INTRODUCTION Besides the European export credit agencies covered in Ted Rides' paper in this Chapter, other agencies are also active (see Appendix) but the most notable for mining projects are The Export-Import Bank of the United States ("US Exim") and the Export Development Corporation ("EDC") of Canada. Mexico's Fomex is basically a short-term trade-finance fund administered by the Central Bank. US Exim This independent agency can provide loans, guarantees, and insurance. Like all export-credit agencies, its mandate is to support the export of goods and services from the US as a means of competing against other countries' products. If a piece of mining equipment can only he made in the US, the US Exim may very well not provide any financial assistance. (It is important not to place the order for any item for which export credit is sought because, once ordered, the situation is no longer competitive in US Exim's eyes.) Direct Credits and financial guarantees ("buyer credits") are commonly in amounts greater than 85 million and for terms longer than six years. An example here is the $48.5 million provided to PT International Nickel Indonesia (see Robert de Gavre's paper in Chapter 12). US Exim usually requires a 15% downpayment and, therefore, finances up to 857 of the goods; less if the US content is lower. The dollar funding can he US prime, London Interbank Offered Rate (LIBOR), or other sources. Exim can fund in either or both of the following ways: 1. Under a US bank Letter of Credit ("L/C") 2. Reimbursement to the buyer/borrower via a US bank account. US Exim will, without charge, issue a preliminary commitment. It will, however, need to approve the various credit agreements and prefers to tie other parallel financings into one loan agreement. US Exim's total commitments are large, up to $5R billion in aggregate under various programs. US Exim has been the world's leader in medium-to long-term minerals project financings/ co-financings but suffers from (i) aggressive foreign export-credit competition whereby other nations mix in soft-loans or aid programs ("mixed credits") to increase the percentage financed and lower the interest margin and (ii) an imbalance in its own cost of funds. A common US Exim package would be as follows: 15% Banks under US Exim guarantee, floating rate over prime or LIBOR. 35% US Exim funding, fixed rate 35% Pefco funding, fixed rate 857 Drawn down pro-rata under US bank L/C 15% Cash down payment (may have been financed within a project/corporate credit) 100% Repayment usually begins six months after planned start-up in equal semi-annual instalments, with the banks usually paid out first, Pefco next, and US Exim last. Medium-term credits ("supplier credits") are issued for US equipment exports for terms up to five years, again for 85% of the equipment costs although the exporter is expected to bear at least 10% out of that 857 for its own risk. The buyer is required to be a first-class credit such as some governments or highly credit-worthy companies. Otherwise a bank L/C would be required. (This may be wrapped into an overall project-finance package for a minerals development. The project-finance banks provide an L/C to US Exim instead of funding that portion themselves.) As used in connection with open-hearth or other high-temperature operations, "insulation" refers to a multitude of substances, natural or manufactured, that have the one principal property of preventing the flow of heat by conduction to a greater degree than refractories can prevent it, the principal properties of the latter being resistance to temperature and/or chemical action. The term "control" as commonly applied to the mechanization of management functions is inappropriate without qualification, for without some degree of control of every operation we could produce no steel worthy of the name. Although grouped together in this paper, insulation and control in open-hearth furnaces have little, if any, interrelationship, therefore the paper is made up of two distinct parts. The safety of mine workers has received more attention from both State and Federal law-making bodies than any other industry, a fact that shows clearly the hazardous nature of the industry. The last, but by no means the least, of the measures adopted for the protection of mine workers, is workmen's compensation legislation. This is proving to be a powerful instrument for greater safety in the industries, from the fact that special stress is laid not on how the accident happened or who may have been responsible for it, but on how badly the employee is hurt by it. The injured person does not have to employ lawyers to prove his case, because- the mere fact of his employment is proof of his right to compensation. The immediate effect of such legislation is the certainty confronting the mine operator that he must. pay out large sums for every accident, regardless of its cause, thus adding materially to the cost of the production of his coal. his fact furnished to the operator the strongest incentive to reduce the causes of accidents; not that the operator has ever lacked reasonable consideration for the welfare of his employees and a proper humane interest in their safety, but his engrossmentin earning his daily livelihood has been so great that he has not felt that he had the time to devote to the safety of the operation. This time he must now find because of the actual cash value of the prevention of accidents in his mines. This agency alone proved inadequate to bring about a material improvement because operators have always been willing enough to improve safety conditions when possible to do so within reasonable limits of their financial ability. The requirement in the Workmen's Compensation Laws of several of the States, that the mine operator shall insure as a guarantee of his ability to meet his compensation obligations, has furnished the needed incentive, moral and financial, necessary to the prompt and effective dissemination of a more general knowledge of the causes and

In the Ti-Cu system, the a' phase can be produced over a wide range of alloy composition witJwut the retention of measurable amounts of the ß or ? phases. This paper reports on the decomposition of this hexagonal martensite phase front the standpoint of solute corzcentratiorz, tempering temperature, and coherency strain condition. The mechanism of precipitation during tempering comprises localized precipitation which is followed by discontinuous precipitation if sufficient coherency strains are present. The localized precipitation process in hypoeutectoid alloys is described by the generalized Johnson-hiehl equation and an activation energy of 46,000 cal per mole. In hypereutectoid alloys the corresponcEing activation energy is 51,000 cal per mole. The rate-controlling process has been proposed as the difision of copper along a' platelet interfnces. SEVERAL investigations have been reported concerning the kinetics of decomposition of the mar-tensitic a' phase in titanium binary alloys.' In the Ti-Mo system,' two modes of a' decomposition have been observed in the presence of /3 phase; one of these involves the precipitation of fine a from a', and the other involves diffusion across the a'-ß interface. In studies of the Ti-Cr system, Rostoker2 did not detect the formation of TiCr2 during tempering. In Ti-Ni alloys,3 the intermediate phase Ti2Ni has been found to precipitate directly from a' along the interfaces between plates. With the exception of the study of Ti-Ni alloys the previous investigations of tempering phenomena in substitutional martensites are mainly qualitative and do not present a detailed description of the precipitation processes. The following limitations restrict the correlation of the microstruc-tural processes and reaction kinetics during tempering in most binary-alloy systems. 1) A mixture of at least two phases characterizes the constitution of quenched alloys. 2) Difficulties have been encountered in obtaining uniform structures throughout quenched samples. 3) The reaction products, and in particular their morphology. have not been clearly resolved. 4) The martensitic a' phase forms over only a limited composition range for most titanium-base binary alloys. Gomez and polonis4 showed that the Ti-Cu system provides an excellent basis for investigating the tempering of a' over a range of composition without the complication of retained P or the transition w phase. In the present work the effects of solute concentration, tempering temperature, and coherency strain conditions are considered with reference to the over-all precipitation process in quenched alloys of the Ti-Cu system. Both microstructural observations and kinetic data are correlated to define the rate-controlling processes which govern the observed localized and discontinuous precipitation reactions. An earlier paper5 was devoted to a discussion of the modes of heterogeneous nucleation of Ti2Cu from the martensitic a' structure. The present paper will therefore emphasize the progress of the tempering reaction beyond the initial stages. EXPERIMENTAL METHODS The Ti-Cu alloys for this study were prepared by conventional arc-melting procedures. Chemical analysis revealed that the alloy buttons contained approximately 0.02 wt pct 0, 0.04 wt pct N, and within 0.1 wt pct of the intended copper concentration. The progress of the tempering reaction was followed by means of electrical-resistance measurements utilizing a Kelvin double bridge, microhard-ness readings with a 400-g load, and X-ray dif-fractometry patterns to reveal line-broadening effects. Metallographic specimens examined at magnifications greater than X1000 were shadowed with germanium to reveal fine structural details. Direct carbon replicas were prepared for the electron-microscopy studies. EXPERIMENTAL RESULTS Property Changes. The changes of microhardness that accompany the precipitation of Ti2Cu from a' are shown in Figs. 1 and 2. As the solute concentration increases the peak hardness, for a given tempering temperature, increases. In alloys of given composition the time to reach the peak hardness agreed with the time to attain maximum X-ray diffraction peak breadth, as shown in Fig. 3. The maximum hardness and the maximum line breadth increased with lower tempering temperatures, and the time to reach the maximum also increased. THE United Verde Copper Company's mine is at Jerome, Ariz. The orebodies are of the schist replacement type, the main sulfide mass being a large lens-shaped body approximately 7 acres in cross-sectional area. In general, the mineralization is found along the iron schist contact, with the orebodies extending about 1000 ft. along this contact and varying from a few feet to 250 ft. in width. Three types of ore are mined; schist porphyry and the so-called "heavy" or "massive sulfide" ore. Approximately 50 per cent. of the total tonnage mined at present is of the latter class. A representative analysis of this ore indicates 42 to 46 per cent. sulfur. Because of the high sulfur content, blasting in this ore is an extremely hazardous operation. Not only does it endanger the lives of men who may be in the mine at blasting time but it also becomes a potential fire menace when timber is in close proximity to shots being fired in these massive sulfides. The origin of the fires of 38 years ago, embers of which are glowing to this day, may perhaps be attributed to dust explosions due to blasting in the massive sulfides of those, early square-set stopes.

GOLD occurs in many mineral deposits in the rocks of the Canadian Shield. It is present in the ores of many base metals and a considerable quantity is recovered as a by-product from the production of copper at Noranda, of nickel and copper at Sudbury and of copper and zinc at. Flinflon. But the greater part of the gold production of Canada is from deposits in which gold is the only metal of value. No gold is obtained from placer deposits within the borders of the Canadian Shield. A brief review of the geological relations of some of the gold deposits of the Canadian Shield will be presented in an attempt to explain certain associations. Only those which are being worked for their gold content will be considered and descriptions will be conned to representative types of deposits, chiefly those of major importance; a few others, differ-ing in certain features from those of the older and larger mines, will be included in order to illustrate the general conditions in which gold occurs in these ancient rocks. Brief summaries will be given of the geological relations of the Beattie and Siscoe mines of northern Quebec, of the mines of the Porcupine and Kirkland Lake areas of northeastern Ontario and of the Howey, Central Patricia and Little Long Lac mines of northwest-ern Ontario. Genetic relations to igneous rocks of granitic composition, outcropping in the vicinity, have been assumed for many of these deposits. Undoubt-edly the ore minerals have been derived from igneous sources and, for some occurrences, there is evidence suggestive of genetic relationship between the ore bodies and neighbouring intrusive rocks. During the past few years, however,, many investigators have expressed doubt of the genetic relationship of certain ore bodies to igneous masses near which they occur. As will be seen from references in the following descriptions the importance of the structural conditions in localizing deposition has been realized. THIS remarkable and well-known district lies about 320 miles south of Salt Lake City, in Washington County, near the Arizona border of the territory. It is now reached by the Utah Southern Railroad and its extension, and the last 100 miles are run by stages. These vehicles are called "jerkies" in the West, which name conveys a good idea of the comfort they afford, and the relief experienced when you alight. Arriving at Silver Reef, the main camp of the district, one sees at once that he stands where once a surging sea had its domain, marked now by heavy sandstone deposits of a red and white color. The town itself, a neat, clean, and orderly mining town, is encircled on the north by traohyte and granite mountains, skirting to the west. THE literature of milling is replete with papers devoted to the subject of ball milling, all of which no doubt have contributed in one way or another to progress in that art. In this paper reference will be made to only a few of the many authors, but the value of the contributions of all who have written on that subject is hereby acknowledged. With a few exceptions the efforts of most students of the subject have been devoted to laboratory investigations of principles. Davis1 was one of the first to report on plant-scale investigations and to present to mill men certain criteria for the guidance of ball-milling practices. His conclusions with respect to the significance of sizing analyses of classifier sands in their relation to the factors of mill speed and ball sizing are particularly referred to. Those conclusions were: I. If the balls are large or the speed of the mill is high, crowding will appear at the finer sizes in the classifier sands. 2. If the balls are small or the speed is low, crowding will appear at the coarser sizes in the classifier sands. 3. The indications are that best efficiency is obtained when the screen analysis of the sands show a minimum crowding at any size. The last conclusion was qualified by the statement that it had not been proved conclusively. It is surprising, however, that the literature of later years reveals little evidence that millmen have made any serious attempt to apply those criteria. This may, perhaps, be explained by the fact that the average plant-scale ball-milling problem presents so many variables that an investigation of any one of them encounters the problem of control of the others-a problem that often is unsurmountable in a small plant. In a large plant, in which there is a duplication of grinding units in parallel operation, opportunity may be afforded for determining the value of such criteria. Nevertheless, a study of published data from grinding circuits of both large and small plants suggests that either Davis' criteria have been tried and found inapplicable or have never been given consideration. For the purpose of testing Davis' conclusions and with improvement of ball-milling efficiency as the final objective, a test program was initiated in the concentrator of the New Cornelia branch of the Phelps Dodge Corporation early in 1938. The practices of that plant have already been described .2 The fine-grinding units are arranged so that any one of eight units may be operated as a test unite and its results compared with those of the remaining units. All units receive similar feed from a common storage bin, in which the product of the fine-crushing plant is bedded by traveling tripper. The ball mills are all similar in size and operated at the same speeds, and are individually metered. The feeder conveyors of each unit are equipped with Merrick weightometers. Actual test specimens used in the previous laboratory wear investigation,' were fully characterized and the data is given in Table 1. Most of the carbides tested could be placed into groups of similar mean grain size. When the wear rates of the members of these groups were plotted as functions of their hardnesses, a family of curves resulted; curves for groups containing data from larger grained composites were at lower wear rates at the same hardnesses. The Tintic Division of Kennecott Copper Corporation operates the Burgin Mine in the East Tintic District near Eureka, Utah, approximately 75 miles south of Salt Lake City. The Division was organized in 1963 to develop concealed replacement orebodies in the area located by Bear Creek Mining Company, Kennecott's domestic exploration subsidiary. Several accounts of the discovery of these orebodies and the general geology of the area have been given (1, 2). The ore is very complex and of varying degrees of oxidation and alteration. The principal metal values are lead, zinc, silver, and cadmium. The Burgin No. 2 shaft was sunk in 1963 to provide access for mining the orebodies. Much of the ore mined after this shaft was sunk was high grade and shipped directly to smelters, but concurrently it was recognized that concentration would be required to upgrade the lower grade ore in the deposits. Accordingly, in January 1967, authorization was received to construct a 500 tpd concentrator. From the beginning it was expected that the characteristics of the mill feed would vary widely and unpredictably as mining progressed. This paper summarizes the characteristics of the ore, the test work upon which the plant design was based, the engineering and construction, and the present operation of the facility eighteen months after startup. Man had to learn to break rocks as early as the Stone Age, when they formed his main source of raw material. He started with chipping and over the years has reached a stage where he can employ atomic blasts and break, with one blast, millions of tons of rock. In between these two extremes there have been several stages of development including firesetting, use of the expansion of water on freezing in chipped cracks in cold climates, the use of low or deflagrating explosive black powder in about the 17th century, the use of high explosives with the discovery of nitroglycerine in 1846 by Sobrero, followed by the monumental discoveries of the great Swedish scientist Alfred Nobel in the latter half of the nineteenth century. The attempts to develop a stronger and still stronger explosive force were accompanied by investigations to understand the mechanism of failure of rock so that the force could be used to the best advantage; the latter, of course, have lagged far behind the former. This is mainly due to the fact that the chemical reactions involving high explosives as well as the processes resulting in the breakage of rock take place at too great a rate to be studied with the equipment that has been only recently available. Moreover, the development of stronger explosive forces was prompted by military necessities in the past and competition, at present, among highly developed nations. Grain-growth and recrystallization characteristics of a commercially pure zirconium prepared by the iodide process are reported. Grain growth from 640° to 800°C was continuous once initiated and obeyed D = kt". Recrystallization of zirconium occurred at temperatures of 450° to 550°C after deformations of 20 and 50 pct. Hardening from partially soluble inclusions prevented determination of the absolute rates of recrystallization, but the relative rates of recrystallization obtained are useful as a guide in fabrication practice. BASIC information needed as a guide in the hot and cold working and annealing of metals includes recrystallization and grain-growth data. A search of the literature revealed no such information for pure zirconium. This is a report of practical grain-growth and recrystallization results obtained for a commercial grade of pure zirconium on a project sponsored by the Office of Naval Research. In this work, isothermal grain-growth curves were obtained at five temperatures from 640" to 800°C inclusively; while recrystallization curves have been determined at 450°, 500°, and 550°C for the metal at the deformation levels of 20 and 50 pct. In addition to the usual variables of temperature, time, and deformation, distribution of the second phase found in all commercial grades of iodide zirconium is also treated as an important factor in these grain-growth and recrystallization studies. In conducting this work, two properties of zirconium were particularly pertinent in dictating experimental conditions. First, since zirconium undergoes a transformation from the a close-packed hexagonal form to the ß body-centered cubic form at 862°C, no recrystallization or grain-growth studies were made above 800°C. Second, because dissolved gases (oxygen, nitrogen and/or hydrogen) increase the hardness and lower the ductility of the solid metal, all annealing treatments in this investigation were carried out in vacuum or in a helium atmosphere. Materials and Methods The zirconium used in this investigation was prepared by the Foote Mineral Co. by deposition from its iodide. A spectrochemical analysis of the metal showed the following composition in weight pct: Hf, 2.1; Mg, 0.012; Fe, 0.035; Si, 0.095; Ti, 0.023; Al, 0.037; Mo, trace; Ni, trace; Cr, trace; Ca, 0.006. Conventional metallographic procedures involving hand polishing on wet metallographic papers, followed by final polishing on fine, levigated alumina on gamal cloth and a medium speed wheel were used throughout this investigation. Grain boundaries were revealed with modified Tucker's etch containing 20 parts glycerine, 2 parts hydrofluoric acid, and one part nitric acid. THE application of artificial refrigeration, or air-conditioning, to the ventilation of deep, hot mines has long been a subject of interest to the operators of such properties. Artificial cooling of the air in theaters, railroad coaches, and various industrial plants has been so successful within recent years that it has been natural to assume that the adoption of similar methods would afford a ready solution to the difficult problem of mine ventilation. It should however, be obvious, that although there may be nothing technically impossible in the application of this process to mine ventilation there is a great economic distinction between the maintenance of a high standard of comfort for a large number of people in a relatively small space such as a theater and the cooling of air to improve working conditions for miners scattered throughout the extensive workings of a large mine. Many methods of air-conditioning have been considered by the management of the Anaconda Copper Mining Co. at various times, but until the development of the process to be described in this paper none has seemed economically practicable.

In a previous paper,' the results of some experimental work on the measurement of slippage in the flow of oil and gas mixtures through vertical pipes were presented. The data obtained were correlated and equations were deduced from which the performance of the experimental gas-lift could be predicted with reasonable accuracy. However, attempts to apply the equations to the calculation of pressure drops in actual flowing wells yielded erroneous results. At the time the results of the experimental work were published, no satisfactory explanation could be offered for the failure of the empirical equations to express properly the performance of wells. However, recent work has led to the development of a new hypothesis which presupposes certain conditions affecting the flow of oil and gas in wells. When the proposed equations are corrected to allow for these conditions, an agreement between the observed and calculated performance of the actual wells is obtained which in most cases is quite satisfactory, although it is subject to certain limitations. In this paper, the method of calculating the pressure drop in actual wells is considered, and the application of the method to the design of tubing is discussed. (For nomenclature used in this discussion, see Table 1.) Factors Affecting Slippage and Efficiency At the outset, a few of the principle factors affecting slippage and efficiency in the gas-lift discussed in the previous paper will be reviewed. In the flow of the mixture of oil and gas in a vertical pipe, slippage is the phenomenon of gas moving upward with a. linear velocity greater than that of the oil. Crude oil attracted attention because of its excellence as a fuel for openhearth furnaoes; for making crucible steel and brass; for melting copper, lead, tin, zinc, nickel, silver, malleable iron, gray iron; and for the production of steam in all sizes and types of boilers. For heating furnaces, mold-drying ovens, core ovens, ore roasters, calciners, hotair furnaces, sand drying, asphalt road work, etc., its superiority over other fuels is due to the fact that the heat is at all times under perfect control, so that a constant temperature may be attained and maintained at the will of the operator. This mcans a maximum amount and uniform quality of work. Crude oil is of two kinds, paraffine base and asphaltum base, and varies from 11 to 46 gravity BaumB. The light-gravity oil does not require heating before use; but oil of less than 20 gravity Baumé should be heated to just below its vaporizing point, in order to reduce its viscosity and to obtain the highest efficiency of combustion. Heavy California oil vaporizes at 230". F., Mexican crude oil at from 175" to 210" F., and Beaumont, Texas, oil at 142" F. Fuel oil vaporizes at 130" F. Scientific Installation Essential The burning of oil is an art based on science, and the "rule of thumb" should never be employed, especially in heating heavy crude oil. Thermometers should be used on both suction and supply pipes so that the fireman or smith will at all times know the temperature of the fuel. The indicators on such thermometers should be large enough to be readily seen by the operator, night or day. It is necessary to have an unvarying pressure of steam or air through the burner, to atomize the fuel. Also, the air used to support combustion should be delivered through a nozzle under the burner at a constant pressure. The oil pressure must not fluctuate; under no eircumstances should it vary more than 1 1b. THE literature of milling is replete with papers devoted to the subject of ball milling, all of which no doubt have contributed in one way or another to progress in that art. In this paper reference will be made to only a few of the many authors, but the value of the contributions of all who have written on that subject is hereby acknowledged. With a few exceptions the efforts of most students of the subject have been devoted to laboratory investigations of principles. Davis1 was one of the first to report on plant-scale investigations and to present to mill men certain criteria for the guidance of ball-milling practices. His conclusions with respect to the significance of sizing analyses of classifier sands in their relation to the factors of mill speed and ball sizing are particularly referred to. Those conclusions were: I. If the balls are large or the speed of the mill is high, crowding will appear at the finer sizes in the classifier sands. 2. If the balls are small or the speed is low, crowding will appear at the coarser sizes in the classifier sands. 3. The indications are that best efficiency is obtained when the screen analysis of the sands show a minimum crowding at any size. The last conclusion was qualified by the statement that it had not been proved conclusively. It is surprising, however, that the literature of later years reveals little evidence that millmen have made any serious attempt to apply those criteria. This may, perhaps, be explained by the fact that the average plant-scale ball-milling problem presents so many variables that an investigation of any one of them encounters the problem of control of the others-a problem that often is unsurmountable in a small plant. In a large plant, in which there is a duplication of grinding units in parallel operation, opportunity may be afforded for determining the value of such criteria. Nevertheless, a study of published data from grinding circuits of both large and small plants suggests that either Davis' criteria have been tried and found inapplicable or have never been given consideration. For the purpose of testing Davis' conclusions and with improvement of ballmilling efficiency as the final objective, a test program was initiated in the concentrator of the New Cornelia branch of the Phelps Dodge Corporation early in 1938. The practices of that plant have already been described.2 The fine-grinding units are arranged so that any one of eight units may be operated as a test unit and its results compared with those of the remaining units. All units receive similar feed from a common storage bin, in which the product of the fine-crushing plant is bedded by traveling tripper. The ball mills are all similar in size and operated at the same speeds, and are individually metered. The feeder conveyors of each unit are equipped with Merrick weightometers. Electric power in mining-operations is now successfully applied to haulage, hoisting, lighting and pumping; and until lately, drilling was the one department of mining in which an electric source of energy had not been introduced. Drilling by electric power has been the field for much investigation and several forms of electric-drills have been tried; but in the severe service of rock-drilling many dieculties have been encountered, and the heavy cost of repairs has caused a deep prejudice against this system of drilling. In the majority of electric rock-drills previously placed on the market, two principal factors have been considered; first, a portable electric motor usually of heavy pattern, coupled to the driving-mechanism of the drill proper by means of a flexible shaft; and second, the coupling of some form of reciprocating cross-head to a piston by means of a spiral spring, the drill-bit being fastened to the piston-rod by some suitable form of chuck with fastening bolts and nuts.
