This paper discusses the formulation of a linear program with the objective of maximizing the cash flow of the long-term plan of an underground operation. A mine is split into eleven independent ore zones, each characterized by its reserves, required development, and mining method. Based on practical considerations, maximum rates are set for each zone?s development and production capacity. For the total mine plan, a minimum daily production rate is set along with a minimum feed grade to the mill. A maximum daily development capacity is set based on the equipment and labour available. Proven and probable ore is mined preferentially over possible ore in the early years of the plan. Also, the fixed cost of operating the mine is taken into consideration whenever mining activities take place. Once the linear program is solved, it can be critically reviewed, and unrealistic results can be identified. Some resource allocations constraints can then be changed in certain sectors, and new results can be analyzed. ?Whatif? scenarios can also be examined, such as determining the impact of hiring a contractor to develop a given sector, or dropping an ore zone completely from the plan.

The new method of evaluation of grindability of hard coal and its blend is shown. Standard Hardgrove test is used as a base to work out this method. The essence of this method consists of simulation of milling process in close circuit (mill-classifier) and determination of energy consumption and quantity of product under the constant feed flow. The research equipment designed specially for this project is described New method of grindability measuring completes standard Hardgrove method withdrawing its faults: ? bigger (c.a. 10 times) and more representative sample is used; ? the milling process is carried out in close circuit (similarly to the industrial condition); ? energy consumption of the milling process is determined for three samples, which differs in grain size. The new method of evaluation of grindability of hard coal and its blend is shown. Standard Hardgrove test is used as a base to work out this method. This method allows us to determine energy consumption of the milling process. The essence of this method consist of simulation of milling process in close circuit (mill-classifier) and determination of energy consumption and quantity of product under the constant feed flow. Our results will complete the Hardgrove method and will help us to better characterise coal. At the same time investigations in industrial scale are carried out. These investigations will verify this new method. Also a new mathematical model of the milling process is being elaborated. It will be used to predict behaviour of coals in industrial conditions.

PROBABLY the most critical and difficult period in an engineer's career is that between the completion of his college work and his attainment of professional recognition and accepted status in the industrial world. Upon leaving school the young graduate breaks his immediate ties with his educational institution and in a sense finds himself adrift. At this time in his life a society like our Institute has both the responsibility and the privilege of meeting a vitally important need in his professional life. Some of these young men are Student Associates, in the year after graduation, and some are Junior Members, but all need advice and assistance. In some respects this situation will be accentuated by the war. Not only will thousands of young engineers be mustered out of military service but the process we describe generally as industrial reconversion will make necessary many readjustments in personnel. About two years ago the Institute recognized the opportunity of helping the younger member to help himself by appointing a new standing committee to be known as the Committee on Professional Development of Junior Engineers. Herbert Hoover is Honorary Chairman and it is my privilege to serve as Chairman. The name of the Committee is not entirely satisfactory but it expresses the general objective. The present article is in the nature of a progress report of the work of this Committee.

Research on the development of new and improved methods for the discovery and production of oil and gas and production of fluid fuels from coal continued to be the major thrust of the Bureau of Mines energy research program during 1973. Crude oil recovery from tar sands and oil shale also retained a high priority in this work. Complementing this program were numerous studies aimed at accomplishing the objective of increased energy output with greater safety and minimum harm to the natural environment. This report summarizes research objectives and results and itemizes formal publications of the Bureau of Mines on energy and related subjects.

Emulsion explosives consist of an aqueous oxidizer phase, a fuel phase, and an emulsifier. The ability to use lower-cost sources for any of these raw materials presents an obvious economic advantage to emulsion manufacturers. This paper focuses on using low cost waste drain oils as the fuel phase in emulsion explosive applications. Laboratory studies showed that emulsions made from waste drain oils and agricultural ammonium nitrate prills were usable for emulsion explosives though their shear stability was weak. Customer field results proved that waste crankcase drain oil could replace half of the virgin diesel fuel in emulsion explosives to make an effective emulsion explosive product with a very low cost.

Power requirements per ton of stone produced are reported. The personnel requirements for individual phases of the operation are tabulated in man-hours per ton of stone produced.

In 2010, Rio Tinto Iron Ore’s operations commenced the planning and design of a sampling and analysis system for the new 50 Mt/a Cape Lambert Port B (CLB) facility. Current sampling systems at the ports consist of automated robotic, mass-based sampling protocols employed at Dampier, and semi-automated, time-based sampling systems operating at Cape Lambert Port A.The new sampling system at CLB has brought together a fully automated sampling and analysis system utilising time-based sampling, with the capacity to sample ore products of medium quality variation as defined in ISO 3082 (ISO, 2009). The CLB system is required to sample at shiploading rates from 6000 t/h to 13 440 t/h and provide full load-port analysis. The sampling approach is to proportionally extend primary increments (of varying mass relative to shiploading rate) to a standard length using variable speed aero-belt conveyor systems. This enables a fixed number of secondary cuts to be achieved for all primary increment masses and to be delivered to the automated cell. The cell is required to be capable of concurrently processing four individual shipments, each containing multiple cargoes.Achieving the target sampling precision for all export cargo sizes has culminated in the planning, design and construction of the largest automated iron ore port laboratory in the world. The CLB sampling and analysis cell was commissioned in Q3 and Q4 2013. In order to overcome our reliance upon foreign energy sources for both crude supply and finished products, we must realize the goals proposed by Project Independence. In general this involves expanding production of existing and new oil, gas, and coal resources, utilizing and improving nuclear technology and the developing of new energy sources such as solar, geothermal, oil shale, tidal, wind and stimulation techniques. There is a continuing debate, both in the scientific community and the consuming public as to the potentiality of nuclear power generation being cost effective and environmentally and safety conscious. The development of new sources of energy does not occur overnight; it is rather a continuing effort in time and money to achieve the goal of providing energy to an ever increasing demand. The public has been accustomed to the availability of energy whenever and wherever it was needed. The era of "energy gluttony" has begun to fade into the realm of "energy awareness". Unfortunately, it required the action of another country to bring the picture that has been discussed many times in the past by energy suppliers into correct focus. Nevertheless, the public responded by conservation efforts to reduce energy wastefulness. Still, the demand for foreign importation of energy supplies is on the rise. What is our recourse? The largest known unexploited energy resource available in the United States is our coal resources. Moreover, the Department of the Interior has noted that 63 counties in Montana, Wyoming, and the Dakotas hold 60% of the nation's least expensive strip minable coal. This western coal is the most abundant and least costly Fossil Fuel in the United States. It is acknowledged that western coal is an important input in meeting the energy needs of our nation.

Finalmente para la geología de los niveles en mención se ha empleado cinta métrica y brújula, basándose en los planos geológicos revisados en el año 1954, de los niveles 80 y 120. El suscrito completó el mapeo de dichos niveles en las labores trabajadas hasta junio de 1956, y ha hecho el reconocimientogeológico de todo el nivel 155. Así también se ha confeccionado tres planos geológicos correspondientes a los tres niveles, además de las tres secciones estructurales."

By American tradition, if not by rational decision, publicly owned natural resources have been transferred to private industry for processing. The process of transfer requires specific determination of the price which the patentee, buyer, or lessee must pay to the government in exchange for the right to develop a resource, and selection of the patentee, buyer, or lessee from among several possible contestants. Pricing of natural resources owned by the government presents a set of problems quite different from ordinary commodity pricing. Natural resources in situ are not homogeneous commodities. Within any class of natural resources, specific leasable parcels will differ in value by reason of location and accessibility, as well as quality and quantity. Thus, there is no "going price;" every lease within a specific resource class will have a different value. To complicate further the pricing and buyer selection problems, competition may not be reliable. Natural-resource markets are characterized by oligopsony conditions. In a significant number of cases, as will be shown later, there has been only one bidder for a given lease, and in most lease sales the number of bidders is equal to or less than three. As a further complication, there is great uncertainty regarding the value of specific resources, even among the best-informed buyers, as well as within the leasing agency. In some instances, particularly with regard to oil and gas resources, there may be uncertainty about the presence of resources, as well as the quantity and quality of any resources contained in the tract offered for lease. In other cases, such as oil shale and some deep ocean minerals where new technologies are involved, the presence of the resource is clearly established. There may be a relatively high degree of knowledge about the quantity and quality of the resource, but there is great uncertainty concerning the cost of production. These problems in total make it difficult for the leasing agency to appraise accurately the resource to be leased, as well as for the potential bidder to calculate a bid price that will yield him a normal profit. The pricing goal of the federal government as the seller or lessee may be to capture the economic rent; that is, the price of a resource might equal its discounted present value. A required price substantially above this amount would either generate no bids, or, in the long run, would bankrupt the buyer. A price below this amount is a disguised subsidy to the lessee. A subsidy to mineral lessees, as to any other economic interest group, as a minimum should be justified by a clear showing of net external benefits from the economic activity. In the case of timber sales by the U.S. Forest Service, the Forest Service Handbook asserts that "the aim in national forest stumpage appraisal is to determine market value,"8 and "market value" is equated to "fair market value." High-voltage direct -current transmission is a relatively new technology. The successful development and operation of AC/DC converters, capable of handling large power blocks, have made HVDC transmission generally accepted by utility engineer s and planners around the world. HVDC technology still has significant development potential and, as a result, it is expected that equipment costs will escalate at a substantially slower rate than those of conventional AC equipment. This development will also result in still more compact terminal stations. This paper reviews two modern HVDC installations. In Zaire in Africa. a 1700-km overhead DC line rated at 500 kv, will supply power to the copper mining district in the Shaba region. Another HVDC link connects Norway and Denmark through a submarine cable rated at 250 kv. This is the longest HVDC cable in the world, 127 km, and the water depth , maximum 530 m, is also much greater than for any previous similar cable. The reasons for selecting HVDC are discussed, and the design and layouts are presented.

§ 24. Introduction.—This paper discusses the chief existing data as to the temperature, in iron-carbon alloys, of Ae3, the upper limit of the transformation range when in equilibrium, as distinguished from Ac3, the temperature at which the end of the transformation is noted in heating up, and from Ar3, that at which its beginning is noted in cooling down. The former is in fact carried above Ae3 and the latter below Ae3 by lag. I touch incidentally on the influence of manganese on Ae3 (§ 29, p. 614). The sections, tables, and illustrations are numbered consecutively with those in the accompanying papers by Howe and Levy on Determination of the Position of Ae3 in Carbon-Iron Alloys, and by Burgess, Crowe, and Rawdon on Thermal and Microscopical Examination of Professor Howe's Standard Commercial Steels, to which the present paper forms a sequel. § 25. The contradictoriness of our present evidence is shown by grouping it together in Fig. 14. For instance, both Goerens and Meyer (Series 2) and Meuthen (Series 12) used practically stationary temperature, and thus reduced the influence of lag very greatly; yet Ae3 for 0.32 carbon steel according to the former investigators is 894", but according to Meuthen it is at or below 770°, a discrepancy of 124" or more. In view of our ability to measure these high temperatures within a few degrees, the existence of such a discrepancy is as unwelcome as it seems needless. I attack the thankless task of bringing some order out of this chaos. In Part 11. (§§ 29 to 39) I consider the chief causes of error. In Part III. INTRODUCTION. This paper is a discussion of a part of the mineral wealth of the States of Oaxaca and Puebla, Mexico. It does not refer to the precious metals, some miles of which, in these States, are said to have been worked before the advent of the Spanish conquistadores in the sixteenth century, as my purpose is to invite attention to the exploration of deposits of coal and iron-ores in the Mixteca region. The prominence given to coal is warranted by the great effect of the scarcity of fuel upon the industrial development of Mexico. Under the progressive administration of President Porfirio Diaz, the Republic has made wonderful advances in the past three decades; and this progress would have been greater but for the limitations imposed by expensive fuel. In the spring of 1906 I was detailed by the Birkinbine Engineering Offices, of Philadelphia, to accompany A. B. Adams, of New York, in a reconnoissance of reported deposits of iron-ores in the State of Oaxaca. The result of this expedition was the formation, in 1907, of the Oaxaca Iron & Coal Co., of which Mr. Adams became, and has remained, President and General Manager, and I have spent the past three years as Chief Engineer of this company in Mexico, principally in western Oaxaca, where field-headquarters were established. "High pressure die casting is a promising process to make thin-wall components with high dimensional accuracy and excellent surface quality. However, the non-uniformity is one of the important features in castings. The inhomogeneity in tensile properties and microstructural characteristics were studied for the castings with different thicknesses made by high pressure die-cast Al-Mg-Si alloys. For the local mechanical properties in the die-castings, the casting skin provided the highest, whereas the casting centre provided the lowest yield strength, UTS and elongation. The yield strength, UTS and elongation were significantly decreased towards the casting centre. The microstructural inhomogeneity is characterised by the segregation of coarse fragmented dendrites, the reduction of solute concentrations of Mg and Si, and the increase of porosity level from the surface to the centre of castings. The growth velocities of eutectic a-Al phase estimated using the Jackson-Hunt model confirm that the growth variation is larger in the thin castings than that in thick castings.INTRODUCTION Inhomogeneity is an inherent characteristic in as-cast microstructures of a variety of alloys because of their non-uniform chemistry, microstructure, defects, topology and the resultant mechanical properties in the different ranges of localization (Campbell, 2003). Generally, three types of inhomogeneities characterise casting microstructures, which include (a) the casting defects of shrinkage and gas porosity, misruns, cold shuts, inclusions, hot tears and hot spots; (b) the non-uniform microstructure from the surface to the centre of castings; and (c) the non-uniform microstructure from the dendrites grown from primary solidification and the structure formed during the subsequent eutectic solidification in inter-dendritic regions. The chemical composition and the morphology between the primary dendrites and the inter-dendritic eutectics also differ in the as-cast microstructure. Obviously, the inhomogeneity is different in the castings obtained from different casting processes."

INCOME TAX: POST-GRADUATE STUDY COURSE CONCESSION As a result of representations made by the Associated Scientific and Technical Societies of S.A. and the Suid-Afrikaanse Akademie vir Wetenskap en Kuns, engineers and scientists will now be allowed to deduct expenses incurred on post-graduate study courses from their taxable income. The conditions of this concession are set out in section 16 of the Income Tax Act, 1969, which reads as follows: 16. (1) The following section is hereby substituted for section 16 of the principal Act: 16. "Notwithstanding the provisions of section 23(a) and (b), there shall be allowed to be deducted from the income of any person who is a dentist or medical practitioner or practises any profession referred to in paragraph (a), so much as the Secretary may allow of any expenditure incurred by such person in the circumstances contemplated in paragraph (c), if the Dental Association of South Africa in the case of a dentist, or the Medical Association of South Africa in the case of a medical practitioner, or the "Suid-Afrikaanse Akademie vir Wetenskap en Kuns" or the Associated Scientific and Technical Societies of South Africa in any other case, certifies in such form as the Secretary may prescribe that such person- (a) if he is not a dentist or medical practitioner, is the holder of a degree in engineering or allied technology or natural sciences awarded by a recognized university on completion of a prescribed minimum period of study of not less than four academic years or the equivalent thereof and enabling the holder thereof to practise the profession of an engineer or a profession for which advanced and specialised scientific knowledge is required which relates directly to- (i) the development or exploitation of natural resources; (ii) mining or prospecting for minerals; (iii) the production of pastoral, agricultural or forest produce ; (iv) the breeding or care of farm animals; (v) any industrial process; or (vi) the training of specialists in any branch of science or technology connected with any aforementioned profession; (b) has practised his profession for not less than three years; and (c) has incurred such expenditure during the year of assessment in respect of the attendance by him of any postgraduate study course approved by such body to improve his qualifications for carrying on his profession in the Republic". (2) The amendments effected by subsection (1) shall first take effect in respect of assessments for the year of assessment ending on the twenty-eighth day of February, 1970. From this section it is clear that the concession will only be granted if the application is accompanied by a certificate, which certificate must be either signed by the Chairman of Die Akademie or the President of the Associated Societies. In terms of the authority granted such certificates must certify that: (i) the taxpayer concerned has practised his profession for not less than three years; (ii) the expenditure was incurred by the taxpayer during the year of assessment indicated in the certificate; (iii) the expenditure was incurred by the taxpayer in respect of the attendance by him of a post-graduate study course approved by the Associated Scientific and Technical Societies of South Africa or Die Suid-Afrikaanse Akademie vir Wetenskap en Kuns, as the case may be, to improve his qualifications for carrying on his profession in South Africa; (iv) the taxpayer is the holder of a degree in engineering or allied technology or natural sciences, which degree was awarded by a recognized university,

El presente trabajo realiza un estudio comparativo de las propiedades físicas y químicas de tres nitratos de amonio, cuya interpretación se relaciona con las conclusiones sobre estudios de AN-FO realizados en la Universidad de Missuri. Básicamente se evalúa los factores de campo que afectan la performance del AN-FO, como el confinamiento, diámetro del hueco, inicio de la carga y mezcla del explosivo, así como se mide la factibilidad de disparar al AN-FO sin una dinamita. Los tajeos de producción de la mina Casapalca sirvieron de ejemplo para ejecutar dichos disparos, encontrándose que el AN-FO francés es el más adecuado y sensible en torno a la performance de los otros explosivos, dado sus componentes como su ahorro de consumo.

Major producers posted 25¢-per-pound increases on cadmium, raising their domestic quotes to $2.75 per pound. COBALT: Cobalt consumption in February, exclusive of salts and driers, increased by 21 percent compared with consumption in January. Significant increases in consumption occurred in cutting and wear resistant materials, welding and alloy hard-facing rods and materials, magnetic alloys, and other alloys. The major sales agency for cobalt in New York reportedly announced price increases, effective April 15, 1976, for cobalt metal, powders, and oxide. The new price for 250 kilo (551 lb.) drums of cobalt metal (granules or electrolytic cathodes), f.o.b. Port of New York, was quoted at $4.40 per pound. This is the first cobalt price increase since January 23, 1975, and is the result of a price increase by Sozacom, the official Zairian sales agent. Other cobalt producers are expected to raise their prices in line with the new quote.

The Bureau of Mines has devised and demonstrated a process for recovering Ni and Co from low-grade domestic laterites . The process consists of four mmaajjoorr steps : ( 1 ) reduction roast , ( 2 ) ammoniacal leach , ( 3 ) solvent extraction , and ( 4 ) electrowinning . Several solid - liquid separation steps are required that affect the economics of the overall process . In this study , two techniques for solid - liquid separation , centrifugation and thickening , were investigated . This report presents the results of ( 1 ) laboratory and pilot plant studies to determine parameters for sizing centrifuges and thickeners and ( 2 ) an economic study of the two techniques , based on the requirements of a commercial - size ( 5,000 - tpd ) laterite processing plant . Sizing and other equipment - related recommendations , based on data from the Bureau's studies , were obtained from commercial manufacturers . The costs of thickening and centrifugation , including all the unit operations affected , were determined by the Bureau's process evaluation group . The total operating costs for separation using the two techniques ( including depreciation on the capital cost of equipment ) were found to be quite close : $ 17.26 per ton of laterite for centrifugation and $ 18.15 per ton of laterite for thickening . For centrifugal separation , the greatest cost was found to be the initial capital cost for the separation equipment ; using thickeners , the greatest cost was for reagent recovery .

Almost no work has been published on the strength of pillars in mines exploiting the LG6/LG6A chromitite bands in the Western Bushveld Complex. The strength of these pillars is unknown, and the hard rock industry still uses the Hedley and Grant formula. Numerical modelling, using inelastic constitutive models, may be of some value in estimating the pillar strength, but this approach is difficult and prone to errors as many assumptions are made. This paper explores the alternative approach of the back-analysis of actual LG6/LG6A mining layouts, using displacement discontinuity codes to simulate the average pillar stresses on a mine-wide scale. From this, and underground observations, a ‘minimum’ pillar strength (K-value in the pillar strength formula) can be estimated. The codes TEXAN and Map3D are both used in the paper to simulate the actual pillar shapes and sizes in an LG6/LG6A mine. The results are encouraging as the two codes produced similar APS values for a complex pillar geometry. An estimated K-value of 77 MPa was determined for the LG6/LG6A pillars in this particular area. This is more or less similar to earlier work done for the UG2 chromitite seam, but higher than the K-value of 39 MPa for a linear formula obtained by other workers for LG6/LG6A pillars. Caution should therefore be exercised before using this higher value for all areas. The effect of element sizes and explicitly simulating the effect of the surface for shallow pillars is illustrated in the manuscript using both codes. "INTRODUCTION These safety standards for anthracite mines have been prepared for use as a guide for Federal inspectors. They are a revision of ""Tentative Inspection Standards for Anthracite Mines,"" published as Bureau of Mines Information Circular 7282 issued in May 1944 and used as a guide in Federal inspections. No provision made in these safety standards should be construed or operate to nullify any existing State statutes; they are intended to supplement the State statutes in the interest of increased mine safety. Mines are inspected in accordance with the Federal Coal-Mine Inspection and Investigation Act of 1941, Public Law 49, 77th Congress, H. R. 2082. Any unusual hazard noted by an inspector and not covered by these standards will be discussed in the inspection report, and suitable remedial procedure will be recommended.ARTICLE I. - SURFACE STRUCTURESSection 1. Breaker and cleaning plant.Electric switches and controls in breakers and cleaning plants should be enclosed.Where coal is dumped at or near air-intake openings, reasonable provisions should be made to prevent the dust from entering the mine.Section 2. Lamp houseNaphtha or other flammable liquids in lamp houses should be kept in approved containers or other suitable dispensers.Flame safety lamps should be permissible and maintained in permissible condition.Flame safety lamps should be properly cleaned, examined, and assembled by a qualified lamp attendant or other competent person before each period of use. Lamp assembly should again be checked by the person using it immediately before he enters the mine.When not in service, methane indicators, flame safety lamps, and electric cap lamps should be in the custody of competent persons responsible for maintenance and testing."
