The majority of the regulations in Part 75 for underground coal mines have been in effect since March of 1970, almost nine years now. Although there have been some additions each year in specific areas where the need became apparent or the statute required some action, the bulk was promulgated on March 28, 1970 for the purpose of clarifying the statutory provisions of the Federal Coal Mine Health and Safety Act of 1969. Many of those regulations were derived from the Federal Mine Safety Code, or from experience gained by the Bureau of Mines in the enforcement of Public Law 552. Upon passage of the Federal Mine Safety and Health Act of 1977, these same regulations remained in effect and the statutory requirements of the Act placed a responsibility upon the Secretary of Labor to promulgate additional regulations in specific areas not previously covered. The Federal inspectorate has received formal training at the National Mine Health and Safety Academy in the proper application of the regulations, as well as routine retraining and special training courses subsequent to the promulgation of new regulations. With some exceptions, the vast majority of these regulations are nothing more than good mining practice. Basically, the regulatory problems are two-fold. There are a few specific regulations that, under certain circumstances, compliance is nearly, if not actually, impossible. There is non-uniform application of enforcement of regulations by the inspectorate based on opinions developed from personal experience of inspectors or lack of experience. The record is replete with examples of overzealous inspectors applying regulations that either do not exist or have been stretched far beyond the intent of the regulations.

The occurrence of acid mine Drainage (AMD) with coal mining has been well documented. (1) Less documentation is available of its association with other types of mining, e.g., copper, gold, zinc, and sulfur. Yet there are many locations in the western states where acid mine drainage is as great a pollution problem as in Appalachia and in some cases, because of the high copper, zinc, and arsenic concentrations, they present an even more difficult problem. Until a few years ago, it was generally believed that the neutralization of acid mine drainage was uneconomical thus, AMD was allowed to discharge freely into our streams. However, the demand for good water finally dictated that the mining industry be included under pollution laws. In 1964 the Commonwealth of Pennsylvania passed a law requiring that all active mine discharges meet a discharge standard of pH 6-9, iron less than 7 mg/1, and the water must have a net alkalinity. Several other states now require active mines to treat AMD. In all but a few cases, lime neutralization, often in conjunction with aeration, has been the treatment method used. The high cost of lime as compared to limestone and the poor quality sludge, (slow settling, large volumes, and low solids content) has stimulated work in the utilization of limestone. This paper reports on the current state-of-the-art of limestone treatment of AMD.

Many processes in the hydrometallurgical and chemical industries require the separation of dissolved material from suspended solids. Counter current decantation (CCD) with thickeners is one of the methods generally used. The process engineer needs a quick and accurate CCD calculation method. Several theoretical 1-12 CCD calculation methods are available in the literature . The simultaneous 1, 2 equation method for a complex circuit as used would take too long to solve the problems. Approximate equation method1 is not accurate and is for simple cases only. A shortcut method developed by Counselman3 contains no mathematical equation, and thus is not suitable for computer programming. Based on Counselman's method, Woody4 derived two simple equations in terms of percent soluble loss for two typical examples. Scandrett5 included a term for mixing in his formulas. This mixing efficiency was defined by Murphree6. Another method which depends on making volume calculations instead of using weights is presented by Mastin8 and Cahalan9. None of these methods is related to dissolution and pre¬cipitation reactions. Chen 10,11 demonstrated his methods for counter current leaching. His results are calculated from the general solution of a derived linear difference equation for constant underflow, and from the solution of a derived non-linear Ricatti difference equation for variable underflow. This paper concerns derivation of a general equation for CCD washing with provisions for adding and withdrawing the streams, and for leaching (dissolution) or precipitation reactions. The scope of this subject is a broad one. The demand for a metal with high refractory properties, great strength at elevated temperatures and high nuclear cross section, has put tungsten in the foreground as: the most promising metal to fill some of these requirements. Recently developed techniques have made it possible to roll large tungsten sheet and-the availability of fabricated tungsten is already upon us. More and more, the demand is for purer and still purer metals. Tungsten is no exception. As technology improves, we are learning more about the effect of foreign elements in minor amounts upon the chemical and physical properties of metals. As equipment and technology improve, specifications become more rigid, and reasonably so. Pure metals have revealed properties hitherto unknown in metals produced by former technology.

Abstract. The Surface Mining Control and Reclamation Act of 1977 (PL-95-87), Section 522, establishes requirements for state regulatory authorities to designate lands unsuitable for all or certain types of surface coal mining. Any party having an interest in an area that may be affected can petition for it to be designated unsuitable for mining. Section 522 could present major obstacles to the mining industry by typing up an area in an endless round of petitions. The program under development for Kentucky is examined and analyzed as an example for determining the hidden impacts of Section 522.

The McLaughlin Mill started operating in January, 1985. For the first eighteen (18) months start-up, initial operation, and circuit debottlenecking have been done. The mill was designed to recover gold from a refractory ore requiring acid autoclaving pretreatment. This paper discusses the problem associated with bringing this complex hydro-metallurgical plant to consistently achieve design tonnages. Also, briefly described are the mill flowsheet, training program, permitting, and process and project development.

This treatise presents the application of the vertical furnace in a carbon regeneration system. Comparison is made to a rotary kiln. The construction, operation and control of the vertical furnace and system components are discussed. Advantages include high efficiency, fuel economy, minimal mechanical apparatus and maintenance, atmospheric and temperature control, ease of operation and reliability.

Accurate and economic control of line and grade on long tunnels, large structures, excavations and waterways, has been a problem to surveyors and engineers for decades. The conventional method of surveying, incorporating a level, transit, and a number of surveying technicians, has proven, in the past, to be a very expensive and time-consuming operation. Alignment with a laser has solved most of the problem. Figure 1. With the advent of the Perkin-Elmer Model 5620 Construction Laser, use of laser light is now both dependable and economically feasible for unlimited applications in modern construction and surveying. The laser projects a continuous, narrow red beam of brilliant light, providing a constant alignment reference, and will not interfere with operations.

The discussion of water and pit mining together is most appropriate. In fact, water can be considered a mineral and a well a narrow pit. Thus, of all the mineral resources mined, water is probably the cheapest, most valuable and least valued. The delivered price, including mining, transportation, storage and marketing rarely exceeds ten cents per ton, and our economy would cease without it. The time has come when the public must recognize that the extraction of a mineral resource from the land is a necessary and inevitable result of the industries? attempt to meet the demands of a growing economy. In so much of Florida, the lands mined can, with forethought and planning, be left as improved real estate, water conservation and management lands. On the other hand, the mining industries must face up to the need for the reclamation of land and compact with themselves, appropriate governmental agencies and with the mining states to restore mined lands to usefulness. Of limestone, sand, and clay 90 to 100 percent of the mined material is used, but with planning and specing, these pits, if they penetrate the water table, become valuable as real property. Phosphate, which returns about 70 percent of the mined materials to the pit, can reclaim the land for many purposes.

The Institute of Applied Geology (I.A.G.), a joint project sponsored by the University of the Philippines, the Philippine Bureau of Mines and the United Nations Development Programme (Special Fund) undertook during 1965-66 a number of field projects in Northern Luzon Island (Fig. 1). These field operations were of a two-fold nature: during approximately six weeks an orientation survey, involving, geology, geophysical surveying, and geochemical prospecting, was conducted over a partly developed, disseminated copper deposit at Sto. Nino (Fig. 1). The Sto. Nino study demonstrated (Hale and Govett, 19677 Govett and Hale, 1967) the feasibility of geochemical prospecting relative to other exploration methods for the location and delineation of disseminated copper occurrences, the major source of metal in the expanding mineral industry of the Philippines. Gentlemen, today I would like to talk to you about metal and nonmetal mine health and safety--past, present and future. Briefly, I will comment on the past because it is important to an understanding of our present activity and our plans for the future. Federal inspection of noncoal mines was not authorized until 1966, when congress passed the federal metal and nonmetal mine health and safety act; public law 89-577, with the passage of this act, the federal inspector, for the first time, had the delegated authority and responsibility to enforce health and safety regulations designed to prevent personal injuries and occupational diseases, the new law also provided for the education and training of our miners; assistance to the operator through the transmission of technical and scientific information and assistance and equally important, the law made provision for state participation in the congressional mandate to prevent injuries and save lives in the mineral industry, Before I tell you about our program and our future plans, I want you to know that I am here to listen as well as to talk! In my view, the only kind of communication that is meaningful is two-way communication. Our nationwide progress in metal and nonmetal mine health and safety during 1972 cannot be measured in reduced fatalities or injuries. The unforeseen tragedy that took pace in Kellogg, Idaho, in may of last year mode that almost a certainty.

Planning a mining operation in Alaska will involve the investigation of many parameters common to mine planning anywhere. However, there are some unique circumstances that must be recognized when one considers development of mining operations in Alaska. This paper will not attempt to provide a blueprint for mine planning in Alaska, but hopefully will provide a better understanding of the truly unique nature of the northern latitudes. Given this understanding, the mine planner can better assess the potential hurdles along the road to a successful mining operation. The regulatory trend towards uniform standards for mining throughout the United States exemplifies the necessity for Alaska to prove its unique position in the natural resources picture. The factors which make Alaska truly different from the "Lower 48" can be summarized by four points 1) Remoteness and Size 2) Seasonable Extremes 3) Geologic Immaturity 4) Vegetation and Wildlife

The metals industry is in complete chaos with mines being shut down, profits becoming non-existent, and continual losses to imports from other countries. Yet the raw material supplier to the glass industry has many opportunities to grow and to produce profits. Fortunately, the cost of most glass raw materials are low enough that competition from imports is not anywhere as critical as it is in the metal industries, such as copper, aluminum, lead, and others. But the glass raw material supplier must develop new products, both chemically and physically, to effectively compete in the future. The purpose of this paper is to point out generally where these opportunities exist and to suggest how they may be further developed. As the glass industry looks for energy saving materials, they look once again towards finer materials. A glass furnace is now approximately 40% efficient. Glass engineers are constantly striving for energy savings and it is well known that finer materials melt easier so that the manufacturer can operate his furnace either at lower temperatures for the same production or he can produce more material at the same temperature. The old 20 mesh sand specification is no longer sacred and as the mesh size for sand changes so do the specifications for all other raw materials used in the melting process. Highly instrumented glass furnaces can now measure quite accurately the energy needs to produce glass and can also measure the energy loss in each furnace. Glass technologists desire today a sand with a top size of 40 mesh while some would like to have the top at 60 mesh. This becomes more difficult to accomplish as a raw material supplier without .grinding. As you well know, grinding develops fines. Yet the same technologists will tell us that we can have nothing passing a 140 mesh screen. Therefore, we must develop processes which allows us to produce a finer screen size without increasing the amount of fines passing through the 140 mesh screen. To counteract this, different and changing industries are now demanding much finer products so possibly there will be markets for the fines which are currently separated out of the products. Methods that are practical and low cost must be found to develop different products with different screen specifications. What works for sand can be carried over to the other raw materials used in melting. Among the answers to finer products, of course, are pellets. Aglomeration or pelletizing has been looked at in the past and will be looked at in the future. Considerable work has been done in the glass container industry on this and must be carried out more extensively. By using aglomerated material or pellets, the glass producer will gain the benefits of melting fine materials without suffering from handling or dust problems. Pelletizing, particularly where using basic glass melting materials such as burned lime or sodium silicate, will not only produce a good pellets but will add desirable minerals to the glass batch.

Leaching or solution mining, a relatively simple and economical process for beneficiating metallic ores, is likely to find increasing application in the treatment of low-grade ores that are impractical to mine by any other means. This process may be carried out in two different ways: 1. Dump leaching, where the ore is moved from its original location to be leached at another site. 2. In situ leaching, where the ore is leached in place by introducing the leach solution at the top, letting it flow down through the ore under gravity, and then recovering it plus the dissolved metals it contains.

The Humphrey Preparation Plant of Christopher Coal Company, located in Monongalia County, West Virginia, was built to process the combined production of the Pursglove No. 15 and the Humphrey No. 7 Mines. Both Mines operate in the Pittsburgh Seam, primarily producing Metallurgical Fuel destined for by-product ovens in the Pittsburgh District. The results of an extensive core-drilling program have established sufficient reserves of low-sulfur coal to justify a 20,000 ton-per-day preparation plant, This is the story of the preparation phase of this combined operation. The Copper Range Company's mining properties are located in the Upper Penisula of Michigan. (Fig.). Early work indicated the presence of copper ore in a bedded deposit, confined to the base of the Upper Keweenawan Nonesuch shale, and exploitation of this deposit on a portion of the Company's property was undertaken by White Pine Copper Company. Diamond drilling of the White Pine orebody indicated that a major fault pattern terminated the values to the South-west. Further drilling Southwest of the fault zone proved a downward displacement of the ore bearing horizon some 1,500 feet and a lateral displacement of approximately 4,000 feet; and in this area an ore deposit was outlined in a large asymmetrical syncline locally plunging to the South-west. The title of my paper today is "public relations challenges for the pending minerals crunch". There isn't anyone in this room who would dispute. That the minerals industry has always had public relations challenges . . . No matter what the circumstances, mineral shortage or abundance. The industry suffers from an image that is second to none in longevity. It defies all actuarial formulas of the past or the future. Never mind that such an image is outdated, distorted, overstated, and reiterated. I submit that the minerals industry had public relations challenges long before there was anything called public relations. This account of egyptian mining practices, recorded for posterity by Diodorus Suculus at the end of the second century, b.c., is indicative. "On the confines of Egypt . . . And Ethiopia is a place which has many great mines of gold, where the gold is got together with much suffering and expense. The kings of Egypt collect together and consign to the gold-mines those who have been combined for crime, and who have been made captive in way . . . Sometimes only themselves, but sometimes likewise their kindred. "Those who have been consigned to the mines, being maw in number and bound with fetters, toil their tasks continuously both by day and all night long, getting no rest and jealously kept from all escape.

Significant effort has been expended and considerable success has been realized m the application of instrumentation and automatic control equipment in the mining and ore processing industries. This effort has been applied principally to process equipment with the objective of increasing throughput, minimizing labor requirements and/or improving grade or product quality. Less spectacular, but quite rewarding has been the successful application of instrumentation and automatic control equipment to a wide variety of material handling equipments. This paper describes some of this work including: (1) automatic weighment of load-haul-dump units and trams underground; (2) automation of skip loading; (3) instrumentation applied in feeders and conveyors; (4) level measurement in bins, silos, vessels and sumps; (5) automatic blending of sized materials; (6) automatic loading of ships, trains and trucks; (7) automatic control of tailings disposal facilities
