The oxidized ores of the Chief Consolidated Mining Co., in the Tintic mining district, have never yielded to metallurgical treatment by any standard method except smelting. These ores occur in comparatively small, irregular, siliceous replacements in limestone, and carry silver, lead, and gold as the principal valuable metals. But smelting methods are unsatisfactory, as the lead smelters heavily penalize the largc amount of silica in the ore, and the copper smelters do not pay for the lead in the ore; therefore, an alternative treatment method was sought. In 1916, a metallurgical research department was organized under the direction of the writer. Many standard metallurgical methods were investigated but, on oxidized ore, none yielded extraction great enough to make its use feasible. During some chloridizing-roasting experiments in 1916, made in an assay muffle, the writer noted that large proportions of the silver, lead, and gold were volatilized from certain oxidized ores. The possibility of volatilizing the metals and collecting them in the form of a concentrated fume was then studied. But, as it was shown that satisfactory chloride-volatilization would be limited to a furnace feed with a high fusing temperature of the non-volatilizable constituents, and as the results obtained in a rotary kiln with the admixture of common salt with the ground ore were inferior to muffle tests, further volatilization experiments were discontinued until 1920. During this internal, an expcrimental sulfidizing and flotation plant was operated. After the cessation of attempts to float the oxidized minerals, chloride-volatilization experiments .were resumed. The highly infusible flotation tailing from the operation of the flotation mill was used for furnace feed. The first tests made on flotation tailing mixed with 10 per cent, common salt showed nearly complete lead and gold volatilization but considerably less volatilization of silver than in muffle tests. In attempts to increase the silver extraction, the percentage salt in the furnace feed was varied, and it soon became apparent that the use of smaller percentages of salt raised the fusion temperature of the furnace charge and thus

During the latter part of 1916 and the early months of 1917, due to war activities, there was a threatened shortage of coal which resulted in panic among consumers and a rush to obtain coal at once at any price. As a result of this insistent demand for immediate delivery, prices were bid up by the consumers to unprecedented heights; spot coal which had previously been selling at from $1.50 to $2 per ton was bid up to $5, $6, and, in exceptional cases, as high as $7.50 or more per ton. Then when the April, 1917, contract period arrived, contracts could be made only at prices ranging from $3 up to $5 and $6 per ton for the year's delivery. This condition caused such a demoralization of the business, and SO much complaint, that some action to regulate prices was considered essential by the National Administration. Lane-Peabody Agreement In May, 1917, a committee under the chairmanship of F. S. Peabody, of Chicago, was appointed by the Council of National Defense, through Mr. Lane, to consider the whole question of bituminous coal. This committee, with the Secretary of the Interior, Mr. Lane, after numerous meetings and long negotiations with the operators throughout the country, announced on June 29 an agreement between the Committee and the producers, fixing a tentative maximum price for bituminous coal throughout the country at $3 per net ton f.o.b. mines, to which was added 25 c. for selling commission to wholesalers. This plan was based on the idea of fixing a maximum price, high enough to greatly stimulate production, with the expectation that the laws of supply and demand would, with ample production, operate to maintain fair and just prices for coal throughout the country.

Very few studies of the aluminum-sodium system have been reported. Heycock and Neville1 were unable to detect any solubility of sodium in liquid aluminum. Mathewson2 prepared an equilibrium diagram consisting of two horizontal lines at the melting points of the two metals. He was unable to detect solubility at either end of the system. Scheuer3 first developed a method for the chemical determination of sodium in aluminum and then studied the solubility of sodium in liquid aluminum. His method involved heating aluminum with excess sodium under hydrogen until the two liquids were at equilibrium, chilling the melt, and analyzing the aluminum-rich layer. He reported the solubility to be 0.10 pct sodium at 700°C, 0.115 pct at 750°C, and 0.128 pct at 800°C. This paper on the aluminum-sodium system is the twenty-first in a series from the Aluminum Research Laboratories describing equilibrium relations in aluminum alloy systems. Materials The alloys for this investigation were prepared from electrolytically refined aluminum (99.99 pct) and sodium of reagent quality conforming to specifications of the American Chemical Society. Chemical analysis of the aluminum showed the fol- lowing impurities: 0.002 pct Si, 0.002 pct Fe, 0.002 pct Cu, <0.001 pct Mn, 0.002 pct Mg and 0.001 pct Na. The sodium content of all alloys was determined by either chemical or spectro-graphic standard procedures5 No. IIA and No. SI I respectively. Determination of Miscibilitv The boundary of the miscibility gap was determined by a modification of the method of Scheuer3 and of that used by Henry and Cordiano. As finally developed the method was as follows: A fused alumina crucible 25 mm id with 75 mm depth and 1.5 mm wall thickness was placed on the bottom of a container made from a 4-in. length of 1 1/2-in. iron pipe and pipe caps. ?&apos;he space around the sides of the crucible was filled with 40 mesh crystalline alun-dum. A charge of 60 g of aluminum and 10 to 15 g of sodium was placed in the crucible, the sodium first being trimmed and rinsed with iso-pentane to remove kerosene. The container was tightly capped, filled with argon (99.6 pct pure), and heated to the desired temperature (between 670 and 800°C). A positive pressure of argon (about 8 mm of mercury) was maintained through a small pipe to the upper cap. After soaking for from 2 to 5 hr, the container was quenched by directing a stream of water onto the base, so that solidification of the aluminum-rich layer was rapid and essentially unidirectional. Bolivia does not yet have any production which is being marketed. It does have a potential production, however, from wells which have been completed by the Standard Oil Co. of Bolivia, a subsidiary of the Standard Oil Co. of New Jersey. No other company is active in drilling and development work to date. The total potential production from wells now completed is about 6000 bbl, daily. Wells Completed Completions during 1928 and their initial daily productions. if any, were as follows: Camatindi No. 1, 350 to 1000 bbl.: Camiri No. 1, 500 bbl.; Sanandita No. 3, 100 bbl.; Tatarenda No. 1, dry hole, and Bermejo No. 2, deepened 50 ft. made 1000 barrels. The most striking development of the year was the Camiri No. 1 well which, after just entering the sand, made 500 bbl. per day of 52" B. oil. This well is the northernmost good producer which the Standard has brought in to date. Oil from this well is used without refining in the tractors and trucks of the company. A small topping plant has been installed from which high-grade gasoline is obtained for use in motor cars and some is being produced for the use of air plants stationed at Villa Montes. The results for Sanandita No. 13 were somewhat disappointing since Sanandita No. 2 was rated at about 3000 bbl. Tatarenda NO. 1, located on a large unbroken structure, was drilled to 4000 ft. and abandoned as a dry hole. Bermejo No. 2 was deepened 50 ft. to 2085 ft.. and on a 10-day test averaged 1000 bbl. per day. This well is on the border between Bolivia and the Argentine. Wells Drilling The wells drilling are Camiri No. 2, Sanandita No. 5, Machareti No. I and Bermejo No. 5. When this study was started very little information was available regarding the physical characteristics of West Virginia coals. This was particularly true of friability and of crushing strengths of the coals. Some work had been done on specific gravity studies but the available information applied to only a few coals. In practically all coal-classification systems thus far proposed, the predominating factors of classifications are largely based on the chemical characteristics of the coal. Recently some investigators have pointed out that a classification based on chemical and physical properties of coal might serve to place coals in their proper group better than classification systems based on chemical properties alone. One of the aims of this study was to obtain some data on the physical properties of coal which might help to classify West Virginia coals. The Samples Fig. I shows where the coal samples were obtained and the approximate division line of the high and low-volatile coal fields of the state. The relative geological horizons of the coal beds tested are shown in Fig. 2. In securing samples of coal for friability and specific gravity tests, it was the aim always to obtain a representative sample of lump coal produced at a particular mine. The samples were obtained from the loading boom, the railroad car, or the mine cars. Wherever it was possible to secure samples from a loading boom they were taken from it by taking shovelfuls of coal from the loading boom every minute until about 200 lb. of coal was obtained. If there were no loading booms used at the mines sampled, the coal sample was taken from a loaded railroad car by systematically taking shovelfuls of coal at definite intervals over the whole top of the car until about 200 Ib. of coal was obtained.

Vibrating wire stressmeters (VWS&apos;s) and borehole deformation gages (BDG) were deployed in two in-situ heater experiments at Stripa, Sweden to determine the thermally induced stress changes in the rock mass. The heater experiments ran for 18 months, including a six- month cool-down period after the heaters were turned off. Gages were installed in both horizontal and vertical boreholes and were subjected to temperatures ranging from 10°C to 120°C, depending upon the distance of a gage from the central heater. Most gages operated in a moist environment because groundwater flowed into many of the instrument boreholes during the experiments Of the 36 VWS&apos;s installed, six failed. Failures were attributed to corrosion of the vibrating wire due to moisture entering the gage body. Of the 30 BDG&apos;s installed at the beginning of the experiments, 22 failed, also as the result of water entering the gage body. Modification and reinstallation of the gages eliminated the problem of water infiltration, but much data from early stages of the experiments was lost due to gage failures. Calibration of the VWS in blocks of Stripa granite showed a lack of repeatability. Variability in calibration results are attributed to seating effects, to variations in the elastic modulus of the rock, and to changes in temperature. These three effects combined to produce an error judged to be approximately ±33% of the stress changes measured at Stripa. In contrast, the major source of error in determining stress with the BDG appears to be the uncertainty in rock modulus and thermal expansion coefficient. MODERN steelmaking has gradually evolved from an inefficient small-scale operation, utilizing tiny units, to a highly efficient one utilizing large units almost completely mechanized. The leading position of the United States in the steel industry is due to the possession of easily assembled high-grade raw materials and large-scale highly developed plants. Modern integrated steel operation is largely one of material handling. Mining and transportation of iron ore, coal, and fluxes, coking the coal in by-product ovens, smelting the ore with coke and limestone in blast furnaces, converting the resulting pig iron into steel in the Bessemer, or in the open hearth when supplemented with scrap, and fabricating the resulting steel ingots in the shapes of commerce all are done on a huge scale, mostly by machinery, most of the labor being employed either in operating the machine or keeping it in repair. At the same time the quality and uniformity of the product have been greatly increased by the development of scientific knowledge and operating skills. Thus, the steel industry in this country is highly developed both mechanically and technically.

The key to disagreements between Blackburn&apos;s findings and mine is the word equilibrium". My work attempted to define the equilibrium diagram of the titanium-rich end of the Ti-A1 system. It can readily be shown that Blackburn&apos;s conclusions are based primarily on the examination of structures substantially removed from equilibrium. The diagram presented in Fig. 16 is properly labeled a "phase diagram". However, it appears that Blackburn either does not understand or does not accept the difference between "phase diagram" and "equilibrium diagram" as defined in the Metals Handbook.17 The conflict lies not in Blackburn&apos;s data but in his interpretation of it, and his use of "transformation", "phase diagram", and "equilibrium diagram" as synonymous terms. I share his view that the light microscope is much inferior to the transmission electron microscope for the study of transformations; but this fact does not render the light microscope useless or untrustworthy. The difficulties experienced with the Ti-A1 system have not been due to the limitations of the light microscope, but rather to the extreme sluggishness in achieving equilibrium at temperatures below 1000° C. Were it not for the light microscope employed with polarized light, the twin phase syndrome&apos; might still be unrecognized and, as a consequence, still adding to the confusion of Ti-A1 investigations. (Ref. 1 should read ... Contract No. N161-25952 ... vol. 236.) Other, more sophisticated techniques, including electron transmission, simply confirm the erroneous tentative conclusions drawn from observations of structures due to the twin-phase syndrome. By the standards of most of the investigations of the Ti-A1 systems, seven of the fifteen compositions investigated by Blackburn were seriously contaminated with oxygen. The writer has found that 0.1 wt pct 0 shifts the a + Ti3A1 boundary to 1 at. pct lower A1 content at 700°C. At constant aluminum content, this corresponds to a temperature shift of the boundary of +25°c.18 Blackburn advises that the first group of alloys contained 0.1 to 0.15 wt pct 0, bur he does say whether the analyses were performed on as-received material or on specimens in their final state of heat treatment. This is especially important considering the 20-mil-thick starting materials. If specimens had been annealed in the two-phase a + 6 region it would have provided an indication of the final degree of oxygen contamination since up to about 12 at. pct A1 the boundaries of this region are well-defined for low-oxygen alloys. Blackburn questions the capability of light microscopy in determining phase boundaries in the Ti-A1 system. I submit that the a/a + Ti3A1 boundary in Fig. 1 of Ref. 1 over the composition range from 10 to 18 at. pct A1 was determined by dilatometry and supported by electron diffraction. Specimens of alloys containing 8, 10, 12, and 14 at. pct A1 were aged at 550°C for 1000 hr (under stress of 5000 psi to accelerate the tendency to equilibrium) and then fractured in tension at room temperature. Collodion was applied to the as-fractured (unetched) surface and, when stripped, carried away particles identified by electron diffraction as Ti3A1. Elastic and viscoelastic behavior of three rocks-Tennessee sandstone, Barre granite, and Indiana limestone-was studied experimentally under uniaxial tensile stress. Cylindrical specimens of these rocks, about 1.0 in. diam and 2.0 in. long, were subjected to incremental constant stress history under uniaxial tension. The stress was held constant for a period of 40 min at each stress level. During this period, longitudinal and transverse strains on specimens were continuously monitored. The straintime history at each stress level was analyzed for elastic and viscoelastic parameters of a generalized Burger model. The viscoelastic parameters under uniaxial tensile stress were compared with those under uniaxial compressive stress. The experimental setup, experimental procedure, analysis techniques, and more significant results are described. This limited research effort clearly indicates the importance of the mechanical behavior of geologic material under tensile stresses.

The writer would define the term "Use Classification" as a discussion of the qualities that coal should possess to fulfill the requirements of the industry or process in which it is to be used. The general problem of the gas industry is to transform the maximum amount of the thermal energy in coal into a gas of specified quality. The qualifications that a coal should possess to be useful in the gas industry are complicated by probably a greater number of factors than in most industries. The most important of these is the delivered price of the coal. While the- general problem of the industry is as given above, yet the actual problem is the production of gas of a specified quality at the minimum cost. The relative cost of coal and the selling prices for the residuals which are influenced to a large extent by geographical locations are of determining importance as effecting the cost of the gas. It is unfortunate that we cannot disassociate cost figures from a discussion of the desirable characteristics and this results frequently in the use of coal in one location that will be looked upon as quite impossible in another location more favorably situated. Without going into any discussion of the freight rate problem we might merely point out that in general the freight on the coal is equal to or greater than the mine price. It must be evident, therefore, that price must always be considered in any discussion of the effect of the characteristics of a given coal. Two Classes of PRocesses In discussing the characteristics of coals for use in the industry, we must divide the processes in use into two classes: (1) where the coal is destructively distilled at high temperatures resulting in the formation of coke in the liberation of gas and by-products, and (2) where the coal is consumed by combustion in air or steam with a production of gas and by-products leaving only clinker as a residue. THE September issue of the Engineering and Mining Journal carried an item regarding the Cercapuquio Mining Co. which was mentioned as a large producer of lead, zinc, and cadmium, situated near Huancayo, Peru. The paragraph caught my eye because I had not heard of the property in thirty years and I recollect all too well the circumstances of its accouchement. In 1916 1 was making my headquarters in the town of Huancayo, then the terminus of the Central Railway of Peru, and was examining mines and prospects in that general area for Cerro de Pasco. In the course of my work I became acquainted with an engaging and energetic "practical" miner named Balarin, a Dalmatian living in Huan¬cayo, and made numerous trips in his excellent company. One day Balarin came to the down-at-heels hostelry where I stopped and told me that a Cholo prospector, a character by the name of Jose, had just reached town and claimed to have made a discovery in a little known locality called Cercapuquio. Lead-silver, Balarin said, and showed me a sample of galena about the size of his fist. "Fine," I remarked. "When do we leave?"

Emulsions have long occupied an important position in many industries. In the petroleum industry, where enhanced oil recovery techniques such as steam stimulation, flooding, etc. are being increasingly practiced, emulsions are very frequently produced. Characterization of these emulsions are an important prerequisite for monitoring and evaluation of the recovery processes. Emulsion properties will also determine the type of treatment required to separate and recover the oil phase. A variety of laboratory, pilot-scale and field-generated emulsions were characterized. Coulter technique results for size analysis are compared with microscopy (image analysis) and laser light scattering methods; Coulter determined oil contents are compared with gravimetric and volumetric methods of analysis.

In the winter of 1902, while occupying the position of mining and examining engineer for the Mountain Copper Co., Ltd., of Keswick, Cal., I had .occasion to discuss with the General Manager, among other things, the question of the enormous waste of sulphur in smelting cupriferous pyrite ore, and to cast about for means to utilize this waste or to render the fumes innocuous to vegetation. The decreasing rate of production of California farms, the consequent need of fertilizers, and the opportunity thus offered to utilize large quantities of sulphuric acid in the manufacture of superphosphates naturally brought the subject to the practical and commercial side of phosphates. I was informed that the company had made efforts to find phosphates in the West, without success. I advised as a start placing inquiries for phosphate deposits on the Pacific coast in the current mining journals. This was done, with the result that in January, 1903, from an advertisement in the Mining and Scientific Press we got track of a deposit in Rich county, Utah, through T. J. Wilson, of the Southern Pacific railroad in San Francisco. As soon as snow in the mountains would permit, in May, 1903, I undertook an examination of the property, with the result of recognizing the importance of the find, in spite of its lack of facilities for transportation at a commercial figure. On June 15, 1903, I concluded my report by saying, "This may be one of the world&apos;s deposits of phosphates." On Nov. 17, 1903, I concluded my report for the season in the following words : " I have now no hesitation in saying that I believe the Carboniferous formation so largely developed in the Wasatch mountains of Utah and the mountains of the Great Basin will prove to be one of the greatest storehouses of phosphoric acid in the world." Book Review MAN-TO-MAN: THE STORY OF INDUSTRIAL DEMOCRACY. By John Leitch, Phila¬delphia, Pa. The B. C. Forbes Publishing Co., New York, 1919, 2.19 pp., 7 1/2 X 5 in. $2.00. "Man to Man" is a short, well-written, well-printed, easy to read and very interesting hook. It is an account of a method introduced into more than twenty industrial plants to give the workers a share in managing their own troubles. It is not a panacea for labor troubles and strikes, but neither have existed where the new method has been tried. The scheme is, in a word, to organize the working force like the government, having a cabinet composed of the executives, a senate composed of foremen, and a house composed of men elected by fellow workers from all departments. This governing machinery takes up all complaints of workers, investigates, reports, and settles. The increased profits due to economy and increased production from this cooperation are divided 50-50 between the company and the men. Experience has shown that, since inattention, tardiness, irregularity, and inefficiency tend to reduce their profits, all men very quickly, after once convinced of the sincerity of the management in their scheme of cooperation, eliminate them because it is for their personal profit. Astonishing results have been attained, including higher wages, greater output, lower unit costs, great reduction in labor turnover, elimination of waste, an increased loyalty and a waiting list of employees even in periods of labor shortage. Profit sharing as such and stock ownership as a benefit to industrial relations are discussed briefly and illuminatingly, although they are not believed by the author to he the best way to bring about the human relation between those who work,for and those who work with money. The author is not against unions but does not believe the union is the best medium for improving industrial relationship. The look is nowhere dogmatic but is always forceful and convincing and, being well written, is very entertaining. It is doubtful if "Industrial Democracy" is the right expression for the solution of the problem but certainly anything that will place on the shoulders of labor some of the responsibility of industry and will increase production is tine much-to-be-desired desideratum. It is a. contribution to the solution of our biggest problem and should be read by everyone who employs men and who has been worried by the labor turnover. P. E. B.

Before the world-wide depression, the primary purpose of most blast-furnace operators was to produce a maximum tonnage of pig iron per day for each furnace in blast. Some attention was paid to the conservation of labor and raw materials, but the idea was well established that low-cost pig iron was attainable only when each furnace was producing a high tonnage. After the depression had set in, the picture changed considerably. Each blast-furnace operator was forced to run his plant in a manner that best fitted the economical set-up of his company. A great deal of thought was expended on the different methods of operation, always with the idea of making each product in a way that would best serve his company financially. Because of this abnormal condition, the blast-furnace man was compelled to indulge in various practices of which many had been believed to be next to impossible up to that time. The ultimate purpose of these innovations was either one or a combination of the following: 1. To produce only enough pig iron for immediate consumption at a minimum cost. 2. To produce gas for boiler or mill use to supplant some higher priced fuel. 3. To consume the coke produced at the coke plant, which was often viewed as a byproduct. 4. To protect the cash position of the company. These conditions were met by diverse methods, some of which were: 1. Slow or decreased wind. In some instances the blast blown was held as low as 25 per cent of the normal volume. 2. Intermittent operation, in which the furnaces were shut down or "fanned" at frequent intervals.

Grinding with steel media adversely affects the flotation response of galena. Electrochemical measurements, flotation tests, and AES, XPS, and STEM examinations were employed to identify interactions between galena and mild steel. Iron oxide, hydroxide, or sulfate species that formed on the galena surface upon contact with mild steel decreased its floatability, with the time of contact and aeration condition affecting the severity of the flotation depression. Parallel tests performed with an active metal, magnesium, indicated that floatability was also affected by the presence of a surface coating involving lead species.
