Concrete pipes and small boxes have been installed by the jacking method. This paper will describe a recent project were large concrete boxes were installed by the jacking method. This project is in the city of Boston, MA. By now everyone in the USA knows something about this project. The project official name is The Central Artery/Tunnel Project (CA/T). This is the biggest public work project in the USA right now, with an estimated construction cost of 14 billions. The main objective of the CA/T project is to replace an existing artery built in the 1950s to increase capacity and safety. One section of the new artery will cross under several railroad tracks near the South Station. To construct the section of the new artery under these tracks, big concrete boxes were installed by the jacking method. The jacking method can be used to install pipes, small concrete boxes, and the CA/T project has demonstrated that big concrete road tunnel boxes can be installed by jacking.

Certain deposits of incoherent materials which are near the surface and exploitable by open-pit mining may be characterized in real time before they are mined through an analysis of ground-surface imagery. If the slice to be stripped is not overly thick, in fact, surface texture and color properties may be extrapolated to its entire thickness. Image analysis techniques to process ground surface images acquired in situ (or in the laboratory shortly after their acquisition) which yield pattern vectors representative of RGB color component distributions and HSB texture parameters have been developed. The techniques were applied to a mineral sandy ore deposit containing three different lithotypes. Geostatistical analyses showed that the data used to characterize the lithotypes were reliable. The correct recognition of the lithotypes was carried out using a multi-barycenter classification algorithm. Such in situ image-analysis procedures open the way to the proper selection of the ore to be mined, or the proper way for run of mine (r.o.m). processing, or the appropriate blend to be processed before or at the same time as the mining process itself is enacted.

In the past six years, the Hanna Mining Company has increased its pellet producing capabilities greatly by the construction and expansion of six pelletizing plants in North America. At the present time Hanna managed pelletizers have a nominal capacity of 18 million long tons per year. This capability makes Hanna one of the world's largest pellet producers. To create and maintain such an operation has required the skill and dedication of many people in all aspects of the company's activities, in the various fields of exploration, operations and research. The Research and Development Group consists of the staffs of two laboratories situated on the Mesabi Range in northern Minnesota. These laboratories are well equipped to carry out work in the fields of beneficiation and extractive metallurgy especially iron ore treatment. Facilities exist for the batch and semi- continuous investigation of the unit operations common to iron ore beneficiation and pelletizing. The R and D Division is divided into groups according to specialized areas of interest. Presented in this paper today are some aspects of the activities of the Pelletizing Group of the Research & Development Organization.

The increasing scarcity of bentonite coupled with the potential of improved pellet strength have created a need for understanding the effects of thorough bentonite dispersion in taconite concentrate. It has been known for more than a decade that under certain conditions substantial savings of bentonite are realizable by using thorough mixing of bentonite as compared to poor mixing. Extensive work done by J. O. Zetterstrom l at the Univer¬sity of Minnesota indicated the effect of thorough bentonite mixing in a controlled laboratory testing. Commercial hardware was not available at the time Zetterstrom1 paper was published and not much work was done until R. L. Stone, J. M. Karpinsky2, did work with Muller mixing. Nabush 3 worked with the pugmill principle, and Hoogovens 4 and Robe River 5 used the fluidized bed principle. It was very hard to convince iron ore industries to improve the mixing of Bentonite and taconite for the following reasons: A. The initial capital investment for improved mixing equipment; B. The relatively low bentonite cost a few years back, which was not enough to justify new equip¬ment investment;

Atlas Dewatering was contracted to install and maintain a groundwater control system for the new Bessarion Subway Station and the Tail Track Structure on the Toronto Transit Commission’s new Sheppard Subway Line. Atlas met the challenges presented by the project by closely reviewing the contract documentation provided by the Program Geotechnical Consultant, Golder Associates and by working with the general contractors, Bondfield Construction Company and PCL Constructors Eastern, inc., throughout the duration of both projects. In addition to concerns about soil loss, excessive settlement and seepage, the consultant was concerned about spreading hydrocarbon-contaminated groundwater between the two aquifers present at the Bessarion Station site. By installing a system of multi-level vacuum eductor wells around the perimeter of the excavation, Atlas was not only able to provide a dry excavation for construction, but, due to a unique well design was also able to prevent cross-contamination of the aquifers.

Molybdenum, the 42nd element in the periodic table, is now a very important metal in industry of the United States and the world. Chemically, it is a very complex element having valences of 0, +2, +3, +4, +5, and +6, and can exist as a mixture of these valences in many compounds. It was discovered and separated by Scheele in 1778. At the present time, molybdenite is the only important commercial source of molybdenum. Molybdenum occurs in some 12-14 different recognized minerals, but practically all of the production is molybde¬nite. As late as 1915, it was considered a rare metal. Germany made extensive use of it during the first world war, which resulted in the establishment of a molybdenum industry in the United States at Cli¬max, Colo., in 1917. It was not until the mid-1920s when its introduc¬tion to steelmaking developed for the US automobile industry that the metal gained important acceptance. The first notable example was the Willis-Saint Claire automobile introduced in 1921 by C. Harold Willis, formerly chief metallurgist for Ford Motor Co. Molybdenum has also been produced in the US from wulfenite (PbMoO4) from Arizona and Nevada, and a small amount of molyb¬denite was produced up to the early 1970s as a coproduct from two molybdenum-bismuth mines in Quebec, Canada. The first byproduct production of molybdenite from a copper con¬centrating operation was achieved at Cananea, Sonora, Mexico, and was followed shortly by the Utah division of Kennecott Copper Co. in the mid-1930s. This section of the Handbook is divided into four main subdivi¬sions: Chapter 2, which deals with the concentration and recovery of molybdenite from primary molybdenum ores; Chapter 3, which deals with the recovery and separation of molybdenite as a byproduct from copper production; Chapter 4, which deals with the conversion practices employed for converting molybdenite to the oxide or metal form; and Chapter 5, which covers the uses of molybdenum in steel¬making, chemicals, pigments, lubrication, catalysts, etc. The Free World molybdenum production, for the past eight years from all sources, is shown in Table 1. 2. Primary Molybdenite Ores General In 1978 there were four primary molybdenite recovery plants in operation: Climax, Endako, Quests, and Henderson. For over half a century the Climax mine has been by far the largest and most important source of molybdenum in the world. During the early 1970s a few primary molybdenite mines in British Columbia were shut down due to adverse economical conditions. The largest of these was British Columbia Molybdenum, formerly owned by Kennecott Copper Corp. The Climax plant and operations are described in detail and the opera¬tions of the other plants are summarized following a general discussion of recovering molybdenite from primarily molybdenite ores. Recovery of molybdenite as a byproduct will be taken up in Chapter 3. Geology Molybdenite production from mines in which it is the sole or preponderantly important mineral is confined to ore bodies in granites or igneous-type rocks or pegmatite dikes. More than one state of mineralization is sometimes present as at Climax, York, Hardy, and Questa. In the case of Climax, important byproduct recovery of tung¬sten, tin, pyrite, and monazite is also attained. The molybdenite is commonly disseminated very finely in the siliceous granitic gangue but does occur in stringers and blebs in silicified mineral solution channels. Treatment of Primary Molybdenum Ores All primary molybdenum ores are low in molybdenite, the content ranging from less than 0.20% MoS2 to a high of about 0.40% MoS2. A high resistance to grinding is a common ore characteristic combined with a habit of very fine dissemination of molybdenite in the siliceous portion of the ore. Because of low MoS2 content, high hardness, and fine dissemination of molybdenite in primary ores, it has been necessary to develop a special mill treatment which yields an accepta¬ble recovery at a reasonably low milling cost. Essentially, the treatment consists of intensive rougher flotation at a relatively coarse grind with production of a low grade rougher froth containing a substantial percentage of the molybdenite in the form of low grade middling particles, followed with multistage regrinding to liberate the locked molybdenite and several stages of flotation cleaning to produce a finished grade concentrate. Rougher flotation on pulp ground to ap¬proximately 35 mesh is common practice, even if complete liberation of molybdenite from siliceous gangue may require regrinding to 200 mesh. The flotation of middling particles with a very low content of molybdenite in the rougher flotation step has been made possible by the application of a combination of reagents first developed at the Climax mill and used with some modification in the treatment of all primary molybdenum ores. The Inland Feeder project is a critical component of Southern California’s water delivery system, relying on a strategic plan of water transfer and storage to enable the delivery of an additional 650 million gallons of water a day. The Arrowhead West and Arrowhead East tunnels form part of this system, comprising the construction of nearly13 km (8 miles) of bored tunnel under the San Bernardino National Forest. This paper describes the design and manufacture of the 4.88 m (16 ft) diameter precast segmental primary lining that will be used in these tunnels to resist rock loads, and up to 275 m (900 ft) of external hydrostatic head.

NIOSH is conducting research to reduce the silica dust exposure of workers at surface coal mines. One goal of this research is to evaluate the relationship between drilling parameters, rock strata and silica dust generation. This study involved measuring blast hole emission dust from a rotary drill rig which required sampling high concentration dust (>400 mg/m3) for silica content in a high velocity airstream. To measure dust initially, traditional sampling methods using personal sampling instruments were attempted in and around the shroud area of the drill with no success. Variations in the dust cloud concentrations under the shroud, the condition of the shroud and its orientation over the hole, and ambient air conditions prevented consistent and accurate dust measurements from being obtained. Amore consistent dust cloud is necessary for accurate measurements. An area of the drill’s dust collector system that consistently draws the emitted airborne dust from the hole is the collector tube. This tube connects the drill collector’s vacuum and dust filtration system to the shroud area. Assuming the collector system is working as designed, sampling from the collector tube would enable more consistent and accurate samples to be taken. However, current personal samplers are unable to sample in the concentrations and velocities experienced in the collector tube, so another method had to be devised. To achieve the desired results, an in-stack cascade cyclone was used. Preliminary field testing shows positive results.

"The seventh annual Mineral & Metallurgical Processing Division (MPD) student poster contest was held last February at the SME Annual Conference & Expo in Phoenix, AZ. A total of 21 students entered the poster competition. The students were required to submit one-page abstracts, which were reviewed by the judges, after which they prepared posters to display their work. A panel of judges went to each student and listened as the student explained his/her research in five minutes.The students worked hard at their research and then set aside time to complete all the necessary steps to enter the competition. Recognizing the effort required to participate, the MPD provided monetary rewards to all participants. First place received $1,000; second, $500; and third through seventh, $200. All remaining entrants received $100 each. The winners have their abstracts published in this issue of Mining & Metallurgical Processing. As in past years, there were separate levels of competition for undergraduates and graduates.Now for the winners:Graduate winnersJoseph Halt won first place for research on the use of additives to starch binders to create iron ore pellets. Vivek Agarwal received second for working on using solvent extraction to concentrate lanthanum. Jordan Rutledge placed third for utilizing tannins to depress calcite in fluorite flotation. Fourth through seventh places were Vu Truong, Jacob McDonald, Hunter Sceats and Doug Schriner.Undergraduate winnersLaura Nugent won first place for using high-frame-rate cameras to follow bubbles as they moved from the pulp to the froth in flotation cells. Taylor Graham earned a second-place finish by researching how to acid leach low-grade manganese carbonate.Although its cliché to say everyone’s a winner, everyone can benefit from attending the MPD Student Poster contest. All the students were able to display their work to potential future employers, and industry professionals could talk to the up-and-coming engineers. Pellets are the preferred ironbearing feed for blast furnace ironmaking. Starch has been proposed as a binder because it has good adhesive properties, does not contaminate pellets and is relatively cheap. However, starch binders typically lead to weak pellets with rough surfaces, and these can cause high levels of dust within process equipment and when pellets are handled and shipped (Halt and Kawatra, 2014). Our research shows that by adding a small quantity of other additives, pellets made with starch binders become smooth and strong. The newly designed binder leads to significantly lower levels of fines when pellets are handled."

The City of Los Angeles capital improvement program includes the construction of a new 35-km interceptor sewer. This sewer will be built as a deep tunnel with finished diameters ranging from 2- to- 4 meters. The project will be constructed concurrently in two phases; an 18-km East-West and a 17-km North-South segment. The new sewer provides additional conveyance capacity for an existing deteriorating sewer that is scheduled for rehabilitation. Large sewage spills during the El Niño storms of 1998 resulted in a Cease and Desist Order that established an aggressive schedule for the completion of the project.

The Gaudin lecture is devoted to fundamentals. Given my involvement with column flotation over the last 20 years, this is my topic. I have tried to identify spinoff basic research and provide a personal list of favorites. Two are selected for discussion here. They are single bubble rise and bubble surface area flux. The rationale for such work, as well as some of the findings, are reviewed. Support for fundamental work seems as volatile as the economy (and the link is probably not coincidental). I hope some utility to the minerals industry is evident in the text. Column flotation in its current form originated in the early 1960s. The method was invented by Boutin, patented by Boutin and Tremblay and pursued doggedly by Wheeler. Their aim was to overcome the problem of mechanical entrainment of fine particles in the water carried by the bubbles, which they were convinced contributed to lowering flotation concentrate grades (Wheeler, 1988; Finch and Dobby, 1990). The solution was a combination of columnar geometry, the addition of wash water into a deep froth and the maintenance of an excess of water to the tailings, as compared to the feed (a so-called positive bias). Success at Les Mines Gaspe, Quebec, on cleaning Mo in the early 1980s signaled the start of industrial acceptance, making the column one of the flotation machines of choice today. Over the next 20 years, column applications mushroomed to cover virtually all mineral commodities, as well as nonmineral applications such as soil decontamination, deoiling of water and deinking of recycled paper. In the wake, research groups are continuing to probe the fundamentals, conferences and workshops have been transferring the technology and specialist companies have emerged to service the demand. Innovations were triggered as problems arose (for instance, in gas injection systems) and novel flotation cells, much in vogue in the 1990s, had the door opened. Mechanical cell manufacturers have not been idle - there is nothing like competition to provoke a fresh look at an established business. Flotation-cell technology has probably not seen so much activity since the patent rush in the early days of flotation, which occurred around the turn of the century. For an industry often considered reluctant to risk innovation, this is not a bad record. A good idea will find a place, but patience (not always an innovators strong suit) and careful preparation are required. Two books (Finch and Dobby, 1990; Rubenstein, 1996), three symposia (Sastry, 1988; Agar and Huls, 1991; Gomez and Finch, 1996), and a series of reviews (Dobby and Finch, 1991; Finch and Dobby, 1991; Finch, 1995; Finch et al., 1995) document the period. Like many good ideas, column flotation has been overexposed, and there have been disappointments. Asbestos is a generic name given to six fibrous minerals that have been used widely in commercial products. The six types of asbestos are chrysotile, crocidolite, amosite, anthophyllite asbestos, tremolite asbestos, and actinolite asbestos (Table 1). Chrysotile is the asbestiform variety of serpentine. Crocidolite, amosite, antho-phyllite asbestos, tremolite asbestos, and actinolite asbestos are the asbestiform analogues of riebeckite, cummingtonite-grunerite, anthophyllite, tremolite, and actinolite, respectively. Although amosite is an acronym for the Asbestos Mines of South Africa (AMOSITE) and does not specify a mineral type, it generally is composed of cummingtonite-grunerite asbestos so the terms are assumed to be synonymous.

There is no known, practical substitute for lead in the automobiles, communications systems, medical equipment and computers that Americans use every day. However, there are many who say lead should be stopped at its source -- banned. As America's largest lead producer, The Doe Run Company has ralized that it must do more than mine and reclaim lead efficiently and safely. It must also earn the public's consent to operate if it is to continue to be a viable business. LEAD - THE BRILLIANT PERFORMER: REFURBISHING AN IMAGE It's been an embarrassingly long time since I was a college student. However, I remember there was no course at the University of Missouri's School of Mines and Metallurgy that had anything to do with the public relations aspects of mining or, put another way, the politicization of mining. I haven’t perused the course catalog for Penn State’s College of Earth and Minerals Sciences. But I strongly suspect I wouldn’t find such a course there today, either. A statement by the chairman of one of the country’s largest chemical companies leads to the point I want to make. He described his business this way. He said, “We’re a public affairs company that just happens to produce and market chemicals.” Like chemicals, minerals and mining are politicized today. To the extent that we don’t understand that reality, we don’t understand that reality – and act on it – we’re less likely to survive in this business. Some of you may well be saying to yourselves, “This guy Zelms is an alarmist.” That’s fair enough. Because it is absolutely true that there’s n o known, practical substitute for lead today. And it’s also absolutely true that, knowingly or not, Americans use lead everyday. It’s in our automobile batteries. It’s an integral part of communications systems. High tech (and low tech) medical equipment contains lead. And lead is an essential component of computer and TV screens. But even with all these uses, lead has a negative image today. An image so negative that its very existence is threatened. If you doubt that, consider these two statements made in 1989. Statement one. “It is probably reasonable to argue that exposure is the single most important and critical environmental health problem in the U.S., and possibly also the world…” Statement number two. “Many of the uses of lead should be terminated. We need to go back to the ultimate source: that is, taking lead out of the ground and putting it into the product stream and we need to turn it off at the ultimate source. Not the approximate lead in gasoline, or lead in air, or lead in food. Go right back to the source and start cranking it down." (End quote.) Those are what I call strong statements. And they weren’t made by some celebrity spokesperson for the environment like Meryl Streep. Both these statements were made by Dr. Ellen Silbergeld, whose long list of professional and academic credentials includes: o Adjunct professor and research scientist at the University of Maryland Medical School and Johns Hopkins: o Chief toxic scientist and director of the Toxic Chemicals Program of the Environmental Defense fund; o and President of the Society for Occupational and Environmental Health. If Dr. Silbergeld were the only person making these kinds of statements, it would be one thing. But she’s not a voice in the wilderness, by any means. Also for those of you who say, well since there’s no known substitute for lead, how on earth could it be banned. This paper discusses the conceptual design of cut-and-cover tunnels currently being considered as one of the replacement options for the earthquake damaged, elevated double-deck highway and seawall built in downtown Seattle 50 years ago. The 4.8 km (3 mile) long, 6-lane improvement consists of 1.6 km (1 mile) of at-grade roadway with aerial interchanges, 1.6 km (1 mile) of large two-level cut-and-cover tunnels along the Elliott Bay waterfront, and retrofit of the 50-year old, 1.6 km (1 mile)long Battery Street tunnel and north transition to grade. Construction of deep cut-and-cover tunnels, in complex glacial geology overlain by hydraulically placed fill immediately adjacent the existing sea wall, will require extensive use of concrete diaphragm walls, ground improvement and dewatering. The potential liquefaction and lateral spreading of the fill materials in this active seismic region pose significant design challenges and risk.

The modern flotation machine is the result of decades of adaptation to a changing environment. In response to falling ore grades, and rising demands, tonnages, and costs, attempts are now underway to expand machine capacity by about an order of magnitude, while at the same time maintaining metallurgical performance and if possible reducing power requirements per unit throughput. Empiricism and rule-of-thumb have guided flotation machine design and scale-up, and a current need is for the development of a fundamental understanding of the subject. Design features of current and some obsolete machines are discussed in an attempt to outline those principles of flotation machine design which are known, and to delineate topics needing investigation. Attempts are made to distinguish between essential machine features required by the physics of the process, those features resulting from speculative theories on the flotation mechanisms, and features which are essentially styling variations. Topics discussed include: flotation mechanisms; tank and impeller/ stator design and dimensions; impeller speed; aeration; power consumption; particle suspension and dispersion; capacity; correlation of design parameters and operating variables; scale-up and scale- down; materials flow; problems in machine design. Design details and operating data for several current machine families are provided in Appendices.

I. INTRODUCTION Lawyers are a cautious breed; and it might be expected that a paper concerning a broad and complex area of legal regulation, prepared by lawyers for presentation to a predominantly non-legal audience, would commence with several caveats. Ours are the following: First, we have written a broad (and, in some instances, simplified) overview of the regulatory system and of some of the more important requirements generally applicable to uranium mine and mill wastes in the United States. Our paper is not a legal opinion setting forth all of the governmental requirements that would have to be met by any particular mine or mill. Similarly, we do not imply that the requirements we mention are necessarily applicable to each and every mine and mill in the country; depending on the facts, some of the requirements may be inapplicable or avoidable through exemption or variance proceedings. Compliance decisions and strategies for particular facilities must be considered on a site-specific basis. Second, we have undertaken merely to describe the regulatory framework and some of the generally "applicable" requirements which have been promulgated and proposed by administrative agencies. We express no opinion on whether, under the U.S. Constitution and statutes, the existing and proposed agency regulations are valid in general or as applied to any particular mining or milling operation. There are, of course, procedures for judicial review of agency action; and newly promulgated environmental regulations have frequently been challenged, with varying degrees of success, before the courts. For us even to begin to consider such issues would expand an already forbiddingly long paper to totally unmanageable proportions. Third, in light of the subject of this Conference we have limited our paper to the legal framework and requirements applicable to uranium mine and mill "wastes" -- primarily mine overburden and waste rock and mill tailings (including waste tailings solution). We treat operating discharges (e.g., emissions from yellowcake drying) only peripherally. The separation of minerals such as apatite and scheelite by flotation from other salt-type minerals such as calcite is extremely complex owing to the close similarity between their physicochemical properties. In this paper, properties relevant to flotation such as crystal structure, solubility, surface charge and adsorption behavior of important salt-type minerals are examined along with the role of inorganic modifying agents such as silicates and polyphosphates and organic modifying agents such as starch and tannin. Flotation characteristics of these minerals are then reviewed and selected separation problems involving salt-type minerals are discussed.

The seismic vulnerability of the existing outlet tower at Lake Mathews reservoir, located in Riverside County, California, necessitated the design of a new outlet facility to assure serviceability of the facility following a major earthquake. The components of the proposed facility include: a new outlet tower; a shaft; a new outlet tunnel; an approach channel that will be excavated underwater; and two short tunnels that will connect the new outlet tunnel to the existing outlet tunnel via the shaft. As the new facilities will be constructed while the reservoir is in operation, a cofferdam will be constructed around the site of the new outlet tower. The design for the underground facilities used a combination of empirical methods; limit equilibrium analyses, including displacement-based pseudo-static analyses for dynamic loading conditions; and numerical analyses. This paper outlines the design methodology used to develop an innovative design for the facilities which can be constructed within the time frame required by the operational schedule of the reservoir and existing outlet facility.
