Each year, US coal cleaning plants landfill or impound millions of tons of high-quality, fine-sized coal. This coal is not only difficult and expensive to capture during cleaning, but, if captured, can pose serious materials handling problems. The GranuFlow. Technology was developed and patented by the U.S. Department of Energy (DOE) to address these problems. GranuFlow involves the addition of a coal binding agent such as an asphalt or heavy oil emulsion to coal to reduce moisture, dusting, and freezing and to improve the flow properties of the coal in bins and chutes (1, 2, and 3). When the emulsion is added before mechanical dewatering, the binding agent causes the formation of fine-sized coal agglomerates that dewater better than untreated coal. In addition, the binding agent increases the capture of ultra-fine coal in screen-bowl centrifuges. Previous work by DOE has also demonstrated that such treatment results in a significant reduction in dustiness and a reduced potential to freeze. To address concerns about the handling and combustion characteristics of GranuFlow treated coal, DOE performed a pilot-scale pulverization and combustion test (4). No problems were encountered during pulverization or combustion, and use of this fuel in a p.c. boiler was found to be feasible from a technical perspective. CQ Inc. has an exclusive license from DOE to market this technology and is currently performing a series of commercial demonstrations to determine if GranuFlow is both technically and economically viable.

Uranium and its decay series are associated with phosphate deposits of marine origin. Uranium concentrations are on the order of 100 to 200 ppm in matrix from the Bone Valley formation of Central Florida and about 25% this value in matrix mined from the Hawthorne formation in North Florida. Occupational radiation exposure due to this source has been under study in Florida since the mid 1970's (Windham, Partridge, Horton 1976; Roessler and Prince 1978). This report is based on findings of an industry-wide scoping survey conducted by the University of Florida during March 1976 through May 1977 and subsequent studies in selected individual facilities. PHOSPHATE MINING OPERATIONS Mining and beneficiation operations are diagramed in Figure 1. At the excavation site, electric powered draglines remove the overburden and expose the phosphate matrix (ore) which is then slurried and pumped to the beneficiation site. At the washer stage of the beneficiation plant, the matrix is subjected to washing and screening. A coarse product, "pebble" is produced and sent to storage piles while the fine fraction is passed through a series of cyclones to remove the clays. The generated clay suspension is sent to settling ponds while the remaining sand-sized fraction is sent to the flotation plant. At the flotation plant, phosphate particles are recovered from the fine sand particles of similar size through several stages of treatment with reagents, agitation and separation of floating and sinking fractions. The high grade concentrate produced is transferred to storage while the sand tailings are discarded. [ ]

Introduction The endeavours to mechanise the shaft sinking operations have led to the development of shaft boring using a V-Mole. The method implies competent ground and a pilot hole of sufficient verticality. This connects the top and the bottom of the shaft and serves for air ventilation and the transport of mullock. The shaft boring machine - nick name V-Mole - with a general pattern similar to a tunnel-borer reames the pilot hole to the designed diameter of the shaft. (Figure 1) The excavating of the rock, the removal of the mullock from the face and the lining of the shaft wall are done simultaneously. If they can be done also continuously this than creates a high potential of productivity. The verticality of the shaft can be garanteed due to the laser beam guided steering system. The diameter of the shaft is variable in steps of 0.5 m between 6.0 and 10 m in accordance with the need. It decides the capacity of the V-Mole to be applied. The depth of the shaft does not depend on the machine. It is practically unlimited as long as a suitable pilot hole is available. Up to 1988 almost 12.656 m of shaft have been drilled on 40 individual projects in Germany and the U.S.A. using a V-Mole. The rocks penetrated were Carboniferous sediments consisting of Sandstones, Shales, Conglomerates and Coal seams. The average uniaxial compressive strength was in the range of 300 - 700 Mpa with a maximum of 1700 Mpa in some singular sandstones.

Philip M. Hocker is president of the Mineral Policy Center (MPC), a Washington, DC-based, non-profit organization formed to "address the environmental problems that are caused by mineral development in both the hard-rock mining and onshore oil arenas." Hocker has been involved with resource development and environmental policy issues since the 1970s. He has been a plaintiff in several lawsuits regarding environmental management of federal onshore oil and gas leasing. He was also active in the 1987 campaign to pass the Federal Onshore Oil and Gas Leasing Reform Act. Hocker served on the board of directors of the Sierra Club from 1980 through 1986. He is also a member of SME and spoke at the welcoming luncheon and keynote session of the SME Annual Meeting and Exhibit, Feb. 14, 1994, in Albuquerque, NM. In his role as president of MPC, Hocker has become a major player in the ongoing battle concerning mining law reform. And, while the mining law issue is the most visible and controversial issue confronting the mining industry and MPC, Hocker's organization is also active in clean water reform and other public policy issues that concern natural resource development and the environment. Hocker and MPC invoke a wide spectrum of reactions from the mining industry, most of it negative. Even so, the editors of ME decided that SME members should hear from Hocker his views on domestic mining, including mining law reform, clean water legislation and other environmental issues facing the industry.

By implementing various mining practices, mine operators can reduce the respirable dust exposure levels of the roof bolter and the continuous miner operators. The Bureau of Mines has developed a computer program, entitled AMP (Alternative Mining Practices), that gives a quantitative comparison of these reductions. The alternative mining practices and their corresponding reductions in dust exposure levels that are evaluated by the program include a remote control continuous miner, a half-curtain ventilation system, two auxiliary fan-tubing bypass ventilation systems, a modified cutting sequence, a comparison between single-split and double-split ventilation networks, and a comparison between exhausting brattice and exhausting tubing. Descriptions of each of these mining practices are included in the report. The report also includes a hypothetical case study to show how AMP enables mine operators to select the technique(s) that is best suited to their particular needs. AMP is a compiled basic program that has been designed to run on computers with a DOS version 2.0 or later operating system. It includes high resolution graphics (640 X 200 dot positions) designed to run with video boards that are functionally compatible with the IBM Monochrome/ Printer Adapter. Graphic screens are selected from menus, and can be bypassed if the computer is not equipped to handle high resolution mode. Their primary function is to show proper implementation of the mining practices evaluated by the program. This package requires a minimum of 256K bytes of RAM. INTRODUCTION Under a Federal grant by the Urban Mass Transit Administration (UMTA) (80%), and sponsored by the State of New York (200), Niagara Frontier Transportation Authority is constructing a 10.3 km (6.4 mile) light rail rapid transit system in Buffalo, New York. The $450 million project, which began construction in the Spring of 1979, is unique in rail transit alignment designs in the U.S.A. and the first predominantly underground light rail system in North America. The Buffalo project is unique in that the first phase of the expandable system follows the alignment of Main Street and is on the surface in a proposed 1.6 km (1.0 mile) pedestrian mall in the downtown business district. The alignment then progresses northward into a cut-and-cover portal and standard double-box configuration for 2.74 km (1.7 miles) at a depth of 9.1-10.7 m (30-35 ft) and subsequently drops into bedrock at depths of 18.3-27.4 m (60 to 90 ft). The 5.63 km (3.5 mile) rock tunnel section consists of two single tunnels 4.88 m (16.0 ft) nominal finished diam. and includes five stations. The rock tunnel line section was divided into a north and south contract of 2 316 m (7,600 ft) and 3 243 m (10,640 ft), respectively. In the spring of 1991, Western Aggregates, Inc. began operating the newest expanded shale lightweight aggregate operation in North America. The operation is located in Jefferson County, Colorado, just south of Boulder, at the sight of the former Ideal Basic Industries ("Idealite") lightweight aggregate plant, which was decommissioned in 1975. The "new" facility has been built to principally serve the Denver and Front Range markets, as well as ship products into other locations in Colorado, Wyoming, New Mexico, Kansas and Nebraska. Western Aggregates is a wholly-owned subsidiary of Inco U.S., a subsidiary of Inco Limited of Toronto, Canada. Inco Limited is the free world's largest producer of nickel and is a leading producer of copper, cobalt, gold, silver, and platinum group metals, high nickel and super alloys, and specialized engineered products. Inco is constantly seeking new mining related investments that leverage off its mining and processing skills and that meet corporate fmancial objectives. Construction materials are an area presently being pursued by Inco. The basic 'building blocks' of society, from a construction perspective, are sand and gravel, stone, and aggregates. To the vast majority of people these are natural products that are mined, quarried or dredged, and other than washing, screening and crushing, are generally used in their primary form. While these materials vary from quartzite river rock, to calcified limestone, to hard basalt, they are generally classified as "heavy" aggregates. There are, however, other types of aggregates that do not fall under the "heavy" classification, but are used in general construction activities just the same.

The Development of Water Gel Explosives Water gels are the most recent development in the evolution of commercial explosives. They are replacing dynamite, having proven themselves to be excellent alternatives to this standard explosive. Water gels have steadily displaced dynamite over the past two decades. In 1959, they accounted for only 1 percent of the market they share with dynamite. By 1965, the share taken by water gels had grown to 21 percent. In 1970, it was more than 40 percent, and today it is nearly 70 percent. Black powder, the first widely used explosive, revolutionized mining and quarrying in its day. However, when nitroglycerin dynamite became available about a century ago, it rapidly displaced black powder because it provided greater energy for a given weight, much higher velocity for better rock shattering performance, and water resistance for easy use in wet conditions. During the past 50 years, ammonium nitrate has played a dramatically increasing role in explosives. First, it was used as an ingredient in dynamite, and then as the main component in nitrocarbonitrate blasting agents. About a quarter of a century ago, it began to find use in a simple and inexpensive mixture with fuel oil that has revolutionized the explosives industry and today fills about 80 percent of the requirements for explosives in the U.S., and certainly the bulk of blasting requirements worldwide. Placer mining in Alaska had a desultory inception at Sumdum in 1869 and, during the years 1880 to 1896, received thin nourishment from the readily exhausted gold placers at Juneau and the longer- lived deposits in the Circle, Fortymile, and Rampart Districts. Finally, in 1897, the great Klondike discovery in Canada's Yukon Territory brought thousands of gold seekers to the Far North. These men, in successive, far-reaching gold rushes, found the large, rich gold deposits at Nome, Fairbanks, and Iditarod, as well as many smaller placers. The hectic rushes during the years from 1898 to 19 10 were comprised of hundreds, sometimes thousands, of "stampeders," as they were called. Since very many Alaskan creeks, from the crest of the Brooks Range in the north to the Pacific Ocean in the south, carry at least a few flakes of gold, there was ample seed to start a new stampede. Of the 100s of reported "strikes," nearly 50 became more or less important placer mining districts; by 1910 they had produced about 184.2 fine Mg (6.5 million fine oz) of gold; the all- time peak production year was 1906. A few of the miners and prospectors prospered, but the total value of all gold produced failed, by a wide margin, to cover the aggregate costs incurred by them in the undeveloped Territory of Alaska. On the other hand, the traders with their readily salable supplies of food, tools, and hardware and the freighters with their teams of dogs or horses and boats of all kinds profited throughout the era of stampede.

Mechanized mining in the underground coal industry has continued to evolve since the introduction of the remote control mining machine. Remote control continuous mining machines without an onboard operator’s compartment are now the norm in the industry. Extended cuts in excess of 30 ft (9.1 m) are commonplace. Unfortunately, machine operator positioning has become an often unrecognized safety concern, particularly when remote control continuous mining machines excavate a turn (turn a crosscut). From January 2001 through July 2004, remote control continuous mining machine operators or helpers have been involved in ten roof fall fatalities and eight machinery crushing fatalities. The machinery crushing incidents occurred when machines were being repositioned or moved to another place. Of the ten roof fall fatalities, three occurred while a crosscut was being turned and a fourth fatality occurred while mining was being conducted adjacent to the crosscut. The operating time associated with turning crosscuts is a relatively small part of the mining cycle. In recent years, however, a disproportionate number of fatal incidents appear to have been associated with this activity. Procedures for reducing the incidence of operator fatalities while turning crosscuts are discussed. These techniques include: minimizing the number of turn cuts, limiting turn cut depth, establishing no work zones and using visual warning devices to designate them, installing more roof/rib support in the vicinity of the turn cut, using notch cuts prior to initiating a full turn cut, and positioning the remote control miner operator in nontraditional locations.

This Bureau of Mines report describes methane liberation trends from all U.S. coal mines liberating over 100 Mcfd (100,000 cfd) (2.8 Mm3/d). Detailed are results from the latest Bureau survey performed in 1985 and shown are mine and company name, location, coalbed and methane liberation quantity. The report shows that in 1985, there were 180 mines producing more than 100 Mcfd (2.8 Mm3/d) and the total quantity of methane liberated by these mines was 303,900 Mcfd (8,605 Mm3/d). This data is compared with previous studies performed in 1971 , 1973, 1975, and 1980. From 1971 to 1985, there was a 10% decrease in the number of mines liberating at least 100 Mcfd (2.8 Mm3/d) but there was a dramatic 34% increase of liberations from these mines. The increase seems to be caused by new mines being developed in deeper, gassier coalbeds, particularly in Alabama. Likewise, in comparing the ten highest liberating mines in 1975, 1980, and 1985, an increase in methane liberations each year was experienced. The report classifies mines by three levels of liberations: greater than 100 Mcfd but less than 500 Mcfd (2.8 to 14 Mm3/d); 500 Mcfd to 1 ,000 Mcfd (1 4 to 28 Mm3/d); and greater than 1,000 Mcfd (>28 Mm3/d). It was found that 87% of liberations were from mines producing over 1,000 Mcfd but these accounted for only 38% of all the mines in the study.

The EUs? manufacturing and construction industries are vital to Europe?s economy. They rely heavily on a steady supply of materials which meet appropriate quality criteria and are available at a competitive price. The steadily rising global demand for (non-energy) raw materials due to increasing consumption in upcoming economies such as China, India and Brazil, is in some cases leading to rapid price increases, but also supply disruptions which affect the European industry chain. These considerations are at the basis of new policy initiatives that are being prepared by Enterprise and Industry Directorate-General in relation to the competitiveness of the European metals industry. Over the last year the raw materials supply issue has increasingly become the topic of de-bate among various stakeholders. In July 2006 the European Economic and Social Committee adopted an opinion on risks and problems associated with the supply of raw materials to European industry. It is therefore important to identify and analyse the future needs for European industry, the possible constraints and impacts on its competitiveness. The raw materials supply issue should also be looked at from the view-point of the EU extractive industry, which plays an important role in supplying raw materials to the downstream industries and which faces very specific challenges. Within the Enterprise and Industry Directorate-General the different factors that influence the competitiveness of the non-energy extractive industry are being assessed, in order to help identify policies and actions which could contribute to and enhance the competitiveness of the industry.

A hydraulic rock breaker was developed in Germany by Helmut Darda and uses a wedge-plug and feathers mechanism powered by a 10,000 p.s.i. power pack. During the past four years these tools have been increasingly used all over North America for secondary breaking of boulders and rock. More recently, techniques have been developed to break rock off the solid in trenches and rock emplacements where blasting is pro¬hibited or very limited. Underground operations are commencing to adopt the splitter for scaling plus including systems which can be efficiently applied to chambers and mines. Mr. Neil Duncan, who was originally scheduled to give the main part of this presentation has, during this past month accepted a position with the Alberta Energy Resources Conservation Board in Calgary. The board encourages its members to take part in seminars such as this but, unfortunately, due to the heavy pressure of work, it was impossible for him to attend this conference. Mr. Duncan has, however, forwarded me his notes and suggest¬ions, and using these, combined with a slide presentation, we feel that we can quickly and clearly define the operations and application of the hydraulic splitting technique as it applies to your profession and tunnelling work. The first question that most of you are asking is, "Why use a hydraulic splitter if you can blast?" Our answer to this is that we are not advocating the use of hydraulic splitting where blasting is feasible - but, during the past decade many applica¬tions have arisen where blasting is not allowed, or restricted

A fire in a coal mine conveyor belt entry represent a major safety and health risk to miners. Fighting belt entry fires can be a commanding effort. If there is a failure of one aspect in the fire fighting needs such as a dissimilar hose-valve connection, then it can result in the inability to extinguish a fire. Fire incident data compiled over nearly 30 years for underground coal mines shows that fires in belt entries account for 15-20 percent of the total number of fires. Fires in the belt entries of coal mines have resulted in injuries and fatalities. New regulations have been promulgated that require an unplanned fire not extinguished within 10 minutes of discovery to be reported to the Mine Safety and Health Administration (MSHA). A fire that is not extinguished within several minutes may take hours or days to extinguish or may require sealing a section or the mine in some cases. The current fire protection regulations in the U.S. Code of Federal Regulations (CFR), Title 30, Part 75 are designed to prevent or control the fire hazards present in a belt entry. These requirements and other factors affecting belt entry fires are discussed, including fire detection and warning, fire suppression devices, type and location of fire fighting equipment, waterlines, and cleanup and removal of combustible materials. The fire suppression systems used to extinguish/control a belt fire and the effect of ventilation on the propagation of conveyor belt fires are also discussed.

The Janet Annenberg Hooker Hall of Geology, Gems and Minerals, located in the National Museum of Natural History, Smithsonian Institution, in Washington DC, opened in September, nine years after initial fundraising efforts were begun. The 1,858-m2 (20,000-sq ft), $16-million hall was mostly funded by private groups and individuals, including $1.7 million from 43 National Mining Associa¬tion (NMA) member companies. Companies that contributed more than $100,000 included Cyprus Amax, Phelps Dodge, Asarco, Homestake Mining, BHP, Caterpillar, Cleveland Cliffs, Exxon Coal and Minerals, Freeport-McMoRan, Newmont Mining and Peabody Holdings. The mining industry's contributions funded a walk-through Mine Gallery. It. features diora¬mas of four mines, as well as numerous specimens associated with the mines. The Mine Gal¬lery demonstrates to the public the importance of mining. The hall was named in honor of Hooker. She contributed $5 million in cash plus the Hooker Yellow Starburst Diamonds to the project. The hall is touted by the Smithsonian as the "most comprehensive earth science complex of its kind." It consists of seven galleries, each devoted to different aspects of gems, minerals and rocks. In addition to the Mine Gal¬lery, the hall contains a collection of gemstones and jewelry pieces, an extensive collection of minerals, a gallery devoted to plate tectonics and a gallery devoted to the moon, meteorites and the solar system. The new hall is a complete makeover of the old and outdated Geology Hall. It was built in the 1960s and finally closed to the public in 1995.

Analysis of Coal Pillar Stability (ACPS) software, released in 2018, integrates numerous empirical pillar design techniques. The ACPS program incorporates methodologies originally available as design tools from the National Institute for Occupational Safety & Health (NIOSH), including Analysis of Longwall Pillar Stability (ALPS), Analysis of Retreat Mining Pillar Stability (ARMPS), Analysis of Multiple Seam Stability (AMSS), and concepts including Coal Mine Roof Rating (CMRR), the Mark-Bieniawski pillar formula, and pressure arch loading. The design methodologies that are the basis of ACPS were developed via analysis of significant amounts of real-world data and have been standards of the United States coal industry for decades. While there are empirical factors built into ACPS, making it ideal for use in U.S. coalfields, the concepts in the program have proven to be applicable in variable mine settings, and the software was developed to allow for user-based, site-specific modifications of key design inputs. Application of ACPS to cases outside the regions for which it was developed must be approached carefully, and continuous development of site-specific data is mandatory. A case study is presented involving the application of ACPS to assess pillar stability and assist future design for an underground lignite mine in Eastern Europe. Assessment of in-mine observations, review of the geology of the lignite mine, and evaluation of specific conditions associated with a failure event resulted in “calibration” of key input factors to ACPS. Scenarios evaluated with ACPS suggest that pillar strength and overburden depth are key factors for the determination of pillar stability and design in future areas.

"INTRODUCTION Tunnel Boring Machine (TBM) operations require the injection of material into the annular tail voids as the machine advances ahead of the segmental concrete lining. This annular gap is created because the cutting diameter of the TBM has to be larger than the outer diameter of the concrete segments of the tunnel lining. Fundamentally, the two basic types of annular grout are thick, concrete like mortars and thin, mobile, two-component grouts. While some European countries seem to still favor the concrete like mortars, from a global perspective it is now the two-component type grouts that dominate the industry. Two-component type grouts are comprised of an “A” component grout (typically cement, flyash, bentonite and a retarder/stabilizer) and a “B” component accelerator (sodium silicate or water glass as it is sometimes known). They are thus sometimes referred to as A/B type or bi-component grouts and were pioneered by the Japanese over 30 years ago. They offer a host of operational benefits over thick mortars, such as reduced settlement (Feddema et. al., 2001), effective penetration of the void space, with less energy, and reduced strain on the segmented linings (Robinson et. al., 2007). Two-component grouts are highly mobile and can be pumped many kilometers. The use of a retarder/stabilizer can also extend the shelf life of the “A” component grout for several days while the early strength of the accelerated grout stabilizes the ground and supports the segmental liner almost immediately. The batch plants that prepare the two-component grouts use one of two possible mixing methods for preparing the “A” component grout. The simplest plants use paddle type mixers and numerous tunnels worldwide have been successfully grouted using this technology. However, a superior type of mixer is available, namely the high shear colloidal mixer. Keller Colcrete successfully pioneered the development of the colloidal mixer back in 1937 and for over 75 years colloidal mixers have been internationally recognised as the most efficient method of mixing cement based grouts (Houlsby, 1990). These mixers are used in grout preparation for radioactive waste encapsulation, hydro dam grout curtains, soilcrete jet grouting, soil nailing, and numerous other geotechnical applications. In tunnelling, these mixers are also used for ground treatment, compensation grouting and for the preparation of bentonite lubrication for pipejacking. It has been only within the last decade however that these high-shear colloidal mixers have been adapted for use in the preparation of two-component grouts."

The Mount Royal Tunnel (MRT) is a 100-year-old railway tunnel located in Montreal, Canada. The tunnel is approximately 5 km long, 8.7 m wide and 5.5 m high, with a constant 0.6% grade. This existing tunnel will be used by the new Montreal light rail transit network, Réseau Express Métropolitain (REM). This requires the tunnel to be inspected, rehabilitated and made compliant to the recent safety standards. This paper presents the details of the structural inspection and rehabilitation of the tunnel along with the repair methods, addition of a center wall as well as the enlargement of the tunnel section.

"PROJECT OVERVIEWThe Liantang/Heung Yuen Wai Boundary Control Point (BCP) and Associated Works will be the seventhland crossing between Shenzhen and the Hong Kong Special Administrative Region (HKSAR) of China.The project includes site formation of about 23 hectares of land for the development of the BCP and anapproximately 11-kilometre (km) long dual two-lane trunk road (the “Connecting Road”), connecting theBCP with the existing Fanling Highway. The route alignment is within a relatively rural area of HongKong, with very limited similar infrastructure works carried out nearby. It passes beneath bothmountainous terrain, and alluvial plains, and falls within an area of several major regional faults andassociated metamorphism, resulting in a complex variety of ground conditions.ALIGNMENTThe Civil Engineering and Development Department of the Government of the Hong Kong SpecialAdministrative Region carried out extensive public engagement in selecting the alignment of theConnecting Road. Over 70 consultation forums with public bodies, including the District Councils, RuralCommittees, local representatives, etc. were held during the alignment design process. In order toalleviate the concerns of various nearby villages, and to minimize land clearance and environmentalproblems, the original alignment of 10 km long (3.5 km of tunnels and 6.5 km of viaducts) was revised toits final alignment of 11 km long which comprises 5.7 km of tunnels, 4.3 km of viaducts and 1.0 km of atgrade roads.The finally adopted alignment commences at the southern end with an interchange with the existingFanling Highway, part of Route 9, which is a dual three lane expressway currently being widened to dual4 lane. Alongside the expressway is the main rail connection to the mainland of China, and theinterchange viaducts connecting to the southern portal of the Lung Shan tunnel must cross over thisrailway. The southern portal is located in the foothills of Lung Shan, and the 4.8km long tunnel is alignedin a north-northeasterly direction. The southern half passes under mountainous terrain of Lung Shan,and then crosses a valley containing the Kwan Tei river. The northern section comprises low hillsseparated by an alluvial plain and Tan Chuk Hang village area. At the northern end, the tunnel turns tothe north-west to connect with Sha Tau Kok road, an existing single carriageway road, with a newroundabout interchange. Mid-way along this tunnel there will be a ventilation building, connected to the main tunnel by a 330m long ventilation adit. To the north-western side of this interchange is the900m long Cheung Shan tunnel, and after this the remaining 4.3km of the highway connecting with theBoundary Control Point is to be constructed as an elevated viaduct. The alignment is shown in Figure 1."

Over the past 15 years, the tunneling industry has pushed towards a higher degree of mechanization in nearly every phase of construction. The overall objective of the mechanization was to increase production and the level of safety in tunnel operations. However, the overall complexity of some systems have been a hindrance to a seamless transition to the newer technologies as increased maintenance requirements and re-training of skilled workers has altered the benefit curve for some innovations.
