To predict the spontaneous combustion potential of bituminous coals using a simple expression based on an easily acquired coal property. Background Approximately 20% of underground coal mine fires in the United States since 1978 have been attributed to spontaneous combustion. Spontaneous combustion fires in underground mines are most likely to occur in gob area; and are difficult to detect and to extinguish by direct fire fighting methods. Often, sections of the mine or the entire mine must be sealed for long periods, at a great economic loss to the mine operator, mine employees, and the surrounding community. It is conservatively estimated that the cost of scaling a large mine is about $50 million.

Conflict over mineral development and its impacts on indigenous peoples occurs in many countries around the world. Canada, Bolivia and Peru have experienced mine development for centuries in areas where indigenous communities have been and continue to be affected by the mining industry. On a global basis the mining industry continues to face the challenge of implementing meaningful consultation programs with indigenous peoples. Many governments around the world have adopted sustainable development as a policy and one important element of sustainable development is minimizing social conflict. John Moffet and Francois Bregha (Moffet & Bregha, 1996), in their analysis of the role of law reform in promoting sustainable development, noted that stakeholder participation can reduce this type of conflict. Social conflict can result in expensive litigation and costly project delays for mine developers. Meaningful consultation with indigenous peoples in areas where mine development is proposed can be a critical factor in securing a social licence to operate. A report released by the United Nations in 2005, outlined the elements of a concept called ?free, prior informed consent? (FPIC) that promotes more sustainable development. FPIC provides that mineral exploration and mining should not proceed unless the mining company has secured the consent of the relevant indigenous group(s). This paper employs a comparative approach to evaluate the extent to which three active mining nations, Canada, Bolivia and Peru, require consultation with indigenous residents and adhere to the principle of FPIC. The comparative approach assists in the identification of those consultation elements in the legal regimes of each country that can minimize social conflict in mineral exploration and mine development and therefore contribute to more sustainable development. First, we examine the legal requirements to consult with and accommodate indigenous communities in Canada, a country with a long history of mineral development over a large geographic area that has entrenched in its Constitution the protection of indigenous peoples? rights. We then turn to an analysis of Bolivia, one of the most indigenously conscious mining jurisdictions that has followed the Canadian lead in entrenching constitutional protection for indigenous peoples. Third, the approach to consultation with indigenous peoples in Peru, a nation that has not adopted the Canadian and Bolivian approaches to constitutional protection of indigenous peoples rights, is considered.

Introduction Noranda, like similar businesses, is suffering the pain of previously unheard of currency relationships, a cost structure built in better days, and conditions of gross oversupply possible in almost any commodity. Indeed, it does seem like the worst of all possible worlds is out there before us. To understand a Canadian natural resource company, you must know how the country is organized. So far as natural resources are concerned, Canada is not Canada. Canada is 10 provinces and each own the resources situated therein. Thus, the conditions of extraction, exploitation, and operation are all set by the province, while the conditions of trade and currency are set by the Federal government. This means that what may be the rule in Newfoundland may not be the rule in Manitoba or British Columbia. The second thing is that the Canadian currency has been a satellite of the US dollar for a long time. This means that we hold the unenviable and unjustified position of being the country with the second strongest currency in the world. What this has meant to us is what it has meant to an American operator. Since 1980, a pound of copper fetches 214% more for a Chilean than it does for us and a pound of zinc 115% more for a Belgian. From an American point of view, Canada is favored because its dollar is valued at 25% to 30% less than the U.S. However, because of industrial indiscretions in years past, Canada has a locked in labor cost disadvantage that is very hard to cope with. Canada has a unique situation with its labor unions. Many of the unions are, or have been, internationals and therefore gained undue strength in early days. Canada has a third political party of socialist persuasion. It is entirely funded by dues from laor union members. Thus, we have a politicized workforce. And finally, we have a public service that has the right to strike. This had made the public service unions by far the strongest now in Canada. What this means to the mining industry is that there is somebody out there blazing the trail. The unrelenting power of these public service unions probably creates a climate more conducive to excessive wage settlements in industry than would otherwise be the case. Study, Work, and Pray So what do we do when times get tough? In simple terms, we study a lot, we work harder, and we pray a great deal. We study a lot in terms of learning hitherto unknown strengths and weaknesses of our products, processes, and operations. We work hard in the sense that we do everything possible to improve our productivity. And we pray a lot because, so far, anything else we have done has not been enough. Some years ago, Noranda recognized that its principal base and precious metal operations were diminishing. To provide for the future, we should branch out into other resource type operations. These might be countercyclical and also perhaps a little more permanent. For this reason, Noranda entered the potash, aluminum, and forest products businesses. A study was conducted for the AEC to determine the feasibility of constructing an unsupported 315 foot diameter spherical cavity at a depth of 2,700 feet in a salt dome. A cavity of this size and shape has never been attempted. It was determined that the three basic essentials for solution mining; adequate salt, fresh water, and a means of brine disposal were available at the Tatum Salt Dome in Lamar County, Mississippi. Assuming a large, unsupported mined opening of the size and at the depth required would remain stable, the most practical method of providing the cavity using solution mining techniques is by use of a movable blanket of air to control the water level to properly shape the cavity while removing the insolubles either with jetting or by conventional mining methods. It is estimated that, using the jetting method of insolubles removal, the cavity can be constructed in 24 months for approximately $7 million. Using conventional mining techniques to remove the insolubles and shape the final cavity, it is estimated that the cavity can be constructed in 36 months for approximately $12.6 million.

The original organic act establishing the Federal Bureau of Mines in 1910 and the amended act of 1913 indicated that promotion of the health and safety of mine workers was to be ore of the chief functions4/ of the Bureau. Many of the field and laboratory studies pursued by the Bureau are designed to improve conditions under dish minors must work. As the Bureau has no legal authority to enforce safety rules, it must rely upon cooperation of employer, employees, State mining or other departments, and labor organizations for success in promulgating its finding and making recommendations. The staff of the Safety Division, which is essentially a service organization of the Bureau, is composed of 28 safety instructors, 29 engineers, 18 clersk, and 7 others engaged in promotion of an educational program in an effort to improve conditions in the mining industry. The work is directed from 14 safety stations in the United States and 1 in Alaska. The work of the personnel, of the mine safety car that operates in. the anthracite region of Pennsylvania was supervised and directed by the district engineer in charge of the Wilkes-Barre (Pa.) Safety Station.

The primary objective of this research program was to recommend ranges of minimum luminance for safety in underground metal and nonmetal mining. Visual tasks critical to safety were identified and rank-ordered. Realistic, full-scale, dynamic task simulations encompassing the most important visual components of the critical tasks were installed in a large simulated workspace. Five trained observers performed the six simulated mining tasks under varying levels of luminance. Over 13,000 measurements of visual task performance were used in developing minimum luminance recommendations for the on-foot underground worker and the mobile equipment operator.

Pós fluxantes desempenham um papel significativo na qualidade do aço durante o processo de lingotamento contínuo. Os pós fluxantes são escórias sintéticas usadas para lubrificar o molde durante o lingotamento contínuo do aço. Para que isso ocorra, o fluxante deve apresentar as seguintes funções: isolamento químico e térmico do aço, absorção de inclusões não metálicas do aço, lubrificação do molde e controle da transferência de calor entre o aço e o molde. O desempenho de cada função está relacionado às propriedades químicas e físicas do pó fluxante, que são dependentes de sua composição química e sua composição mineral, devido a sua relação com a taxa de fusão do material. A fim de garantir uma produção eficiente e de alta qualidade durante o lingotamento de um aço ultra baixo carbono, os pós fluxantes A e B foram investigados de acordo com diferentes propriedades físico-químicas. Diversos experimentos laboratoriais foram realizados para comparar o desempenho dos materiais A e B, visando à diminuição de captura da escória pelo aço no molde: avaliação do comportamento de fusão e fluidez, composição química e viscosidade. As temperaturas de processo foram avaliadas através de testes estatísticos, visando caracterizar o fluxo de calor e o trabalho de fricção durante lingotamento. Os testes industriais preliminares, realizados na Ternium Brasil, foram conduzidos com o objetivo de analisar o comportamento do pó fluxante durante a operação de lingotamento contínuo em relação a alguns aspectos operacionais e fornecer informações sobre sua influência na qualidade superficial do aço. Os resultados mostraram que, aumentando a viscosidade do fluxante, o consumo de pó tornou-se menor, levando a um maior trabalho de fricção e menor fluxo de calor no molde. No entanto, o comportamento da camada de escória mostrou que, apesar do aumento da força de atrito no molde, a espessura da escória foi adequada e não houve relatos de defeitos superficiais durante o uso do material fluxante de maior viscosidade.

In its work on mineral wastes the Bureau of Mines is studying losses in the melting of nonferrous metals and alloys. The greatest of these losses is that of zinc through volatilization in brass melting, but another and considerable loss is that of aluminum and its alloys in the melting of finely divided material. In order to get some idea of the magnitude of the loss in melting aluminum scrap and to find out what methods of melting were used information was gathered in regard to present practice; also experiments were conducted to obtain some data on the relative merits of different methods. As the experiments could be made on a laboratory scale only, they were not expected to solve the problem entirely, the object in making them being rather-by indicating which methods were of greater promise-to narrow the field over which largescale tests and comparisons need be made by those commercially nterested in the problem of melting scrap aluminum.

Due to increasing complexities of raw materials for base metals production the conventional pyrometallurgical processes are challenged. To make the appropriate modifications, thorough evaluations of the thermal stabilities of phases and phase assemblages which are commonly encountered in these processes are essential. In this work, phase relations and thermal stabilities of equilibrium phases in the Cu-Ni-S system have been reviewed. The calculated phase diagram of Cu-Ni system has been validated. At T < 630 K, in the Ni-rich corner, large scatter in data has been observed and discussed in detail. The other binary systems, Cu-S and Ni-S, have been also critically reviewed together with the ternary Cu-Ni-S system. The reviews were focused on compiling and discussing phase relations and thermal stabilities of the selected systems in the pyrometallurgical processes of Cu and Ni productions.

"During the past three years the Bureau of Mines has carried on an extensive research program at the Rolla Laboratory for the beneficiation of low-grade Arkansas baixites by ore dressing methods. As a result of this study a 50-ton pilot mill was designed and constructed at Bauxite, Arkansas, by the Bureau to continue the investigation on a semi-commercial scale. The built both to reduce the experimental work to practice and to obtain operating data that cannot be determined by laboratory or small scaleTen samples of bauxitic material were mined and stockpiled at the plant site to ensure an ample supply of material for milling in the pilot plant. These samples were obtained from various bauxite deposits in Saline and Pulaski Counties, Arkansas. The deposits were selected as typical of a wide range of bauxitic material which would necessitate treatment under different conditions and by various concentration methods. All of the samples contained a higher silica content than permissible in Bayer-grade bauxite and several contained so much iron oxide that the available alumina content of the ore was mate¬rially lowered. From data obtained by milling operations on these ten samples, milling characterietics of most of the ores in the district should be predictable. This paper summarizes the results obtained in the laboratory testing of representative samples of each stock pile, and the results of small scale continuous testing of the composite sample of the ten stock piles in the gravity-flotation pilot plant at the Rolla Laboratory."

A series of difficult ground conditions causing high groundwater inflows and hazardous gas intrusion abruptly halted the construction of a 6.4-meter (21-foot) finished diameter and 1,890 meters (6,200 feet) long tunnel planned to serve as a 4-millioncubic meters (1-billion gallon) per day capacity river outfall for treated wastewater. Some 808-meters (2,650-feet) section of the constructed tunnel, TBM, and all other tunneling equipment were completely flooded with hydrogen sulfide laden artesian groundwater. The subsequent pumping and tunnel recovery efforts were unsuccessful and the tunnel was abandoned. In the end, the construction contract was terminated and options to redesign and reconstruct the project were re-evaluated to maximize the use of already constructed tunnel facilities such as the construction access and inter-mediate shafts and six outfall diffuser shafts in the river.

Banks frequently manage large privately owned mineral land trust accounts for estate heirs. The bank has a fiduciary obligation to follow the “Prudent Man Rule”, which requires that trust properties be managed at least as well as a prudent and knowledgeable owner could. However, banks may not have internal staff proficient at mineral property values, lease contracts, royalties, mining practices, etc. This is an opportunity for experienced geologic consultants and certified minerals appraisers to provide needed help. Items valuable to Trust managers may include: 1. Marketing privately owned mineral trust lands to mining or oil & gas firms, assuring competitive offering prices and terms; 2. Negotiating favorable new mineral lease and purchase-option contracts; 3. Monitoring progress of mining, royalty payments, land reclamation, and environmental clean-up work; 4. Balancing future mining income with later industrial, commercial or housing development, timber harvest, etc.; 5. Assuring that Depletion Allowance tax advantage is taken for actual mine royalty payments, but not for annual non-mining lease (rental) income; 6. Appraising in-ground mineral value for bank audits, estate tax valuations, and equitable property division between heirs; and 7. Serving as expert witness, representing the legal interests of the bank, trusts, and the mineral heirs in litigation. Banks do welcome reliable advice which assists them in achieving the “Prudent Man Rule” and improving mineral income to their land Trust accounts.

The fluorescence of many minerals, when excited by different wave lengths, of ultraviolet radiation, has long been recognized as a spectacular laboratory phenomenon. Since the original display in the British Museum, the phenomenon has been used frequently for educational purposes and public demonstrations. Its practical application for the rapid detection of certain minerals in ores and mill products at the zinc mine at Franklin, N. J., has been described.3 Due to technical improvements in ultraviolet-radiation apparatus, fluorescence has found a new field of application in the tungsten-minim; industry. Although fluorescence of scheelite (calcium tungstate) has been known for a number of years, the practical application of the phenomenon is the outgrowth of a program of cooperative research conducted by Ott F. Heizer, manager of the Nevada-Massachusetts Co., Inc. , Mill City, Nev., and Dr. Paul F. Kerr of Columbia University. Special portable lights for fluorescing scheelite have been developed and utilized in underground geological work. Thanks are due Ott F. Heizer for permission to publish data included in this paper.

Introduction The Cannon mine at Wenatchee, WA has recently been brought into operation to recover gold from the sandstones of the Swauk formation. The mine is a joint venture between Asamera Minerals (US) Inc. and Breakwater Resources. A tailings impoundment was constructed to impound 2.7 to 3.6 Mt (3 to 4 million st) of tailings at 1.8 kt/a (2000 stpd) over about five years. This paper describes the design and construction of the impoundment. In particular, it describes the 100 m (300 ft) high earthfill embankment that is the main feature of the facility. Project environment The project is located on the outskirts of Wenatchee, a town of about 40,000 people. The town is situated on the flat alluvial terraces beside the Columbia River. The Cascade Mountains rise from the terraces in a series of ridges and valleys. The mine is at the foot of the Cascades. The tailings impoundment is in one of the steep valleys. The climate is mild and dry (Table 1). Site selection Twelve alternative sites within a 16-km (10-mile) radius of the mine were examined. Decision making theory was used to select the most suitable site. Advantages of the chosen site include its proximity to the mine and its low visibility from points of common public access. Also, the area was already heavily impacted by an existing silica quarry. The major disadvantage of the site is the need to pump tailings over a distance of 1.5 km (1 mile) and against a static head of 200 m (655 ft). Also, it is located in a gulch just upstream from the town of Wenatchee. Site geology The impoundment is generally underlain by interbedded sandstones and siltstones. The siltstones are often shattered. The sandstones are often friable. Both rock types are extensively jointed. Some isolated faulting of the sediments occurred before the area was covered with basalt flows. About 10,000 years ago, at the end of the ice age, the basalts were covered by 3 to 10 m (10 to 33 ft) of wind blown loess - a fine sandy clay and silt. River deposits filled the base of the valley to depths between 5 and 25 m (16 and 82 ft). Under the main part of the embankment, these materials were removed to expose bedrock. Ground water flow is generally through the more permeable layers. The permanent water table is about 5 m (16 ft) beneath the ground surface. Direct current electrical systems are used in most coal mines primarily to power the main haulage trains and secondarily to feed other equipment and passageway lighting. Electrical power is supplied from rotary machines or static rectifier equipment and is distributed through the mine by open trolley wires and feeder cables. The rails of the haulageway are used as a current return path. This exposed power distribution system is very vulnerable to conditions which lead to undesired leakage currents and short circuits and, consequently, the possibility of fires or other hazards to personnel. Present techniques and equipment have been utilized in so far as practical to improve the safety of the dc electrical system; however, there still appears a need for further improvement. Because of this need, this program was sponsored by the Bureau of Mines to investigate two specific technical areas related to improvement of dc electrical system safety. One area included the determination of the characteristics of mine electrical systems and their protection requirements and the verification of the adequacy of available protective devices for mine service. Despite the widespread application of industrial protective equipment in mines, there was little detailed technical information available related specifically to the performance of this equipment in service. Our task was not only to develop useful information regarding mine system protection, but also to define and verify the adequacy of the protective devices available. "The three-dimensional deformation of a continuously cast slab was modeled into two-dimensional deformation by developing the solidified shell of the slab. The developed solidified shell was divided into rectangular elements. The thermal strain produced as the slab is wi thdrawn over one roll spacing in the casting direction was calculated from the temperature change during that time and the increment of the geometrical unbending strain during the time was calculated from the change in the radius of curvature of the slab by assuming that the neutral axis of bending is located at the mid-thickness of the slab and that the transverse section of the slab is kept in a plane during unbending. These strains were imparted to each element as initial strains. The interaction between the elements and the overall deformation of the solidified shell were analyzed by the finite element method.The analysis was performed on a slab being cast on a machine of the circular arc type with progressive unbending. The following findings were obtained as a result. The effect of unbending is spread in the upstream and downstream directions of the slab by the shear deformation of the narrow and wide faces. As the shear deformation increases, the strain in the unbending zone decreases and the strain outside of the unbending zone increases. The effects of secondary cooling conditions, slab size, radius of caster circular arc section, compression casting, etc., were also analyzed. IntroductionTo develop a method for preventing the internal cracking of continuously cast slabs, it is important to acurately analyze the deformation of the slab and this subject has been extensively investigated. Many researchers, including the present authors, have analyzed slab bulging. (1)- (11) Analysis has also been made of thermal deformation that assumes importance in continuous casting of small-section blooms.(12)-(18) However, unbending deformation, an extremely important subject for continuous casters of the circular arc type, has not been fully analyzed."

Siliceous float sampled in the Wafi River by CRA Exploration in 1977 assayed 22 g/t Au and 89 g/t Ag. Follow up in 1979 led to the discovery of outcropping mineralisation now known as Zone A. Soil sampling in 1980 and 1982 outlined a 350 m by 400 m area of >1 g/t Au at Zone A and smaller areas at Zones B, C and D. Thirty-one diamond holes were drilled between 1983 and 1986. Elders Resources continued evaluation of Zone A under a farming agreement between 1988 and 1990. Mineralised diorite porphyry was discovered in 1990 by drilling conceptual targets 500 m to the NE of Zone A. Evaluation of this copper-gold porphyry became the main focus of exploration for the next five years and a substantial resource was outlined within a single, discrete body. A review of the paths to project development in late-1995 highlighted the need for increased resources via a second mineralised porphyry and/or an additional resource of Zone A size to make the project viable. It was concluded that the greatest immediate potential for increasing the resource inventory was at Zone A itself where the mineralisation was open in all directions. Detailed mapping and drill core logging lead to the geologic and structural models being revised in early-1996. The objectives of the 1996 drill program were to extend the Zone A resource, to test for continuity of mineralisation westwards to Zone B, to better define the controls on gold mineralisation and to delineate high-grade blocks amenable to selective mining by infill drilling and 3D orebody modelling. The last drill hole of 1996 intersected 30 m at 4.6 g/t Au from 273 m in WR147, deep in the western limit of Zone A. This intersection gave impetus to continue drill testing towards Zone B. In April 1997, hole WR154 was drilled 100 m to the west of WR147 and intersected 20 m at 8.5 g/t Au and 70 m at 11.0 g/t Au at similar depths near the diatreme contact. Drill hole WR155 was then drilled 100 m to the west of WR154 and intersected 86m at 5.7 g/t Au and WR159 drilled 100 m to the south of WR154 intersected 36 m at 9.2 and 50 m at 4.4 g/t Au. A significant zone of essentially blind, high-grade gold was discovered beneath the dipping flank of a poorly mineralised diatreme in what became known as the Link Zone. The long history of evaluation has been driven by the conviction of a dedicated team that a mineralised system of the size and complexity of Wafi with strongly anomalous gold in outcrops over the entire Mount Golpu area must contain economic mineralisation hidden within it. The keys which redefined the direction of exploration and lead to the discovery of the blind, high-grade gold Link Zone were, in our view, the critical review of the project status, detailed geological and structural studies to define clear exploration targets and the necessary funding and persistence to carry this through.

[Available statistics show that the demands of the American chemical industry for sodium sulphate have been increasing slightly in recent years. The supply from domestic sources, particularly in the form of byproduct salt cake from the acid manufacturers, has been tending to decease due to the growing manufacture of synthetic acid. Both hydrochloric and nitric acids are being synthesized from their elements. The natural result has been that a smaller amount of salt cake is available. Simultaneously, the expansion of the Kraft-paper industry, especially in Lie South, has brought about greater demand for sodium sulphate in that section. This demand is being met by domestic byproduct salt cake, by imported German sodium sulphate made from potash waste liquors, and by favorably situated domestic deposits of Glauber salts and tile anhydrous salt, thenardite. No shortage of natural sodium sulphate exists in the United States, but usually such deposits occur in semiarid regions far re¬moved from transportation facilities and from markets. Moreover, the major portion of the natural deposits is Glauber salt or mirabilite (Na2SO4?10H20), which must be dried or dehydrated in order to most consumer requirements. The waters of hydration represents, roughly, 55 percent of tae total weight of the crude salts and therefore has a very important influence on transportation costs. In marry instances the cost of getting even the dehydrated product to market is the deciding economic factor. Therefore, the recovery or production of anhydrous sodium sulphate from plant-waste liquors or from natural brines of suitable composition might be economically feasible.]

"In December, 1999 Stillwater Mining Company (SMC) commissioned a new paste /cement backfill plant to supplement the existing sand backfill system for the cut and fill mining operation at it’s Nye, Montana mine. The new plant uses the Baker Process Deep Cone TM Paste Thickener to thicken the total concentrator tailings from 30% solids slurry to a 71% solids paste. This paper describes both general paste formation concepts and the evolution of the SMC paste plant operation from original design criteria, through problem solving and plant modifications, to the operation of the existing plant.Although the original process design was not effective for consistently producing and delivering acceptable paste to the stopes for backfill, SMC was able to make the mechanical and process modifications which allow the plant to now produce and deliver an acceptable product to the stopes. Ongoing test work is targeted at increasing the pumping range of the system, increasing the paste solids concentration from the Deep Cone Paste Thickener and reducing the operating and maintenance costs of the system.INTRODUCTIONThe authors would like to thank both Stillwater Mining Company (SMC) and Baker Process for their assistance in the preparation of this paper.
