Rare earth elements (REEs) are considered critical minerals for the industrial and defense sectors. In 2018, the U.S. Department of the Interior presented the final list of critical minerals that are vital to the U.S. economy and defense [1], which included REEs among other mineral commodities. REEs are not rare, despite their name, but economically viable deposits of REEs can be found only in certain geographical areas, and the political and social conditions characterizing these areas may not always be in favor of mining operations. Mining operations may be placed in great operational and financial risk if operations are planned in such areas. Erroneous decisions by decision makers may lead to a chain of events that can completely shut down a mining project.

This presentation we hope will provide you with an orderly approach co mine and surface plant closure taken from our experience over the past several years on six different projects within the intermountain states. There is no magic to the approach. It is basic common sense and yet it is interesting how many of the specific details are overlooked due to the individual complexity of each site. Our attempt here is to share some of the issues that have confronted us on these six sites. Please recognize that it is impossible to be all inclusive. Of the six sites we have drawn from; two are mine, mill and smelter sites dating back to pre-1900, one is an industrial site dating back to the early 1900s, two are mill and concentrator sites dating from the late 1940s and one is a mining district site dating from the late 1800s.

Striking similarities exist between the sediment features and facies formed in some modern heliothermal lakes and the characteristics of some ancient borate depositional environments. Heliothermal lakes are density-stratified with shallow submerged margins surrounding areally restricted deep pool(s) containing a dense brine overlain by a much less dense brine. The reflective brine interface allows solar energy to be trapped in the dense brine which may warn to over 900C. carbonate precipitated from the dense brine is the typical sediment produced in warm deep pool. The strong density stratification reduces turbulence in the lake so clastic sediment is deposited under most of the lake as finely-stratified mudstone-limestone couplets (varves). This depositional process results in clastic lake sediment interfingering with and enclosing a thick evaporite pod(s). Because deep pools can exist at the same time or through geologic time, the evaporite pod(s) may occur sporadically throughout the lacustrine beds.

On March 15, 2012, about 24 attendees from several western states attended Roundtable 2012, hosted by Knight Piésold and Co. at the Red Lion Hotel and Casino in Elko, NV. The focus of this year?s discussion was ?Acid Rock Drainage for Engineers and Environmental Scientists.? Other names may have been more suitable for the event, perhaps combining geochemistry, with air and water quality and their long-term effects on soil and rock mechanics. Bryan Ulrich (senior vice president, Knight Piésold?s Nevada operations) and Steve Lange (senior geochemist, Knight Piésold, Denver, CO), helped facilitate the discussion. Attendees included personnel from a dozen mining properties, various corporate offices and academia. There were also attendees from a geochemical testing laboratory to help respond to specific questions pertaining to testing protocol and procedures.

Gate-road yield pillars are subject to increases in stress as the longwall face advances toward the pillars. Abutment loading conditions are important to gate-road layout and support design in longwall mining systems. Ground support systems are often designed based on mine experience [1,2]. Convergence monitoring is one method of ground support monitoring that can be used to infer increases in pillar stress. Convergence of a yield pillar was measured regularly over the course of six months as the longwall face approached and passed the pillar. Measurements were collected at eight locations surrounding the pillar. The convergence measurements contribute to the knowledge of when yield pillar abutment loading, caused by the encroaching longwall, is first detected. Knowing when abutment loading begins to yield the pillars can help define when standing secondary roof supports are required for head-gate entry access for specific geologic and mining conditions.

The Basalt Waste Isolation Project of the U.S. Department of Energy is a part of the National Was re Terminal Storage Program. Its mission is to assess the feasibility of siting a nuclear waste repository in the basalt formations which underlie the Hanford Site of the U.S. Department of Energy. The progress in all program areas is summarized in this paper. Activities conducted to date have led to the identification of possible repository candidate sites within the Hanford Site.

Antimony has been used extensively in industry and in everyday life since the 19th century, and antimony sulfides have been known since around 4,000 B.C. Antimony’s most significant applications are as a flame retardant in the manufacture of electronics and textiles, as a catalyst for plastic fabrication, and as paint pigment and fining agent in glassware, opacifier in ceramics and an alloying element in ammunition and battery manufacturing plants. It is also used in vehicle brakes and tires. Brake pads contain stibnite (Sb), the sulfide compound of antimony. In particular, stibnite is used in automobiles as a lubricant, vibration reducer and friction stability improver. Anthropogenic activities are the primary source of antimony in the atmosphere [1,2]. Annual global consumption of antimony has increased to more than 1.4 × 105 t, and China is the most significant producer [2].

Operation of a pilot-scale Floatex density separator was studied using a pyrite concentrate slurry feed. Experimental measurements were further utilized in parameterization of a hindered settling simulation model. The model incorporates particle slip velocity calculation and also a separation efficiency function, adjusted to describe the feed material characteristics. The model was used to compute the overflow and underflow compositions when both fluidization bed pressure and teeter water flow rates were varied. In addition, prediction accuracy and the model validity were evaluated. The simulations gave good results when the teeter interstitial velocities were moderate enough to avoid excessive turbulence in the fluidization. Prediction of the cumulative overflow and underflow size distributions in most experiments yielded essentially less than 10% relative error between the sample data and the estimated value of the 50% passing sizes.

The U. S. Bureau of Mines has been investigating the application of thiosulfate to recover gold directly from low grade refractory carbonaceous ores for the past four years. Statistical experimental methods were used to determine the effects of various leaching parameters on both gold extraction and thiosulfate consumption. Seven variables were investigated, including thiosulfate, copper, ammonia, sulfite, and sulfate concentrations, leaching time, and leaching atmosphere. This information was used in face-centered cubic (FCC) surface response experiments to define the optimum leaching conditions for a low grade ore. Two models were generated from the data to predict gold extraction and thiosulfate consumption as a function of the leaching parameters. The models predicted a gold extraction of 67 pct and reagent consumption of 2 kg [S2032/mt ore at 0.25 M S2032-, 0.0014 M Cu2+, 0.27 M NH,OH, 0.00625 M SO;-,] and leaching for 16 h. Actual tests resulted in 62 pct gold extraction with 0.93 kg S2032- consumed/mt ore. Subsequent column leaching tests have further demonstrated the viability of applying this technology to recover gold from carbonaceous ores without first pretreating the material. Gold extractions in the column tests ranged from 69 to 78 pct with thiosulfate consumption ranging from 0.4 to 5.4 kg/mt ore. These results compare to <5 pct gold extraction using standard cyanide leaching conditions.

Ceremonies for the induction of four mining industry pioneers into the National Mining Hall of Fame will be held Saturday, Sept. 11, 2010 at the Charles F. Barber Pavilion of the Museum Convention Center in Leadville, CO. The 23rd Annual National Mining Hall of Fame and Museum Banquet will begin with an open house and reception at 5:30 p.m., followed by the dinner and program at 7 p.m. The four inductees are: William Wheeler Coleman who served 46 years, from 1911 to 1957, as president and chairman of the company that is now Bucyrus International of South Milwaukee, WI, a world leader in the manufacture of surface and underground mining equipment. Dr. Allen Van Heyl, Jr., an economic geologist who served with the U.S. Geological Survey for nearly 50 years beginning in 1943. He studied more of the nation?s mineral deposits than most could begin to imagine. Arthur Lakes contributed enormously to the geological and mining sciences in the western United States as a geologist, teacher, writer and artist over a period of more than four decades beginning in 1869. The Arthur Lakes Library at the Colorado School of Mines, Golden, CO, is named for him. Samuel Calvin McLanahan, through his inventive genius, changed the direction of his family?s company from that of a foundry to a leading manufacturer of minerals processing equipment to become today?s McLanahan

The program of study of pellet binder materials was begun by the ORF in 1963 to examine various Canadian materials as substitutes for bentonite which is imported in large tonnages (199,270 tons in 1969) from the U.S.A. for Canadian pellet plant operations. Most of the raw bentonite used in Canada originates in Wyoming, North Dakota and more recently Greece, resulting in relatively high transportation costs to pellet producers. Some Canadian bentonites available in Western Canada (Alberta) can be beneficiated for uses as pellet binders but could not compete in cost with U.S. sources due to the cost of beneficiation and the higher rail transport charges to Eastern Canada. It is difficult to find a substitute for bentonite, and many materials have been investigated by research groups but, so far, no economic substitute is in use. However, some success is apparent in studies of low cost materials such as clays, sea weed, peat moss and low grade coal, The work done by the ORF over several years has covered systematic test¬ing of Ontario clays, lignite, some types of tree bark, waste sulphite liquors of various kinds, and peat moss as binders for iron ore pellets. The major effort has been concentrated on peat moss and has included a study of the influence of different additives. Since analysis of peat moss for humic acid is difficult and time consuming, a certain amount of time was devoted to development of improved methods, the most useful of which was a spectrophotometric method based on extraction of peat by sodium pyrophosphate for determination of humic substances. In the present paper, only the most recent work concerning the use of peat moss with suitable additives is discussed in detail, since it is the most conclusive and best documented portion of the program.

To put coal in its proper perspective as a source of energy for electric power production, we must first compare it to other energy sources. A report of the Atomic Industrial Forum dated February 1958 records a number of authoritative though widely varying predictions. The most optimistic of these states that by 1968 there will be a total U.S. capacity of about 6000 megawatts of nuclear power, if growth continues at the present rate. Other sources indicate over 200,000 megawatts of total electrical capacity in utility plants by 1968. This is only 3% nuclear. Therefore, 97% of our total power production will be from non-nuclear energy. Fig. 1 shows the distribution of energy sources of electric utility product- ion in the U.S. as reported by the Federal Power Commission in 1954. Note that less than one quarter of the total is hydro and about one half of the total is coal. For 1957, the Edison Electric Institute reports that of the total steam- electric generation in the U. S., 68.6% was by coal, 7.9% was by oil and 23.5% was by gas. This is an increase for coal and a decrease for oil and gas in those three years. Thus we can conclude that two-thirds of the steam-electric power in the U. S. is now generated by coal. Fig. 2 shows the major markets for coal for 1947 vs 1957. The greatest in- crease has been in the electric utility market, where it has more than doubled in the ten years. One-third of the total coal produced goes to the utilities which now represent coal?s major market. Utilities used 160 million tons of coal in 1957, and the estimated quantity for 1967 is 275 million tons, and for 1977 is 525 million tons. It is predicted that 85% of steam-electric power will be generated by coal in 1975.

Managing environmental compliance at a complex facility has the potential to bring a high degree of personal and professional satisfaction to both the corporation and the individuals responsible for day-to-day operations. The decade of the 1990&apos;s, however, has seen the emergence of a nationwide trend of aggressive federal and state civil and criminal enforcement for environmental violations. This trend, spearheaded by the U.S. Department of Justice (DOJ) and the U.S. Environmental Protection Agency&apos;s (EPA) Office of Enforcement, has the potential to place the corporation, its corporate officers, and compliance personnel at collective professional risk, as well as a growing tendency to place accountability on individuals. Management of environmental compliance has been anecdotally compared to a shooting gallery at a carnival, with the following exception: At the shooting gallery, successfully hitting nine out of ten targets usually brings a reward and recognition of shooting skill; hitting nine out of ten environmental compliance expectations not only brings agency consternation and negative publicity, but the "gallery" will likely shoot back with stiff fines and possible criminal allegations. Faced with the challenges of the new environmental compliance shooting gallery, corporations and professionals are often left asking themselves, "How do we (or more appropriately, can we) win at this game?" This paper examines recent federal enforcement statistics and offers several suggestions for coping with the responsibility of managing environmental compliance in the 1990&apos;s.

"The overall goal of this study was to develop a suitable flowsheet to extract rare earth elements (REEs) from coal ash. Only the findings from the first part of this study is being reported at this time. A total of fourteen coal samples of different ranks were examined for REEs concentration. An anthracite coal sample, originating from Pennsylvania having more than 700 ppm (in the coal ash) was selected for the REE extraction tests. The experimental program completed so far included high temperature leaching using nitric acid, followed by the solvent extraction tests. A 4x2x2 experimental design was used to conduct a total of thirty two high temperature leaching tests by varying acid molarity (at 4 levels), solid content (at 2 level) and leaching time (at 2 level). The highest LREE (light REE) recovery of 90% and HREE (heavy REE) recovery of 94% were obtained from the most optimum leaching test condition while maintaining the impurity recovery to the leachate at less than 40%. Solvent extraction experiments were conducted to recover the REE’s from the above leachate solution using a variety of organic extractants including, TBP, Cyanex, D2EHPA and their combinations. D2EHPA was found to be the best extractant during this SX text series providing nearly 99% recovery of REEs. INTRODUCTION The demand for rare earth element and other strategic metals (REM) in the world is rapidly increasing due to their use in a variety of high technology applications. More than 100,000 tons of rare earth oxides (REO) are being used worldwide on an annual basis. However, we have less than 10% of the world reserve of rare earth element (REE) mineral deposits in the US. More than 60% of rare earth oxide (REO) was imported to the US from outside (mostly from China) in the year of 2013. However, China’s institution of export quota has significantly reduced the supply of REMs to the U.S. Hence, new ways of producing REM and/or finding substitutes for those metals for the high-tech applications need to be invented/discovered in a timely manner. Coal Combustion Byproducts (CCBs), which are discarded as waste materials in most cases, are known to contain REEs (in low concentration) that could be extracted using a suitable process flowsheet. This may be a worthwhile route to pursue considering the short supply of REMs and the abundance of coal ash in thousands of ash ponds in the US. On an annual basis, more than 110 million tons of Coal Combustion Byproducts (CCBs) are being produced while satisfying our nation’s need for electricity (ACAA, 2014). However, less than 50% of these CCBs are being successfully used in various applications and the remainder is being dumped as waste materials in the landfills and ash ponds."

"The Sheppard East Light Rail Transit (SELRT) project comprises approximately 13 km of new light rail, which will be constructed along Sheppard Avenue East in Toronto. There is a 380 metre long section of the route that will be constructed as tunnel below Highway 404, which is owned by the Ministry of Transportation Ontario (MTO). MTO has published guidelines for tunneling under its highways. An impact analysis was undertaken to predict the surface settlement and angular distortion of Highway 404 resulting from the construction of the twin tunnels. The results were then compared to the performance criteria defined in MTO’s guidelines. As a result of this analysis, it was necessary to request an adjustment to MTO’s current performance criteria. This paper presents details and results of the impact assessment, approaches taken to satisfy the requirements defined by MTO, and provides details of the adjustment permitted by MTO. INTRODUCTION Several major rapid transit projects are planned for the Greater Toronto and Hamilton Area (GTHA) located in southern Ontario, Canada. These projects are part of The Big Move (Metrolinx 2008) initiative, a 25-year, and $50 billion plan aimed at improving regional transportation. Metrolinx, an agency of the Government of Ontario, is now working collaboratively across the region to deliver major Toronto rapid transit projects to the GTHA. One such project is the SELRT. The line will largely run along Sheppard Avenue East on the surface, except for a crossing of Highway 404 where it will be constructed using a combination of open cut and bored tunneling methods. AECOM has been retained by Metrolinx as the Technical Advisor (TA) to develop the Reference Conceptual Design (RCD) and Project Specific Output Specifications (PSOS) for the project. Also, Infrastructure Ontario (IO) is the Co-Sponsor and CH2M HILL is Metrolinx’s Owner’s Engineer (OE) & Project Management Support (PMS) for the new LRT lines. This paper presents information on the tunneling settlement analysis and further work undertaken to satisfy the MTO’s requirements."

Safe, efficient underground mining is dependent upon proper pillar sizing. Pillar sizing is typically based on a combination of observation of prior behavior, point measurements, theory and numerical modeling. The actual stress redistribution within a pillar, while assumed for many years, has rarely been imaged. Such imaging can help confirm whether or not theoretical and numerical modeling methods agree with actual conditions within a pillar. This research presents a case study from a longwall mine in the western United States. A two-entry, gate-road yield pillar in the headgate of the mine was instrumented with seismometers and convergence monitoring stations, and was monitored over a period of about six months as the longwall face approached the pillar. In this paper, the stress distribution imaged using seismic tomography is compared to the stress distribution expected from theoretical models, geotechnical measurements and numerical models. The tomography results generally agree with those proposed by theory, convergence measurements and numerical modeling results. The agreement of the methods provides validation for the theorized stress redistribution, and this study provides further evidence that tomography can indicate the redistribution of induced stress within a mined rockmass and is another tool available to ensure that mining is conducted safely and efficiently.

During the past three years, coal samples covering a range of coal rank, ash content, size consist, grindability, and moisture content have been tested for their flow properties using a triaxial shear tester that measures the unconfined yield strength in a compressed sample of coal. The ratio of this unconfined yield strength to the sample bulk density is part of the equation used by handling system manufacturers to calculate the critical arching or critical ratholing diameter needed to ensure that coal will flow from bunkers or bins. This ratio also serves as an index to compare the flow tested. To test the applicability of the index to predicting problems with coal flow, a series of tests were conducted at CO Inc.&apos;s Coal Quality Development Center (CQDC) in Homer City, Pennsylvania. Tests covering ranges in size consist, moisture content, and ash content were conducted by first filling a small two-ton bin with coal and then emptying the bin at a pre-set discharge rate. The actual discharge rate from the bin under the various conditions tested was measured. Samples of the coal discharging from the bin were collected. One sample was analyzed for ash, moisture, and size consist; another sample was sent to the Iowa state University for trivial shear tests (supplying an index measurement). Actual flowability results from the bin were then compared to the measured index to determine the applicability of the handleability index in actually predicting coal flow problems. This paper describes the correlation between handleability index and bin flow and explains the next stages of the project.

"The Langmuir model has been widely used for the coal-methane sorption process via an isothermal test. However, even though the temperature-dependent Langmuir model were recognized theoretically and experimentally, the quantitative relationship between the Langmuir’s constants (a & b) and temperature have not been clarified and confirmed by lab test data. This paper collects 158 methane-coal sorption data under different temperatures, which apply the Langmuir model to consider the relationship between Langmuir’s constants (a & b) and temperature (see APPENDIX I). Even though the Langmuir model cannot be used to show the physical state of methane adsorption on coal, it is widely used because of its simplicity and the reasonable explanation of its parameters (a & b). The results from these published isothermal tests confirm that 1) there is no consistent relationship between Langmuir’s constant-a and temperature; 2) the Langmuir model is a temperature-dependent model, and the temperature-dependent feature is mainly shown by the relationship between Langmuir’s constant-b and temperature; 3) The relationship between Langmuir’s constant-b and temperature can be described by both the exponential and linear relationship with dried coal. This paper provides a database for temperature-dependent Langmuir’s model, which can be used for reservoir simulation of coalbed methane reservoir, coal seam degasification modeling for underground coal mines considering the heating effect induced by geotherm and heat injection (via hot water, hot steam, ultrasonic, etc.). INTRODUCTION The isothermal test for gas sorption on coal is one of the fundamental tests in Coalbed Methane (CBM) recovery fields, such as underground coal mine methane degasification, CBM gas-in-place estimation, and carbon dioxide sequestration in un-minable coal seams. Generally, two methods, volumetric and gravimetric, are employed to obtain isothermal data (Bush, A. & Gensterblum, Y., 2012). Based on these two approaches, a series of commercial and self-assembled instruments are built and several calculation methods are used to obtain isothermal data (Bush, A. & Gensterblum, Y., 2012, Gasparik, K., 2014; Goodman, A. L., et al, 2004; Zhang, L., et al, 2013). In the post-processing stage, many models are provided to analyze isothermal data in order to understand the storage mechanism of gas in coal. Common models include the Langmuir model (and its extended forms), the pore-filling model, multilayer adsorption model (BET), and the Gibbs’ model. "Once the primary fuel source for the United States and the economic backbone for communities from Appalachia to Wyoming, coal has been on a steady decline since the mid 1990s, and is now at the center of political debate in the United States.The political spectrum of the United States is divided on the future of coal and its place in the energy sector. The coal mining industry and the communities that rely on coal have increasingly been pitted against forces that wish to regulate coal to the history books.In 2008, President Obama launched what many have called his war on coal, and during his eight years in office, he pushed through numerous pieces of regulations and legislation and that he said were aimed at reducing carbon emissions, but that others viewed as direct assaults on the domestic coal industry. Obama led the United States delegation to Paris to sign the Paris Accord in 2016, a 196-country agreement pledging that the United States would do its part to reduce carbon emissions. His administration also instituted clean air, power and water regulations that added extra environmental burdens to many industries, but perhaps none more so than the coal industry.In this month’s lead feature, “A study of U.S. coal mine closures since 1994” (page 18), the impact of the war on coal, and other factors, can be seen in text and figures. Author Jacob Brinkman and coauthors Jay Schafler and Catherine Johnson scoured the data of the U.S. Energy Information Administration (EIA) and the U.S. Mine Safety and Health Administration (MSHA) to show how coal production and mines have been impacted since 1994 and how the years 1994 to 2000 and 2008 to 2016 were particularly hard on the industry.For example, in 1994 there were 2,354 coal mines in the United States. Currently, there are 1,035 mines in operation.In 2016, then candidate Donald Trump promised to end the war on coal and to put coal miners back to work. In 2017, President Trump has followed up on those promises. He announced plans to withdraw the United States from the Paris Accord, signed an executive order designed to undo the Clean Power Plan put in place by President Obama, halted the research on the health effects of mountaintop removal coal mining, directed the U.S. Environmental Protection Agency (EPA) to revise the guidelines of waste water from power plants and has touted that more than 1,000 coal miners have returned to work since he was elected."
