"Rare earth elements (REE) are essential and unique components of many high-technology products without which functioning of modern society would be greatly impaired. Commercial deposits of REE are limited to a few geographical locations. Largely untapped sources of REE are available in endof- life (EOL) magnets, rechargeable batteries, and electronics. Presently, < 1% of REE in EOL wastes is recycled. Conversion of EOL wastes to liquid streams allows use of IBC’s Molecular Recognition Technology (MRT) process to selectively recover, separate, and purify target REE and associated metals at g/L to mg/L or lower concentration levels. The MRT process together with its applications to separations of REE and associated metals in recycling as well as in mining are described. Economic and environmental advantages of MRT are presented. INTRODUCTIONRare earth elements (REE) include the lanthanide series (La-Lu), Y, and Sc. These elements are not rare, but concentrated minable deposits are scarce (Cordier 2012; Haxel, Hedrick, & Orris, 2002). Over 95 % of the world’s supply of REE is controlled by China (Hanson, 2011a) where they are mined, processed, and the pure elements incorporated into a growing number of consumer and military products. The consumer products are marketed worldwide. Since REE are vitally important in consumer and military products, this situation has caused other nations to scramble to develop the capability to produce their own supply (Cordier, 2012).In the U. S., Molycorp has reopened the Mountain Pass REE mine in California and production has begun (Goldenberg, 2010). Development of a reliable internal source of REE is of high national priority in the U.S. (Hanson, 2011b; Hess, 2012: “Obama Announces”, 2012). These elements have in recent decades been incorporated into new consumer and military products that are essential to our economy and defense. These products range from wind turbines, high performance magnets, hybrid car rechargeable batteries, energy efficient lighting electronics, flat screen televisions, and smart phones to advanced weapons systems (Haxel et al., 2002; Levkowitz & Beauchamp-Mustafaga, 2010)."

An often overlooked factor in the analysis of mine layouts and schedules is technical operating flexibility (or tactical flexibility), mainly due to its nebulous nature. By glossing over technical operating flexibility the resultant mine layouts and schedules maybe suboptimal. The need to incorporate technical operating flexibility into the analysis and comparison of mine layouts and schedules is increasing in importance. The nature of technical operating flexibility is illustrated, previous work on valuing of operating flexibility reviewed, and a proposal made on how technical operating flexibility can be quantified for tabular reef mines by using a platinum reef deposit as a case study. Once technical operating flexibility has been quantified it becomes possible to explore its incorporation into the analysis of mine layouts and schedules and subsequent optimization processes. This paper is a revised version of a paper presented in the Proceedings of the Second International Platinum Conference, ?Platinum Surges Ahead? in 2006. Low carbon 11.5% chromium stainless steels are finding increasing use in industry as square or rectangular tubing material for the construction of structures by welding. During processing, resistively welded circular pipes are bent into square or rectangular shapes. During this process longitudinal cracks can sometimes develop atone of the inner corners of the section. An investigation has shown that the processing of round into square tubing with very sharp corners can cause excessive cold working at the inner corners of the squared tube. This, together with the high tensile residual stresses and a susceptible microstructure due to the presence of grain boundary carbides, can result in brittle cleavage cracking. Measures that can be used to reduce the problem are described.

"The Linear Wear Theory provides a reliable framework for the assessment of grinding media performance at full scale. This theory can be applied for analyzing grinding media consumption rates in any given grinding operation as well as the evaluation of alternative grinding media products, based on actual operational data, correcting for conditions like ore hardness, feed and product sizes, mill power and circuit throughput; all of them unrelated to the grinding media intrinsic quality attributes. A series of Moly-Cop Tools 3.0 applications have been developed to facilitate the calculations involved. Moly-Cop Tools 3.0 is available, free of charge, to all interested parties through the corresponding author.INTRODUCTION Mineral grinding circuit operators recognize the significance of grinding media (balls) consumption on the cost structure of any full scale grinding facility. The effective cost associated with this essential consumable depends on two factors: delivered price and durability (quality) of the grinding media. When evaluating alternative grinding media varieties, there is a well accepted evaluation criterion by which a given media type is considered to be “cost-effective” when its unit application cost – normally expressed in $/ton of ore ground – is shown to be lower than that of a nominal reference condition: Grinding Media Cost = Ball Price x Ball Consumption (1) ($ /ton ground) ($/ton balls) (ton balls/ton ground) Under this criterion, an alternative, higher-price grinding media product could be “cost-effective” if its associated consumption rate is sufficiently lower than the reference media, enough to yield a lower grinding cost, as dictated by Equation 1. For the proper application of the above criterion, evaluators must rely on representative indicators of grinding media quality, ideally independent of most mill operating conditions. In each particular case, ball price is always a known component; however, it is not so evident how media performance (quality) differences amongst alternative product types could be assessed with a reasonable degree of accuracy and precision."

In two decades Turkey has emerged from the debacle of the Ottoman Empire to become one of the most modern nations in the Middle East. The numerous achievements of this period were remarkable in that they affected human and social, as well as economic, fields. Most of this progress was achieved by Turkey&apos;s unaided efforts and the utilization of domestic resources; however, since 1948 various United States aid programs3/ have made significant contributions to increased agricultural and industrial output. Turkey&apos;s singleness of purpose in favor of a strong, independent, and prosperous republic has evoked universal admiration and encouraged the hope of stability in the Middle East. Much of the development of the Turkish economy to date has been fostered by the State; however, with growing strength the leaders in 1950 considered the time appro¬priate to relax the nationalistic economic policy and permit private enterprise to play a larger role in increasing domestic output and raising the tempo of industrialization. In pursuance! Of this policy, laws encouraging investment of foreign capital in Turkey and others stimulating development of mining and petroleum enterprises were enacted in 1954. This new legislation, plus the cooperative attitude of the Turkish Government, have encouraged wide interest in the mineral resources of the country.

The work described in this report was undertaken to evaluate and develop techniques for determining the oxygen content of titanium and titanium alloys. Early investigations of volatilization techniques involving halogenation were unsuccessful. Later efforts were concentrated on evaluating vacuum fusion and inert-gas fusion techniques. Two vacuum fusion methods and an inert-gas fusion method were found to be satisfactory in the 0.02 to 1.00 pct., oxygen range. These methods are described in detail. The coefficient of variation by any of the three methods is approximately 5 pct, While the main portion of this paper is devoted to the vacuum and inert-gas fusion methods, a resume of other suggested methods for analyzing titanium for oxygen also is given. INTRODUCTION The Federal Bureau of Nines has conducted research on titanium metal since 1938. This research included development of the Kroll process for the production of titanium (2)4, various sodium reduction processes for making titanium metal and lower valent titanium chloride-sodium chloride mixtures (17), and a fused salt electrolytic process for Me production of high-purity titanium metal and the recovery of titanium by electrorefining from off-grade materials (20).

From 1997 through 2000, a team of Polish experts headed by the author studied the prospects of mining newly discovered emerald deposits in Afghanistan. This article describes the scheme for mechanization of the mining operations, along with improvements made to the ventilation facilities and lighting. The required equipment was flown to Afghanistan and the Afghan miners were trained in machine operation and maintenance.

Abstract - The Shaba-type Luamata Cu-Co(-Ni) deposit (11°50_S, 24°28_E) is located in a tectonic slice of Katangan Roan Supergroup (Mines Group) sedimentary rocks, surrounded by younger Kundelungu Supergroup lithologies in the external fold and thrust belt of the Lufilian Arc. Luamata is a classic central African copper clearing in dense woodland, visible as a tonal botanical anomaly on Landsat imagery. Supergene Cu-Co mineralization (especially malachite and subordinate chalcocite, digenite, covellite, and copper and cobalt oxides) and, probably hypogene, bornite, and chalcopyrite are hosted by altered, but essentially unmetamorphosed, moderately dipping, dolostones and dolomitic shales. Alteration products include talcose dolomite, sericite rocks and intense silicification and brecciation. Friable yellow shale is best mineralized with cobalt (up to 0.43 wt%), whereas, highest copper grades occur in brecciated, silicified shale (up to 13.5 wt% CuO). Soil copper and cobalt contents are up to 2.2 and 0.6 wt%, respectively. A newly identified nickel zone (where soil contents exceed 0.1 wt% Ni) fringes the Cu-Co deposit. Polymictic, matrix-supported breccias with a calcareous matrix that underlie the Cu-Co deposit are interpreted to be fluidization breccias related to thrust tectonics and the emplacement of the Mines Group slice. Although small compared to the Kolwezi district Shaba deposits in the Democratic Republic of the Congo, Luamata exhibits all the classic features of an ore deposit type (with low calcite contents), whose high metal concentrations could potentially be very profitably exploited by low-cost opencast mining and hydrometallurgical recovery methods.

At the treatment plant of the Broken Hill South Limited, Broken Hill, the zinc concentrates, with water, are pumped out to a more or less level area, and stored in dams to dry by drainage and evaporation.In-the construction of these dams a clay bank is first thrown up around the proposed dam site. The concentrate and water mixture are then run in from the perimeter, the solids being continuously shovelled up to increase the bank height, while the clear water is drained off at the centre and returned to the treatment plant.These dams vary in size up to 57,000 sq. ft. in area; when completed the banks are about 12 it. high, and the capacity for the largest dams is about 350,000 cub. ft., say, 20,000 tons.The survey office is called upon for a monthly survey of these dams, generally three of which are in process of building or refilling. The puggy nature of the material prohibits walking beyond the bank of the dam, therefore the following method of estimating concentrates was evolved. No originality is claimed, but as the need is for a true survey, and the results have shown the accuracy of the method, a description is warranted. The dam site is first laid out into 10-ft. squares with a theodoliteand 150-ft. steel tape, the outside lines being placed about 15 ft. from the clay bank - 15 ft. is the maximum convenient distance from the bank for working with the levelling staff mentioned later.As the dam is rarely rectangular in plan, the outside points pegged out are not always the corner of a square, but are placed to give the greatest convenience in later work, that is to say, there may be triangles and irregular figures. Crush pillars are widely used in mine workings on the Merensky Reef in the Bushveld Complex to prevent panel collapses. Crush pillars are expected to fail as or soon after they emerge from the face and failure should occur non-violently. Unfortunately, violent failure occurs frequently and is said to be the main cause of seismicity associated with mining of the Merensky Reef. Recent work by Napier, Malan, and du Plessis has shown that limitequilibrium quasi-static models are able to simulate pillar failure using three states of strength of rock in pillars, namely intact, residual after failure, and decayed strength after later time-dependent (viscous) weakening. We have previously introduced an additional state of strength to account for the dynamic failure that results in seismic events, and found that this approach could be used to generate synthetic seismic catalogues similar to observed seismicity for deep-level gold mines, where seismicity takes place mostly on advancing faces. The less brittle seam material of the Merensky Reef, compared to the brittle quartzites and lavas of the Witwatersrand reefs, results in little or no face bursting and is modelled with an assumed plastic strain of some 0.005 over an effective stope width of 2 m before failure. When this plastic yield is surpassed, we allow the reef to fail ?seismically?. We show that synthetic seismic catalogues modelled in this way have some of the features of observed seismicity. Analysis is greatly facilitated using our custom-built software that reads the mine?s survey data into a database and presents results in an interactive graphical form.

While many question "sustainability" as an intellectual field on the grounds that it is too broad and "undisciplined," we are able to achieve a good balance between breadth of coverage and depth of inquiry in our team-taught seminar "The Grand Challenges: Sustainable Development for the 21st Century" offered to first year students at Worcester Polytechnic Institute. We strike this balance between breadth and depth by a) problematizing key sustainability issues in class discussions; b) by explicitly exploring the lenses of different disciplines (the historical context, the scientific facts, the engineering interventions and the philosophical foundations of unsustainable behaviors); and c) by offering our students opportunities to pursue a targeted project on specific sustainability issues (vertical gardening, metals recycling on college campus) through which they gain depth of understanding as well as practical exposure to all components of the problem, which puts them on the path of seeking effective solutions.

Until recent years the term "whiting" was applied exclusively to the water-ground chalks of certain north European countries. In many industries these are still considered superior to the whiting made from domestic limestone and marble. However, the latter material has replaced much of the European whiting in the American market, largely due to improvements in grinding and classification by American manufacturers.4 To encourage the domestic industry, the Bureau of Mines in 1931 undertook a study of the preparation of whiting from American raw materials and a comparison of the finished products with European whitings.

Considerable controversy seems to exist over the extent and nature of information that should be provided in design-build type contracts. Much of this controversy may relate to the types of owners, ranging from private industry to state and federal agencies that are implementing design-build. Philosophies for the development of geotechnical information ranges from no information to a thorough investigation approaching that needed for final design. Several recent projects, such as the Channel Tunnel in Europe, Whittier Tunnel in Alaska, Tren Urbano in Puerto Rico, and Sound Transit in Seattle have taken varying approaches to providing and interpreting geotechnical information for bidders. The pros and cons of these various methods are discussed and assessed.

In the past decade, the increased engagement of business in debates around sustainable development has prompted recognition of the importance of biological diversity at the local, national and global scales. Driven by increasing populations that demand rising real incomes, a range of human induced pressures are modifying natural habitats and diminishing their ability to support life. Public policy changes have struggled to arrest the loss of habitats such as wetlands or tropical forests, and the related extinction of plant and animal species. Although conservation legislation and regulation were once the exclusive responsibility of government, new partnerships are now being forged that increase the role of the private sector and non-government organisations (NGOs) in developing and delivering conservation initiatives. Since the mid 1990s Rio Tinto has had to adapt to meet the demands of a rapidly changing conservation landscape. When Rio Tinto adopted its statement of business practice in 1998 The way we work, it explicitly recognised the need to take account of relevant environmental factors in obtaining access to lands, particularly in designated areas of high conservation value. With the revision of The way we work in April 2003, the policy on land access was strengthened through removal of the word ?designated?, thereby signalling recognition of the importance of biodiversity outside of protected areas. In addition, Rio Tinto?s revised land access policy explicitly refers to the use of land that is surplus to operational requirements for habitat protection and biodiversity conservation, subject to social considerations. In late 2003 Rio Tinto further strengthened its commitment to biodiversity with the promulgation of its biodiversity strategy and related position statement, biodiversity principles? (See Appendix 1.1) and technical guidance documents. This commitment is also embodied in a variety of initiatives at the corporate and operational levels, which are reported on annually in Rio Tinto?s Social and environment review. This guide has been prepared to support the practical implementation of Rio Tinto?s biodiversity strategy. The purpose is to provide guidance on how to effectively integrate biodiversity into Rio Tinto?s operations. It is applicable to all Rio Tinto exploration, new development projects and operations, irrespective of whether they have been operational for some years or are at the beginning or end of their operational life cycles. This guidance has been developed to support the Rio Tinto Environment Standards and the Rio Tinto Community Standard and any additional supporting documents as they are developed.

Several final pits in the Seneca No. 1 Surface Coal Mine were abandoned in the 1960&apos;s without king reclaimed. In addition, a progressive landslide aggravated by the abandoned mine land conditions was threatening a county mad and private property. An AML-funded project to stabilize the landslide and reclaim the final pits was completed in 1986 for the Colorado Division of Mines and Geology (formerly Colorado Mine Land Reclamation Division). The site was visited after ten growing seasons. The land is stable and the vegetation re-establishment is strong. Volunteer native plant species are now invading the reclaimed sites.

This paper presents the development of lightweight concrete (LWC) incorporating pumice aggregate and volcanic ash (VA) based ASTM Type I blended cement (PVAC). Fresh and mechanical properties of LWC mixtures such as slump, air content, compressive strength, tensile strength, density and modulus of elasticity are described. The durability characteristics are investigated by drying shrinkage (DS) and water permeability. The investigation suggests the production of LWCs incorporating blended PVAC and VPA having satisfactory strength/durability characteristics for structural applications. The use of PVAC induces the beneficial effect of reducing drying shrinkage and water permeability. Development of such non- expensive and environmentally friendly LWCs with acceptable strength and durability characteristics is extremely helpful for the sustainable development and rehabilitation of volcanic disaster areas around the world.

Exploration targets and results in the mining industry are commonly summarized in terms of tonnage and grade. Business appraisals require, as additional information, the expected profit or loss implied by the physical summay. The early incorporation of knowledge gained through financial analysis computations can provide a means for economically resolving many common exploration and development problems. Examples of such applications from the activities of exploration planning, reconnaissance, land acquisition, and development planning are presented. While prospecting for mineral deposits, geologists are frequently asked what they hope to find or have found. The response is usually descriptive, such as "50 million tons of 1% copper," and the economic implications are deferred until a capital investment decision is required. At that time, a financial analysis integrating the four analysis components is completed. These components are: 1) Tonnage and Average grade above cutoff grade 2) Capital and operating costs 3) Product value 4) Appropriate profit or loss accounting Close examination of these components reveals that there is no intrinsic reason for avoiding financial analyses at earlier stages in exploration, as long as the uncertainty of the estimate is realized. Tonnage and average grades are commonly estimated at early stages in exploration. For this component, the appropriate cutoff is the major uncertainty. Capital and operating costs are difficult to estimate before detailed quantitative information is available, but estimates useful for the types of applications pertinent to earlier exploration stages are possible. Product value estimates may or may not be difficult, depending on the pricing structure of the particular commodity. A simplified accounting procedure usually may be adopted without introducing any significant loss of validity. This paper describe some of the financial analysis applications which are pertinent during mineral exploration and deposit development. These applications lend additional insight during exploration planning, land acquisition, physical exploration, and development. The examples are oriented toward a hypothetical management investment policy which is based on a single criterion, a minimum 15% discounted cash flow rate of return. In reality, managements use multiple criteria. This simplification is convenient for purposes of presentation and does not invalidate the examples. Computers are useful, but not a requirement, for the applications described. The use of computers provides the results on a more timely basis at costs lower than equivalent manual computations. UNDERLYING PRINCIPLES AND ANALYSIS METHODS Data estimates are subject to uncertainty. The analyst may choose to assess this uncertainty by using one of two principles. Each principle has some advantages. The principle most commonly employed is "assumed certainty." Each financial analysis is based on one set of selected data, which may represent the average estimates, minimum expected conditions, etc. The critical data is identified by making successive calculations, varying the values used. Such studies, called sensitivity analyses, isolate the economic effect of various uncertainties, and guide the allocation of future efforts toward improving the overall accuracy of the analysis. A second principle, "assumed risk," examines the interactive effect of the current uncertainties by qualitatively assigning probability distributions to each data element. These probability distributions indicate the currently appraised chance that a given numerical value will prove to be true. The corresponding procedure, risk analysis, consists of processing many individual financial analyses, each analysis being based on randomly selected numerical values from the probabilistic distributions. The result is a numerical presentation of the uncertainty, but care must be exercised in the interpretation of results. The advantage of this procedure is the direct measurement of economic uncertainty caused by the interaction of uncertain estimates. Kennecott Copper Corp. has developed computer systems for accomplishing sensitivity and risk analyses.

Hydrogen and carbon monoxide reduction data were obtained on pelletized materials of the type currently being prepared commercially in Australia.Pellets, approximately 1 cm diameter, made from Deepdale, Iron Prince, and Mt. Newman iron ore were reduced by hydrogen over the temperature range 500&#176;-900&#176;C and the reduced pellets were examined by thermogravimetric, microscopic, electron probe, and x-ray techniques. After an initial time delay it was found that up to 95 per cent reduction the data could be described by a porous model where gaseous diffusion through the solid is rate controlling. Independent measurements of effective diffusivity supported the values obtained from the reduction data. Above 95 per cent reduction the rate decreased markedly due to the formation of retained wustite or fayalite.Comparison with reduction by carbon monoxide over the temperature range 750&#176;-900&#176;C showed that the rate of reduction was approximately five times slower than for reduction by hydrogen.The rate of reduction was found to be a function of the initial properties of the pellets which may account for the widely conflicting results that have been obtained with previous investigations on porous pellets.

"The goal of estimation is considered in the light of decision analysis. A simple example reveals the essential elements of decision-making in the face of uncertainty. A second example shows that these elements are also key features of many mining decisions. These two examples cause us to revive an old probabilistic notion that the goal of estimation should be to quantify what is unknown. The conditional probability distribution provides the complete statement of one&apos;s uncertainty. Once the conditional probability distribution has been established, one should retain as an estimate the value which minimizes some objective loss function. A third example shows how the ""best"" estimate depends on the chosen loss function. Current practice is almost exclusively based on the least squares method, which assumes a loss function which penalizes underestimation and overestimation equally. This is unfortunate not only because symmetry is an unrealistic assumption but also because mining offers a rare opportunity to state the loss function directly in terms of profitability. Both the theoretical framework and the practical tools exist to allow us to reconsider the conventional notion of the ""best"" estimate. IntroductionThis paper looks at estimation in the mining industry from the point-of-view of decision analysis. Virtually all decisions depend on estimates since few of the important parameters are ever known exactly. In this paper we will be referring mainly to the estimation of ore grades, though the approach discussed here is generally applicable to any decision in which relevant information is uncertain.In the first section we look at a very simple example of decision-making in the face of uncertainty. We will then tum to a mining example and see that the essential features of the simple example still pertain. From these two examples it will be clear that the decision analysis approach rests on two key concepts: the conditional probability distribution and the loss function. A third example demonstrates how different loss functions produce different ""best"" estimates from the same conditional probability distribution. In the final sections we willexamine the current practice of estimation in the mining industry. Though the tools for estimating the conditional probability distribution already exist, a change in the way we think about ""best"" estimates is needed. Very little attention is presently paid to the loss function even though it is readily available in many mining applications."

Errors in ore reserve estimation can occur during drilling and sampling, sample preparation and analysis, geological logging and modelling, database construction, statistical or geostatistical evaluation, selection of economic parameters, selection of ore reserve method and assessment of mining constraints. Core sample recovery can be a major source of error, and it is proposed that the modelling of grade, metal accumulation and thickness should be accompanied by the modelling of core recovery (or core loss) so that for each ore block a weighted block recovery factor is obtained. This gives a good indicator of the reliability of a reserve estimate. It is suggested that a resource reliability rating (RRR) system be established to quantify what is meant by geological assurance and to combine this with an estimate of the precision of estimation as gained by geostatistical analysis. Proven and probable minable reserves would be those with an RRR better than 50% and a precision of estimation better than 20%
