With continuing pressure from stockholders not only to maintain but to increase mineral revenues, producers have increased plant capacity. Depressed mineral prices have accentuated the trend toward higher production rates to maintain consistent cash flow, and these same trends have promoted the development of large-scale processing equipment. In addition to the need to handle increased throughput, larger flotation equipment can result in decreased capital-equipment and operating costs. The development of larger column and conventional flotation equipment relies, in part, on suitable scale-up procedures. To properly scale-up large flotation cells and columns, certain constraints and design parameters must be taken into consideration, including velocities in the vessel, residence time, solids suspension, and lip loading. This paper will review the design constraints and scale-up criteria for WEMCO® flotation cells. Scale-up criteria are augmented with computational-fluid- dynamics analyses and high-speed imaging techniques, as well as multiple regresesion analysis of in-plant operational data.

Experimental apparatus for the determination of powder wettability is described. The principle of the technique is based on the measurement of the equilibrium capillary pressure in a packed bed of particles. Both the macroscopic solid-solution-vapour contact angle, e, and the specific surface area, A(m2g-1), of the powder, can be obtained. Experiments on angular quartz particles have been performed. A wide range of situations have been covered: hydrophobic and hydrophobic particles wetted with water, a variety of organic liquids and solutions of surfactants. The results show that reliable and reproducible values for 0 and A for angular and relatively coarse powders can be obtained with the proposed equipment for advancing liquid fronts in the absence of soluble surfactants. In the latter case and for receding liquid fronts in general, only qualitative trends have been obtained.

INTRODUCTION Iron is the world's most widely used metal and constitutes about 5% of the earth's crust. Iron ores are found widely distributed throughout the world. Because of its wide occurrence and relatively low value, an iron ore to be merchantable must contain a relatively high percentage of the metal to be considered as a source of iron. Few ores containing less than 25% iron would be considered as ore unless they existed in large amounts and could be concentrated very cheaply. The grade of the ore, the ease of concentration, and the transportation cost to market are fundamental considerations deter- mining its worth. Iron never occurs as a natural metal except in meteorites. Most iron ores occur as oxides, and to a lesser degree as carbonates. A small amount is recovered as a byproduct from iron sulfides. Iron ore must be reduced (oxygen removed) to metal for use. Iron is marketed in many forms and combinations, such as pig iron and a great variety of steels. Iron is practically never pure as marketed but contains varying amounts of carbon, phosphorus, sulfur, and alloying elements such as nickel, chromium, etc., all of which affect the physical proper- ties of the end product. Please note that in this section all analyses ore on a dry basis and all tonnage figures are on a long-ton basis of 2,240 lb unless otherwise noted.

"A direct route for the reduction of magnesium oxide to magnesium using thermal plasma processing, with methane as the reducing gas, has been systematically evaluated. A feasibility study of the reduction reaction has been performed on the MgO-CH4 system at different methane concentrations and temperatures. The effects of changes in the key process parameters, such as the oxide-to-methane ratio and plasma power, on the yield of magnesium have been systematically evaluated. A maximum yield of about 61 mol% Mg was obtained using power of 20.0 kW and a molar ratio of MgO:CH4=1:1. Phase, morphological, elemental and binding energy analyses were performed on the product powders to understand the reduction reaction. Surface oxidation was observed in smaller magnesium particles in all the experiments, while the in-situ sintering of magnesium rods was observed at a molar ratio of MgO:CH4=1:1.5. Magnesium carbide (Mg2C3) was observed in the product, and its mechanism of formation is proposed using phase equilibrium data and a predominance diagram.IntroductionMagnesium has an excellent combination of low density and high strength. These properties have increased worldwide demand for and use of magnesium. Two major processes are used in the commercial synthesis of magnesium metal. The first method is electrolytic reduction and the second is thermal reduction using Pidgeon process. These processes can be classified as traditional techniques, but there are numerous emerging technologies that aim at reducing the production cost of Mg, its environmental impact and energy consumption. Thermal plasma processing is one emerging technique that has great potential in all the abovementioned key areas of magnesium production.Traditional reduction techniques. INTRODUCTION Perspective The phrase "minerala resource appraisal" is widely and loosely used to refer to any quantitative description of a naturally occurring source of fuels, metals, or nonmetals. This leads to confusion when mineral resources are so conceived, for the term refers generically to information on stocks-mineral endowment, resources, reserves, and potential supply-that differ in ways that are important in economic analysis. Mineral resource and other stock measures- these are not flows, e.g., the supply of minerals-have precise technical meanings, which are presented in this paper. Quotation marks are used to separate the nontechnical use of mineral resource from the technical. The term appraisal also leads to some con- fusion because it too is loosely used. When an appraisal employs probability and statistical methods, the appropriate term is estimationb, not appraisal or assessment. This paper presents a conceptual framework or mineral resource information which renders technical, or well defined, relationships of mineral endowment to physical attributes of the earth's crust and earth processes, as distinct from economic values, and identifies estimation approaches that lead to different economic measures of stocks and flows. An important result of this approach is the distinction between the relevance of mineral resource information to economic and policy issues about potential sup- ply (stocks) and dynamic supply (flows across time). With regard to policy analysis, this paper recognizes that mineral resource information has a cost as well as an imputed value. Such a treatment implies that there is an optimum state of resource ignorance, or enlightenment, for a given policy issue and that the relevant economic issue is the selection of that information strategy and appraisal methodology that is indicated by the optimum state. Until the initiation of the OPEC oil embargo, the demand for information on mineral re- sources and potential supply was limited to occasional studies commissioned by Congress or the President of the United States. In these, mineral and energy resources remained loosely de- scribed. When quantitative estimates were supplied, they were not rigorously made, and the estimates and the methodology accordingly escaped close scrutiny. Usually, neither the geo- logical nor economic bases for estimation were carefully described or critically examined. The imposition by OPEC nations of the embargo on oil caused a sudden change in the public and scientific demands for specific 'resource" appraisals, especially of oil and of uranium. These

INTRODUCTION From the first historical records of the discovery of uranium as an element and the attempted classification of its minerals in the early 18th century-through its first uses in pigmentation and the coloring of glasses and ceramic glazes-until 1939 when it was discovered that the isotope U235, was fissionable, uranium oxide in the form of pitchblende ores and concentrates (produced mainly in Bohemia, Canada, and the former Belgian Congo) in recent times was the source of uranium compounds incidental as byproducts to the recovery of radium from this invariable associated source. In 1938 this byproduct production from pitchblende concentrates was about 471 st of U3O8, with over 90% from Canada and the Belgian Congo and only 25.85 st from carnotite ores in the United States.1 Under the impetus of the Atomic Energy Commission's (AEC now part of the Energy Research Development Administration) domestic and foreign production incentives and buying programs, and as an initial assurance of atomic armament capability of the United States and the Free World, the growth of the uranium mining and milling industry burgeoned from 1952 to 1962. After a short period of decline, in the second decade and in large commitments beyond, it has again extended its capacity to meet ever-increasing fuel demands of atomic power generation by the electric utilities industry. In 1961 the peak production in the United States alone was 17,758 st of U3O8. Peak aggregate domestic and foreign deliveries of 34,581 st of U3O8 to the AEC occurred in 1960.z Canada's maximum delivery of 13,506 st of U308 was made in 1959. These peak and continued productions in the Free World are largely from: the Mesozoic (Jurassic) and Tertiary (Eocene) sandstones in the United States; the quartz pebble conglomerates of Canada and the Witwatersrand; pegmatites, Jurassic limestones, and Precambrian complexes, with less but significant production; the phosphoria, where byproduct production is minor. This uranium production in the form of precipitated concentrates has come from the milling of ores from these sources, both directly and by retreatment of gold cyanidation tailings on the Witwatersrand. Milling of crude ore has followed these processes: conventional crushing and size preparation, ore drying when required, salt roasting for high vanadium ores and byproduct vanadium recovery, carbonate or acid-leaching processes, classification sand-dine separations or countercurrent decantation (CCD) circuits and complete liquid-solids separations, resin-in-pulp (RIP) or liquid-liquid (solvent) ion-ex- change extractions, clarification of pregnant liquors, precipitation, filtration and washing, sodium and vanadium removals, and drying or roasting and packaging of the high-grade, high-purity uranium concentrate commonly referred to as "yellowcake." Coupled with the hazards and control of dust generation incident to conventional crushing and milling operations, more stringent control of airborne respirable and ingestible radioactive particulates and the protection of personnel against definitive external radiation are inherent to uranium milling. Impoundment and control of tailings and other effluents of uranium milling are more restrictive than in conventional practice, be- cause long-term disposal and containment of the uranium series of radionuclides, whether in solution or in solid form, are requisite to uranium milling and are made manadatory under regulatory agencies of government. 2. GEOLOGY AND MINERALOGY OF URANIUM Early Uses and Byproduct Production of Uranium Uranium was discovered by Klaproth in 1789 but had little commercial importance until the discovery of uranium fission by Hahn and Strassman at the close of 1938. The well-known uranium ores of Joachimsthal, Czechoslovakia, the Congo, and the Colorado Plateau were early sources of radium. Minor quantities of uranium were used for small-scale technical and industrial applications, particularly in coloring glass and ceramics, but most of the uranium was discarded. The Colorado ores were also mined later, chiefly for vanadium. Impetus of Armament Capability and Fuel Demands for Atomic Power Following the discovery of atomic fission, uranium became critically important for military applications and, more recently, as a nuclear fuel. Prior to 1966 uranium was acquired in the United States almost solely for use in the weapons program of the AEC. By 1970 the AEC had procured approximately 325,000 st of U3O8 from domestic and foreign sources. Current and future marketability is primarily dependent upon commercial demand for reactor fuel. The Pb-Zn-Ag deposits within the Lower and Middle Paleozoic strata of central Colorado (Leadville, Gilman, Aspen, and others) occur principally in Late Mississippian karst-solution features within dolomites and, to a lesser extent, limestones. Several un- conformities within the Devonian and Mississippian carbonate rocks and the subregional dolomitization of the Leadville (Mississippian) Formation that occurred during the Late Mississippian resulted from recurrent uplift of elements of the Ancestral Sawatch, Gore, and Front Range areas within central Colorado. Uplift of these areas also strongly influenced the details of the extensive karst topography that developed during the Late Mississippian. In particular, uplift of the Sawatch Range area caused paleovalleys from 300-600 ft deep to form on the karst landscape. The pattern of karst-solution caverns, sinkholes, cutters, channelways, and breccia-rubble zones was strongly controlled by incision of surface drainages and the strong northeast-trending Mississippian joint system. These subterranean karst-solution features and breccia-rubble soil [ ] zones are the primary controls of the location of the Pb-Zn-Ag ore deposits in these rocks. In the Leadville and Aspen districts, the deeply incised paleovalleys occur immediately adjacent to the principal areas of mineralization. Pennsylvanian deposition of a thick terrigenous and evaporite sequence occurred within central Colorado in response to actively subsiding extensional basins and adjacent high-relief uplift areas. Hot brines developed within the Pennsylvanian strata, migrated laterally to, and moved upward vertically along, basin- margin faults during continued Pennsylvanian subsidence and deposition. These metal-rich brines migrated into karst-solution features within the Lower and Middle Paleozoic dolomites and limestones, principally within the Leadville Formation, in basin- edge uplifted locales where the Pb-Zn-Ag minerals were precipitated. Field relationships, mineral assemblages and paragenesis, fluid-inclusion data, and isotope studies suggest that the metals and brines were derived within the Pennsylvanian sedimentary sequence and that the ore minerals were deposited under different temperatures and at different depths from deposit to deposit. Chemical reaction with the carbonate cave sediment and wallrock, cooling of fluid temperatures, and mixing with meteoric ground waters were the probable combined causes of mineral deposition in the karst-solution features. Late Cretaceous-Tertiary intrusive activity has subsequently modified some of the primary Pb-Zn-Ag deposits in local areas.

Results of investigations over approximately the last 10 years by the Bureau of Mines and others on technology for recovering cell-grade alumina from domestic nonbauxitic resources such as clay, anorthosite, alunite, dawsonitic oil shale, coal ash, and coal shale are reviewed. It is concluded that, although many innovative techniques have evolved from this effort and have been shown to be technically feasible, energy and economic considerations will prevent any of the processes from competing with the Bayer process under normal conditions. Based on the Bureau's experience, some variation of clay-HCI leaching, HC1 gas sparging crystallization has the greatest potential as an alternative to the Bayer-bauxite process.

Results of geophysical and geochemical prospecting are presented. Because the deposits do not give positive identification to these indirect techniques, it is necessary to site exploratory drilling through the development of geological concepts.

The term kaolin is used here, in a commercial sense, for near- white clay deposits which are dominantly comprised of the mineral kaolinite, or for products refined from such deposits. The term "china clay" has been used in the past as a synonym for kaolin, a reference to its first being mined some 3000 years ago at a hill near Jauchau Fu, Jiangxi Province, China as a porcelain raw material. The name kaolin was derived from the Chinese Kauling, which means high ridge. For most modem industrial applications kaolin must be extensively refined and processed from the crude state to enhance whiteness, purity, and other important commercial characteristics. After such processing, kaolin ranks as one of the most valuable of industrial clays, and it is used to some extent in most manufactured consumer products. In 1991, the United States alone produced kaolin valued at $1,072,366,000. It is applied very widely as a pigment, filler, coater, extender, ceramic raw material, catalyst base, electrical insulator, and pharmaceutical. Some more prominent uses include paper filling and coating; paint, plastic, adhesive, and ink pigment; rubber reinforcing agent; ceramic raw material for porcelain, dinnerware, tile, and enamels; catalyst base for petroleum cracking and auto exhaust emission catalytic control devices; cosmetics base; and digestive coating remedy. Those properties of kaolin clay which make it suited to these applications are related to its physical, optical, mineralogical, and chemical nature.

There are bound to be changes with age, so I should not have been surprised or disappointed when what I had considered as high ad- ventures were much fewer and more widely scattered in the last 20 years of my long and active business life. But such adventures came until I was past 80 years of age and no one could expect more than this. Frequent visits to mines in this country and Canada and directorships in Bralorne and its subsidiaries, Homestake Mining Co., Bradley Mining Co., and the Bunker Hill Co.; and Copper Range Co. and its great new White Pine mine in Michigan, lasted far beyond the usual retirement age. The least happy part of my last two decades of active life was the death or sickness of many of my old friends. Hubert d'Autremont, whose friendship no one could replace, died suddenly in 1946. Henry Carlisle and Temple Bridgeman, for many years office associates, had heart attacks that cut down their activities far too soon. Many other less intimate friends died or became ill, but I knew that with advancing years such losses were inevitable. These memoirs would be endless if they covered all of the unusual work and associations I found in the last 20 years. So I must confine the rest of my recollections to expeditions that would have thrilled any engineer at any time. Today's coal mines are turning more and more to belt haulage as the key system to transport coal out of the mine. The advantages of using belt for both intermediate and main haulage are numerous. Belts are reliable high capacity haulage mediums that can be utilized at low operating costs. They are adaptable to rolls in the coal seam and can handle relatively steep grades. They are not noisy, operate with a minimum amount of labor, and are easily extended and retracted. Belts require the least power of any haulage medium, are easily controlled by push- buttons and interlocks, and present low fire and safety hazards. Belt haulage can also be the largest source of operational problems for mine management when not installed correctly. This chapter and Chap. 6 concentrate on proper installation of both the static and dynamic components of efficient belt haulage. This chapter looks at the static system component, composed of the belt drive, its installation and operation, as well as belt takeup and transfer point construction. These components do not change readily over the life of the installation, hence the term static system. Chap. 6 discusses the dynamic system of belt line construction, which includes belt splicing, breaking down and reanchoring the tailpiece, and extending the belt line, plus operational and maintenance items for belt operation. This chapter is divided into three major topics. The first is a general discussion covering the points necessary for designing an efficient haulage system; the second looks at installing belt drives, head rollers, and takeups, and the third discussion centers on installing efficient and effective transfer points along the haulage system. Each will address the design and construction issues facing the engineer or construction supervisor in charge of installing the system. Before looking at the static system, it may be useful to review some of the basic design factors and considerations of all belt haulage systems. The material usually carried on an underground belt is a mixture of raw coal and rock, commonly known as run-of-mine (ROM) coal. This mixture has certain material characteristics that guide the mining engineer to the final and proper belt selection. The characteristics looked at most frequently are: 1) Angle of Repose is the angle at which the material will freely make a pile. Most ROM coal averages a 35"-39" angle of repose. 2) Angle of Surcharge is the angle a pile will assume on a moving conveyor. This ranges from 5" to 15" less than the angle of repose in most materials. For ROM coals, 25" is the average angle of surcharge. 3) Flowability, which determines the maxi- mum cross-sectional area needed to carry any given material on a belt. It is measured by the angles of repose and surcharge of a material and also serves as an index of the safe incline angle for the belt line. These characteristics, plus practical engineering research and development work are defined by an organization called the Conveyor Equipment Manufacturers Association (CEMA) for most bulk materials. CEMA also provides a code for each classified material depending on the characteristics above and the subjective considerations of the average size to be encountered, the abrasiveness of the material, and any miscellaneous characteristics (oil resistive, corrosive, etc.) which may be important. Microbial leaching is being investigated as a method for recovering the metal values from a domestic low-grade manganese wad ore. Early work showed that heterotrophic microorganisms present in the ore solubilized manganese when cultured in a glucose-mineral salts medium. More recent shake-flask tests using molasses as the sole nutrient source extracted 97 pct of the manganese from minus 300- µm ore in 4 weeks. Column bioleaching with the molasses medium solubilized 99 pct of the manganese from minus 6.3-mm ore in 50 weeks. The results of flask, column, and lab-scale heap bioleaching studies are presented.

The Sacramento Regional County Sanitation District has implemented a billion-dollar interceptor system master plan, including the 31 km (19 mile) long Lower Northwest Interceptor (LNWI). For the two LNWI Sacramento River crossings, pipe-jack/micro tunnel drives in excess of 300 meters (1,000 ft) from 30 meter (100 ft) deep shafts in mixed soil conditions below the water table were considered, as were600 meter (2,000 ft) tunnel drives utilizing pressurized-face tunnel boring machines. Operation and maintenance concerns, predicted flood scour, and levee concerns are discussed. A risk assessment process was used to select both profile and construction method. Construction will begin in mid 2004.

6.1-SOIL MECHANICS WALTER C. SHERMAN, JR. 6.1.1-DEFINITION Soil mechanics is concerned with the behavior of soils in relation to the design, construction and performance of engineering works. In this context, soils include all uncemented materials, such as, gravels, sands, silts and clays, either naturally or artificially deposited, and, under certain conditions, weakly cemented, badly broken or weathered rocks. Many types of mine wastes have physical properties similar to those of soils and thus are amenable to analysis by the principles of soil mechanics. The principles of soil mechanics are used to solve such problems as the stability of various types of structures with respect to failure of the supporting soils, determination of soil pressures and deformations in the design of foundations and retaining structures, analyses of seepage and under seepage, and stability with respect to sliding of excavated and natural slopes and embankments. 6.1.2--SOIL PROPERTIES Soils are classified on the basis of index properties, such as, particle-size distribution and plasticity characteristics. The Unified Soil Classification System1 used to classify soils for engineering purposes is shown in Table 6-1. Other physical properties important from an engineering standpoint include natural water content, density, permeability, shear strength and compressibility. Physical properties are evaluated on the basis of carefully conducted laboratory tests. Procedures for laboratory testing are presented by Lambe. 2 Soils, either of natural or artificial deposition, are complex three-phase materials consisting of solids, water and gas (usually air or water vapor). One of the most important principles in soil mechanics is based on the concept of effective stress in the soil-water system. A stress, a, applied to a saturated soil is taken partly by the soil particles (effective stress, a'), and partly by the water in the voids (neutral stress or pore water pressure, u,) so that a' = a - u,. Only the effective stress affects the mobilization of frictional resistance between soil particles. In partially saturated soils, the pore-water pressure is negative due to capillary effects. The effective stress relation remains valid for small negative pore pressures, but anomolies arise if the soil is significantly unsaturated. In this case, the pore pressure is commonly assumed as equal to the pore air pressure, u,, so that [ u' = u - u..] 6.1.3--SOIL EXPLORATIONS Soil explorations are carried out by borings or test pits. Hvorslev3 has reviewed procedures and boring requirements, such as, type, depth and spacing employed. In general, soil strata are logged and representative exploratory samples are recovered for classification purposes and for determining the subsurface soil profile, which is constructed utilizing also knowledge of the geology of a site. Mineral models provide a systematic and comprehensive approach for analyzing and fore- casting the behavior of mineral markets and industries.' They also permit the analysis of a wide range of policy decisions. Obviously such models cannot capture all of the intricate relationships that shape the behavior of a mineral market. However, such models have become extremely useful and in many cases support the decision making approach of judgmental analysts. They tend to narrow the range of likely outcomes and thus reduce the risks and uncertainties of investing, trading, and speculating in minerals. Mineral models provide not only answers to "what-if" questions, they also inform analysts of the benefits and costs associated with mineral investment decisions. More recently they have been applied to specific mineral issues of the possible impact of buffer stock stabilization schemes and of import supply restrictions. Mineral Models Defined Because mineral models are so diverse, we must begin with a fairly broad definition. A mineral model is a formal representation of a mineral market, industry or system where the behavioral relationships included reflect the underlying economic and engineering factors as well as the political and social institutions. Of ten, but not always, a mineral model will consist of some combination of the following components: demand, supply, inventories and prices. Modeling of demand behavior normally begins with an interpretation of basic demand responses to prices and income (i.e., the associated price and income elasticities). Price elasticities vary among different minerals and among their diverse uses. They tend to be lower for minerals without close substitutes than for those where such substitutes exist. In addition, these elasticities vary with time as well as with the actual excess demand or excess supply. Variations like these, coupled with the relative instability of prices for a number of minerals, make explanations of demand behavior difficult. The degree to which demand responds to changes in income depends on the income elasticity of the end products to which the minerals serve as inputs. Those products with a relatively low income elasticity tend to experience proportionally smaller swings in sales than those with higher elasticities. The transmission of demand cycles to minerals producers comes through a series of stage-of-process effects. Demand measurement also is influenced considerably by mineral substitution patterns. Roof bolting has been widely used in hard rock underground mines for its many advantages. In this paper, the applicability of roof bolts to mine openings in frozen ground and effects of bolts on the stability of the openings are presented. A comprehensive finite element program ABAQUS, was used to analyze the temperature distribution, the stress field, and the displacement field around a mine opening. Openings supported by roof bolts and unsupported were analyzed. The thermal and mechanical processes were treated as a quasi-coupled problem, with the thermal analyses being conducted first, followed by the mechanical analyses in each case. For the opening under consideration with a roof area of 15 m2, five to seven roof bolts are appropriate. When the number of bolts are less than five, the displacement within the ground can be improved only locally.

The Bureau of Mines has investigated the fundamental aspects of shear-flocculation using a rapid, in-situ particle size analyzer. Silica was stirred in the presence of an aliphatic amine to determine the effects of collector coverage, stirring speed, and solids concentration on the kinetics of shear-flocculation. The results showed that shear-flocculation is a two-stage process. In the first stage, mean particle size increased rapidly in the first 1-2 min of reaction; in the second stage, an equilibrium was set up between the rate of floc growth and floc decay. Collector dosage affected the position of the equilibrium by altering the number of surface sites for particle-particle attachment. A minimum stirring speed was necessary for shear-flocculation to occur and was dependent on solids concentration and collector dosage. This speed was the minimum necessary for particles to overcome the electrostatic energy barrier which kept conditioned particles dispersed. Larger particles flocculated more rapidly. At very high stirring speeds, large flocs became unstable, resulting in a narrowed particle size distribution in the slurry.
