The Territory of Afars and Issas is to receive its independence from France on June 27, 1977. The Territory's economic income was based on entrepôt trade through the port of Djibouti and trans-shipment of goods on the Chemin de Fer Franco-Ethiopian (CFE) railroad. The Territorial budget was scheduled to in- crease from $32.6 million3 in 1976 to $36 million in 1977, despite severe shortfalls in 1976 stemming from inflation and a persistent balance-of-trade deficit. Subsidies from France continued to sustain the economy, and the French pledged to provide approximately $140 million in aid annually after independence. In 1976, financial agreements were concluded with a number of Arab oil-producing countries, including Saudi Arabia which granted $10 million toward development projects. The new Republic of Djibouti is scheduled to become the 49th member State of the Organization of African Unity (OAU) and the 21st member of the Arab League, and to receive aid from their financial institutions. As cities are growing all over the world, the need for urban transportation facilities are on the rise. Designers (of these facilities) today are faced with a number of constraints for their design, of the most is the space limitation and impact of new construction activities to the community. A typical subway station, as the focus of this paper, is approximately 600 to 1000 feet long, 50 feet wide and 2 to 3 story high. With such a large volume of construction activities, it is easily realized why underground stations are becoming obvious choice for larger cities eventhough the cost could be 2 1/2 to 3 times as much as an aerial station and 4 to 5 times that of an at-grade station [O'Neil et. al.(1977)]. Since cost is an important factor which is always increasing, therefore, the designer should have a good planning, consider alternatives for design and come up with a realistic design with minimum impact to the community. This paper is about the geotechnical considerations that the designer should be aware of. PLANNING A 1977 report [O'Neil et. al.(1977)] on the construction costs for a number of underground subway stations indicate that about 4 0% of the cost is site-controlled, 35% is structural items, and 25% is finish and equipment. It is seen that of opportunity exists for cost savings in the site selection and proper use of the site. Once the site is selected, the cost of construction become controlled by urban conditions at the site, geotechnical conditions, station size and depth. The nature of the density distribution in a gas-solid phase fluidized bed for dry coal separation is an important factor in influencing the performance. However, during coal processing, fine slime would mix with dense medium of magnetite powder and accumulate in the bed, and its influence will affect the density of the bed. The mathematical model of the density distribution with fine slime behaviour was studied in an experimental laboratory system. The functional relationship between the density of the air dense medium fluidized bed and the coal slime content were fitted, applying the principle of least-squares method with damping factors. With the model, by analysing the trial testing data, the mechanism of the density distribution of the bed was studied and applied to a coal separation test with a pilot scale separator. As the University of Hong Kong and their advisors planned their new Centennial Campus it became clear that they would have to re-provide existing water reservoirs on an adjacent site with new salt water reservoirs located underground in two new caverns. The existing reservoirs are owned by the Water Supplies Department who provide salt water for sanitary flushing and a separate potable water supply for regular use. Although underground reservoirs had not previously been adopted locally, the planning has been completed to a tight schedule and the construction is well advanced. The need to preserve historic buildings imposed constraints, as did the requirement to minimise potential construction nuisance for the local community and environment. This paper presents the background to the project and the work carried out to develop an innovative, sustainable and environmental acceptable solution. Construction progress to date is also presented.

This paper will highlight the system components of a successful underground mining automation project recently launched at DeBeers Finsch Mine. It will also show that integration of short-term mine planning with other upstream and downstream mining processes in the extraction of kimberlite ore from a block cave is not just critical to the future sustainability of this underground mining operation but also for profitability and cost-effectiveness. This paper will discuss the information data flow required from the mine-planning process through to production for underground block cave mining. The benefits associated with this type of integrated mine planning and automation system will be highlighted.

This report updates an accounting of mines and prospects in the Seafoam mining district, Custer County, Idaho, begun during mineral appraisal of the Idaho Primitive Area. Thirty-two mine and prospect locations have been added to the Bureau's Mineral Industry Location Subsystem (MILS) data base as a result of initial phases of mineral appraisal of the River of No Return Wilderness; most previously known locations were field checked and the updated information added to the data base. The district's major deposits include polymetallic fissure veins of gold-silver-lead-zinc-copper hosted by granodiorite and quartz monzonite which have been intruded by dikes ranging in composition from rhyolite to dacite, and vein type replacements of silver-lead-zinc-copper hosted by calcareous xenoliths imbedded in major intrusives. These deposits may be related to the intrusion of the Rapid River pluton or the Casto pluton. The dominant northwest structural trend is parallel to an aeromagnetic high, a weak gravity salient, and the Blue Bunch Mountain dike swarm.

The Menominee Range of northern Michigan was a major producer of direct shipping iron ore for nearly a century. When the last underground mine on the Range ceased operation in 1978, it marked the end of an era. For since the start of mining in the early 1880's the district has gone through a Lull cycle from the start-up of mining through close-down. During this period over 200 million long tons of iron ore were produced and shipped from nearly 100 mining operations. This development and production spanned the time from when the United States advanced from an essentially rural-agriculatural society through the industrial revolution and into the beginnings of the computer and space age. There are many lessons that can be learned from such a rich history. This report attempts to provide ouch a lesson. Through the use of case histories, deficiencies in past mining practices and mine closure procedures that have resulted in current mine related problems are documented. These problems -an be grouped into three areas; 1) subsidence 2) hydrological or drainage problems and 3) problems related to inadequate mine shaft sealing and capping practices.

Phase I of these studies demonstrated the feasibility of measuring the efficiency and capacity of sorbents in tube-type samplers for contaminant gases. This was accomplished by measuring concentration at various points along the length of the diffusion path during sampling. Concentrations were measured by removing small aliquots with gas-tight syringes and gas chromatography. With hexane as the gas and activated charcoal as the sorbent the procedure was quite successful and we proceeded with Phase II of the study; this involved application of the principle to gases of importance in diesel exhaust using a variety of sorbents. When we worked with high concentrations of the test gas we clearly demonstrated the differences in both efficiency and capacity of the sorbents for each of several gases. The chief drawbacks of the system were that we were unsuccessful in determining more toxic gases at realistic occupational exposure levels or determining formaldehyde at any level using the flame ionization detector. It was concluded that, although the method is feasible, more sensitive methods of measuring concentrations of gas in the tube must be developed to make the procedure applicable to regions of chief industrial hygiene interest.

"INTRODUCTION Diesel locomotives have been used successfully in underground mines of Europe for 18 years, and much has been written on the technical details of the design of these machines and the safeguards provided by the manufacturers. The actual conditions under which' the Diesel locomotives are used have not been publicized as well and consequently are not well-known. In 1945 the writer observed numerous Diesel locomotives working underground in coal and metal mines of several European countries and was favorably impressed with the practical approach to the safe use of this- type of equipment.Recent statistics showing the number of Diesel locomotives in use are not available now because of the World War, but the extent to which this type of mine locomotive was used immediately before the war is indicated by table 1, which classifies the number of locomotives used in several countries according to the type of power, such as compressed air, Diesel, and electric.Mining conditions observed by the writer in the European countries are very different from those in most coal-mining districts of the United States. The surface plants are larger and are permanently constructed of brick or concrete; numerous coal beds are worked through one shaft; the crosscut rock tunnels or levels, driven to intersect the coal beds, are lined with brick or concrete blocks where needed instead of timber; the coal beds dip more steeply and are not as thick as in most fields of the United States."

"The first commercial installation in the mineral industry of the ""Verti-Press"" pressure filter was made by Falconbridge Limited at the Strathcona Concentrator to filter copper concentrate. The filtercake produced contains 6 - 7% H2O, an improvement from the 12 - 13% H2O produced by an internal drum filter, at rates of up to 20 t/hr. A novel slurry feed system incorporates a hose pump and a pressurized slurry accumulator.INTRODUCTIONIncreased copper production from Falconbridge Limited operational mines in the Sudbury Area has exceeded the current refinery capacity. A copper concentrate has been produced to overcome this constraint and has been shipped to custom smelters either as a slurry or as a 12 - 13% moisture filtercake utilizing an internal drum filter.With the treatment of the new Deep Copper Zone from the Strathcona Mine, copper concentrate production was forecast in excess of the installed dewatering capacity. The filtercake was too wet to transport by truck and the custom smelter refused to handle this product at the truck unloading site. The filtercake had to be trucked to a rail spur and transloaded into gondola cars. This system was expensive, incurred unaccountable losses and the concentrate was assessed a moisture penalty.To reduce the concentrate moisture content to permit direct shipment by truck, two basic systems were available; vacuum filter followed by a thermal dryer or a pressure filter. Past experience with the high capital and operating costs of dryers led Falconbridge to closely examine the pressure filter alternative.COPPER CONCENTRATE PRODUCTIONThere are two separate circuits at the Strathcona Mill; one treating nickel ore and the other treating copper ore.The rougher concentrates produced by both circuits are conditioned with lime and cyanide before the copper-nickel separation in a flotation columns. The concentrate consisting of cha lcopyrite with mi nor cubanite is very clean as shown in Table I. Currently 50% of the copper in the plant feed reports as copper concentrate, in the past, this has been as high as 70%."

Underground excavations exhibit different hangingwall conditions in response to varying geotechnical and mining situations. These differences need to be quantified so as to accurately determine the effectiveness of the mining and/or support strategies. A useful tool for the quantification of these differences is hangingwall profiling. Two methods of hangingwall profile measurement are described?termed irregular and periodic methods. Several data analysis techniques are reviewed for these methods and the suitable ones are discussed in detail. For irregular data the suitable techniques are the determination of the length, the average of the profile and the average absolute deviation from the mean of the profile. All of these techniques as well as determination of the moving average of the height and examination of the spectral image of the profile can be successfully applied to regular data. The effect of preconditioning on the hangingwall is discussed as an example and it is quantitatively shown that it results in improvements of conditions. The techniques described allow the engineer to quantitatively identify the appropriate support type or mining strategy and thus represent a valuable decision-making tool. It is suggested that these techniques should be employed on a routine basis by the rock engineers on the mines as part of their geotechnical classification, as well as support manufacturers to quantify the effectiveness of various support types.

"At the end of 2010 the AMSA Esperanza Concentrator started commissioning. Located in the Atacama Desert this project is the first of several large size concentrators developed recently to operate in Northern Chile. In addition to the new operations to be implemented in the short term, many existing installations are planning expansions. The use of large size equipment is one of the common characteristics of the new concentrators, but also new technologies are being considered and innovation is present in most cases. Sea water or desalinated water will be required to process large tonnages of sulphide copper ores as well as gold bearing ores, since process water supply from the Andes will no longer be available. The high cost of sea water or desalinated water supply and the high cost of energy are not a limitation as the current metal market scenario allows obtaining an attractive NPV even from installations designed to process relatively low grade ores. A review of the current concentrators being developed in Chile is presented, including a description of the main design issues related to technology and innovation. An analysis of the Chilean mining industry is also presented, detailing mine and plant capacities as well as expected final products.INTRODUCTION The mining sector in Chile has become a reference when analysing the large concentrator plants projected or currently in operation all over the world. At present and as a consequence of the high price of metal commodities, most South American countries have an active mining sector. Chile is known as a major producer of metals. First records of copper production exported to Spain are dated to the early XVII century. Since then Chile has produced over 13% of the total copper ever produced in the world. After 1990 Chilean mining and the associated cluster of activities has substantially grown to levels never reached before, especially in the production of copper, gold and other non-metallic minerals. This dramatic increase is the result of an economic policy based on delivering comparative advantages and incentives for the admission of foreign capital to offset the weak domestic investment in previous decades. Massive mining of its huge mineral resources has allowed Chile to be a world leader in the production of copper and other base metals and mineral products."

A probabilistic slope stability computer model was developed at Utah State University and independently evaluated by CH2M Hill Consulting Engineers as a design and analysis tool. Volume I of this report describes the model and Volumes III and IV are users manuals for the computer programs. This volume (Volume II) constitutes the report by the CH2M Hill. It includes a description of a field investigation and stability analysis of an existing tailings dam. Based on the results of the analysis, the tailings dam was evaluated for redesign using probabilistic considerations. Conclusions are made regarding the usefulness of the model as a design tool.

Development of the New York City Water Supply System The New York City water supply system serves a population of almost nine million, including residents in neighboring counties. Peak day demands on the system are currently running at about 70 m3/sec (about 1,600 mgd), which is significantly lower than in the 1990s. This trend of reducing demands over the past 25 years, which has been experienced in other major urban centers in the US, is mainly the result of conservation measures and increased cost consciousness on the part of water users. In the long term, demands are expected to once again follow an increasing trend with population growth, so that by the end of the planning horizon of these studies, the year2045, the peak day demand is expected to increase to about 85 m3/sec (2,000 mgd).The system is served largely by surface water sources, regulated by a system of 19reservoirs and three controlled lakes, which are connected to the City by a series of aqueducts, the longest of which is about 87 km (54 miles). The total storage in the sys-tem amounts to about 560 billion gallons, providing a system firm yield of about1300 mgd. The Delaware system provides about 50% of the City’s water, the Catskill about 40%, with the remaining 10% provided by the Croton. The system as a whole, which is shown on Figure 1, has been built up over the past 150 years, and is truly a marvel of engineering. The Catskill and Delaware aqueducts both discharge into Kensico Reservoir, which is a daily balancing reservoir located in Westchester County about 24 km(15 miles) north of the New York City line. The two aqueducts extend south for a further 14 miles to combine again at Hillview Reservoir in the Bronx, which provides hourly balancing storage for New York City system. The Croton aqueduct runs nearby as shown on Figure 2, but does not connect into the two reservoirs. From Hillview Reservoir the water is supplied to the city via three main distribution tunnels, known as City Tunnels 1, 2, and 3. City Tunnel No.1 was developed in the 1920s as part of the Catskill system. City Tunnel No. 2 followed in the 1960s as part of the Delaware system. City Tunnel No. 3 (CT3) is partly under construction and partly in operation, and is being implemented to permit the other distribution tunnels to be taken out of operation for the first time for inspection and maintenance. Frequently, costs overruns and defaults in mining project performance result in serious problems and headaches for all project participants and impact on corporate objectives, profits and image and, occasionally, lead to project failure. As mining professional s, we should be very concerned that, in a recent World Bank paper (Weber-Fahr, 2001), geological and technical risks were considered the most important ones facing mining projects. Whenever we manage to reduce or minimize these risks, we are in better position to overcome the environment-, market-, finance- and community-related ones. The causes of this situation seem rather systemic, as a fairly long list of industry problems with new pro jects has been described in industry papers in pas t and recent years. A brief review of industry problems with mining projects will be given first, followed by a review of the basics of the current Quality Management and Continuous Improvement perspectives that have evolved from earlier quality control and quality assurance systems and policies. Particular particular attention will be given to the work of W. E. Deming. As the system approach is an essential part of such policies, it will be described succinctly. Given that poor communications and interactions among geologists, mineral processors and mining engineers/operators ca n seriously affect project efficiency and profitability, these interrelated processes with in the mining systems will be analyzed and modelled and the impacts of such situations will be described through a number of anonymous case histories and examples. A synthesis of Dr Deming's management system, includ ing his Four teen P oints and System of Profound Knowledge, will be prese nted .

"In early 1987, the Patience Lake potash mine near Saskatoon, Saskatchewan, was closed due to uncontrollable floodingWater inflows were first encountered during routine mining in 1975 at the south boundary of the mine lease. Underground grouting and construction of bulkheads limited the flo but did not completely stop it. Subsequent seismic surveys showed that the mine had approached the edge of a large collapse structure in which the salt and potash had been partly dissolved and removed by groundwater.In 1986, the small flow into the mine started to grow. Despite renewed grouting, the flood increased and outstripped pump capacity. The grouting program temporarily slowed the inflow but was unable to stop it. Eventually, from seismic and drilling evidence, it became clear that the water source was an extensive system of vertical fractures which would be impossible to seal by drilling and grouting from underground. A new plan to install 14 bulkheads underground would have sealed the water source from the rest of the mine but the construction program could not be completed before rapidly increasing inflow threatened to fill the mine. The underground mine was closed and a new solution mine started in 1988."

This publication describes an investigation conducted by the Federal Bureau of Mines regarding the cause of an explosion of a dephlegmator or fractionating column at the Cities Service Oil Company Refinery, Ponca City, Okla., January 22, 1959. The column was that used with the refinery's No.1 Dubbs Coker. The explosion caused the death of an employee of the refinery and resulted in extensive damage to the refinery and to nearby property. The Bureau's study of the explosion began January 26.

Benchmarking is a business management process that seeks improvement through the study and reapplication of practices conducted by industry leaders. This discussion presents objectives and organization of benchmarking applied to mining geomechanics. Similar procedures have been successfully applied to mining companies, laboratories, and research organizations involved in mining geomechanics throughout the world. Benchmarking is a structured process that allows an organization to learn from the "best" in the field. The objectives of benchmarking vary depending on the company's targeted areas for improvements. Typical goals include ground control cost reduction, enhanced safety, optimization of geotechnical staffing, development of state-of-the-art design procedures, or the adoption of the "best in the field" geotechnical data management. Once the objective of the study is established and the practices and procedures to be benchmarked are identified, a benchmarking team is formed from internal and outside specialists. Benchmarking in geomechanics is fundamentally different than in most other fields because of the effects of local geologic conditions and regulations, both of which must be understood by all on the benchmarking team, before a comparative analysis can be made.

A study of the composition of the corresponding fractions of a primary and a high-temperature tar was undertaken to throw light on the net results of the pyrolysis of the primary products of coal decomposition in high-temperature coking practice, with reference both to total quantities of the chemically similar constituents and to their distribution throughout the boiling range. No exactly parallel investigations are on-record. The distribution of substances in high-temperature tars, however, is fairly well understood. Such tars are more or less similar, for they consist of the more stable phenols, aromatic and olefinic compounds resulting from the pyrolytic decomposition of a wide variety of primary tar constituents. For example, from a typical distillation curve for high-temperature tar phenols it may be seen that the greatest portion of the phenols distills between 180° and 220° C., a fairly narrow range. Low-temperature tars, on the other hand, are more complex, and hence exhibit dissimilarities from one to the next. Edwards, who has made a study of the acids, bases, and neutral oil of four low-temperature tar distillates, shows that the bases and neutral oil are evenly distributed among the fractions but that the concentration of the acids is greatest in the 200° to 230° fraction. Morgan and Soule find that in tar from the "Carbocoal" process, the 237° to 281° fraction has the highest acid content, whereas Davis and Parry find the 200° to 225° fraction of Freeport tar richest in phenols. Previous investigators have noted the following differences between primary and high-temperature tar: In the latter, naphthalene and anthracene occur in large quantities, the paraffins and naphthenes are negligible, the percentage of higher phenols is much lower than in primary tar, and the lower and more stable aromatic hydrocarbons have increased. In an endeavor to reconcile the change undergone when a primary is converted into a secondary tar, the writers have been unable to find references dealing with the extent of change which any one of the constituents of primary tar may undergo when subjected to secondary heating effects in the presence of other components, and the amount of the more stable compounds that may be expected from a given starting material.

A number of novel solutions have been proposed in recent years as alternatives to props and tie-backs in deep excavation support e.g. Adekunte (2008), Deschamps et. al. (2008), Adekunte et al. (2010) and Adekunte (2014). A number of these non-standard restraining solutions involve the construction of permanent or temporary vertical or raking buttress piles that are rigidly connected to the excavation support wall at regular intervals along the wall run. This paper chiefly focuses on the design and construction of twin-vertical buttress piles as restraining systems behind or in front of embedded retaining walls. The system essentially relies on the push-pull mechanism that develops between the twin piles, to maintain the overall stability of the excavation support. The paper’s main areas of concentration include; finite element modelling, geostructural design, construction procedure, instrumentation and monitoring that are associated with the application of twin- buttress pile systems. These are supported with project details of three recently completed high-end luxurious residential developments in Greater London, England, on which the twin-buttress pile system was used to restrain the excavation support walls for the basements on the sites. The mode of application of the system varies across the three sites. While the system was adopted as a long term solution behind the retaining wall on one of the sites, it was designed and constructed for temporary use in front of the retaining walls on the other two sites. Instrumentation and monitoring results from all the sites show the non-traditional system to be safe and effective, whilst having significant beneficial effects on construction programme, sequence of works and project cost.
