A portable optical instrument for performing multispot laser vibrometry is described. The instrument is capable of measuring arrival times, surface motion frequency, and surface velocity and displaying these quantities in various useful ways. Sigma Research is currently pursuing the development of such optical measuring systems for the evaluation of structures in rock by non-contact interferometry methods. This work was sponsored by the U.S. Department of Interior (U.S. Bureau of Mines) under a Small Business Innovation Research (SBIR) contract number J0145075. The goal of the work was to develop a portable tripod mounted measuring system which can be set up at arbitrary distances (up to 30 meters) from a surface and project four in-line laser sample beams on this surface. A light receiving telescope gathers the scattered light from these four spots and provisions are made to mix this light with a reference beam from the laser. Four photodiodes are employed to determine the resultant interference signals which characterize the motion (particle velocity, frequency, amplitude) of the four illuminated spots on the surface under sudy. Information of this type can then be used to characterize the elastic or mechanical properties of the surface in question. In some cases (if more than four spots are involved) this surface information could be back propagated to draw inferences about the internal state of the material volume bounded by this surface.

"The Zambian Copper mining industry as we know it today has its genesis from early in the 20th century in the 1920s. Consistent private sector-driven investment in the industry over a period of over 50 years in exploration, mine development and operation, development of minerals processing facilities, building of infrastructure for pyrometallurgical and hydrometallurgical processing, with attendant support facilities, including building of whole new towns, resulted in copper production going from zero to a peak of 769 000 tons of copper in 1969. At the same time, the industry created jobs to the extent that in 1972 the industry had over 62 000 direct jobs. The industry was nationalized in 1973 and remained in government hands for just over 24 years. During this period, the industry experienced a serious decline in production levels, reaching the lowest level at the dawn of the 21st century in the year 2000 when production was 250 000 tons. In terms of jobs, an average of just under 2000 jobs were lost every year in the 24-year period, reaching just over 22 000 direct jobs in 2000. Following the return of Zambian politics to pluralism and liberalized economic policies, the government decided to privatize the mining industry. The process started in 1996 and by the year 2000 all the mining assets had been privatized. The new investors embarked on serious investment to upgrade the assets and to develop greenfield mining projects. Fourteen years later and investments of over USD 12 billion, the industry production levels increased year- on-year to reach a peak of 763 000 tons in 2013 with direct jobs reaching 90 000. This paper discusses the impact of the mining industry in Zambia on the economy in areas such as employment, support to other industries, direct contribution to the national gross domestic product (GDP), foreign exchange earnings and social amenities. The paper also focuses on the performance of the mines during these periods vis-à-vis mineral availability, mineral grades and complexity, new technologies and human capital. This is looked at particularly in the light of current challenges the industry is facing and makes suggestions on how the industry can be nurtured to continue being a major driver for the Zambian economy and a major player in the international copper mining business."

The mechanization of the coal industry in New South Wales involved the introduction of large face and transport machines. The trend is towards still higher capacity units with .greater horsepower and it became apparent that a potential risk of damage to the hearing of workmen existed. In order to assess whether the sound levels were SUfficiently high to impair the hearing of workmen a sound level survey of all major operations in the industry was carried out by the Mining Engineering Division of the Joint Coal Board.The results indicated ·that the operations could be classified into three categories of risk, probably hazardous, of doubtful hazard due to the intermittency of the operations, and of low hazard.Legislation has subsequently been enacted requiring the wearing of hearing preservation aids in some of the probable risk operations.

New technology projects, particularly those involving first-of-a-kind metallurgical facilities, have a poor track record of achieving their overall financial targets, as they incorporate technological risks in addition to normal project risks. Traditional project management tools focus on risk from concept development through implementation, but typically fail to address the additional risks associated with a new technology project including slow start-up, slow ramp-up, and failure to achieve design performance (quality or throughput). These additional risks affect future cash flows produced by the project and hence its value, typically measured as net present value (NPV) or internal rate of return (IRR). Common accounting practice is to reduce the present value of future cash flows by applying a chosen discount rate, often reflecting the corporation?s cost of capital. This discount rate does not contain an allowance for technological risk, which is often underestimated or misunderstood by both the financial and engineering project managers. This paper will focus on the topic of project risk and new technology, and how these play a role in the probability of achieving the predicted future cash flows. By properly addressing technological risk in the form of risk-weighted returns, marginal projects can be prevented from proceeding, while sound projects can be given the additional time and resources required to achieve the optimal level of front-end-loading (the level which returns the maximum risk-weighted net present value). A simple set of mathematical tools should enable engineers and financial professionals to establish a common level of understanding, thereby leading to a more accurate assessment whether a new technology project is ready to pass through its next level of approvals.

Prolonged exposure to noise can cause permanent damage to the auditory nerve and/or its sensory components, known as noise induced hearing loss (NIHL). It is the most common occupational disease in the United States today. The Pittsburgh Research Laboratory (PRL) of the National Institute for Occupational Safety and Health (NIOSH) is addressing NIHL in the mining industry through several research efforts. This paper presents a general review of NIHL, the status of NIHL in mining, the results of the longwall noise surveys, and a review of the longwall engineering controls research efforts.

"Plant 2 at the Kinross Paracatu gold operation in Minas Gerais State, Brazil, was commissioned in late 2008. Designed to be the largest tonnage, lowest grade gold milling operation in the world, Plant 2’s throughput has steadily increased towards its design capacity of 5087 tons per hour.The plant employs a gold-specific flotation scheme to recover the majority of gold, which is present as discrete free gold particles. Additional gold is recovered by jigs in the grinding circuit, and the jig concentrates are reground, upgraded and subjected to intensive cyanide leaching. The flotation cleaner concentrate is reground and leached using a conventional CIL circuit.One year after start-up, with the plant stabilizing operationally, plant circuit surveys were completed by a joint team from Kinross Paracatu and Blue Coast Metallurgy Ltd. The surveys audited the flotation and concentrate treatment circuits to investigate the metallurgical performance.This paper describes the Plant 2 operation and how the surveys were designed and executed. Some of the quality control systems that were employed to provide meaningful data from such a low grade gold ore are described and findings and actions taken to improve metallurgy as a consequence of the surveys are discussed.INTRODUCTIONThe Paracatu mine is located two kilometres north of the city of Paracatu, in the north western portion of the state of Minas Gerais, Brazil, 230 km southeast of the national capital Brasília (shown in Figure 1). The present day Paracatu mining operation, fully owned by Kinross Gold, through its Brazilian subsidiary Rio Paracatu Mineração (RPM) is designed to be the largest tonnage, lowest grade free milling gold operation in the world.The deposit currently hosts some 1.2 billion tonnes of ore at a grade of ~0.41 g/t gold, hence contains a total gold reserve of over 20 million ounces. At a designed plant throughput rate of 61 Mt/year the mine life goes beyond 2030."

The concept of an Automated Continuous Explosive Excavation system (ACEE) for the underground mining applications of development drifting and room and pillar mining has been evaluated in comparison with conventional drill, blast and muck operations. The role and possible extent of application as this method was identified. The evaluation examined each element of existing and of proposed ACEE design concepts in a defined mine environment. Step by step procedures were developed to quantify the evaluation process where this appeared feasible. One conclusion drawn was that a system approach to ACEE design is not only feasible but attainable within the state of the art. Several preliminary design concepts were formulated and examined in order to determine what further research or development might be needed to realize them.

The economical analyses of different Chuquicamata open pit mine planning scenarios, indicate that the pit closure should occur at latest in the year of 2017. However, about 60,000 m of drill holes have demonstrated that below the pit bottom there is a potential of 2.3 billion tons of ore. Hence, Division Codelco Norte developed the scoping engineering for a large underground panel caving operation, similar to El Teniente mine. This project considers the exploitation of a 2500 m 300 m footprint, with three 250 m lifts. The plan considers to initiate the construction in the year 2009, to begin the production in the year 2015 and achieve a production rate of 45 million tons per year in the year 2021. A large-scale transition from open pit to underground mining like this one presents three main challenges: (1) to include the geotechnical aspects relevant for mine design and mine planning, (2) to define the proper surface and underground infrastructure, and (3) to fulfil the project deadlines and to achieve the production targets. This paper summarizes this transition project and discusses these three main challenges.

Two radioisotope techniques suitable for the rapid laboratory determination of the ash content of coal have been tested ou unwashed coal samples from four Australian coal seams. In one techniqne, measurements of backscattered 238Pu L X-rays and iron K X-rays from finely ground coal samples have been combined to determine ash content in uuwashed coals to ±0.5 weight per ce111 ash (ls) for three seams and 0.9 weight per cent ash for the fourth.The second technique, which involves measurements of the transmission by the coal of narrow beams of 241Am 60 keV and 123Ba 356 keV ? rays, requires less sample preparat ion. The ash was determined to within the range of 0.8 to 2.6 weight per cent for the four seams (unwashed coal). For washed coals, errors are expected to be < ±0.5 weight per cent ash.

Furthermore, the industrial engineering study will suggest ways to optimize haulage systems and to develop more efficient work practices and operational techniques that will maximize equipment utilization.

The use of augercast piles has been limited by the engineer's concern for the structural quality of the installed pile. The nature of the pile is such that its final structural continuity is very dependent on the skill of the personnel that do the installation. Thus, NDT methods have been used to verify integrity and when problems are indicated the available solutions are usually quite costly. If information were available during the pile installation so that immediate steps could be taken to correct perceived problems, the concerns of the engineer could be addressed and the system would gain increased reliability. Pile Dynamics, Inc. has developed a quality control system, the Pile Installation Recorder for Augered Cast-in-Place piles (PIR CFA). This system consists of the following devices as shown in Figure 1. 1) The Control Unit powers the sensors, conditions the signals from the sensors, records all measurements, takes input information from the operator, displays the results, and stores the recorded data on a flash card for later permanent storage and processing. During the use of the system all of the results obtained during a test are seen during recording and can be reviewed on the screen again after completion of the installation. The ability to review the measured information makes it unnecessary to print a copy in the field. Since printers often give difficulty in the construction site environment the ability to review the results quickly after completion of the installation is an important capability.

"In many mineral processing plants ore is reclaimed from a stockpile using multiple feeders. The discharge from these feeders is combined onto a single conveyor from which total tonnage is measured. Typically, operators set feeder output ratios to adjust the proportion of total tonnage drawn from each feeder. From a process control perspective, this system is not easy to control because the response time of each feeder depends on the distance from the feeder to the weightometer. This paper proposes a simple and elegant process control strategy to manage feeder ratio changes and the associated long and varying process dead-times. Changes in feeder speed are delayed and filtered to compensate for transport delays between feeders. The strategy was evaluated by simulation and installed on a mill feed system.ResumenEn numerosas plantas procesadoras de minerales, el mineral es extraido desde una pila de almacenamiento usando varios alimentadores. For tax purposes a mining company is a New Zealand company whose principal source of income is from the business of mining, or exploring for certain specified minerals in New Zealand. New Zealand tax law distinguishes between a non-resident mining operator and a mining company, with the only major difference in tax treatment being the corporate tax rates. New Zealand mining companies are taxed at 28 per cent, whereas non-resident mining operators are taxed at 33 per cent of taxable income. These provisions also apply to the petroleum mining industry. Individuals who carry on the business of mining are also specifically defined in the Act. They are termed as 'resident mining operators'. Non-resident mining operators are non-residents of New Zealand who carry on mining ventures as a business in New Zealand. Mining ventures are defined as the exploring, searching and mining of specified minerals, including development work carried out for profits. Similar provisions apply to the petroleum mining sector. Specified minerals are defined in the Income Tax Act 1976 ('the Act') and while no useful purpose is obtained by listing them in the paper, they include a larger number of industrial and commercial minerals. The Minister of Finance is also empowered to add to the list by publishing his determination in the Gazette.

Within these jurisdictions, primary attention is given to requirements that must be met in each country for acquisition of rights to permit development of mineral resources. Coverage includes: First, identification of the controlling laws or statutes governing minerals acquisition and reference to the administrative authority; second, analysis of the laws governing mines and quarries and their products; third, analysis of laws applicable to natural gas, petroleum, and related materials; and fourth, mention of laws regulating offshore operations. Where pertinent, sections dealing with historical background or administration have been added. In countries where minerals are subject to control of states or provinces, those areas are considered separately from the central government.

The 1,380 m (4,200 ft) long New Crystal Springs Bypass (Polhemus)Tunnel (NCSBT) will replace the existing Crystal Springs Bypass Pipeline. This tunnel project is part of the SFPUC’s $4.3 billion capital improvement program to repair and seismically upgrade their aging pipelines, tunnels, reservoirs and dams that provide drinking water to more than 2.4 million customers in the San Francisco Bay Area. This paper describes the development of the tunnel alignment and design, and the complex ground conditions of the Franciscan Mélange. Of particular interest is the challenge of tunneling with a possible downhill grade of 3%, a rigorous environmental process and incorporating the lessons learned from 1960s construction of the adjoining Crystal Springs Bypass Tunnel.

Nowadays, the demand for a finer grind in minerals processing has set new challenges within the industry, particularly for grinding technology. Apart from a finer grind, energy efficiency is also a key driver in optimising comminution technology.Stirred milling technology, already proven in many other industries, delivers a modern, sophisticated, flexible and energy efficient grinding solution for fine and ultra fine grinding in minerals processing. Fine grinding technology is utilised particularly in concentrate regrinding to complete the liberation of valuable minerals after the first stage of concentration. Maintaining the correct particle and particle size distribution of the regrind product is crucial for downstream process performance. Stirred milling technology offers the unique possibility for online control and optimisation of the regrind product particle size. This paper describes the basis of this online control possibility and discusses the implementation of stirred milling technology in minerals processing, particularly in regrinding applications. In this report, recommendations are made for programs to develop workable techniques to stop or prevent acid mine drainage formation in those underground coal mines where acid production could take place. These recommendations include development of mine closure technology, development of surface water infiltration control procedures, study of the effect of roof collapse on mine water characteristics, evaluation of the long-term effects of flooding underground mines above drainage, investigation of the effectiveness of section sealing in active mines, development of a simple model for predicting mine water quality and quantity, preparation of a manual on mine drainage abatement procedures, and development of a program to disseminate information on mine drainage abatement to the coal industry. These recommendations are based on an in-depth evaluation of information acquired over years of research on acid mine drainage formation, on numerous laboratory and field studies of methods of preventing or minimizing acid mine drainage formation, and on review of the geological, hydrological, and mineralogical factors involved.
