The challenge of the sustainable development framework in mining today is to see that the minerals sector as a whole contributes to human welfare and well-being without reducing the potential for future generations to do the same. If the minerals sector around the world is to contribute positively to sustainable development, it needs to demonstrate continuous improvement of its social, economic, and environmental contribution, with new and innovative governance systems. Canada is an international leader in mining and related technology. Metals and minerals is Canada?s second-largest earner of foreign exchange. Canadians, along with the rest of the world, are increasingly concerned about the environmental impact of mining activities. The Canadian Mineral industry has acknowledged the importance of its environmental responsibility by taking a broad range of innovative actions in order to ensure a sustainable development of its resources. This paper analyzes how the concept of sustainable development can be related to mineral enterprises. It discusses a wide range of issues under three main areas: perspectives on sustainable development; processes for furthering sustainable development; and assessment methodologies and indicators. This paper also presents a proposed framework and a core set of key sustainable development indicators that could be useful in efforts to measure progress toward sustainable development in mining. The paper concludes with a case study of some key sustainable development indicators related to the Canadian oilsands mining.

INTRODUCTION In 1973, the Federal Highway Administration (FHWA) initiated a 10-year program of research on tunneling technology for future highways as a part of a larger Department of Transportation effort on tunnels. The objectives of the FHWA program are to: improve tunnel design technology, reduce costs, minimize adverse environmental impact due to construction, increase the rate of construction, and assure the maintenance of a safe and attractive tunnel environment. The program is divided into four research tasks designed to solve tunneling problems identified by the engineering and field offices of the FHWA. These tasks are as follows: 1. Cut-and-Cover Tunneling 2. Site Investigations 3. Ground Movements - Prediction and Control 4. Highway Environmental Criteria for Tunnels In order to provide input into Tasks 2 and 3, the FHWA is sponsoring an investigation and testing program by the U.S. Bureau of Reclamation to instrument and monitor two sites in the second bore of the Eisenhower Memorial Tunnel located on Interstate Highway 70 at Loveland Pass approximately 97 km (60 miles) west of Denver, Colorado. This technical note describes an alternative procedure that can be used in linear programming calculations where the compliance limit of lbs SO2/million Btu for the blending coal is subject to change. Dr. Mateer in his technical note titled "Coal blending for sulfur compliance" (ME, September 1994, p. 1103) defined an "excess sulfur" parameter that provides a valid constraint equation for a linear program optimization. The coals used by Dr. Mateer in his examples are shown in Table 1. To create the parameters for the constraint equations to blend to an SO2 content of 1.2 lbs SO2/million Btu, the excess sulfur for Coal A was defined as Sulfur excess% = 0.5 - 0.6*13,000/10,000 = -0.28 This equation was used to create the constraint equation -0.28A + 0.44B + 1.36C[<] 0.0 Another way to create the parameters for the constraint equation is given below. The mining industry has long recognized the value of dispatch systems in open pit mines as they reduce load and haul costs. Over the years, researchers have proposed many dispatch systems with various limitations and advantages. The simplest dispatch algorithms are the so called 1-truck-for-N-shovels dispatch strategy. These algorithms are limited by the fact that their objective functions do not consider all the objectives of a mine and cannot be applied to all possible truck-shovel configurations. They are also myopic in nature. However, they are simple and computationally efficient and do not require occasional updates of the upper stage problem as required in multi-stage dispatch algorithms. In this work, an agent-based truck dispatch algorithm that conceptualizes trucks as intelligent agents that make autonomous dispatching decisions to maximize their utility is proposed. The advantages of this algorithm includes utility functions that encapsulate all of management’s objectives and agent’s with broad situational awareness. They are also more suitable for autonomous trucks. We evaluate the new algorithm against a simple 1-truck-for-N-shovels dispatch strategies using discrete event simulation. The simulation results show that the new utility function has significant advantages over 1-truck-for-N-shovels inspired utility functions. Future work will incorporate adaptive behavior into the model via reinforcement learning algorithm. INTRODUCTION In an attempt to optimize truck shovel operations in open pit mines in order to reduce the cost of haulage operation, which according to (Alarie and Gamache, 2002) is estimated to be about 50-60% of the total cost of mining, several effective and efficient strategies have been developed. Optimizing truck haulage systems in an open pit mine is one of the greatest challenges of mining engineering and has been the subject of many research projects. It is important that haulage systems are designed to be efficient, in order to minimise haulage cost, improve profitability and increase the total mine value. Although optimizing the number of trucks required in the operation of open pit mines can help reduce the cost, an effective and efficient truck dispatching system add value by ensuring that the available trucks are used efficiently. With truck dispatching systems, the trucks are normally dispatched between the crusher and dumping station (e.g. waste dumps and stockpiles), and the shovels in order to maximize the total output, obtain grades targets, reduce fuel consumptions and other objectives. Truck dispatching, which can have one or more objectives, is typically subjected to certain operational constraints such as truck and shovel capacities, empty and loaded trucks speed, among others. The problems associated with truck dispatching was first mentioned by Dantzig and Ramser (1959) after they made an attempt to determine the optimum routes of a fleet of delivery trucks between bulk terminals and a service stations. The problem occurs in several industrial systems besides mining (Alarie and Gamache, 2002; Gendreau et al., 2006; Rego and Roucariol, 1995). The dispatching problem, also referred in literature as the vehicle routing problem, has seen a number of modifications and extensions with Bertsimas and Ryzin (1991) presenting a dynamic and stochastic vehicle routing problem, and Ralphs et al. (2003) also adding to the original concept, the concept of vehicle capacity routing.

The opportunity for an exploration geologist to follow a successful exploration project through the feasibility, financing, construction, development, and exploitation phase is rare. In addition, it is not often that the exploration geologist can be present during the mining of a deposit to explain why certain actions were taken or interpretations made, and to find out how these interpretations turned out in actuality. At the Woodsreef chrysotile asbestos mine in New South Wales, Australia, mining has been- in progress for seven years and the writer of this chapter has been intimately associated with the project during the five years of exploration and seven years of exploitation. The Woodsreef mine has had major production problems, the majority of which have stemmed from the unique characteristics of the ore body and fiber. Because of the latter feature, much research has been undertaken by Woods- reef and other scientific organizations in Australia, England, and Canada regarding the Woodsreef fiber. The answers to some of the problems have negated some accepted concepts of asbestos ore milling and led to the development of new techniques. Some of these new techniques include the adoption of microscopic fiber counts as a routine procedure, the modification of accepted evaluation procedures, the development of new machines for dedusting fibers, and the recognition of a fiber with a unique milling behavior pattern and, possibly, properties. The problems experienced can be broadly divided into those associated with the geology and the physical properties of the fiber. It is possible that the same features may manifest themselves in other deposits around the world, and if they can be recognized during the exploration stages, a feasiblity evaluation may be just a little closer to the actual. The Woodsreef chrysotile asbestos deposit (latitude 30°24&apos; S, longitude 150°44&apos; E) is located 80 km north of Tamworth, NSW, Australia. The mine has been in production for six years and has a present scheduled mining rate of 33.11 Mt/y. An eight rock line mill treats an average of 7000 t/day, after beneficiation, and yields fiber grades in the range of group 4 to group 6 with some floats. The estimated re- serves of 30.56 Mt, with an ore to waste ratio of 1:3.0, are contained in two main zones that are designated the North and South zones. Mining started in the South Zone in 1972 and then, be- cause of the higher ore value, moved to the North Zone in 1975. Presently, there are two distinct open cuts referred to as the South and North pits that will eventually be worked together. The Woodsreef mine is owned by Woodsreef Mines Ltd. and is operated by Chrysotile Corp. of Australia Pty. Ltd., and is one of only two producing asbestos mines in Australia. The second mine is at Baryulgil, (latitude 29°13&apos; S, longitude 152°37&apos; E), and is operated by a subsidiary of Woodsreef Mines Ltd. This operation produces about 500 t/y for a captive market. An exploration program is being conducted in the area surrounding this small producer with a significant degree of success. The concepts developed during the exploitation of the Woodsreef deposit are being incorporated in the evaluation of the Baryulgil area, and if the Baryulgil deposit proves to be eco- nomic it is hoped that this approach will eliminate some of the major crises that have beset the production at Woodsreef during the first four years of operation. "The development process of Metal Resources Technical and Economic Evaluation Expert System (MRTEEES) is introduced in the aspects of requirements analysis, design of the expert system, main functions of the expert system and features of the expert system. The system is based on C/B/S mixed mode and uses ASP.NET technology with .Net Framework being chosen as the development platform and metal resources database providing data support at the bottom layer. The system is an auxiliary management system for metal resources technical and economic evaluation and has the basic functions of auxiliary decision analysis, metal resources database management, data management and comprehensive query. Technical and economic evaluation model can be set up by users independently according to at which stage a project is, mainly including exploration stage, development stage and production stage, and according to the mining methods, for example underground mining, surface mining and in-situ leaching mining. Then, the technical and economic evaluation parameters can be generated. By inputting the value of each parameter in a simple and convenient way, the evaluation results can be directly calculated out and shown in the form of diagrams among others, and feasibility evaluation report can also be automatically generated, making the technical and economic evaluation process accurate and efficient. As the system can achieve the functions of scenario analysis, sensitivity analysis, shareholder’s returns analysis, horizontal comparison of different projects, it can improve the ability of project senior decision makers for rapid response to the rival and meet the demand of pricing negotiations. IntroductionWith the arrival of a new round of industrialization upsurge in both developing and developed countries, growth of demand for metal resources is entering a new stage. Population involved in the new industrialized countries is about four times that of all previous industrialized countries, implying resource consumption increases dramatically both in speed and in quantity. It is a must to seize the strategic opportunity of developing and utilizing metal resources around the world to lay abundant resource base for national industrialization. Objectively speaking, global configuration of metal resources is an inevitable tend. Presently, many issues, for example, resources exploration, mining, merge of mining companies, metal trades, mining financing, etc., generally show the feature of globalization. For the reality that competition for metal resources is becoming fiercer, industry standards of mineral resources will undoubtedly be improved. Occupying large scale mineral resources with high grade and developing them with low cost is the base for the survival of mining companies and metal resources merchants. With the growing demand of global investment in mineral resources exploration, which is at the upstream of the industry chain, geological exploration industry is promising. Globally building market relationships for mineral resources exploration companies is key to their sustainable development. Developing large and super-large deposit with low cost is also an important approach to enhancing core competence of a country or an enterprise. Mining companies around the world are rushing to purchase mineral resources globally. However, in different countries, economic, financial and tax systems for mineral resources vary greatly, and mining and processing techniques, technical parameters and equipment selection also change a lot. "There are many multi-layer coal reserves in China which account for nearly 20 to 25% of the existing proven reserves. When the coals are mined in a descending order using the fully mechanized long wall mining method, they usually have roof collapse with cavity and air leak in roadways and long wall stopes; this is especially relevant when the thickness of the rock between two coals is less than 5.0 m, as the roof stability of lower seam would be greatly reduced. At the Wuhushan Mine, such abnormal strata behavior occurs, including abnormal support stress, irregular period roof pressure, and roof falls in the face. The main reasons for these behaviors include smaller roof thickness, lower rock strength, and mining influence of upper coal; these reasons were determined by analyzing the in situ conditions. A mechanics-based model of the mine geometry was set up to study the sources of stress, the stress evolution of coal, and the discriminant method of roof stability; to obtain the smallest safe thickness of roof between two coal layers, numerical modeling was applied to analyze the relations between the roof thickness and its displacement distribution. Based on the above research, the No.1001 face was divided into easy roof caving zone (ERCZ), roof caving transition zone (RCTZ), and unlikely to roof caving zone (URCZ). In the ERCZ, comprehensive grouting to reinforce the roof was implemented; in the RCTZ, local grouting to reinforce the roof was implemented. Furthermore, a face stability control index and its range were developed in a fully mechanized face combined with mine pressure observation. After implementing this strategy, there have been no unexpected roof caving or other serious strata behaviors.INTRODUCTIONChina is the country with the largest coal production in the world, and the conditions for its coal seams are particularly complicated. For example, in China’s Datong, Wuda, Pingdingshan, and Qinshui mining areas, there are a large number of multi-layer coal seams. The thickness of these coal seams ranges from 1.3 m to more than 10 m, and the spacing between layers is from under 1.0 m to over 30 m. A common problem with these coal seams is that one layer of mining has a large impact on other coal seams, which are customarily referred to as close-distance coal seams. According to statistics, close-distance coal seams account for about 20–25% and 15–18% of China’s coal reserves and production, respectively.From the reference research of Huang (1999, 2002, 2018) and Tu (2010, 2011) we can learn that in the mining process of close-distance coal seams, downward mining is mainly used. When the upper-layer coal is mined, it has a huge mining disturbance effect on the floor (that is, the roof of the lower coal). The mining disturbance increases the mining fissure in the rockmass and weakens the strata strength. The mining problem formed by this issue is that when the lower coal is mined, problems such as difficulty in roadway support, collapse of stope roof, and difficulty in ventilation are often encountered. Especially for the mining of medium-thick coal seam groups with a layer spacing of less than 5.0 m, there has been a large-scale roof collapse accident with a fall height of more than 10.0 m. In response to such problems, domestic and foreign scholars and engineers such as Tan, Zhao, and Xiao (2010), Xie et al. (2017), and others have also carried out targeted theoretical and practical research."

INTRODUCTION The former Shiprock uranium mill site is located in the community of Shiprock, New Mexico on a bench overlooking the San Juan River (Figure 1). Both Shiprock and the mill site are located on the Navajo Indian Reservation. The millsite was built on a 230 acre tract leased by Kerr-McGee Oil Industries Inc., and was operated from 1954 to 1963. The Vanadium Corporation of America and its successor, the Foote Mineral Company, operated the mill from 1963 to 1968. During its entire operation, 1.5 million tons of uranium ore was milled producing 3711 tons of U308 concentrate. The concentrate was sold to the former U.S. Atomic Energy Commission. During milling, the ore was crushed to less than 35 mesh and acid leached to remove the uranium. The [ ] uranium was removed from the leach solution by solvent extraction and the uranium-barren solution discharged into raffinate ponds for disposal by evaporation and seepage. The spent solids (tailings) were pulped with waste process fluids and water and discharged to form tailings piles. The piles (ponds or dams) were formed with earth starter dikes. The dike walls were then raised using the separated sand fraction of the tailings. The slime fraction of the tailings were discharged into the diked impoundment. Since only a small fraction (0.25 percent) of the ore was U308 by weight, most of the ore bulk ended up as wastes. The wastes contain nearly all of the uranium decay chain radionuclides present in the ore except uranium. The mill was shut down and partially dismantled before the lease expired in 1973, and the remainder of the mill and wastes reverted back to the Navajo Tribe which was the lessor. Portions of the millsite were then occupied by the Navajo Engineering and Construction Authority (NECA), a Tribal enterprise. In order to provide skilled personnel to operate earth moving equipment, a heavy equipment operator&apos;s training school was also established on the mill site and was administered and operated by NECA. The U.S. Public Health Service (PHS) and the Environmental Protection Agency (EPA) staff conducted radiation surveys at four inactive uranium millsites on the Navajo Reservation in April 1974. During the survey of the Shiprock millsite, it was noted that the training activities were degrading its radiological condition. Both the PHS and EPA staff recommended that the training activities be directed towards the decontamination of the millsite area and interim stabilization of the tailings piles. Preparation for the decontami-nation work commenced in April 1974. In order to facilitate the decontamination activities, the mill site and its contaminated environs were divided into major areas labeled A through F (Figure 2). Areas A, B, and C are defined as "perimeter" areas and contained surface contamination ranging from 5 to 30 cm deep. Area D defined the mill yard and contained contamination ranging from 0.6 to 5.5 m deep. Area E contained several raffinate ponds which were removed to line up the northwest boundary of the tailings pile and to move the contaminants away from the vicinity of the occupied on-site buildings. The contaminants in Area E ranged from 0.05 to 5.5 m in depth. Area F encompassed the ore storage yard. Contaminants in this area ranged from 0.18 to 1.2 m deep. Washes, however, had contamination exceeding 7.6 m deep.

The market prices received by producers of internationally traded commodity metals have been, and continue to be remarkably volatile and unpredictable compared with most other traded goods and services. This volatility results in an erratic financial performance on the part of producing companies, disruptive and often inflationary cost changes for consumers, unreliable tax revenues and export earnings for host governments and severe social and economic pressures on local, sometimes remote, communities which are dependent on the activity in question. Generally speaking, price volatility appears to be associated with the inability of the metal producing side of the industry to regulate the volume of supply in a manner that is consistent with metal demand, which in turn reflects broad macroeconomic and industrial developments around the world. This statement does not purport to apply to all metals or to all instances of volatility of course. Price movements may occur as a result of pure speculation or even illegal manipulation of the commodity markets. Embargoes, boycotts and other politically induced supply changes may contribute. Threatened or actual strikes also cause artificial swings in sales volumes and prices. How- ever, most of these developments are of a short-term nature. Yet metals price cycles may last for several years, as demonstrated by the extended copper price trough from 1981 to 1986. This paper deals with price volatility which reflects long-term economic cycles and the adaptive processes that exist within the industry in response to such cycles. Special emphasis is placed on the role of forecasts and forecasters in these processes. It should be said at the outset that this reflects the personal experience of one forecaster working in private sector commercial consulting practices that are independent of producers, consumers and host governments. However, the experience does cover the entire period since 1973 and has involved working with a substantial majority of the major companies that supply high volume commodity metals. By way of background it should be stated that the post-1973 world economy has provided a challenging environment for forecasters. One cannot be precise about the forecasting record of either industry insiders or outside consultants, financial analysts and academic forecasters because comprehensive records have not been kept, or if they have the results are too embarrassing to be published. Institutions such as the World Bank have published forecasts of the prices of major commodities on a regular basis and these have, presumably, had some influence on financing decisions in the industry. This record along with our own experience and numerous discussions with metal producers, major consumers and host governments permits certain generalizations to be made. The most important of these is that during the early 1980s. from about 1980 through 1985/6, the forecasters system- atically and substantially over- estimated metal prices. While some fore- casters did correctly anticipate a recession in the early 1980s and some consequential decline in prices, the magnitude and duration of the decline was far greater than anyone foresaw. This systematic forecasting "failure" appears to have occurred independently of the forecasting methodology employed. Moreover, its extent cannot be explained by obvious factors such as incorrect macroeconomic assumptions. INTRODUCTION The U. S. mining industry experienced a severe recession in the early 1980&apos;s. This resulted in the realization that the domestic mining industry had to compete on a global basis and only the strong or the low-cost producers would survive. The economic viability of a mining company not only depended on maximizing mineral recovery but also on its ability to do so at minimum cost. Companies had to become more productive not only by cutting costs, but also by developing and/or evaluating new technologies in existing or new plants. Several innovative concepts, including in-pit crushing and conveying, fine crushing, improved classification equipment, flotation, column flotation, pressure filtration, etc., have been developed in recent years. This paper addresses the impact of new flotation concepts and equipment on mill design. MILL DESIGN PHILOSOPHY Modern mill design, especially for large capacity plants, has its foundation in minimizing capital and operating costs. Capital costs can be minimized by minimizing the various components of the capital cost: infrastructure, equipment, instrumentation, structural, initial spare parts costs, etc. All these costs are minimized by simplifying the mill design and/or process flowsheet. The simplified process flowsheet, where applicable, consists of a single stage primary crusher followed by a semiautogeneous - ball mill grinding circuit to produce feed for a flotation circuit. Multiple flotation circuits have been eliminated in most cases. These concepts minimize the cost and encourage the use of large capacity equipment while maintaining optimum metallurgical recovery. The philosophy of mill modernization/modification is generally driven by the desire to increase the mill capacity within the limits of the existing mill building. This need is facilitated by using large size flotation equipment and eliminating multiple parallel flotation circuits in order to minimize capital and operating costs. Conventional flotation machine development has paralleled this mill design philosophy. FLOTATION CELL DESIGN Since froth flotation has been the most widely used separation process for over half a century, one would expect that it would be possible to design and select flotation machines for specific applications based on scientific principles. But this has not been the case. Best judgment, experience and personal prejudice have played a key role in equipment selection. These factors, along with the difficulty of evaluating new concepts in commercial plants, has slowed progress in implementation and commercialization of innovative ideas and/or equipment. Conventional Flotation There have been no major technological advances in conventional flotation cell design in recent years. A recent flotation cell survey indicates that &apos;larger flotation cells are still the order of the day.”(1) A comprehensive review of design of flotation machines indicate that they have been mechanically redesigned and are generally simpler and easier to maintain and less expensive to manufacture. (2,3) The approximate chronological development of conventional cells from the 25 cubic foot cells to the 3000 cubic foot cells, which were recently installed at the Copperton concentrator of Utah Copper, is given in Table 1. Larger flotation cells are the obvious choice for new plants or plants looking for expansion because of the following reasons: • They have lower capital cost per unit volume • Installation costs are generally lower because fewer units require less space • Maintenance costs are lower because of fewer mechanisms • Power requirements (HP/ton dry feed) are generally lower • with increased flotation cell size as illustrated in Table 2 [Table 1. Introduction My first contact with industrial milling was during the time I worked in the electricity generating industry in the United Kingdom. In visits to power stations to investigate either deposits in the boiler furnaces or polluting deposits settling around the stacks. I had to check the performance of the vertical coal pulverizers, since poor pulverization aggravated both problems. Naturally, then, when I came to the USA in 1957 to take a PhD in fuel technology at Penn State, I was put to work to review the science of coal pulverization. After this reviewing, I was completely confused. On one hand, there was a well-developed understanding of stress-strain equations, and a rap- idly developing knowledge of how stressed, brittle solids fractured, based on the Griffith crack theory. On the other hand, reading in the grinding literature gave me: • Kick&apos;s Law, which was clearly not correct in the light of modern fracture theory; • Rittinger&apos;s Law, which was also clearly not correct; • Bond&apos;s Third Law of Comminution, which was claimed to have something to do with the Griffith crack theory, but where the connection between the two was made by intuitive pseudo- scientific reasoning I could not accept; • the choice of mill motor power for the most common type of coal mill, the Raymond pulverizer, was calculated from the fan power required to move air through the mill. Although I could accept the empirical connection between the two, it made no sense from the point of view of fracture energy. Even today, most books or review chapters on size reduction start from these laws. incorrect statements abound in the literature, such as “the Hardgrove Index is based on Rittinger&apos;s Law," which it is not, "The Bond theory states that work input is proportional to new crack tip length produced in particle breakage," which is not true, etc. My own test work showed that these "laws" did not fit the data for grinding of coal. At about this time, Epstein (1 948) and Broadbent and Callcott (1 956), following the original work by R.L. Brown (1941) at the British Coal Utilization Research Association, proposed describing breakage as a series of fracture stages. I took their concepts and developed the basic differential equation for a batch grinding process continuous in time, analogous to a batch chemical reactor. Robin Gardner then joined the project and did his PhD on treating batch grinding in the same way as a batch chemical reactor. He found that the basic equation had already been partially derived by Sedlatschek and Bass (1 953) in Germany. We confirmed experimentally the validity of the equations for describing batch grinding (1 962) and formulated the equation describing steady-state continuous grinding in a fully-mixed mill. At about the time this work was published, Gaudin and Meloy (1962) and Filippov (1961) independently published essentially the same equations, but without experimental proof of the validity of the concepts. I will give a brief overview of what these beginnings had led to in the design of mills for size and power, and show some of the results of this more detailed understanding of grinding processes. Concepts of Fracture Mills such as tumbling ball, rod, pebble and autogenous mills and vertical mills such as the Raymond, and E-type apply compressive stress to lumps or particles relatively slowly. Compressive stress applied to a particle of an elastic brittle solid imparts overall strain energy to the solid and produces local regions of tensile stress, (Fig. 1) (Berenbaum and Brodie, 1959). Irwin (1949) showed from solution of the stress-strain solutions that a small hole in a region of tensile stress reduces stress concentration at the hole, that is, the tensile stress at the tip of a crack or flaw in a solid is much higher than the general tensile stress in the region. The longer the crack, the higher the stress concentration. Griffith (1920) hypothesized that when the regional tensile stress is large enough, then the chemical bonds at a preexisting crack tip are stretched to breaking point, as illustrated in Fig. 2. When the bonds break, the crack becomes longer, the tensile stress concentration increases, the situation is unstable and a crack opens up (propagates) a surface of tensile stress, creating its own tensile stress at the leading edge. Stored strain energy is converted to the kinetic energy of the moving stress field, which is analogous to sound propagation through the solid, so the crack tip accelerates to velocities approaching those of sound. The moving crack will pass through regions that were previously under regional compressive stress. Mining is most vital to our civilization. The current model of extraction technologies was designed without an expiration date and therefore generates environmental effects that are severe. Mining results-effects have been traditionally accepted and promoted around the world since Agricola described mining. Mining’s extractive technology is outmoded and standardized and inflicts negative results-effects on nature. Those results are liabilities dimensioned in legacy and type of nature able to provide to the next generation. In order to design, build, and transform mining effectively we must ask: What is the vision of mining? Mining has exhausted its antiquated mindset of over 200 years. Now it merely pilots us into crisis. The challenge today is to resolve the socio-environmental conflicts globally with a radical transformation of the mining business at its core. This paper illustrates that old mindsets must be radically updated or the concept of mining will continue to be trapped. Changing the mindset will enable discourse toward a new destiny. These changes will change mining for the better. We are able to evolve and get different results than in the past by pursuing a new legacy to live in harmony with nature for many more years. INTRODUCTION Minerals are supported by the law of conservation of mass. They have the unique characteristics of being finite, exhaustible, unsustainable, and have an unlimited recycling. Minerals are also hard to find because we have explored and virtually exhausted the whole crust of this planet. Orebodies that used to be considered world class are almost exhausted. In the short-term, it would be almost impossible to find new world class orebodies unless they could be extracted from the ocean, the moon or other planets like Mars. Mining is designed to extract minerals for profit and to keep civilizations functioning. Subsequently, mining has a social issue that is an economic issue. Thus, mining must be seen as a real and urgent subject matter that must be protected in thought and in fact. The actual mining extractive technologies produce disequilibrium in nature that has unknowable effects in the course of time. History is filled with the negative consequences to nature due to the model of mining. The evidence of these effects from mining’s model is apparent in repetitive liabilities around the world. The effects negatively impact nature without any consideration to how these impacts will manifest themselves in the future. This model of mining is widespread and extolled in every corner of the planet because it is old and familiar and although wasteful and outdated, we do not want to expend financial resources from profit or elsewhere to explore newer ideas, methods, or technologies that would help us keep a sustainable harmony between extraction and nature. We need a new vision for mining today and to explore in what way academia can and must play a social role in the teaching of mining methods. We need to question why we continue to support the old model of mining and to ask ourselves what prevents us from updating and modernizing the method of mining to meet the current needs not just of civilization but the urgent needs to undo some of the damage to the earth. This paper hopes to develop a method to change our minds about how we conduct the business of mining in order to control the destiny of it.

Discussion by R.W. Hutchinson Minter&apos;s excellent recent paper (1990) on the great paleoplacer gold deposits of the Witwatersrand and its subsequent discussion (Cheney, 1991) and reply (Minter, 1991) provide an informative, interesting and up-to-date review of the geology of these unique ores and some long enigmatic questions regarding their origin. Clearly summarized by Minter (1990) are the compelling sedimentologic and stratigraphic relationships indicating that the Central Rand Group conglomerates are ancient placers and documenting the fluvio-deltaic conditions of their transport and deposition. As Minter (1991) indicates, Cheney&apos;s discussion broadens Minter&apos;s 1990 coverage of the subject by considering higher and lower stratigraphic units and by adding detailed comments concerning recently published information about metamorphic and age relationships. Cheney&apos;s discussion and Minter&apos;s reply also readdress the old controversy of epigenetic hydrothermal vs. syndepositional placer origin for these deposits. This controversy has been resurrected by: • recent recognition of hydrothermally-altered granites (HAGS) in the older Archean basement rocks that lie unconformably beneath the Dominion Group rocks north and west of the Witwatersrand depository; • recognition of greenschist metamorphic assemblages in the Witwatersrand strata; and • the presence of interpreted epigenetic mineral assemblages and textures in some of the deposits. These relationships are briefly discussed by Cheney who suggests they may result from later, superimposed metamorphism and deformation and do not prove that the gold was introduced by epigenetic/metamorphogenic processes. In his paper, Minter (1990) cited the 1986 abstract of a subsequently published paper by Hutchinson and Viljoen (1988) who also considered many of these aspects and attempted to integrate them all in abroad genetic hypothesis. In addition, they emphasized the additional important problem of determining the source for the Witwatersrand gold. Although this issue was partially addressed by Reimer (1984), Mossman and Dyer (1985) and Reimer and Mossman (1990), the question has been generally under emphasized in earlier work and was, therefore, not stressed by Minter and Cheney. Reimer (1985) also emphasized the importance of weathering of the basin&apos;s Archean hinterland and its affects on Witwatersrand sedimentation. Since the epigenetic hydrothermal hypothesis was essentially discarded in favor of placerist origin, the gold source for these great deposits has generally been attributed to the weathering of lodes in greenstones or granites of the uplifted, older Archean hinterland to the north and west. However, Hutchinson & Viljoen (1988) present evidence that this explanation is inadequate, as well as data in support of an alternative explanation. They suggest that the gold and accompanying abundant, clearly detrital and auriferous pyrite in the conglomerate reefs were derived by erosional degradation of auriferous-pyritic exhalite previously deposited, by shallow marine discharge of hydrothermal fluids, along the fault-bound northwestern margins of the Witwatersrand depository. The auriferous-pyritic exhalites were generated by fluid-rock reactions in the subsurface, particularly in the highly-altered lavas of the Dominion Group but also in adjacent basement granitic rocks. The process envisaged is comparable to that observed in sea floor hydrothermal systems today, although, in this case, it occurred at the margin of a rapidly subsiding, shallow marine or continental basin. Important evidence for this explanation is the anomalous gold content of the ferruginous, shaley strata occurring throughout the Witwatersrand Supergroup and including the distinctive contorted bed that is an iron formation. These layers have been interpreted (Hutchinson and Viljoen, 1988 and 1990) to represent the more distal, finer-grained, mixed chemical/clastic sedimentary strata. Thus, they are the basinal equivalents of the proximal, auriferous-pyritic exhalites that were deposited along the basin&apos;s margin and subsequently reworked by sedimentary processes. This gold source explanation resolves many of the enigmatic questions regarding Witwatersrand geology and the reawakened controversy between proponents of hydrothermal and placerist genetic hypotheses. The theory invokes a hydrothermal origin for the gold in the basin-margin pyritic exhalites, thus explaining the visible hydrothermal characteristics (Figs. 1 and 2). It also provides compelling evidence for placer origin by encompassing all of the fluvio-deltaic processes of clastic sedimentary transport and deposition that are clearly summarized by Minter. These characteristics result from the degradational reworking of the pyritic exhalites along the depository&apos;s margins. Fluvial reworking, transport and deltaic redeposition of this detritus, along with additional detritus carried into the depository from the hinterland, then formed the conglomerate reefs. Other enigmatic aspects of Witwatersrand geology include: • the rarity of magnetite and ilmenite (the two most common heavy minerals in placer deposits) and the contrary abundance of leucoxene in the conglomerate reefs; • the presence of differing varieties of pyrite (authigenic, allogenic, compact and porous) all of which are auriferous; and • the presence of well-rounded pebbles, even cobbles, of pyrite that, in view of the brittleness of the mineral, could not have been transported great distances from a hinterland.

Nothing in Turkey is simple. Its his¬tory is long and convoluted, its culture fascinating, its metallogeny diverse, and its geology very complex. This article will focus on the geology of western Anatolia and the precious metals poten¬tial of this third of Turkey. Any gold produced by mines in Tur¬key since the early 1900s has been a by-product of the mining for other met¬als, such as copper from the massive sulfide deposits of the Pontics. Archaeological records, however, prove that gold was mined from the Pactolus (present day Gediz) River and refined by Croesus at Sardis in about 550 BC. Other records and legends make it possible that gold was mined before 1200 BC for the Homeric City of Troy (Priams treasure?) about 25 km (15 miles) east of Canakkale at Mad¬endag and Kartaldag. A final legend of antiquity suggesting gold in what is now Turkey relates to King Midas. And, indeed, the city-state belonging to a king of that name has been recognized near the city of Eskise¬hir. More recently, precious metals have been mined at Madendag-Kartaldag in the late 1800s. Arapdag, near Izmir, remains the only "authenticated" epith¬ermal precious metal deposit in Turkey (Mosier et al., 1985). With this spotty record, why the sud¬den interest shown by at least five Euro¬pean-based, three or four US-based, and several other international mining firms and their Turkish subsidiaries? Like other aspects of Turkey, the complete answer is not simple but, reduced to its basics, has three parts. Turkey, relative to many developing nations, has a stable, democratic form of government (although it also has a for¬midable bureaucracy) whose currency exchange rate is premised on the US dollar. New laws promulgated since 1983 have opened the country and welcomed foreign investment. Some have even provided investment incentives. The Mining Law of August 1985 made sweeping reforms of the old land tenure system. This law made it possible for a foreign-based company to have a wholly-owned Turkish subsidiary en¬gaged in mining. Equally important is the belated recognition that western Anatolia, while geologically compli¬cated, is today basically a province Neogene extensional tectonics having many of the geologic attributes of the leading gold producing province of the US - the Basin and the Range. Geologic rationale for precious metals exploration Tectonic/lithologic framework: Alle¬gorically and simplistically, Anatolia during early Neogene (middle Miocene) can be likened to a tube of toothpaste with the cap off. It is squeezed in the vise formed by the Arabian plate mi¬grating north toward the southwest end of a stable Asian platform. The "tube" was compressed. It could not expand to the east because it was sealed by what is now southern Russia and Iran. The filling of the tube escaped to the west, in the direction in which the cap was miss¬ing (Fig. 1). So developed during the middle to late Miocene the western-most struc¬tural province of Anatolia. This was done by a process aptly termed tectonic "escape" by Sengor et al (1985). This province is dominated by exten¬sional tectonics much like the Basin and Range of the western US and has an estimated extension of between 30% and 50%. The most striking manifesta¬tion of this extension is the 10 to 11 major east-west trending grabens (Ge¬diz, Buyuk Mendares, Kocuk Mendares, etc.) and intervening horsts, although a much greater number of smaller, gener¬ally northeast-striking grabens and half

Introduction Although innovative coal extraction technology can be approached from many angles, this paper focuses on three: innovation in response to rising costs, to changing mining conditions, and to regulatory issues. Before exploring these three subjects, however, a basic question needs to be raised. Why Innovation? Coal is widely heralded, and quite correctly so, as the United States&apos; "ace in the hole." It has been said that the U.S. is to coal what the Arabs are to oil. The implication is that we have nearly inexhaustible reserves - that coal is cheap, plentiful, and easy to extract. Indeed, because our current productive capacity is estimated to be 15-20% greater than demand, we have been given a false sense of security about the ease of future coal extraction. Therefore, innovative measures are being concentrated on developing technologies for the demand side of coal, including power generation, synthetic fuels, and industrial applications. What is often forgotten is that the unit cost of producing energy from these new technologies depends critically on the cost of the coal feedstock -in some cases the coal consumed accounts for more than one-third the total cost. Thus, while the developers of the end-use technologies struggle to improve the overall thermal efficiency of their process by one or two per¬centage points to make the energy produced competitive in the marketplace, they often are unaware of the risk of a 3 to 6% increase in coal costs wiping out the expensive, hard-earned results of their research. Energy planners are just beginning to realize that coal is not a uniform commodity available at low cost in infinite quantities. Coal is a heterogeneous material whose cost and quality vary widely with local conditions. To produce the massive amounts of projected coal-based energy at reasonable costs, we urgently need devel¬opments in extraction technology, as well as in end-use technology. Thus, coal extraction, coal conversion and utilization, and end -use energy consumption must be viewed as highly interdependent parts of an energy supply network (Fig. 1). And current emphasis on conversion and utilization must be balanced by more emphasis on upstream technologies, including coal extraction. Even more important, the impacts of innovation (or the lack thereof) in any one technology area in the energy supply network need to be discussed and understood by those working in each of the other areas. Why innovation in coal ex¬traction technology? Figuratively, we are all in the "coal boat" together - geologists, miners, transporters, processors, power producers, distributors, and consumers. Innovation is required from each of these sectors to overcome the obstacles that prevent greater use of our most abundant national energy resource. All other links in the coal energy supply network depend on large volumes of coal produced at reasonable costs. Declines in productivity, therefore, must be reversed; the more difficult mining conditions that will be encountered call for new methods and equipment, and regulatory issues must be resolved if the coal ex¬traction link is to be a strength rather than a weakness in the planned U.S. transition to an economy based more on coal and less on imported petroleum. "When boring a tunnel, homogeneous hard rock is the exception rather than the rule. While contractors can set goals such as meters per month and performance incentives, it is also prudent to plan for difficult ground. A properly designed tunnel boring machine (TBM) can tackle fault zones, water inflows, squeezing ground, or whatever the risk may be. The alternative is not a good one: modifying the machine in the tunnel after bad ground is encountered. Not only does this result in increased downtime, but it also needlessly exposes the crew to the tunnel conditions. In the worst case scenario, the entire operation grinds to a halt.However, an accurate GBR cannot always be obtained, particularly for mountainous, high cover tunnels in remote locations. And even with a thorough GBR, unforeseen geological events can occur. What can be done in these situations? Difficult Ground Solutions (DGS) is ground investigation system with a suite of options that can be added to a shielded hard rock machine or dual-mode, Crossover machine to better enable advance when conditions are unknown or difficult conditions are anticipated.DGS consists of a set of integrated features tailored to a specific project’s geology. The main components of the system allow for ground investigation ahead of the TBM, increased monitoring and methods to keep a machine shield from becoming stuck.In fault zones and squeezing groundIf fault zones or squeezing ground are known or suspected, or if there is even a possibility of encountering them, this can greatly affect the TBM operation. Shielded machines protect the crew from the surrounding rock, and they can bore and line a tunnel efficiently, but in fault zones and converging material their shields can be their downfall. Avoiding a stuck machine is paramount to project success. DGS employs several features to avoid the problem of a machine becoming stuck. The first of these is multi-speed cutterhead drives. These drives effectively give the machine multiple modes of operation—high speed, low torque for hard rock, and low speed, high torque for difficult ground. Designing a machine with high-torque, continuous boring capabilities allows that machine’s cutterhead to restart with break-out torque in difficult ground. The net effect is that the machine can keep boring in the event of a face collapse and can bore through fault zones and running ground where the potential for cutterhead jamming exists. Going one step further, multi-speed gearboxes give the machine the ideal earth pressure balance- (EPB-) type torque if larger sections of soft ground are anticipated.Secondly, TBMs can get through squeezing ground and faults using Continuous Shield Advance. This design utilizes a stepped shield configuration — where each successive shield is slightly smaller in diameter — to avoid becoming stuck in converging ground. External shield lubrication is an added insurance against becoming stuck, using a series of radial ports that can pump Bentonite into the annular space to act as a lubricant in squeezing material.As a last effort, if a machine has already become stuck the TBM can utilize augmented, or “super” thrust. Additional thrust jacks can be added to supply an extra boost in a short stroke, generating enough force to break loose a trapped shield."

FALKIE, DIRECTOR, BUREAU OF MINES, U.S. DEPARTMENT OF THE INTERIOR, BEFORE THE FALL MEETING OF THE SOCIETY OF MINING ENGINEERS, AIME, ACAPULCO, MEXICO, SEPTEMBER 23, 1974 This is a time of uncertainty on the world mineral scene. For some of the world&apos;s so-called "developed" countries, reserves and production of key minerals are running low. And, we have learned that the energy so essential in recovering and processing minerals can suddenly be in short supply. The prospects for a "no growth" situation in energy or mineral consumption are practically nil. Moreover, the world&apos;s economy is in flux, casting doubt on whether traditional mineral customers will continue to be able to buy, or for that matter, whether traditional suppliers of minerals will continue to sell. It is clear that the mineral situation is contributing to world inflationary pressures, which incidentally are most damaging to developing countries. So it is appropriate that SME members devote this session to the world mineral situation, and consider some of the opportunities and responsibilities that we will inevitably encounter as the future becomes the present. The opportunities, to me at least, are especially intriguing, I have the good fortune to be part of an organization that has an enormous capability and responsibility for dealing with mineral problems. The Interior Department&apos;s Bureaus, including the Bureau of Mines, have been around for a long time. They are. a prolific and reliable source of both mineral information and mineral technology.

This paper is a brief status summary of investigations by the authors over the past decade to develop a continuous process for recovering&apos; high purity metal powder from pregnant solutions by gaseous reduction at elevated temperatures and pressures. Although these studies included extraction of other metals such as nickel, silver, and gold, this presentation will be confined to the hydrogen reduction of acidic and ammoniacal solutions of copper. The continuous hydrogen reduction process (CHR) described herein enjoys the environmental advantages of other hydrometallurgical processes but, in addition, provides a substantial benefit in fuel economy over competing processes. As was recognized by Schaufelberger in 1956, for a given amount of fuel a continuous hydrogen reduction process has the potential for producing four to six times as much metal as an electrolysis process (1). Although hydrogen reduction of metal salt solutions has been known for more than a century, extensive development work leading to commercialization was not initiated until the 1950&apos;s. Since then, commercial applications relative to other extractive techniques have been minor and have been confined to batch or to continuous, completely-mixed autoclaves. By contrast, the process described herein utilizes a continuous, tubular reactor which is operated in modified plug flow so that only limited and localized backmixing occurs. Thus, gradients in concentration, temperature, and pressure exist over the length of the reactor, the presence of which can be utilized to advantage for achieving high conversions and product quality (2, 3).

In 1950 Kaiser Steel Corporation acquired control of the Utah Fuel Company, a pioneer Utah coal concern owning large reserves of high volatile coking coal near Sunnyside, Utah. The mines at Sunnyside have been producing high quality coking coal since the late 1890&apos;s. Kaiser Steel acquired the coal deposits at Sunnyside in order to supply the necessary coke for its steel plant at Fontana, California. The Sunnyside coal deposits are made up of two mineable beds, the upper and lower Sunnyside seams. Both seams outcrop along the southward facing escarpment of the Book Cliffs. The coal seams dip under the massive sandstones of the Book Cliffs to the northeast at 5 to 22 pct., with the steepest-part being near the outcrop. Mining at Sunnyside up to 1961 had been carried on with room and pillar methods. The deep cover and rotten roof conditions, along with the need of increased tonnage, required a change of mining technique. Numerous ideas were presented, discussed, and economically analyzed. Several people involved in these discussions, with the aid of W.W. II, had been introduced to the European methods of coal mining, namely the longwall technique. The European mines had long been plagued with near similar conditions as those at Sunnyside, particularly the deep cover problem. The longwall method seemed to be working very well under these conditions, and with the extensive studies given longwalling by the Kaiser Steel mining officials, it was decided to give longwalling a try.

Industrial Engineering in the industrial world is a relatively new field, having been conceived about the turn&apos; of the century by Frederick W. Taylor, who was not satisfied with the hit-or-miss methods of evaluation and estimation. Through crude Industrial Engineering techniques never before used, he completely changed the bricklaying industry so that work accomplished was more than doubled. To help us better understand what we mean by Industrial Engineering, I think a very simple definition Is in order. Industrial Engineering is a scientific approach to problems in cost, production and operations: and is designed to provide a means of increasing producitivity and reducing costs through standards measurement and standardization of the best methods, practices and equipment, There are many complicated definitions, but pure and simply, it all boils down to providing the means for increasing productivity and reducing the cost. Industrial Engineering has been applied in manufacturing since Frederick W. Taylor?s time and in the last 20 years has grown in stature by leaps and bounds. It is a basic function of successful manufacturing companies and is an accepted fool firmly entrenched in manufacturing organizations. You may know of some successful manufacturing companies that do not employ Industrial Engineers as such, but someone in that organization is doing Industrial Engineering work. They have standards and controls whether they call it Industrial Engineering or not. The manufacturing industry has benefited from this tool; other wise, it would have been discontinued long ago.
