Management of mine and tailings reclamation activities by surface mining oil sands operations in Alberta, Canada is experiencing increased national and international attention. Of particular concern is the ability of existing mines to execute and fund reclamation activities. Concern stems from a lack of demonstrated tailings reclamation technologies, perceptions of a poor track-record of reclamation activity by industry, and a lack of transparency with respect to the potential cost of reclamation activities relative to the monies secured in Alberta?s Environmental Protection Security Fund (EPSF). Limited information is publicly available regarding reclamation costs and technologies. Available data typically comes from disparate sources. This paper examines the expected costs of oil sands reclamation activities through a study of corporate Asset Retirement Obligation (ARO) liabilities, the Province of Alberta?sEPSF, and published data relating to reclamation costs.Issues relating to current liability funding are introduced.

Background The CSIR Division of Mining Technology assumed responsibility for the operations of the Hoist Rope and Mechanical Test Laboratories at Cottesloe in April 1999. The laboratories were previously the responsibility of the CSIR’s Division of Manufacturing and Materials Technology, before which they fell under the National Mechanical Engineering Research Institute (also of CSIR). As the focus of this conference is on safety in mines research institutes, it was thought appropriate that this paper should review some of the activities at Cottesloe and its role in supporting mine safety strategies.

In June 1996, the United Nations International Seabed Authority opened shop in Kingston, Jamaica as an autonomous international organization charged with the administration of seabed mineral developments in all areas beyond national jurisdictions. The Authority is a consequence of the 16 November, 1994 entry into force of the 1982 United Nations Convention on the Law of the Sea (UNCLOS) and the 1994 Agreement relating to the Implementation of Part XI of UNCLOS. The total seabed area included within the Authority?s purview has yet to be assessed accurately, but clearly constitutes the largest single jurisdiction on the planet. The Authority is governed by legislative bodies called the Assembly and the Council and an administration called the Secretariat. The Assembly includes representatives of the 132 member states which are currently parties both to UNCLOS and to the 1994 Agreement. These member states directly fund the operations of the Secretariat. They include most of the world?s developed nations, island nations, and others among the 188 independent countries which are members of the United Nations. Notably absent are the United States and Canada, which are the only developed coastal states not represented. The Council is a 36-member subset of the Assembly representatives selected through a somewhat involved process designed to achieve a balanced representation of the specific interests of the members. Ultimate responsibility for the Authority?s actions resides in the Assembly, but most initiatives originate in the Council. Also included in the Authority are two subsidiary advisory bodies, the Finance Committee, which reviews the Secretariat?s budget, and the Legal and Technical Commission, which evaluates claims and drafts technical regulations. The Secretariat itself includes a staff of about 30, including 15 highly qualified and competent attorneys, accountants, engineers, and scientists. Gold was first found in Nova Scotia about 1830-40, but its significance at that time was not appreciated. Probably the first discovery that resulted in any work was made by Lieut. C. !'Estrange, at Mooseland, on the Tangier river, in 1858.1 Since that time gold has been mined with varying success until now, and from 1868 onwards work has never altogether ceased. Gold mining in Nova Scotia is at the moment under a cloud, and the idea generally accepted by most people is that it has failed in the past, and that there is no prospect for it in the future. The actual reasons for the present situation have never been carefully analysed, and it seems a good thing to see what really is the state of the case and whether or not this general idea is worthy of credence. It is the purpose of the present paper to analyse the situation in the light of present knowledge, and to set forth some data which may assist in the future development of the Province.

Since the early 1970s, Korea has constructed many large-scale tunnels and underground storage caverns in response to the rapid industrial development. The rock mechanics engineers have accumulated valuable experiences in the area of underground space technologies. But they still face technical challenges in environmental and safety aspects. To discuss those challenges in Korea, a brief engineering description of underground space projects including oil and gas storage, food storage, pumped storage power plant, transportation tunnels, waterway tunnels, and radioactive waste disposal is presented. Mechanical and hydrological stability analyses of the storage caverns in Korea are also introduced. Les ingénieurs de mécanique minière ont donc accumulé des expériences précieuses dans le domaine de la technologie de l’espace souterrain. Cependant, ils font toujours face à de nombreux défis techniques en ce qui concerne les aspects de l’environnement et de la sécurité. Pour présenter ces défis en Corée, l’étude présente décrit les projets d’espace souterrain, y compris le stockage de pétrole et de gaz, de nourriture, centrales de stockage pompé, tunnels de transport, tunnels navigables, et évacuation des déchets radioactifs. Des analyses de stabilité mécanique et hydrologique des cavernes de stockage en Corée sont aussi présentées. The first documented procedures for designing frozen earth structures are over 50 years old, implemented long before the introduction of the Finite Element Method (FEM). Since that time, the development of three-dimensional models has made the traditional and often over-conservative methods relatively obsolete. This paper discusses a new approach that is largely dependent on the analysis of internal stresses with the frozen structure and comparison to frozen soil laboratory tests. A specific design process is discussed related to initial field investigation, laboratory testing, structural and thermal analysis, and performance monitoring. The design results are compared to case histories in the field that verify the procedure. BACKGROUND One of the first documented methods to designing frozen earth retaining structures was by Sangar (1968). Methodical refinements were published by (Harris 1995) and published by the International Symposium on Ground Freezing in 2002 (Andersland et al. 1991). The structural design or thickness of the frozen mass was based on the unconfined compressive strength of the frozen soils. Two simple equations for determining the thickness of a frozen shaft are shown in Fig. 1 and the first two equations below.

"It can be argued that one of the most important property of any material is cost, since this property detennines the applications for which a material can be considered. Despite growing demand and production for commodity metals such as copper, nickel, zinc, lead, and tin, the cost of these metals has been steadily decreasing in real terms. The only way that metal miners and producers can remain financially viable in the long term is by continuing to lower their cost curve through the implementation of new metals production technologies. This paper reviews technological developments in the production of copper, nickel, zinc, lead, and tin that have or threaten to redefine the cost curves for these metals.DisclaimerThe opinions expressed in this paper the author's, and are not necessarily those held by the author's employer, Cominco Ltd.IntroductionThis meeting will discuss many novel technologies and processes for producing metals and materials with specific properties that will enhance the applications ranges for the material or will allow entirely new applications to be developed. However, in every real-world case, the cost of the new material or process is an important property that determines which applications the material or process can be used in. Other properties that are important depend on the applications.A recent press report (1) discussing the potential replacement of aluminum radiators with copper radiators in pickup trucks and sport utility vehicles provides an interesting example to reinforce the importance of cost in materials selection. In this case, the displacement of aluminum by copper is being considered because of the more favorable heat dissipation characteristics of copper. Heat dissipation has become more important due to the development of hotter-burning V-8 and V-6 engines. For this application, engineers also consider cost, weight, size, durability, and manufacturing process. The report stated that the development by the International Copper Association (ICA) of the ""CuproBraze"" manufacturing process for heat transfer products was an important development. This technology produces 845 radiators that weigh less, are more uniform in quality, and are potentially more compact. They are also expected to cost less in high production quantities than copper units produced in the past, last three to four times longer than soldered copper radiators, and the process also eliminates the use of lead solder from the manufacturing process."

A new Safety Library Publication (SLP), SLP-27, which is titled “Security in Manufacturing, Transportation, Storage and Use of Commercial Explosives” was recently released by the Institute of Makers of Explosives (IME). SLP-27 makes recommendations for both general security and enhanced security at explosives sites when security risk levels, declared by the Department of Homeland Security (DHS) using its Advisory System, have temporarily increased.

THE percentage of manganese used in commercial aluminum alloys is small, and yet this element is an important addition to some very valuable alloys. When used alone with commercial aluminum containing iron and silicon as impurities, the usual percentage in wrought materials is from 1 to 1.5 per cent., whereas castings may contain as much as 2 per cent. An aluminum-manganese alloy containing nominally 1.25 per cent. manganese is much used in sheet form for the manufacture of cooking utensils and other articles requiring a little greater strength and hardness than could be obtained with commercially pure aluminum. It is also used for various purposes in the form of rods, tubes and pipes. The aluminum-manganese alloys, both wrought 'and cast, offer excellent resistance to many kinds of corrosion attack. The U. S. Naval Gun Factory uses an aluminum alloy containing from 1 to 2 per cent. each of copper and manganese, for both castings and forgings. Manganese is also used, up to about 1 per cent., as a minor alloying .element in several of the strong aluminum alloys of the duralumin type. It is felt that the role of this element when thus used has not been fully understood, but it is believed that the results obtained in this investigation will throw additional light on the subject. The earlier work on the system aluminum-manganese was general in nature, and no detailed investigations of the relations existent in the useful aluminum-rich alloys have been reported. Guilletl1in 1902 surveyed the system, and Hendrichs2 in 1908 published an equilibrium diagram which, although based on .few data, is often used in the literature. Fragmentary work has also been done by other investigators."

These tests showed that the amount of evolved gases and their relative prorortions varied with the temperature. This publication is a compilation of tested methods for the analyses of titanium tetrachloride, titanium sponge, and various intermediate materials and products. They are presented in concise form without the detail usually found in publication of new methods because many of them are modifications of well known procedures. The Electrometallurgical Experiment Station, Boulder City, Nev., has been developing titanium production methods since 1945. Most of this development was on a modified Kroll Process but also included work on sodium reduction and electrolytic methods. During these years a large variety of samples were analyzed. Most of the analytical problems were solved using published methods or modifications of the same. At the start, there were no published procedures for analyzing titanium sponge using spectrochemical methods. A great deal of study was given to testing several of the well known techniques, and some of them, such as direct sparking of the metal, proved to be completely unsatisfactory. Solution-spark techniques were finally tried, and satisfactory procedures were developed for some of the more common impurities. These spectrochemical methods were then put into routine use for several months before their publication.2/ Some new modifications have been made, and techniques have been developed to determine other impurities found in titanium sponge and tetrachloride. All spectrochemical methods used in 1954 are included in this publication.

Professor R.P. King holds a Ph.D. degree in chemical engineering, which he obtained at the University of Manchester in 1963. After that he lectured in the Departments of Chemical Engineering at the Universities of the Witwatersrand and Natal. From 1968 to 1973, he was Leader of the Chemical Engineering Research Group of the National Institute for Metallurgy at the latter University. Mr C.E. Fivaz, Pr. Eng., is Chief Consulting Metallurgist of Rand Mines (Mining & Services) Limited, and is responsible for the metallurgical activities of the Gold and Uranium Division and the Coal and Base Minerals Division of the Group.

"New metal working processes, such as the mashy-state mixing, mashy-state forging, mashy-state rolling and mashy-state extrusion are developed and applied to manufacture the so-called particle reinforced metals, fiber reinforced metals, particle reinforced cladding metals and so forth. These metal-ceramics composites are made of metal sheets, metal powders, ceramics particles and ceramics fibers. The mashy-state processes are also used to work those composites into bars, wires, tubes, plates, sheets, machine parts and other products. The working conditions necessary to manufacture sound composite products are clarified and the mechanical properties of the products are investigated. Through the investigation, it becomes clear that the mashy-state processes are useful and effective to manufacture metal-ceramics composites. It is al so known that these processes may be applied in various ways to development of new metal matrix compounds. IntroductionThe so-called metal-ceramics composites and processes to manufacture them are now being widely investigated in order to comply with increasing demands for new materials with novel and excellent mechanical properties and functions. The metal-ceramics composites are expected to have superior characteristics with respect to the elastic modulus, hardness, anti-wear resistance, high temperature strength and other mechanical properties to those of conventional metallic materials.The present authors ha v e been investigating into new metal working processes which are based upon the characteristics of metals and their alloys in the mashy-state. In the mashy-state, the metal (or alloy) includes both of the solid and liquid components. According to the fact that the partial melting takes place and the liquid component usually exists at grain boundaries, the metal in the mashy-state has quite different mechanical properties from those of the metal in the solid-state. Because of that the bonding force among grains is very weak due to the partial melting occurred at grain boundaries, the mashy metal has distinctively low flow-stress and high deformability. The mashy metal splits into grains or particles and sticks to others very easily. It is so soft as to be stirred up just like a lump of sherbet, but it is sufficiently viscous to be mixed up with other materials, such as ceramics particles and ceramics short-cut fibers."

"A simple method is presented whereby the additional quantity and static pressure necessary to compensate for ventilation duct leakage may be estimated using the circular reference functions of modern spreadsheets. Favourable comparisons have been made to the National Coal Board (United Kingdom) design charts and to a case study analysis. IntroductionIn mining, most ducted systems are applied to the development of access tunnels, and most of these systems leak to some extent. When the ventilation duct fails to deliver the required quantity of air to the work place, there is a significant contribution to the development costs, either directly or indirectly.Directly — More air and more pressure are required to compensate for the leakage, more capital development (ventilation shafts, parallel drives) are required because ventilation systems cannot push the fresh air far enough, and longer re-entry times to ensure toxic blast fumes to be diluted.Indirectly — There is a reduction in productivity because of the inclement atmospheric conditions, and/or closure of development ends because of unacceptable atmospheric conditions at the working place. This has been exacerbated over the last few decades because of the increased use of diesel equipment of ever increasing power, and the more stringent Occupational Health and Safety requirements demanding more air flow per kilowatt of diesel power.The leakage from a duct must, therefore, be reliably estimated in order to assess the effectiveness and construction of the system; assess the effectiveness of the maintenance or repair of the duct; appreciate the cost of the leakage, and therefore apply effective maintenance and installation procedures; and engineer safer, healthier and more cost-effective ventilation systems."

An AIME transaction by P.L. Allsman (1960), "Analysis of Explosive Action in Breaking Rock," contains many useful concepts applicable to blast design. Of special interest was the derivation of a heave blasting burden formula, which is important in establishing the maximum burden. Unfortunately, its derivation contains a fundamental error and then a compensating one. This formula was: [ ] The derivation used the impulse-momentum principle, with a 0.3 m thick (1 ft thick) radius of rock mass being acted on by an explosive impulse. However, the rock weight was not converted to mass by dividing by the gravitational constant. This mistake can be verified by checking the units in the formula, which resolve into m%-sec instead of meters. Adding the gravitational constant corrects this: [ ] If the minimum velocity is now taken as 0.3 m/sec (1 ft per sec), as was recommended, excessively large burdens result. Any appropriate rock velocity should be capable of throwing the rock mass a minimum distance so that the swell needed for breakage can occur. Unless the burden is extremely small and the bench height is very high, it is unlikely that a velocity of only 0.3 m/sec (1 ft per sec) will be sufficient. A review of the literature indicates that average rock velocities observed by camera studies typically range from 15 to 30 m/sec (50 to 100 ft per sec) (duPont deNemours and Co., 1977; Tansey, 1979). On this basis, a minimum rock velocity of about 15 m/sec (49 ft per sec) would be expected and not 0.3 m/sec (1 ft per sec). When a velocity of 15 m/sec (49 ft per sec) is inserted into the corrected formula, the results approximate those of the original formula with a velocity of 0.3 m/sec (1 ft per sec). One of the chief functions of the Bureau of Mines is to investigate and publicize methods of increasing safety and efficiency in mining operations. In an industrial civilization, energy resources constitute the foundation of a sound economic structure (14).4/ Coal is only one source of energy, but it provides more than half the energy consumed in the United States.

This paper reports on a research project supported by NSF, which aims at developing a multi-scale methodology for systematic microstructure prediction in thermo-mechanical processing of metals. This methodology is based on combining mesoscopic microstructure models with macroscopic process formulations and involves the following three main steps: (I) based on the given global processing conditions, the gross deformation patternof the entire workpiece is modeled using a continuum-based algorithm, (2) the resulting parameters are then extracted from the continuum-based simulation, post-processed and passed on to the mesoscopic numerical module, and (3) the microstructural changes are finally modeled at the mesoscopic scale. This approach is expected to overcome the disadvantages of current microstructure prediction practice employing empirical relationships between microstructural features and processing parameters. It is clearly proofed in all the research that the role of the human factor, and therefore human behaviour, is pivotal to companies striving to accomplish goals such as competitiveness, customer delight, high quality, growing productivity as well as a safety-committed work force. The challenge of leadership is to change the worker’s poor perception of safety to an excited, empowered, valued employee who is continuously committed to the achievement of high levels of health, safety and conformance – the challenge therefore is to transform from within. Any work force needs a set of behavioural rules which work for it – including safety rules and critical safety behaviours, which are accepted through involvement leadership, encouragement and support.

The Bureau of Mines receives frequent requests for information on the treatment of mercury ores, but as its own and almost all other publications on mercury are out of print, the Bureau has prepared this circular on the metal for the prospector and operator of small mines and plants. Mercury, commonly though improperly termed ?quicksilver?, is the only common metal that is liquid at ordinary temperatures. Mercury is used in the amalgamation of gold and silver, in power boilers, explosives, friction-less bearings, laboratory apparatus, lamps, medicine, paint, rectifiers, and for ?silvering.? The last mentioned is being superseded by silvering with silver. The use of mercury boilers may increase when they are thoroughly understood, but amalgamation is -being replaced to some extent by the use of corduroy and other collecting mediums, such as jigs and flotation cells.
