Since its passage, the Mining Law of 1872 has been modified several times to meet the changing needs of America's society and economy. Despite the fact that it continues to provide an effective framework for a robust US exploration and mining industry, the mining law continues to be criticized in some quarters as outdated. Pressure to reform the Mining Law of 1872 has reached new levels in recent years. Many proposals for reform of the law have been introduced during the 1990s. None, though, have been enacted. The issue will not likely disappear and is certain to be raised during the 105th Congress. To provide a better understanding of the status of current congressional reform proposals, this article presents an overview of the major moments in the history of mining laws in the western United States - from the days before the 1872 mining law and the days following its promulgation, to the current dilemma over mining law reform. The future of the mining law is assessed as are the interests at stake for the modern mining industry. Mining before 1872 No discussion of the Mining Law of 1872 is complete without some historical background to provide an understanding of the origins of this unique law. There was plenty of mining activity on the public lands before the mining law was enacted. At first, the federal government's policy was to allow all miners to work freely on the public lands and to resolve disputes among themselves. In this "hands off" environment, miners operated according to laws they promulgated. These were based on previous experiences in Europe and Mexico. Dust control methods are practiced throughout the mining industry in order to protect the health and safety of its workers, the integrity of the environment, and to guard against the loss of valuable product. The use of water is often the best and most economical method of controlling dust. Increasingly, chemical agents are being chosen over more traditional mechanical means of controlling dust. Some chemicals are used alone, and many are used to enhance the dust controlling properties of water. This paper describes the various types of chemicals available and their applicability to specific problems encountered by industry.

"The East Side Access Project (ESA) involves the construction of geometrically complex underground structures including a large number of caverns and bifurcations. Initially conceived as dual lined structures with either traditional concrete or shotcrete final linings (SFL), construction economy, advances in concrete placement technology and scheduling among others led to a wide use of what is referred to as freeform or pneumatically applied concrete (PAC) for the construction of tunnel final linings. PAC is a method of applying concrete without using formwork, where a wet mix concrete is pneumatically installed to encase reinforcement to full lining thickness. PAC has been widely adopted at ESA well beyond initial expectations. The paper addresses the design and construction aspects of the PAC method and contrasts it to traditional SFL lining placement. The experience made provides guidance for future PAC and SFL applications. THE EAST SIDE ACCESS PROJECT AND USE OF FREEFORM CONCRETE The Long Island Rail Road (LIRR) currently transports commuters from Long Island into Manhattan, terminating at the already congested Penn Station on the west side of Manhattan. Once completed, the ESA Project will provide LIRR commuters direct access to the east side of Manhattan underneath Grand Central Terminal. The ESA Project will help alleviate the congestion at Penn Station, which currently accommodates New Jersey Transit, Amtrak, and LIRR lines; reduce travel time for LIRR passengers traveling to the east side of Manhattan and facilitate connections to the New York City Transit (NYCT) Subway System and Metro North Rail Road. The construction includes mining and lining of new tunnels and facilities under Manhattan and Queens. The tunnels run from Queen’s Sunny Side Yard through the existing 63rd St. Tunnel, underneath Manhattan’s Park Avenue until termination at 37th Street. Differing types of tunneling methods and final lining systems are being used depending on the ground conditions, geometry and size of the excavation, site constraints and functional requirements. Mining of the Queens segment of the ESA Project involved soft ground tunneling by pressurized face tunnel boring machines, cut and cover construction, and conventional tunneling. The Manhattan segment of the ESA Project involves mining in hard rock by tunnel boring machines, drill and blast, and road header."

Two recent US Bureau of Mines studies evaluated workers' dust exposures in automated pallet loading processes. The first study involved a Bureau designed dust control system using a push-pull ventilation technique. The unit was shown to reduce workers' dust exposures by 76% during pallet loading at a ground silica operation. A hydraulic lift table was used to automate the bag stacking process. This kept the loading height constant throughout the entire pallet loading cycle. The second study evaluated different commercial, automated-pallet loading systems. These systems automatically stack the bags onto pallets, shrink wrap the pallets, and deliver the pallets to a fork lift pickup location. Results from a ground silica evaluation site indicated respirable dust samples taken were below the Threshold Limit Value (TLV) as established by the Mine Safety and Health Administration (MSHA).

California, with less than 7,000,000 people in 1940, and over 19,000,000 in 1966. In 5 1/2 years, (1960-65) the southerly 14 counties of California, which together comprise one-half the land area of our state, had an increase in population greater than Colorado, or Arkansas, or Oregon, or any one of 19 other states.

"STATE OF THE ART The current situation of ground prediction in TBM is of great concern for tunnelling contractors, and the subject has been quite widely addressed over recent years, for instance by the French Eupalinos 2000 programme, which tested a variety of technological approaches. A number of interesting projects were executed, such as the SOUND and OnSITE projects, part of the German Geotechnologien programme: these projects are focused on seismics, while other techniques such as radar are not considered. Little information and even less industrial applications have been released apart from lab simulations and numerical modelling. A number of field tests in different configurations have been carried out for compression waves, but the results were often not reliable or convincing, and therefore little has been reported in open literature. The advances seem somewhat promising as far as hard rock tunnels are concerned, but ignore the problem raised by concrete lined tunnels such as those bored by a TBM in soft ground. In such tunnels, sending and receiving seismic waves reliably through the lining (and the grouting behind) is quite illusory. A careful analysis of the seismic prediction research results show that the main problem is the source which is poorly controlled and poorly coupled (for instance in concrete lined tunnels, or in approaches that use the TBM cutter head vibrations as a source). Generating waves perpendicular to the tunnel axis is also a problem: aligning with the tunnel axis makes more sense. Radar (Ground Penetrating Radar - GPR) has been used in geotechnical surveys for decades, and also for tunnel inspection. Attempts have been made at using it on a TBM (for example in Japan by Taisei) but mainly using off-the-shelf GPRs, which are not adapted to work in the specific environment of a TBM (because of its huge mass of metal, to start with). Very few results have been published, probably due to the somewhat disappointing performance of such implementations. At present, no TBM has a GPR incorporated in its cutter head that is able to predict ground characteristics while drilling. Another characteristic and drawback of most current methods is that they require dedicated periods of time during which other tunnel construction activities must be stopped. Due to the duration of such operations this leads to performing ground prediction on a weekly basis only, and therefore to a requirement for an investigation range of 100 metres approximately (in order to cover the TBM advance over the coming week). This is not achievable with boreholes made from the TBM, even less if a reasonable accuracy is required, as is usually the case."

Research investigations on the chemistry of the adsorption of gold cyanide on activated carbon have mostly reduced the role of activated carbon as the provider of the large surface area needed for adsorption. Most do not go beyond suggesting that oxygen functional groups on carbon play a key role in the adsorption process. Our research shows that the nature of the material, specifically its structure, is a crucial factor in the adsorption equation. To delineate the effect of adsorbent properties, gold cyanide was adsorbed on a series of carbonaceous adsorbents, including lignite, coals, anthracites, carbon blacks, graphite and activated carbon, which covers wide variations of composition, surface acid group content, and degree of graphitization. The results show that the adsorption of gold cyanide per unit area of adsorbent is not related to the amount of oxygen groups on the surface or even the total oxygen content of the material. However, they show very strong correlation with the degree of graphitization of the adsorbent, which indicates that the graphitic plates of activated carbon play the most important role. The findings suggest that majority of the adsorption occurs on the plate faces of the graphite crystallites of activated carbon.

Gas outbursts occur as sudden eruptions of gas and minerals from the face of a mine heading as the heading approaches potentially burst prone (or anomalous) zones of rock. Such outbursts have resulted in considerable damage to equipment, and in some cases lives have been lost. Characterizing these anomalous zones and detecting their presence is therefore vital to safe mining. Certain significant characteristics associated with the outburst-prone zones are: (1) the presence of fluid inclusions, (2) unstable stress conditions, (3) characteristic geologic structures, (4) certain physical properties of the rock, and (5) microseismic activity. Geophysical and engineering methods for detecting these characteristics are discussed and are considered with respect to their past success and future potential for predicting gas outbursts.

Nonliving dried water hyacinth (Eichhornia crassipes (Mart.) Solms) roots were investigated for the biosorption of cadmium, lead and other heavy metal ions from aqueous solutions. Dried water hyacinth roots, when suspended in solution, strongly and rapidly sorb several different metal ions. Factorssuch as reaction time, pH, the initial concentration of metal ions, the presence of other metal ions and biomass concentration were investigated. The adsorption was shown to follow the generalized Langmuir adsorption equation. The relative affinity of the roots for lead is greater than that for cadmium. The batch sorption kinetics of the uptake of cadmium and lead can be described by an apparent first-order reversible reaction model. The roots could be regenerated after the metal ions were stripped. Successful desorption of Cd and Pb from the biomass by acidic CaCl2 solutions revealed that the metal uptake phenomenon is reversible, implying physical sorption of Cd and Pb.

For the past several years, inflation has placed increasing pressure on our economic system. The total effect of inflation is complex when combined with other factors which affect the economics of equipment. A mathematical model is described herein which can be programmed on a computer to determine the effect of inflation on economic life and profits after taxes. The computer output results in graphic plots which clearly show the relation of various percentages of inflation to life and profits. Inflation has become a common topic of conversation in the recent past. What is it and how can it be measured? What effect does increased inflation have on equipment policy? Research now in progress at the Construction Institute at Stanford University is beginning to unravel some of the mystery of inflation. As a start, let us answer the first question by defining the word inflation. The dictionary says that inflation is "an increase in the volume of money and credit relative to available goods resulting in a substantial and continuing rise in the general price level. It appears, in fact, that we are in an inflationary spiral which is "a continuous rise in prices that is sustained by the tendency of wage increases and cost increases to act on each other." 3 Inflation behaves just like compound interest. It takes more dollars of future years to buy an equal amount of a given commodity, be it a material or a service. Let us assume an annual inflation rate of 5 percent. GEOCAD is an ambitious research program aimed at the development of a computer based system assisting the geologist and the production or planning engineer. BONANZA, its mining part, is a computer production scheduling tool (short to medium term) of particular relevance to complex orebodies. The principle is to simultaneously use a powerful information management system (CAD potentialities) and small expert modules integrating the exploitation context and the engineer's knowledge (Artificial Intelligence tecniques). As an illustration, a module of mineable block determination for underground exploitation is discussed.

"Shotcrete and mesh are often installed to control ground deformation, falls and ejection between bolts. The combination of mesh and shotcrete forms a panel or plate that is typically bent by ground extruding between restraining rockbolts. The ground pressure applied (that is, the resistance of these panels to bending) over large ground deformations is important for maintaining ground support safety. This paper describes a new test device that measures this resistance and its evolution over large deformations. Mixes of shotcrete, mesh and other components that can maintain significant support pressure are desired, a characteristic described as the “toughness” of support. Results show toughness depends largely on how shotcrete is integrated with other components. Shotcrete strength is less important. INTRODUCTION Ground control safety often depends on supporting, or at least containing, the ground between the rockbolts. Shotcrete and mesh, in various combinations and with other components, are often called upon to do this (Figure 1). Applications are especially common in mines with squeezing ground or seismic loading. The support pressure maintained during ground deformation is key to the performance of these systems, and to protecting miner safety. However, the toughness of a design is difficult to estimate. Researchers at the Office of Mine Safety and Health Research (OMSHR) responded to this deficiency or “gap” by designing a full scale test device, described in this paper, and beginning a testing program. Some initial results from this program are reported to demonstrate test capabilities.BACKGROUND - TOUGHNESS Mining in ground that fails from the combination of in situ and mining induced stress is commonplace. Ground support elements are installed to reinforce such ground and preserve mine safety. Typically, the strength of support is considered key, and is used to prevent or halt yielding. However, ground movements driven by creep of weak ground or seismic loading may be impossible to halt altogether. In these cases, it is essential that support is able to yield with the ground in a safe manner while maintaining confining pressure that mobilizes the strength of rock in the immediate perimeter of the opening. In addition, it’s usually desirable to contain ground between rockbolts to protect miners from loose rock that might fall or be ejected. Shotcrete and screen are often employed, sometimes together and in combination with other support elements, to accomplish this function. A key characteristic of such a system is its ability to maintain support pressure through large ground deformations, a characteristic often called “toughness” – especially in support systems incorporating shotcrete. Toughness can be quantified as the work done during deformation (e.g. force x displacement)."

The number and the type of trucks and shovels are two important factors in determining the optimal design parameters of an open-pit mining system. Characteristics of trucks' arrival and service-time distributions determine the performance measures of a truck-shovel system when it is modeled as a closed queuing network. In all of the previous analytical queuing studies of truck-shovel systems, trucks are assumed to be identical with respect to their arrival and service-time distributions. This assumption, although desirable for reducing computational difficulties, causes either underestimation or overestimation of the performance measures depending on the number and type of equipment used in the model. The relative error in performance measures could be significant when the number of different types of trucks and shovels is large. In this paper an analytical method is proposed to model the truck-shovel system as a multiple-chain closed queuing network. This approach would provide the capability of estimating system performance measures for planning purposes when the truck fleet is not necessarily composed of identical trucks. An example of truck-shovel systems is discussed to show how the incorporation of different types of trucks does affect performance measures.

"This paper presents a technical description of an experimental procedure developed for the geotechnical characterization of granular soils conditioned for EPB tunneling using a modified direct shear box. As the main concerning parameters of the conditioned soil mass were their undrained properties, in order to preserve its pseudo-fluid characteristics, a watertight direct shear apparatus was constructed. A comparison between the results obtained under dry, saturated and conditioned conditions is presented. INTRODUCTION EPB shield machines have been used for tunneling excavation in many different types of soils thanks to the use of soil conditioning agents. These modify the properties of the soil into that of a plastic paste, thus permitting the homogeneous flow of the excavated soil from the tunnel face through the bulk chamber, the screw conveyor and finally the conveyor belt. Moreover this technique allows controlling the face pressure and its regulation in the bulk chamber, preventing water inflow when tunneling below the water table. Further advantages are a drop of the cutter head and screw conveyor torque and reduction of the friction between metallic parts and the soil, consequently reducing wear phenomena (Merritt & Mair, 2006; Vinai et al., 2007; Borio et al., 2010; Thewes & Budach, 2010; Herrenknecht et al., 2011; Barbero et al., 2012; Peila, 2014). Several studies have investigated the possibility of conditioning and the chemical materials to be used in different types of soils, mainly subdivided into three groups: cohesionless soils (sand and gravel), silts and clays, and rock masses. This various researches have set up several laboratory procedures for these achievements before and after soil conditioning, as stated in Thewes & Budach (2010) and Peila (2014) (for cohesionless soils), in Thewes & Burger (2005), Hollmann & Thewes (2013), Zumsteg et al.(2012) (for clay), in Peila et al. (2013) and Martinelli et al. (2015a) (for rock mass). Such tests should be simple to execute, reliable and easy to interpret at the in-situ excavation step. The reduction of shear strength is necessary in EPB operations, since it allows an effective transmission of the pressure from the material itself to the front. In some cases the slump is not sufficient to return a reliable result on the shear strength reduction, as in some cases some materials are behaving differently. Therefore this research is aimed to study this aspect more in detail, in order to show the effectiveness of the soil conditioning process on the material to be excavated."

"Crossrail is Europe’s largest construction project — a new 100km rail route running through central London. A joint venture of BAM, Ferrovial and Kier (BFK) has constructed the tunnels and escalator shafts at the new Bond Street and Farringdon Stations. The recent trend in the UK industry towards sprayed secondary linings is driven by the potential for significant savings in cost and time. BFK is unique within Crossrail by constructing both sprayed and cast secondary linings. This paper presents a direct comparison between sprayed and traditional cast in situ secondary linings at Bond Street and Farringdon Crossrail Stations. An objective comparison is drawn between procurement and mobilisation periods, production rates, flexibility, tolerances and logistics in the tunnels. The technical challenges surrounding cast and sprayed secondary linings are explored, and recommendations are made of how each method could be improved for future use. INTRODUCTION It is well established that sprayed concrete offers a fast and effective method to seal the face of an excavation. In a relatively short space of time, sprayed concrete can be applied to an open face to support the short term ground loading on the tunnels during construction. Advances in sprayed concrete lining (SCL) technology — such as the use of wet mix processes, improved accelerators, fiber reinforcement, remotely controlled spraying robots, innovative surveying equipment and nozzleman competency schemes — have greatly increased the speed and safety of tunnel excavations using this technique. As a result, design engineers have become increasingly confident to use SCL primary linings as part of the permanent structural lining (Su 2014). Historically, long term ground and water pressure loads have been considered to be carried by the main structural or secondary lining, constructed using cast in situ concrete (Pickett 2014). However, the advances described above have made sprayed secondary linings a viable option, which has already been proven on the A3 Hindhead Tunnel (Arnold 2012). Sprayed concrete secondary linings offer potentially significant savings in cost and time during the construction process. The contractor does not need to procure a bespoke formwork system for each different sized tunnel — the SCL plant required is already on site for the primary lining. Each bay is sprayed with accelerated concrete, becoming self-supporting almost immediately — compared to moving and resetting the shutter, pumping concrete and waiting for it to cure. With sprayed concrete, working sequences and cross sections can easily be changed."

Bacterial oxidation of gold-encapsulating sulfide minerals in low-grade refractory ores was investigated over a period of one year. Crushed ore samples were held in wet, bacteria-inoculated, aerated columns. Sulfide mineral oxidation data were correlated with subsequent gold cyanide extractabilities. Experimental results for both sulfide conversion and gold extraction were compared with a biooxidation kinetics model that incorporates rock size, mineral grain size, and heterogeneous pyrite reaction kinetics. Using the model, extrapolations were made over three years for biooxidation of ore in large stockpiles. Ferric ion (oxidant) diffusion in the solution-filled pores of the rock matrix does not control the biooxidation kinetics of ore crushed to -25 mm.

Environmental regulations concerning the processing of gold ores and the treatment and disposal of spent process solutions range from rigid standards in some locations to site specific options in several other jurisdictions. This paper examines the regulations and policies in two North American jurisdictions. Emphasis will be placed on the mill process and waste stream treatment and disposal, and implications for environmental impacts. Case examples of mine licence requirements will be discussed, with brief descriptions of individual treatment and disposal systems. Policies and environ- mental regulations within each jurisdiction will be examined in terms of potential environmental protection.

"Sociotechnical systems are everywhere in the modern industrial world. Sociotechnical systems describe how humans interact with technology throughout a variety of processes. These systems are prevalent in modern industrial settings, such as operating mines. Safety and health management systems (SHMSs) are complex sociotechnical structures designed with the aim of managing and reducing occupational risk. U.S. mining companies are voluntarily adopting SHMSs to supplement regulatory safety compliance efforts. Like all complex sociotechnical systems there are a wide variety of approaches and adoption philosophies around a SHMS. Many SHMSs suffer from high levels of redundancies, which manifest themselves in diverse ways: duplicate processes, forms, permits, and tracking mechanisms. These redundancies have severe impacts on the overall system and absorb critical culture and leadership “energy”. A recent study initiated by the University of Utah and sponsored by the Alpha Foundation is investigating the effectiveness of SHMSs across 15 different U.S. mining sites. A large amount of data has been captured to help characterize elements of SHMSs and correlate their impacts on safety outcomes. Many variables were assessed in the study. Those of importance to this paper are the variables describing the robustness of the sociotechnical aspects of the SHMS. Two such variables are the overall integration of the SHMS within the whole system and how data is managed. Data management in this context deals with the approach to capturing, analyzing, and acting on data within the system. As well, systems are integrated around controlled, data-sharing mechanisms. It has been found that wide variety of approaches has been taken to integrate the SHMS within the governing management philosophy at a given site. A series of case studies is presented that develop some specific best practices for proper data management and integration of SHMSs.Introduction and Project Background Managing occupational health and safety can be done in many different ways, and with many different approaches, but is often based on the host country’s regulatory and industrial culture. However, many companies have extended their effort beyond the regulatory requirements of their host nation and have implemented Safety and Health Management Systems. The goal of these efforts is to reduce and eliminate occupational risk. Many health and safety practitioners have a hard time justifying various elements of health and safety management. There is a lack of institutional knowledge that measures and assesses the effectiveness of these Safety and Health Management System (SHMS) elements. To better understand the effectiveness of SHMSs the Alpha Foundation has funded a research project with the University of Utah. The title of the project is “Characterization and Effectiveness of Safety and Health Management Systems in the U.S. Mining Industry.” The research team will assess the SHMSs of 15 United States mine sites. The outcome of the project will be a method to characterize the strength of the SHMS elements, assess a culture and leadership index, and finally establish correlations between elemental risk and safety outcomes. The study is currently in progress. However, many important outcomes have already been observed, particularly on the data management practices within an SHMS."

The surface coal mining industry in the United States employs over 50,000 people and is responsible for 60% of domestic coal production. This represents a very significant contribution to our national economy and an important source of highly skilled and well paying jobs. The U.S. Bureau of Mines (USBM) has targeted surface mining as an important research priority to reduce the social and economic costs associated with surface mining injuries and fatalities. USBM safety research focuses on the development of technologies that can enhance productivity and reduce mining costs through a reduction in the number and severity of mining accidents. This report summarizes a number of completed and ongoing research programs that address a broad range of surface mining safety problems. Research methods are described, and research products which are suitable for industry implementation are highlighted.

Mechanized Roof Supports (MRS) have dramatically improved safety and productivity of retreat pillar mining in coal. Due to low capital cost and greater flexibility, retreat panels have in some cases approached the productivity of a longwall. Because of improved safety and rapid set-up time when compared to conventional timbering, MRS are driving a return to retreat pillar mining in many situations. This paper describes how panel layout can be optimized for safety and operational efficiency when using MRS for retreat pillar mining of coal. The potential for significant unit cost reductions will also be addressed.
