After decades of turmoil, Rwanda launched its Vision 2020 in 2000 aimed at reconstructing government and addressing poverty. Implementation focused on the agricultural sector, infrastructure and education. Later economic development and poverty reduction strategies recognised that expansion of tantalum, tin and tungsten mining could potentially diversify Rwanda’s economy and improve the balance of trade. In 2005, comprehensive environmental legislation requiring environmental impact assessment for all new mines was introduced. Since 2006, government-operated mines have been privatised and illegal artisanal miners encouraged to form cooperatives. The government passed a new Mining and Quarry Exploitation Law in 2008 and approved a new Mining Policy in 2010. This policy was influenced by the Africa Mining Vision (AMV), which the African Union approved in 2009 to ensure African countries obtain reasonable benefits from exploitation of their mineral wealth. The Rwandan mining industry has grown significantly over the last five years and the second economic development and poverty reduction strategy, released in September 2013 forecasts a further three-fold increase in production in the next five years. The strategy prioritises the mining industry and proposes new legislation, better information, greater transparency, encouragement to investment and use of best environmental and technical practices. It also proposes that Rwanda develop a ‘green’ mining sector featuring a ‘model’ mine that is fully funded through green investment and incorporates renewable energy systems, water treatment systems, forestry schemes and local training. Many international development partners have contributed to the current legislative framework and are monitoring environmental and social performance of mining in Rwanda. Local communities have generally benefited from mining and the new mines show improved environmental performance. The major challenges are dealing with the legacy of past haphazard mining practices and establishing linkages between the mines and local industries to create broader economic development.CITATION:Wilson, I H, 2014. "An important activity of the Bureau of Mines is the promotion of safety in mining and industry. In connection with these activities, the Bureau determines the explosion hazards of combustible gases, liquids, and solids and investigates means by which explosions may be eliminated or reduced in violence.The limits of inflammability and ignition temperature of combustible gases, vapors, and solids are of practical importance because such materials can be manufactured, transported, and used with greater safety, provided the range of concentrations and temperatures that cause explosions are known.Many organic compounds, which until a few year ago were merely laboratory curiosities, are now being manufactured in large quantities owing to the national emergency, particularly those chemicals entering into the manufacture of synthetic rubber, a product that is playing a major role in the Government program of national defense. This re Jolt gives results relative to the limits of inflammability of styrene and its ignition temperature in air and oxygen. This combustible liquid is now used extensively in the manufacture of synthetic rubber."

Consumable-electrode arc melting is now accepted throughout the industry as the best method for producing ingots of zirconium, titanium, molybdenum, and their alloys. In addition, the technique is widely used in laboratories for fusing samples of such metals as hafnium, chromium, tantalum, columbium, and thorium. The production of consumable electrodes from these metals presents some rather difficult problems, the accepted industrial solution being the use of heavy powder-metallurgy-type presses. This paper summarizes information on fabrication of consumable electrodes by this and alternative means, such as sintering, nippling, and welding lightly pressed compacts of scrap metal. A possible saving of considerable capital investment is shown in the case of sintered compacts. The electrical circuit components of a pilot sintering unit are analyzed. INTRODUCTION The consumable-electrode arc-melting process has been accepted by most of the industry as the best method at present for producing high-quality pure or alloy in-got from sponge titanium or zirconium. This technique is not particularly new, having been patented by Von Bolton (l)3/ in 1909 for melting tantalum. However, it has been applied to industrial-scale operation only in the last few years. Among the important contributions to this technique are the work of Kroll (2) and Parke and Ham (3) and the work reported by the Office of Naval Research (4). The Bureau of Mines-has added considerably to the knowledge of this process (5-9).

In June 1998, the world's largest grinding mill, the 40 ft (12.2 m) diameter 20 MW Cadia gearless SAG mill, was commissioned. This was a leap of over40% above the largest operating SAG mill. A significant saving in capital cost gave the incentive necessary for a single mill line at Cadia, resulting in the selection of the 40 ft (12.2 m) diameter mill. Now, after 18 months of operation, this paper will review the significant items involved in the development, design, manufacture, installation, and operation of this mill.

The mining industry collects a significant amount of operational data. However, gleaning useful information from the terabytes of data is difficult, and not just because of the sheer volume of the data. Therefore, an automated tool was developed at the University of Alaska Fairbanks to go through data and apply very sophisticated statistical and neural network techniques, to identify the data streams that are important to a process. This paper presents results from the tool as applied to SAG mill data from a gold mine. The results were benched against commercial tool. Results indicate that there was little or no loss in performance by automating the very complicated process of neural network modeling. Therefore, the intent of the exercise, to examine if complicated modeling tasks can be automated, was realized.

This paper describes the application of a cable disc elevator to continuous lift ore vertically from underground mines. Application of this system requires the tensions developed within the cable must remain within the carrying capacity of the cable including applicable safety margins. A critical element occurs at starting the system when it is fully loaded which requires the force developed by the system to exceed the static friction forces. This paper describes the laboratory rig developed to investigate the static friction forces. Details of the results of tests on three different ores for both dry and wet conditions are given. These results are discussed.

This case study presents the results of a maintenance review of a soot blower system at a coal fired power generation station. The power generation station was following a ?repair when it breaks? maintenance strategy for its soot blowers. The efficiency losses incurred as a result of failures in the soot blower system and the resulting interruption and out of service time was found to have a significant effect on the plant output. The maintenance strategy for the soot blowers was reviewed using Reliability Cantered Maintenance and lifecycle simulation. This methodology provided visibility to the monetary implications of failures and allowed alternative types of maintenance to be assessed and where justified were added to a maintenance schedule in the Maximo work order management system. By reducing unplanned breakdowns the predicted reduction in efficiency losses was 45%.

Fourteen coal samples representing the Flag , Fire Clay , Whitesburg , Amburgy , Upper Elkhorn No. 3 , Upper Elkhorn No. 2 , Upper Elkhorn No. 1 , and Lower Elkhorn beds in Letcher County , Ky . , were carbonized by the Bureau of Mines - American Gas Association ( BM- AGA ) method , and yields of products and physical properties of cokes were determined . The samples tested were high- volatile A bituminous in rank , with dry , mineral - matter- free fixed - carbon contents ranging from 55.3 to 62.2 percent . Five of the samples , as received , were chemically unsuitable for metallurgical use because of excessive ash and/ or sulfur content . Generally , strength indexes of the cokes were low and all of the coals would require blending with higher rank coal to obtain satisfactory blast furnace fuel .

This investigation was undertaken to assess the possibility of ash and sulfur removal by microbial action of high sulfur-content coal. Thiobacillus ferrooxidans and Thiobacillus thiooxidans have been used for biodesulfurization of coal. Feed samples were provided from Tabas coal mine located in Yazd province, Iran. The sample contained 28.80% ash and 2.30% sulfur. Flotation tests were implemented to optimize the effective parameters in these cells which were constant during bio-flotation tests. According to the results, obtained from various tests using Taguchi orthogonal array design (L27), the values of optimized parameters were pH at 7, 1000 g/t gas oil as a collector, 10% solid content, 15 min conditioning time, 100 g/t MIBC as a frother and 800 rev/min rotor speed. Bio-flotation tests are carried out by means of laboratory double discharge cell and mesophilic bacteria as depressant reagent using above mentioned optimized parameters. The bio-flotation experiments were conducted based on a Taguchi orthogonal array design (L9) with four variables (bacteria type, bacteria count, rotor speed of mixer and bio-conditioning time). The collected data was analyzed by using DX7.0, Minitab14.0 and WinRobust1.02 softwares for evaluation the effect of each parameter on the optimization criteria. Considering the highest combustible recovery and the lowest ash and sulfur content, the value of optimized bacteria type, bacteria count, rotor speed of mixer and bio-conditioning time were Thiobacillus ferrooxidans, 5×107 cells/g(coal), 100 rev/min and 20 min respectively. Under this condition, ash and sulfur content and combustible recovery were predicted 12.39%, 2.08% and 82.03% respectively.

"This paper reports on the design and simulation results of a silicon bulk-micromachined diaphragm-type piezoresistive pressure sensor capable of operating linearly over a wide dynamic range (0-1000 meters of water). The piezoresistor elements of the sensor are arranged in a wheat stone bridge configuration to achieve a higher output response. Simulation results (output voltage and sensitivity analysis) obtained using coupled MemPZR-MemMech module of the CoventorWare2003 Finite Element tool are presented. The effect of diaphragm size, diaphragm thickness and thickness of the piezos on output sensitivity were analyzed and optimized to get a linear response over the wide dynamic range.IntroductionThe physical and biological processes in the ocean are critically influenced by ocean parameters (pressure, salinity and temperature). Thus there is a need to develop inexpensive and reliable sensors to continuously measure large volumes of sea-space over long time spans. A key component in any such system will be a pressure/depth sensor. This sensor is routinely employed in marine applications such as wave and tide gauges, tsunami detection, platform leveling etc. More significantly, pressure measurement is needed for depth determination. Depth sensors are vital for remote operated vehicles (ROVs), profiling instruments and towed arrays.Several techniques have been routinely used in the past to measure pressure in the marine environment [1-3]. In general, the pressure sensor design is based on a flexible membrane as the spring element for the sensing pressure [4]. Aim of experimental investigations was the mathematical description of the abrasion process running with a single particle stress. This is on the one hand the basis for the physical interpretation of the process, on the other hand the base for the simulation of abrasion processes carried out in technical scale. With this investigation for the first time the influence of the particle shape changing with increasing abrasion progress was quantitatively described. This influence affects itself particularly strongly on break-fresh particles up to an abrasion degree of approximately 10 to 20%. This is for the description of technical processes the most interesting area.

As Pliny commented two millennia ago, The only certainty is that nothing is certain. Despite the many breakthroughs, advances and promises, the way we each live and work remains awash with technological, economic and political uncertainty. The resources sector is no exception in this regard. Mining itself is much more than a complicated process or recipe; it is a complex adaptive system. The way we adopt and adapt new technologies, the way we evolve data into corporate wisdom, the way we make decisions and even the way we view our concept of rationality should each be the subject of intense review. Translating these sentiments into sustainable company growth is indeed the challenge. This is unlikely to be achieved within convention, but through innovation. The game is changing!

"This paper presents the results of in-situ tests conducted on a set of under-reamed piles in a silty sand deposit. Three piles (i.e. vertical, vertical with one bulb and vertical with two bulbs) of diameter 0.2 m were cast upto a depth of 5 m. The pile cap had four foundation bolts cast into it so that a mechanical oscillatormotor assembly could be mounted centrally on it. The oscillator-motor assembly was used to generate purely sinusoidal dynamic forces, in either horizontal or vertical directions. For both horizontal and vertical vibration cases, it was observed that (i) the natural frequencies decreased with an increase in the excitation force level, (ii) for the same excitation level, the natural frequencies as well as the maximum amplitude of vibration are almost the same irrespective of the pile geometry i.e. number of bulbs in the pile, indicating that the full pile length is not being excited. For the vertical vibration case, the soil-pile stiffness at frequencies, before resonance, were observed to be higher than those at frequencies after resonance. In the horizontal vibration case, the stiffness of the soil-pile system was found to be decreasing with an increase in the excitation force level. The damping ratio was found to be increasing with an increase in the excitation force level.INTRODUCTIONUnder-reamed piles are piles, normally upto a depth of 6 m, with one or more bulbs along the pile stem. These have been used for structures like transmission towers, structures on expansive soils etc. for a very long time, however it is only in the last 30 years that dynamic response of a pile has been studied. Evaluation of dynamic soil-pile interaction is a very complex problem as the conditions and properties of soil are highly variable and unpredictable. Various models and approaches have been suggested by various investigators for evaluating the dynamic soil-pile interaction problem, but most of them are based on the assumptions that the behaviour of soil is linear and the soil surrounding the pile is strongly adhered to it. But in practice, it is not so. The soil surrounding the pile is always somewhat loosened and undergoes some deformation when a sinusoidal load is applied. This causes the soil-pile system to behave nonlinearly.In earlier studies by Novak, (1974), Novak and Aboul-Ella, (1978) etc. a linear elastic behaviour of soil was assumed. This approach was very useful in understanding the mechanism of soil-pile interaction to a large extent. Subsequently various models were suggested like the lumped mass models with nonlinear discrete springs, dashpots and friction elements Matlock et al. (1978), weak cylindrical zone around the pile model Novak and Sheta, (1980), ideal boundary zone model with non-reflective interface, Han and Sabin, (1995) etc. These approximate solutions give an idea about the mechanism of dynamic pile-soil interaction to a large extent. However, in reality both separation and slippage can occur due to the formation of a weak bond at the contact surface between the soil and the pile when a dynamic load is applied. In addition, the soil column adjacent to the pile experiences large deformations under dynamic loads and thus behaves nonlinearly.Some computer aided model studies on the dynamic response of under-reamed piles have been reported, however, very few insitu dynamic tests on under-reamed piles are reported. Dynamic tests on piles were carried out by Novak and Grigg (1976) on small scale single piles and pile groups in the field. Similar field tests on small scale piles were conducted to study the nonlinear behaviour of a single pile and a pile group under strong harmonic excitation by Han and Novak (1988), Han and Vaziri (1992), Burr et al. (1997), Manna and Baidya (2010) etc. The majority of these experimental studies were focussed on the response of the specific pile groups and compared with the results of a single pile. The year 1987 marked the centennial of the beginning of modern hydrometallurgy. On October 19, 1887 British Patent No. 14174 entitled Process of Obtaining Gold and Silver from Ores was issued*. The discovery was made by John Steward MacArthur (Fig. 1), a chemist-metallurgist, supported and assisted by Robert and William Forrest, two brothers practicing medicine in Glasgow. The discovery was made in the basement of their clinic. The process, which became known as the cyanidation process in reference to the alkali cyanide reagent used, immediately received industrial success in New Zealand in 1889 and in South Africa in 1890t. It displaced the chlorination method which had been in use. In 1903 MacArthur was awarded the first Medal of the Institution of Mining and Metallurgy in London1131 - The cyanidation process was responsible for the doubling of gold production in the world in the two decades which followed its first application (Fig. 2). To the modern metallurgist, it may be surprising to think of MacArthur coming across an obscure reagent such as an alkali cyanide as a leaching agent for gold ores. It is the purpose of this paper to discuss the background and the factors that led to this invention, the development of the understanding of the process, and the application of modern technology.

The City of Kalgoorlie/Boulder is situated approximately 600 kilometres to the east of Perth (Fig. 1), and is the major regional centre of the Eastern Goldfields, supporting a population of approximately 25,000. The formation of Kalgoorlie Consolidated Gold Mines in 1989 brought the existing operat- ing entities adjacent to the city under common ownership and management. The Joint Venturers forming the management company are Homestake Gold of Australia and Gold Mines of Kalgoorlie (a Normandy/Poseidon com- pany). This traditional underground mining centre has been worked since 1893, yielding 40.8 million ounces of gold from ore with an average head grade of 10 grams per tonne. Historically the heart of the operation has been the famous Golden Mile located on the Eastern perimeter of the city, in the area known as Fimiston. The other significant operations that form KCGM are the Mt Percy Open Pit and the Mt Charlotte Underground Operation. KCGM's current production is 520,000 ounces per year, with the com- bined Fimiston operations (open cut and underground) contributing 400,000 ounces. The current expansion will increase production levels by a further 150,000 ounces. Traditionally 98 per cent of gold has been sourced from underground areas, however the recent upsurge of open cut operations is rapidly overturning this historical relationship.

To increase the capability to predict the effectiveness of a flame arrester in the cooling of hot combustion gases expelled through a flame arrester, the U.S. Bureau of Mines developed an equilibrium. model and one-and three-dimensional transient thermal models of a flame arrester, which were used to predict the temperature evolution within the arrester and the maximum temperature at the external surface of the arrester. The models account for convective and conductive heat transport within the arrester and radiative losses at the exit surface. The gas flow through the arrester is established from an empirically derived relationship between the gas velocity and the pressure gradient across the arrester. Lateral heat loss from the arrester to the enclosure wall is accounted for in the three-dimensional model. The model calculations for maximum outside surface temperature of the arrester showed an approximate agreement with measured values for vent-area-to-enclosure-volume ratios between 12 and 28 in2?ft-3.

THE purpose of this note is to indicate the locations and sizes of various interstitial holes in the orthorhombic uranium lattice based on a hard-sphere model. First, plane configurations of three and four atoms will be examined, and then the true interstices surrounded by four atoms in space and by five atoms in space will be obtained. The data and notation contained in a report by Tucker' will be used. Plane Configurations Fig. 1 presents the orthorhombic uranium lattice made of spheres touching at the closest interatomic distance. The three light-colored spheres in the ab plane are illustrative of the first type of configuration to be examined. If one edge of the unit cell is taken as the origin, the three atoms can be represented by the vectors [Oi + Oj + Ok], [ai + Oj + Ok] and [(a/2)i + (b/2)j + Ok] where i, j, and k are respectively parallel to a, b, and c. In the future, this notation will be shortened to [000], [a00] and [a/2 b/2 0], respectively. A vector R = [r s t] de-scribes the position of the hole surrounded by the atoms. Adsorption of guar gum was investigated on model minerals typically found in water-insoluble slimes of potash ores. The ionic strength of the adsorption mixtures was varied from distilled water to saturated NaC1 and KC1. The tests were also performed using a saturated brine. The adsorption density of guar gum on illite, dolomite, and kaolinite was found to be not only a function of total ionic strength but also of the type of electrolyte present in solution. Generally, the adsorption of the polymer on the clay minerals was higher in KC1 solutions than in NaCI, but the differences gradually disappeared when the electrolyte concentration approached saturation. The results were analyzed in terms of chaotropic (K ) or kosmotropic (Na') properties of background counter-ions and their different behaviors at the hydrated mineral-water interface. Guar gum adsorption on dolomite was related to the presence of calcium and magnesium sites on the mineral surface, and to the cis-configuration of OH groups of mannose units. Based on viscosity measurements, it was suggested that guar gum macromolecules form entanglements in NaCI solutions (and distilled water), but individual molecules exist in KC1 solutions thus creating different modes of adsorption of guar gum from concentrated NaCl and KCl solutions.

The program objective was to conduct surveys of respirable dust concentrations in coal mining operations at locations outby the working face. The results of these surveys were directed toward 1. identifying outby dust sources, 2. evaluating the severity of the major dust sources, 3. establishing dust sampling frequency, 4. establishing dust sampler locations, and 5. assessing the? areas of influence of the dust sources. The study included dust sampling of only nonhigh risk personnel and areas at six dif-ferent mines. Thirteen continuous mining, four longwall and two conventional mining sections were sampled. The severity of outby respirable dust sources such as load points, runways, dump points, beltways, transfer points and main haulage operations were characterized and areas within the mine were ranked according to severity. Information on engineering controls was also acquired. Guidelines for implementing a dust sampling program are presented and include sampler locations, ventilation surveys, dust surveys, effects of shift-to-shift variations, and sampling frequency.

Nesse trabalho estudou-se o retardo na cinética de amaciamento estático do aço inoxidável austenitico ASTM F-1586 (ISO 5832-9) usado na confecção de implantes ortopédicos, por meio de ensaios de torção a quente isotérmico em duplo passe. Inicialmente as amostras foram aquecidas por indução até a temperatura de 1250 oC e mantidas por 300 s para solubilização, em seguida resfriadas até a temperatura de deformação (Tdef), que variou de 1000 a 1200 oC, com passes de deformações de ε1 = ε2 = 0,30, taxa de deformação de 1,0 s-1 e tempo entre passes (tp) variando entre 0,1 – 1800 s, simulando um processo de forjamento a quente industrial de um dispositivo ortopédico. Os resultados da simulação física do processamento termomecânico indicaram que 60 % do amaciamento dá-se por recuperação estática (SRV), com moderado valor de energia de falha de empilhamento (γEFE ~ 69 mJ/m2) do aço e tempo de encubação pra iniciar a recristalização estática (SRX) maior que 10 s abaixo de 1100 oC com formação de patamares nas curvas de amaciamento Xs vs tp, indicando atraso na cinética de recristalização estática (SRX) resultante do efeito dos precipitados da fase Z (NbCrN) induzidos por deformação nos contornos dos grãos austeniticos.
