This paper presents one of a series of digests of foreign mining legislation and court decisions which is being prepared in advance of a general report relative to the right of American citizens to explore for minerals and to own and operate mines in various foreign countries . This interpretation of the laws of El Salvador has been prepared from the best available information in Washington , but is released subject to correction and amplification , if necessary , by the proper American diplomatic and consular officers to whom it is being referred through the courtesy of the Department of State . Under the terms of the Code of Commerce ( arts . 12ff . ) , foreigners living in El Salvador can engage in business on the same terms as nationals . This involves ( = $434.00 ) - except for those with a working capital , of less than a thousand pesos inscription in the merchants ' register , which can be refused only in case of manifest disability of a permanent nature .

In the iron ore industry significant emphasis is placed throughout the mining process on meeting chemical composition specifications for the export of fine ores, however, little has been published on the implications of ore chemical composition for iron ore sinter and pellet product quality. The ore bulk composition, together with the nature of the minerals in the fine ore both play a critical role in determining the type of high temperature bonding phases that form during sintering and pelletising. This paper uses the experimental determination of phase relations in model sinter and pellet systems such as Fe2O3-CaO-SiO2 (FCS) and Fe2O3-Al2O3-CaO-SiO2 (FACS) to examine the links between iron ore chemical composition and the temperatures used during sintering and pellet firing. The phase relations help to establish the critical thermal and compositional parameters that control the bonding phase chemistry which in turn influences the physical characteristics of the sinter or pellet matrix. The sizing of a starter dam for a Tailings Storage Facility (TSF) involves balancing many competing demands. It should cost as little as possible, be high enough to store tailings until the first raise can be constructed, it must be able to contain water safely, and it must be designed in such a way that the long-term integrity of the higher raises are not compromised, among other things. In addition to these demands there is the complication of the behaviour of the process plant, and the tailings during commissioning. Variations in slurry density, excess water in the TSF, initial settled density of the tailings, reliability issues, and beach slopes above and below water can all impact the way the tailings beaches are developed and ultimately impact the ability of the starter dyke to contain the required volume of tailings and water.The conventional approach to the design of a TSF starter dyke is to begin looking at the elevation required for a set of deterministic design parameters, find ways to reduce the size or volume of it as much as possible to reduce cost, and then possibly look at the sensitivity of some of the input parameters. This paper discusses a stochastic modelling approach for starter dykes that allows a wide range of design inputs to be simulated quickly, with an envelope of possible results produced. The sensitivity to different parameters can also be examined to understand which design inputs have the biggest impact on the required dyke sizing. By integrating the 3D TSF modelling tool Muk3D with GoldSim, it will be demonstrated how a wide range of scenarios can be evaluated and how that information can be used to make better decisions about the selection of design options.CITATION:Cooper, C A and Suter, G A, 2018. The thickness of the coal seam is one of the more important items influencing the productivity and general overall efficiency of operation 1 of a coal mine. The average thickness of coal seams mined in the United States decreased 2 inches between 1950 and 1955 to an average of 62 inches, which also is 3 inches less than the 65 inches in 1945. The decrease in thickness is due partly to the increased production from strip mines with thinner seams and partly to the increased percentage of total production at underground mines in certain States having thinner seams. The thickness of seams at auger mines was measured for the first time in 1955 and was 53 inches. Though bituminous coal and lignite is mined today from seams of exceedingly variable thickness -less than 2 feet to ore than 50 feet -a large majority of the production, 65 percent in 1955, came from seams 3 to 6 feet thick. This is not surprising since the coal seam of moderate thickness presents the least mining difficulties.

Possible impacts to the water quality and production capacity of ground water supply wells by blasting is a common cause of complaints for blasting contractors, mining companies, and local regulatory authorities. The major complaints of changes in well water quality include; turbidity, discolored water (red, brown, black, yellow and milky water), and nitrate and/or coliform contamination. The major complaints for changes in well water production capacity include: loss of quantity production, air in water and/or water lines, damage to pump, and damage to well screen or borehole.

THE " Munroe effect" of shaped explosive charges was discovered by Charles E. Munroe more than 50 years ago (in 1888), but it was not until World War II that it was put to any practical use. Both Allied and Axis armies used the principle effectively in bazooka projectiles, artillery projectiles and in fixed shaped charges. The first two were used primarily to combat tanks and other armor and the latter to assault pillboxes and other fixed concrete emplacements. Many engineers and others who saw the military application of the jet effect of shaped charges believed application would be possible in many industrial fields where blasting is used, such as mining and quarrying. Some work has already been done on the problem of making shaped charges applicable to mining operations. Experimentation conducted at the National Tunnel and Mines' was directed primarily along the lines of use of shaped charges for secondary blasting in connection with long-hole stoping methods. Experimentation initiated earlier and conducted by the author2 at the University of Utah on a more scientific basis was directed at revealing the basic principles of the functioning of shaped charges, as well as the feasibility of using them in mining operations after the principles of their operation had been clearly defined. It was found that: (I) a given design of charge required an optimum standoff to make it most effective, either in penetrating solid rock or steel (see Fig 3); (2) for a given design of charge there exists an optimum ratio of charge diameter to charge height above which the increase in effectiveness of the charge decreases rapidly (see Figs 4 and 5); (3) partial confinement has the effect of making charge performance much more consistent; (4) the higher power and higher velocity explosives tested are much more effective than relatively low-strength explosives; and (5) shaped charges may be adaptable to mining operations in secondary breakage and drilling blasting holes. Fig I is a diagrammatic sketch of the action of a shaped charge for two types of cavities, while Fig 2 shows the approximate manner in which the jets are believed to be formed when an explosive wave encounters the cavity, approaching it from the top. The experimentation already completed has laid the foundation for further research in the study of shaped charges. The Theory of Sampling (TOS) has contributed significantly to chemometrics by allowing data analysts to become more aware of total measurement uncertainty as total sampling error + total analytical error. This has allowed a new view on, for example, validation of multivariate data models and their performance. This keynote focuses mostly on the reverse perspective: how can chemometric multivariate data modelling be of help in an augmented sampling context? The basic principles of multivariate data analysis are presented and application examples are outlined from several areas in the geosciences to facilitate answers to the question posed, including a geochemical multivariate anomaly concept defined by a multivariate background model. Applications from geochemical prospecting, geochemical mapping, environmental chemistry and anthropogenic outlier recognition are outlined, as are the interdependent relationships between geostatistical modelling (variographics) of singular variables versus linear combinations of a multitude of variables, in chemometrics called scores. Many attempts have been made to develop methane detectors that will be safer and more accurate than the flame safety lamps used to detect methane in mines. The development has taken two general forms, namely: (1) Methane detectors, in which the evidence of methane depends entirely upon changes in the appearance of the detecting element, such as a flame or filament; (2) indicating methane detectors or those equipped with scales upon which the approximate percentage is definitely indicated. As an aid in the development of suitable detectors, the United States Bureau of Mines has assembled and published in its Schedule 8B a set of minimum requirements which tests and experience have shown desirable for methane detectors. Any manufacturer may submit his detector for inspection and tests leading to approval under this schedule.

The relative incerdivity of several blasting agents was evaluated in the Bureau's Bruceton Experimental Mine (BEM) . The minimum charge weights resulting in the ignition of predispersed oil shale dust clouds were measured for each of the explosives. A 400 g unstennned charge of ANFO (ammonium nitrate-fuel oil) was sufficient to initiate an oil shale dust explosion, whereas a 1000 g unstenuned charge of an emulsion blend did not ignite the dust even with the addition of 4% methane gas. Several stenuning materials were evaluated in the BEM for their effectiveness in preventing the ignition of near stoichiometric methane-air mixtures. Water stenuning was superior to all other inhibitors tested against methane. Explosibility testing of fine sulfide ore dust in a 20 L chamber and in the BEM show that the dust is capable of propagating an explosion given nominal concentrations of 700 to 800 g/m3. Results are encouraging and irrlicate that there is merit in pursuing explosive composition as a means of reducing ignition probability of oil shale and sulfide dust clouds generated during nonnal blasting operations. The proper selection of explosives and stenuning materials should significantly reduce the probability of secondacy dust explosions in oil shale and sulfide ore mining.

Operations covered included all State metal mines using substantial quantities of water and all concentrators and smelters. Also included in the survey were 8 operations in the nonmetallic group; 22 in the plating, metal-fabricating, and metal-forming categories; 1 public-utility power company; and 6 water companies. The extent of the water shortage in Arizona is reflected in mineral- industry water-use practices, in the high cost and low quality of water used at many operations, and in the stringency of State control of well drilling and pumping. Many mineral-industry operations are among those users most seriously affected by the uneven water supply.

In cooperation with the Edison Electric Illuminating Co. of Boston, Mass., and the Boston Consolidated Gas Co., a survey has been conducted continuously since 1929 by the Bureau of Mines to determine the general hazards of combustible gases and vapors in manholes of the Edison Electric Illuminating Co. The New England Telephone & Telegraph Co. also has cooperated in the investigation, and tests have been made in its manholes since May 1, 1933. Yearly reports6/ on the results obtained since the beginning of the survey have been published. The method and procedure of conducting the survey in 1936 were the same as heretofore.

Interest in mergers in the nonfuel mineral industry developed when 5 were listed among the 50 highest valued mergers in the United States in 1981. This report presents a Bureau of Mines study of trends in merger activity from 1960 to 1979 and explores motives for mergers in the nonfuel mining and mineral industry. The objective was to determine precedent for or a trend toward the 1981 acceleration in merger activity and to examine certain financial motives for non fuel mineral mergers. Data indicate that the relative value of non fuel mineral mergers has grown since 1972 although the number of mergers has remained proportionate to historical trends for all mergers. Since 1974, the assets acquired in "large," nonfuel mineral firm mergers, those of $10 million or more, have comprised at least 93 pct of assets acquired. More nonfuel mineral firm mergers involved mineral companies as the acquiring firm than vice versa but mining and minerals firms acquired were of higher value than nonmining firms. A major motivation for mergers involving large mineral firms was the acquisition of assets at less than replacement costs. Univariate statistical testing, a methodology chosen for its applicability to the data, confirms this hypothesis while rejecting other financial motives. The remainder of the work is devoted to a discussion of suggested areas for future study.

This report documents a systematic approach towards implementing an improved ensemble for the mine rescue team system that will protect against the hazards of mine rescue and recovery and will also afford improved performance through increased comfort and maneuverability, lighter burdens, and improved human engineering designs. In the first part (Task 1) the mine rescue team's protective needs were defined along with the test methods required to evaluate whether a particular piece of gear met these needs. Task 2 assessed existing gear against performance criteria and standards developed in Task 1. Task 3 consisted of the conceptual design and construction phases of the MRPE program. Special consideration was given to advanced concepts, materials, and equipment.

The presence of goethite in a hematite ore has been shown to strongly affect the time of heating to the firing temperature. The investigation of spalling of single pellets and of packed beds has enabled free water and goethite spalling to be identified as separate phenomena. In addition, it has been shown that even for an 18 inch deep bed of green balls the free water and goethite drying periods can be considered separately. Based on this observation, a method of predicting production rate and hood temperature profile is presented. The method required knowledge of the ore goethite content, ore grind and the green pellet bulk density. Laboratory results were found to be in good agreement with actual plant practice and have led to improved process performance.

When the Federal investigation of coal - dust explosions in mines was begun in 1908 , following a series of mine explosion disasters in 1907 , mining men generally questioned whether coal dust in air is explosive unless " gas " or methane is present , though perhaps in small amounts not detectable by a safety lamp . The experimental tests beginning in 1909 at the Pittsburgh testing gallery, and after 1911 , at the Experimental mine , demonstrated to the mining public the explosibility of coal dust in itself . There followed much controversy , both among practical mining men and scientists , as to whether the coal-dust particles uni te directly with the oxygen of the air, or whether gas is instantaneously distilled from the dust prior to explosive combustion , the gas enveloping each particle and propagating the flame from one to another . In considering methods of preventing explosions , this question made no difference for practical purposes , but it did have bearing in determining the relative inflammability of dusts of different coals . This led to the experiments by Guy B. Taylor and Horace C. Porter , on the momentary heating of the inflammable coal dusts , reported in this paper . Meanwhile , experiments on the inflammability of coal dust conducted in the Experimental mine , under my direction , and in the laboratory by J. C. W. Frazer and later by J. K. Clement and J. N. Lawrence , showed that different kinds of coal dust differ markedly in inflammability , thus confirming experiments made by Messrs . Taffanel and Durr at the Lievin Testing Station , France , and by various investigators in Great Britain . Both the French and British investigators concluded that their experiments demonstrated the distillation of volatile matter preceding inflammation .

The Clapp and Griffiths steel-process may be considered a pneumatic system, similar to the Bessemer, with the difference that the converter is fixed or non-tilting, and that the blast is introduced around the lower section of the converter instead of through its bottom. Mr. Griffiths was engineer-in-chief of the Gilchrist & Thomas basic dephosphorizing process during all the time those gentlemen were experimenting and working up their system, as Mr. G. communicated to me. After separating from these gentlemen, he began developing the present Clapp and Griffiths type of converter. Dr. Clapp, of Nantyglow, Monmouthshire, was a prominent physician in a large iron district. Previous to his association with Mr. Griffiths, he took out some patents on a process of his own for the manufacture of steel, which patents stood in Mr. Griffiths' way; hence the consolidation. Early in the summer of 1883, my attention was called to the experiments of Messrs. Clapp & Griffiths in Great Britain by a friend who had just returned from England. Later in that summer I went to Newport, on the border of Wales, where I met Messrs. Clapp and Griffiths and their friends. After visiting two small converters of their type which were in operation at different works, and spending a few days in the iron-districts of Wales, I went to London, where I met my friend Henry W. Oliver, Jr., who had already heard of the new steel-process. We decided to revisit Wales and examine more fully the process, more especially that Mr. Oliver might have the opportunity of coming practically in contact with the men and die process himself, so that his judgment might not be influenced by my sanguine feelings.
