2.1 INTRODUCTION When total extraction of an opening of sufficient size is reached in a horizontal coal seam, the roof strata in the overburden deform continuously to reach a new equilibrium condition. The severity of deformation decreases upward toward the surface. As the downward saggings of the strata propagate and reach the surface, there will be a depression zone on the surface directly above, but extending beyond the edges of the underground opening. This is the surface subsidence basin or surface subsidence trough. The surface subsidence basin is circular in plan view, if the coal seam is horizontal and the mined-out opening is square in shape. But it is rectangular with rounded corners or elliptical if the coal seam is horizontal and the mined-out opening is a long- and thin rectangle or a short-rectangular, respectively (Fig. 2.1). Most underground openings (e.g., longwall panel) assume rectangular shape when total extraction has been completed. Theoretically the edges of the subsidence basin are the points of zero subsidence. But it is difficult to exactly locate the points of zero subsidence. Therefore in practice the points with vertical subsidence of 0.4 in. (10 mm) are used. The final subsidence basin is that which exists long after the mining has been completed, because its magnitude and shape are quite different from the dynamic subsidence basin formed while the face is moving. 2.2 CHARACTERISTICS AND TYPES OF DEFORMATION IN THE FINAL SUBSIDENCE BASIN For a horizontal coal seam, every point in the subsidence basin moves toward the center of the basin. Subsidence is maximum at the center of the basin. Any cross-section that passes through the point of maximum subsidence and either parallel to AB or CD line (Fig. 2.1) is a major cross-section along which principal directions of surface movements occur. However among those infinite numbers of major cross-sections, two specific ones are of special significance, not only because the magnitudes of surface movements are the largest, but also because they are the most easily identifiable directions, i.e., one that is parallel to the faceline at the center of the basin (CD in Fig. 2.1) and' the other is that perpendicular to the faceline but parallel to the diction of face advance (AB in Fig. 2.1). Nearly all the subsidence data obtained in the US have been derived from these two cross-sections, although some cross- sections parallel to CD but near the edges of the panel have also been included. In addition to moving horizontally toward the center of the basin, every point in the basin also subsides vertically. The magnitude of subsidence increases toward the center of the basin. Therefore surface subsidence is a three-dimensional problem and should be treated so in all cases. On all the major cross-sections, only principal subsidence and principal displacement occur. Since subsidence and displacement vary continuously in every major cross-section, three additional deformation components are de- rived, i.e., slope, curvature, and strain. On all other non-major cross-sections on the other hand the five components are accompanied by two additional components, i.e., twisting and shear strain. The seven components of the surface movement are defined as follows (Fig. 2.2): 1. Subsidence, S. On any cross-section, the vertical component of the surface movement vector is called surface subsidence. It generally points downward. But sometimes it points upward in areas ahead of the faceline or beyond the edges of the opening. In such cases it is a surface heave which is usually less than 6 in. 2. Displacement, U. On any cross-section, the horizontal component of the surface movement vector is called surface horizontal displacement. It generally points toward the center of the subsidence basin. But in steep terrain, it moves along the downdip direction 3. Slope, i. On any cross-section, the difference in surface subsidence between the two end points of a line section divided by the horizontal distance between the two points is called the surface slope of the section. 4. Curvature, K. On any cross-section, the difference in surface slope between two adjacent line sections divided by the average length of the two line sections is called the surface curvature of those two line sections. There are two types of curvature: con- vex or positive curvature and concave or negative curvature. 5. Horizontal strain, e. On any cross-section, the difference in horizontal displacement between any two points divided by the distance between the two points is called horizontal strain. If the distance between the two points is lengthening, it is tensile strain with positive sign. Conversely, if it is shortening, it is compressive strain with negative sign 6. Twisting, T. On the surface of the subsidence basin, the difference in slope between two parallel line sections divided by the distance between the two line sections is called twisting. 7. Shear strain, y. Shear strain is the changes in internal angles of a square on the surface of the subsidence basin or on any major cross-section. It is the summation of the differences in incremental (or decremental) lengths between the two opposite sides divided by the original distance between the two opposite sides. More precisely, the surface deformation indices (i.e., slope, strain, curvature, twisting and shear) are defined by derivatives of surface movement components. For simplicity, the x- and y-axes of the cartesian coordinate system are set to be parallel and perpendicular to the cross-section of interest, respectively. In such a coordinate system, slope and curvature along x direction are the first and the second derivatives of the vertical components (S) of surface movement with respect to x, respectively, or i, = ds/dx and kx = d2s/dx2. Introduction The Sleeper mine is a near-surface gold mine located in a remote area 56 km (35 air miles) northwest of Winnemucca, NV (Fig. 1). The deposit was discovered in 1984 by an Amax exploration geologist. Favorable drilling results led to feasibility studies and metallurgical testwork. Final evaluation of the mine potential proceeded very quickly. The project received Amax board approval in July 1985. Eight months later, the process plant was fully operational. The first gold ($1 million) was shipped one month later, in March 1986. Total plant capital was $27 million. Payback was achieved in six months. The Sleeper mine was expected to produce 1.6 t (53,000 oz) of gold and 1.3 t (41,000 oz) of silver annually. However, the ore body exceeded all expectations. Production for the first 10 months of operation amounted to 4 t (128,000 oz) of gold and 2.9 t (94,000 oz) of silver. Direct cash operating costs are in the $1.77/g ($55 per oz) range. Amax is actively conducting exploration nearby for additional reserves to extend the mine's life. (See update on page 242.) Geology The Sleeper gold deposit is located on the northwestern flank of the Slumbering Hills and in the Awakening Mining District. Rocks exposed in the vicinity of the deposit are interbedded siltstones, sandstones, and limestones of Triassic age. They are overlain by latite lava flows and tuffs of Tertiary age. Dikes and sills of latite and andesite intrude the sedimentary rocks. Quaternary deposits of mostly sand with minor gravel and clay cover a pediment containing the gold deposit. The sedimentary and volcanic rock units have been transsected and offset by extensive north- northeast trending faults and less abundant northwest trending faults. Both fault systems fractured and prepared the ground for subsequent invasions of mineral-bearing hot spring geothermal waters. The hot spring systems produced widespread hydrothermal alteration and gold mineralization at silicified centers near feeder fault structures. The deposit is hosted by siltstone and latite that have been hydrothermally brecciated. The main breccia is elongated north-northeasterly. The hydrothermal breccia zones appear to dip steeply to the west. Gold mineralization consists of native gold and electrum deposited in two or more high-grade quartz-breccia veins. INTRODUCTION Froth flotation is the most widely used and economic means of concentrating metal sulfide ores such as those containing copper, lead, zinc, nickel, molybdenum, and pyrite. Also recoverable are other metal species that are often associated with sulfide ores, such as cobalt, platinum, gold, silver, etc. Flotation of metal sulfide ores has been successfully practiced at the industrial scale for more than 50 years. It is the relative technical/economic ease of floating metal sulfide minerals that has been a major driving force behind the rapid expansion in the supply/demand of metals over this 50 year period. It is estimated that 1.6 billion tons of feed sulfide ores are processed each year in the free world based on the froth flotation process, Klimpel (1987) and the manufacture/use of associated chemical reagents is a major portion of the 1.5 billion dollars (U.S.) free world mining chemicals business, Klimpel (1988b). The use of froth flotation appears to be increasing partially due to the ever decreasing feed grades and liberation sizes of the feed minerals. Froth flotation has shown itself to be a flexible process that lends itself well to many solid/solid separations. Thus, with surprisingly little equipment modification, separations can involve very different particle sizes and densities, and relative weight ratios of materials to be separated. In addition, the flotation process is economic, especially when compared to size reduction, its associated precursor process. Flotation also lends itself to continuous operations with a variety of equipment configurations. Such operations exhibit an ability to vary feed rate of solid to the process by as much as 50% without a total collapse of separating efficiency. In addition, the widely used mechanical flotation cell is scalable from 2.8 to 57 or 85 m3 (100 to 2000 or 3000 cu ft) with surprising ease relative to other unit engineering operations over the same relative size increase. The separating medium used is water. Most of the chemicals required -- pH regulators, frothers, collectors, activators, and depressants -- are all relatively inexpensive and common. They are not usually used in large quantities. While there has been a tendency for the quality of metal sulfide ores in any one geographic location to deteriorate over time due to mining intensity, the overall global supply of sulfide minerals is still very ample. Thus, the physical supply side of sulfide ore concentrates has not been under strong technology improvement pressure with increasing metal demands. Part of this is due to the ability of capital to consistently move to new geographic sources having suitable-grade sulfide ores. In these moves, the actual froth flotation technology used (including collector chemicals) has had to change little. As an illustration of this trend, of the approximately 80,000 metric tons of thio collectors used commercially (1980) in the free world, almost 987 were known and manufactured in some form 25 years ago. This is clearly not typical of reagent development in other process-related industries. In addition, the industrial-scale practice of froth flotation applied to sulfide ores has proceeded since the 1920's with often little direct (predictive) scientific explanation due to the extreme complexity of the flotation process. Empirical testing has been a mainstay of industrial flotation reagent development and use. Even today there is often strong disagreement between researchers as to the mechanisms of chemical flotation practices that have been performed successfully on an industrial scale for many years. Thus the industrial process of froth flotation, especially as applied to the recovery of sulfide minerals, poses a dilemma: such a process is widely used, economic, versatile, forgiving, etc. and yet is still not very well understood in a mechanistic sense leading to prediction of results from fundamentals even after 50 years of usage. Lack of such predictive ability has not limited the general over-all industrial use of froth flotation in sulfide mineral recovery. Rather the lack of

Introduction The recent development of rare earth permanent magnets has revolutionized the field of magnetic separation. The advent of rare earth permanent magnets in the 1980s provided a magnetic product that was an order of magnitude stronger than that conventional ferrite magnets. This allowed for the design of high-intensity magnetic circuits that operated energy free and that surpassed electromagnets in the strength and effectiveness. New applications and design concepts that focused on the mineral and metal processing industries have evolved. This technology led to the development of various magnetic separators specifically designed for mineral processing applications. Applications that were not previously considered are now being used in primary mineral upgrading, recycling and secondary recovery. Historical perspective Lodestone was the first naturally occurring permanent magnetic material known. Lodstone was most likely used to upgrade iron ore by early civilizations. By the 1600s, the early magnet technology had advanced to quench-hardened iron-carbon alloys. The practical significance of magnetic separation was formally recognized in 1792 when an English patent was issued for separating iron ore by magnetic attraction. By today's standards, carbon steel is a very poor magnet material. It is easily demagnetized and has a very low energy product of much less than I MGOe (Million-Gauss-Oerstads). This was state-of-the-art technology for almost 300 years until chromium was added to magnet feedstock, which resulted in a three-fold increase in the energy product. The well documented addition of cobalt to permanent magnets in 1917 initiated the 30-year era of "Alnico" magnets that at the time provided a superior magnetic energy product. Since then, the science of magnetism has advanced rapidly and is now considered a highly developed branch of physics and material science. Permanent magnets have had an extremely long history. Figure 1 presents a chronology of permanent magnets that illustrates the increase in energy product. Amazing developments in material science have taken place in the last two decades. The gradual advancement of permanent magnet technology was shattered in 1967 with the initial development of samarium-cobalt (rare earth) magnets. Since that time, the advent of neodymium-boron-iron magnets provided such an increase in energy product that new design concepts were considered. New avenues of study were introduced by the complexities in the material science and physics involved in describing these new permanent magnets. Furthermore, applications for permanent magnets that were previously not considered were now viable. Rare earth elements Rare earth elements have claimed the attention of scientists for the past century. These elements were originally termed "rare" because they were thought to be quite scarce. Since then, however, geological studies have shown them to be relatively abundant. The discovery and identification of rare earth elements is complicated by the inherent difficulties in separating them from each other. The rare earth elements comprise the fifteen transition elements of Group IIIB, Period 6, of the periodic table. These elements extend from lanthanum to lutetium and are commonly called the lanthanide series. Samarium and neodymium are the two most common elements used in the commercial manufacture of rare earth permanent magnets. Commercial grade rare earth magnets There are only a few common types of rare earth magnets that are considered in the circuit design for magnetic separators. Early rare earth magnets of commercial significance (introduced in 1970) consisted of the first generation of sintered SmCo5. The energy product of these magnets ranged up to 23 MGOe, which provided the initial impetus to the field of high-energy permanent magnets. Although these magnets did not produce the extremely high magnetic field strengths of current rare earth magnets, they were relatively temperature stable. Containing 66% Co, they are the most expensive of the basic commercial rare earth permanent magnets. Their use is limited today because they are being replaced by second and third generation rare earth permanent magnets.

"As a new method to support gate roadways, rock bolting has been widely used in the big coal enterprises for its superiority. The disturbed stress field of surrounding rock and anchor pre-stress field were divided into 3 areas in consideration of s1, s3. The surrounding rock failure form and characteristic were analyzed in combination with parameter f, the failure mechanism was explained using the slip line theory, furthermore, the rock bolting mechanism and its arrangement were studied. After roadway excavation, the tensile stress area appeared at the surface of the surrounding rock. The failure type changes from shallow tension-shear form into deep compression-shear form and the failure shape is an “incense burner”, surrounding by high risk failure area in butterfly shape. The maximum principle stress in roof appears discontinuous distribution because of layers separation. The failure type of surrounding rock is intensity-stress environment-weak plane control model. The internal reason of roadway macroscopic failure is the displacement between the surface plastic area and the deep elastic region along the tangential direction of slip line. In condition of rock bolt support, there is one-way tensile stress area in small range at the surface of surrounding rock, inside is the bidirectional compressive zone in uniform distribution form, stress environment is improved by the superposition of anchor pre-stress and disturbed stress field, anchor rock bolt arrangement and pre-tightening force distribution is decided according to the distribution of f parameter. Finally, supporting method and parameter reasonability was proved by the roadway deformation monitoring, damage depth drilling peep test in the 8101 transportation roadway in a mine.Introduction The stability of roadway support is very important to the safety and sustainable development of coal mine. In recent years, the focus of China's coal mining industry began to move to West China, the thick-extra thick coal seam is developed in the West. The latest technology and equipment have been put in to service, the occurrence condition of thick coal seam and the increasing of productivity lead to the cross section of the roadway increasing continually, hence, it is more difficult to control the surrounding rock. At present, the most common way to support the roadway is rock bolt (cable) support (Wang 2007); Scholars have been deeply studied on the mechanism of rock bolt. It is reported (Wang et al 2012, Gao 2007, Zhang and Yuan 2006) that the influence of rock bolt on physical and mechanical parameters of coal and rock mass in the anchorage zone, It is believed that the rock bolt can improve the peak strength of surrounding rock, especially the post peak strength, and the failure mode of rock mass under the rock bolt support is analyzed. It is reported (Wang et al 2014, Xiao et al 2013, Li et al 2007, Yan et al 2012), according to different geological conditions, the failure mechanism of surrounding rock and supporting technology of the whole coal roadway were studied. Focus on the failure mechanism of roadway surrounding rock, different forms of high strength support methods were proposed, which achieved good results. It is reported (Wang et al 2012a, Zhang et al 2011, Wang et al 2012b, Kang et al 2010, Zhang et al 2010, Kang et al 2007) that the supporting mechanism of pre-stressed anchor was analyzed from the point of the distribution of the maximum principal stress in the pre-stressed anchor field, and the influence of the rock bolt support parameters and surrounding rock characteristics on the supporting effects were studied. Based on the latest research results, this paper analyzed the failure mechanism of surrounding rock of coal roadway, proposed the high strength anchor net cable combined supporting technology based on the feature of stress zoning distribution of surrounding rock, to provide reference for the coal roadway rock bolt (cable) support technology."

Under a contract awarded by the U.S. DOE-PETC, the Pennsylvania Electric Company and New York. State Electric and Gas Corporation are conducting a test program to evaluate and optimize the performance of a two-inch air-sparged. hydrocyclone (ASH) for cleaning fine coal. The test program is being conducted at the Homer City EPRI Coal Quality Development Center, utilizing Upper Freeport coal classified to minus 0.15 mm as the process feed material. A matrix of experiments has been conducted to establish the influence of significant design and operating variables (including overflow and underflow orifices, inlet slurry pressure, airflow rate, and reagent dosage) on the production of deep cleaned coal. Performance of the ASH is being compared to conventional froth flotation, utilizing advanced techniques and selected flotation reagents. This paper focuses on work completed to-date to optimize the performance of the air-sparged hydrocyclone for cleaning fine coal. INTRODUCTION The Pennsylvania Electric Company (Penelec) and New York State Electric and Gas Corporation (NYSEG) have been evaluating advanced fine coal cleaning processes for the production of compliance grade coal (1.2 pounds S02/million Btu). Laboratory bench-scale froth flotation results were compared with results of advanced flotation processes as performed by various organizations, utilizing the same coal feed. Among the processes evaluated, the air-sparged hydrocyclone (ASH) - developed by Dr. Jan Miller at the University of Utah - was considered to offer the best potential for retrofitting into an existing coal preparation facility because of the increased capacity per unit volume. The ASH has been shown to process over 100 times the throughput of conventional froth flotation cells. In May of 1988, Penelec/NYSEG was awarded a contract from the Department of Energy's Pittsburgh Energy and Technology Center (DOE-PETC) to optimize the performance of a five cm (two inch) ASH for producing compliance grade coal from raw classified minus 0.150 mm (1.00 mesh) Upper Freeport coal, and to compare its performance with conventional froth flotation utilizing advanced techniques and selected flotation reagents. The test work is being conducted at EPRI's Coal Quality Development Center (CQDC) in Homer City, Pennsylvania, utilizing a circuit processing 0.10 to 0.25 tons of coal per hour. Other members of the Penelec/NYSEG contract team include the University of Utah, Advanced Processing Technologies, Inc., Davy Dravo, Kaiser Engineers, Ebasco Services, and Management and Technical Systems. ASH DESCRIPTION AND OPERATION The ASH-2 System is a five cm ID (actually 4.76 cm) air-sparged hydrocyclone manufactured by Advanced Processing Technologies, Inc., under license from the University of Utah, for the purpose of research, evaluation and development. A schematic drawing of the air-sparged hydrocyclone is presented in Figure 1. Basically the air-sparged hydrocyclone consists of two concentric right-vertical tubes, a conventional cyclone header at the top, and a froth pedestal at the bottom. The inner tube is a porous tube through which air is sparged radially. The outer nonporous tube simply serves as an air jacket to provide for even distribution of air through the porous inner tube. The slurry is fed tangentially through the conventional cyclone header to develop a swirl flow in the radial direction. Air is sparged through the jacketed, inner porous tube wall and is sheared into small bubbles by the swirl flow. Hydrophobic particles in the slurry collide with these bubbles and, after attachment, are transported radially into a froth phase which forms on the cyclone axis. The froth phase is stabilized and constrained by the froth pedestal, thus moving towards the vortex finder of the cyclone header and discharged as an overflow product. Hydrophilic particles generally remain centrifuged in the slurry phase and are discharged as an underflow product through the annulus created by the froth pedestal.

Introduction Preparing a report on fluorspar economics in the US could have been somewhat complicated at one time. This was because the number of producers, both large and small, derived production from different locations through-out the western US and the southern Illinois and western Kentucky fluorspar districts. Companies, such as Allied Chemical and Williamson Mining, operated in the Jamestown district of Colorado. In Walden and Salida, CO, the Colorado Fluorspar Co. operated mines and mills. In New Mexico, both Du Pont and Allied had mines and mills. In the Illinois-Kentucky district, US Steel, Rosiclare Lead and Fluorspar, Minerva Oil Co., and Marathon Oil all produced spar for the US market. Now all of the companies are out of the fluorspar business and, with the closing of the Seaforth Mineral Co.'s Inverness Mining Co., only Ozark-Mahoning Co. survives as a domestic producer. History Ozark-Mahoning Co., as it now exists, was formed in 1946 by the merger of Ozark Chemical Co. and Mahoning Mining Co. Ozark Chemical Co. was started in the 1920s to produce sulfuric acid for two refineries located in Tulsa, OK. Mahoning Mining was originally formed by the founders of Ozark Chemical Co. and the Youngstown Sheet and Tube Co. to produce fluorspar and associated minerals from properties in the southern Illinois and western Kentucky fluorspar district. In 1937, Mahoning Mining started an exploration program, employing contractor-operated churn drills to look for reserves in Hardin and Pope Counties in southern Illinois. Based on known reserves in the area and the results of the exploration program, work was started in the fall of 1938 to build a selective flotation plant at Rosiclare, IL. The mill was completed and put into operation in August of 1939. The company's first mining efforts were in the Cave-In-Rock district just north of Cave-In-Rock, IL. The deposits in this area were of the Manto or bedded type. They have been the mainstay of the company's operations in the Illinois-Kentucky fluorspar district. In 1950-51, the company expanded its operations by purchasing fluorspar properties from Colorado Fluorspar Co. at Walden, CO. This location was operated from 1952 through 1958 and from 1968 through 1973 when it was closed permanently. In 1974, Ozark-Mahoning Co. was purchased by Pennwalt Corp. Presently, it is a wholly-owned subsidiary of that corporation. As the only major domestic producer of fluorspar in the US today, the company's ability to survive under the flood of imported material is directly related to the four major segments of its operations. These are: exploration, mining productivity, maintenance, and marketing. All are done in-house. Exploration The Southern Illinois fluorspar district is located in the most complexly faulted area of the central US. The formations are sedimentary in nature and range in age from Devonian through Pennsylvanian. The deposits are small, they range in size from a few thousand tons up to 900 kt (1 million st), with the average minable deposit being around 544 kt (600,000 st). The ore occurs in both nearly vertical vein deposits and in Manto or flat lying bedded deposits. Due to the relatively small size of the deposits and the depth at which they occur, a good low-cost exploration program is essential to ensure that new finds of ore are equal to the mining extraction rate. Ozark maintains a leased land position in Pope and Hardin Counties that will fluctuate somewhere between a low of 40 km2 (10,000 acres) up to a high of 129 km2 (32,000 acres), depending on total size of tracts leased. Most all lands are obtained through a standard lease purchase option, with a small minimum royalty per acre during the normal 10-year option period. "Tailings dam is a subsidiary facility of mining production. In order to decrease tailings dam accidents caused by the failure of flood drainage system, this paper proposed a framework of potential failure detection system of tailings dam flood drainage facility based on three dimensional panorama technology. A collection device of three dimensional panorama is designed to capture the onsite images of flood drainage system of tailings dam. The spatial information of flood drainage facility of tailings dam is recovered through projecting the image information to spherical surface by using three dimensional panorama technology. Two dimensional images are transformed into three dimensional images in three stages of panorama images process, which are pretreatment, registration and splicing. Combined with the framework of HTML5, panorama images are embedded into webpage. These web pages have the functions of user interface that the images could be displayed, moved and zoomed. With the function of interaction with panoramic display, 3D panorama scenes can be changed and scaled. Browsing the webpage is helpful to find potential risks such as possible holes, fractures and leakages of flood drainage system of tailings dam. The realization of this system can detect the potential safety risks of flood drainage system of tailings dam. The application of this system would improve the safety and provide the ability of accident pre-warning. It is useful to maintain the healthy and sustainable operation of tailings dam.Introduction It is reported by Xie et al (2009) that tailings dam are necessary facilities for mine production and places which constructed by damming troughs or encirclement used to store tailings that eliminated after ore selection in Metal and non-metallic mines. It is reported by Mei (2012) that tailings dam is a dangerous source of high-energy man-made debris flow, the collapse of the tailings dam takes devastating damage, which seriously threatens the safety of life and property of the enterprises and the downstream residents. It is reported by Dong (2011) that the collapse of the tailings dam causes secondary disasters such as environmental pollution at the same time. It’s a serious impact on regional economic development and social stability. The phenomenon of collapse of destruction is general excessively of tailings dams in China. It is reported by Zhang et al (2011) that most of these phenomena are caused by flood over the top of dams. The main reason is the lack of capacity or the failure of the drainage system. There are also accidents caused by the failure of drainage system in foreign countries in recent years. For example, November 5th 2015, the tailing dams collapsed because of the insufficient drainage capacity of the Germano mining area in Germano Mariana area in central Minas Gerais state in Brazil. After a small post-earthquake, the liquefied tailings fill sand submerge downstream cities and towns. It finally destroyed 158 houses, killed at least 17 people, polluted 663km river and destroyed 15 square kilometres of land along the river. It is reported by Rico et al (2008) that it’s necessary to continuous monitor and control the tailings drainage system in order to reduce the occurrence of tailings accidents and guarantee the sustainable production of the mine. The traditional artificial detection methods of flood drainage system of tailings dam exist many problems such as heavy workload, low efficiency, and susceptible to meteorological conditions. And it is reported by Luo (2013) that the tailings dam wastewater is corrosive which result a certain disease in flood discharge facilities such as tailings drainage culvert, etc. In order to realize the effective monitoring, management and maintenance of flood drainage system of tailings dam, advanced technologies need to be used to acquire the information of collection and management of flood drainage facilities of tailings dam."

I'm really very pleased to be talking with you today about the environmental impacts of gold ore processing as part of this symposium on emerging process technologies for a cleaner environment. But before I talk about some of the newer developments that are coming, I would like to set the stage by reviewing some of the recent past. Over the last decade or so the U.S. gold mining industry has experienced remarkable growth, primarily in heap leaching operations, and not surprisingly there has been parallel growth of environmental regulations. At Homestake, we have had the excitement of bringing on-line a new mine embodying state-of-the-art technology and environmental planning, and during the same period the flagship of our company, the Homestake mine, has been brought into modern day compliance through the application of innovative environmental technology. This has been a learning process; in both cases we found that we had to develop new ways to meet our objectives. At our McLaughlin mine in California a major achievement was pioneering the use of pressure oxidation, or autoclaves, for refractory gold ores, and at the Homestake it was the development of a unique bio-treatment plant for wastewater. These projects were developed balancing operational goals, environmental concerns and costs, and I would submit that being cost-effective is our greatest challenge in the development of new, environmentally sound, process technology. In meeting that challenge, our job has not been made any easier by the myriad environmental laws and regulations that directly affect the design and operation of our facilities. Most of these constraints have evolved through the political process more or less independently, but in their application there often are over-lapping provisions. Adding to this complexity is the fact that action takes place in both state and federal arenas. As a result, state and federal roles sometimes become intertwined, and a good case in point is provided by various cyanide issues faced by gold producers. The vast majority of U.S. gold mining takes place in the so-called "mineral States," the western States that come under the Mining Law of 1872 as amended. This is the basic statute that provides for access and tenure to develop mineral resources on federal lands in those states. There is gold mining outside the defined mineral States, and there is also gold mining in the mineral States on private lands. Our own Homestake mine in South Dakota is one of the best examples of the latter category: located entirely on private land, it is nevertheless subject to at least 13 federal environmental statutes and some 29 federal regulatory requirements. There are also nine significant state statutory and regulatory requirements that apply. On federal lands in the mineral States there are numerous federal statutes and regulations which affect mining, over and above the current Mining Law. These, which are in addition to the laws applying to private land, include the National Environmental Protection Act and the Federal Land Policy and Management Act, among others. Still, those who advocate radical changes in the basic Mining Law would have us believe that sweeping environmental protection and reclamation provisions, not to mention new land use restrictions, are needed. Such changes could effectively prohibit mining on the federal public lands. Strict enforcement of our current Mining Law would have presented most of the abuses cited by the critics but if the Law is to be changed at all, I believe that, at a minimum, the principles of self-initiation and security of tenure embodied in the present statute should be maintained. These are critically important concepts, but there are other statutory and regulatory issues constantly before us as gold miners. Over the past two decades, declining ore body grades and increased operating and construction costs have provided an incentive for the development of progressively larger flotation machines. As a result, the 1.7-2.8 m3 (60-100 cu ft) flotation machine of the 1950's and 1960's is being rapidly replaced by large volume machines. The result has been improved flotation machine specific capacity (tph processed per sq ft of floor space); specific power (hp per tph processed); and process control simplicity. The recent development and satisfactory plant evaluation of the 28 m3 (1000 cu ft) flotation machine allows economic and operating advantages in high tonnage mill applications. Some principles of mechanically induced air flotation and the development of the large 28.3 m3 (1000 cu ft) flotation machine are reviewed here. Performance evaluation in beneficiating metalliferous ores-copper, zinc, and iron-is also given and recently completed plant results provided. Mining lower grade ore bodies results in the need to process increased tonnage in the concentrator. This greater tonnage requires more individual flotation machines, unless individual machine capacity, or cell volume, is increased. As the ore processing rate of the concentrator increases, the benefits of progressively larger individual cells in the flotation section become more significant. The accompanying figure illustrates the advantages of a larger flotation machine. In the figure, the number of machines in the rougher-scavenger section is related to the plant tonnage for three sizes of flotation machine: 8.5 m3 (300 cu ft), 14.2 m3 (500 cu ft), 28.3 m3 (1000 cu ft). The 28.3 m3 (1000 cu ft) flotation machine results in 95 fewer machines, compared to the 8.5 m3 (300 cu ft) machine at 45.4 kt/d (50,000 stpd) feed. The flotation cell reduction is, of course, doubled at a plant production rate of 90.7 kt/d (100,000 stpd). Using fewer flotation machines saves floor space. The 14.2 m3 (500 cu ft) and the 28.3 m3 (1000 cu ft) machines result in a floor area reduction, relative to the 8.5 (300 cu ft) machine requirements, of 134.7 and 418.1 m2 (1450 and 4500 sq ft), respectively, for the 45.4 kt/d (50,000 stpd) rate and 269.4 and 836.1 m2 (2900 and 9000 sq ft), respectively, for the 90.7 kt/d (100,000 stpd) rate. In addition, flotation practice has shown that the "specific power intensity"-power per unit cell volume-is less for increased cell size. This results in a power draw reduction, for the rougher-scavenger circuit, of between 552 and 686 kW (740 and 920 hp) for the 14.2 and 28.3 m3 (500 and 1000 cu ft) machines, respectively, when processing 90.7 kt/d (100,000 stpd). Fewer cells improve machine control and simplify maintenance needs while reducing floor space and power requirements. These are tangible incentives for the development of large flotation machines for high tonnage applications. Flotation Principles The accompanying figure shows how key hydrodynamic regions influence the performance of a mechanically induced air flotation machine. Air is induced into the fluid from the top of the cell, due to the mechanical action of a rotating impeller. The impeller circulates the liquid, or pulp, from the bottom of the cell. The result of these dual flow paths is the mixing of the two fluids and one solid phase in the highly agitated region where physical contact between the air bubbles, and the solid particles to be floated, is accomplished. Introduction The formation of scale is common in gold ore processing plants. A working definition of such scale is: "A hard, tightly adhering deposit formed in place by the precipitation of calcium-bearing mineral compounds from water." The most common scale found in gold processing plants is calcium carbonate (CaCO3) although calcium sulfate (CaSO4) is occasionally a problem. The problem of scale in carbon strip circuits Carbon strip circuits present a particularly challenging scale inhibition problem. Many of the factors that tend to promote scaling are present in these systems. For example, carbon strip circuits are run at high temperatures and high pH levels and require long batch cycle times. Tortuous paths are encountered by the strip solution circulating through heat exchangers, pipes and elbows, causing transient pressure drops throughout the system. Severe conditions such as these cause the water to possess a high scaling potential and may lead to the breakdown of some of common types of scale inhibitors. Formation of scale Natural waters contain dissolved minerals and gases that promote scaling. One of the contained gases, carbon dioxide (CO2), is an important factor in scale deposition. Carbon dioxide dissolves in water to yield carbonic acid according to the following reaction: [CO2 + H2O - H2CO3 (carbonic acid)] Carbonic acid rapidly dissociates to yield bicarbonate and carbonate ions depending on the pH of the system: [H2CO3 -s H+ + HCO-3 (pH range 6-10) HCO3 -a H+ + COO (pH range > 9)] In gold cyanidation processes, lime is added to raise the pH of the mill solution to 10 or above to promote cyanidation of the gold and to eliminate the possibility of hydrogen cyanide (HCN) formation. Lime contributes both hydroxyl ions (OH--) and calcium ions (Ca++) to the solution. The normal scale forming reactions in mill water systems were described by Beasley (1973) as: [HCO-3 + OH -s C03 + H2O Ca++ + C03 -a CaCO3] Factor affecting scale deposition According to Linke's (1958) solubility tables, the solubility of calcium carbonate in carbon-dioxide free water is only 13 mg/dm3 (13 mg/L) at 25° C (77° F). Scale deposition occurs when the concentration of calcium and carbonate ions in the solution exceeds the solubility of calcium carbonate. This occurs, in most cases, when the water has undergone some chemical or physical change. Some typical changes that might occur that lead to scale deposition are discussed below. Temperature An increase in temperature can greatly increase the tendency to form calcium carbonate scale. Studies by Miller (1952) have indicated that calcium carbonate is less soluble at higher temperatures. Hence, high temperatures promote scaling. For this reason, scale is often noticed on heat exchangers, autoclaves and other high temperature surfaces. Pressure A decrease in pressure may lead to an increase in the tendency to form calcium carbonate scale. Fulford's (1967) work has shown that scale is more soluble at high pressures. Hence, scale is likely to be prevalent in pump suction lines, elbows, baffles and other areas that produce turbulence and subsequent pressure drops. Change in pH Calcium carbonate scale is pH dependent and tends to form more readily at high pH. Any event that causes an increase in pH, such as the introduction of lime or caustic, would tend to initiate scale formation. Since most gold recovery operations are run at a pH above 10, the tendency to form calcium carbonate scale is always great. The use of scale inhibitors to prevent calcium carbonate scale Many products are commercially available to inhibit the formation of calcium carbonate scale. Some of the more effective types include phosphonates, as well as acrylate and maleate-based polymers and copolymers. Many of these products function by means of threshold

INTRODUCTION The Uranium Epidemiology Study at the University of New Mexico was initiated in 1977 with the objective of assessing health effects of uranium mining in the Grants, New Mexico, area. The planned approach was a cohort study of mortality that would capitalize on the availability of health records at the Grants Clinic. During the first year, emphasis was placed on determining the feasibility of the proposed study: Were adequate records available? What was the quality of available information? Could a cohort be established? The first year's work confirmed the study's feasibility (Buechley, 1979). Subsequent efforts have focused on the health and exposure data base and comprehensive follow-up. A retrospective cohort study of early miners is in progress; a prospective cohort study of miners who began working under the current Federal standard is planned. This report will summarize the current status of the Uranium Epidemiology Study. A chronology of the study's activities follows (Table 1). TABLE 1. BACKGROUND Uranium Mining in New Mexico The Grants, New Mexico, uranium belt measures some 110 by 25 miles in Cibola, McKinley, and Sandoval counties (Kelley, 1963). The three chief mining districts are, from east to west, Laguna, Grants, and Gallup. Average annual production was about 5,500 tons, or 45% of United States uranium, from 1966 through 1978. Despite a drop in this figure in 1979, to 40%, New Mexico still leads the nation in uranium reserves and production (Hatchell, 1981). In 1918 carnotite, a yellow uranium vanadate, was identified in the Shiprock area (Chenoweth and Learned, 1980; N.M. Energy and Minerals Department, 1981). It received little attention at the time because of its apparently limited volume. In 1950 an important uranium outcropping was discovered by chance in limestone at Haystack Butte, northwest of Grants. In 1951 deposits were discovered in sandstone at Poison Canyon, north of Grants, and at Jackpile, northeast of Laguna. In 1955 finding of radioactive cuttings at an abandoned oil test site near Ambrosia Lake led to drilling and discovery of the first underground deposits (Melancon, 1963). Ore bodies were also found near Church Rock in the 1950's (Rautman, 1977). A uranium rush followed. At various times during 1952-1962, 60 mines and 5 mills were in operation (Gay, 1963). In the early 1960's the price of uranium fell, and many miners left the area. Subsequent market fluctuations have produced shutdowns and consolidations, development and expansion. Introduction Millions of tons of coal are shipped by rail each year in the US. Loading those trains efficiently is a topic being studied by coal producers and railroads. Alternatives range from volumetric loadouts to systems that weigh the product, using either belt conveyor scales, track scales, or weighbins. Each system has its proper application and each has pros and cons, depending on the volume, nature, and layout of the specific loading facility. In recent years, a batch weighing system has been developed that offers significant benefits to higher volume operations shipping by a unit train. The Unitrain Loadout System (ULS) features a precision electronic batch weighing system married to a mechanical loadout system by a microprocessor-based digital control system. A batch weighing loadout could be designed using analog electronics or even a mechanical weighbin. But it is the adaption and use of a microprocessor that provides the primary benefits of a unit train loading facility. Those benefits are accurate weight determination, optimum car use, overload prevention, speed in loading, optimum labor use, and documentation of the loading process. Unitrain History The first ULS was erected for iron ore applications in Canada during the 1960s. The first domestic system on coal was installed at Pittsburg and Midway Coal Co.'s McKinley mine at Gallup, NM, in 1978. At present, there are more than 20 Unitrain Loadout Systems in operation worldwide. They are loading minerals, concentrates, and coal. Eleven systems are presently in service or under construction in the US. In the last several years, a number of comparable systems have also been installed. As a result, the concept has been well proven and is now commercially available from several sources. Unitrain Operation The basic operation of a ULS involves loading a unit train with individually weighed batches of coal while it moves slowly under a loadout tower. Typical coal systems are designed to load at rates of 2.7 to 6.3 kt/h (3000 to 7000 stph). The contents of each car can be accurately weighed. This meets the requirements of the National Bureau of Standards Handbook No. 44 for static weighing. Also, cars can be loaded within very close tolerances. This optimizes railcar usage and prevents overloads. Principal components of the loadout system are the main feed conveyor, the surge bin, surge bin gates, weighbin, weighbin gate, flood loading chute, control room, calibration weights, and hydraulic and electrical systems (Fig. 1). Main feed conveyor: Coal is delivered from a storage area by the main feed conveyor. The conveyor fills the surge bin. It should be capable of conveying coal at the same rate at which it is being loaded. Usually the feed conveyor is equipped with a conveyor scale that can display rate in the control room and control feed to the belt. The surge bin will typically store 227 to 272 t (250 to 300 st) of coal. If the loadout is installed in an over-the-track silo, there is no need for a surge bin. Four double-bladed, hydraulically actuated gates are incorporated into the bottom of the surge bin. These gates open to fill the weighbin. Automatic pre-act points are selected by the control system. They shut these gates as the desired weight is approached. The final amount of coal is added by a single gate that closes. This results in a weighed batch of coal within ± 0.5% of the selected optimum load per railcar. Thus, if loading 91-t (100-st) capacity cars, the system is set to batch up 90.2 t (99.5 st) batches. Each car is expected to be loaded between 90 and 91 t (99 and 100 st). Weighbin: The weighbin is next in the flow scheme. Typically, it is

"Ten years ago," said a mining industry personnel manager, "we used to wine and dine new mining engineering graduates. Now I can pick and choose among men with 10 years of experience." Comments like that are common throughout the industry today. During the 1970s, the US and Canada did indeed suffer from a severe shortage of mining engineers, especially experienced ones. Moreover, it seemed likely this North American shortage would worsen. Increased production of minerals and coal was pushing demand for mining engineers upwards, and there appeared to be substantial new employment prospects for them in the nascent synfuels industry. The oil majors entering the mining industry were pushing for an increased professionalization of mining management, heralding a trend towards higher intensity in the use of mining engineers. In response to the shortage, mining schools expanded their programs dramatically. By 1982, American schools were churning out more than 600 new mining engineers per year, compared to barely 200 in 1970 (Table 1). The timing of the explosion in the number of mining engineers could not have been worse. The downturn in the economy and the resulting slump in the mining industry coincided almost exactly with peak output of mining engineers. The market for mining engineers shifted from shortage to surplus with startling rapidity. The new crop of engineers, no longer courted by the mining companies, struggled to find any mining jobs. At the same time, experienced mining engineers found themselves thrown into the job market, some for the first time in decades. The current oversupply of mining engineers is assumed to be a temporary phenomenon. As the economy recovers, the demand for mining engineers is expected to pick up at least enough to absorb today's surplus. Not so, according to a recent study by Fenvessy and Schwab, a general management consulting and executive recruiting firm. In 1979, Fenvessy and Schwab was commissioned by a group of major mining companies to conduct a worldwide study of supply and demand for mining engineers to the year 2000*. The study began at the height of the North American shortage. One major objective of the study was "to identify means by which business and educational institutions may cope with and alleviate a future shortage of mining engineering talent." The findings, however, ran directly counter to expectations. The current oversupply will not disappear with economic recovery, the study concluded. In fact, the US and Canada are facing a massive oversupply that will probably last until the end of the century, unless enrollments in schools are reduced. Study Method Fenvessy and Schwab's conclusions are based on supply and demand models for mining engineers that it developed in the course of the study. Specifically, predictions for the supply of mining engineers are based on a survey of the 54 mining schools that account for about 90% of the world's annual output of mining engineering graduates. This survey asked for data on historical and projected number of graduates, obstacles to further expansion, changing trends in the use of mining engineers, and graduate career patterns. Fenvessy and Schwab developed three mining engineering supply scenarios from the survey data. The high case, considered unlikely for most of the industrialized world, is based on a continuation of the 1970's soaring growth rates. The middle case was established from the mining schools' own estimates of future growth in the number of graduating mining engineers. Finally, a "low growth" case for the US and Canada assumed that the number of graduating engineers will remain at current levels. Mining engineering demand was forecast using a complex model based on the demand for 50 major minerals. Formulas were

On June 16, 1982, Rio Blanco submitted a request to the US Minerals Management Service for a suspension of operations under its federal oil shale lease. The company also wanted a five-year delay in the requirement for further minimum royalty payments and a five-year extension of the primary lease terms of 20 years. The request was granted in late July in the midst of yet another slump in oil shale activity. Rio Blanco holds one of four Federal oil shale leases that were granted under the Interior Department's Prototype Oil Shale Leasing Program in 1974. That year the DOI offered for lease six federal oil shale tracts, two each in Colorado, Utah, and Wyoming. The leases in Colorado and Utah were granted for substantial bo¬nus bids as shown in Table 1, but the Wyoming tracts had no takers. In the eight years hence, no oil shale has been produced commercially. Indeed, the prospects for successful oil shale development have fluctuated widely, continuing a 60-year- old cyclical pattern in the fledgling industry. The prototype program was developed and initiated while this infant industry struggled to begin anew, without the benefit of any federal oil shale leasing regulations, or any history of federal oil shale leasing at all. Permanent regulations were not required because the effort was limited and designed to provide the foundation for any future leasing program. Section 21 of the Mineral Leasing Act of 1920, a Nov. 30,1973 Federal Register notice, and the leases themselves constitute the legal and regulatory framework for leasing and developing prototype oil shale tracts. The prototype leases contain some unusual provisions including installment payments of the bonus bids, credit of early development costs against payments due the government, adjustment of royalty rates according to regional crude oil price fluctuations, and unusually extensive and detailed environmental stipulations. Several of the provisions were intended to provide incentives for early development and financial penalties for failure to develop. The requirement for minimum royalty payments in lieu of actual production royalties beginning in the sixth year of the lease falls in the latter category. After the sixth year, the required minimum payment is increased east year through the 15th year by an increment equal to that due in the sixth year. The minimum royalty then remains the same through the final five years of the primary lease term. Minimum royalty is calculates on a different production level for each prototype lease, based on the quantity of 125 L/t (30 gal/st) shale estimated to be recoverable from. each tract by room-and-pillar mining. That mining system was selected for reference as the only proven extraction method for oil shale at that time (early 1970s) The minimum royalty (production) rate was calculated for each tract by direct comparison of its estimated recoverable 125-L (30-gal) resource to a hypothetical tract containing 1.9 Gt (2.1 billion st) of recoverable 125-L (30-gal) shale. For the hypothetical lease tract, the minimum production for the sixth year was calculated to be 3.2 kt/d (3,500 stpd), increasing by a like amount each lease year through the 15th to a daily production rate of 31.7 kt (35,000 st). Under this formula, the hypothetical lease tract would yield $16 million in minimum royalty payments over the 20-year primary lease term if there were no production, no development credits taken, and no adjustment of the royalty rate due to fluctuation of regional crude oil prices. The production rate of 31.7 kt/d (35,000 stpd) was a somewhat arbitrary figure that was considered, in the early 1970s, to represent a minimum size for a commercial oil shale operation. A production rate of 7.9 dam3/d (50,000 bbls/day) soon supplanted that smaller mine production figure as a rule of thumb for the minimum size for a commercial facility. The proportional relation-

White Pine Copper Company built and operated, from August, 1962 through May, 1963, a pilot plant to recover copper using a cyanide percolation leach of the sand fraction (+400 mesh) of the mill tailings (1, 2, 3). The pilot plant runs were metallurgically successful and preliminary engineering studies for a full scale operation were completed under contract by an outside engineering firm. Unfortunately, the net return projected at that time did not justify the proposed capital' investment. In the summer of 1973 the project was revived. The rise in selling price of copper over the previous ten years, compared to the projected operating cost of the leach plant, increased the calculated net return on investment with the most recent figures showing a 30% DCF. Basically, the reason for this favorable shift in profitability was that the cost for many of the reagents did not go up as fast in the previous ten years as did the selling price of copper. Using the Chemical Marketing Reporter costs, NaCN sold for 18.3¢/lb in 1963 and 20.75¢/lb in August, 1973. During this same period H2S04 went from $23.50 per ton to $35.90 per ton. In comparison, producer's prices for electrolytic copper were 31¢/lb in 1963 and 619 in 1973. Thus the price of copper went up 97% while the two reagents only increased 13% and 53%, respectively. The capital investment also escalated but, again, not to the same extent as the selling price of copper. These price differences no longer are valid' but they did provide justification for reexamining the project.

On the Mesabi Range, Ammonium Nitrate is used for blasting a variety of materials having widely varying blasting characteristics. The materials vary from hard, dense, magnetic taconite, which requires heavy blasting, through relatively soft, earthy, direct shipping ores, which require only light blasting to facilitate shovel operation. In view of the fact that materials gradational between these two end members are encountered in large tonnages, it is evident that a wide range of blasting situations face the mine operators on the Mesabi Range. In April of 1956, at Cleveland-Cliff s Hawkins Mine near Nashwauk, Minnesota, a fertilizer grade of Ammonium Nitrate prills was first used as a blasting agent. This first attempt was made without the addition of any carbonaceous material and even though it did go off, the force was not sufficient to produce the required results. Fuel oil was then added In the amount of one gallon for each 80 pounds of Ammonium Nitrate, with the oil and Ammonium Nitrate being added to the hole simultaneously. This blast was successful. Since then most of the mining companies have used Ammonium Nitrate, experimenting with various ratios of oil and fertilizer, mixing these ingredients either before or during loading of the holes. Since the additional of fuel oil to the Ammonium Bitrate before loading produces a more uniform saturation, most companies have adopted the method of pouring the fuel oil directly into the Ammonium Nitrate bags and then pouring the mixture into each hole. The ratio of 3- ½ quarts of fuel oil to each 80 pound bag of Ammonium Nitpate prills is now being used.

The preparation of coal is essentially the same for export as it is for the domestic market. The big difference, I would say, is that, while coal for certain domestic uses (utilities, for instance) need not always be of the highest quality, as long as it is uniform, the buyer of coal for export invariably demands a well-prepared, top-quality product. And he is willing to pay for it, as long as he knows what he is buying. This is where quality control enters the picture. The day is long past since the export market was the dumping ground for coals which could not be sold on the domestic market. Today, the export buyer wants American coals not so much for a price but for the necessity of blending the American coals with foreign coals to achieve the desired chemical and/or physical characteristics, To blend intelligently, he must know in detail what are the qualities of the coals to be blended. Sampling and chemical analysis facilities at the piers provide the information on the coals exported, These facilities are maintained for the export buyer by independent laboratories; however, in one instance, the buyer operates his own laboratory. With very few exceptions, and Clinchfield?s Moss No. 3 mid-volatile coal is one, cargoes shipped overseas are loaded as blends of two or more coals. Up to now, foreign requirements have not been too clearly defined; therefore, shippers must be prepared to blend mixtures of the desired combination. Successful blending requires an accurate knowledge of the coals shipped. And this makes it necessary for the coal producer to maintain his own control laboratory.

A preliminary model has been developed for autogenous pebble milling using information obtained from studies on ball milling and SAG milling. The model treats the breakage as the weighted sum of first-order breakage of smaller particles by tumbling pebbles, non-first order breakage of larger particles which are too large to be nipped properly by pebbles, autogenouS fracture and chipping of larger lumps to form pebbles, and autogenous fracture and abrasion of pebbles. The model includes the effects of residence time distribution, classification through the exit grate, and a mass transfer relation which describes the accumulation of fine material in the mill. Example simulations are given, based on breakage parameters determined from batch grinding tests in laboratory mills. fracture breakage and abrasion. In the development of these preliminary mass balance equations it will be assumed that breakage by fracture is first-order, but this assumption will be modified later in the paper. It will also be assumed that the residence time distribution of a long autogenous mill can be described by an equivalent series of m fully-mixed mills, with a classification action imposed on the mill contents by the discharge grate. Size distributions are expressed as a v2 geometric series, numbered 1 for the top size down to n for the fines, or "sink" interval. If the holdup in the mill is W then the rate of breakage of material in size interval i is given by SiwiW, where wi is the fraction of material in size interval i, and Si is -the overall specific breakage rate of size i material (fraction per unit time).

The modern coal mining industry is subject to a vast array of regulations affecting virtually all aspects of its operations. Probably the most significant over-sight role involves the Office of Surface Mining Reclamation and Enforcement (OSH) established by the Surface Mining Control and Reclamation Act, or SHCRA.1 Although complying and coping with SHCRA can be difficult for coal operators, this complex regulatory process has helped insulate the industry from ongoing efforts to extend regulation under the Resource Conservation and Recovery Act, or RCRA, 2 to aspects of the mining industry in general. The Environ-mental Protection Agency (EPA) has struggled with regulation of mining wastes under RCRA since the mid-1970's, but RCRA itself places most coal mining wastes firmly under the control of OSH and SHCRA. Despite the general exemption from RCRA regulation for waste materials that result from extraction and processing of coal itself, there may be circumstances under which coal mining operators could find themselves subject to regulation under RCRA or a number of other statutes administered by EPA. This paper will review briefly the history of mine waste regulation under RCRA, as well as touch on the policy decisions that led to the exemptions from RCRA regulation. The paper will summarize coal waste requirements under SHCRA, and also will review what operations at coal mines need to be controlled, in order to avoid potential liability under RCRA. In addition, it will mention requirements under other federal laws, including CERCLA, or the "Superfund" law,3 and describe how they may impose restrictions or liability on coal operations for waste or other materials commonly found at surface and underground coal mines.
