During sonic logging quality control testing of the drilled shaft foundations for the replacement bridges crossing the Broad and Chechessee Rivers for SC 170 in Beaufort County, South Carolina, irregular signals were observed on a consistent basis near the shaft top elevations. These irregular sonic signals were attributed to access tube ?debonding?, which is the separation of the access tubing from the surrounding concrete. A total of 160 drilled shafts were installed for this project, of which 41 were evaluated using sonic logging testing. Both PVC and steel access tubes were used during the project to allow for sonic logging testing. This paper details the investigation of access tube debonding with time, discusses the solutions used to minimize access tube ?debonding?, and presents the results of the sonic logging testing for the entire project. The solution selected, installation of PVC along the pile length and steel access tubing within 40 feet from the top of shaft, allowed for reliable sonic logging to effectively evaluate the upper portions of the drilled shafts.

India is one of the fortunate countries that has substantial reserves of many raw materials for producing steel; however, for historical and economic reasons these resources have not been aggressively developed until recently. Production of steel on an industrial scale started in 1912, but annual output was below 1 million tons3 in 1938 and about 1,500,000 tons in 1951. Expansion of the steel industry became one of the objectives of India's economic planning after independence in 1947. The Planning Com¬mission's 1951 report emphasized the importance of steel production, but financial obstacles, emphasis on river valley projects, and priority for increased food production in the First 5-Year Plan (1951-56) did not permit large-scale expansion of steel capacity. The 1956 planned target for crude steel, only 1,650,000 tons, was actually exceeded by production of 1,737,900 tons. In the Second 5-Year Plan (1956-61), however, construction of steel plants received a high priority. Currently three new steel plants, each with an annual capacity of approximately 1 million tons of steel, are nearing completion in Rourkela, Dorgapur, and Bhilai. Simultaneously, the two privately owned steel plants and the small State-owned plant in Mysore have been enlarged and modernized. As a result, India's crude steel capacity will be about 6 million tons in 1961, almost evenly divided between Government-owned and privately owned plants. Actual production in 1960 totaled 3,254,000 tons compared with 2,434,000 tons in 1959. Assuming that the population will be 430 million and that capacity production will be achieved, the 1961 per capita steel output will be only 31 pounds compared with 200 pounds for Japan in 1959. Some Indian experts feel that development of steel-consuming industries merits greater emphasis in the Third 5-Year Plan (1961-66) than expanding existing steel-producing facilities. Nonetheless, the Third 5-Year Plan calls for a 10 million ton annual capacity by 1966 to be achieved by expanding the Government-owned plants in Bhilai, Durgapur, and Mysore, and by establishing a new integrated Government plant in Bokaro, in the State of Bihar.

An effective technique to minimize miners? respirable dust and diesel exposure on mobile mining equipment is to place mine operators in enclosed cabs with designed filtration and pressurization systems. Many factors affect the performance of these enclosed cab systems, and one of the most significant factors is the effectiveness of the filtration system. High-efficiency particulate air (HEPA)-type filters are typically used because they are highly efficient at capturing all types and sizes of particles, including those in the submicron range such as diesel particulate matter (DPM). However, in laboratory tests, minimum efficiency reporting value (MERV) 16 filters have proven to be highly efficient for capturing DPM and respirable dust. Also, MERV 16 filters can be less restrictive to cab airflow and less expensive than HEPA filters. To verify their effectiveness in the field, MERV 16 filters were used in the enclosed cab filtration system on a face drill and roof bolting mining machine and tested at an underground limestone mine. Test results showed that DPM and respirable dust concentrations were reduced by more than 90% when the cabs were properly sealed. However, when the cab door was opened periodically throughout the shift, the reduction efficiency of the MERV 16 filters was reduced to 80% on average.

This was later amplified, by mutual agreement, to include, at the expense of detail, visits to the larger camps where rockbursts had not occurred, to get a general picture of conditions and to discuss the subject with operators in their respective areas. The emphasis is on the measurement procedure and the interpretation of the measurement rather than on the instrument itself.] The failure to properly sample for methane is a major contributing factor to methane explosion risk. Sampling errors are most likely to occur at mines or tunnels where the presence of methane is not suspected or during nonroutine tasks at mines or tunnels known to have gas. More specific information on methane sampling at continuous miner sections is in Chapter 3. Chapters 4 and 5 discuss sampling at longwall sections, and Chapter 14 discusses sampling at tunnels. METHANE DETECTORS FOR MINING Many models of gas detectors are available to measure methane concentrations, as well as most of the other contaminant gases found in mines and tunnels. An example is the iTX Multi-Gas Monitor, a portable gas detector available from Industrial Scientific Corp., Oakdale, PA. This handheld instrument measures several gases simultaneously. The cost (2004) ranges from $1,300 to $2,200, depending on the number of gases measured. Similar instruments are available from other manufacturers. Most methane detectors used in mining use a catalytic heat of combustion sensor to detect methane and other combustible gases. These have been proven through many years of reliable operation. The number of railroad coal cars (open top hoppers), dominated rail car orders and deliveries in 1975 according to announcements made February 11, by the Association of American Railroads and the American Railway Car Institute. Acting to keep ahead of increased coal production, the railroads installed 21,748 new coal cars in 1975, the most since 1957. The 1975 installation resulted in a net increase of 6,560 coal cars and an overall gain of 4.5 percent in the total capacity of the hopper car fleet. With most of the new coal cars going into unit train service --where car utilization is greatest --the railroads actual coal-carrying capacity was increased far more than 4.5 percent. The AAR estimated that unit train operations now move 50 percent of all rail-hauled coal compared to only 42 percent 2 years ago. COBALT - The Societe Miniere de Tenke Fungurume (SMTF) copper-cobalt project in Zaire reportedly was suspended in January for an indefenite length of time. According to officials, the deferment resulted from a number of adverse factors, one of which was exceptional increases in capital costs. The project was scheduled for completion in early 1978, with an eventual production of 14.3 million pounds of cobalt per year. Reserves of cobalt were reported to be 505 million pounds. SMTF is a consortium and includes American, British, French, Japanese, and Zairian interests.

The ignition problem: for a layer of firedamp bordering on a cloud of detonation products is evidently considerably more complicated than in the usual laboratory ignition experiments, in which a well-defined volume of gas is heated and the occurrence of ignition is observed after an induction period. An atmosphere of firedamp exposed to the detonation of a high explosive is subjected to heating by shock-wave compression and thermal conduction and to intermixing at the interface of the firedamp atmosphere and the cloud of deto¬nation products. Although a reliable physical-chemical analysis of the problem is not yet possible, one may nevertheless form a general view of the role of compression waves and the processes of heat transfer and diffusion at the interface. Near the mouth of a shot hole, or near a freely suspended cartridge, the firedamp atmosphere attains very high temperatures by adiabatic compression, and it is certain that such temperatures are sufficient to initiate chemical reaction. The pressure wave pattern is reproducible from one test charge to another if the initial experimental conditions are held constant; on the other hand, experiments on firedamp ignition do not yield a reproducible threshold condition for ignition, but only an ignition probability. Thus, the induction periods are sufficiently long that there is time for the compressed', heated gas layers to undergo random changes that may quench or promote ignition. Therefore, the analysis of the ignition problem hinges primarily on the discovery of the random events that modify the chemical reaction in the activated gas layers.

An open pit a mine can be thought of as a business unit, with capital, operating and maintenance costs that exceed those of many large business enterprises. Truck-and-shovel operations have an inherent ?looseness? to them, unlike manufacturing or processing operations where production components are tightly coupled (through conveyors, material flow in pipes, assembly lines, and so on). Effective monitoring and control of truck-and-shovel operations requires a combination of both information systems and performance management. Production monitoring systems can impact operations at three levels: minute-by-minute decisions during the shift, procedures, and policies. The technology of production monitoring ranges from real-time data collection to manual entry of time card data into a computer. Time card information is too coarse to effectively manage a multi-million dollar fleet of mobile equipment, so a higher level of production monitoring is required. People issues affect whether the implementation will be a success or a disappointment. Considerations that affect the people issues are discussed, including common obstacles, and key success factors. A balanced scorecard approach must be used, since uni-dimensional measures of performance like tons produced give no indication of whether the production was achieved at the expense of another factor.

Mine trailing cables operated above safe thermal limits can cause premature insulation failure, increasing electrocution and fire hazards. Previous U.S. Bureau of Mines Pittsburgh Research Center research showed that, under static test conditions, electrical current levels permitted under present regulations may not limit cable temperatures to less than the 90 °C rating of reeled trailing cable. Continuing research under the National Institute for Occupational Safety and Health (NIOSH) addresses thermal characteristics of reeled trailing cable under dynamic test conditions more representative of field conditions, where operators constantly reel in and pay out cable. This research is in support of efforts by industry associations and the Mine Safety and Health Administration to establish safety guidelines for cyclically rated reeled machines. This paper describes a unique approach to measuring temperatures within reeled cable under dynamic test conditions. Fiber-optic sensors embedded within the metallic conductors measure temperatures at 1-m intervals along the entire length of cable. Temperature measurements are reported to be accurate to within 1±° C. The test setup requires access to only one end of the trailing cable, allowing researchers to freely reel in and pay out cable while temperature measurements are made, simulating field conditions. Manufacture of a fiberoptic-embedded trailing cable is described, along with initial test results that indicate the fiber-optic approach is viable.

This article analyzes the social acceptability process of a mining project located in an existing city. It will explore how the principles of sustainable development have been integrated in the project of the Canadian Malartic open pit mine held by the Osisko Mining Corporation, and the corporate social responsibility (CSR) initiatives proposed to strengthen the social acceptability of the project. This mine is located on the ancient south quarter of Malartic and has required the displacement of hundred of houses and five institutions. The location and the inherent social impacts generated by the relocation of the citizens of the south quarter makes this case particularly interesting to understand social dynamics in an era of environmental consciousness. These major constraints of the mine generate high expectations within the urban population with regard to the social and economic benefits it will receive from the project. In a context where society demands higher CSR from the corporation, Osisko is closely followed regarding their actions toward the sustainable development principles to see if they respect the environment and the desires of the community. From the beginning, the company had to be a model of sustainable development in various aspects reflected by the manifold interest of the population. To understand the endeavor made by the company to fulfill the demand of CSR, we will analyze how the company understood sustainable development principles and what CSR initiatives Osisko company put forward. We will explore the involvement of the company in various social aspects like employment, employee satisfaction, and the level of commitment to non-discrimination policy in employment, notably with the native populations. We will also take a closer look at the relationship built by the company with the community and the level of commitment with the various stakeholders of the community. In this way, we will be able to seize the level of involvement of the company in the fulfillment of the principles of sustainable development toward a higher CSR, and to specify the trajectory adopted to build social acceptance.

"Advances in technology provide educators with valuable tools to enhance their teaching and efficiently deliver content to larger audiences. University educators are often encouraged to become more “research intensive” and to increase student enrollment. Faced with these pressures, there is a tendency to use technology to improve teaching efficiencies rather than to enhance existing teaching approaches. Practical learning in applied engineering courses would suffer greatly if hands-on experience is not emphasized. This paper discusses advantages and limitations of new technologies applied to learning, and methods to incorporate more hands-on experiential teaching techniques to applied mining engineering courses.RÉSUMÉ Les avancées technologiques fournissent aux éducateurs des outils intéressants pour rehausser leur enseignement et livrer efficacement de la matière à de grands auditoires. Les éducateurs universitaires sont souvent encouragés à devenir plus « axés sur la recherche » et d’augmenter l’inscription d’étudiants. Face à ces pressions, il y a une tendance à utiliser la technologie pour améliorer l’efficacité d’enseignement plutôt que de rehausser les approches existantes d’enseignement. The objective of this work was to provide process engineers with values of the physical properties of various slag systems involved in high-temperature processes. Software that calculates the thermo-physical properties of slags from chemical composition is available on the www.pyrometallurgy.co.za website. This paper outlines the principles underlying the various models available in the program. The software calculates the following properties of crystalline, glassy, and liquid slags (where appropriate) as a function of temperature: heat capacity, enthalpy, density, viscosity, thermal conductivity, electrical conductivity, and surface tension. We hope, in the future, to update the program to (i) add new models as they become available, (ii) remove any ?bugs? discovered in existing programs, and (iii) provide guidance on the limitations of individual programs.

Whereas the ultimate world supply of energy minerals-defined as fossil fuels and fissile materials - is controlled by geological factors, the actual supply at any particular time is controlled by economic feasibility, technological innovations and /or political decisions. This paper identifies and discusses the principal uncertainties surrounding the international availability of energy minerals from now until the end of the century. A brief comparison is also made between energy and non-energy minerals. Genuine shortage s of energy minerals are now of a very long-term nature, whereas artificial ones may occur at any time and have a serious effect on the world economy due to the dependence of most OECD countries on imports of energy mineral . This paper argues that events over the last decade, such as the demand for a New International Economic Order, the OPEC increase in crude oil prices and the growing international lobby on environmental issues especially relating to nuclear safety - will progressively lead to a major, long-lasting transformation of the energy scene world wide. This transformation will encompass demand, in terms of conservation and efficiency, the supply mix of the various energy minerals , the supply system and the structure of the different energy industries . It is already affecting the role of governments and reaching into the question of national sovereignty both of developed countries, such as the U.K., Norway and Australia, and the developing countries, thereby making energy minerals a key area of international relations.

A.B. Rushton The work and resulting publications of the Committee on Underground Coal Mine Safety and The President's Commission on Coal were appropriate at the time of publication. The statistics cited in the publications appeared to be valid, and the actions proposed by the committee had merit. Although the actions proposed to achieve further improvements in safety may have been worthy of repeating, to associate statistics (Table 1) that are seven to eight years old with company names is bad. Statistics are readily available from the Mine Safety and Health Administration (MSHA) and are usually within three months of being up to date. A review of the most recent Coal Controlling Co. Report will reveal significant changes in the rankings. The more recent statistics should have been cited, or at least compared with those used in the article. Westmoreland Coal Co. is listed as having a 21.1 disabling injury rate for the period (1/78-12/80). The disabling injury rate for the Company for the year ending 1985 was 7.4 for the underground mines and 6.25 for the total facilities. Through March 1986, the disabling rate for the underground mines was 2.86. The management and employees of Westmoreland Coal Co. are committed to safety. The improvements achieved over the past five years attest to that commitment. We are justifiably proud of the achievement and dislike being misrepresented as in the April 1986 article. Reply by E.M. Spokes I regret that the lapse of time since the original work gives a picture of safety practice that is no longer true today. That Westmoreland has reduced its disabling injury rate by 65% to 7.4 in 1985 is most commendable, and I congratulate you for this accomplishment. It is typical of the progress sought by the National Academy of Science and National Research Council when they funded the original study and published "Toward Safer Underground Coal Mines" in 1982. If a significant number of companies do as well as Westmoreland, the report will have served its purpose. Since the paper was primarily a condensation of the original report, it would not have been appropriate to seek access to later statistics. The purpose in seeking its publication at the time of presentation was to reach those who might have missed the original report. The fact that publication was delayed has not voided that purpose and may have reminded some who were aware of the original that its recommendations still apply to improvement of underground coal mine safety.

A major purpose of this contract was to evaluate a variety of dust suppressants to determine their effectiveness in mitigating dust from taconite tailings. During the course of the investigation tailings from pilot-plant tests of Minnesota copper-nickel ores became available and chemical binders were also tested for dust mitigation effectiveness on this mineralogically different material. Field-test plots were established on taconite tailings and wind tunnel laboratory tests conducted. The laboratory tests consisted of comparing treated and untreated samples at wind velocities of 40 mph using a weight-loss method and direct dust emission measurements. It was shown that the emission of fine dust from taconite tailings, in the range of 4.5 microns to 0.85 microns, could be reduced by 99 percent using certain chemical suppressants. It was also demonstrated that a straight water spray on coarse tailings (3/4" to + 10 mesh) reduced dust emission by 95 percent. Although eight different chemicals were tested, most of the tests were made using Coherex, ammonium lignin sulfonate and sodium silicate. These same dust suppressants were used, singly and in combination on almost 75 field-test plots. The Coherex appears to provide the best results in terms of economics and durability. Wind tunnel tests on treated and untreated Cu-Ni tailings demonstrated that applications of dust suppressants reduced fugitive fine dust by better than 99 percent.

"SummaryDiesel-exhaust particles from two sources were dispersed in aqueous mixtures of dipalmitoyl phosphatidyl choline, a major component of pulmonary surfactant, and were tested for genotoxicity. Diesel samples from the same sources were extracted with dichloromethane and transferred into dimethyl sulfoxide and subjected to the same assays. Both types of extractions yielded similar results in both the Salmonella mutagenicity assay and the sister-chromatid exchange assay using V79 cells. After separation of the samples into supernatant and sediment fractions, the activity of both diesel samples was shown to reside exclusively in the supernatant fraction for the solvent-extracted samples, and exclusively in the sedimented fraction for surfactant dispersed samples. These findings indicate that genotoxic activity associated with diesel particles inhaled into the lung may be made bioavailable by virtue of the solubilization / dispersion properties of pulmonary surfactant components.While diesel engine emissions are associated primarily with transportation, they are also very common in the workplace. Estimates for the U.S. are that as many as 1.35 million workers in as many as 80 000 workplaces are exposed to the combustion products of diesel engines (NIOSH, 1988). These occupations include, but are not limited to mining, agriculture, motor vehicle maintenance, fork lift truck driving, truck driving, and tunnel and bridge operation."
