THE third annual Joint Western Mining Convention, held at Los Angeles, Sept. 10 to 13 inclusive, was a notable success both as to attendance and interest. Registration the first day amounted to 201, and the total crept up to 347 before the close. The American Institute of Mining Engineers was well represented, approximately 80% of those registered and most of the speakers being members. This illustrates largely the amount of interlocking membership and the reason for holding at one time and place meetings of the several related organizations. The plan has proved so successful that it is probable that Spokane will extend an invitation for next year that seems likely to be accepted. It is proposed that the convention be timed so as to permit visitors from the East to stop there Oct. 3 to 5, en route to the American Institute of Mining Engineers meeting at San Francisco, Oct. 7 to 9. Simultaneously, it is expected that the Petroleum Division will hold its fall session at Los Angeles, the two streams of travel meeting in San Francisco, just before departure of the party of engineers traveling to Japan to attend the World's Engineering Congress. The Los Angeles meeting opened Monday morning with a general session under the auspices of the Western Division of the American Mining Congress with Philip Wiseman in the chair. After a series of short responses to the welcome extended, Charles W. Merrill discussed the needs of the western mining industry. A complimentary luncheon to members and delegates followed.

This paper constitutes a preliminary report on experimental work done to date on the anode-furnace treatment of blister copper containing relatively high percentages of nickel. The investigation has not been completed but results obtained to date are considered of sufficient interest to warrant publication. Blister copper treated by the Ontario Refining Co. originates from the Copper Cliff smelter of The International Nickel Company of Canada, of which the former is a wholly-owned subsidiary. The blister as received contains from 0.50 to 1.50 per cent Ni, and in this respect differs from that treated by other refineries on this continent. During the anode-furnace treatment, only a portion of the nickel content is removed, and of the amount remaining in the anodes a varying percentage is found in the anode slimes. This necessitates a more extensive treatment than ordinary nickel-free material. Sometimes it is necessary to repeat roasting and leaching operations several times before the nickel colltent is low enough to permit the slimes to proceed to the dorè furnace. This, besides increasing treatment charges, causes greater selenium stack losses and involves a longer tie-up of precious-metal values. Therefore this investigation was undertaken with the aim of determining the factors influencing the diversion of nickel into the anode sludge. From experience it was known that by keeping the nickel content of anodes at 0.55 to 0.60 per cent maximum a relatively satisfartory slime resulted. One avenue of attack therefore was developing improved elimination in the anode-furnace treatment so that the anode content mentioned above was not exceeded. Another angle was to improve the solubility, during electrolysis, of the nickel constituent in the anodes, thus decreasing the percentage diverted to slimes. . It may be mentioned here that nickel dissolving electrochemically and entering the electolyte presents no difficulty from a treatment standpoint. Both of these approaches were studied and are discussed separately below.

Introduction.-I esteem it a great honor to be asked by this Institute to give them an address chiefly devoted to metallurgy. While it is with great regret that I find myself unable to be present to deliver this in person, I take this opportunity of wishing your society every success in its continued career of usefulness to the metallurgists of the great Republic. S., as one of your Honorary Members, was a privilege which I greatly esteemed, for I consider that no society in America has done so much as ours for the advancement of metallurgy. Those who have Served our Society.-Where many have served so well, it is difficult, without appearing to make unavoidable distinctions, to select names from those of your members who have done so much for the cause we have at heart-the advance and progress of metallurgy. BENEFICIATION of iron-bearing formations is one of the major problems of research at the Michigan College of Mining arid Technology. Funds for this purpose hate been supplied by the State of Michigan supplemented by contributions of labor and some supplies from the Federal Government during the depression. The iron-mining companies have cooperated in securing samples and have also furnished much valuable information relative to the various formations.

The oil industry continued relatively quiet in Wyoming in 1935, although production increased about 8 per cent over the previous year; 55 oil wells were completed in 1935, compared to 34 in 1934, and at the end of the year 44 wells were drilling, 33 in proven fields and 11 in wildcat locations. The total drilling a year ago was only 30. In the year 1935 Wyoming produced a total of 13,451,000 bbl. of oil, a gain of 912,000 bbl. over the 1934 figure of 12,539,000 bbl. Approxi-mately two-thirds of the increase, or 630,000 bbl., was from black oil fields and one-third, or 285,000 bbl., from light oil pools. Salt Creek, with production of 6,357,000 bbl., is still many times the largest field in Wyoming but in 1935 it made less than 50 per cent of the state's total, after producing more than all other fields in the state for 24 years; however, its decline was only 3.8 per cent from the previous year. Oregon Basin, a black oil field, held second place again with production of 1,163,-000 bbl., a good increase over 1934. Grass Creek, with increases in both its light and black oil, jumped into third place; and Lance Creek, with its new Sundance light oil production, was in fourth place in the amount of production. Frannie, which was in third place in 1934, dropped far back on the list because of lack of market. Byron and Garland, two other black oil fields in the Big Horn Basin, increased considerably. Big Muddy, a prominent light-oil field, was down with a natural decline; and Elk Basin, also light oil, produced less because of market conditions. During 1934 only three gas wells were drilled in Wyoming and 29 dry holes, 13 in proven fields and 16 at wildcat locations. Of the latter, 5 were on wildcat structures of considerable interest. Of the 55 wells completed during the year, 53 were in proven fields and of these 17 were small ones in the shallow Osage field and 10 were light-oil wells good for 1500 to 3000 bbl. each in the Lance Creek field. Discoveries Two of the oil wells were discoveries at Medicine Bow and Sheep Creek. Medicine Bow is a very large anticline with more than 3500 ft. of closure and is located in Carbon County in the south-central part of the state. 2.3-1. Introduction. The subject-"Preliminary Evaluation of Coal, Metallic and Industrial Mineral Deposits for Surface Mining'-seems at first glance to be definitive and not likely to be misinterpreted. Nevertheless, there are widely divergent opinions as to what is meant by "preliminary" and even as to what is meant by "evaluation." Some definition and qualification is necessary in order to provide a readily recognized basis for discussion. Evaluation evokes the idea of organizing extant data and judging its significance especially in the economic sense. It also may evoke the concept of the physical processes of acquiring the data that will characterize the deposit such as the geologic mapping, drilling, etc. Castle (5) considers that evaluation may embrace psychological aspects wherein human traits as, for example, over optimism might cause the evaluator to overlook obvious project weaknesses. In this chapter, evaluation is discussed primarily from the viewpoint of economically appraising a project from data available at a given point in time. The qualifying adjective "preliminary" is not easily defineable. In fact, some kind of evaluation proceeds, if not continuously, intermittently over the full span of exploration and early stages of development of a deposit. Bailly (1) comments: "Sometimes, before starting exploration in new areas or countries for a given commodity, we establish models to define what minimum combinations of re- coverable grade and tonnage are needed to give the minimum acceptable rate of return established by corporate policy. Then, before starting physical exploration in any target area we try and guesstimate optimistically what best 'geometry-grade-tonnage' can be expected. If these are acceptable in light of above minimum combinations, exploration is started as soon as funds are appropriated for the target area.''

PERHAPS the greatest progress made in the technical methods of oil production during the last year has been in handling gas from the new fields that yield light distillate fractions. At least sixteen recycling plants have been perfected and installed in South Texas fields alone during 1939 having a daily capacity of more than one billion -2 cubic feet of gas and capable of producing more than a million gallons of distillate daily. The process consists of running the gas under pres- sure through especially designed plants, separating out the condensate, then compressing the gas to 3000 lb. or more, depending on the subsurface pressure in the formation, and injecting gas back into the reservoir to be produced again later, along with more of the liquid hydrocarbons, and again recycled. Hence production in these distillate fields in sense has changed from that of producing a constantly diminishing and much-wasted product to a more or less continuous manufacturing process, in which practically all the gas is conserved-a real triumph in engineering practice.

WHEN the white pioneers of the eighteenth and nineteenth centuries advanced from the coastal settlements of southern Africa into the interior of the subcontinent, they found it inhabited, more or less sparsely, by brown or black peoples mainly of pastoral habits but equipped with a fighting spirit and certain fighting weapons. Some of the tribes were smiths, others were miners and metallurgists; all used fuel, either industrially or domestically. Some of that fuel was wood, some cattle dung, and in some places the natives mined outcrop coal. Coal was first discovered by Europeans in Natal about 1840. After proper deliberation and after allowing due time for a consideration of all the implications, the Natal Government decided in 1881 (40 years after) to import an English expert to investigate and report on the discovery. Things then moved rapidly, and in what to a geologist is the remarkably short space of eight years, Natal collieries were producing at the rate of nearly 30,000 long tons per annum or 100 long tons per working day!

ONE'S JOB is the watershed down which the rest of one's life tends to flow write the Lynds in the first pages of their classic social study, "Middletown in Transition." Certainly engineers will confirm this statement after a check among those in their own profession with whose lives they are at all familiar. I have no hesitancy in acknowledging the truth of their observation for the men and women who are engaged in the profession of the law. It has been often remarked that American public life is overrun with members of the law profession. The highest public office in the land, that of President. has been occupied by lawyers almost to the exclusion of citizens of any of the other professions. Twenty-two Presidents of the United States out of the total of 31, were members of the bar. For the most part, members of Congress, the governors of the states, the state legislators and the mayors and other local leaders, men who occupy important positions of responsibility and public trust, have had legal training. Now this fact is no mere accident. Those who were fitted for the "job" of the practice of the law are favorably placed with respect to their participation in public life. Thus public service and public office is the watershed down which the "lawyer's" life tends to flow.

PETROLEUM production engineering is essentially the application of the laws of 'physics and mechanics to the production of oil. A true production engineer is one who can apply the principles of mechanics, hydraulics, thermodynamics, and other physical arts so as to facilitate' the efficient and economical recovery of oil. To this end he must have wide knowledge of practical field operations and a working knowledge of geology, with a thorough understanding of the underground state of the fluids which he seeks to control. Generally speaking, there have been two schools of production engineering, the California development and the Mid-Continent development. In California the preliminary production engineering was done by representatives of the U. S. Bureau of Mines and the State Mining Bureau, and was essentially subsurface work in regard to casing patterns, water shut-offs, and completion procedure, inasmuch as these were problems of the utmost immediate importance to the California industry. The oil companies were impressed with the value of such work and placed engineers, or more strictly speaking, engineering geologists on their field staffs. These men, realizing the need of further technical study in the mechanical phases of producing operations, added mechanical and mining engineers, and out of the blend developed what is now known as a production engineer.

The active development of the vast East Texas oil field, the attendant effects of the rapidly increasing flow from its prolific wells and the efforts to bring order out of chaos precluded or dwarfed other oil development in Texas during 1931. In a paper by Dr. F. H. Lahee1 presented at the October, 1931, meeting, the early history of the East Texas oil field is described and the sequence of events in connection with its development and efforts to control its production up to Sept. 25 is narrated. At that time the Railroad Commission of the state reduced the production of the field to a maximum of 400,000 bbl. per day by restricting the allowable daily production per well to 185 bbl. By further reduction in the daily production per well to 100 bbl., the field was held below that maximum figure during the remainder of the year. Meanwhile, as a result of an injunction against the Railroad Commission, its authority in the field was superseded on Oct. 13 by the Governor of the state, and after that date production was controlled directly by his orders issued under authority of martial law. Suits to contest this authority were brought in the Federal courts and were pending at the close of the year. On March 5, 1931, as a result of the East Texas production, posted prices for Mid-Continent 40' A.P.I. crude slumped from $1.07 to $0.67. As East Texas production continued to mount, posted prices in East Texas were reduced to $0.37 on June 3 and $0.22 on July 8, although in that field most of the oil was sold for much less, bringing the producer and royalty owner as low as $0.025 per barrel. Northeast Texas To the information contained in Dr. Lahee's paper, it can now be added that the East Texas field has produced over 105,000,000 bbl. and registered about 3700 successful completions during 1931. There may be some merit to the recent prediction that a large part of the field will have passed its flowing period by the middle of 1932 unless

PUBLIC hearings began before the Committee for Reciprocity Information on May 24, 1950, for the purpose of unearthing data and opinion that will be helpful in the forthcoming reciprocal tariff and other trade-barrier negotiations at Torquay, England, on September 28th of this year. The conference this fall will constitute the "third round" of tariff negotiations under the General Agreement on Tariffs and Trade concluded at Geneva in 1947. The United States plans to negotiate with 17 other countries on possible tariff modifications on various articles all the way from baby carriages and bottle caps to lead and zinc-bearing ores. On May 31, June 1 and June 2, spokesmen appeared before the Committee for Reciprocity Information on behalf of the domestic lead and zinc mining industries. Producers of these metals protested the inclusion of paragraphs 391 (lead-bearing ores, dust and mattes), 392 (lead bullion, lead in pigs and bars, and scrap lead), 393 (zinc-bearing ores of all kinds), and 394 (zinc in blocks, pigs or slabs, and zinc dust) of the Tariff Act of 1930, as amended in the list of articles to be considered for possible tariff concessions at Torquay. It was pointed out that although operating costs have more than doubled since 1939 tariffs on these metals were actually higher in that year than at present. This, coupled with the detrimental effects of the recent series of devaluations, has sounded the death knell for a substantial number of domestic lead and zinc mines-a most undesirable development in the face of the ominous international situation, according to these spokesmen. It was urged that higher rather than lower tariff rates are needed on these metals. The opinion was expressed that it was inconsistent to foster a high living standard in our western areas and then, once it is attained, to undermine that condition by minimizing the protection that was partly responsible for it. The main theme of some arguments implied that although every effort should be made to close the "dollar gap" abroad, serious consideration must be given the methods employed lest our national security position be jeopardized in the process. The House Committee on Foreign Affairs completed hearings on H. J. Res. 236, to provide for United States membership and participation in the International Trade Organization. Hearings began on April 19th and ran for over five weeks. Many witnesses from industry and government presented voluminous testimony, which will not be available for public distribution for several weeks. However, it is no secret that the most controversial provisions of the Draft Charter of the ITO are: (1) Article 17 (Chapter IV on Commercial Policy) which would obligate members to negotiate for the reduction of tariffs and the elimination of trade preferences; (2) Article 20 which would prohibit the use of quantitative restrictions for protective purposes; (3) Article 16 which promulgates rules to implement the principle of non-discrimination in international trade; and (4) provisions permitting the use of protective measures for promoting economic development, particularly in backward areas, even though such provisions are inconsistent with those of the three articles cited above. United States membership in the International Trade Organization is essential to the successful operation of that body in view of this country's position as the economic giant in the present international trade pattern. Many countries are reluctant to take any action toward the ratification of the charter until it is known what course America will pursue. However desirable or undesirable the ideal of free multilateral trade may be it is unlikely that this Government's participation in the ITO will materialize soon. Advices in Washington indicate that H. J. Res. 236 will not be enacted during the present session of Congress. The legislative pattern designed to secure Congressional approval of the ITO is similar to that of the St. Lawrence Seaway project. The Seaway project was pending in treaty form for several years before the Foreign Relations Committee of the Senate and when the Administration decided to incorporate this project into bill form it was found that, while it passed the House promptly, the Senate decided to pigeonhole it because of the obvious intent to circumvent the constitutional prerogative of the Senate to advise and consent to the ratification of treaties. The ITO bill may be slated for a similar fate. It is deemed essential by western Senators and Congressmen that the present session of Congress enact some form of mining legislation before its adjournment, now set for July 31st. These legislators from prominent ore-producing states do not desire to return to their home areas in the fall emptyhanded. Aside from that, it is entirely superfluous to reiterate the necessity for maintaining a healthy domestic mining industry as a bulwark against a sharp rise in the temperature of the "cold war". Now that S. 2105 has failed a new bill is taking shape in the Senate Interior and Insular Affairs Committee. It is similar in language to H. R. 8221 (to encourage the conservation and development of the mineral resources of the United States) reported by the House Public Lands Committee on May 3, 1950, but so far has failed to receive approval of the House Committee on Rules. There are some qualified observers in high circles in Washington as well as in the mining industry who favor a tax incentive program to stimulate investment in mining enterprises, as opposed to a conservation and exploration program. The Bureau of Mines and the Treasury Department have undertaken a joint study to determine the need for modification of the tax laws as they apply to mining. The study is scheduled for completion before the end of the year, and appears to be supplementary to the investigation initiated by the National Minerals Advisory Council which culminated in the submittal of recommendations to the Secretary of the Interior in December 1949. The "cold war" is largely responsible for the increased demand for metals. Stock-pile purchases and heavy industrial demand due to military needs distort markets and disrupt normal price trends. Such activity has an unhealthy influence on metal production, luring some producers into a state of dependency on the continuation of this condition. When stock-pile objectives are met sometime in the future purchases must then come to a halt unless international "fireworks" are touched off. It can only be hoped that technological improvements and further mechanization of mines coupled with the stimulus of a rising population will offset the anticipated drop in industrial demand and cessation of stockpile purchases when the international crisis abates.

M OST operators of open-pit mines in the Lake Superior iron ore district are quite familiar with the use of fuel oil in the heavy-duty Diesel engines commonly used in truck-haulage service but some operators, including my own company, Pickands Mather, have had butane-engine trucks in service for several years, and less is known of their operation. One of the first installations of trucks for iron-ore haulage was in 1939 at a deep open-pit mine on the Cuyuna Range. These superseded standard-gauge steam haulage. Trucks then obtainable were equipped with 150-hp Diesel engines, and the speed of these units on an 8 % grade would have been so slow, considering the depth of the pit, that plans for an all-truck haul out of the pit were rejected. Union Carbide has recently developed two open- pit vanadium mines in the Wilson Srpings area of central Arkansas about five miles southeast of Hot Springs. The ores from these mines, together with those from a larger vanadium deposit at nearby Magnet Cove, are processed at a new 1600- tpd plant built by the company in the immediate vicinity (Fig. 1). The Wilson Springs vanadium deposits are associated with the Potash Sulfur Springs intrusive, a circular igneous complex which is exposed over an area that is somewhat less than a mile in diameter.1 The complex has a crude ring structure similar to that of the larger Magnet Cove instrusive six miles to the east.2

THE striking alterations in the constitution and structure of cast A1-Si alloys brought about by addition of small quantities of some elements, particularly sodium, have been extensively investigated. Many theories' have also been propounded to explain this so-called lLmodification" process, but their main concern has been more to throw light on the action of sodium than to arrive at general criteria underlying this interesting as well as intriguing phenomenon. Such theories have generally dealt with one or more, but not all, factors that seem to have a direct or indirect influence on the cast structure of A1-Si alloys, e.g.., formation of ternary eutectic, removal of oxides, hydroxides, and so forth, by fluxing, morphological changes in silicon, and inhibition of growth of silicon grains through colloidal action, compound formation, preferential adsorption, or reduction of surface tension. Kim and Heine2 were the first to study the modification of A1-Si alloys in a systematic as well as comprehensive manner and to list the important characteristics of a satisfactory modifier. According to them, an important property of the modifying element is its capacity to form a stable compound with silicon in the appropriate temperature range. Other subsidiary requirements are that the element should get adequately dispersed in the melt at the inoculating temperature and also must not form stable compounds with aluminum. The alkali elements, with the exception of lithium, fulfill these requirements most satisfactorily and have been shown to be successful modifiers by these workers. Sodium is the most effective of these and seems to be in a class by itself for various reasons noted by earlier investigators.37 None of the other elements tried by Kim and Heine, viz., Mg, Ca, Cd, Zn, In, Pb, P, As, Bi, S, and Se, showed any significant modifying action. We wish to report here briefly on substantial modifications in cast eutectic A1-Si alloys brought about by some V group elements, which do not comply with the Kim-Heine requirements. When, in 1879,I examined the mines of the Tombstone Mill and Mining Company, at Tombstone, Arizona, I found a bed of tailings containing 12,000 tons, which had a value of 9 to 12 ounces of silver per ton and some gold. The ore had been amalgamated in pans, in which each charge had been ground for four hours, having been pre viously stamped through rough-punched screens, which gave a pro duct varying from 1-100th to 1-20th of an inch, according to the state of wear of the screen. It was certain that a large proportion of the tailings must be in fine slimes, and the question of recovering their value was difficult. Even now the concentration of slimes is . an unwelcome task, and at that day very little was known about it. Nevertheless, after considering the results of a test by repanning the tailings, I advised the company to concentrate and smelt, although they had to face the difficulty of making a smelting-product from slimes containing only 3 per cent. of lead. Limestone was abundant enough, but no iron suitable for flux was to be had for hundreds of miles. One of the company's claims con tained an argeutiferous manganese-ore, which gave but poor results by amalgamation. This was one reason for recommending smelt ing ; for if manganese would play the part of a precipitant, as iron does, the company could smelt by combining two of its silver ores, without other flux than the small amount of lime that might be needed. At that time no smelter had ventured to trust manga nese as a precipitant, though large quantities of this ore containing silver were bought and used by custom-smelters, who looked upon the manganese solely as a basic flux for silica. I believe that no other furnace has been obliged to trust this metal, and that the man ganese practice of Tombstone remains unique among the records of smelting lead-ores in the shaft-furnace. The bright side of the problem was given by the fact that the mines were shallow and that the enterprise would at least begin with oxidized ores. The tailings contained about 85 per cent. of silica,

When ore bodies are faulted or mill feed turns refractory, mining managers and engineers act vigorously to convert imminent failure into eventual success. The recent proliferation of onerous environmental regulations and restraints is likewise a threat to successful mining enterprise, in some ways more insidious and dangerous than the problems presented by natural obstacles. The regulatory burden has become so heavy that a pall of pessimism covers much of the mining industry. In this paper we frankly recommend an approach that does not just "make the best of it" but rather directs the whole environmental process: first, to improve planning, engineering, and operating procedures; and, second, to demonstrate the need for modification of laws and regulations which are intolerably burdensome to both the mining industry and the public.
