ALTHOUGH the American petroleum industry was affected by the Second World War from its early beginning it was not until Dec. 7, 1941- that the industry was placed on full war footing. Even throughout most of 1942 the American overseas operations were limited and not until late in the year did expansion of military activities, more particularly the offensive in North Africa, affect the domestic supplies to such an extent that critical deficiencies developed locally in this country, particularly along the East Coast. The definite outlook for greatly expanded offensive operations by the United States on both Atlantic and Pacific fronts makes certain that during 1943 the domestic situation will. not be alleviated; rather it may become even more critical even though additional transportation facilities, now being built and planned. will be completed from the southwestern producing states to the East Coast.

INTRODUCTION The impact of taxation differs substantially from state to state in a complex fashion that depends on both the physical characteristics of a mineral deposit and on the price of the mineral commodity relative to its costs of production. A comparative analysis of the tax structures of eight states (Arizona, Colorado, Idaho, Montana, Nevada, New Mexico, Utah and Wisconsin) showed wide variations in rates of return for any given type of mineral property, with no state having either the most burdensome or least burdensome tax structure under all circumstances. Three hypothetical mineral operations were analyzed: a producing open-pit copper property, a non-producing underground platinum operation, and a non-producing underground gold operation. None of them corresponds exactly to an existing property. Each of these property types is further defined to have ore feed grades at three different levels, leading to three potential profitability levels, referred to in this paper as "economic", "marginal" and "subeconomic". Thus the differential impact of state tax structures is measured for mineral properties of different types, as well as for different profitability levels. Montana is used as the base case. This study does not address the topic of corporate structures or tax consolidation. There are no costs assumed external to the operation of the deposit (e.g. exploration to locate additional deposits). Two types of analyses were performed for this study. The first calculates the total cumulative tax payments in each state using all applicable taxes (including U.S. federal income taxes and examines the resultant differences in discounted cash-flows rate of returns DCFROR's amoung the eight states. The second is a sensitivity analysis that examines each type of state tax separately (i.e. state income, property, and severance taxes) in order to isolate and examine the differences in tax payments that are due to the difference in rates and methods of computing specific types of taxes in each state. The results of this study serve to illustrate the complex nature of interactions among various taxes. For example, property tax is a deduction in calculating severance tax in some state. Changes in property-tax and severance-tax payments both enter into the calculation of state and federal income-tax liability. This, in turn, could change the timing and usage of tax-loss carry forward amounts and investment tax credits. Additionally, the physical characteristics of a property, the method and costs at which the mineral will be extracted, and the profitability level at which each property operates will affect tax treatment. Each mineral operation was evaluated at three different predetermined profitability levels, referred to using the terms economic, marginal and sub-economic. These three profitability levels are defined by the ore feed grades of the primary commodity that yield in constant terms, approximately an "economic" 18% DCFROR, "a marginal." 10% DCFROR, and a "sub-economic" 5% DCFROR, respectively, under the Montana tax structure. In the analyses, the mining and processing parameters for each of the three types of properties were assumed to be identical for each of the eight states. It was assumed that each operation produces at full operating capacity throughout its life. This implies the level of mineral commodity demand will support the inferred commodity price, such that each operation will be able to sell all its output. The analyses performed for this study were done using a comprehensive economic evaluation simulator that is used in the Bureau of Mines, Division of Minerals Availability MAS program to perform DCFROR analyses. All economic evaluations performed upon these data (see appendix 2) were in constant January 1981 dollars. THE purpose of the Coal Division's Committee on Ventilation is to cover one principal aspect of mine ventilation thoroughly each year, instead of attempting to touch upon several different subjects. The Committee for 1943 consists of four members besides the Chairman. Members, selected because of both knowledge of the current topic of mine ventilation, and diversity of occupation, are: Carel Robinson, consulting engineer with an operating background; T. G. Fear, chief engineer for the Hanna Coal Co., an operator of varied experience in mine ventilation; E. H. Denny, chief of the coal mine inspection division of the U. S. Bureau of Mines, obviously well qualified; and C. M. Smith, editor of Mechanization with a background of mine ventilation study as a member of the mining department of the University of Illinois, at present retained as a ventilation consultant by the Climax. The uncertainty of finding the exact equivalents fortechnical expressions in different languages has led me to think that a glossary of furnace-terms would be useful to members of the profession. I was led, some years ago, to prepare a small one, which has been found so very useful, that I have arranged one for presentation to the Institute, for four different 'types of furnaces, in the hope that it may prove of use to those who are in the habit of consulting foreign technical journals, I was further induced to make the attempt in the hope that it might tend to make the terminology less complicated than it now is, and also to make it more uniform over larger districts. The idea of referring to a drawing which expresses exactly what is meant, resulted from the necessity of presenting such subjects to students, and will, it is hoped, prove much more useful than the mere dictionary arrangement in alphabetical order. The drawing of the blast-furnace was prepared for me by Mr. J. P. Witherow, of Pitsburgh ; the drawing of the open-hearth furnace by Mr. S. T. Wellman, of Cleveland, and the reverberatory furnace by Mr. John Fritz, of Bethlehem. The bloomary-furnace is taken from my own paper* on Bloomaries, but, in order to have a complete furnace, I have introduced into the drawing of those used at Saranac the guard-plate used at Ironville. The interest which has been taken in the preparation of this paper by those gentlemen who have contributed the drawings, has been supplemented by gentlemen in Europe who have taken the trouble to read the proof. In France it has been read by Mr. Lodin, of the School of Mines, and by Mr. Chaper, of Paris, and in Germany by Dr. Wedding, of Berlin, and Mr. Luhrman, of Osnabruck. The preparation of the paper has been much more difficult than was anticipated, and its value has been very much enhanced by Dr. Raymond's kind assistance and cooperation; and to him, as well as to all the other gentlemen, Iam very much indebted. It was at first proposed to add to the paper the names of all the tools used in these various furnaces. It was found, however, that this would make such

The income of the Institute is derived from dues, subscriptions to MINING AND METALLURGY and sale of publications. These sources are fortunately supplemented by the interest from invested funds now amounting to over $500,000, a considerable portion constituting endowments for especial purposes. Aside from the medal funds the principal endowments are the James-Douglas Fund for support of the Library, the Rocky Mountain Fund and the Seeley W. Mudd Memorial Fund. The income from the two last named is available for the support of research and a variety of other purposes. It is allocated by the Board of Directors upon recommendation of standing committees in each case. An active effort is being made to increase the endowments of the Institute, it being felt that unusual opportunities exist for research and public and professional service through the organization.

NO observations on the mechanical properties of man-manganese alloys have been published since pure manganese became readily available, either distilled manganese or electrolytic manganese. The purpose of this investigation was to determine whether iron-manganese alloys are essentially brittle, as reported by Hadfield,' or whether the lack of ductility observed was due to impurities in the alloys that he studied. Experimental Methods The alloys were melted in a roo-lb. high-frequency induction furnace with a magnesia crucible, using ingot iron and electrolytic manganese. The heats were split, the first giving six 18-lb, ingots and the second three. Each successive heat was higher in manganese and about 0.3 per cent silicon was added as ferrosilicon. The alloys forged without difficulty and were given a 9' per Published by permission of the Navy Department. Manuscript received at the office of the Institute June 28. 1941. The proportional limit and yield strength were taken from the stress-strain diagrams drawn by a Peters recorder. The data obtained from the tensile test and the hardness measurements are given in Table 2. Specimens that were normalized are designated by N; those that were normalized and tempered by T. Alloy G was tempered after forging (D).

The following procedure in estimating mineral oil when mixed with vegetable or animal oils, is the result of a long series of cxperiments based on the method suggested by Sir William Thompson and Mr. A. H. Allen, in a paper read before the Royal Society.* Four to five grams of the oil under examination are weighed out into a porcelain capsule of 75 C.C. capacity. Thirty C.C. of a 10 per cent. solution of potassium-hydrate in alcohol are added, and the capsule covered with a watch-glass is placed in a water-bath heated to about 93' C. The mixture of oil and alkali should be stirred frequently, and after three-quarters of an hour it is boiled with stirring. This will secure the complete saponification of all the vegetable or animal oil. After the boiling has been continued some time, and most of the alcohol is expelled and a thick scum of soap forms on the surface, a little bicarbonate of soda is added to convert the excess of caustic alkali into carbonate. When the contents of the capsule have become pasty an equal bulk of fine, clean sand is stirred in. This makes the soap granular, and facilitates the removal of the last traces of alcohol. The capsule is now heated for two hours more on the water-bath. After cooling, the contents of the capsule are transferred to a short-necked funnel, having a thin plug of asbestos, and washed with petroleum-ether, or some other light petroleum spirit. The ether dissolves out the mineral oil from the soap, and is best collected in a quarter-liter flask having a short neck. The ether can be applied conveniently and effectively by a small washbottle. Care must be taken to effect a complete removal of the oil

THIS paper deals primarily with an investigation of ball-mill liners that was conducted by the writer over a period of six years at the Mammoth mill in Arizona. The investigation covered a wide variety of designs of liners in both primary and secondary mills. The comparative results are presented herein as evidence of the extent to which design influenced liner life and mill performance. FLOWSHEET The feed to the Mammoth mill was a complex, oxidized, gold-silver-lead-molybdenum-vanadium ore with rhyolite, andesite and granite as gangue. Although the ore varied between stopes, the long-term average in character remained substantially the same. Capacity was 560 tons per day. [t] Fig. I shows an abbreviated flowsheet of the grinding section of the mill. PRIMARY BALL MILL A 3-ft. Symons shorthead crusher in open circuit crushed to ¼ -in. maximum one-way dimension the feed to the 5 by 10-ft. Marcy open-end ball mill. The mill rotated at 80 per cent of critical speed and was charged with 4-in. forged steel balls. Cast balls were used for a few months at a slight reduction in ball cost, but breakage of the large balls reduced the ball size and grinding capacity to a point where the over-all costs suffered out of proportion to the saving in cost of balls. For metallurgical reasons, the finished product of the mill was maintained at minus 8-mesh. This coarse product, plus the very abrasive ore and the absence of fines in the feed, caused abnormally rapid wear of the mill liners. The resultant high operating cost led to the most extensive phase of the investigation. [ ] In order to clarify the difference in design of the various types of liners used, Fig. 2 shows the profiles with the arrangement in which grinding balls of maximum size would lie on the face of the liners. The results with each type of shell liner in the primary mill are shown in Table I.

The recovery of arsenic was started at the Washoe Reduction Works (later called the Anaconda Reduction Works) in 1904, when an arsenic plant was constructed adjacent to the lower end of the 60-ft. main flue.' This plant originally consisted of a Brunton roasting furnace for treatment of flue dust and a small reverberatory furnace for treating the crude arsenic produced in the roasting operations, together with the necessary kitchens for condensation of the fumes and grinding and barreling apparatus for preparing the refined white arsenic for market. The Brunton furnace was fired with wood. It was 14 ft. 6 in. in diameter with two outside fireboxes. The hearth revolved upon a central shaft. The charge was fed through a dust-tight hopper on to the center of the hearth and slowly moved to the outer edge of three rows of stationary rabbles fastened in the roof of the furnace. There was a 3-ft. space between the hearth and roof. A crude arsenic was condensed from this furnace. The hot flame from the fireboxes passed directly over the charge, vaporizing the As203 that was carried through brick flues to the condensing chamber. This chamber was 8 ft. high, 16 ft. wide and 240 ft. long, divided into small kitchens by partitions spaced every 7 ft. It was connected with the main flue system to provide draft and to receive any losses from the chamber. The small kitchens were connected by openings in such a way that the fumes took a zigzag course, causing them to come in contact with the cold walls and ceiling and condense the arsenic. There was an opening from the outside into each kitchen, for the removal of the deposited arsenic, which was closed by a wooden door. The refining furnace was a small coke-fired reverberatory having a hearth 10 by 20 ft. in dimensions. It had three hoppers through which the crude charge was introduced, and one firebox placed at one end. The hot gas from the burning coke passed over the charge, volatilizing the arsenic and carrying it to the kitchens.

THE Eastern district, composed of New Jersey and eastern Pennsyl-vania, with its native ores, was the cradle of the iron industry of the United States. The district attained and held the leadership in produc-tion of pig iron for over 100 years, from pre-Revolutionary days to approximately 1875. The first shipment of Lake hematite ore was made in 1853. It was a small shipment, transported by a sailing vessel and a canal barge, but it was the beginning of the end of the supremacy of the Eastern district, although at that time the ore was supposed to be too rich to be successfully smelted with the block coal then in use at western furnaces. The iron made from the first shipment of Lake ore was worked into nails by the Sharon Iron Co., at Sharon, Pa. The writer's great-grandfather, David Agnew, and his brother, John P., Agnew, owners and-operators of the Sharpsville furnace, Sharpsville, Pa., worked the shipment through a furnace. Because of this, the writer feels some satisfaction in having been one of a group that solved the problem of making profitable an operation using Eastern district ores exclusively. With the development of Lake mines, and the production and use of coke, the Middle West district gradually assumed the position of leader-ship in production; because, even though the ores were transported 1000 miles by water and rail, its cost figure on pig iron was better than that of the eastern producer whose furnace was next to his mine. Such a cost figure was possible because the ore was naturally rich in iron and reduced easily. It was possible to carry a heavy burden on the furnace, which resulted in large tonnage and low coke per ton of iron. This paper is in no sense a technical one. The purpose is to show that with the proper physical preparation of the Eastern magnetites they will reduce as easily as the Lake hematites, and because of the high iron concentration give the Eastern producer just as much advantage as formally he was at a disadvantage in comparison with the Middle West producer.

THE gas-liquid metal diffusion cell technique1-3 has been used to study the diffusion of nitrogen in Fe-C alloys. The actual apparatus and technique were the same as employed by the authors to study the diffusion of hydrogen in liquid iron.' The diffusion cell' was formed by immersing an alumina tube in a stagnant melt contained in an alumina crucible. The tube (hereafter called absorption tube) contained nitrogen gas at 1 atm and was connected to a sensitive gas-measuring system. The change in the average concentration of nitrogen in the melt in the absorption tube was determined by measuring the rate of absorption of nitrogen in the diffusion cell. Eq. [I], 1-3 derived from the appropriate solution of Fick's second law, was used to examine the data and to calculate chemical diffusion coefficients (D) in situations where the absorption appeared to be controlled by diffusion in the liquid: where V is the stp volume in cu cm, d is the diffusion cell diameter in cm, p, is the density of the melt in g per cu cm, pg is the stp density of nitrogen in g per cu cm, C, is expressed in wt pct, D is in sq cm per sec, and t is in min. According to Eq. [I], a plot of v vs vt should yield a straight line passing through the origin if absorption is controlled by diffusion in the liquid. The slope of this line could be used to determine the value of D under appropriate conditions. As discussed in earlier reports,1,2 the initial thermal expansion of the gas upon immersing the absorption tube distorts the line in the initial stages of a diffusion experiment. However, this is not a serious problem since the slope of V vs 6 plots can be determined from the data points obtained after the initial expansion ceases. The volumes reported on the data plot presented here represent absorption after this thermal expansion ceased. Several preliminary diffusion experiments were attempted with melts of pure iron and with Fe-C alloys containing up to 0.6 pct C. In these cases, no or very little absorption was observed. The only data obtained were for an Fe-C melt which was in addition thoroughly deoxidized by successive hydrogen and vacuum-degassing treatments. These treatments introduced an appreciable amount of aluminum into the melt and reduced its omgen content. The original charge material for this melt contained 0.23 pct s and approximately 0.001 pct &. After repeated hydrogen and vacuum-degassing treatments two diffusion experiments were performed. The natural gas industry is essentially a byproduct of the oil industry. When first discovered the gas was usually regarded as a nuisance, and even when found immediately associated with oil, or suspected to be so, it was customary to blow it freely into the air, in the hope that gas would shortly be replaced by a flow of oil. The early methods of production,' transportation, and utilization were neither economical nor efficient; the chief value of gas was based on its use as a fuel, with no regard to (1) its effect. upon the oil with which it was associated, (2) its importance as a lifting agent, or (3) to its possibilities for the manufacture of byproducts. The spread of scientific research among major gas and oil companies, manufacturers, and academic groups, has gradually brought recognition of the fact that many of the technical problems bearing on production, transportation and utilization are common to both the gas and the oil industry. A few of the problems that have received serious study, and from which highly gratifying results have been obtained, are: (1) gas measurement, (2) oil well and gas well capacity tests, (3) elimination of field waste, (4) design of pipe lines and compressor stations, (5) extraction of constituents which might interfere with the normal flow of gas through the line, (6) control of reservoir pressure, (7) estimation of reserves of both oil and gas, (8) control of water encroachment, (9) measurement of factors which influence fluid movement through sands, (10) solubility of gases in oils, (11) effect of dissolved gases upon the properties of the solution. These investigations have demonstrated that almost every problem relating to oil production also involves some phase of natural gas engineering. During the past 15 years the use of experimental methods for the discovery and measurement of obscure, influencing factors, which cannot be determined purely by hydrodynamic or thermodynamic analyses, have contributed much towards the progress made in solving the problems of the oil and gas industries. This paper covers the theory and present state of development of an apparatus for the nonmathematical analysis of complex problems of reservoir and well behavior. At the present stage of development of this apparatus, it is capable of solving the water-drive problem of any reservoir performance for which a mathematical solution has been presented in the literature, either on the basis of steady or unsteady-state flow analysis. The theory is presented for the extension of the scope of this analyzer along the lines of the present development. The resulting apparatus should be able to solve reservoir-performance problems previously thought too difficult for practical solution by mathematical means. As an illustration of its operation and present scope, the analysis of a reservoir problem and synthesis of expected performance is presented. Introduction In this method† of analyzing problems of petroleum-reservoir and well behavior, the porous continuum of the reservoir is assumed to be divided into small blocks, or units. Each block is assumed to be small enough so that for a material balance on the fluids in the block an average pressure for the block can be used. In analyzing reservoir behavior from this point of view by mathematical means, a set of simultaneous difference equations would be obtained (two for each block), which must be solved or combined into a partial differential equation. In the method to be described here, instead of solving these sets of equations analytically, electrical units are constructed, which will behave in respect to the flow of electricity exactly as the reservoir units behave under various conditions of fluid flow. The electrical units are then wired together in the same way that the reservoir units are connected naturally by virtue of their geometrical locations and shapes. Fluid-Flow Equations Consider a block in a reservoir. Assume that reservoir fluid (or fluids) is flowing in at one face and out at the opposite face, and that the block is small enough so that at all points the stream lines are within one degree of perpendicular to the face. Furthermore, assume that the pressure, pi, at the upstream face (Fig, I) is not more than one per cent greater than P2 the pressure at the downstream face. A material balance will show that the mass of fluid flowing out less the mass of fluid flowing in will equal the change in density times the fluid volume. This is expressed in the equation:

(written-discussion-? ).--The advantages of the incline-slicing system have' been ably pointed out by Mr. Scott in his paper in the November, 1917, Bulletin, and also by Mr. P. B. Scotland in the Engineering & Mining Journal, Apr. 7, 1917. From the standpoint of efficiency and economy this method is far superior to the top-slice system as generally practised. However, as regards ventilation, and the danger of mine fires, it is just as necessary to use a mechanical ventilating system in mines worked by this method as it is in those worked by the horizontal top-slice system. Mechanical ventilation not only improves working conditions in top-slice stopes but, if properly designed for the particular mine in question, permits an immediate attack to he made in the event of a mine fire with a greater degree of safety to the men. In the course of time, incline top-slicing will probably take the place of the horizontal top-slicing system just as the incline cut-and-fill has superseded the horizontal cut-and-fill stoping method. While incline top-slicing has been tried in several districts on a very limited scale with inconclusive results, the Coronado is the-only large mine at which it has yet been thoroughly tested, and there it proved to be a complete success. As Mr. Scott's figures show, the tonnage has been more than doubled, with a simultaneous reduction in costs. As has been the history with all other innovations in mining, considerable hesitation will probably be shown in introducing this method in other mines. For example, when the incline cut-and-fill system was put forward as a substitute for the horizontal cut-and-fill stoping method many mining men of good repute were doubtful of its success and post-poned its introduction as long as possible, giving as their reason certain geologic conditions which would make the incline cut-and-fill impracticable. At the present time, most of the mining companies in the South-west, who in the past had used the horizontal cut-and-fill system, have already changed over, or are in the process of changing, and have proved that in the majority of cases horizontal cut-and-fill stopes can be successfully operated under the incline cut-and-fill system. THE occurrence of copper ores at Garimenapenta, 14 59 min 30 sec N Lat., 79 33 min 10 sec E Long., in Nellore district, Madras State, India, has been examined and investigated on numerous occasions during the past two centuries.' No tangible orebody was ever located as a result of all the ex- tensive trenching and shafting done in the area by various agencies. However, during 1933 Messrs. Piepmeyer & Co., a German firm engaged by one of the leaseholders of the area, carried out an electrical survey using inductive methods.' On the basis of certain strong indications found in their survey, they recommended that the prospect be proved by drilling or shafting. But for want of financial backing no further work was carried out. When the Madras government more recently proposed investigation, Dr. Krishnan, then Supt. In the manufacture of charcoal-blooms, washing or cleansing of the ore from adhering gangue has been practiced for many years. A sluice-box is even to-day used for that purpose in the Southern Appalachian Mountains. For the Lake Champlain bloomaries hard magnetic ores are crushed with stamps and then sluiced or jigged in hand-jigs. The stamps used in the Lake Champlain region are of the most primitive kind. They consist of a trip-hammer, dropping on a perforated cast-iron plate, through which the crushed ore escapes. Only friable rock can thus be successfully treated. To render the raw ore friable, a calcining or burning in piles on a bed of cordwood is resorted to. An expense of 35 cents per ton of crude rock treated is thus incurred. The crushed ore is shovelled or otherwise fed into jigs without previous sizing, except such as is incidental to crushing through the perforated bottom of the stamping-machine. In jigging this ore, it is allowed to pass through the bedding into the "hutch." The tailings are scraped off and wasted. They contain a large percentage of fine ore. In many instances, this is regained by subsequent sluicing. Such was the condition of the industry, when the writer's attention was first called to it in 1882. No attempt had been made to introduce into thiS branch of ore-dressing the notable improvements adopted in concentrating the ores of other metals. The result of the writer's investigations was the building in 1882 of the "Crown Point Separator." At the Crown Point Mines, N. Y., lean ore unfit for the blastfurnace (containing less than 331/3 per cent. of iron), was concentrated and used in the bloomary connected with the mines. The ore was burned here as elsewhere, and treated as described. The plant designed by the writer for Crown Point, is nearly a counterpart of that since erected by Messrs. Copeland and Bacon, contractors, for the Theal mine, Putnam County, New York, which is illustrated by the accompanying plate. The only difference is in

In my address on the " Geognostical Relations of the Metals," delivered before the Institute on the 20th of February last (Vol. I Transactions, p. 331), I spoke of the rocks in the vicinity of Thunder Bay, Lake Superior, where I indicated two series of uncrystalline rocks resting upon the Huronian schists, the lower one consisting of dark-colored argillites and sandstones overlaid, apparently in slight discordance, by nearly horizontal red and white sandstone and marls, which were compared with those of Sault Ste. Marie, and those of the Portage Lake district, on the south shore. These latter sandstones, according to Brooks and Pumpelly, overlie uncomformably the Keweenaw series of copper-bearing amygdaloids, sandstones, and conglomerates, and are in turn overlaid by the Trenton limestone. I then proposed to call this lower series of Thunder Bay, that is to say, the dark-colored argillites and sandstones which are traversed by the silver-bearing lodes of that region, the Animikie group. Shortly after the publication of that address I received an abstract of a paper on the geology of that region by Professor Robert Bell, read before the Montreal Natural History Society, February 24th. He there confirms the statement made in my address that the gold of Lake Shebandowan occurs in the Huronian, which is also seen to be cut by the silver-bearing lodes just mentioned. Professor Bell, in this paper, proposes to designate both what I have called the Animikie group, and the overlying red and white sandstones, by the name of the Nepigon group, for the reason that the upper series is best displayed about Lake Nepigon. This latter series is by Logan supposed to be overlaid by the copper-bearing amygdaloids with conglomerates and sandstones of the north shore (apparently identical with those of Keweenaw); and the whole together, inclnding the Animikie group, constitute his Upper Copper-bearing group. These copper-bearing strata are by him supposed to be overlaid by the red and white sandstones of St. Mary, which are apparently the same with those sandstones which, according to Brooks and Pumpelly, overlie unconformably the similar cupriferous rocks of Portage Lake, and are, in their turn, overlaid by the Trenton limestone. In adding one more to the list of papers that have been presented on the subject of steel rails, I wish to explain at the beginning that in enumerating the steps in the manufacture which, I think, have an all-important effect on the wearing-qualities of the rail produced, I do so with no little hesitation. As a student in the field, I am anxious for the opinions of others, and have finally decided to ask for it in this way. I have not stated everything which I think affects, in one way or another, the life of rails, but have confined myself to those steps in the manufacture which I felt most sure did do so. Recognizing the danger of being carried away by enthusiasm, I have endeavored to make my assertions with caution, and to understate my case rather than to overstate it; but if I have succeeded in throwing a ray of light on this vexed question and placed it in the eyes of some railroad men in an aspect which they have not fully considered, my boldness will be more than justified. I. Uniformity in the quality of the material charged into the converter assists the attainment of uniformity in the steel produced.— This is the argument which is used by the champions of the cupolamelting or indirect process, and has considerable weight. It takes vastly more skill to make good steel if there is a great irregularity in the iron charged into the vessel than if there is not this irregularity ; but on the other hand, there are certain advantages in the direct method, such as a lower sulphur-percentage from the same furnace-iron, while it is possible to get as great uniformity in the iron charged by having the furnace-capacity enough in excess of the demands from the converting department, to allow for occasional " slips " in the furnaces, and permit the mixing of the iron from two furnaces which are respectively too " hot" and too "cold." 11. Care in pouring ingots at the proper temperature into warm moulds, and the treatment of ingots before rolling, have important effects on the rails made from them.
