"Introduction The Saskatchewan Power Corporation is a provincial crown corporation which operates under a mandate to supply all customers within Saskatchewan with electricity and natural gas. The Saskatchewan Power Corporation operates two coal mines within the province of Saskatchewan. The Souris Valley Mine is located a few miles south of the city of Estevan and produces approximately 300 000 Mg of lignite per year. The lignite is shipped about four kilometres by truck and burned at the 882 MW Boundary Dam Power Station, also owned by the Saskatchewan Power Corporation. The Poplar River Mine is located just south-west of the town of Coronach, Saskatchewan which is some 190 kilo metres west of Estevan. This mine produces approximately 1 675 000 Mg of lignite per year. The lignite is shipped seven miles by rail to the Saskatchewan Power Corporation's Poplar River Power Station. The Poplar River Mine is the sole sup plier of fuel to the Poplar River Power Station, which generates some 300 MW of electrical power. A second 300 MW unit is due to be commissioned at the Poplar River Power Station in mid-1983 and the Poplar River Mine will have doubled its capacity to approximately 3 350 000 Mg per year by that time: Souris Valley Mine Geology The Souris Valley Mine extracts lignite from the Estevan seam of the Ravenscrag Formation. This formation is of Tertiary age and was deposited during the Paleocene Epoch. The Ravenscrag Formation outcrops throughout southern Saskatachewan and all coal mined in the province occurs in this formation. Ravenscrag sediments are deltaic in origin and are composed of a series of fine sands, silts, clay and lignite deposits."

Economy in blast-furnace practice depends largely upon efficient gas-solid contact in the shaft of the furnace. If efficient work is not done in the shaft the hearth and bosh will not function properly. A condition may be readily imagined where the particles of ore in the shaft are so large that the time entailed in the descent of these materials into the bosh is not sufficient to permit proper reduction and preparation prior to the time the ore enters the bosh of the furnace. Another condition may be pictured where the density of the stock column and the flow of stock is such that the ore will take one course and the gas another. Both of these examples will result in insufficient contact between the gas and the ore. Unreduced ore will reach the hearth, and gas which has not been efficiently oxidized will reach the stock line. The result is the use of an excess of carbon in the smelting process. An example of the result of inefficient gas-solid contact in the shaft of a blast furnace is shown by the curves in Figure 1.

This Spotlight gives a brief summary of the proposed 1991 tax amendments of relevance to mines and mining houses. It should be read together with the author's article South African mining tax in the 1990's', which appeared in the August 1990 issue of this Journal. A number of tax amendments of relevance to the mining industry were proposed by the Minister of Finance in his March 1991 budget speech. In addition, certain other measures that may be implemented were set out in the budget review document released at the same time. A word of caution is necessary: these measures will become law only if and when they are enacted in the appropriate legislation. When this legislation is tabled in June, it may not contain all of the measures discussed below, some of the measures may appear in modified form, and other measures not discussed at the time of the budget may well appear. Unless otherwise stated, the 1991 tax amendments will affect companies with years of assessment ending in the twelve-month period to 31st March, 1992.

Five sulfide minerals from the Magiwnt mine, southeast Missouri were analyzed for 31 trace elements in over 300 samples by laser microprobe spectrographic analysis of polished sections. The concentration of several trace elements shows a pattern of progressive variation with depth (space) and variation with different paragenetic stages (time) of each mineral. Factor analysis of the geochemical data shows sympathetic correlation both in space and in time of Bi, Cd, Ge, and Sn in galena and sphalerite, and Ni and Co in sphalerite and marcasite.

"A pressure non-oxidative leach is employed at Anglo American Platinum Base Metal Refiners to extract nickel from a slow cooled matte. The design base requires two 80 m3 autoclaves in parallel to achieve a nickel extraction of 60% at the nameplate capacity of 32.4 ktpa nickel plated. Isothermal modelling of mineralogical and chemical concentration profiles, through a reactive mass balance, permitted rate constant parameter estimation and selection of the most probable reaction pathway. The model was validated with plant data up to a capacity of 26 ktpa Ni plated and suggested by extrapolation that nameplate capacity may be viable through one 80 m3 autoclave.INTRODUCTION Anglo American Platinum Base Metal Refiners is situated on the outskirts of Rustenburg in the North-West province of South-Africa. The refinery produces nickel cathode, copper cathode, cobalt sulphate powder, covellite rich copper pressure leach residue and bulk sodium sulphate through an integrated circuit that refines slow cooled converter matte. The converter matte is milled, non-magnetics are separated as solid nickel copper matte (NCM), and the magnetics are leached yielding a pressure vessel liquor (PVL). The remaining solid platinum group metals (PGM) concentrate after leaching is sent for downstream processing in the Precious Metals Refinery (Hofirek & Kerfoot, 1992). The work presented here is applicable to the base metals refinery which receives the two base metals feed stocks NCM and PVL. In 2009 the capacity of the refinery was upgraded from 21 ktpa nickel cathode plated to 32.4 ktpa. This paper deals with evaluating the capacity of the pressurised non-oxidative nickel leach (NOX) process which accounts for at least 28% of the nickel leached from NCM by design. The NOX design base requires two 80 m3 autoclaves divided into four compartments operated in parallel at 155°C and 600kPa(g). Elevated temperature is required to speed up the leach kinetics of particularly nickel and iron which are trapped in slow leaching mineralogical phases namely millerite and bornite, (Dinham, 2006). The stated equivalent capacity for the NOX configuration was 32.9 ktpa nickel plated at first pass nickel and iron leach efficiencies of 60% and above 80% respectively and is a key step for the selective removal of iron (Bryson, Hofirek, Collins, Stiksma, & Bereaowsky, 2008)."

In response to increasing national energy requirements. highlighted by the continuing growth in demand for coal for the generation of electric power the output of bituminous coal and lignite in 1965 passed the 500-million-ton mark for the first time since 1956, thus emphasizing the steady up-ward trend from the recent low of 403 million tons in 1961. There were corresponding upward trends in consumption, exports mechanization, and productivity. Production.-The output of bituminous coal and lignite in the United States in 1965-512 million tons-was 5 percent greater than the 487 million tons produced in 1964. The gain was attributed largely to expanded consumption by the electric utilities, greater use at coke ovens, and an increase in exports.

Interim performance specifications are presented for carbon monoxide, methane, and air velocity transducers used in the Bureau of Mines intrinsically safe mine monitoring system. These specifications give quantitative values or qualitative descriptions of the transducers, including environmental parameters and monitoring system measurement and maintenance requirements as recommended by the Bureau of Mines. Commercially available transducer modules and prototype modules are listed together with selected characteristics.

This Bureau of Mines report presents a cost estimate of the Bayer process, which is used for virtually all cell-grade alumina production. The report will serve as a reference point to determine the economic merits of processes that have evolved from Bureau of Mines investigations on technology for producing alumina from domestic nonbauxitic raw materials. The Bayer process involves dissolving the alumina present in bauxite in a caustic solution at high temperature and pressure. After the un- dissolved impurities are removed, the solution is seeded to produce an alumina trihydrate precipitate. This precipitate is filtered, washed, and calcined to produce the cell-grade alumina product. This cost estimate is for a plant producing 1 million tons of alumina per year. The estimated operating cost is approximately $250 per ton of alumina.

The study is an economic evaluation of historical, current, and projected refractory uses in the iron and steel industry of the United States. The first part of the report presents a refractories classification and identifies principal trends in the refractories industry; such as, value and volume of shipments, prices of finished refractory products, the number of manufacturers and plants for refractories production and marketing. The main part of the report treats refractory use patterns and technologic developments affecting refractories usage in the iron and steel industry. Changes in use patterns in each furnace type, refractory, and installation costs and the future outlook for refractories in ironrnaking and steelmaking are covered. The last part of the report identifies the principal raw materials used in refractories production and treats trends in refractory raw material consumption. An appendix to the report contains historical time series graphs of shipments of refractory types used primarily by the iron and steel industry and principal refractory raw materials sold or used by producers. An equation of the line of best fit was calculated from the earliest to the latest year in each time series, usually 1950 to 1965; these were extrapolated in order to derive volume estimates for the year 1975.

The mineral industry consisted primarily of natural gas production and of urea fertilizer, which was manufactured for domestic agriculture. Copper and iron deposits were being developed. Information regarding the mineral industry of Afghanistan was sparse. The Government continued to emphasize the development of mineral resources that could benefit the economy of the U.S.S.R. and repay Soviet grants. The northern half of the country, north of the Hindu Kush mountain range and adjacent to the U.S.S.R., received considerable Soviet aid to develop mineral resources.

The Bureau of Mines is using model ducts lined with coal to study the nature of coal mine fires, their rate of propagation, their influence on ventilation airflows, and their response to sealing and other fire suppression measures. For scale-modeling purposes these studies are being carried out in various size ducts; eventually they will include a full-size mine entry in the Bruceton multiple-entry Experimental Mine. To date, work has been carried out in an insulated 9.l-m-long duct with a 5-cm thickness of coal leaving a 23-by 23-cm square opening for air ventilation. Fire propagation processes in this duct were mainly transient in nature owing to the relatively small length-to-diameter ratio. This report describes the experimental equipment employed and the results obtained to date.

"Prediction of a variable sulphur content in Cape Breton seams is important for planning the production of a highgrade metallurgical coal. Two extrapolation methods (Kriging and a version of Universal Kriging) to predict sulphur content in blocks of coal before mining are presented and applied to the New Lingan Mine reserves in the Harbour seam. The uncertainty of the predicted values is expressed by using standard deviations. Some statistical results for the Phalen seam, which occurs about 400 ft below the Harbour seam, are presented for comparison. The two mathematical models consist of two sets of equations which have been used in computer algorithms. Some limitations of the present approach and possibilities for further statistical work are indicated."

STATNAMIC load testing augmented with embedded instrumentation has been successfully used to obtain structural and geotechnical design information on large diameter spun cast concrete cylinder piles on many large marine construction projects. The paper focuses on one particularly interesting large marine project involving a new bridge to St. George Island, Florida where instrumentation and STATNAMIC load testing was used in conjunction with static load testing on high capacity piles. The information presented includes embedded instrumentation measurements taken during pile fabrication (post-tensioning), during pile driving, during static load testing, and STATNAMIC load testing. As much of this data is the first of its kind on concrete cylinder piles, it is exciting to present the foundation industry with this additional insight as to the behavior of this pile type and the accuracy of the methods used to test them.

OTHERS here are far better qualified than I to discuss some of the specific proposals for government regulation of the oil industry. I shall make no attempt to carry oil to Oklahoma. The question of public control, however, is inherent in other branches of the mineral industry in varying degrees, and my comments will be directed mainly toward some of the trends affecting the mineral industry as a whole, as a background for your more specific consideration of oil legislation. A proud American tradition has been the insistence on freedom of competition, on equality of economic opportunity, on a policy of laissez faire. Nowhere has this principle been given wider application than in the mineral industry. The mineral field has been open to all comers, and the job of mineral exploitation has naturally attracted daring and independent spirits. The laws governing conditions of discovery and development, as well as the anti- trust laws, have been devised to foster the spirit of private initiative. The result has been the building of a mineral industry on a scale never before approximated anywhere in the world. The impetus thus gained, the methods, the technique, the financial resources, have been projected be- yond our boundaries and have made the American mineral industry the purveyor to the world for many essential commodities and first in the exploitation of the world's minerals. Our habits of individual self-reliance and success are deeply ingrained, and there is hardly an individual in the entire mineral field who does not instinctively recoil fro111 the extension of collective control, whether public or private.

NORMALLY, the Britannia ore mixture contains chalcopyrite and pyrite as the chief sulfide minerals, together with minor amounts of gold and silver and a low zinc content. Reduction is accomplished by jaw crushers underground, followed at the concentrating plant by Symons cone crushers, rolls, and ball mills. The standard flotation practice, evolved during several years of experimentation, provided for bulk flotation of the two sulfides, after primary grinding to only approximately 35 mesh, followed by regrinding of the bulk concentrate, with subsequent separation of the chalcopyrite and pyrite to make a marketable concentrate of each mineral. This so-called standard milling practice has previously been described in detail in U. S. Bureau of Mines Information Circular 6619. A modification will he discussed here. BROMO Seltzer blue has gone to war. The blue of the Bromo Seltzer bottle is a product of cobalt, the Nation's No. 1 strategic metal. When the National Production Authority, on Nov. 21, 1950, ordered a 70 pct cutback in domestic use of cobalt, a stab of pain was felt in the hearts of the glass, porcelain enamel, steel, paint, pottery, and electrical and electronic equipment industries. The reason: A full-scale wartime economy with astronomical requirements for jet engines, high velocity projectiles, armor plate, electronic equipment, and the many products needed to win a war. There is little potential comfort for cobalt users in nonessential manufacturing, and the military will be pinched for optimum supplies of the metal. However, if proper measures are taken immediately and current plans are completed, in two years there will be far more cobalt available than ever before. When normal times return, cobalt supplies should be sufficient to meet peacetime military requirements, and greatly expanded domestic requirements that will result from new technological development for wartime but adaptable to peacetime products. Spherical grinding media (balls) are the most widely used media for comminution of ores by grinding. A modelling simulation study of the behavior of two grinding media in the grinding process was conducted to determine the possible advantages of the new shape milling bodies called tetraballpebs. Tetraballpebs are in the shape of tetrahedrons with spherical convex walls. A three dimensional CAD model of the mill drum with a diameter of 1200 mm was used. A continuous operating mode was simulated in terms of the 3D contact elements of the model (milling bodies and mill drum). Simulation tests were carried out in a typical grinding mode and at a typical rotational speed of the drum mill (75 per cent of the critical speed in cataracting mode). Studies carried out with both grinding media include equal number of milling bodies with the same weight and volume. Having thus ensured a uniform mass of the grinding media and same number of milling bodies, and constant other conditions and process parameters, conclusions can be drawn about the influence of the shape of the milling bodies on the grinding process. Peteraen, Newell, Heim; Newell, Chronic y Roberts; Jenka, Ahlfeld y Bruggen. De acuerdo a este estudio geológico se infiere que tanto el oro y el hierro pertenecen a la costa, así como los yacimientos de plata, plomo y zinc son de la cordillera volcánica, la línea de tungsteno de Cabanillas se encuentra asociada a granitos, los depósitos telegramáticos de cobre, antimonio, mercurio y plata, se encuentran relacionados a líneas tectónicas en la depresión del Titicaca. Asimismo en el yacimiento oriental, tenemos el peri y apomagmáticos de calcopirita, plomo-zinc, plata, plomo-plata, antimonio, oro, tungsteno y estaño. AT THE inception of the cyanide process and its adaptation to the practice of gold and silver metallurgy much difficulty was experienced in applying it to auro-cupriferous ores, both in economy of treatment and recovery of the gold from solution. The presence of copper in the ore effected a high chemical consumption of cyanide during treatment, and in the solvent solution, it retarded the precipitation of the gold on zinc shavings. The coating of the copper on the zinc shavings presented even worse difficulties than the increased cyanide consumption as most ores contain a small amount of copper. This interference of copper led to the use of other precipitating methods and attempts to recover the cyanide which was consumed during ore treatment. Of the other methods used, electrolytic precipitation was the most practical until a better understanding of the application of zinc shavings and zinc dust developed. In September, 1905, a patent entitled, "Method for Recovering Precious Metals from Solution," was granted to Isaac Anderson and Michael Scanton. This method is adaptable to precious metal ores containing a small percentage of copper but has never been extensively used or perfected. The process has
