IT IS to be. read in Western newspapers that Hon. S. S. Arentz who introduced H. R. 7736, 'has repudiated it, that certain mining men in Utah and Nevada say that they will fight it "until hell freezes over." It is to be read in more temperate expressions that "the eminent engineers who drafted the bill exhibited a woeful misunderstanding of Western sentiment and opinion." Furthermore, it is averred that there is no need for revising the mining laws, that we have got along pretty well under the existing laws, etc. Such statements are so surprising in view of, the facts of record that it is hard to believe that the oppon-ents of the bill, who make them, are well informed, or that they represent general opinion. It will be useful therefore to review the record of the case. Our GOOD OLD MINING LAWS We have indeed got on well in our mining industry, but that has not been by virtue; of our good old mining laws. Rather has it been in spite of them. Ever since the Richmond-Eureka case in the '70s there has been litigation arising from them. Early in the '80s the apex law was discarded by common consent in Leadville, and it has been ignored in every district of flat-lying ore deposits ever since. The great mines of the present time are the porphyry copper deposits. At Bingham, Ely, Ray, Chino, Miami, Clifton and Ajo the apex law is simply inapplicable. A law that is inapplicable to the modern conditions of mining may be an old law, but it can not properly be characterized as a "good" law. For such reasons, and many others of weight, there has been a demand for revision of the mining laws; dat-ing ,back at least three decades. President Roosevelt appointed a commission to advise respecting the question, said commission comprising. Dr. James Douglas (chairman), John Hays Hammond, D: M. The selection of the production rate is one of the most crucial decisions to be made in the development of a mineral property. However, it is not uncommon for the production rate to be decided arbitrarily, before any technical evaluations begin, and it is often not reconsidered when better data becomes available. A number of methods are used in the mineral industry to select the production rate for a project. There is general agreement that the size of the ore reserve has a strong influence on this decision, but what other factors are involved? Is there a way to identify an optimum rate? This paper examines the factors that influence the selection of a production rate from the perspective of project economics. The NPV maximum value should be viewed as a “failure” point. The “two times capital” maximum is proposed as a lower limit. A practical check is suggested to confirm that a selected rate is in an optimum range. Production rate assumptions are much more likely to be reviewed for marginal projects, but they should also be reviewed for viable projects.

Heap leaching is a simple means of recovering copper from oxide and oxide-sulfide ores. Although this method requires relatively low capital investment, it suffers from low copper recoveries and relatively high acid consumption. The objectives of this study were (1) to determine what factors influence these shortcomings, and (2) to establish a basis of correlation. between laboratory and field testing. The principal methods of leaching copper ores at the present time are heap, dump, in-place, and vat. A number of references are presented in the bibliography on the theoretical and practical aspects of these methods. In the heap-leaching method, crushed or uncrushed oxidized copper ore is placed on a prepared drainage pad. Acid leach solutions are dis¬tributed over the top of the heap, caused to percolate downward through the ore bed by gravity, and are drained from its base. The leach duration is generally a matter of a few months. Dump leaching is used to recover copper from very low-grade oxide-sulfide pit-waste materials. Here again, leach solutions are, percolated downward through a heap. However, in this method, little or no acid is added to the leach liquors, prepared drainage pads are not used and the leaching cycle is generally measured in terms of several years. Leaching agents are usually autogenously generated by the breakdown of sulfide minerals within the dump.

The observation method is a design optimization approach for the drill and blast method in tunneling. This method includes first identifying the hazard scenarios through site investigation, formulating suitable solutions, obtaining feedback during construction, and finally using that data to optimize the design methods. This paper illustrates the application of the observational method for T-48, a railway tunnel project in the Himalayas. It is a 10.2 km long tunnel with a parallel escape tunnel and 26 cross passages. The use of observational methods in this project optimized the overall tunnel design and considerably saved the overall project cost.

Due to the time consuming nature of froth testing in a laboratory environment, it is required, due to practical limitations, to develop a method of applying a single set of performance test data (Visintainer & Whitlock, 2012) obtained for a single froth pump at a given speed, to a range of froth pump speeds and sizes, % air contents, and liquid viscosities. Head, efficiency, and flow all vary as functions of both liquid viscosity and air content. As such, it is necessary to develop a technique which can be used to interpolate from existing test data in order to predict froth pump performance for pumps of various sizes running at variable speeds. Details of the technique developed in order to achieve this goal as well as the insights gained from analysis of the resulting regressions are discussed. Additionally, comparisons are made between the performance predictions of this test-derived method and those of the Hydraulic Institute Standard for the effects of liquid viscosity on centrifugal pump performance (ANSI/HI 9.6.7-2010).

Mid-ocean ridges host approximately 65 per cent of about 100 known sites of high-temperature venting and polymetallic sulfide deposits; most of them are located at the East Pacific Rise (EPR), while more diverse mineralisation styles occur at the Mid-Atlantic Rise (MAR). Seafloor hydrothermal activity at the EPR are related to MORB while different substrates, including MORB and ultramafic intrusive rocks, are associated with æblack smokersÆ at the MAR. Depth of hydrothermal activity ranges from 0.7 to 4.3 km. High-temperature vents precipitating Cu-Fe sulfides (chalcopyrite and isocubanite, rare bornite), pyrrhotite, pyrite (¦ marcasite), and sphalerite, and low-temperature edifices precipitating marcasite (with pyrite), sphalerite, barite, andsubordinate chalcopyrite (pyrrhotite and isocubanite are absent) occur in both environments. There are considerable differences in Fe, Zn, Cu, Ag, Au and trace element contents in ores and in theFeS contents in Zn-sulfides in these deposits. Acomparison with anhydrite and sulfide minerals precipitating from modern black smoker fluids sulfide reveals many similarities but also some important differences. Fluids with salinity values above and below that of seawater at 400¦C down to 130 - 170¦C deposited sulfide minerals. Mantle-derived He prevails in fluids trapped by sulfides in EPR 9¦N and 21¦N hydrothermal systems. Hydrothermal fluids in MAR and back-arc systems are richer in radiogenic 4He. The sulfur isotope composition varies in the different hydrothermal fields and within zones of a chimney. EPR sulfides display narrower range of d34S values, while MAR and back-arc sulfides can bedepleted and enriched in the heavier d34S isotope. The most important finding is that fluid temperature, salinity, R/Ra ratios and d34S values ranged more significantly in the polymetallic sulfide deposits than when measured directly on venting fluids. The province also hosts several industrial rock and mineral processing facilities, each with established technologies ensuring high-quality products and each with sufficient flexibility to supply customized products for various specialized niche markets. With the imminent availability of natural gas to parts of the province, the prospects for additional value-added processing and re-examination of known, yet presently undeveloped deposits, appear excellent. These variables coupled with the province's advantageous geographical location, highlighting tidewater access to global markets and within one day's trucking distance to a regional market of several million people, guarantee prompt delivery of high-quality products at competitive prices.

El presente texto refiere brevemente la historia del proceso de producción y costos del oro en las minas de Chile hasta el año 1956. Desde la llegada de los españoles al Perú, el prestigio de producción de oro en Chile despertó la codicia de los españoles, registrándose un aumento de producción de 2000 kg. entre los años 1545-1560, que posteriormente se reducirá a la mitad de los años restantes del siglo. Luego, en el siglo XVIII, la producción asciende de 400 kilos nuevamente hasta alcanzar los 3100 kg anuales. La guerra con España y el nuevo gobierno producen una decaída nuevamente en el oro, con promedios de 300 kg. Sin embargo, el periodo de 1931-1956 representa la etapa más importante enl la historia cuprífera de Chile puesto que el volumen de producción registra 6 000 kg. anuales. La contribución de este auge se debe a las medidas gubernamentales que buscaron resarcir la crisis económica producida en 1930, a través de la transformación de sus planteles de beneficio y posterior adaptación para la flotación de minerales de oro, asi como la construcción de plantas de cianuración, desarrollando la explotación en diversos yacimientos mineros. De otro lado, con el advenimiento de la Segunda guerra mundial la producción desciende a 2938 kg, siendo el valor más bajo registrado hasta 1933. Posteriormente y pese a la reducción de producción aurífera, hay un repunte del contenido del oro de minerales y concentrados, generando un incremento de la minería del cobre en los últimos años. En 1955, la producción anual de la pequeña y mediana minería establece un 73.8% para el primero, mientras que el segundo llega a 26.4% del total. El incremento adicional del oro dependerá de la ampliación de la planta fundicional de Paipote y de la Fundición de la zona central, estimándose un total de 1000 kg anuales. Así para interesar a los productores auríferos en la reiniciación de sus explotaciones, deben establecerse políticas de estabilidad en los precios que permitan afrontar los desembolsos de la instalación de las faenas y la rehabilitación de las minas.

The Arctic is a region of special economic, geopolitical, research, socio-ethnic, and defense interests of both Russia and other countries of the Arctic zone. Introduction of innovation technologies at ore-processing factories is a direct responsibility of the state and this problem should be solved on the basis of coordination of interests of different stakeholders. The task of elaboration of scientific principles of rational state regulation in the North is very topical. Innovations require considerable investments first of all from private capital. However as an investment object innovations are not attractive for investors as they require large expenditures for long-term projects, and they are connected to high risks because market incentives form striving to get quick profits of private companies and result in a certain behaviour strategy while innovations need ?long money?. Under such conditions without state regulation of investment and innovation activities development of the mining sector in the Arctic practically has no prospects. At innovation development of mining enterprises economic growth is provided at the expense of active state innovation activities. The elaborated strategy of ore-processing enterprises should correspond to the modern paradigm of the ore-processing industry development which is not only for extraction of minerals but also for multi-profile structure having comprehensive use of the resources on the rational basis intended for rational complex utilization of mineral resources of the AZR which by the definition includes maximally full use of the whole aggregate of resources on the economically rational basis with obligatory environmental with resource reproductive and socio-economic functions and deterrents. The main principle of creation of innovation technologies is to obtain more products of higher quality with minimal costs. This allows increasing ?productivity of the resources? several times. This principle makes increasing productivity of the resources the most important and in this case efficiency of use of the resources brings extra profits at the expense of lack of new costs such as payment for protection and utilization of wastes. According to the economic theory only ratio between demand and supply is able to fix optimal proportions in economy and to give necessary signals for investment activities of mining enterprises. In this context market for minerals and increase of mineral resources productivity do not create incentives for investment activities without which neither sustainable economic growth nor solution of macroeconomic tasks are possible. Nevertheless countries should not reject this idea in spite of economic efficiency of the enterprises. Extraction degree of useful components and especially oil in the Arctic zone is one of the lowest in the world. This can lead to crisis of oil industry and other mining sectors. The reason for that is lack of a state policy of realization of innovation technologies in the mining sector in the Arctic.

Mark Westfield, writing in The Australian on 16 May 1994 stated: The role of the independent expert is crucial to Australia's investment system. When it falls down, there can be very dramatic consequences. The scope of these consequences was dramatically illustrated in the decision of Rogers J. at first instance in Cambridge Credit Corporation v. Hutcheson (1983) 8 ACLR 123 when the auditors of the failed company were found liable for breach of contract and faced a damages award of $145 million, well in excess of their insurance cover. No comfort should be sought in the fact that this decision was overturned on appeal, for the result of the appeal rested on whether there had been a causal connection between the breach of contract which had occurred and the loss suffered, rather than on the fundamental principle of auditors' liability. Thus: Those who prepare experts' reports in company cases carry a heavy moral responsibility, whatever their legal duties may be... Unless high standards are observed by those who prepare these reports, there is a danger that systems established for the protection of the investing public will, in fact, operate to their detriment through reliance placed on those reports and on the reputations of those who furnish them. In lending his name, the expert will often, as in this case, be lending a name to conjure With.

ANNUAL MEETING OF THE NEW YORK SECTION - The annual meeting of the New York Section was held at the Machinery Club, May 7. While the dinner, at which fifty attended, was in progress, the names of the nominees for next year's officers were posted. The result of the election was as follows: Chairman, E. P. Mathewson; vice-chairmen, William Y. Westervelt, R. M. Atwater, Jr.; treasurer, Wilber Judson; executive committeemen, Lucius W. Mayer, Edwin S. Berry. The subject for the evening was "Organization and Campaign in France of the 27th Engineers." Colonel O. B. Perry described the many difficulties surmounted, for it was necessary to work with untrained men ALLEN H. ROGERS WALTER S. DICKSON CHAIRMAN OF NEW YORK SECTION SECRETARY OF NEW YORK SECTION and shortage in supplies. He described the unusually fine character and physique of his officers, which made it possible to make the untrained men most efficient. He described in some detail the work of building bridges over the Meuse River and the bringing up of supplies to the first army base, in particular at the Argonne-Meuse sector; General Pershing gave a personal commendation of the work undertaken by this regiment. The Colonel described the methods of operating the transportation of ammunition and supplies to the "army dumps," by which at the time of signing the armistice there had been brought up 600,000 tons of equipment for use in the projected campaigns. An interesting item was that 3,600,000 sand bags had been provided, in case the Germans should be able to turn the line of the American troops. Captain Edwin S. Berry described the methods of sending materials to the front lines and gave figures to indicate the huge quantities required, adding that the order of preference was troops, ammunition, food, and engineers' supplies. "E. Joe We have been working for some years on the elimination ofCANMET thiosulphates from solutions as a means of protecting ground water and fish streams. Alot of these thiosulphates result from the mill use of S02. Is there any possibility that thiosulphates will be generated by this process?Reply I don't know the answer to your question. I can speculate that there is no question that when one adds SO2 and air to a sulphide pulp one generates a host of unsaturated poly¬cyanates. I unfortunately cannot remember the reactions which arise in the cyanide destruction scheme. I think that if thiosulphate was generated the process wouldn't work. It is not oxidizing enough to destroy the cyanide.R. Wagner Would you comment on the actual cost/ton at the Scottie goldPamour mine concentrator? Would $2.50/ton be typical or is thisPorcupine just a ball park figure.Reply We wouldn't disclose Scottie's costs even if we knew them. I depends on the amount of cyanide and thiocyanate in the effluent. I have given you a hypothetical case. With the conditions stipulated the figures I Have given are realistic.K. Konigsmann I do not believe the use of S02 adds significantly to the thio Noranda Mines salt problem Certainly we use SO2 in many of our mills and thio-salt levels in a number of them haven't changed whether we use or don't use S02. For instance, Orchan and Matagami mills treating the same ore side by side in which one was using S02 and the other wasn't, the thio-salt level was virtually the same in both pulp streams. In the case of Brunswick where alot of SO2 is used (20 tons/day) there is a thio-salt problem but it is relatively insignificant.Reply Thank you for that comment. It serves to reassure us that we are not polluting the environment."

As part of the 3RPORT and NEBT Projects, 5-mile Combined Sewer Overflow Tunnels were excavated with a 19 ft diameter Slurry and 26 ft diameter EPB Tunnel Boring Machines. Due to the difficult geological and hydrogeological conditions, both tunnels were excavated maintaining a ground support pressure between 2 and 5.5 bar imposing significant challenges to the projects. The first part of the paper describes the general characteristics of both projects while the second part focuses on the challenges and technical details of the pressurized breakthroughs that took place in deep shafts excavated in urban environment as part of the projects.

The Wednesday morning session was opened by President Joe Ward at 9:30 a.m. He complimented Walter Mueller, Program Chairman, for the excellent job he did as head of that very important committee. He also thanked all those on the various committees, speakers, and all who participated in making the 1972 meeting a success. He called on William S. The hydraulic cyclone, in simple or modified form, is finding increasing application in metallurgical processing. In this article, the author considers several aspects of conventional applications, less conventional applications and some potential uses of modified cyclones. Information concerning the mechanism of separation within a cyclone and the effect of the major variables is summarized. During the past twenty years, and especially in the last decade, hydraulic cyclones have found increasing application in metallurgical processing as classifiers and, under special circumstances, as thickeners. To a more limited extent cyclones have been used to extend heavy, or dense, medium separation into the finer size ranges, and several attempts have been made to separate dispersions of immiscible liquids with a view to use in the field of liquid-liquid extraction. A large proportion of published work reports incomplete data, applicable only to particular systems. The more useful papers, covering data of relatively wide significance, have been reviewed recently in considerable detail1,2 and no attempt will be made to cover the same material in the present paper. However, before considering several aspects of conventional application, less conventional applications and some potential uses of modified cyclones, it is considered pertinent to summarize information relating to the mechanism of separation within a cyclone and the effect of the major variables. LIQUID FLOW PATTERNS At any point within a simple cyclone the liquid velocity may be resolved into three components, i.e., the tangential or swirling velocity (v), the vertical velocity (w), and the radial velocity (u). The relative values of these components at selected positions within a typical cyclone have been established for water. 3 The extent to which similar flow patterns exist in systems of considerably higher viscosity, or apparent viscosity, operating under conditions of reasonable pressure drop, is not known with precision, but indirect evidence indicates that up to approximately five centipoise there is no marked change. Beneath the bottom of the vortex finder, envelopes of constant tangential velocity are cylinders coaxial with the cyclone, and, at any horizontal level, starting from near the conical wall, this component of velocity increases with decrease in radius (r) according to the relationship vrn = constant (where 0 < n < 1) This holds to regions near the center of the cyclone where v reaches a maximum value at a radius somewhat smaller than that of the inside wall of the vortex finder. At this point, the centrifugal acceleration, v2/r reaches a maximum value. As the radius is further decreased the tangential velocity decreases so that v = r. Above the bottom of the vortex finder there is a tendency for the first relationship to persist to near the outside wall of the vortex finder, until v reaches a maximum and then decreases rapidly as the wall is approached. A graphic solution of Kutter&apos;s formula for the flow of water has been worked out by Dr. L. I. Hewes in connection with his course in Graphic Computations, given in the Sheffield Scientific School, Yale University, which may be of interest to those who deal with canals, flumes and streams. 1.811 0.002811 , 41.66+ -n+-S- I Kutter&apos;s formula, V= - n 0 .00281 78- 1+(41.66 + 0.00281)7B781 is probably the most accurate of those proposed determining the flow of water. But it is extremely cumbersome, and if many calculations are to be made their solution becomes drudgery. The purpose of this chart, Fig. 1, is to furnish a rapid solution, sufficiently accurate to be well within the limits of the observed data. THE Hawkesworth detachable drill steel shank and bit were invented by A. L. Hawkesworth; while he was a mechanical foreman for the Anaconda Copper Mining Co., at Butte, Mont. Mr. Hawkesworth died on June 16, 1925, at the time that his invention was practically a proved success. The first application for patents was made by him in November, 1918, and the bit is now being manufactured under patents issued in 1922 and 1923. The credit, for its development in the early stages belongs to A. L. Hawkesworth, Roy S. Alley, Harry A. Gallwey, E. J. Bowman and various officials of the Anaconda Copper Mining Co. Later improvements, manufacturing problems and the direct usage in the mines were originated and perfected by the mechanical department under C. D. Woodward, E. R. Borcherdt, head of the Rock Drill Equipment Department, Robert E. Kelly of the Mechanical Department, and various operating department heads of the Anaconda Copper Mining Co. The author wishes to acknowledge the assistance of these officials in the preparation of this paper.

Numerical modelling was used to determine the magnitude and direction of stresses around drives both adjacent to and distant from open stopes in the South Crofty tin mine. Modelling predicted that drives near the stopes are situated in a stress-relaxed zone. The peripheries of drives that are sited in solid rock away from the influence of stoping are in compression. Key-block modelling was used to determine the typical geometries of critical blocks and distinct element modelling was used to determine block stability. The conclusions derived from modelling fitted the observational data. This indicated that key-block theory is a valid tool for analysing the stability of roadways in the South Crofty mine. The support requirements for drives located next to stoped-out areas were formulated using a risk analysis approach to key-block formation. The results were compared with support guidelines derived using empirical design methods. Good agreement was obtained for the roofs of the drives but not for the sidewalls. The concept of a critical excavation width was formulated: once an excavation is larger than the critical size the length of rockbolts need not be increased as the excavtion dimensions increase. This may be the case in all rock mases.

Recent work on grain growth in high purity aluminum and in a solid solution type alloy of aluminum and magnesium1 showed that the isothermal increase of the average grain diameter D with time follows the equation D = K(tg + A)2 Eq 1 Here tg is that portion of the total annealing time 1, which is available for grain growth, that is the annealing time less the time necessary for complete recrystallization. The parameters A and n depend only on the temperature. A has the dimension of time, and is usually of the same order of magnitude as the time for recrystallization: R. In some instances R may be substituted for A in Eq I. This is the case for example at long periods of annealing or at high temperatures, where both A and R become small in comparison with t. In such instances Eq I is simplified to D = K, tn Eq 2 For high purity aluminum the exponent n increases in the ratio of about I to 5 in. the temperature range of 350&apos; to 6w°C. 70-30 brass has been long known to exhibit grain growth of the continuous type, such as occurs in pure metals. For this reason, it was of interest to determine whether grain growth in brass also follows Eq I and 2 as it does in aluminum. Isotherma1 grain growth data for 70-30 brass were published in recent years by R. S. French2 and by H. L. Walker.&apos; Fig I shows a log D vs. log t plot of French&apos;s data, together with the 500, 600 and 700°C data by Walker for 42.8 pct reduction by rolling. In such a log D vs. log t plot Eq 2 corresponds to a straight line with a slope of n. As seen in Fig I, the data of French and the 600°C data of Walker can be represented by straight lines. However, the 500 and 7c0°C data of Walker give curved lines and the average slope of his 500°C line is very different from the slope of the line representing French&apos;s data for the same temperature. Furthermore the curvature of the 700°C line suggests a tendency for grain growth to stop after 8 hr. If confirmed, this would constitute a definite deviation from Eq 2, not explainable on the basis of the specimen thickness effect found in high purity aluminum.&apos; Walker&apos;s specimens were 0.125 in., or 3.18 mm thick, while the deviation occurs at a grain size of approximately 0.4 mm. A further point of divergence arose recently, when J. E. Burke suggested4 on the basis of Walker&apos;s data, that, instead of Eq 2, grain growth in 70-30 brass follows the equation D - D, = K . tgn Eq 3 Here D, is the grain size as recrystallized at the temperature in question. Although it was possible to show5 that, for pure aluminum, for which isothermal grain growth has been carefully investigated, Eq 3 is incompatible with the experimental facts, the situation remained somewhat obscure with respect to 70-30 brass.
