This paper, describing the concentrator of the Molybdenum Corporation of America in Taos County, northern New Mexico. 7 miles east of Questa, is one of a series on milling methods being prepared for and published by the United States Bureau of Mines. The mine from which the ore comes is 1 1/4 miles from the mill, and produces about 40 tons of ore per day by the cut-and-fill method.3 The ore contains about 5 per cent of MoS2. The mill has a capacity of 50 tons of ore per day and utilizes flotation methods. Water is taken from Red River. Power is generated by a water wheel, or by a Diesel engine in times of water shortage during the winter. The mill is located close to the bottom of a canyon, in order to obtain maximum head or, the water wheel, and the flow of ore is therefore maintained partly by gravity and partly by an elevator and pumps. ORE TREATED The MoS2 content of the concentrator feed ranges from 4.5 to 7.5 biotite, fluorite, small amounts of rhodochrosite and calcite, and the minerals of the granodiorite country rock.

The social license to operate (SLO) began as a metaphor for the ability of communities to stop mining projects. Soon people began to speak of levels of social license and the ability of communities to raise costs without completely stopping exploration or mining activities. Today the concept has spread to other industries and is evolving towards becoming a general management perspective on the socio-political rights and responsibilities of the corporation. The business case underpinning the SLO perspective on management is the need to assess and manage socio-political risk. For mining companies, socio-political risk has been steadily rising for several reasons, including the efforts of non-government organisations (NGOs) to pre-empt government policy options; the entry of mining companies into jurisdictions weak in the rule of law; and the weakness of global economic and financial regulation. In this perilous world beyond the comfort zone of effective government, mining companies must build their own socio-political stability by engaging directly with stakeholders to develop a strong SLO. In order to become a practical management perspective, the SLO needs to be measurable, which amounts to measuring the socio-political risks and opportunities presented by stakeholders. We present the results of efforts since 2009 to develop a globally reliable and valid measurement tool at the project and industry levels, validated in studies in Australia, Bolivia, Mexico and the USA. A factor analysis suggested four factors that mine management can address to raise their SLO level. The most chronically neglected factor involves the political right of the corporation to foster more equitable social contracts locally and regionally in both developed and developing countries. Motion capture involves recording the position and global orientation of joint sensors of a real object, in most cases a real person performing some human activities. This information is usually recorded at uniformly spaced instances of time, or as it is often called frame-by-frame. Then the recorded motion data sets are processed and mapped into a skeleton hierarchy of a virtual, computer simulated human figure to control the motion of the virtual human in the computer simulation. In the first part of the paper we review several new techniques developed to facilitate the manipulation, noise reduction, storage and reuse of captured data, which have a potential to reduce the overall cost of motion simulation and improve its realism. In the second part of the paper we consider the real life problem of reducing a worker?s risk from being hit by underground mining machinery in a confined space. We formulate a set of requirements to motion editing for this particular task and analyze the limitation of existing techniques

The thermodynamics and kinetics of the reactions involved in fuming zinc from oxide slags using coal or coke were first studied in 1955 and have been the subject of many investigations since that time. The key reaction is ZnO(in slag) + CO = Zn(g) + CO2 This paper will review the some of the recent work, and will add new insights obtained in experiments carried out by the authors. In the first series of experiments it was shown that the reaction does not occur at an appreciable rate, as is expected from thennodynamic considerations. In the second series of experiments it was shown that zinc does not fume from the slag at a significant rate unless a reductant has been added. This again is in accord with thermodynamic considerations, but is in contradiction to some of the experimental results reported in the literature. A third series of experiments was carried out with excess coke being present, so that the rate of supply of reductant was not in any way controlling the rate. The kinetics of zinc oxide reaction were then found to be independent of the zinc oxide concentration, but increased with increasing basicity, and temperature. The presence of high concentrations of FeO in the slag also improves the kinetics. At low zinc oxide coneentrations iron oxide reduction occurred in parallel with zinc oxide reduction. We propose that (under the conditions of this work) the kinetics were controlled by a chemical step, namely the rate of desorption of an adsorbed CO2 species. This is the same mechanism as reported by Belton and co-workers for the kinetics of the reduction of FeO. This explains why the reduction of metal oxides in slags by hydrogen is often faster than by CO.

This paper, describing the concentrator practice of the Chief Consolidated Co., is one of a series being prepared by the United States Bureau of Mines. The concentrator adjoins the town of Eureka, Utah, in the Tintic mining district. The Chief Consolidated, Eureka Lilly, Plutus, and Grand Central mines, all of which are owned or controlled by the Chief Consolidated Mining Co., are the principal sources of milling ore. The ore is transported from mines to mill by railroad. Although all the mines are within 3 miles of the mill, the railroad distance varies from 1 mile to 12 miles.

The Bureau of Mines determined minimum energies for direct initiation of expanding gaseous detonation waves in acetylene-oxygen mixtures. Composition limit ranges for the initiation of detonation with fixed energies have been compared to data in the literature. Assuming that the stored electrical energy is completely converted to thermal energy, the agreement between the energy of primary explosive initiators and the energy of electrical discharge initiators was good. Minimum energies for initiation of detonation in the most sensitive composition (40 percent C20 plus 60 percent 0 2) were: 0.64 joule at an initial pressure of 1/4 atmosphere, 5.0X10-2 joule at 1/2 atmos¬phere, and 3.7X10-3 joule at I atmosphere. Fuel concentrations in mixtures initiated to detonation by 4.9X102 joules ranged from 10 to 65 percent C2H2 at 1/4 atmosphere, 10 to 67 percent C2H2 at 1/2 atmosphere, and 9 to 68 percent C2H2 at 1 atmosphere.

In 1971 the government of British Columbia issued a permit for the Island Copper Mine to commence disposal of 33,000 tons per day of mine tailings into Rupert Inlet, a marine fjord on the northwest coast of Vancouver Island. There was considerable controversy surrounding the development, public hearings were held, and as a requirement of the permit the company was obliged to carry out a comprehensive environmental monitoring program. The results of this program provide a thorough assessment of the environmental impact of submarine tailings disposal over the 24-year life of the mine. Following closure in December, 1995, the monitoring program continued for three years to determine the extent of marine ecosystem recovery and re-colonization. It is apparent from the findings of the monitoring program that the mine tailings were dispersed more widely than was originally predicted. It is also clear that widespread heavy metal contamination has not materialized. In retrospect it appears that submarine tailings disposal has resulted in far less severe environmental impacts than if the alternative of land disposal had been adopted. This review highlights significant aspects of public policy decision-making, design of environmental monitoring programs, and questions of interpretation of monitoring program data.

"The evaluation of health hazards within the treatment of mineral and waste materials is gaining more and more importance in industrial countries. The need to control occupational health and safety has been recognised, and regulations which describe general protective measurements for personnel provide a tool to protect their health. It is the aim of the paper to give an outlook for practical approaches to risk assessment and to present measures for exposure reduction in accordance with the state of the art in Germany.Both the treatment of minerals and of waste materials are described in relation to the risk assessment. The method of evaluating health hazards in the two industries is similar and therefore both examples are presented next to each other.The example presented in the paper is the German “Biostoffverordnung” (the regulation for biological materials) which is important for the waste treatment industry. All kinds of waste treatment facilities (like composting facilities, waste dumps, sorting facilities for packaging materials) are obliged to carry out an assessment of health hazards for a variety of working areas and working places. The possible safety requirements deriving from this regulation are presented and discussed under the aspect of biological hazards."

[The purpose of this paper is to present type: of charts adapted to aid in the graphic solution of fan-performance problems of selection and operation, and to urge the adoption of similar charts by the National Association of Fan Manufactures as standard forms for presenting fan-performance data. "The major Archean gold deposits in the Red Lake greenstone belt, which have produced over 374 million grams of gold since 1930, occur near the top of the lower komatiitic to tholeiitic mafic to ultramafic metavolcanic sequence. The upper calc-alkalic mafic to felsic rocks form three discrete and separate ediftces overlymg this lower sequence.The gold deposits are classified according to their stratigraphic or lithologic associations into:1) mafic-volcanic-hosted deposits;2) felsic-intrusive-hosted deposits; and3) stratabound deposits.Group 1 and to a lesser extent Group 2 deposits occur within zones of alteration several square kilometres in extent. The nature of this pervasive alteration can be characterized by comparison of petrochemical data from the altered rocks and their fresher equivalents some distance away. The altered rocks have substantial addition of SiO2> CO2, K2O, As and Sb and subtraction of Na20, CaO, MgO and total Fe. Cr, Ni, Co and Zr appear to have been relatively immobile. Hydrothermal alteration and gold deposition probably accompanied early fumarolic activity and continued during subsequent deformation the metavolcanic sequence, with gold eventually being mobtltzed and concentrated into major vein structures to form the present orebodies. The smaller Group 2 deposits formed by emplacement of felsic intrusions into already altered, anomalously gold-bearing mafic metavolcanics, with the heat from the intrusions setting up parasitic hydrothermal systems which mobilized the gold and deposited it along with minor sulphides in fractures in the cooling intrusions."

Security engineering is similar to other forms of engineering – the design is guided by the loads, materials, and desired function. For facility design, the load is the threat. Facilities that are designed with considerations for explosive hazards are designed with a shot, or series of shots, of a given size and distance from key locations. These facilities range from office buildings and industrial sites in developed nations to military and police stations in contingency areas. The challenge is the design shots are not often communicated to facility owners and managers. If the hazards change, whether it’s due to an increased capacity to cause damage by a threat or a decrease in capacity by a structure, not knowing the design shot means not knowing if security design needs to change. Blast modeling is an engineering tool that can be used to reverse engineer what a facility is suitable for, as well as be a tool for modifying security design for new conditions. This paper will examine military and civilian examples, including a case study of a military facility that did not know their as-built conditions and had to be rapidly closed; due to the determination their security engineering shortcomings could not be mitigated.

"The town of Monson in Piscutaquis County, Maine is the, center of an important site industry. Monson slate has a nation-wide reputation, particularly for electrical switch boards, and the deposits have been worked for the manufacture of such products for many years. Open-pit quarrying is the method most commonly employed in obtaining slate. Underground methods have been used in the Peaon Bottom district near Delta, Pennsylvania, but the quarries that were thus operated are now abandoned. Underground methods have been used more extensively in foreign countries, the most famous example being the slate mines at Angers in France, where an over-head stoping method has been employed successfully for many it is only under special conditions that underground methods can be successfully used. If the deposit is wide and relatively thin, or if the material is too unsound to constitute a safe roof, open-pit methods must be used, for slate is too low-priced a commodity to justify the heavy expense of any timbering methods. It is only where the deposit is relatively narrow, of great depth, and sufficiently sound to afford a strong roof that ordinary mining may be employed.The best slate beds in two of the three quarries operated at Monson are no worked by underground methods. The chief bed worked by the Portland Monson Slate Co. is 10 feet thick, stands vertical and strikes N. 63º F. The slaty cleavage is vertical and crosses the strike of the beds at an angle of 5 to 10°. The grain or second direction of splitting is vertical and perpendicular to the cleavage. In addition to the 10-foot bed, to 2-foot beds and one 5-foot bed are available but are not now utilized. In the Monson Maine Slate Co. quarry (the old Pond quarry),a greater number of beds available, but at present quarrying is confined to a single bed about 9 feet thick which dips 30º S.E. and strikes N. 47ºF. The slaty cleavage is vertical and strides N. 45º F., while the grain strikes N. 45-50º W. and is also vertical."

The profitability of miscible flooding in a hypothetical target oilfield is examined. The major costs, including Windfall Prof it Tax, are identified and their re1ative importance are discussed. The sensitivity of profit to important physical and economic variables is evaluated and discussed, including variance in oil recovery, oil price, injectant requirements, injectant cost, and capital requirements. Economic sensitivities to important development and operating decisions such as timing, Spacing, Slug size, and gas recycling are also analyzed. The Windfall Profit Tax (WPT) as it applies to gas miscible EOR projects is reviewed. The effect of WPT on each of the various project cases is analyzed and the effect of reduced WPT on remaining production from existing operations is evaluated. Tax implications are compared for integrated vs. "independent" controlled projects and the alternative of expensing vs. capitalizing tertiary injectants is also evaluated. The impact of the Net Income Limitation in reducing WPT. during early and late project life is determined and discussed.

Mineral liberation modeling can be traced back to the early work 0fA.M. Gaudin up through more recent population balance modeling by R.p. King, J.A. Herbst and G.T. Adel. A more micro-scopic look was taken at the University of Utah in the form of the J.E. Sepulveda and J.D. Miller Pargen model which permits the creation of an arbitrary shape, multiphase particle made up of discrete grains. Recent work on image analysis and tomographic analysis by J.D. Miller and C.L. Lin have laid the experimental ground work for model validation, but until now it hasn't been possible to include the necessary physics of the particle stressing process to allow the development of a 'ffirstprinciples"mode1 which does not presuppose a "mode” of liberation (e.g., random or by detachment). Recent developments in discrete grain breakage (DGB) modeling now make a generalized physics based model feasible. This paper describes current work that is being done to develop a physics based discrete grain liberation (DGL) model. Two-dimensional and three dimensional simulation results exploring the effects of particle size, phase properties and loading type are presented. Relationships between energy based liberation efficiency, degree of random liberation and material properties are identified.

EDWIN W. KEMMERER, professor of international finance at Princeton, in a speech before a banking conference at Urbana, Ill., on Nov. 26, stated that the increase in the store of gold held by the United States is not so alarming as it appears on the surface. Excerpts from his address, as reported by The New York Times, follow: "It is significant . . . that the value of gold as expressed in its purchasing power in the United States during the last half-dozen years has been higher than at any other equivalent period since our records began 140 years ago. Our so-called 59-cent dollar today buys about 25 per cent more goods at wholesale than did our old dollar in the prosperous year 1926, and an ounce of gold will now buy considerably more than twice what it did then. This present high value of gold is one reason for its recent large production.
