It's indeed a pleasure for me to speak to you today about the development and operation of large-scale surface coal mining projects in the western United States. It is an exciting story about American business working to solve a critical national problem -- the energy shortage -- through research, new technologies, financial innovation, and imaginative management. The North American Coal Corporation -- the second largest independent mining company and ninth largest United States coal producer -- is proud to be a part of this story. Our operations in North Dakota reflect the coal industry's Western activities. So, today, I would like to focus on our planned involvement in that state. I'll briefly survey why North American is developing large- scale surface mining in North Dakota, and I will outline the many problems associated with this coal development and how we are working to solve them. Finally, I will look at the financial and management techniques we are using to make it all work. In short, I'm going to present a case study of Western coal mining. Let's begin by looking at the reasons we are in North Dakota. The United States Bureau of Mines estimates that 44 per cent of the nation's total recoverable coal deposits underlie the three Northern Great Plains States of North Dakota, Montana, and Wyoming. We estimate that North Dakota alone has about 25 billion economically surface-mineable tons of coal with today's technology. North Dakota has the energy that could keep our factories running and our homes lighted In the years ahead.

Practical, effective solutions for the more serious common problems are described, along with some recommendations on design practice for specifying, selecting, and installing large screens.

The gradual depletion of high-grade sulphide mineral deposits has turned the attention of the mineral industry to the recovery of metals from the oxides and silicates. Anionic (fatty acid) and cationic collectors have in some cases made flotation of non-sulphides possible, although in general, flotation of oxide ores is not as yet an economic process. Consequently, many attempts have been made to sulphidize the surface of the relevant oxide mineral and thus make it amenable to flotation. (1) (2) (3) In recent years, Bautista and Sollenberger(4) have investigated the conversion of a number of oxides to sulphides by reacting them with molten sulpur. This paper presents the results of investigations carried out at the School of Mineral and Metallurgical Engineering at the University of Minnesota to study the flotation characteristics of some sulphidized minerals. It is divided into two parts; Part I describes the sulphidization of a number of oxides and a silicate, and Part II presents the flotation behavior of the products of sulphidization.

The degree of economic, progress of a nation is measured by its possession and use of energy, sources. The future of coal in the West hinges on its ability to participate and grow in the energy market. A source of energy is, in the long run, only as good as the ability of the industry to develop its reserves economically. The economic development of the tremendous coal reserves, literally hundreds of billions of tons of coal in the States of Colorado, Utah, Wyoming, Montana, New Mexico, and Arizona, poses a very real question in the light of the known mining technology of our day. Basically in America today, coal is mined from the earth either by the strip mine or underground mine method; in the West, the large long-term, contracts now in force with utilities are mostly from coal mines utilizing the strip mine method. However, the preponderance of the known coal reserves of the West are located deep underground and will have to be mined by the various; underground mining processes. The problems encountered in the West with regard to underground mining vary from state to state but, on the whole, do not present what might be considered a miner's bonanza. I do not mean to' infer that the underground coal of the West is unmineable, but I do want to emphasize that the tremendous reserve figures do not present a true picture in the light of present day technology.

Optimization of a process is achieved by selecting, 'from all the known options, the most beneficial method of obtaining a product. It is rare that the optimum process is arrived at by conventional methods, because of the great amount of time required for developing and comparing all the options. On the other hand, it is now possible, by means of an optimization program based on special mathematical formulas involving an algorithm and implemented by a computer, to plot the optimum process realizing considerable savings and in a reasonably short time. The flow sheet arrived at in accordance with the optimization program described in this paper investigates and develops all the possible options and, with the aid of the computer, makes it possible to select the most economical ore beneficiation process. The options in an ore beneficiation process are all the possible trajectories that can be traced through the particle sizes to which the ore is reducible in the extraction of its valuable minerals. Although an ore can have a wide range of composition and several valuable minerals that can be extracted, this paper is concerned with the special case in which only one mineral is extracted from the ore and in which the maximum allowable percentage of impurities in the end product is defined.

The major underlying threat to man's successful survival and happy existence on this planet is our own prolification. This poses an even greater threat to the future of civilization than continued wars and even "The Bomb" itself. Just the predictions of the world's population trend are awesome and demand our serious thought. This trend has been given the now well-known term, "The Population Explosion" - and this is literally what is taking place throughout most of the countries around the globe. Today, the world's resources support approximately 3.3 billion people. Based on the present world population growth rate of 2.1 percent, there will be another 65, million just one year from today. Such an increase in one year means that the world will add a greater population than that of Mexico and Canada combined. Projecting at this remarkable, but unchecked, growth rate, 6.7 billion people will be competing for survival by the end of this century.

The production of synthetic fuels from coal has been pioneered by South Africa. South Africa made a decision in 1975, due to the threat of an oil embargo, to proceed with the construction of Sasol Two, then followed by Sasol Three. South Africa has large coal but little indigenous petroleum reserves. The indirect coal liquefaction process used by Sasol since 1955 is the only commercially demonstrated method available for producing transport fuels from coal. The new plants consume 27 million tons per year of coal from a single mine that now produces transport fuels in sufficient quantities for energy independence.

The formation of surface films on pyrite has been studied through electrochemical techniques of cyclic voltametry and AC impedance measurements. The characteristics of the surface films depend upon the conditions of oxidation and the source of pyrite. At potentials near 0.0 V, some pyrites have large values of polarization resistance showing a certain degree of passivity. Some pyrites show more passivation than the others, however. On oxidation, metastable phases of Fe(OH2) and Fe(OH3) form which transform to more stable 3 phases on aging. The growth of surface films near the corrosion potential of pyrite follows a linear kinetics which is attributed to a chemical (or an electrochemical) reaction as the rate determining step. The surface film is considered to be a hydroxide or an oxide rather than sulfur because the later is expected to be limited to a monolayer in alkaline solutions. This study has also demonstrated that AC impedance measurements can be used to study the growth characteristics of films at mineral/ solution interfaces.

Direct force measurements were conducted using an atomic force microscope (AFM) to study the mechanism of copper-activation of sphalerite. The force measurements were conducted between a sphalerite plate and a hydrophobic glass sphere in xanthate solutions of various pHs. The glass sphere may represent the hydrophobic air bubbles interacting with minerals during flotation. The force measurements conducted with unactivated sphalerite in 10') M KEX solutions did not show the presence of hydrophobic force. On the other hand, the results obtained with copper-activated sphalerite at pH 9.2 and 4.6 showed strong hydrophobic forces. However, the results obtained at pH 6.8 showed no evidence of hydrophobic force, which provides an explanation for the difficulty in floating sphalerite at neutral pH.

This project involves the reconstruction of a 1,100 ft. long by 75 ft. wide segment of an existing 4 to 5 track subway under Northern Boulevard in the Borough of Queens in New York City. The project includes widening the existing subway to permit the construction of new inbound and outbound subway (T1 and T2) ramps adjacent to and under existing operating tracks. The plan of the project is shown in Fig. 1. Existing tall buildings along the job site and a contaminated groundwater plume under an adjacent rail yard required construction of slurry concrete walls along the east and west construction limits. Groundwater cutoff across the north and south construction limits of the subway was achieved by jet grout walls built across the subway invert slab between existing track and third rails. The work involved dewatering the construction site to a depth of about 50 ft. below street grade. This is a four year project and includes extensive work to maintain and protect subway and vehicular traffic of over half a million commuters a day through the work area. The project cost was $160,000,000.

There continues to be a certain magic attached to the word "Automation". When properly planned for, engineered, installed, and operated, the magic truly does take place - witness certain publicized mineral processing, metallurgical, and chemical plants. They operate successfully with few people, instead of previous dozens as in similar facilities not automated. Production quality has improved. Maintenance costs have been lowered. When such welcome results are achieved, it's proved to be a function of method and procedure in establishing criteria for choosing the intelligence and control systems followed by skilled choice of the specific elements used. The criteria, the bases for decision, are associated with design, construction, startup, operations, and maintenance. How to go about automating any process system to achieve the optimum profit depends on attention to all those aspects of a project. None of them can be forgotten if maximum satisfaction is to be gained. Control loops that look wonderful on an equipment. Piping, and Instrumentation diagram can suddenly turn into costly and. annoying problems in the field if there has been too little coordination of design. Panel boards that are literally works of art just before startup can become the largest of white elephants if an air header is inadequately sized and the pneumatic control circuits are sluggish. Conveyor belt replacement costs can skyrocket if a critical discharge chute far away from immediate operator attention lacks a simple yet effective clog-chute switch. Planning, execution, and followup of the work, the skills, and function of-the automating material can make any new project a success. An integrated owner contractor, producer-engineer approach is the key.

A computer program has been developed to simulate evacuation of a mine in various configurations. The simulation input variables include characteristics of the mine, expressed, in the form of a network of passages, properties of hoists and hoisting strategies, initial miner positions, ventilation and compressed air velocities, stench warning system and self rescuer capabilities. The simulation can be carried out for cases in which there is no fire, i. e. , fire drill simulation, or for cases in which there is a fire at any arbitrary location. The fire is assumed to generate gases which impede movement of miners in the gaseous region. However, the thermal effects of the fire are not considered. The simulation output include the evacuation time for each miner, movement of the hoists, propagation of smoke through the mine passages and smoke exposure of the miners. Several illustrative simulations have been carried out to verify validity of the program and to demonstrate its capabilities. The computer program has been able to predict evacuation time, within 5 percent, for an actual fire drill. It is believed that this program can be used to evaluate evacuation performance of a mine, identify problem areas and demonstrate improvements due to the recommended corrective actions.

Slope stability analysis plays an integral role in the design of various mining applications including waste dumps, heap leach piles, solution ponds, and tailings dams. Generally, limit equilibrium analysis using one of the several prevalent approaches is considered adequate. The density, saturation, and shear strength parameters of the materials forming the slope affect the failure mode and the calculated factor of safety (FS) against sliding. These parameters are generally based on laboratory tests. Field practices and construction procedures are often not completely simulated in the laboratory for various reasons (e.g. equipment limits, time and budget restraints, etc.). This paper presents a holistic assessment of slope stability analysis as practiced in mining applications, using example data from multiple heap leach projects. A sensitivity analysis is presented for variations in material properties, data interpretation, and computation methods. For each step in the design process, the possible variations in parameter values were identified and then used to perform traditional and probabilistic stability analyses. This simple, cradle-to-grave-type approach is used to evaluate the reliability of an example design, and the combined impact of multiple uncertainties on the factor of safety. Example Study The issue of addressing uncertainty in geotechnical design has been discussed in depth by numerous authors (Duncan 2000; Christian 2004; Whitman 1984; Christian et al. 1993). One may ignore the uncertainties involved in a design, take a conservative approach, rely on observational methods (Peck 1969), or attempt to quantify the uncertainty. Geotechnical projects in general, may include a combination of these methods. For important structures, such as heap leach pads, it is critical that sources of uncertainty in the stability analysis be acknowledged early on and considered in the overall design approach. As with any project, economics and other physical constraints, such as space limitation, often do not always allow for an overly-conservative, robust design. In an effort to quantify uncertainty and provide a sense of level of confidence in the safety and reliability of a design, probabilistic methods have been developed and implemented in many slope stability software packages. Reliability methods are often used in the design of open pit mine slopes, but not as commonly in designing heap leach pads and waste dumps. As an example, the stability analysis of a copper heap leach project is presented here to evaluate the effects of multiple sources of uncertainty and differing methods of data interpretation. Some of the parametric values, or the variation therein, are assumed on the basis of actual data from multiple heap leach projects, included in the paper as well. A generic representation of the example case study is shown in Figure 1. As depicted in the cross-section, the ultimate height of the design is 114 m (measured from the crest to the toe). The overall slope of the heap leach pad is 1.88 horizontal to 1 vertical (1.88H:1V), or 28°. The slope benches are considered in the overall slope. The example leach pad is founded on alluvial, colluvial and residual soils overlying weathered limestone. The ore to be placed on the pad is characterized as poorly graded gravel (GP) with average fines content (percent passing #200 sieve) of 4%. The liner subgrade is low permeability (fine) soil. The cover or the drainage material, placed directly above the geomembrane (between the liner and the ore), is crushed ore in this case. The phreatic surface was assumed to be 1 m above the base liner, which is what the collection system over the liner is typically designed for. [ ] In heap leach pads, typically, Linear Low Density Polyethylene (LLDPE) or High Density Polyethylene (HDPE) is used as the base liner. The decision is based on the elongation, strength and other requirements of the application as well as economic considerations. In this example study, the base liner was 80-mil single-side textured LLDPE. FIELD INVETIGATION AND SAMPLING When selecting appropriate values for the input parameters of the stability analysis, the level of uncertainty in the data and the assumptions that are made must be clearly identified and considered in the design. This concept has been emphasized through an extensive number of publications regarding geotechnical uncertainty and reliability (Christian et al. 1994; Duncan 2000; Christian 2004). The primary source of uncertainties involved in slope stability analysis for mining applications is inadequate geotechnical investigation, often lacking in a thorough assessment of in-situ material characterization and sampling disturbances. To emphasize this point, some background information is presented here. The tradeoff between the costs of a thorough site investigation versus the risks of design uncertainty has long been a challenging management decision in geotechnical projects. For mine sites, significant investment is typically made in exploration and estimating mineral resources and the geology of a mine site is often more thoroughly documented than other types of geotechnical projects. Nevertheless, the engineering properties of the soil and rocks relevant to slope stability receive less emphasis. Baecher and Christian (2003) observed that the areas of geotechnical concern, such as slopes and waste disposal facilities, are usually associated with mine costs rather than revenue, and therefore, significantly less money is devoted to their site characterization and laboratory testing. Even though the title of this paper is quite long, the ideas presented herein are very simple. In fact, it occurs to me to be somewhat humble about coming before such a distinguished group with such a simple presentation. However, the application of these ideas has proven useful in at least two copper flotation plants. The purpose in presenting this paper is to inspire some interest in the great stores of data chat the Mining Industry often accumulates without making any attempt at analysis. Unfortunately, many milling engineers rely rather heavily on percent recovery as a strict measure of a concentrator's relative performance. The fallacy of this reasoning is not difficult to see since, by definition, percent recovery is a function of feed assay, tails; and concentrate grade. If copper tailing is constant, and it very nearly is for a strictly sulfide copper ore, percent recovery must fluctuate almost directly to the feed assay. The point that I wish to make here is that it is very seldom justified to compare the percent recovery figure from one period of time to another without considering the difference in feed assay. The problem of comparing results is even further complicated when the ores are of mixed oxide and sulfide mineralogy.

Airborne and ground magnetic surveys were made over and in the vicinity of the Sanford Hill ore body at Tahawus, Essex County, New York. These geophysical surveys served to: l. delineate, lithologic and structural features associated with the ore bodies; 2. indicate a major extension of the Sanford Hill ore body; and 3. guide a drilling program to prove this extension. The titaniferous magnetite ore body at Sanford Hill is associated with gabbro occurring in anorthosite. The contrast in the magnetic susceptibilities of these rock types, reflected in the magnetic measurements, allows geologic-mapping showing rock types and inferred structural features. The anomalous magnetic high of the airborne magnetometer survey indicated a southern extension of the Sanford Hill ore body. Diamond drilling, guided by the airborne and specifically the ground magnetic results, substantiated this interpreted ore extension to be of major magnitude.

With today's high energy costs per million BTU's, far greater emphasis is placed on increasing thermodynamic efficiency in the use of energy. America has long since discarded its previous golden age of "low cost energy" in the past ten years. Energy costs are now a very significant percentage of operating expense in industrial operations. Public utilities have felt the same influences of increasing costs in energy for the generation of electricity. Not only has the input energy expense increased seriously, but as pointed out by Blackmore in a paper, fuel costs were 53.4% of the total operating costs for American Electric Power Company.

The City of Phoenix, Arizona designed a 7.2 km (4.5 mi) long water transmission main from the South Mountain Reservoir to the Ahwatukee Foothills Reservoir to address the growing demand for drinking water in the southeast valley. The pipeline design called for a bored tunnel in a very environmentally sensitive area. The Reach3B contract included an 2.44 m (8 ft) diameter TBM excavated tunnel, 1,847 m(6,060 ft) in length. The geotechnical investigation revealed that the tunnel would likely pass through zones of loose to moderately cemented soils (caliche). The primary tunnel support would consist of rock bolts, circular steel ribs, hard wood lagging, and mine straps. A TBM that could handle the ground conditions and allow for efficient ground support installation was required. This paper describes the construction of a small diameter rock tunnel in challenging ground conditions.

The Surface Mining and Reclamation Act of 1977, PL 95-87 (The Act) granted the Office of Surface Mining (OSM) the duty of collecting fees from the active coal mining activities to be used in abating the hazards associated with abandoned coal mines. Since the passage of the Act, OSM has been instrumental in closing a multiple of mine hazards and in full cooperation with the states involved. Complete mine closures range from simply filling a subsidence hole to exodic designs costing thousands of dollars, such as in the case of the Portal Park swimming pool in Colorado Springs, Colorado. The Portal Park olympic sized swimming pool was built over an abandoned coal mine by a group of local citizens and given to the city of Colorado Springs. This pool receives the largest number of users each year. During the past four years, OSM has abated six mine related hazards in and around the pool. During the summer of 1982, the pool started tipping causing the pool waters to run out the west end. This pool tipping and the associated cave-in problems caused great concern to the city and the local users. This citizens concern generated a request from the city for OSM to assist in checking out the pool problems. Early in 1983, OSM initiated a driling program to investigate the subsurface voids. This drilling effort revealed several large voids within a few feet of the pool deck, with all voids inundated with ground water. Therefore, the void filling method favored the hydraulic backfilling needed to be confined to the area under the pool. This confining problem lead to the development of the gravel bulkhead cutoff walls to confine the backfilling effort to the areas under the swimming pool.

The amount of fine material (minus 60 Tyler mesh) generated during calcination and/or handling of calcined abrasive grade bauxite from Alcoa's operations at Moengo, Suriname, has recently increased relative to past production experience. Bulk samples of raw abrasive grade bauxite from three deposits in the Moengo area have been studied in order to determine the factors controlling the generation of fine material samples from the Jones IC and Tapira deposits, which generate excessive amounts of fine material, have been compared with reference samples from the Begi Gado deposit, which does not generate excessive fine material. Additional type samples of abrasive grade and marginal abrasive grade bauxite from deposits in the Moengo area which represent different bauxite textures found in the Jones IC, Jones I, and Begi Gado deposits have also been studied. Field observations in the Moengo area have indicated that abrasive grade bauxites with a dull, earthy appearance generally do not generate excessive fines. On the other hand, excessive fines are generally associated with coarsely crystalline bauxite in which the gibbsite crystals appear to sparkle in sunlight.

Testing methods are described to help in decisions of selecting the most viable comminution circuits. The authors present a comparison evaluation based on numerous studies to help make initial choices for feasibility evaluations. An update summary of completed Bond grindability and Abrasion Index testwork at Allis-Chalmers Process Research Test Center for all materials is included. "What is the best circuit to comminute primary crusher product to make beneficiation feed?" This frequently asked question has the implication that there is one circuit which is universally the right circuit. The answer has been sought ever since it has been necessary to break rock to liberate entrapped mineral values. With every new contribution to the art and the science of comminution, the scope of the discussions broaden. It is not even possible to define what the abstract term best means.
