Understanding the illusive nature of the catastrophic failure of brittle solids is difficult. Proposed is a hypothesis of crack cessation. If, during catastrophic failure, cracks in a brittle solid stop before terminating on a preexisting crack, this hypothesis suggests that the slope of the size distribution curve will be lower. Moreover, this hypothesis suggests that when cracks stop, negative valleys and negative comers appear. Furthermore, particle shapes also change with particle size. While the hypothesis is unverified, it suggests that crack cessation could play a role in the comminution process.

"As underground mining continues to operate at deeper depths and in more complex multiple seam mining geometries there has been an increased demand for higher design standards in ground control safety and stability within the mining industry. For the past 20 years, NIOSH has developed and validated a number of software tools to aid in the development of safer mining environments with respect to improved roof support performance, pillar stability in longwall and room and pillar mines, formation characterization, the prediction of roof conditions, etc. These tools are available, free of charge, to the mining industry as stand-alone software packages. As cloud computing gains momentum, there is a definite need to develop internet based applications for mine design that would be easily accessible to any user at any time, including underground where permitted. This paper introduces a new web-based product which will allow for faster and easier access to existing ground control designs, on-the-fly calculations in the field as needed, and instant online collaboration between operations personnel and planning engineers. It is expected that the industry will rapidly embrace this product and, as it is common with all new innovative technologies, it will be a new paradigm for mining engineering computer applications. INTRODUCTION Since its release to the public in the late 1980's, the World Wide Web has drastically changed from a collection of static HTML web pages to a dynamic vehicle driving e-commerce, collaborative working relationships, and the mass distribution of information and media (Offutt, 2002). Recent developments in Internet capabilities, such as Cloud Computing and Software as a Service, have begun a migration away from desktop-based software in adoption of the web application (Hayes, 2008). Web applications, or web apps, are designed on the client-server architecture paradigm in which the client, or user, can interact with an application through web browsers without disrupting or installing software on potentially thousands of client computers (Nations, 2015). Currently, web-based software applications are being utilized in all business sectors and markets from commerce, finance, media, and even engineering. In fact, the Alabama Department of Transportation has developed a web-based geotechnical geographical information system (GeoGIS) for the management of and access to geotechnical and subsurface data for transportation projects across the state (Graettinger, et al., 2001). Similarly, Dyno Noble has developed a service application for explosive engineers. The Explosives Engineers' Guide application equips users with a full range of product information as well as on-demand blasting calculations for powder factor, airblast prediction, ground vibration, etc. Through the incorporation of a web server, one is able to utilize the functionality of the desktop-based software through a web browser located on any personal computer, tablet, or Smartphone (Vaughan-Nichols, 2002)."

I would like to first summarize the relevant health information relating to the workers and general populations around uranium mining as a basis for understanding the hazards associated with these operations and their available remedies. This discussion will summarize the literature on Radon and its daughters, among the most toxic uranium decay products. Second, I will discuss waste handling in the uranium industry: past, present and future, discussing exploration, mining, and milling and the volumes of water and solid and gaseous wastes which are associated with these various phases of uranium operations. This paper will also include a discussion of the various past and present materials handling technologies and their responsiveness to the concern for uranium waste isolation. I will then conclude with a summary of recent modifications in the relevant standards as applied to uranium mining and milling. Joseph Wagoner, a research epidemiologist with the U.S. Public Health Service has summarized the literature on uranium mining and its health effects in his written testimony as a commissioned witness in British Columbia Royal Commission of Inquiry into Uranium Mining in January of 1980, entitled Uranium, The U.S. Experience: A Lesson in History.1 Briefly summarizinq his report, as early as 1546, miners of uranium bearing ores in Central Europe were reported to have unusually hiqh frequencies of fatal lung disease2. As early as 1879, the real nature of pulmonary disorders among these miners was first diagnosed to be malignant neoplasia or lung cancers. Of 655 miners dying between 1875 and 1912, 40% or 276 of these Central Europe miners died of lung cancer.4 By 1939, it was reported that lung cancer mortality rate for miners in these Central European mining districts was several times (9.7 per 1000) higher than that for similar populations in Vienna, Austria (0.34 per 1000). Thus, before uranium mining began in the U.S., there was a considerable body of information linking uranium mining to lung cancers. The U.S. experience can be summarized in Table 1 also from Wagoner's B.C. This paper identifies and formulates the probabilistic nature of underground coal face operations using the Semi-Markovian theory. Through this theory the probability of coal flow from a face is obtained for any given time t of a shift. These probabilities are used for determining the capacity and operating policy of a surge tank located at the shaft bottom.

1. INTRODUCTION The safe disposal of tailings is the most important environmental question facing the uranium mining industry today. This is because tailings present a major long term radiological hazard as they contain about 71% of the radioactivity originally in the ore. The magnitude of the problem can be appreciated by considering the quantity of tailings involved. For example, projections of milling programs in Australia indicate that there will be 100 million tonnes of tailings produced by the year 2000 (Levins 1980). The United States currently has in excess of 100 million tonnes and by the year 2000 will have between 900 and 1700 million tonnes (Landa 1980). Present options for tailings rehabilitation include leaving them above ground, returning them to the mine or placing them in specially excavated pits. In any event, the tailings will be covered with earth and revegetation attempted. This will remove the problems of airborne radioactive dust and water erosion of the tailings, at least in the short term, but diffusion of radon-222* from the tailings may still occur. The Atomic Energy Control Board of Canada (1981) has proposed a maximum allowable radon flux from rehabilitated tailings of 0.074-0.37 Bq m -2s-1(2-10 pCi M-2 s-1); the exact level is to be determined "after discussion with other regulatory agencies and the industry". The United States Nuclear Regulatory Commission (USNRC 1980) has been more restrictive in recommending a maximum flux of 0.074 Bq m -2s-1 (2 pCi m-2s-1). As a guideline they also suggested a minimum depth of covering material of 3 m to achieve this surface flux for tailings typically found in the western milling regions of the United States. The design of rehabilitation schemes is aided by a knowledge of radon transport through tailings piles. In this paper we present the results of a theoretical analysis and experimental study of radon diffusion through selected Australian tailings and cover material. The minimum cover criteria of 3 m is reexamined in the light of these findings. [ ]

"The Midwest is presently the focus for Combined Sewer Overflow (CSO) abatement in the United States (U.S.). Most of the EPA mandated utility and municipal long term CSO abatement programs in large metro areas in the Midwest such as Cleveland, Indianapolis, Columbus, Chicago, St Louis, Akron, Fort Wayne, Louisville, Kansas City, Omaha and Pittsburg use or will use deep tunnels for storage and conveyance of CSOs. This paper will compare design methods specified and implemented for tunnel construction in Midwestern geology such as soft ground and mixed face EPBM tunnels, hard rock TBM tunnels, drill & blast tunnels, road header tunnels along with tunnel lining systems. It will also review the performance of successful CSO systems that include design life cycle, vortex and drop shaft configurations, pump stations, storage and conveyance strategies and long term operation and maintenance criteria. HISTORY and BACKGROUND Prior to development of mandated wastewater treatment plants, collecting both wastewater and storm water runoff in a single-pipe system was an efficient and economical solution. The early combined sewer systems were typically designed and sized to carry several times the average dry weather wastewater flows and not designed to handle a mixed volume of waste water and storm water during a wet weather event. Beginning in the early 1970s, federal legislation (Clean Water Act of 1972, Clean Water Act of 1977 and the Water Quality Act of 1982) changed how municipalities and industries in the U.S. were required to treat and discharge wastewater into the nation’s surface waters. They were mandated to treat wastewater at federal regulatory standards for discharge into surface waters that is safe for humans, wildlife and aquatic life. The wastewater treatment facilities that evolved were initially designed and sized to treat only the peak volume of raw wastewater flowing during dry weather. Combined sewer system control sections or relief structures were installed upstream of wastewater treatment plants (WWTP) and were designed to protect WWTPs from potential damage that would be caused if peak volumes of raw wastewater mixed with storm water runoff reached and overwhelmed the WWTPs."

Pursuant to the Federal Surface Mining Act of 1977 and the Illinois Surface Mining Act of 1980, Illinois has adopted revegetation success standard regulations that include the Agricultural Land Productivity Formula. The Formula establishes yield goals and standards to measure the success of meeting yield goals for reclaimed prime farmlands. The formula compares the quality of the pre-mining soils in the permit area and the county, to the crop production achieved on the reclaimed permit area and the county crop yield in a given crop year. The regulations also specify acceptable crops, erosion control requirements and time frames for demonstrating success.

Introduction The East-West Gateway Coordinating Council is an organization of local governments formed in 1965 to identify regional problems and to formulate policies, plans and programs to resolve them. The major goal of the Gateway Council is to improve the quality of life for the citizens of the St. Louis Region. While East-West Gateway Coordinating Council is the organization I represent and it only deals with the St. Louis Metropolitan Area, you will find one or more similar organizations in each of our nation's urbanized areas. As a result, for illustrative purposes, I will use my organization to portray what is happening nationwide. For example, in order to eliminate duplication, the Council reviews local applications for approximately 100 federally funded programs in such areas as highways, mass transit, parks, water treatment, and sewers before they can be sent to the appropriate funding agency. The Council's varied functions place it in a unique position of receiving more and more responsibility for developing strategies of implementation of various environmental regulations. This is due to the fact that environmental control is a relatively new field and we, as a country, are relatively inexperienced. The resulting regulations and guidelines will depend, to a great extent, on what the general public is willing to accept in terms of controls and what price they are willing to pay in terms of taxes and increased costs. More than 100,000 residents of Springfield and surrounding communities live on karst (sinkhole) terrain on the Springfield Plateau in southwestern Missouri. The city occupier much of the headwaters area of Wilson Creek basin, which is underlain by the Burlington Limestone (Mississippian), a cavernous, massively bedded formation averaging 150 feet in thickness. Sinkholes, some as deep as 75 feet, pock-mark the uplands. Stony red residual clay mantles the pinnacled limestone bedrock. Surface water lost to sinkholes and losing reaches of upstream areas resurges in springs and estevellas (reversible sinkholes) in the lower reaches of Wilson Creek. The Springfield Southwest Treatment Plant, an activated sludge process sewage treatment facility, situated about mid-basin at the confluence of Wilson Creek and a tributary, South Creek, serves the entire city. Effluent from the treatment plant together with industrial, street-wash and other waste from the-headwaters of the basin have degraded both surface and ground water quality in much of the Wilson Creek watershed. The area affected includes Wilson's Creek Battlefield National Park and recreational reaches of James River below the mouth of Wilson Creek.

The Institute of Gas Technology (IGT), under sponsorship of the U. S. Department of the Interior, Office of Coal Research (OCR), and the American Gas Association (A. G. A. ), has been undertaking the development of one of several processes to convert coal to high-Btu gas as a means of supplementing natural gas supplies. It is anticipated that there will be a significant need for such gas in the foreseeable future in order to meet the ever increasing demands for this preferred fuel form. HISTORY The development of the HYGAS® Process is based on various studies conducted at IGT starting back as far as 1945. Initial work was directed toward production of synthesis gas with subsequent catalytic methanation. By 1964 the concept of the direct hydrogenation of coal to produce methane noncatalytically was well-founded and the chemistry was reasonably well established. Work up until this point in time was financed by the American Gas Association. In 1964 the U. S. Department of the Interior, Office of Coal Research joined with A. G. A. to support the program. The objective at that time was to develop the necessary know-how to enable the design of a pilot plant, a necessary step in the ultimate commercialization of the process. Work for the next three years (1964-1967) emphasized investigation of fluidized-bed technology in the hydrogasification step, where moving-bed technology had been previously employed, as well as identification of commercially available catalysts acceptable for catalytic methanation of the CO and hydrogen in the hydrogasifier effluent under operating conditions in the system. By 1967, the preliminary design of a 3 ton/hr pilot plant had been finalized, and IGT received authorization from OCR to proceed with the detailed design and construction of that facility. During the last few years the New Lead Belt of South- eastern Missouri has become the main source of lead in the United States. It also produces significant amounts of zinc, copper, and silver. The mines are located on a narrow, mineralized trend extending southward from Viburnum, Missouri for about thirty-five miles. The area is part of the Ozark uplift and consists of steep-sided, heavily wooded hills with narrow valleys. Surface streams are very erratic, normally having low flows but becoming rushing torrents during the violent thunderstorms that occasionally occur. Because of the pristine nature of the country and the newness of the mining developments, the environmental impact of all phases has been closely watched.

Nevada is especially well endowed with industrial minerals, both in the number of ore deposits and the diversity of commodities. More than 600 significant industrial mineral deposits, containing 22 principal commodities, are present, in the State. The materials produced in Nevada in 1978 had a value of approximately 113 million dollars, and additional processing of some of them (e.g. gypsum into wallboard, limestone and clay into cement) added considerable more value. Table 1 shows the value of Nevada's industrial mineral production in 1978. Nevada currently supplies 85 percent of the country's barite producing 1.6 million tonnes (1.8 million short tons) valued at 30 million dollars in 1978. Nevada is second in diatomite production and contributes one-third of total lithium produced. Other industrial minerals being produced include clays, fluorspar, gypsum, lightweight aggregates, limestone and dolomite, magnesite and brucite, perlite, salt, sand and gravel, and silica. In general, Nevada produces high-value industrial minerals which are not consumed within the State, but rather, are shipped out of State. In contrast, most more populous states produce larger tonnages of lower value industrial minerals which are consumed chiefly within that state.

Taconite tailings reclamation, especially the stabilization of tailings ponds, .dams, and slopes, can be effectively accomplished through the use of appropriate vegetation. Utilizing vegetation provides both aesthetic and ecological enhancement of a site while at the same time protecting tailings structures against wind and water erosion. Generally, the methods and techniques for establishing vegetation are well known; however, there are many site-specific factors that can alter a particular reclamation approach. Those factors include slope gradient, tailings material size, solar exposure, and physical and chemical properties of tailings. In addition to the site-specific factors, variations in climate, geography, and physiography of a region can have a pervasive influence on the success or failure of a revegetation program. Both the site-specific and regional factors control reclamation planning in such areas as plant variety selection, methods and times of plants establishment, maintenance techniques, and subsequent monitoring methods. As a result of this multifactor relationship, it is important to establish a data base that identifies both the site-specific and location conditions in order to tailor the reclamation plan to the specific area. When an appropriate data base has been collected, detailing the various site-specific and regional factors that will influence a revegetation program (in the absence of previous testing), it is very beneficial to apply experimental techniques to develop the reclamation plan for a specific site. The reclamation plan for a specific site may include several techniques adapted for the differences found within the specific site as the result of topographic or other influences. Considering this, the Reserve Mining Company and Dames & Moore undertook to develop a successful reclamation plan based on a detailed test plot program conducted at the Mile Post 7 location.

The phosphate formations of the Pliocene epoch were deposited along the coastal shelf of the eastern seaboard. The deposition of the phosphate is thought to be somewhat contiguous along the early shoreline, and the deposit can be more or less traced over an 800 to 930 mile path from the Florida Gulf Coast, near Ft. Myers, to the Pamlico Sound of North Carolina. This is illustrated in Figure 1. Three areas of commercial importance are currently being exploited from this extensive known deposit: 1 - The so-called ?Bone valley? in Central Florida (multiple operations) 2 - Hamilton County in North Florida (Occidental Corporation operation) 3 - Beaufort County in North Carolina (Texas Gulf Sulphur operation)

Our interest in metallurgical applications for activated carbon was thoroughly aroused when laboratory studies indicated that each dollars worth of carbon could retain as much as four dollars worth of tin. Since then other data was developed suggesting many Potential uses in the metallurgical field it is hoped that, the information presented in this paper may encourage studies by knowledgeable individuals in metallurgical operations. Activated Carbon accomplishes its results by adsorption which involves selective removal of materials from solution by holding the compounds on the carbon surface at the active areas. An example of adsorption is the dyeing of cloth where the dye is selectively held on the cloth surface and the concentration in the dye solution is thereby reduced. Many theories exist on, adsorption, but the predominant factors involved in metallic ion adsorption probably are that adsorption is indirectly proportional to solubility and is benefited by high concentrations acting to squeeze out molecules in smaller amounts.

The concept of the system is to minimize costly unscheduled breakdowns of equipment by replacing components earlier than their "life" expectancy. Periodic unit services are scheduled according to pre-set constraints. Service sheets are generated by matching a job and component master listing based on assigned cyclic component lives. The system can provide accountability of all man-hours reported and history information can be selectively retrieved. By reducing unscheduled equipment shutdowns, this system allows for better utilization of manpower and an overall improvement in equipment reliability and availability.

Froth flotation of coal is growing in importance and complexity. Some of the reasons for these changes follow. 1) A need exists for energy resource conservation. 2) Preparation plants are processing widely varying coal -- deep seam, strip and stockpiled either separately or as blends. 3) More fines are being generated because more mines are using automatic mining equipment. 4) It is more practical and economical to remove ash and sulfur at the preparation plant than during utilization.

The importance of factoring mining dilution into feasibility stage ore reserve estimates is discussed. An example that relates the issue of mining dilution to the size of smallest volumes that can be mined selectively is given. Relationship between the size of the selective mining units (SMU's) and the variance of their average grade is presented. The concept of variance reduction and its use in factoring mining dilution into geostatistical ore reserve estimation is described. An approach to estimate variance reduction factor by way of conditional simulation is introduced.

Fire hazards can cause severe and irrecoverable damage to reinforced concrete (RC) tunnel linings, threatening the serviceability and resilience of transportation networks. This paper first examines the existing methodologies that are used to classify damage to tunnel linings from fire. These approaches are then supplemented with the results of advanced modeling and inputs from industry experts to propose new fire damage/ repair classifications with the associated thresholds. The results of the presented research can be used to guide fire risk assessment as well as the performance-based design of tunnel fire protection.

Solution flow in leach dumps and heaps or in columns of representative rock has been the subject of only limited studies. This is a regime involving unsaturated flow in semiconsolidated rock with a wide size distribution. Even the concepts of continuous flow systems are fairly recent, and have evolved from the search for better methods of operating industrial chemical reactors. (1-3) Waste rock consolidation and permeability play a key role in solution flow characteristics. Harris (4) suggested that bulk density variations in a leach dump could alter the particle-to-particle contact, and that large particle aggregates could act like single, large particles . In the limiting case where the bulk density approaches that of the undisturbed, consolidated rock, the entire waste unit would behave as a single particle. Roman (5) treated the phenomenon of bulk density and its effect on consolidation in terms of lixiviant flow paths or solution channeling in leach dumps. Like Harris, he assumed that no solution moved through particles or particle aggregates associated with zones of high bulk density. Solution flow paths are thus effectively separated by particle regimes, creating solution channels in the waste body. While some attempts have been made to describe solution flow in leach dumps and related systems by utilizing computer model approaches and laboratory- scale simulations (5,6), there have been no direct, large-scale observations of solution movement in channels or of the actual channel sizes and distributions within a waste body. This paper describes a series of experiments involving large-scale, controlled waste leaching tests, conducted over a period of several years, and aimed at providing some direct observation of the changes in waste consolidation and permeability, the size and distribution of solution channels, the movement of such channels with continued solution application, and other features relating to solution flow during the leaching of low-grade waste. These results are then combined with mineralogical information to explain observed leach behavior.
