As the Platinum mining industry expands in the Eastern Limb of the Bushveld Complex it is increasingly evident that a major constraint to development is a lack of appropriate infrastructure. Of critical concern are water resources and spatial development / infrastructure. This paper identifies the context for infrastructure development in the Eastern Limb and two solutions that have evolved in the areas of water supply and spatial development. INTRODUCTION In an economics context, infrastructure is considered to be the structural elements of an economy which allow for the production of goods and services, without themselves being part of the production process. Despite the lack of a specific definition, infrastructure has largely become understood as to comprise road and rail transport systems, public transport systems, airports, public educational facilities, water supply and water resources, wastewater management, solid waste treatment and disposal, electric power generation and transmission, telecommunications and hazardous waste management systems. Critically it is important to understand that infrastructure not only comprises these physical elements but also the operating procedures, management practices and developmental policies that facilitate the effective utilization and development of the infrastructure in response to societal demand.

Several startup or longtime underground stone mines have experienced unanticipated roof control difficulties due to the variable geologic character of the roof strata. Careful mapping of roof conditions, and identification of controlling geologic and mine geometric factors, lead to an understanding of the mechanisms causing roof problems. Factors such as unexpected rolls of the roof strata resulting in a gradual change from strong to weak roof; encountering open water-filled master joints; roof strata delamination due to internal water pressures; local karst features with mud, sand, and water hazards; and sudden loss of limestone roof due to paleo-channel erosion are some recent problems described. Strategies for overcoming these problems are discussed and detailed.

Abstract-Since 1982, the US Bureau of Mines has inves¬tigated improvements in protection for operators of thin seam shuttle cars. Due to working height restrictions in thin seam mines (<_1.22 m or 48 in.). Federal mine regulations require that canopy protection on shuttle cars he provided only in mines >_1.07 m (42 in.). However, court obtained variances are granted to mines <_1.22 m (48 in). This paper presents ongoing research to design and evaluate a uniquely positioned, ergonomic compartment for a shuttle car that provides the operator with full canopy protection in working heights of 1.02 m (40 in.).

ABSTRACT - The Bathurst-Newcastle district, a subcircular area approximately 50 km in diameter, contains 37 massive-sulfide Zn-Pb-Cu deposits that have defined tonnages, and has 58 additional significant occurrences. The largest deposit is Brunswick No . 12, with total reserves (including past production) of 148 million tonnes grading about 12.50% combined Pb-Zn. The deposits/ occurrences are spatially associated with a felsic volcanic pile that contains a significant sedimentary component. In the vicinity of the Brunswick deposits the pile is divisible into lower and upper sequences. The lower is characterized by megacrystic rhyolite (QFAS) and coarse- to fine-grained quartz ( ± feldspar) wackes and/or tuffites (QAS); the upper sequence is characterized by aphyric to sparsely porphyritic rhyolites (HWR), micro-breccias, and acid hyaloclastites with interbedded dark gray sedimentary rocks. A greenish gray to dark gray siltstone (GGS) separates the two sequences and hosts the sulfide deposits. Lithogeochemistry of !east altered samples shows that the QFAS and HWR have an igneous character, whereas the QAS and GGS have a sedimentary sig­ nature. The two types can be distinguished on the basis of total alkalies (Na2O + K2O) versus SiO2/Al2O3, and Ti02 versus Fe/(Fe+ Mg). Some trace elements, such as Sr and Y, also help differentiate the two types. The QFAS differs from HWR by having higher La/Yb ratios but lower Zr and Th. The Bathurst deposits do not show a close spatial association with rhyolites but rather are stratiform bodies (lacking clastic textures) within fine-grained sedimentary rocks. The scarcity of barite and other sulfates indicates that there was little mixing between the metal­ bearing fluids and cold seawater. High Fe/(Fe+ Mg) ratios in chlorites also indicate the fluids did not contain a significant seawater component. These features and the large size of many deposits suggest that the deposits formed from metal-rich pore waters that were released catastrophically from an acquifer in the footwall stratigraphy.

"Abstract After noting the importance of standardization for piles, the European system is described (execution, tests and design, etc.). Some important aspects of Eurocode 7 are outlined (like the role of pile load tests). Finally, the calculation methods in the recent French standard for the design of piles following Eurocode 7 are shortly addressed.Importance of standardization for piles Like for other fields of geotechnical engineering, pile engineering is a complex art. For piles, the challenges are particularly numerous and many things must be mastered properly: - the soil investigation must be serious and adequate (for instance, deep enough!);- the choice of the pile type and the assumed behaviour must be assessed in order to reach a safe and economic design of the overall foundation;- the execution itself (construction and/or installation) deserves special attention and must follow strict state-of-the art rules.The geotechnical engineer, in charge of the design of a pile foundation, must have in mind the parameters linked to the variety of soils, of soil conditions and of pile types. A wide range of strong environmental issues are also to be considered: minimum disturbance during the execution processes, long-duration friendliness of the “inclusions” into the ground (to avoid pollution of the soils and waters, for instance) and respect of the neighbouring structures.Pile engineering plays in a world which is constantly moving and progressing: constructions expand in new difficult areas, actions on piles are more and more important, new execution techniques of piles are developed, research into the complex behaviour of pile foundations has no end, etc. Our views on how piles and group of piles really work are constantly evolving!"

To keep Homestake&apos;s Bulldog Mountain silver and lead mining and milling operation in southwestern Colorado workable, natural ground water and decant water from the mine&apos;s sand backfilling operation must be continually pumped from the workings. Left untreated, this water exceeds maximum allowable levels for various contaminants that may be discharged to the environment. To comply with regulations, a National Pollutant Discharge Elimination System (NPDES) permit was obtained and a mine water treatment plant for heavy metals removal was constructed in 1977. Due to equipment capacity and operational problems, and the lack of on-site technical personnel and analytic equipment, the first water treatment plant could not consistently meet permit limits. In 1979, Homestake entered into a consent decree with EPA and the Colorado Department of Health, calling for the construction of a water treatment facility to meet NPDES permit limits. Initial construction began in the spring of 1980 and the plant now produces effluent acceptable for discharge.

In 1991, Placer Dome Venezuela established a 70% stake in Minera Las Cristinas, to mine the Las Cristinas gold deposits in Bolivar. This case study examines the multi-sectoral partnership arrangement that was developed to improve health services near the proposed Las Cristinas gold mine. The investment climate in Venezuela is uncertain and the socio-economic circumstances are potentially hostile. Despite that, the partnership between the mining company, local communities, government agencies and an international health nongovernmental organization (NGO) collectively leveraged nearly $2.5 million to build and operate a community health center.

In 1995 I was asked to participate in a litigation matter between a corporation and its insurance carriers concerning insurance coverage for remedial costs at a large, environmentally contaminated closed-down former industrial facility. One of the buildings on this site became known to the lawyers representing the company as “the infamous Building 8”. This building housed millions of documents retrieved from various locations at the facility while it was being shut down. It became apparent that the facility management had no document destruction policy, and thus Building 8 contained internal memoranda, notes, copies of correspondence, permits, operating records, inventory records, and the like from fifty years of operation. Needless to say, some of these documents, all of which were subject to discovery by the insurance companies in the litigation, contained material that was less than helpful to the company’s case. Of course, there were also a few helpful documents, but the overall usefulness of these records was outweighed by the negative impact they had on the conduct of the litigation. A second example involves e-mail. Several years ago, acting on an anonymous complaint that we later discovered was made by a disgruntled former employee who had been fired, a small army of federal environmental investigators descended on a client’s operating facility and, armed with a search warrant, literally commandeered the facility’s EH&S department. The investigators impounded the computers of the EH&S personnel and extracted all of the data from the hard drives of those PCs, as well as all EH&S related files from the hard drives of several servers used by the facility. These computers contained many years’ worth of stored e-mails, draft letters and memoranda, and other documents that provided grist for a four and one-half year criminal grand jury investigation of the facility and its EH&S staff. Both of these companies would have benefited from following a rigorous, enforceable, corporate records policy. Here is a third problem. My client had, during the 1960s, made a brief, and unprofitable foray into the nuclear fuel processing business. It ultimately sold the subsidiary, and was forced to give the purchasing company a broad indemnity against future liability. As might be expected, years later the facility was found to have considerable soil and ground water contamination both by chlorinated solvents and low-level radioactive material. Several years into the remediation program, my client discovered a tractor-trailer load of files, apparently removed from the subject facility, sitting in a parked trailer in a company-owned lot 300 miles away from the facility, where they had been for nearly thirty years. These documents were not helpful to the client, but had to be reviewed, at considerable cost, by paralegals. Moreover, several of the boxes turned out to have been mildly radioactive, setting off a chain of health and safety issues that consumed tens of thousands of dollars of legal expenses before they were resolved. Today, formal, enforceable corporate records management programs have become an extremely important element of overall corporate management. What was for most of the last century little more than a low level warehousing function is now a critical, actively managed, operating function that affects every level of corporate management. The rapid assimilation into corporate culture of electronic document management and the prevalence of e-email as the primary means of internal communication have created records management complexities the likes of which were not even conceived of fifteen years ago. Record preservation and destruction are no longer matters that can be handled on an ad-hoc decision making basis. Because of regulatory requirements affecting various classes of documents and the litigation consequences of ad hoc retention and destruction of corporate business records, and the need to have the ability to quickly retrieve documents in either a litigation or business negotiation context, a set of records management norms have evolved over time that have become the core elements of virtually every corporate records program. Otago Schist in the Mount Patriarch, High Burn and Cameron Creek areas of northwest Otago grades from textural grade IIA in the east to textural grade III in the west. The entire region is of the actinolite-pumpellyite metamorphic facies. Lithologies in the area are interbedded turbidite sequences comprising pelite and psammite together with pebble conglomerate, greenschist and metachert horizons. The mineral assemblage of the schist is typically quartz-albite-epidote-actinolite-pumpellyite-chlorite-stilpnomelane-calcite. A good foliation is well defined in the area and is predominantly parallel to bedding, except in hinges of mesoscopic isoclinal folds. The structure of the area appears to be defined by a large southwest plunging isoclinal fold defined by bedding with a steeply dipping axial planar foliation. Kink folding and dextral strike-slip faulting in the area postdates the ductile phase of deformation. Pods of rhodonite, rhodochrosite, spessartine garnet, coombsite, caryopilite, Mnstilpnomelane and Ni-Cu-Zn sulphides were found in concordant metachert layers in the Mount Patriarch area. Metachert was also found in float in the Cameron Creek area. Malachite occurrences relating to copper mineralisation were also noted in a green metachert horizon on the eastern flank of Mount Patriarch. The coombsite, in only the third observation worldwide, is the most Fe-rich variety reported.

"A major thrust in industrial automation over the past few years has been the exploration and incorporation of higher level (supervisory and optimizing) control strategies aimed at more fully exploiting the existing control system infrastructure. There is little doubt that this is worthwhile pursuit, however, one must not lose sight of the maintenance and development requirements of the basic control system. Statistics on loop performance indicate that this too is an area of considerable potential. In this paper the authors look at some of the less elegant, but arguably equally important issues in mineral processing plant control. The focus is on controller structures, loop tuning, sampling, filtering, and some of the other principal components of the regulatory control foundations. In many cases significant improvements in control performance can be achieved by getting back to the basics.IntroductionEvery modem concentrator has a state-of-the-art computer control system in place. Several of these are contemplating installing, or have installed, advanced control systems, such as expert systems, but the foundation of their control system remains the PI controller. Although the authors are not aware of any survey or published information for the mineral processing industry, it is reasonable to assume that it would be similar to the pulp and paper industry. ""The average [pulp] mill has some 2000 control loops of which 97% use PI control. This means that PID, dead time compensation, adaptive controllers, specialized algorithms, ... , constitute only 3% of the installed base."" (Bialkowski [1992]).Bialkowski [1992] also stated that ""If you have been keeping score, only 20% of the loops surveyed actually decrease variability in automatic over manual mode of operation, in the short term."" He attributed the problems to: poor tuning (30% of all loops), control valve problems (30% of all loops) and process problems (20% of all loops). There appear to be a serious need to go back to basics and review the existing control system."

In the present study, the production of low carbon ferrochromium (LC-FeCr) from chromite concentrates containing 55.09% Cr2O3 and 13.06% Fe via metallothermic process was investigated. For this aim, in the experiments, the aluminothermic reduction method was applied in an open crucible. 10% CrO3 + 10% NaClO3, 15% CrO3 + 5% NaClO3 and 20% CrO3 by weight of concentrate were added to the charge, respectively and the charge was reduced with aluminium. The experiments were done with the additions of 90, 100, 110, 120 and 130% of stoichiometric requirement of aluminium. The highest Cr content in alloys was found as 71.7% at 120% of stoichiometric Al whereas the highest Cr recovery in alloys was found as 71.8% at 130% of stoichiometric Al when the both charge contained 15% CrO3 + 5% NaClO3 by weight of chromite concentrate.

"The Montcalm concentrator operation was successfully commissioned in fall of 2004 at the Xstrata Copper’s Kidd Creek Metallurgical Site, Timmins. The start-up met or exceeded the Type 1 profile as defined by McNulty. Since the life-of-mine was estimated at seven years, concentrator optimisation endeavours had to be fast-tracked. These joint endeavours between the Kidd Creek Metallurgical Site staff and Xstrata Process Support were focussed on increasing ore treatment capacity and metallurgical performance. This paper reviews these endeavours. A flotation circuit survey, together with appropriate Process Mineralogy measurements, identified recovery opportunities in both locked and overground pentlandite in final tailings. The bypassing of first rougher concentrate directly to final concentrate was also recommended, given the composition of that stream. A subsequent grinding circuit survey identified a low circulating load due to poor classification performance. Modelling of these data suggested a change to the cyclone nest and pumping arrangements in the grinding circuit. Implementation of these recommendations has led to a 25% gain in milling circuit capacity as well as improved flotation circuit performance. These improvements amount to nickel and copper recovery gains of 2.57 and 1.83% respectively.INTRODUCTIONHistoryThe Montcalm Ni/Cu Ore is processed in a spare division of the Xstrata Copper’s Kidd Creek concentrator, located near Timmins in Northern Ontario. The flowsheet had been specified by earlier work, and the project fast-tracked so as to commission production operations into a time of rising nickel and copper prices. The Montcalm flow sheet starts with on-site ore crushing to - 19 mm. The crushed ore is trucked to the concentrator. This off-site crushing minimizes contamination with the Kidd Creek Cu/Zn ore. In the concentrator, rod and ball mill grinding to a target p80 of 39 µm produces the Rougher Flotation Feed. Flotation to Bulk Concentrate follows as Cu/Ni roughing and two stages of cleaning. Bulk concentrate is subjected to Cu/Ni separation using conventional column cells. Xanthate is the collector and MIBC is used as frother. Depramin C, a CMC (Carboxy Methyl Cellulose) is added to depress ferromagnesian silicates in the flotation process."

A small-scale laboratory coke oven similar to those described by Swiniarski, Cryan, and Altieri and Fuchs, Sandhoff, Taylor, and Gauger was built by the Bureau of Mines in 1943. Tests made since that time have indicated that such a small oven is of questionable value in predicting the coking pressures to be expected in commercial coke ovens. This summary of the work done has been prepared at the suggestion of the Advisory Committee to the Bureau of Mines-American Gas Association Survey of Carbonizing Prop¬erties of American Coals.

The optical properties of Au nanoparticles have been known for some time, with both Au colloids and Au nanoparticles embedded in glasses having been extensively studied. In this study, Pt nanoparticles have been incorporated into Au colloids, and the linear and non-linear optical properties investigated. UV-VIS spectrophotometry, fluorescence spectroscopy and the z-scan method have been used to examine the effects of such additions.

Project approvals are the key mechanism to balance the environmental, social and economic aspects of a project. The assessment approaches vary significantly between states, with some having a strong emphasis on social, economic and environment, while others focus primarily on the environmental issues. There are a number of approaches which proponents and governments should consider which not only deliver better project outcomes, but can save proponents time and resources in delivering the project. &nbsp; These approaches are not new but are often poorly implemented. This paper considers a number of these approaches and outlines the benefits they bring.

It is crucial to reestablish a domestic rare earths minerals production industry to help secure the Nation&apos;s clean energy future, reduce the U.S. vulnerability to material shortages related to national defense, and to maintain our global technical and economic competitiveness. Given that the Chinese dominance of the rare earths market has adversely impacted supply stability and endangers the United States and its allies&apos; assured access to key materials, rare earths should qualify as materials either strategic or critical to national security. Further, the U.S. government should facilitate the reintroduction of a globally competitive rare earth industry in the U.S. Realization of this objective requires: ? Developing domestic processing capability so that the U.S. is not primarily dependent on China as a source of rare earth ore, and almost exclusively dependent of China for processing of the ores. ? Providing a mechanism where access to Federal lands for rare earth exploration and extraction is possible, and ? Training engineers to design and operate rare earth ore processing facilities
