Facing an orchestrated assault from the anti-mining lobby and its congressional allies, the Mining Law of 1872 may soon be either dramatically changed or even repealed. In 1989, Sen. Dale Bumpers (D-AK) introduced Senate Bill 1126 entitled the "Mining Law of 1989." It has been through several hearings and is still in the Senate Committee on Energy and Natural Resources, where Sen. Bumpers is the number two ranking Democrat. In the House, Rep. Nick J. Rahall (D-WV) introduced the "Mineral Development and Exploration Act of 1990," HR 3866. This bill is in the House Committee on Interior and Insu¬lar Affairs. (The numbers on these bills, and perhaps some of their language, will be changed when they are reintroduced in early 1991. However, their substance is expected to remain substantially unchanged. Bill numbers here refer to legislation as it was numbered in the 1990 Congress.) In the eyes of its supporters, Bumpers' S 1126 appears to be more complete and has the inside track over the Rahall bill. Bumpers' bill includes provisions for royalties, bonding and reclamation. The Rahall bill is criticized by opponents of the Mining Law for its failure to include a royalty provision and for not having specific bonding and reclamation provisions.

After being closed for three years, Specialty Minerals Inc.'s Port Inland limestone facility reopened in the spring of 1992 as a commercial limestone producer. In 1990, Specialty Minerals, a division of Pfizer Inc., bought Port Inland's reserves and equipment from Inland Steel because of the strategic value of the limestone for the production of precipitated calcium carbonate (PCC). Specialty Minerals' project team faced many challenges in reconstructing the Port Inland facility. Many traditions and norms had to be overturned to achieve the productivity, flexibility and cost necessary to survive in today's competitive minerals environment. Port Inland's history Inland Steel built Port Inland in 1930. It was operated as a captive source of metallurgical grade limestone for the steel industry until its closure in 1989. The facility is located in the Upper Pen¬insula of Michigan on the north edge of Lake Michigan. Operations consist of a deep water port facility with crushing, screening and stockpile storage for 453 kt (500,000 st) of finished product at the port. Ninety-nine percent of the stone is shipped by lake boat to ports within the Great Lakes. The operation is unique in that both metallurgical dolomite and limestone are produced on site.

Equity investments and loans are made in oil and gas and mining projects by the World Bank Group (WBG) as one piece of a multi-faceted quest to reduce poverty. The Bank mandate to reduce poverty through private sector investments has been contested by civil society organizations, so the Bank has established an independent review, entitled the Extractive Industries Review (EIR) www.eireview.org. The EIR is reviewing, from the perspective of affected stakeholders, the impacts and benefits of WBG development policy. In this paper, we review the indicators used by the WBG, academics and others to measure the effectiveness of investments. We argue that currently used frameworks and indicators do not capture local or regional data sets, and instead focus on available and easily aggregated information at the national level. A case review of the WBG?s International Finance Corporation (IFC) and Multilateral Insurance Guarantee Agency (MIGA) investments and loans in Sub-Saharan Africa provide material data buttressing the argument. Poverty studies in the extractive industries have a long way to go toward measuring and accounting for dollars spent and invested. The paper concludes with a call for project level and regional indicators to track poverty alleviation. Data gathered for this research was funded in part by the Extractive Industries Review.

Public domain ventilation simulation programs have been well accepted by the mining engineers, but preparing the input and interpreting the results are labor intensive tasks. High performance personal computers and versatile CAD packages provide the means to quickly create the network and display the results. The enhanced simulators work from computerized as-mined map, the projected mine layout and timing maps. Using on screen displays of these maps and the snap-on feature of AutoCAD, the planner designates nodes in the ventilation network, connects them into branches and selects the branch characteristics from a side bar menu. The color coded ventilation network appears with the parameters shown along each branch. The software then calculates the length of airways and computes the branch resistances where needed and converts the input into the required format and passes the data to the Pennsylvania State University or U.S. Bureau of Mines ventilation programs. Output is available in graphical as well as report format. The color coded graphs include pressures at the nodes and flow quantities on the branches. Since the networks come from the mine maps, the ventilation displays are to scale and can be plotted separately or superimposed on the mine maps.

INTRODUCTION Standards limiting the annual exposure of United States uranium miners to radon daughters were established in 1967 at 12 Working-Level-Months (WLM). The standard was reduced by a factor of three, to 4 WLM, in 1971. Currently, the standard is again being examined to determine if it should be changed. Since 1967, Union Carbide has calculated individual monthly exposures in company and contract-operated mines located on the Colorado Plateau. Although it has been possible, by extensive ventilation control measures and accurate routine sampling, to meet the current exposure standard, there are many miners whose exposures closely approach the 4 WLM standard for any given year. However, it was noted that for miners who work for any extended period of years the [average] exposure was much less than the standard. The primary purpose of this paper is to show that, in effect, any annual exposure standard to radon daughters results in a long-term exposure considerably below that standard. Further, most miners, due to their job assignments and/or employment habits, only receive a small fraction of the standard. HISTORY OF EXPOSURE STANDARDS Prior to 1967, radiation protection in uranium mines was fundamentally based on a radon daughter concentration guide. In 1960, the American Standards Association published mine and mill radiation protection standards (ASA-1960). The Colorado Department of Mines, in 1961, adoped a standard which followed the ASA Standard and provided that if concentrations exceeded 10 Working Levels (WL), the area was to be shut down until corrective action was taken; if between 3 and 10 WL, corrective action was to be initiated; between 1 and 3, additional samples were to be taken and individual exposures evaluated; and if below 1 WL, conditions were considered to be controlled. In 1967, the U.S. Department of Labor issued the first exposure standard which called originally for limiting annual exposures to 3.6 WLM but which was later changed to 12 WLM. The complicated regulatory developments leading to this standard have been described elsewhere (Beverly-1969, Rock & Walker-1970). Effective July 1, 1971, this exposure standard was lowered to 4 WLM per year, which is the current standard. Over the past year, there has been speculation about the potential risk to uranium miners working at the present standard. A recent NIOSH Study Group Report (NIOSH-1980) concluded: "There is also strong evidence that a substantial risk extends to and below 120 WLM of exposure." The 120 WLM corresponds to a miner working in uranium mines for 30 years, a rare occurrence, at an exposure rate of 4 WLM per year, an even rarer occurrence. On the other hand, the General Accounting Office, in a recent Report to the Congress (GAO-1981), was very critical of reports by NIOSH on general low-level radiation risks. The GAO recognized that”...important questions remain unanswered about the cancer risks of low-level ionizing radiation exposure;" and recommended that Congress enact legislation giving statutory authority to an interagency committee to coordinate Federal research on health effects of ionizing radiation exposure. The International Commission on Radiation Protection at its March, 1980 meeting recommended limiting the inhalation of radon daughters to 0.02 J per year, equivalent to 0.4 WL, which on an annual basis would be 4.8 WLM and noted it is common to reduce this figure by 20% for allowance in the case of uranium miners for external and/or dust exposure(Sowby-1980). This is essentially equal to the present standard of 4 WLM. As earlier uranium miner exposure studies are reevaluated, and as new studies are conducted, it is important that the relationship between regulatory standards and the resulting actual exposures be recognized. UNION CARBIDE URANIUM MINING EXPERIENCE Union Carbide started mining Colorado Plateau uranium-vanadium ores in the late 1920s for the contained vanadium values. In the early 1950s, the Atomic Energy Commission contracted Union Carbide to produce uranium at mills located in Uravan and Rifle, Colorado. The company now has over fifty years of mining experience in the area. Some mines are operated as company mines and others are operated by private mining companies under a contractual arrangement. Ventilation, sampling, and exposure calculations are carried out the same in contract mines as in company-operated mines. Data presented in this report do not differentiate between company or contract employees and include all employees who worked underground any portion of a year in Union Carbide mines from 1967 through 1980. At the peak of uranium mining activities in 1970, there were 577 miners employed at year end (285 company employees and 292 contract) and 52 mines in operation (8 company-operated and 44 contract mines). Contract mines varied from two-man operations up to 15 employees. Company mines were generally the larger operations and employed from 20 to 100 miners.

istorical records suggest that the gathering of geologic information in China began more than 2,000 years ago. Modern-day geological work in the nation started in the early part of this century but it progressed rather slowly. Before the founding of the People's Republic of China (PRC), there were only 800 people engaged in geological work and only 200 trained geologists among them. According to Minerals and Mining in China, many accomplishments were achieved within China's mining industry during the period of years between 1949, the founding of modern China, and 1997. These include: ? The number of types of minerals with verified reserves increased from 18 (pre-Liberation) to 162 (today). ? Mineral deposit localities grew from 5,123 (pre-Liberation) to nearly 200,000 (today). Of these 200,000 localities, more than three-quarters have verified mineral reserves. ? Minerals extraction and processing contribute to 31 % of the total industrial output value of China (today). ? Regional geological maps at a scale of 1:1,000,000 covering the entire country have been completed, while regional geological and hydrogeological maps at a scale of 1:200,000 covering two-thirds of the country have also been finished (today). ? Before 1949, China was regarded as an oil-poor country. Since the 1950s, China has developed an extensive petrochemical industry. It is largely government-owned except for a limited number of joint ventures. The central government maintains active control over China's most productive fields, including the Daqing field in the Songliao Basin of northeastern China and the Shengli and Liaohe fields in the Bohai Basin of northeastern China. ? Employment in the minerals industry engaged in geological exploration increased from 800 (pre-Liberation) to 1 million (early this decade). The new report provides an overview of the current political and economic situation in China and discusses how this affects the minerals industry. China is in transition between a socialist planned economy and a market economy. This makes it difficult for non-Chinese to keep track of developments. Minerals and Mining in China is divided into 14 chapters that contain detailed statistics, including data on the geographical location and extent of known mineral reserves, production rates, local technical personnel, imports and exports. The report reveals which companies are already active in the area by profiling 50 major investment projects in China's metals and minerals industry. According to its author, China possesses one of the world's largest mining industries, ranking among the leading producers of several metallic and nonmetallic resources. The Chinese mining industry is extraordinarily complex. It has evolved into an overwhelmingly large bureaucracy that was, until the 1980s, shrouded from and misunderstood by the international community. To date, more than 160 types of minerals have been discovered in China. But a significant portion of the minerals and energy base remains largely unidentified and evaluated. And despite China's large reserves of mineral resources, with a population of more than 1.2 billion people, the country ranks among the lowest in the world in terms of proven reserves per capita. INTRODUCTION The basic purpose of this paper is to suggest procedures and practices to insure that no employee working in a uranium milling operation receives exposure to radioactive, toxic, or other materials or agents that might produce a permanent, deleterious effect upon his physical health and well-being. This program is also designed to insure that each employee can carry out his assigned duties without risk to his health or to that of his fellow workers. The assumptions underlying this program are by necessity, conservative, with emphasis being placed upon prevention rather than correction or reaction to an undesirable situation. The limits specified-either as Threshold Limit Values (TLVs), Maximum Permissible Concentrations (MPCs), or Radiation Protection Guides (RPGs)--represent both standards of best practice and those of law and regulation. The total program is envisioned as a balanced combination of occupational hygiene and radiation monitoring. This includes surveying, air sampling, personnel dosimetry, bioassay, medical surveillance, epidemiology, and training--all backed by a thoroughly tested and evaluated set of emergency procedures. The program, as presented, is keyed to the results of monitoring, surveying, air sampling, medical surveillance, and epidemiology--it being obvious that no problem can result when no hazard can be identified. The lack of an identified hazard, however, does not negate the need for such a program and prudence suggests the need for routine surveillance programs in the best-designed facility. [The Model Mill] The model mill used in this paper is that presented by the U. S. Environmental Protection Agency in its study of the uranium fuel cycle1. The model mill processes 600,000 metric tons of ore per year into 1,140 metric tons of U308 as yellowcake per year using an acid leach process. Other characteristics of the mill such as location, tailings dam design, number of light water reactors supported, and geographical location are not pertinent to this paper. The usual remote western location of these facilities produce some difficulties in delivering the required occupational medical services and is not within the scope of this paper. The operating lifetime of most mills is commonly estimated as from 12 to 15 years in actual practice; however, the U. S. Environmental Protection Agency estimated a 20-year lifetime for its model. The principal steps in the acid leach process include :2 (a) Ore is blended and crushed to pass through a 2.5 cm (one inch) screen. The crushed ore is then wet ground in a rod or ball mill and is transferred as a slurry to leaching tanks. (b) The ore is contacted with sulfuric acid solution and an oxidizing reagent to leach uranium from the ore. The product liquor is pumped to the solvent-extraction circuit while the washed residues (tailings) are sent to the tailings pond or pile. (c) Solvent extraction is used to purify and concentrate the uranium. (d) The uranium is precipitated with ammonia and transferred as a slurry. (e) Thickening and centrifuging are used to separate the uranium concentrate from residual liquids. (f) The concentrate is calcined and pulverized. (g) The concentrate or yellowcake is packaged in 208 liter drums for shipment. This process is illustrated in Figure 1.3

Many in mining believe that the industry is slipping behind in public image, in public mineral education and, particularly, in mining's basic right to do business. It is critical to turn things around - to change the rules of the game soon - before mining loses any chance of recovery. In the industry's experience, there is a technique of project development and operation that can help gain ground on public opinion. Only recently has this technique had a name, and that is sustainable development. What is sustainable development? Sustainable development is broadly accepted and supported by the international business community. And significant thought and work has been devoted to the subject. Research into the topic was initially confusing because the definitions of sustainable development are written in terms the writer, and his or her constituency understands. To some, it refers to environmental protection. To others, it is about social responsibility. And to the developer, it is about economic benefit. Slowly a theme emerged from the research that seemed to be part of all the definitions. That theme has three parts. First, the development, whatever or wherever it is, must contribute economic value to the developer and the stakeholders of the development. Stakeholders in this context include employees, neighbors, residents of the surrounding area, citizens of the country, suppliers and all others affected by the development. Next, sustainable development must contribute environmental value. This means that at a very minimum it must be neutral and not cause irreparable damage. And last, and what is new for miners and most other businessmen, it must contribute real social value to the stakeholders. How to use the concept? With that three-part theme as a working definition, the mining industry must find ways to use that “the challenge is for an individual company to translate what sustainable development means for them. There is no one model..." Donald W. Gentry is president and chief executive officer of Polymet Mining and former professor emeritus of mining engineering at Colorado School of Mines. He added: "While simple to state, the concept is anything but simple to implement. Present trends indicate ... one wins the sustainable development argument by staking out the high ground early..." In other words, start using sustainable development principles at the beginning of the project. New ways of doing business The mining industry's challenge is to implement sus¬tainable development universally around the world. Paternalism as a way of doing business is dead and a new model of doing business is emerging. All types of businesses are learning to deal with the stakeholders of new developments. Mining cannot be an exception to these trends. To understand how the international mining business came to sustainable development, it is useful to look back a few years. For many North American mining engineers, there were few opportunities for foreign assignments from the 1960s to the 1980s. American companies had been asked to leave many of the Latin American countries. Africa was going through a continent-wide upheaval. The Soviet Union and China had Eastern Eu-

On Nov. 4, 1981 A/S Sydvaranger's 1-kt/h (1,100-stph) wet-process, iron ore ball mill completed its first four months of uninterrupted, full-load operation in Kirkenes, Norway. This 6.5-m-diam (21-ft-diam) mill is driven by a gearless ring or wraparound 8.1-MW (10,860-hp) motor at 13.1 rpm-a first of a kind in this segment of industry. This article examines reasons for selecting this type of drive over more conventional schemes, lists specific advantages of such large mills, and describes the installation in Norway. History For almost a decade, good operating experiences have been gained with 28 gearless ring motor drives in the cement industry, driving 2.5 to 4-m-diam (8.2 to 13-ft-diam) tube mills with drive powers ranging from about 3-4 MW (4,000 - 8,000 hp). Why then did the mineral ore processing industry hesitate until 1980 to adopt this successful concept for similar applications on ball, semiautogenous, and autogenous mills? There are a number of good reasons in the eyes of conservative mill builders and operators, the most commonly cited ones are: • No operating experience in this segment of specialized industry. • More severe environmental conditions in the wet ore grinding process. • An indifferent attitude of mill builders and electric motor manufacturers towards new drive technologies. • Limited confidence in solid-state power supply systems, such as frequency converters of the required size. There have been and still are numerous problems associated with low-speed geared mill drives of any kind, especially with individual motor/gear sizes approaching or exceeding about 4 MW (5,360 hp). Every mill builder knows about them, but operators learn to accept them as inevitable. The Decision to Change Three things combined to break this technological stalemate: the courage and progressive spirit of one major iron ore processor in Scandinavia, the cooperation of three experienced manufacturers, and an unusual application problem that could not be solved by any conventional approach. The last factor was surely the decisive one, but the first one does not come as a surprise either. The Swedes near Kiruna and the Norwegians around Kirkenes are experienced ore miners and processors, and much credit goes to them for technological breakthroughs in the industry. At A/S Sydvaranger in Kirkenes, above the Polar circle at about the latitude of Alaska's northern tip, the existing grinding facilities, with a total of 14 100 to 240-t/h (110 to 264-stph) ball mills, can not be expanded. Nevertheless, to increase mill throughput, only installing a larger mill in place of an existing smaller one was a practical alternative. For this replacement, the owners set requirements that seemed impossible to meet: • The old 100-t/h (110-stph) ball mill should be replaced with a new ball mill with 10 times the rated throughput, without significantly impairing the operation of the remaining mills, and without significantly changing the mill building. • The new mill should have a variable-speed drive to ultimately optimize the grinding process by means of a closed-loop process¬computer-controlled grinding cycle, and to minimize the specific energy consumption. • Availability, efficiency, and life expectancy of all new components must be higher than those being replaced. • Inrush-current and harmonic loads on the rather weak electric supply line must be minimized to ensure safe plant operation. All old ball mills at A/S Sydvaranger are the geared type, using single synchronous and wound-rotor, slow-speed motors with ring-and-pinion gears. Operators are familiar with the limitations and problems associated with such drives, and they are aware that the following items become major concerns when drive powers are drastically increased: • Gears are subject to wear and tear, require frequent maintenance, and eventual replacement of major parts. • Gears are sensitive to misalignment, overload, and thermal distortion, limiting their useful life. • On dual or quadruple drives, load-sharing and torque oscillations between motors can be a major reason for concern. • At these speeds, ring-and-pinion gears reach their torque transmission capabilities altogether at around 4 MW (5,360 hp) per motor/pinion. To obtain the desired variable-speed performance of the new drive, the only practical and economical conventional solution would have been a frequency-controlled, low- or medium-speed dual motor drive with about 8 MW (10,720 hp) of power. This, however, was not feasible because of limited floor space. Therefore, bids were solicited for the alternative drive method, the gearless ring motor. General Considerations Why are such large mills considered? After all, one could avoid all the problems by simply staying with smaller mill unit sizes. Under competitive pressures of free markets, however, grinding efficiencies and specific energy consumption become key factors in selecting new equipment. "In today’s challenging mining environment the “Big Picture” (Caterpillar, 2013) approach to mining is often neglected. With haulage costs approaching up to 45 % of the overall mining costs, all too often the load-haul-dump- return cycle is not investigated in its completeness. This paper will discuss the aspects of taking the time to observe an operation from the “Big Picture” approach. In today’s mining business miners, engineers, trainers, supervisors, and managers have ever increasing roles and responsibilities as never seen before in the past decade. The endless human resource, safety, environmental, cost control issues and performance initiatives, detracts from precious time that may have been dedicated to examining the day to day operation. Having examined numerous mining operations over the past several years, one common denominator is lack of time to properly observe operating practices in the field and recognize both positive and negative observations. The old fashioned vocation of observing the operation to assess the haulage, loading and maintenance processes to adjust, maximize or enhance operations have sometimes vanished. Four areas to be discussed in this paper: (1) Look at the “Big Picture”(Caterpillar, 2013), (2) Use common sense, (3) Areas identified for biggest improvements in the operations, (4) Observation of small details for big impacts to lower cost per ton and increased production. The objective of this paper is to provide low cost recommendations to lower cost per ton and increase production. INTRODUCTION Whether miners claim to have been around and experienced it all or the “rookie” on the mine site, miners are expected to execute the mine plan at the lowest cost possible. So why is it so difficult to execute this task? Shouldn’t supervisors just have to man the equipment, tell operators to have a safe day and tally up the numbers at the end of the shift? And let the technology system do the rest? So what could go wrong? Lots. Mining companies seek help from consultants, training departments, performance reporting systems and an arsenal of resources. Armed with all this information, the supervisors just hop in the pick-up and tell the shovel operator to speed up. Sounds simple enough. When the improvements don’t happen, what could have gone wrong? It comes down to people, the simple things that were not executed over the months previously and as a result today the mines performance is not where it should be. A mine is built by people. Managers who have the vision to develop the ore body in a manner that follows sound engineering practices. The infrastructure to mill the ore and support the equipment needed to move the material. Along the way equipment is procured and operators trained to run the gear. Engineers and geologists set up the design, the material movement, and haulage routes. Sounds easy to this point. So, why mine after mine is there this constant struggle to move more with less and get the costs down? Understanding how to make “Great Miners” out of these people is critical to lowering your cost per ton."

A risk analysis on mine fires for all U.S. underground coal mines from 2000–2012 was completed to identify locations that have a high risk for fire incidents. The data for this analysis was extracted from the Mine Safety and Health Administration’s (MSHA) mine fire accident reports database. After identifying fire incidents from this database, a risk matrix was developed for underground locations that showed a significant propensity for fire incidents. This matrix associates the hazards and risks with the severity and frequency of their consequences at each location. These significant mine areas will be the concentration of future studies in fire behavior, suppression techniques, and simulation methodologies. INTRODUCTION Fires in underground mines pose significant hazards to personnel because of inherent restrictions to movement and limitations to egress routes. Despite improvements, mine fires remain serious hazards in underground coal mine. In order to better mitigate the risks from fire hazards in the modern underground mining environment, a better understanding of where fire events occur must be gained. The following paper presents an investigation on the number of fatal and non-fatal incidents in underground coal mines fires from 2000 to 2012. Three phases of risk assessment (i.e., risk identification, estimation, and evaluation) were applied to the recorded fire events from the MSHA incident database that occurred during this time period. Using this process, a fire hazard was first defined. This definition was then used to identify any incidents that had occurred as a result of the defined hazards. The seriousness of the injuries and damages were finally quantified for each incident though an estimate of severity and frequency and then aggregated according to underground location (ISO, 1999; Van Duijne, 2008). Using this approach, locations prone to incidents resulting from fire hazards were first identified. The risk for the occurrence a fire incident in general was then estimated for each of the identified locations. The results of this assessment will be used to improve fire simulation techniques for the identified, high risk underground locations. RISK IDENTIFICATION A risk for this assessment was defined as any single occurrence of a fire initiated by the ignition of gas, dust, or electricity. Each recorded occurrence of such an event in the MSHA incident database was counted as a single fire incident. Both non-fatal incidents that were reportable but did not result in a fatality and fatal incidents that fell into the aforementioned criteria were counted. Incidents in the MSHA database that were already classified as “generic” were not considered. The remaining incidents were then totaled and aggregated according to the underground location in which they occurred. In previous studies, a number of locations, which are listed in Table 1, were highlighted as high fire hazard areas (McDonald et al, 1980; Pomroy et al, 1995; De Rosa, 2004). These locations were used to group the fire incidents extracted from the MSHA incident database. The compiled numbers of non-fatal and fatal underground coal fire incidents from 2000 to 2012 are displayed in Table 1.

"In the Netherlands, the Dutch Tunnel Standard has been developed for the execution of road tunnel projects. The Dutch Tunnel Standard is based on the Dutch Tunnel Law (WARVW) which sets the minimum safety standard for road tunnels in the Netherlands. Uniformity of tunnels and the uniform perception of a tunnel by its users leads to a higher safety level. Therefore, several items in the Dutch Tunnel Standard are specifically developed to ensure safety in emergency situations through the plane of human factors. Taking human factors into account is important in regular traffic situations, but in an emergency situation, this can be vital. In this paper, the development and contents of the Dutch Tunnel Standard are explained in the first part and in the second part, the systems related to human factors are described. DUTCH TUNNEL LAW AND THE NEED FOR THE DUTCH TUNNEL STANDARD In the 90’s of last century and the early 2000’s, several serious accidents occurred in tunnels in Europe. These accidents involved fire and led to many casualties. After these accidents, the European Union decided to change the regulations for tunnel safety, leading to the EU directive 2004/54/EG. The primary goal of this directive is, that casualties are minimized in case of a calamity in a tunnel (e.g. fire). In the Netherlands, the EU directive led to the development of the tunnel law and a tunnel regulation (in 2006) to prescribe the safety features required for a safe tunnel. The new Dutch tunnel law – cited in the Building Act – was meant to make tunnel design easier – but resulted at first in the opposite effect. Tunnel design in the Netherlands and design standards of Rijkswaterstaat Rijkswaterstaat – the executing organisation of the Dutch Ministry of Infrastructure and the Environment – is the owner of the tunnels in the Dutch national motorway network, thus owner of the majority of the road tunnels in the Netherlands. In the early years of tunnel building in the Dutch national highway network (approximately 1950 – 1970), Rijkswaterstaat was not only owner, but also designer of its own assets. Most Dutch tunnels are submersed tunnels, because these type of tunnels provide a cost-effective way to make river crossings. Another type of tunnel that is used, is a TBM tunnel. Because of the geological conditions in the Netherlands (merely clay/peat and sand), there are no NATM or drill-and-blast tunnels in the Netherlands. Since the last decades, land tunnels (covered roads) are becoming more common to provide for multiple use of surface space and to meet more modern environmental regulations as traffic increases near densely populated areas. Tunnel lengths in the Netherlands vary from 500 m to 1.5 km for river crossings up to 6 km for the Western Scheldt (bored) tunnel. The lengths of land tunnels vary from 500 m up to 3 km. With these increasing lengths, some safety topics and design topics arise, topics that were non-issues in the past, when tunnels were only used as river crossings."

The A. P. Green Refractories Co. operates clay mines in ten states. Eight of these states have reclamation laws with which we have to comply and indications are that the U. S. Congress will pass a federal surface mining reclamation act in the near future. These regulations, in addition to the value of land in most areas, dictate that mining and reclamation be considered as a single operation. In many instances the land may be more valuable after properly planned mining and reclamation than before. Refractory clay, commonly called "fire clay" is defined as a siliceous clay rich in hydrous aluminum silicates, capable of withstanding high temperatures. It is deficient in iron, calcium, and alkalies and approaches kaolin on composition. Refractory clay is much more limited in occurrence and usage than common clay or shale. During 1971, common clays and shales were mined in 47 states with a total production of 45 million tons. Fire clay production was reported in 22 states with a total production of only slightly over 3 million tons.(1) Many of these producing areas are extremely limited in extent and production. Several are contained within a one or two county area. This reflects the unique geological conditions required for the formation or development of fire clay. The major fire clay producing areas in the United States are shown in Figure 1.

Three porphyry copper districts in southern Arizona are partly overlain by post-ore fanglomerates which share certain physical and petrologic characteris¬tics and which may comprise a distinct and significant class of rock. These units are the Locomotive fanglomerate of Ajo, the Helmet fanglomerate of Twin Buttes-Mission-Pima, and the Cloudburst formation of San Manuel-Kalamazoo, termed "Locomotive-type fanglomerates" herein. Post-ore units at Poston Butte and Lakeshore, Arizona, and Sar Chesmeh, Iran, also appear to fit this class. "Locomotive-type fanglomerates" are composed of poorly sorted conglomerates, lenticular sandstone beds, andesitic to rhyolitic flows and tuffs, and unique monothologic landslide breccias. They contain fragments of holyokeite - - a rare oligoclase lava of porcellaneous appearance. Their basal contacts are considered to be depositional and overlapping, sometimes complicated by later low-angle faulting. They arc quite different than the younger Cila, Pantano, and most "Whitetail" alluvial beds, and the older Amole, Recreation, Claflin Ranch, etc. elastics; in particular they are thinner and less widespread. Their ages are Eocene to late Oligocene. "Locomotive-type fanglomerates" may be genetically related to porphyry coppers as products of subsequent differentiation and volcanism, and sedimentation in short-lived basins of restricted area and extreme relief. They might be utilized as reconnaissance guides to target areas and as structural guides within target areas in the southwestern U.S., Northern Mexico, and elsewhere.

Many unique ventilation problems have been faced as Avery Island Mine's large openings have been mined. High humidity of outside air combines with the hygroscopic salt to create a corrosive atmosphere. Massive rooms preclude routine use of brattices to direct air flow to the working faces. Large amounts of explosives are consumed in single blasts. Resulting concussion pounds air control structures and ANFO ignition creates large amounts of nitrogen dioxide in single rooms. Geologic constraints confine new shafts and slopes to areas thought to be free of potential ground water hazards. Dust control techniques are limited by dry product demanded by customers. The Avery Island Mine's ventilation system has evolved to deal practically with the conditions and to dependably provide fresh air to the miners. International Salt Company's Avery Island Salt Mine, a multiple level room and pillar operation, has been mined steadily since about 1900. It is known as one of the "Five Island" salt dome mines of South Louisiana's Gulf Coast. Production from the area places Louisiana first in United States rock salt mined tonnage, according to the United States Bureau of Nines, 1982 (1). International Salt Company is a major force in U.S. salt production, as it also operates mines in Detroit, Michigan; Cleveland, Ohio; and Retsof, New York; a solar salt facility in Bonaire, Netherlands Antilles; and a solution mining plant at Watkins Glen, New York.

Horizontal drilling in coal mines is a relatively new technology. The earliest recorded drilling in the United States was done in 1952 at the Humphrey Mine of Consolidation Coal Company for degasification of coal seams. Spindler and Poundstone experimented with vertical and horizontal holes for eight years. They concluded in 1960 that horizontal drilling in advance of underground mining appeared to offer the most promising prospect (for degasification) but effective and extensive application would be dependent upon the ability to drill long holes, possibly 300-to 600 m, with reasonably precise directional control and within practical cost limits.(1) Mining Research Division of Continental Oil Company, the parent company of Consolidation Coal Company, began a research program in the early 1970's to achieve the above objective. The technology needed to drill nearly 300 m in advance of working faces was developed by 1975 and experiments on advance degasification with such deep holes began in 1976. Preliminary Its of this research have already been published.(2) To date nearly 4500 m of horizontal holes have been drilled for advance degasification and earlier results were reconfirmed. In summary, these are: 1) The greatest impact of these boreholes was felt in the face area where methane concentrations were reduced to nearly 0.3 percent in course of two to three months from original values of nearly 0.95 percent.

In recent years increasing attention has been given to improving both the chemical and physical properties of sinter. The first step toward this goal was the production of a self-fluxing-sinter. More recently, blast-furnace operators have found that significant improvements in blast-furnace performance can be achieved by improving and controlling the physical size of the sinter. The results of full-scale blast-furnace tests have shown that blast-furnace production can be improved by using a closely sized agglomerate. The improvements obtained by the use of pellets, a closely sized agglomerate, are well known. In contrast, blast furnaces charged with sinter having a wide size spectrum have generally not yielded results as satisfactory as those from furnaces 1) * charged with pellets. Beginning in 1958, Appleby-Frodingham charged plus 3/8-inch sinter to their blast furnaces. Further tests by other companies in Canada, 2) the United States, 3) and Australia showed that blast-furnace production could be improved by about one percent when the plus 3/8-inch material in the burden was increased by one percent. Because of the promising results obtained with screened sinter, an extensive test program was initiated to determine an effective means of producing sized sinter in U. S. Steel's sinter plants. This paper describes the work done by the Applied Research Laboratory in this program.

Wastes in various forms have always been a part of mining, and management of mine waste has evolved from the early days of "push it over the side and down the creek" to today's highly engineered waste facilities. Changes have been brought about not only by technological advances in the ?3M?s? - mining, milling, and metallurgy - but also by environmental awareness and changing social values that have been manifested in an ever-growing maze of regulations. This is a dynamic era, and the debate goes on. So it is that planners have to anticipate permit and regulatory requirements in the site-selection process along with the traditional criteria. The McLaughlin gold project is an example of how one company, Homestake, has met this planning challenge. In August of 1980, Homestake Mining Company announced a major gold discovery in northern California known as the McLaughlin Project. The property is approximately 80 air miles northeast of San Francisco near the junction of Lake, Napa, and Yolo Counties. This is an area where mercury has been mined off and on for over 100 years; gold has never been mined in the area. The gold is microscopic and finely dispersed in a complex geologic setting. Reserves are estimated at approximately 20 million tons at a grade of approximately 0.16 ounces per ton.

Erie Mining Company, a pioneer in the iron ore pelletizing industry, has continued to develop methods and equipment to improve cost and quality. Under the management of Pickands Mather & Co., this property, owned by Bethlehem Steel Corporation, Youngstown Sheet and Tube Company, Steel Company of Canada, Ltd., and Interlake, Inc., has initiated a number of operating improvements for the taconite industry. One of the most noteworthy of these, which is applicable to the entire mineral industry, is the principle of fine screening with rappers (FSR). Erie's original efforts in the field of fine screening, which date back to 1961, were described in the April 1967 issue of the MINING ENGINEERING magazine. In that same month, Erie placed into operation a full scale PSR and regrind plant addition, capable of processing 10.3 million long tons of iron ore concentrates, produced by conventional taconite grinding, classification, and magnetic separation methods. Since this first successful commercial operation of the PSR principle et Erie, it has been applied in eight other iron ore beneficiation plants end is being tested by other U.S. and foreign companies. In addition to the use of PSR units at Erie Mining Company, Pickands Mather has applied PSR to other of its managed properties end to projects under development. This paper covers these applications as well as a now application at Erie Mining Company.

The Line Creek Mine is operated by Crows Nest Resources Limited, a wholly owned subsidiary of Shell Canada Resources Limited. It is located approximately 25 km north of Sparwood in southeast British Columbia (refer to figure 1). The Line Creek coal deposit is part of the Upper Elk Coalfield in the East Kootenays. The coal is a medium volatile, low sulfur, bituminous coal and is used as a coking coal. Coal close to the outcrop is typically of low F.S.I. and is processed for thermal use. The present pits have a total coal reserve of 30 million clean tonnes and is a multi-bench, open-pit operation. The coal is recovered by front shovel and backhoe combination, and hauled to the plant with a fleet of 120-tonne and 40-tonne capacity trucks. Line Creek is unique in that it can simultaneously treat both metallurgical and thermal coal in separate processing facilities (refer to figure 2). Run-of-mine coal is delivered to the truck dump. The plus 50 mm material is scalped off and reduced to minus 50 mm in two rotary breakers. The raw coal is then conveyed to one of five, 5000-tonne capacity, silos. Typically one silo is used for thermal coal and four for metallurgical coal (refer to figure 3).
