Since Sept. 11, 2001, the author has been asked by several mining companies and mining publications to share some of his insights on how the terrorist attacks on the World Trade Center (WTC) and Pentagon might affect the mining industry globally. Until now, the author has been reluctant to express his thoughts in a publication that could possibly fall into the hands of terrorists and give them some ideas that they may not have been previously considering. However, the author discussed the contents of this article with several friends and acquaintances in the international intelligence community. They said that nothing commented on here is new to the terrorists. Potential terrorist targets Sources within the worldwide intelligence gathering community have told the author that current intelligence data indicates that it is likely that the Islamic fundamentalist groups responsible for the attacks on Sept. 11, 2001will likely be directing their effort at foreign business entities. Any overseas or any domestic businesses of highly visible companies that are part of the anti-terrorism alliance should consider themselves a potential target.

Current practice in mining frozen, underground placers is to support the mine openings by leaving remnant pillars, which are kept frozen to maintain their stability. These pillars may be partially extracted depending on mining conditions, but this practice may be risky, and roof falls are common. Instead of allowing the mined-out areas to cave, the extracted entries could be filled with waste material, which would then be frozen, using cold ventilation air. A finite difference model for analyzing the effects of various parameters on the freezing of backfill in underground mines in the Arctic has been developed and tested. The model also accounts for properties unique to a frozen rock mass, including those that change with temperature. Examination of the characteristics of ice-cemented mining waste materials as backfill indicates that with proper engineering control, a backfill system can be designed for use in production mines. The system will allow increased extraction ratio while maintaining the stability of underground openings with minimum heat impact on the surroundings. These simulated results establish the relationships among the strength, the temperature, and the freezing characteristics of a given material. When coupled with site observations these relationships will facilitate the optimal design of ore pillar recovery methods.

Any discussion of outside support to Latin American mineral industries must concede at once the pre-eminent role of U. S. industry and business. American capital has developed the great copper resources of Chile and Peru, the lead-zinc of Peru and Mexico, the bauxite of Surinam and Jamaica, the petroleum and iron ore of Venezuela. American consumers have provided the market for their products. U. S. companies operating south of the border have trained Latin American geologists, engineers, chemists, and skilled labor—including metal, mineral, and fuel technicians—to new and greater competence. The industrial demands of World War II drastically altered world economics and concepts of U. S. foreign mineral requirements. In this country discovery of vital mineral resources fell far behind the alarming depletion rates, and there was new appreciation of the actual and potential importance of the world's less extensively explored areas. During the war and afterward, the task of supplying the nation's mineral requirements became greater than private industry could carry alone, and the Government assumed a position of continuing support. In Latin America, as elsewhere, this support applies in three categories: banking, procurement, and technical assistance. The first two are now generally accepted as necessary Government functions; the third has often been misunderstood and misinterpreted, although it has given rise to legitimate controversy. There have been major accomplishments in all three categories, as well as some errors of judgment. Since the beginning of World War 11, U. S. Government financing, procurement, and technical assistance have been applied on a large scale to a wide range of commodities and services throughout the free world. The present discussion—under the separate headings mentioned—will concern only the support related to a single industrial group in a single geographic area. During the War Federal banking was conducted on an emergency scale by temporary agencies created to meet the abnormal circumstances. Unfortunately, there are no readily available data on these activities that would permit evaluating loans and credits extended for mineral projects in Latin America. The only agency operating in this field since World War II is the Export-Import Bank, under its own authority and to some extent from credits authorized by the Office of Defense Mobilization. The Bank can offer more capital—on more favorable terms—than is available from most Latin American banks, and its staff of engineers evidently can appraise loan applications more favorably than commercial banks in this country are willing to do. The risks seem to be justified, as defaults have been well under 1 pct of total loans. From V-J day 1945 to the end of 1957, mineral loans to Latin America have been authorized for projects totaling $541.63 million in eight countries. In order of magnitude of credits, they have been made to Brazil, Peru, Chile, Mexico, Argentina, Venezuela, Guatemala, and Bolivia. In order of magnitude by industries. they are for development and expansion of steel mills, copper, manganese, nitrate plants, iron ore, zinc plants, sulfur plants, cement plants, tungsten, coal, and lead. Loan Distribution: By far the largest loans have been $307.9 million for iron and steel projects in Brazil, Chile, Mexico, Argentina, and Peru: $100.4 for developing the great low-grade copper deposits of southern Peru; and $55.3 million for developing manganese deposits in the Territory of Amapa, Brazil. Others range from $20.8 million for a zinc smelter in central Peru to $19 thousand for iron-mine trucking equipment in Chile. It has been noted that 59 pct of the loans have been to foreign companies, 14 pct to companies of mixed foreign and American capital, and 27 pct to American mining companies. The Canadian mining industry is one of the strongest in the world. Not only does the country produce a sizable amount of minerals and metals, Canada plays host to hundreds of global mining companies, large and small. The country, for the most part, recognizes the importance of natural resource development, particularly mining, to its economic well being. Like any country, though, there are federal and provincial regulations on the books that the industry takes issue with. But there are also certain economic incentive programs in place to encourage exploration and mine investment. And, unlike the industry and the United States government, the Canadian government and mining industry appear to have a reasonable working relationship.

"This paper investigates the froth function in flotation and the associated upgrading process. Flotation literature has revealed that one of the main functions of the froth phase is the cleaning of bubble-particle aggregates by rejection of entrained material. The cleaning and transport processes across the froth phase exert straining forces on these aggregates on their way up to the froth surface. These forces will impact on the recovery of bubble-particle aggregates.The grade at the top of the froth (TOF) is a parameter related to the quality of particles collected by bubbles in the pulp zone (true flotation). It has recently been demonstrated that TOF corresponds to the maximum practically attainable grade described by the recovery-grade (or enrichment ratio) curve. TOF lumps all the processes experienced by the bubble-particle aggregates before reaching the launder concentrate. This paper describes a methodology for quantifying flotation performance by means of the top of the froth sample - a touch of froth.INTRODUCTIONFroth flotation may be the most important mineral processing technique, but its theory is complex and is not completely understood even though many aspects have been studied and reviewed (Teague, 1998; Wills, 1992).Two distinct particulate systems prevail in the flotation process: a pulp phase and a froth phase (Figure 1). The pulp zone had been studied extensively; however, it is only recently that techniques to measure the froth zone performance have been developed (Contini et al., 1988; Falutsu and Dobby, 1992; Feteris et al., 1987; Seaman, 2002; Vera et al., 1999b).Flotation involves a number of mass transfer processes, occurring in the pulp phase and the froth phase. The formation of the froth and its subsequent removal are considered to be two important steps of the process. Phenomena that occur in the froth phase are known to affect flotation performance significantly (Cutting et al., 1981).Because the froth has a high free surface energy (as a result of the extensive interfacial surface between liquid and air), it appears thermodynamically unstable. The foaming is a dynamic balance, as new bubbles are added continuously from the pulp, while others disappear from the top. Under steady-state conditions, the volumes of added and subtracted air are equal (Booth, 1953)."

An OCS Expert control system was implemented by Svedala Cisa at the Minera Maricunga Refugio Crush-Leach Operation near Copiapo, Chile. The purpose of the Expert system was to maximize production through the primary and secondary crushing circuits and help balance crusher usage between each stage to maximize total plant production. Interesting aspects of the control strategies are discussed. Benefits of the control were verified through a randomized On/Off test program. Tonnage increases ranged from 5% to approximately 20% at good confidence intervals. Benefits analysis results are discussed. The crushing plant at Refugio is very remote and is located at approximately 15,500 ft. This poses many challenges. The effect of altitude and remote location on plant operation are discussed.

CESIUM-137 ISOTOPE began to displace cobalt-60 III the treatment of cancer during 1956. Production and Consumption.-Consumption of cesium and rubidium was approximately the same as in 1955. Production, however, decreased, as several companies shipped from stocks produced in previous years. South Africa was the source of most cesium and rubidium minerals used in the United States in 1956. Cesium and rubidium metals and compounds were produced from ore by: DeRewal International Rare Metals Co., Philadelphia, Pa.; Fairmont Chemical Co., Inc., Newark, N. J.; Foote Mineral Co., Philadelphia, Pa.; and Rocky Mountain Research, Inc., Denver, Colo. Most sales were to domestic consumers, but small quantities were exported to Australia, England, Germany, and Sweden. New production facilities were under construction in. 1956 by San Antonio Chemicals to produce mixed potassium, rubidium, and cesium carbonates. A plant capable of separating and packaging 200,000 curies of cesium-137 annually was under construction at Oak Ridge National Laboratory.6

In the Mesel sediment-hosted disseminated gold deposit, the spatial distribution of hydrothermal alteration is controlled by steeply dipping faults and shallowly dipping lithologies. Hydrothermal alteration of carbonate rock is characterised by decalcification, dolomitisation and silicification. Intense argillic alteration occurs in a laccolithic andesite intrusion adjacent to decalcified and silicified carbonate units. Sulphide minerals (pyrite, realgar, orpiment, stibnite and cinnabar) accompany hydrothermal alteration and precious metal mineralisation. The trace elements Ag, As, Sb and Hg are zoned spatially throughout the deposit. Mesel contains a mineable gold reserve of 7.8 million tonnes at 7.3 g/t Au. Gold mineralisation is preferentially localised in carbonate rocks adjacent to and beneath the andesite intrusion. The ore body consists of a central, near-vertical, high grade 'feeder' system flanked by tabular, inward dipping, moderate grade 'ouflow' zones. Mineralisation is controlled predominantly by two steeply dipping faults with high grade (=10 g/t) gold zones centred about structural intersections and fault splays. Gold is submicron size and locked in very fine grained (<10 microns), disseminated and fracture-controlled arsenical pyrite. The Mesel deposit developed where high angle faults guided ascending, sulphidising fluids into reactive carbonate stratigraphy adjacent to and beneath the andesite intrusion and during subsequent migration of the auriferous fluids along 'outflow' channels. Early decalcification and dolomitisation enhanced porosity and permeability prior to silicification and sulphidation. Gold deposition occurred late in the genesis of the deposit.

SUMMARY A review is presented of the state of development of high pressure water jet equipment and of large impact hammers for rock tunneling. Information from the U.S.S.R. is based on published literature and three personal visits. Applicable papers which were presented at the International Symposium on Jet Cutting Technology in Coventry, England in April 1972 are reviewed. Data are presented on continuous jet systems, pulsed water cannons, and hydraulic-powered impact hammers with respect to the specific energy of rock breakage and potential application in tunneling machines. INTRODUCTION It has been estimated that the cost of underground excavation during the period 1970-1979 in 15 countries of the Organization for Economic Cooperation and Development will be over $54 billion, an increase of 104% over the period 1960-1969. It is expected that 55% of the tunneling construction will occur in hard rock (Ref. 1). Present tunneling machines are generally limited to soft and medium-hard rock. When used in hard rock, the cost of replacing mechanical cutter bits is high. Through the process of Riverbank Filtration (RBF), the Louisville Water Company plans to obtain a higher quality source of water for their B.E. Payne Water Treatment Plant (WTP) by means of four collector wells located in the alluvial aquifer along the bank of the Ohio River. The collector wells are connected to a 2,850 L/s (65 mgd) pumping station by a 2,362 m (7,750 ft) long, 3 m (10 ft) finished diameter tunnel located in limestone and shale bedrock, which is approximately 45 m (150 ft) below the surface. High tunnel boring machine (TBM) production rates were achieved in this moderately weak bedrock; most of the tunnel only required support in the crown. An unanticipated water-bearing fault and unanticipated ground behavior proved challenging and required quick thinking to minimize impacts to construction. Tunneling conditions are discussed in detail, together with the methods used for overcoming the groundwater and ground behavior challenges. The tunnel is expected to be completed in April 2009.

INTRODUCTION The control of nuisance water in a mine is extremely important; left uncontrolled, nuisance water can have a severe effect on haulage, ventilation, production, and the health and safety of miners. To control water in mines, a four-step process is followed: (1) prevention, (2) collection, (3) transportation, and (4) treatment. This chapter will be devoted to the collection and transportation of mine water because prevention is usually dictated by pre-mining conditions and initial planning, while treatment is variable and highly site specific. A mine drainage system is nothing more than a collection of gathering points (sumps), machines that impart energy to the fluid (pumps), transportation ducts (pipes), and control devices (fittings, valves, etc.). A pump does not pull the fluid up the suction pipe; atmospheric or external pressure pushes the liquid up the suction pipe to the pump. All references in this chapter will be to centrifugal pumps, due to their popularity for mine drainage. PUMP CHARACTERISTIC CURVES The performance of a pump is plotted on a graph as an indication of its characteristic. To develop the data points, a test facility similar to that shown in Fig. 1 is established. The calibrated Venturi meter is used to measure quantity, the Bourdon gage measures pressure, and the wattmeter measures power input. Various discharge pressures are obtained by throttling with a gate valve in the discharge pipe. Quantity and power are measured at each of these pressure levels, giving the necessary data for plotting the characteristic curves. Fig. 2 shows a typical characteristic curve for a centrifugal pump. Notice that pressure is measured as so many feet of vertical water column above the outlet level, or head. Knowing the quantity (in gallons per minute), head (in feet), and power input (brake horsepower), the pump's efficiency can be plotted based upon the following relationship:

The University Link project extends Seattle?s light rail from downtown to University of Washington (UW). It includes 5.0 kilometers (3.15 miles) of twin-bored, 6.4 meters (21 feet) excavated diameter tunnels, and two cut-and-cover stations. The Capitol Hill Station (CHS) requires an excavation 170.7 meters (560 feet) long, 22.6 meters (74 feet) wide, and 22.9 meters (75 feet) deep. The University of Washington Station (UWS) requires an excavation of about 238.4 meters (782 feet) long, 21.3 meters (70 feet) wide, and 33.5 meters (110 feet) deep. The project is within the glacially diverse soils of the Puget Sound region, below groundwater. This paper highlights major station and tunnel design elements, including the approach to support of excavation at both station boxes, and the site staging requirements.

The National Institute for Occupational Safety and Health conducted laboratory and field tests to evaluate the effectiveness of dust collector bags for reducing dust liberation and operator exposure from a roof bolter?s dust collection system. The laboratory tests evaluated the bag?s effectiveness to contain dust and the effect on canister filter loading in both a bag and bagless condition. The dust emissions from the collector?s exhaust were also measured in each condition during laboratory testing. Laboratory results show that nearly 100 percent of the test dust fed into the collector was captured by the dust bags. Loading and pressure drop on the dust collector?s canister filter is greatly decreased when using the bags, enabling longer periods of drilling without filter removal/cleaning. The field results showed that, even though dust standards were met, respirable dust in exhausted emissions was reduced around the bolter. Laboratory and field results show that benefits from use of the bags are realized in all areas of operator exposure.

Measurement and sampling of diesel particulate matter in mine air presents a challenge due to the complexity of the diesel aerosol. The results of a series of tests carried out by the National Institute for Occupation Safety and Health, Pittsburgh Research Laboratory, in an underground mine were used to evaluate several measurement methods that are currently used to characterize particulate matter emitted by diesel-powered equipment. This paper presents an overview of these techniques and examples of the results along with a discussion of the advantages and information gained by each technique. The measurement methods discussed include particle size measurements using a scanning mobility particle sizer, total particulate matter measurements using a tapered elemental oscillating microbalance, a size selective sampling method for workplace and personal exposure assessment and a size-selective high volume sampling method for carbon analysis.

An investigation was made to determine the mechanical properties of oil shale at elevated temperatures and confining pressures, the thermal properties at elevated temperatures, and to provide mathematical models for mine design for in situ oil shale retorting. A review of current activity in in situ retorting is included with a comprehensive list of references. Tests were run at temperatures from 20°C to 500°C and confining pressures to 1500 psi with shale of 10 to 30 gallons per ton. A major loss of strength occured in heating 140°C with a partial regain from 380°C to 500°C. Higher grade shale had lower compressive strength. Elastic properties showed large variations. Brazilian tensile strength showed a similar temperature sensitivity as the compressive strength. Equations were developed for each property in terms of grade, temperature and pressure. Thermal, electrical and acoustical properties showed anomalies through the temperature range. Creep is a major factor in overall deformation of heated shale. Oil shale was found to be an excellent insulator. Loss of pillar support area at 800 hours of heating would be about 10 percent. Good correlation was found between a finite element model using the developed properties and an in situ heater test.

"INTRODUCTION During the early 1920's world-wide attention was attracted to a group of oil fields (Mexia, Wortham, Currie, Richard, and Powell) later known as Mexia-Powell fault-line fields in Limestone, Freestonne, and Navarro Counties, Tex. Enormous yields of high-gravity oil from the wells in these fields resulted in drilling campaigns that quickly surpassed all previous records for rapid, intensive development of productive areas. The discovery of oil in the Mexia filed in September 1921 was followed quickly by the finding of oil in the Currie field in October. In January 1923 oil was discovered in the Powell field; in February 1924 the Richland field, midway between Currie and Powell fields, was brought in; and in November 1924 oil was discovered in the Wortham field, situated between Mexia and Currie fields. Each of the fileds was developed rapidly: wells were spaced closely and had high initial production; production peaks were reached early in the producing lives of the fields; subsequent decline was rapid, and there was early and rapid encroachment of edge water.In 1927 Bureau of Mines engineers, in their investigations a engineering conditions in oil,completed a preliminary study and published a mimeographed report 4/ on underground conditions in the Wortham field, and in 1928 they reported on production and development problems in the Powell Field. 5/ field."

The Hidden Valley Gold Project is located in a remote and mountainous area of the Morobe Province approximately 30 km south of the township of Bulolo and approximately 90 km south-southwest of the provincial capital, Lae. The Hidden Valley deposit was discovered in 1984 with the nearby Hamata and Kaveroi deposits discovered in 1987 and 1992 respectively. Reserves (Harmony, 2009) at these three deposits are 42.1 million tonnes of ore containing approximately 2.9 million ounces of gold and 45 million ounces of silver. A further 5.4 million ounces of gold and 84 million ounces of silver are in the resources category. The process plant is designed to treat 4.2 million tonnes per year of gold/silver ore extracted by open cut mining methods. Ore is classified into three ore types according to oxidation state: oxide, transition and primary. The silver to gold grade ratio is high for the Hidden Valley and Kaveroi ores, generally in the range 15 - 20:1, and much lower for Hamata, typically 1 - 2:1: Primary ore is the dominant ore type at Hidden Valley with sulfur grades up to about two per cent sulfur. Oxide and transition ores are more prevalent at the Hamata deposit, but its primary ore has up to five per cent sulfur grades. Variable ore types, particularly in the initial years of operation, high silver to gold ratios and limited plant site area, due to the challenging terrain, present the main processing challenges for this project. This paper describes the operating strategies and process development for the main areas of this circuit, highlighting selections of processes and equipment that achieve cost effective, yet flexible solutions to the treatment of ores from these deposits.

In Part I of this work,1 equations of elasticity were formulated for transversely isotropic, axisymmetric, homogeneous, porous media exhibiting pore fluid pressure. Equations of elasticity and the thermal analogy method were used to determine transient horizontal, tangential, and vertical stresses and radial displacement in a semi-infinite cylindrical region when either a constant rate of pressure or a constant rate of flow is maintained at the wellbore. In this paper, the approach presented earlier is extended to finite reservoirs for the cases of (1) steady-state flow, (2) constant pressures at the well bore and outer boundary and (3) constant pressure at the wellbore and no flow at the outer boundary. Results of this work show that radial and tangential stress gradients are high near the wellbore but diminish rapidt; away from the well; the vertical stress gradient behaves in the same way but is less severe. Radial stresses are compressive or neutral, whereas tangential and vertical stresses may be tensile, neutral or com-pressive, depending upon the boundary conditions, the physical Properties of the system and the radial distance involved (vertical stresses are always compressive in an unbounded system1. For constant boundary pressures, both radial and tangential stresses increase with time whereas they both decrease for a closed outer boundary and constant pressure at the wellbore. The vertical stress decreases with time for both systems. For steady-state systems, radial displacement may be positive or negative, depending upon the dimensions of the system, the pressure differential and the porosity. Radial displacement may be positive or negative for a closed outer boundary but is positive for constant pressures at both boundaries. INTRODUCTION The importance, utility and complexity of a realistic appraisal of the stress state at and local to a wellbore were indicated in Part I. In this paper the analytical approach presented earlier is extended to finite, cylindrical reservoir geometry for the cases of (1) steady-state flow, (2) constant pressures at wellbore and outer boundary and (3) constant pressure at the wellbore and no flow at the outer boundary. Other than the outer boundary of the reservoir being finite, the physical system and assumptions pertinent thereto are the same as before. The reader may wish to review the mathematical development through Eq. 49 of Part I before proceeding here. This paper is one of a series on mining methods being published by the Bureau of Mines. It describes briefly mining practices at the Sunrise iron mine of the Colorado Fuel & Iron Corp., Platte County, Wyo. The Sunrise mine is in the Hartville iron district in east-central Wyoming (fig. 1). The district covers part of the Hartville Mountains, a region of moderate relief in which erosional features have been formed by the dissection of a low plateau. Altitudes vary from 4,300 feet along the North Platte River to 6,000 feet in the uplift. The climate is semiarid, with hot summers and winter temperatures below zero for short periods. Grasses, cacti, yucca, and low desert shrubs grow at lower elevations. Cottonwood and boxelder trees and willows grow along permanent streams; juniper and coniferous trees are confined to the higher elevations.
