The South Bay Ocean Outfall tunnel is located at the U.S./Mexico Border and is one link in a system designed to treat and dispose of raw sewage entering the Tijuana River Valley from Mexico. The 11 finished diameter tunnel extends 19,000’west from the bottom of a 200 deep, 36 diameter drop shaft. At the western terminus of the tunnel, a Riser shaft connects the tunnel to conveyance and diffuser pipes on the seabed. The tunnel runs through the San Diego Formation, consisting of clay, silt, sand, gravels, cobbles, and boulders. A Mitsubishi Earth Pressure Balance (EPB) Tunnel Boring Machine equipped with a large variety of monitoring and control devices was used. This paper will provide an overview of the Project’s construction, with special emphasis on the value of the electronic data acquisition system.

INTRODUCTION Although sampling techniques used by the mineral industry continue to improve, sampling is still an area which is often neglected. Frequently, sampling and sample preparation requirements are left to personnel who do not fully appreciate the significance and importance of sampling. Consequently, plant evaluations are often based on seriously biased samples, leading to mass balance problems and incorrect assessments of plant performance. The basic rule for correct sampling is that each particle of ore or concentrate must have an equal probability of being collected and becoming part of the final sample for analysis. If this is not the case, bias is easily introduced and the sample is not representative. For example, when ore is travelling on a conveyor belt, the lumps may come to the surface. Consequently, a grab sample taken from the top layers only will contain a greater proportion of lumps, i.e., the sample is biased. There seems little point in making major investments in precise analytical equipment, if the sample provided to the analytical laboratory is not representative in the first place. This paper describes the sources of plant sampling errors, reviews the methods of estimating their variance, presents some worked examples, and provides some practical advice for reducing sampling errors and their variance. SAMPLING BASICS It is generally accepted that the discharge point of an ore or concentrate stream is the most suitable sampling location. The stream can be intersected at regular intervals, and representative samples, referred to as increments, can be obtained by taking a complete cross-section of the ore stream. On the other hand, sampling devices that take part of the stream on an intermittent or continuous basis, e.g., a bleed from a pipe, may introduce serious bias, and should be avoided at all cost. Increments may be taken at completely random times or tonnages during the sampling operation, in which case it is called "random sampling". However, as shown below, random sampling results in the largest sampling variance, so it is preferable to divide the ore or concentrate stream up into strata of equal time or mass and take one increment from each stratum. This operation is called stratified sampling and may be either systematic sampling, in which increments are taken at the same point in each stratum, or stratified random sampling in which the increments are taken at random within each stratum. Systematic sampling results in the smallest sampling variance, provided periodic variations in quality or quantity are not present which may coincide with, or approximate to, any multiples of the proposed sampling interval. In such cases, it is strongly recommended that stratified random sampling within fixed time or mass intervals be carried out.

Cycles of mine convergence coincide with annual cycles of temperature and humidity in the mine. Laboratory measurements confirm that the presence of moisture reduces rock strength and induces internal rock stress. Findings are used in the design of mine openings.

Part 2 of this article continues with a discussion of features that distinguish contemporary investment analysis in mining from earlier methods. Part 1 traced the evolution of evaluation methodology from the traditional and discounted cash flow methods to the present. Quantitative investment models of the past 20 years played an important role in mine evaluation, but a new integrated approach to mine investment decision-making is now developing because of growing economic, technical, and political uncertainties. One of those uncertainties -inflation-was discussed in Part 1. Increased Risk At a time when mineral production technology and analytical evaluation tools have never been more sophisticated, it may seem anomalous to claim that mining ventures are riskier. Whereas technical risk has, indeed, been notably reduced, business risk the chance of a major loss due to market factors-has increased. This has been caused by two factors: the rapidly rising capital requirements of new projects and increasingly unpredictable future economic conditions. These difficulties are compounded by the long lead times of large, new mining projects. Rising Capital Requirements A $100 million investment is no longer considered to be a large mining project in most cases. For a large metal mining project, the total cost of the concentrator alone can exceed $100 million. Amoco Minerals' Thompson Creek molybdenum mine being developed in Idaho will cost over $350 million, for a relatively modest sized (23-kt/d or 25,000-stpd) ore operation with no extraordinary features. For a major grass roots copper operation producing blis¬ter or refined copper, the capital requirements are billions of dollars, not millions. Project costs are higher for two reasons. One, the projects themselves are larger; and two, the capital cost per unit of production is rising rapidly. Projects are larger because lower grade ores, yielding smaller margins, must be mined in greater volume-particularly in view of the high fixed costs of modern technology. When analysts contemplate any capital project, an important consideration is the minimum economic size of the facility. This is the smallest size that can be built and still be competitive on a total unit production cost basis. In the conventional copper smelting business, for example, a production rate of at least 91 kt/a (100,000 stpy) of blister copper is about the absolute minimum for reducing unit fixed costs to competitive levels. Clearly, many variables affect the minimum economic size of a mining facility, but with few exceptions that size continues to grow. Unit capital costs of new mining projects also are continuing to rise. The accompanying table shows that the capital costs in primary copper production have risen faster than the cost of living. Of particular note is the capital charge of over $1.70/kg (77411b) required for a new, fully integrated facility in 1981. Thus, the mid-1982 copper price would not even cover the cost of capital for a new copper producing complex without considering the direct operating costs for such a facility. The breath-taking costs of new mining projects are caused by factors such as increasingly complex technology, the rising social costs of creating attractive living and working conditions for employ¬ees, and the expenditures re¬quired for environmental protec¬tion. For whatever reasons, how¬ever, unit capital costs in mining continue to exhibit staggering growth rates. Future Economic Conditions Risk is not only a function of the size of the potential loss-an im¬portant measure of which is the capital intensity of mining dis¬cussed above-but also of the like¬lihood of incurring the loss. It is here that the ever increasing lead times of mining projects and the glaring limitations of economic forecasting are so important. In comparison to nearly all other in¬vestments, mining has more capi¬tal at stake for a longer period of time before commercial uncer¬tainty is resolved by distant eco¬nomic conditions that are subject to high forecasting errors. A sobering example of the pre¬ceding points occurred with the Lakeshore copper mine in south¬ern Arizona that Hecla Mining Co. undertook to finance and manage in 1969. The project was a joint venture of Hecla and the El Paso Natural Gas Co. and included two mines-one producing oxide ore and a second in the sulfide zone¬and a complex processing facility producing both electrowon cop¬per cathodes and copper precipi¬tates. Introduction Screening is defined as a mechanical process which separates particles on the basis of their size and their acceptance or rejection by a screening surface. The key element in this method of particle sizing is obviously the screening surface, the medium that contains the apertures for the passage of the undersize material. Microtunneling methods were utilized beneath pile-supported clarifier basins to replace settlement damaged sludge drain lines at the Jones Island Wastewater Treatment Plant in Milwaukee, Wisconsin. To minimize the risk of blockage and expensive recovery of a microtunnel boring machine against pipe piles or construction debris, a Soltau RVS 80 was utilized. This machine allowed the alignment to be initially bored with guided 114-mm diameter rods to ensure proper alignment and lack of obstructions. Casing pipe was then installed by jacking 1-m long, 305-mm diameterclay pipe along the rods and behind an auger head. This case history also discusses how 2.4-m diameter precast concrete pipe was used as a one-pass sinking caisson for workshafts and new cleanout manholes.

Paques and Umicore have demonstrated the feasibility of biological treatment of the highly complex Hoboken wastewaters in a1 m3/h pilot plant at Umicore Precious Metals, Hoboken, Belgium. In the first step arsenic was precipitated from copper smelter effluent as As2S3using biogenic produced H2S. Other metals such as copper, lead and cadmium were also removed as MeS to concentrations well below the discharge levels. Subsequently, sulfate and nitrate were removed to low concentrations (<300 mg/l and < 5 mg/l respectively) in high rate engineered bioreactors. Sulfide produced in the sulfate reduction process was recycled to step 1 for metals precipitation. Selenite/selenate was partly removed in the sulfide precipitation step, whereas the excess was biologically reduced and removed as selenium to concentrations <0.2 mg/l.

Plans for achieving planned production rates at the Red Lake Mine High Grade Ore Zone required that the mine ventilation system be upgraded. Time constraints required that only a site assessment of the mine ventilation system be performed followed by recommendations for providing adequate ventilation conditions at the production zone. This paper describes the engineering assessment, design and commissioning of the ventilation system upgrade for achieving increased flows at the high grade ore zone. The work was successfully achieved with minimal capital expenditures and disruption to the mining cycle.

An article entitled "The Rule of the Geologist in the Industrial Mineral Field" by G. R. Gullet, was published in the August, 1967, issue of the Canadian Mining Journal. Mr. Gullet defined industrial minerals as follows: "Industrial minerals are largely non-metallic minerals and rocks that find value because of their physical or chemical properties." This definition is brief, but all-inclusive. Mr. Gullet continues, "They include all useful minerals and mineral commodities except those used as fuels and those from which metals are extracted. Factors in the evaluation of an industrial mineral deposit are generally as different from those used in the evaluation of a metal deposit as is the assessment of a potential oil field. The key to the successful development of an industrial mineral, deposit is more often a balance of accessibility, transport, and proximity to markets than to any natural quality advantage of the deposit itself."

11.1-FRAGMENTATION PRINCIPLES WARREN W. KRECH Energy must be supplied to rock by direct or indirect means to fragment that rock. The amount is dependent upon the properties of the rock and the type of loading system. Fragmentation energy is consumed by three main mechanisms: (1) creation of new surface area (fracture energy), (2) friction (plasticity) and (3) elastic wave energy dispersion. The loading method determines the relative proportions and the amount of energy consumed in fragmenting a given rock type. Unconfined tensile failure consumes the least energy, with an increasing amount of energy required as the rock is more highly confined within a compressive stress field during fragmentation. The way energy is applied by tools to cause rock or mineral fragmentation is important in determining fragmentation efficiency. Rock-tool interaction should always be controlled to the fullest extent possible to optimize the combination of rate of energy input and fragmentation energy requirements. While the direct cost of energy, (dollars per horsepower-hour) may at first glance appear low relative to other hourly costs, there is a tie between power consumption and other cost factors, such as maintenance and wear. A high rate of energy application utilizing a rock-tool interaction producing only unconfined tensile failure would provide the most efficient fragmentation. No tool that produces a combination of high energy input rate and a loading system that produces failure under only conditions of unconfined tensile load now exists. Present mining methods and tools produce failure under conditions of high compressive confinement, high dispersive energy loss and high frictional energy requirements. Thus, while generally applying energy at high rates, they are highly inefficient with respect to energy consumed in fragmenting rock. To best design fragmentation tools and optimize fragmentation systems it would be desirable to know how rock properties influence breakage. At present, rock properties directly- related to fragmentation are undefined. Although present testing technology- does not permit rigorous definition of in-situ rock fragmentation behavior, several properties (mechanical and physical) commonly are used to indicate the relative case with which rock breaks. The more common test is for uniaxial compressive or tensile strength of cylindrical cores taken from intact portions of the in-situ rock (testing details are provided ill Sec. 6.2, Rock Mechanics). The strength of rock is influenced by the environmental conditions imposed on the rock. Those of most importance in rock are (1) confining pressure. (2) pore fluid pressure, (3) temperature and (4) rate of load application. Increase in confining pressure, as with increasing depth beneath the earth&apos;s surface or under the action of a fragmentation tool, causes an increase in rock strength. Increases from atmospheric pressure to 10.000 psi commonly cause up to n fourfold increase in the compressive strength of crystalline rock. Apparent rock strength decreases as pore fluid pressure increases, since it decreases the effect of confining pressure. The effective stress concept of soil mechanics generally applies to rock. Although chemical effects of pore fluids influence rock strength, they geologically are small compared to the confining pressure effect, except for a small minority of rock types. The computation of hydrometallurgical equilibria is very difficult because of the many complex species in solution, the precipitates, condensed species, or solids, and the activity coefficient corrections necessary to non-ideal thermodynamics. Our objective was to tryout recently developed genetic algorithms to minimize free energy and solve the equilibrium computation. We selected test problems that were seemingly unsolvable with more traditional algorithms, and we applied genetic algorithms to them. We were pleased to find that genetic algorithms succeeded where other algorithms did not. We concluded that they are an effective tool for hydrometallurgical equilibria.

This paper describes two new gas diagnostic techniques which have been used successfully to determine: 1) the combustion status of underground mines which have been sealed due to fire (Littol1 Ratio); and 2) the location of fires in abandoned, underground mines or waste banks (Kim Ratio). The Litton Ratio makes use of the rate of change of CO, calculated on both an air-free and methane-free basis, from mine gas samples and compares these values with those expected from a normal, combustion-free environment. The Kim Ratio uses the concentrations of total hydrocarbons, C2 ?C5, less the methane, to arrive at ratio values which increase as combustion intensity increases. The details of these two new techniques, their application to real situations, and their limitations will be discussed.

The United States is the world&apos;s most productive nation and its citizens enjoy one of the highest material standards of living of any people in the world. Materials and energy are the lifeblood of any industrialized economy. Annually the United States uses over 4 billion tons of mineral materials and fuels, or 40,000 pounds per person as detailed in Figure 1. Domestic processed materials of mineral origin and energy are valued at more than $150 billion annually, and they are derived largely from domestic sources, supplemented by imports, as detailed in Figure 2. In recent years the superior productivity of the United States has also enabled it to give food and manufactured articles to many other less fortunate nations and peoples of the earth. What then is our concern with materials at this time? Seeing the burgeoning increases in our mineral demand: from 2 billion tons in 1950, to over 4 billion tons today, and projected to 11 billion tons by 2000 - we are getting questions concerning our ability to continue to increase production sufficiently for the future.

The technically troubled new LANDSAT-4/Thematic Mapper (TM) land observational satellite remote sensing system has provided dramatically new and important short wave infrared (SWIR) data, which combined with Landsat&apos;s Multi-Spectral Scanner (MSS) visible (VIS), very near infrared (VNIR), and thermal infrared (TI) data will greatly improve regional geological mapping on a global scale. The TM will significantly improve clay, iron oxide, bauxite, and nickel laterite mapping capabilities over large areas of the world. It will also improve the ability to discriminate vegetation stress and species distribution associated with lateritic environments. Examples of the application of remote sensing for nickeliferous and aluminous laterites are illustrated. Nickel laterites on Gag Island, Indonesia are defined by MSS imagery. Satellite imagery of the Weipa, Cape Bougainville, and the Darling Range, Australia bauxite deposits show the potential use of MSS data for exploration and mining applications. Examples of satellite and airborne synthetic aperture radar (SAR) for Jamaica and West Kalimantan, Indonesia document the use of this method for bauxite exploration. Thematic Mapper data will be combined with the French SPOT satellite&apos;s high spatial resolution and stereoscopic digital data, and U.S., Japanese, European, and Canadian Synthetic Aperture Radar (SAR) data to assist with logistics, mine development, and environmental concerns associated with bauxite and other lateritic deposits worldwide.

The purpose of this study is to investgate the coal dust explosion characteristics and to search for the prevention methods of the coal dust explosion as well as the propagation of the explosion flame of the middle-bearing coal formation in Taiwan by an open type coal dust explosion apparatus in laboratory. The coal samples were taken from the typical middle-bearing formations of the Sam-Ming,Tai-Ho and Lee-Fong coal mines The rock dusts, the free water mixture with coal dust samples and the interval clean out the coal dust in the testing chambers were applied for preventing the coal dust explosion and the propagation of the explosion flame.

Imaging spectroscopy is a relatively new remote sensing tool that provides a rapid method to screen entire mining districts for potential sources of surface acid drainage. An imaging spectrometer known as the Airborne Visible/InfraRed Imaging Spectrometer (AVIRIS) measures light reflected from the surface in 224 spectral channels from 0.4 - 2.5 µm. Spectral data from this instrument were used to evaluate mine waste at the California Gulch Superfluid Site near Leadville, Colorado. Here, the process of pyrite oxidation at the surface produces acidic water that is gradually neutralized as it drains away from mine waste, depositing a central jarosite zone surrounded by a jarosite + goethite zone, in turn surrounded by a goethite zone with a discontinuous hematite rim zone. Leaching tests show that pH is most acidic in the jarosite and jarosite + goethite zones and is near-neutral in the goethite zone. Measurements indicate that metals leach from minerals and amorphous materials in the jarosite + goethite and jarosite zones at concentrations 10 - 50 times higher than from goethite zone minerals. Goethite zones that fully encircle mine waste may indicate some attenuation of leachate metals and thus reduced metal loading to streams. The potential for impact by acidic drainage is highest where streams intersect the jarosite and jarosite + goethite zones. In these areas, metal-rich acidic dace runoff may flow directly into streams. The U.S. Environmental Protection Agency estimates (U.S. EPA, 1998) that mineral maps made from AVIRIS data at Leadville have accelerated remediation efforts by two years and saved over $2 million in cleanup costs.

Minerações Brasileiras Reunidas S.A. - MBR is a brazilian iron ore mining company geared for the export market. It is controlled by Companhia Auxiliar de Empresas de Minerações - CAEMI through its subsidiary Empreendimentos Brasi leiros de Minerações - EBM which holds 51% in MBR and is formed by CAEMI, the six major japanese steelmills and five japanese trading companies, Universe Tankships, Inc., and Indústria e Comércio de Minérios S.A. - ICOMI. The remaining 49% of MBR&apos;s capital are held by St. John del Rey Mining Company, a subsidiary of The Hanna Mining Company. MBR iron ore reserves exceed 1.5 billion tons of high grade ore distributed in 36 deposits located in the so-called IRON QUADRANGLE in the State of Minas Gerais. The Aguas Claras Mine is the largest presently known and highest grade deposit owned by MBR. Other mines such as Pico, Mutuca and Jangada are in operation at a combined rate of production of about 2 to 2. 5 million tons per year. The project consists of mine, railroad and marine terminal (slide). The Aguas Claras deposit, which is located about six kilometers southeast of Belo Horizonte the Capital of Minas Gerais, was selected for initial development. The Sistema Regional Centro of the Rede Ferroviária Federal, through its 6th Division known as the "Central " is responsible for the transportation of MBR ore, and provided the necessary railway construction to connect Mine and Terminal. The Terminal is located on Guaiba Island near the entrance to Sepetiba Bay, at about 120 kilometers west of Rio de Janeiro.

Normally I would like to begin a talk on photogrammetry by defining the word. However modern technology has changed the science so radically that it bears little resemblance to its original definition. Photogrammetry as defined is a science of taking accurate measurements from photography. Today&apos;s photogrammetrist, in addition to working with photography, finds himself working with magnetometers, infrared scanners, radiometers, holo¬graphy, lasers, side-looking radar, digital interfaces, computers and countless other modern space age concepts. The modern photogrammetrist is a pilot, photographer, lab technician, mathematician, geologist, programmer, engineer, physicist, and cartographer. His modern instrumentation and many spheres of activity all have a role in the environmental sciences. For example, the magne¬tometer which measures the earth&apos;s magnetic fields is used to locate the earth&apos;s ore deposits. The infrared scanner captures the heat emitted from the earth to detect ground waters and thermal pollutions. To elaborate on each of his many endeavors would take volumes rather than this short paper. I have elected therefore to discuss what I feel is his most important role in the environmental sciences - that of cartographer.

As the 2011 president of the Society for Mining, Metallurgy, and Exploration, Inc., I am pleased to present the 2011 issue of the Transactions of the Society for Mining, Metallurgy, and Exploration, Vol. 330. A significant portion of the contribution that we as a professional society make is the publication of professional and technical papers that accelerate the advancement of scientific knowledge and enable the transfer of technology. Communication within the mining community is the key to a successful society. This technology exchange continues a tradition that dates back to the 1871 meeting of 22 mining engineers in Wilkes-Barre, PA, that resulted in the founding of AIME; those individuals envisioned that these transaction volumes “would form a most valuable and greatly needed addition to our professional literature.” This volume fulfills that pledge. The 2011 Transactions is the second Transactions to take advantage of new publication technologies. It appears solely in electronic format. The decision to go to an all-digital format for this longstanding publication was a difficult one, but one which will better serve the mining community. Based on the feedback from the 2010 Transactions in e-book format, I believe that the transition to the all-digital format was the proper decision. The 2011 Transactions contain some of the most interesting research from the past year, including a 10-year profile of roof and rib fall trends from the National Institute of Occupational Safety and Health (NIOSH) and a new cross-disciplinary application of the tools of epidemiology to assess and mitigate risk in coal mines . This 2011 Transactions comprise of a total of 82 technical papers (626 pages including index), including all 19 papers published in 2011 in the Technical Papers Section of Mining Engineering magazine (Vol. 63) and all 32 papers published in 2011 in Minerals & Metallurgical Processing (Vol. 28). Additionally, this volume contains 31 papers that are being published for the first time in this issue. The papers presented in this volume were written by some of the most distinguished professionals in the industry worldwide. All 82 technical papers were peer-reviewed. The process of review and publication requires much hard work by authors, reviewers and our publications staff. As the 2011 president of SME and on behalf of all our members, I would like to extend our gratitude to all whose volunteer efforts contributed to the publication of this volume.
