components of the important new structural materials of transportation, and together with lead, tin and zinc perform many minor or contributory functions in this field that may indeed be con-sidered well-nigh indispensable. A complete and well planned fabric of classification, explanation and critique of even these secondary functions would take much time, and I cannot hope in the 25 minutes or so alloted for the purpose to offer more than a rambling treatment, in which a thread of continuity will be sought by anchorage to one after another of the following attributes or appurtenances of the moving vehicle: 1. The machinery and accessories. 2. The framework and superstructure, and the line or travelway. 3. Light, heat, power, water, sanitary and housekeeping services. 4. Embellishment, or style.

Scaled reservoir models have been used to study the effect of gravity on oil recovery performance in frontal-drive operations; namely, water, gas, or solvent flooding. The difference in density between the reservoir oil and the injected fluid causes their segregation, resulting in a non-uniform advance of the fluid front. In the laboratory flow tests, which simulated both five-spot and linear injection operations in flat reservoirs, the viscous, capillary, and gravity forces present in these operations were scaled. Dyed fluids were used so that the gross movement of the injected fluid could be observed. The studies covered a range of injection rates, formation thicknesses, and rock and fluid properties normally encountered in field operations. The results of the model tests indicate that the volume of the reservoir contacted by the injected fluid at its breakthrough into the producing well is less than that expected based on information which neglects gravity effects. This difference can often be as much as 80 per cent by gas or water injection in uniform sand bodies. Preliminary flow tests on a non-uniform sand body indicate that the uniformity of the flood fronts may in some situations be influenced to a much greater degree by permeability variations within the rock body than by gravity effects. The magnitude of fluid segregation due to gravity is controlled by the average injection rate, rather than day to day or week to week variations. INTRODUCTION One of the important factors controlling the oil recovery from a frontal-drive operation, such as water, gas, or solvent injection, is the volumetric sweep efficiency. This factor is a measure of the gross portion of the reservoir that is contacted by the displacing fluid. The volumetric sweep efficiency is influenced by gravity effects, well arrangements, and variations in rock permeability within the reservoir. The gravity effects are due to the displacing fluid being of different density than the reservoir oil. This causes the displacing fluid to move preferentially toward either the top or bottom of the formation. Non-uniform advance of the flood front can be caused by the relative positions of the injection and production wells. Variations in rock permeability also result in an uneven advance of the displacing fluid. Gas zones, representing paths of low resistance, may result in non-uniform movement of the injected fluid. The more uneven the advance of the displacing fluid, the lower is the volumetric sweep efficiency and thus the lower the oil recovery efficiency. The effects of well arrangement and permeability variations, upon the gross movement of the injected fluid have been the subjects of extensive investiga-ti0ns.1,2,3,4,5,6 Gravity effects have been recognized as being present in frontal-drive operations'.' but there has been little quantitative measure of their magnitude. Very likely the reason gravity effects have not been studied is that this problem does not lend itself to simple experimental or mathematical analysis. The development of reservoir modeling techniques has made possible a quantitative determination of the effect of gravity on fluid segregation and thus upon the oil recovery performance of frontal-drive operations. This paper presents a progress report on a laboratory investigation of gravity effects in fully liquid-saturated, horizontal, uniform as well as non-uniform systems. These results were obtained from scaled experiments on both linear and five-spot systems within the range of conditions normally encountered in secondary recovery operations. This study is concerned with the gross movement of the injected fluid to the time it first reaches the production wellbore. Therefore, it should be emphasized that the results of this paper can not be used to determine the effect of gravity segregation on oil recovery efficiency at abandonment conditions. Computer programs applicable to coal mining have been available for some time, especially in the academic sector. However, the computer has not routinely been applied to actual mining operations. This paper discusses how a computer system was set up as an important tool in mining design and decision making. The project was completed within the allotted timeframe of two months by taking advantage of existing technology. Key points include the selection of programs to meet the specified needs of the project, conversion of the programs to be compatible with a computer of a different manufacture, simplification of the data entry process, development of procedures for using these programs, and an explanation of how the reports generated from the programs were used for mine planning and decision making.

IN the zinc smelting industry the year 1947 seems to have been one of putting one's house in order rather than one of any material technical development or radical change in operating conditions. Labor generally has been in better supply but several plants report a scarcity of skilled workmen. Some plants continue to operate on the basis of a six-day week and will probably continue to do so until labor is more plentiful. Only one plant is known to have operated on a curtailed basis because of labor shortage, but here the difficulty was lack of proper housing facilities. Necessary materials and equipment for much-needed maintenance and modernization have been in short supply so these programs have often been delayed. Laborsaving devices of the "Payloader" type have been more generally used for handling materials. Slab zinc production was discontinued during the last months of the year at Danville, 111. and at Langeloth, Pa. Both of these plants used the Hegeler type of furnaces fired with producer gas.
