This paper discusses a study performed to evaluate the feasibility of transferring formal system safety assessment technology to the mining industry. A representative listing of formal techniques was evaluated to select the most useful methods for the mining industry to implement. Criteria for selecting methods included the interests, needs, and requirements of mine safety officials. This paper describes one of the selected methods, preliminary hazards analysis (PHA), and illustrates the analysis procedure for a mining example. This study also includes an assessment of the adaptability of selected methods to a user-interactive computer system for use by mine safety personnel. This paper includes a description of a conceptual computerized PHA-type safety program that facilitates performance of the safety analysis and can accommodate updates and revisions as necessary.

The formation of intermediate phase layers in cementation processes has been subjected to extensive qualitative investigation though to relatively little quantitative study; this work has recently been fully summarized by F. N. Rhines.' It is necessary here only to cnumerate the general conclusions drawn concerning the kinetic laws governing the growth of intermediate layers and to state what is known concerning the structural changes accompanying the generation of phase layers. I. When the intermediate phase is protective in type—i.e., when its density is less than that of the base metal, so that a continuous coating is formed and maintained—the isothermal growth of the phase follows a simple parabolic equation: X2 = kt [i] where X is the thickness of the alloy layer, k thc reaction rate constant, and t the time. The applicability of this equation to diffusion processes is tested by plotting the square of the thickness versus time, or by plotting the thickness versus the square root of time; the resultant achievement of a straight line in such a plot has been considered sufficient proof of the validity of this equation. Exceptions have been found where liquid phases are involved in the reaction, where the diffusion layer is cracked,2 and where thin semimetallic oxide and sulphide coatings are formed on metals.$ In the first two cases the thickness increases linearly with time, and in the latter it is a logarithmic function of time. 2. The rate of thickening varics with temperature according to the Arrhenius equation: k = Ae-Q/RT [2] where k is the parabolic rate constant of Eq. I, or some other rate-descriptive function, A is the action constant, e the base of natural logarithms, Q the heat of activation, R the gas constant, and T absolute temperature. This equation has been found to be generally valid except when transformations occur during reaction in either the base metal or in the reaction layer; in such instances Eq. 2 is still applicable with different values for the constants A and Q above and below the transformation temperature. 3. Ali phases that are stable at the temperature at which diffusion occurs will appear in the interdiffusion of two components. In some cases certain of the phases may be too thin to be observed and identified easily. Nonequilibrium phases have never been noted in thick reaction layers; i.e., layers of a thickness that may be discerned microscopically. MINING method improve through the gradual process of evolution and in 1340 there were no marked outstanding innovations. On the other hand refinements of detail and betterment: in equipment design continued to progress. Among the most important changes have been the increased application of trucks and highway equipment, including tractors and bull- dozers, to open-pit mining as exemplified by Phelps Dodge's Morenci operations; the Mesabi iron range; and the Tri-State district. Mass or bulk handling contributed its part underground with slurhers and conveyors at Consolidated Coppermines and slushers at Climax; and in open-pit mining. conveyors found increased use on the Mesabi range.

The site selected for this furnace was, at the time of commencing work, October, 1872, entirely covered by the navigable waters of Lake Champlain. A coffer-dam was first built of cribs of round timber filled with stone, forming three sides, while the shore answered for the fourth. Considerable excavating was done with a steam-dredge, a hole being left for it to pass out. The opening was then built up, and the cribbing banked up with blue clay from the bottom of the lake, to render it water-tight and the dam pumped out; the remainder of the excavating being done by hand. All of the foundations, with the exception of the elevator-tower, and fifteen feet of the east side of hot blast, rest on the Potsdam sandstone, which forms the shore line, dipping into the lake at an angle of fifteen degrees. THE convention which met in Washington at the call of the Joint Conference Committee was called to order at ten o'clock on Thursday morning; June 3, by Richard L. Humphrey, temporary chairman, member of the American Society of Civil Engineers, who made a brief statement of the reason for the meeting. Lieut. Col. Charles W. Kutz, Corps of Engineers, U. S. A., and Engineer Commissioner of the District of Columbia, then welcomed .the engineers composing the convention on behalf of the District of Columbia and, the Washington engineers. Although an elaborate program had been prepared on which were many well-known speakers on interesting and important topics, , it was voted to intersperse this to fill in the usual and unavoidable hiatuses in the business program of such a convention[ Calvert Townley, president of the American Institute of Electrical Engineers, was elected permanent chairman, and J. C. Hoyt, of Washington, was elected secretary of the convention. The following committees were appointed: Consti¬tution and by-laws, Richard L. Humphrey, chairman; resolutions, Philip N. Moore, chairman; and program, F. H. Newell, chairman. Then, Gardner S. Williams, member of the, A. S. C. E. and the Grand Rapids Engineering Society of. The following report on the structure of copper is the result of work done in the laboratory of the Rome Wire Co. early in 1925. Previous work had indicated to the author that excellent results might be expected if a suitable technique in surfacing and etching could be developed. The resources of the Rome Wire Co. enabled this metal to be studied more intensively than previously, although none of the materials were investigated exhaustively. The material presented is hardly more than a preliminary summary of the most obvious character of the metal; a much longer research would have been necessary to solve many of the pressing problems connected with the casting and working of copper. The Rome Wire Co. has generously released the paper; to Dr. E. H. Darby, technical supervisor of the company, are due particular thanks for his appreciation of the importance of metallographic study of copper and for his effective support in the prosecution of the work and in making its publication possible. Dendrites, Cells and Granules The microscope reveals at least three orders of structural units in copper, as in other metals. The largest structural units are the dendrites —spine-shaped crystals building up the masses of metal when it solidifies from a melt or is crystallized from solutions by chemicals or electricity. The nucleus cells, commonly called "grains," are the largest and most conspicuous units of recrystallized solid metal; the limitations of their growth usually confine their sizes to microscopic proportions, although in "single crystals" they may become as large as the piece of metal itself. The granules are the microscopic fine-structural blocks or laminations that build up the nucleus cells; they are revealed when metal is etched with suitable chemicals. The granules are commonly visible at 500 diameters magnification and are plainly visible at 1000 diameters; magnification of the granular surfaces up to 6000 to 9000 diameters shows no finer units, not because of lack of optical resolution but because the chemical attack has left an unfeatured smooth surface.

The early history and progress of anthracite stripping, from the first known operation at Summit Hill in 1821 through 1917, was covered in 1917 in a paper by J. B. Warriner,1 then chief engineer, now president of the Lehigh Navigation Coal Co., and stripping methods between 1917 and 1931 were the subject of a paper in 1931 by H. H. Otto,2 of the Hudson Coal Company. . The present paper is confined to methods used today on pitching beds in the western middle and southern anthracite fields. The anthracite industry, not unlike other large industries, had been affected for more than a decade by the adverse economic conditions of the country. High development and operating costs and the competition of other fuels caused some collieries to be closed temporarily, while others were permanently abandoned. In order to obtain a larger tonnage at a lower development cost, a larger stripping program was put into effect by many companies. In 1932, stripping operations accounted for 3½ million tons, or 7 per cent of the total anthracite production of the year, and in the next 10 years this increased until more than double that amount, or over 14 per cent of the total production, was from stripping operations. These figures represent the total production of the entire anthracite region; unfortunately, the figures have not been separated from the different fields. There are some operations in the southern and middle western fields where the tonnage obtained from stripping amounts to more than 30 per cent of the total colliery production. Stripping operations on pitching beds present difficult problems. Owing to the various geological formations, a different situation is encountered in nearly every stripping pit; and because of the proximity of an overlying bed, it is very often necessary to load the entire overburden into trucks and haul it out of the pit to the dump area, although back filling and casting is done whenever possible. Beds in the areas described in this paper pitch from 20" to 90 and some are on the invert in many sharp folds and faults. Planning The more successful strippings have had adequate engineering analysis. Some work is being done without much preliminary planning, but many strippings would have failed completely if close supervision by the engineering department had not been . maintained. Production was first recorded from the Pioche district in 1864, and it has continued to show an inherent ability to take on new life after periods of depression in the metal markets. Production from replacement leadsilver- zinc sulfide ore bodies in limestones of Cambrian age now accounts for several times the gross value of silver production from rich fissures in Lower Cambrian Quartzite. Aggregate production of some 6 million tons represents a gross value over $100-million. Future output is expected mostly to be from limestone replacement deposits of which the most productive are "channels" of ore up to several hundred feet wide and several thousand feet long with thicknesses from a few feet up to 50 feet. Such channels are restricted to the lowermost limestone bed of the district, about 250 feet above the basement quartzite. The "blotter-like" characteristic of this highly productive Jimesto~e bed in absorbing mineralization is believed to be, at least in part, due to lithology, including free carbon in the bed, which has created a unique set of conditions for delicately balanced mineralizing solutions that rejected any tendency to replace siliceous wall rock and were properly constituted for replacement of Limestone. All recognizable orogenic history is considered to be related to the Basin and Range faulting that created the mountain ranges. The faults developed after mid-Tertiary time and after widespread extrusives that are themselves involved in the faulting. Flat faults, formerly believed to be part of regional thrust faulting, are now interpreted as gravity slide faulting that can be shown to be large in magnitude and not simply local landslides. Large slide faults generally have concealed the great magnitude of mountain-bordering faults. Mineralization that accounts for ore is later than the faulting. Most faults are pre-mineral since they influence the shape of ore bodies, and some clearly have been offset by fault fissures containing ore. Post-mineral movement probably has been an important component of some large, initially pre-mineral faults. A single period of mineralization was begun by the introduction of large quantities of ironmanganese carbonate, and, in places, carbonate manganese with minor values in sulfides. Closely following the carbonate invasion, massive sulfides were brought in, usually replacing part of the carbonate body though in some places the massive sulfides replaced limestone that was not previously mineralized. Manganese mineralization is not a "halo" but leaks of manganese to higher formations and to the surface are the most significant exploration guides. The Pioche district is expected to be long lived with technological developments in ore treatment being important to the exploitation of low-grade manganiferous ores, while aggressive exploration is expected to find important quantities of bedded lead-silver-zinc ores of the massive sulfide type.

CRUDE oil production in the United States during 1938 reached approximately 1,214,355,000 barrels, an average of 3,327,000 barrels per day, or 5 per cent below the 1937 record output of 1,279,160,000 barrels. The decreased production did not prevent the stocks of all products from increasing to a total of 575,954,000 barrels by Sept. 30, an increase of 10,957,000 above the total on Jan. 1, or an average daily storage increase in all products of 40,135 barrels. The increase in total stocks was made entirely in the refined products, stocks of crude oil during the first nine months of 1938 having actually declined 7,155,000 barrels to 299,671,000 barrels, or an average daily decline of 26,209 barrels. I. EXPERIMENTAL FLOTATION CONCENTRATION INTRODUCTION EARLY in 1914 it was decided to test, on a fairly large scale, the treatment by flotation of Anaconda slime and mill tailing. For this purpose a standard-type Minerals. Separation machine was installed at the Washoe Reduction Works during May and June, 1914. This was followed by the. installation of a full-size Callow pneumatic machine plant. Experiments were also made, on a smaller scale, with the Froment, the Towne, the Fields, and the Anaconda flotation machines. The last-named machine was developed at this plant. In addition to the tests made in the standard-type Minerals Separation machine some tests were made using a Minerals Separation machine of the sub-aeration type. During the series of experiments a large variety of oils was tested. Experiments were also conducted using both round-table feed and tailing to determine whether it would be better to displace the round tables by flotation for the treatment of the slime, or to supplement the round tables by flotation of the round-table tailing. A series of tests was also made on the treatment of the mill tailing by grinding followed by flotation to determine the relative merits of flotation and leaching for the treatment of this product. In addition, flotation tests were made on mixtures of mill tailing and slime. The round-table feed referred to above is the total slime from the mill. It contains about 35 per cent. colloidal solids and approximately 90 to 95 per cent. of the total solids will pass through 200 mesh (0.067 mm.). It assays from 2.3 to 2.6 per cent. Cu. The mill tailing referred to above is the total discard from the mill, exclusive of the slime. It is all finer than 2 mm. and about 90 to 95 per cent. will remain on 0.25 mm. THE oil industry in California during 1929 reached new heights and new depths in the discovery and development of the oil resources of the State. The discovery of new fields, and more especially the discovery and development of deeper prolific sands in known fields has, for the first time in its history, brought the potential production of completed wells within the State to over 1,000,000 bbl. oil per day. Constant improvement in equipment and technique has made possible economic development to depths unheard of but a few short years ago. Commercial production from a depth of over 4000 ft. was considered quite an accomplishment in 1923 when the Meyer sand at Santa Fe Springs was developed, and when later oil was successfully raised from this depth.

The Alan Wood BOF Shop consists of two 140 ton furnaces with a rated yearly capacity of 1-1/4 million ingot tons, he hot metal for the BOF Shop is supplied by two 18 foot blast furnaces which produce an average of 2000 tons per day, To achieve the rated ingot ton capacity with this limited supply of hot metal, the preheating of scrap is necessary. This is accomplished in the furnace by using an oxygen-natural gas burner. Piping Arrangement The natural gas and oxygen are piped into the Shop through 8-inch lines to their respective valving stations. As can be seen from Figure 1, the flow of natural gas passes through a flow control valve which is common to both furnaces, after which it divides into two 6-inch lines forming two identical and independent gas control lines, one for each furnace.

J. A. RICHARDSON[t]-Mr. Stuckey's account of the geology of the kaolins of North Carolina suggests that they exhibit some features similar to those of the Malay Peninsula. About one half of British Malaya (some 26,000 square miles) is occupied at the surface by igneous rocks, of which granite and its associated derivatives constitute fully 90 pct. The average granite is a biotic variety. It is predominantly potassic but carries, in addition, notable amounts of soda and lime so that albite and albiteoligoclase are generally common constituents of the rock. The minor derivatives from granite "magma" likewise include potassic and sodi-potassic members. Decomposition of the granitic rocks has led to the formation of kaolin in many localities, but, in general, the deposits are rather small and, at present, none is exploited commercially. True primary or residual kaolins (as defined by Stuckey; p. 48 Vol. 173, p. 2 TP 2219) have been developed from feldspar veins, pegmatites and from other granitic differentiates which cut through the larger masses of granite; they are usually small and narrow. Kaolin has been derived from aplite, quartz porphyry, quartz micro-porphyry, felsites and microgranites belonging to a complex known as the Chegar Perah-Pulai intrusion in northwest Pahang and southwest Kelantan. The bulk of the component rocks has been more or less strongly sheared. Kaolin-like end products have been formed from both sheared and nonsheared varieties. Kaolin has been formed also by the complete breakdown of trondjemite flanking the northwestern and western margins of the complex Bukit Ranjut syenite intrusion in northwest Pahang. These trondjemites range in composition from essentially quartz-free albiteplagioclasites to quartz-free microcline rocks; they are, in effect, the syenitic homologues of white sodic and potassic granite-aplites. The granites in Malaya have generally undergone more or less severe surficial weathering leading to the production of a spongy and rather cellular or a soft "mealy" material (sandy clay) down to depths of about 100 ft; in places the granite is strongly decomposed down to 150 ft. There has occurred, therefore, widespread partial kaolinization, but, in general, no extensive deposits of good quality kaolin seem to have been formed by these processes of decay. Frequently, the katamorphic processes of desilicification have advanced beyond the production of kaolin towards the formation of lateritic end products. The more important Malayan kaoiins seem to be confined to the western alluvial plains, particularly in areas either where granite crops out at surface, or where it forms the bedrock of the alluvium. There are numerous excellent examples around Gopeng and elsewhere in the Kinta Valley of Perak. Such kaolins belong to Stuckey's groups of secondary deposits, and, like them, these also may be bedded. Field observations have established the existence of what for want of a better name is referred to by the Malayan Geological Survey as "granite wash." It is believed that granite, undergoing extensive deeply penetrative and probably rather rapid destruction under humid tropical weathering (temperature around 90°F; rainfall about 100 in. per annum; high humidity) "flowed," was moved by "creep" and, in addition, probably slumped in large waterlogged masses of sandy clay from topographic salients onto the adjacent flats. Either during this period of transmigration or later when the sludged granite detritus, after having more or less come to rest, was attacked by flowing water, differential sorting and erosion took place with the result that the resorted debris was moved and later deposited as bedded alluvium. ATTENTION has been turned recently to the exploration and development of certain large blanket-deposits of brown iron-ore in Cuba. The most conspicuous of these to-day, and the one upon which the most light has been shed, is the Mayari deposit, situated about 15 miles south of Nipe bay. Here the Spanish-American Co. has sole control over 18,500 acres of ore-bearing lands, reported by its engineers to contain 500,000,000 tons of ore; and the necessary plant and equipment, with docks and railways, is now under construction for the early marketing of this ore. A similar deposit, and undoubtedly the next to be exploited, is the ore-field at Moa bay, where 13,000 to 15,000 acres of ore-lands, immediately adjacent to the shores of an excellent harbor, have been generously covered by numerous mining-claims, practically all controlled by four large interests. This deposit is now estimated to contain approximately 350,000,000 tons, on the basis of dried ore ready for shipment, a figure which may be increased when the western limits of the ore-deposit have been more accurately defined. Other deposits of the same type, but smaller and less accessible, are those at Cubitas, situated from 12 to 15 miles north of Camaguey city, and at Taco bay and Navas, points lying a few miles west of Baracoa. The area of the Cubitas deposit is said to be 6,000 acres, and the yield of ore is estimated at 150,000,000 tons. The Baracoa. deposits are less well known, but preliminary estimates have placed their joint ore-reserves at 40,000,000 tons. Accepting the above tonnages as reasonably correct, we conclude that the deposits enumerated give promise of adding about 1,000,000,000 tons of iron-ore to the world's supply; they have, therefore, to be considered in any attempt to fore-

ALMOST as many attended the annual dinner this year as last, when the presence of Mr. Hoover was such an attraction that almost two-thirds more than had ever attended before were present. Only by putting the late comers at tables in the balcony could everybody be accommodated. Past President De-Golyer was the toastmaster and in opening the post-prandial exercises referred to the regrettable fact that this was the last of the long series of dinners which have been held at the Waldorf, as the hotel will be torn down to give way to an office building before another year. To the delight of the gathering "Oscar" appeared and, in a delightfully brief but characteristic speech, referred to the long association that had existed and hinted that a new Waldorf-Astoria may arise, where the Institute could continue to gather annually in an enlarged replica of the room they had met in so long. Before taking up the presentation of the medals, Mr. DeGolyer referred to the Institute's "Legion of Honor," the 34 men who have been members continuously for over fifty years. For various reasons only five of them, W. S. Ayres, F. G. Corning, Henry D. Hibbard, A. F. Schneider and Arthur Thacher, could be present. They were all seated at the speaker's table, and W. S. Ayres, 56 years a member, as the dean of the group, was called on to respond for them all. He said: "The introduction I have just received would indicate that this particular group of men to which I belong is considered by the chairman to be a group of real antiques. Possibly you are questioning the accuracy of his judgment. I hope you are, although there may be some first-sight evidences tending to substantiate the view held by the chairman.
