Views about the proper aim of public policy are, of course, matters of perspective and debate. Regardless of perspective, one would assume some consensus around the view that public policy ought to encourage mine operators to seek independent and critical assessments of worker safety and health at their operations through voluntary auditing. However, a review of the law on this topic shows that there is little to no manifestation of such a policy. Indeed, the balance of this paper, with a couple of exceptions, is devoted to the existing legal pitfalls that should be considered before a safety and health audit is conducted at a mine. While attorneys, particularly litigators like the author, might tend to focus on the potential problems that could arise from any given situation, the fact that most of this paper is devoted to potential legal concerns associated with auditing is a realistic reflection of the current state of the law. Specifically, this paper addresses the interplay between voluntary safety and health audits conducted at mines regulated by the Mine Safety and Health Administration (MSHA), and the administrative and civil legal issues related to such audits. The paper first provides an explanation of how and by whom an audit is conducted. The paper also addresses whether voluntary safety and health audits may be considered privileged and kept confidential in administrative and civil proceedings. Finally, selected legal issues related to such audits that could arise in administrative and civil litigation are discussed.1

One concern of the Mine Safety and Health Administration is the structural integrity of steel wire ropes used on mine personnel hoists and elevators. Failure of such ropes has resulted in loss of life and property. Although thorough and regular visual examinations are performed, hoist ropes may still fail from undetected internal wear, corrosion, and broken wires. To complement visual examinations, nondestructive rope inspection techniques have been developed to determine deterioration and removal criteria. The techniques use electromagnetic and permanent-magnet test instruments designed by a Canadian firm. This paper describes the operating principles, field and laboratory testing of these nondestructive testing instruments, and discusses the feasibility of using this type of testing as a supplement to visual examination and destructive tests.

Chemical and mineralogical data on 25 apatitic phosphate ores of diverse origins from commercial deposits around the world were widely variable. From 14 to 18 chemical constituents of each sample were determined, and each sample contained 4 to 10 mineral phases. Altogether there were 34 different mineral phases, many of which occurred in only one sample. The samples contained varieties of francolites, fluorapatites, and mixed hydroxyl-fluorapatites. The apatite compositions calculated from the chemical data showed that certain types of substitutions were characteristic of different apatite varieties, but every variety had some degree of substitution of (CO3)2 for (PO4)3 and the P2O5 contents of the apatites ranged from 35.1% for a North Carolina apatite to 41.9% for a Missouri apatite. In a concentrate with a grade of 32% P2O5, the North Carolina sample should contain about 8.7% gangue and the Missouri sample about 23.7% gangue. To optimize the digestion process of a phosphate are, it is necessary to consider the dissolution behavior of the different mineral phases during acidulation and the effects they may have on the chemical properties of a fertilizer intermediate. In the production of wet-process acids or superphosphates, the acidulation of certain minerals may cause foaming and formation of sludge, filtration, corrosion, and handling problems.

Although there has been an increased interest in the electrokinetic properties of coal (1) research on the subject is still in an early stage of development (2,3,4,5,6,7) To the author's knowledge, no electrokinetic studies have been made on coal lithotypes - particularly anthracite lithotypes. This paper presents the results of an investigation of the double layer properties displayed at the anthracite/water interface (whole coal and lithotypes) as determined by streaming potential methods, It is hoped that this investigation and related future investigations will provide correlations from which the surface properties of any coal can be predicted and then related to surface dependent processes such as froth flotation and flocculation. Another aspect of this research, undertaken to determine the physical and chemical parameters necessary for anthracite lithotype differentiation, was previously published (8). The number of parameters involved, lithologic, organic and inorganic, and the wide divergence of these parameters within an individual coal limits the practical utilization of the results, however, the results are of value and of interest in guiding theoretical developments. Keeping the limitations in mind, the results are analyzed in terms of their application to froth flotation processes and are used to indicate the feasibility of making a lithotype separation by flotation.

Numerical simulations have been used to investigate roof fall in the past decades. Comparing to the continuum based methods, the discrete element method has been well recognized for its excellent performance in simulating large strain problems and fracturing processes in the rock mass. However, the discrete element method has its limitations. When simulating a large-scale problem, a large number of particles are required, which consumes significant computational resources. In the present study, a 3D numerical model coupled with the finite-difference method (FDM) and the discreteelement method (DEM) was created to simulate the laminated roof failure in an eastern coal mine in the US. In the FDM-DEM coupled model, the laminated roof of the entry is represented by an assembly of bonded particles using PFC3D. The laminated roof is simulated by adding parallel discontinuities. The discontinuities are given certain stiffness and strength in the model. The ribs, floor, and far-field surrounding rock are represented by continuum zones using FLAC3D. The strength of the discontinuities is varied sequentially and the fracturing of the laminated roof was analyzed with respect to entry advance. The results showed that the laminated roof fractures along the discontinuities while an intact roof fractures in a dome shape. Increasing the strength of discontinuity could enlarge the tensile zone inside the laminated roof and hence change the crack distribution. In addition, the crack quantity in the laminated roof behind the advancing face decreases with the increment of discontinuity strength while this trend is not occurring ahead of the advancing face. The simulation demonstrated that coupled method using PFC3D/FLAC3D can reproduce the laminated roof failure in underground coal mines.

Rock engineering tasks like tunnelling, dam and building construction, and rock slope stability rely heavily on properly estimating the rock’s uniaxial compressive strength (UCS), a crucial rock geomechanical characteristic. As high-quality specimen are not always possible, scientists often estimate UCS indirectly. The primary objective of this paper is to assess the efficacy of long short-term memory (LSTM), K-nearest neighbour (KNN), a combination of particle swarm optimisation (PSO) with an artificial neural network (ANN), and adaptive neuro-fuzzy inference system (ANFIS) to estimate the UCS of sandstones from Jharia, Dhanbad, India. Point load index (PLI), porosity (n), P-wave velocity (Vp), density (ρ), and moisture content (%) are the parameters used for the present study. Finally, a comparison was made between the various prediction algorithms outputs. The findings of the study validated the effectiveness of computational intelligence methods in forecasting UCS compared to other models used in this paper. The KNN achieves overall the best results, with an R2 of 0.95 for training, 0.94 for testing, and an RMSE of 0.03 for training and 0.05 for testing.

This paper summarizes the Bureau of Reclamation's experience in the use of boring machines to excavate six major tunnels on the Bureau's water resources development projects in the western United States. The summary of experience is presented as a compilation of brief case studies for each of the six tunnels. Each compilation presents data on the tunnel dimensions, geological characteristics of the excavated rock, the tunneling machine used, machine operation, muck handling, method of tunnel support, ventilation system, and related information. The listing of the six tunnels in Table 1 reflects a diversity of tunnel lengths and diameters. However, despite this diversity of dimensions as well as the variety of rock encountered during excavation, the six tunnels have one major characteristic in common: their excavation was significantly expedited by the use of boring machines. Beginning with the 10,079-foot-long Tunnel No. 1 on the Navajo Indian Irrigation Project in New Mexico - the Bureau's first tunnel to be excavated by a boring machine - the boring machines, or "moles," have demonstrated their effectiveness in rapid and economical tunnel excavation. Tunnel No. 1, virtually 2 miles long, was bored through in 9 months, an unprecedented achievement in Bureau engineering experience, as compared with tunnels previously excavated by conventional means. Five sulfide minerals from the Magiwnt mine, southeast Missouri were analyzed for 31 trace elements in over 300 samples by laser microprobe spectrographic analysis of polished sections. The concentration of several trace elements shows a pattern of progressive variation with depth (space) and variation with different paragenetic stages (time) of each mineral. Factor analysis of the geochemical data shows sympathetic correlation both in space and in time of Bi, Cd, Ge, and Sn in galena and sphalerite, and Ni and Co in sphalerite and marcasite.

Fossil resin types occurring in the Hiawatha seam of the Wasatch Plateau coal field, Utah, have been separated according to color and their physical and chemical properties evaluated. These resin types were separated into four color fractions, yellow, amber, light brown, and dark brown. Each resin type has then been subjected to comprehensive spectroscopic examination and other physical methods of characterization. Included among the spectroscopic methods of characterization are FTIR and 13C NMR spectroscopy. Physical properties that have been measured include density, optical, and magnetic properties. These analyses reveal that the resins are distinct from other macerals, predominantly nonaromatic in nature with small amounts of oxygen functionalities and a low degree of unsaturation. The four resin types show distinct differences in certain physical and chemical properties such as density, hexane solubility, magnetic susceptibility, and aromaticity.

Mineral liberations that would be obtained by grinding an ore to a specific size can be predicted by analyzing unbroken ore pieces, and mineral liberations in ground ores and mill products can be determined directly by image analysis. Predictions of mineral liberations are made by measuring size distributions and textures of mineral grains by image analysis, and using liberation models. Ground ores and mill products are analyzed to determine the proportion of mineral that is liberated, and the data are used to evaluate mineral behaviour during mineral beneficiation. The liberation data for minerals in a suite of mill products from a circuit are processed by a materials balancing technique to calculate recoveries of minerals in different types of particles throughout the circuit. The liberation-materials balance data define mineral recoveries; define the behaviour of an ore in a concentrator, pilot plant or bench test; and indicate whether recovery improvements are possible and/or feasible.

Saudi Arabia’s mineral potential offers development target that compliment the national effort to diversify the income of this oil and gas economic based nation. Ma’aden, a joint stock company with paid-up capital of US$1 billion, has from its inception in 1997, actively developed in-house engineering and management skills to transform the Arabian shield’s mineral potential into such real projects. Gold mine operating facilities of 100,000 oz/yr underground and 50,000 oz/yr open pit are de-scribed, as well as 3 targets, two of which are underdevelopment; Al Hajar (3,000 tpd at 2.5 gpt Au)and Al Amar (5,000 tpd at 20 gpt Au). Emphasis is also on exploitation of phosphate rock and down-stream fertilizer products, based on the Kingdom’s107,000 sq. km. northern basin geological reserve. Al Jalamid, the prime target, represents 216 million tonnes of these P2O5 reserves. Saudis and expatriates, together, lead international engineering companies and contractors operating and developing these facilities.

Mining induced seismicity and rockbursts have been part of the deep level gold mining industry in South Africa for many years. One could be forgiven for thinking that we should know everything there is to know by now to have rockbursting under control to a level that it has minimal impact on safety and production. Well, we don’t… There are things we know that we know, and they are implemented, or should be. There are thigs we know that we don’t know, and they are researched, or should be. There are things we don’t know that we don’t know, and, well, we don’t know… We know that seismicity and the associated potential for rockbursts generally increase with an increase in stress (increase in mining depth and/or mining span and creation of remnants) and proximity to faults and dykes. We know there are a number of potential sources of events in a mine; that is: mining abutments, pillar abutments, mining faces and geological structures (faults and dykes). We know there are a number of event mechanisms associated with these sources; that is: slip on a geological structure, shear through intact rock and bursting of the rock near the edge of a mining excavation. One of the tools used more and more and with increased success to identify event source mechanisms is Moment-Tensor analysis (MT). This typically assist in differentiating between three event mechanism components: volumetric deformation component, axial deformation component and slip / shear component. The insight gained from MT assist greatly in identifying the most likely event source to assist in understanding the rockmass response to mining. We know that the seismic response in our mines are mining induced (not natural). This may seem trivial, but it is important to realise that we influence the seismic response with the way we mine, and by how much we mine (extraction ratio). Therefore we put design rules and strategies in place to reduce the seismic hazard and we install rockburst support in our mining excavations. We know the seismic response to mining is influenced by the properties of the rockmass, including strength, stiffness and brittleness, but quantifying its influence is typically more difficult than expected. We know numerical modelling can improve the engineer’s understanding of the potential rockmass response associated with designed mining layouts and strategies. For our environment (narrow, tabular large area) elastic boundary element modelling remains the most convenient and practical approach, but it overestimates the stress at mining abutments and underestimates the stress further away from these abutments. Adding a crushing (based in limit equilibrium) modelling approach vastly improves the boundary element modelling ability to simulate the deformed (interpret fractured) zones and associated redistribution of stress. We don’t know how to quantify what an acceptable seismic risk is. We don’t know if we can mine remnants at an acceptable seismic risk. Some remnants are extracted surprisingly easy, others serve us with devastating rockbursts. The limit equilibrium modelling shows potential to significantly improve our ability to quantify the rockburst risk. We don’t know if large-scale preconditioning is possible and will be effective to significantly reduce the seismic risk associated with remnant and pillar mining. Research is required (and has been initiated). Vast areas of ground have been extracted historically in the South African gold fields. Most gold reserves are now in deeper ground (4000 m) and historic remnants (areas left before due to mining difficulties) as well as pillars (regional stability pillars). If we cannot find ways to extract these reserves at acceptable risk levels, the future of the South African gold mining industry is very short.

Linear circuit analysis (LCA) is a fundamental tool which has been used to evaluate mineral separation circuits during the preliminary design phase. Traditionally, the LCA methodology uses the analytic circuit solution to determine the relative slope of the circuit?s partition curve. This value is then used as an indicative performance measure suitable for the comparison and ranking of alternative circuit configurations. Unfortunately, the partition curve slope only reflects the separation potential of middling material. In most mineral systems, this material represents a small portion of the initial feed (due to liberation) as well as a small portion of the revenue potential (due to the incremental value). Respecting these limitations, the authors have developed new separation performance indicators which may be derived from the analytical circuit solution and used in LCA problems. These indicators inherently reflect the separation potential of pure material, providing a better indication of lost revenue due to misplaced material. The complete methodology has been integrated with prior software to produce the Heuristic Optimizer for Resource Separation Economics (HORSE).

I first met Milton Wadsworth in 1951 as an eighteen year old junior taking his mineral processing course at the University of Utah. He guided my senior thesis, evaluating the then new polymer flocculants on settling uranium leached ore pulps. This was before ion exchange and solvent extraction. After my military service and a brief working stint at Kennecott he supervised my PhD work. He encouraged me to be active in AIME and its constituent societies, where both of us have been directors of AIME and presidents of TMS. He has been a consultant for research groups that I have managed. Above all, he has been my mentor and friend for nearly 45 years. Thus, I am honored and particularly pleased to receive 5MB's Wadsworth Award.

To the casual observer there is probably no simpler appearing operation in the mineral industry than a limestone quarry. It might seem that the entire operation - from the drilling, blasting, and loading of the stone, its transport to a mill for crushing, washing and sizing, to loading into boats, railroad cars, or trucks for delivery to customers - can be comprehended at a glance. But no first impression could be more misleading. It is one of the purposes of this presentation to sketch the broad outlines of the extensive limestone industry in the United States which, measured in terms of volume of production since the end of World War II, has grown almost 300 per cent to a national level in 1957 of 384 million net tons.1 Another objective will be to discuss in more detail this industry in the State of Michigan. For this latter purpose, the Michigan Limestone Division plants at Calcite and at Cedarville will be used as examples. These descriptions will, we believe, show that the limestone business has complexities to match its size.

Tables showing world trade in metallic mineral raw materials during the years 1953 through 1957 have been prepared for the following twenty-one commodities: alumina, aluminum, bauxite, chromite, copper concentrates, partly refined and fully refined copper metal, iron ore, pig iron, iron and steel (simple shapes), lead concentrates, lead metal, manganese ore, mercury metal, nickel ore, concentrates, and matte, nickel metal, raw pyrites, sintered pyrites, tin concentrates, tin metal, zinc concentrates, and zinc metal. In each instance, the amounts given by the importing country were used except when statistics from the importing nation were lacking, incomplete, or misleading. To show the considerable divergence between importing and exporting country totals for the same years, the complete mercury table is given and, in parallel columns, shows the comparable tonnages of importers and exporters. Tables for the other twenty commodities are presented in summary form. The data of the concentrate tables are used with those of the corresponding metals as a basis for a discussion of trade in concentrates versus trade in metals. The data of all twenty-one tables provide the basis for testing the thirteen rules governing international trade in metal raw materials which I first published in Mining Engineering for July 1955. Because the 1953 through 1957 data are far more complete and considerably more extensive than those on which the 1955 rules were based, it was found possible to deduce five additional rules and to modify three of the original thirteen appreciably. The harmfulness and destructiveness of mine gas explosion is quite serious, which is the first of all kinds of coal mine disasters. Once the gas explosion occurs, it could instantly generate explosion shock waves, high temperature airflows, and disaster gases, which cause the destruction of underground ventilation structures, disruption of airflow direction in a mine ventilation network, and miners’ deaths by asphyxiation. As an important barrier to prevent the spread of accidents caused by the gas explosion, the safety and reliability of the mine seal affects the mine’s production and the health of workers. Due to the demands of coal mine production and transportation, a large number of longitudinal and horizontal roadway networks have been developed underground. There are not only many flat and straight roadways in the complex roadway network structure, but also a large number of different types of bifurcations and bends. Once a gas explosion occurs, the impact of the blast waves on the mine seal after passing through the complex path is difficult to determine. Therefore, this paper establishes a numerical model of bifurcated and cornered roadways and studies how the impact of gas explosion shock waves on the structure of sandwich mine seal after passing through different types of bifurcated and cornered roadways. The damage state of sandwich mine seal is analyzed. The researching finding could prevent and manage the spread of gas explosion disaster, and improve the disaster mitigation of mine explosion accident.

This study is carried out in the Zenit mining concession, which is located in the city of San Pablo in the department of Cajamarca in Peru. The Project has 33 mineralized structures and according to laboratory analyzes we have the presence of gold and silver. The geostatistical evaluation provides an analysis on the distribution of precious metals in the vein. This information is used to improve the efficiency of metal extraction and to reduce costs. The general objective is to evaluate the polymetallic veins (Au and Ag), for which the classification of resources (measured, indicated, and inferred) has been carried out, taking into account the parameters of minimum distance from the composite, corresponding volume and tonnage calculation. In addition, an inventory of estimated geological resources was carried out with the block grades obtained to generate the tonnage-grade curves.
